Thank you, Mr Speaker. I appreciate the opportunity. I am raising an issue of extrajudicial killing by cattle rustlers in Agago District and the surrounding districts bordering Karamoja Subregion. Mr Speaker, last week one person was killed from Omiya Pachua Village in Agago District. Why on earth is someone still being killed because of a cow in this 21 st century? My prayers are: (i) The persons who lost their loved ones should be compensated for the loss of their loved ones. (ii) Those who are maimed and permanently disabled should be compensated. (iii) Those who lost their cattle should also be compensated.

Thank you, Madam Speaker. I bring to the attention of Parliament a very important matter that needs an urgent response. Madam Speaker, you know that the absence of peace at home is a nightmare. On the 18th of last month, the people of Agago County, Agago District, were invaded by cattle raiders. Two people were shot, one died instantly, and the other is still nursing wounds. The cattle raiders were in full uniform of the Uganda Peoples Defence Forces (UPDF) and loaded with AK-47s. Not only that, late in the evening yesterday, another group of people came and raided the town. Imagine, in Adilang Town Council, they raided 32 goats. Thank you. Representing 77 per cent of the budget released. To that effect, Shs 446 billion remained unutilised and hence was returned to the Consolidated Fund as a result of the failure to absorb the resources. Madam Speaker, the absorption of funds by the local government was affected by a number of factors, including late release of funds, delays in procurement, delayed accessing of civil servants onto the payroll, change in design of construction works, among the cases cited. Notably, the local governments with the least absorptive capacities or those that returned huge sum of funds were Kitgum Municipal Council at 43 per cent, returning Shs 15 billion; Oyam District Local Government performed at 57 per cent thus returning Shs 25 billion; Pakwach District Local Government performed at 58 per cent returning Shs 14.5 billion; Agago District Local Government absorbed 60 per cent of the funds, returning Shs 17.6 billion; Lira District Local Government absorbed 54 per cent of the funds released to it returning Shs 17.6 billion and Arua City absorbed 74 per cent released to it, returning Shs 17.6 billion. Madam Speaker, on the other hand, the local governments that absorbed to near target were Gulu District Local Government (DLG) posting 100 per cent utilisation of all funds released to it, Arua DLG 94 per cent, Mityana DLG absorbed 96 per cent of the funds released to it and Mityana Municipal Council performed at 89 per cent, Moyo DLG at 87 per cent, and Yumbe DLG at 87 per cent. Those are among the best performing local governments. Madam Speaker, as I stated earlier, these are just samples we picked. The main reports are in this book. The Members will pick interest and look at their district one by one; how they performed in the Financial Year 2022/2023. Committee observation The committee observed that: i. Thank you very much, Madam Speaker. Madam Speaker, Otuke is the only district in Northern Uganda where the five Nilotic tribes departed, when God created the universe. One was Teso. Second, Acholi. Third, Acholi- Jabwor. Then comes the Karimojong. Madam Speaker, I request – each time I shall represent this side of Otuke which covers all these tribes. There is a bridge on the road from Kapelebyong; that is Alito and Ogor Subcounty. Secondly, there is a bridge on the road from Omoro to Orumo, which is in Ajuri County; Alebtong District. The third bridge, Nam Agago, is on the road from Agago District, Ogor. Madam Speaker, one of these bridges should be considered. Lastly, the Shs 1 billion which, was given to the districts has been misused in Otuke District. The Chief Administrative Officer (CAO) and the district chairperson connived to grade only nine roads, out of the 24 roads which were meant to be graded. Madam Speaker, I would like this to be put into consideration. Thank you.

A member said that during COVID-19, Agago District and other Northern districts received many vaccinations, which was good. Now, when people show symptoms, they often suffer kidney failure and die, especially after being referred to St Mary's Hospital, Lacor.

It is not the pork people are referring to, but the monkeypox, according to the minister. Anyhow, my point here is that during the COVID-19 pandemic, when the vaccination took place, Agago District and most of the districts in Northern Uganda received massive vaccinations, which was good. You did proper sensitisation. However, these days, whenever symptoms of that nature occur, people’s kidneys fail. Each time they are referred to St Mary’s Hospital, Lacor, there are cases of kidney failure; whether children or adults. Most of the deaths, these days, are related to that. Two days ago, kidney failures related to diseases like M-pork – (Interjections) - it is a point that – monkeypox -

Thank you, Mr Speaker, first of all, for accepting to accord us space on the Order Paper. We are aware of how much activities Parliament is facing. Thank you very much for honouring our people so that they can attend to this presentation of the petition. For those who came in late, the petitioners are being represented by about 40 people who have come so that they can observe even today’s sitting. Mr Speaker, I rise under Rule 30 of the Rules of Procedure of Parliament, concerning the petitions that regard customary land. The humble petitioners are community members of Lapono, Lira, Kato Subcounties that include even the neighbours, that is, Paimol, Omiya Pachwa and partly Adilang. I am presenting it on their behalf. “Your humble petitioners showed and state that they have been living in their community land of Lapono, Lira Kato Subcounties, Paimol, Lamiyo, Omiya Pachwa and part of Adilang, which is their customary land without any issues since Uganda was created, I believe. “Your humble petitioners own their land, which is approximately over 2,000 hectares and have been using it for settlement, cultivation, hunting, grazing animals and some other sports activities. They aver that they were using their land without any interference until one UPDF Land Force Commandant and his uncle claimed to have freehold titles over their land. “They discovered that the Ministry of Lands, Housing and Urban Development has issued certificates, which even measure land close to about 7,537,341.5 hectares. The same certificates claim that 219,401,365 hectares of land has already been surveyed fraudulently and nobody attended even the surveying process. “The petitioners believe that the two land grabbers, the UPDF Land Force Commandant and one of his other uncles, did this fraudulently. “They also aver that the participation of LC2 Chairperson Kaket Parish, the LC3 Chairperson of Lapono Subcounty and the Chairperson of a clan called Kochure, have been having some illegal meetings and forming a non-existent association and referred to it as Land Owners’ Association. They have been linking with a coordinator of a project called Parish to Market Project, where they generated resolutions, which are fake, without the attendance of any members of the community, besides putting some signatures that they are landowners of that same area. They also aver that the Resident District Commissioner of Agago District, who had been moving to different meetings, on 17 October 2023 said that the people of Lapono, Lira Kato, Omiya Pachwa and Paimol had already given their customary land to the said investors. The Resident District Commissioner is even now using the Uganda Police and National Forestry Authority Police to intimidate some leaders who are standing together with the community so that their rights are not violated.” Mr Speaker, in that same land, the Ministry of Energy and Mineral Development, through

Thank you, Mr Speaker, for giving me this opportunity. Climate change is real and it is affecting all of us. Therefore, it is our collective responsibility to protect and preserve our environment. For that matter, I would like to thank the committee for the wonderful report. Much as we think about our present situation, we should also be mindful of the next generation coming after us. My only concern with NFA is the way they transmit information to fellow Ugandans. For example, in Agago District, last month, people woke up to officials from NFA coming with mark stones to gazette certain places without informing the people. I request that NFA informs the country about the areas that are gazetted as forest reserves. Thank you.

In our home area, if a mother gives birth to twins, she is definitely considered higher than any other person in that clan; you are now one of them. (Applause) Of course, we call you “ Min rudi” , which means “double and double”. Thank you for being “double and double” and also a good mother. There are two issues. First, it is true that it is the role of this House to allocate funds to the Uganda Prisons Service. We have seen the outcry that the prisons facilities are so full that they cannot contain more prisoners. However, when you interact with the inmates, close to about 60 to 70 per cent are in detention, sometimes without trial. You find somebody who has stayed in prison for one to two years without trial and that alone adds to the number making the facilities too small. Maybe this time, the DPP, the police - or whoever is concerned with investigations or sanctioning of the files - should do their work and do it quickly so that suspects are tried. If the person is found guilty of the offence, he can be imprisoned. For example, the former Speaker of Agago District Local Government called John Bosco was arrested during election time, but up to now, he has never been arraigned before court. “The underperforming local governments included Agago District Local Government, which absorbed only 77 percent of the funds released to it; Gulu District Local Government also absorbed 77 percent; Koboko District Local Government also registered 77 percent; and Lira and Apac District Local Government at 81 percent.”

Read the full speech, word for word
10152 STANDING COMMITTEE REPORT The underperformance in the absorption of funds by the local governments was attributed to a number of factors on a case-by-case basis, including late recruitment of teachers, delayed access of staff to the payroll among others. The underperforming local governments included Agago District Local Government, which absorbed only 77 percent of the funds released to it; Gulu District Local Government also absorbed 77 percent; Koboko District Local Government also registered 77 percent; and Lira and Apac District Local Government at 81 percent. On the other hand, the local governments that absorbed close to the target included: Kitgum District Local Government with a return of 98 percent, Kitgum Municipal Council at 96 percent, Pader District Local Government at 96 percent, and Amuru District Local Government at 92 percent. Local revenue performance The total approved local revenue budget for the local government was Shs 223 billion, of which Shs 131 billion was released back to the local governments, representing 59 percent. The warrants or releases are based on what the local governments collect and is deposited with the consolidated fund as per the requirements of Section 29 (2) of the Public Finance Management Act, 2015. In the same vein, the 48 entities had an approved local revenue budget of Shs 48.273 billion, and a sum of Shs 29.265 billion was availed, hence an underperformance of Shs 19 billion. A number of local governments under review posted good performance, led by Yumbe District Local Government at 137 percent, followed by Maracha District Local Government at 127 percent, while the least performance was registered by Kitgum Municipal Council, which realised only 16 percent of its approved local revenue budget, Apac District Local Government at 32 percent and Agago District Local Government at 38 percent, as per the budget performance. Committee Observations The Committee observed thus: i) Local Government did not receive all appropriated budget resources and therefore, failed to implement planned activities; ii) The unspent balance was attributed to a number of factors, including failure to recruit, delayed deployment of teachers by Ministry of Education, failure to procure contractors under the Uganda Support to Municipal Infrastructure Development (USMID) programme, delayed completion of projects under the Uganda Intergovernmental Fiscal Transfers (UgIFT) Programme, among others; and iii) Majority of local governments reviewed, absorbed and did perform above 80 percent. Committee recommendations The committee recommends thus: (i) The Ministry of Finance, Planning and Economic Development accounts for the under-release of funds to the local government. (ii) Accounting officers under whose supervision local governments failed to utilise funds released to them be held personally liable. (iii) Entities whose absorption of funds was below 80 per cent be subjected to further investigation to ascertain underlying factors of the gross underperformance. (iv) The accounting officers should develop clear revenue enhancement plans to assist the district in future revenue mobilisation. (v) The accounting officers should make follow-up with the Ministry of Finance on the shortfalls affecting service delivery. COMMUNICATION FROM THE CHAIR [Mr Olanya]

Thank you, Madam Speaker. Allow me to join colleagues to appreciate the chairperson and the committee for the report. I am very concerned, especially on the issue of the contractor on the project of the Uganda Intergovernmental Fiscal Transfers (UgIFT). The chairperson of the committee actually gave an elaborate report and mentioned the issue of the contractor and the challenges they have experienced. I have a case in my constituency; there is a contractor that was awarded a contract for the construction of a seed secondary school. The contractor is called Mesco Uganda Limited. Madam Speaker, the site was handed over in January this year but to date, the contractor hired the local community to dig the foundation and the community was not paid their money. There is a lot of chaos now the reason being, the contractor has almost over 10 contracts. There are three contracts in Agago District, it has a contract in Otuke; other contracts are in other districts. I am wondering why the Central Government gives contracts to one contractor that is not effective and delays the process of the implementation of the contracts; this is a problem. Parliament needs to come up with a decision. If we talk about decentralisation, why don’t we give the opportunity to local governments to manage such contracts? This will make the work more effective. It is my humble appeal that Parliament comes up with a decision which is concrete on the issue of the contractors. I thank you.

On arrival, they gunned down three UPDF soldiers. Yesterday, they came in the night and assaulted a woman from Omia Pachwa in Agago North County. Thank you, Mr Speaker. I rise to report to the country and also to the House, a security-related matter. Last evening at 7.48 p.m., some unknown gunmen attacked the people of Kalongo Town Council and killed two people. One of them was a 52 year- old called Joseph Komakech and another one called Joel. They sprayed bullets in the town council and managed to escape. This kind of shooting and killing is becoming rampant in Agago District. Before this, they killed one businessman because their intention was to get money. The moment they see you with enough groceries in your shop, they attack you. The first thing they did was to put a boy next to that place under gunpoint and they robbed him of all the money he had. The next shop they entered was Joseph Komakech’s. Our prayer is that security should go a little bit deeper so that we check this kind of unnecessary riding of motorcycles by unknown people. Secondly, we used to have a very robust and effective LC system on security matters. Why don’t we revive it so that the neighborhood gets concerned to know which unknown people are moving around? This would help to safeguard people, especially during this coming festive season. I thank you.

Madam Speaker, my justification for the resolution of this Parliament to pay tribute to this powerful Father is that Pope Francis issued a concession to the Archdiocese of Gulu to conduct the beatification of Fr Giuseppe Ambrosoli on 20 November 2022 at Kalongo Catholic Mission in Agago District. This will be the third Blessed after Jildo Irwa and Daudi Okello who are the Blessed Martyrs in Gulu Archdiocese. Beatification under the Catholic Church is a procedure of determining and proclaiming that a deceased person is one of the Blessed or has gained the second degree of holiness and it is a stage in the process of canonisation into Sainthood. Venerable Fr Giuseppe Ambrosoli was a Roman Catholic priest and a member of the Comboni Missionaries. He was born on the 25 July 1923 at Ronago - that is in Como in Northern Italy. After a serene childhood and adolescence, he enrolled in the Faculty of Medicine in the University of Milan. After having been awarded this degree, he presented himself at the Comboni Missionaries to become a missionary priest proclaiming simple, yet profound words: “God is love, they are suffering neighbours and I am their servant.” Later on, he went to London for a course in Tropical Medicine and returned to Italy, where he joined the Comboni’s Novitiate of Gozzano (Novara). Madam Speaker, on 09 September 1953, Giuseppe became a Comboni missionary by undertaking his first vows. He studied Theology and was ordained a priest on 17 December 1955 by Archbishop Giovanni Battista Montini - later, Pope Paul VI. At 33 years of age, on 01 February 1856, Fr Giuseppe left for Gulu in Northern Uganda. Thereafter, he went to Kalongo and founded a hospital that gained a reputation of excellence for almost 31 years. At Kalongo Hospital, he also founded St Mary’s Midwifery School, where local women received training as midwives. In 1972, he also incorporated the leprosy centres in the Mission of Alito and Morulem for victims of Hansen’s disease in the hospital’s outreach programme. The hospital, designed for the neediest people in a rural area, became famous for its leading medical practitioner and for the volunteer doctor and religious sisters, who assisted him. Therefore, not only from all over Uganda, but also from neighbouring countries, such as Kenya, Tanzania, Sudan and even as far away as India, people asked to be treated there. In 1963, he was awarded the “Doctors’ Mission Prize” by the Carlo Erba Foundation and in 1985, the Samuel Pozzi Prize – “A Life for Medicine” from the “Order of Doctors” in Milan. Due to his skill as a surgeon, he was asked to serve in the country’s main teaching hospital – Mulago, that is in Kampala, but he preferred to remain in Kalongo. On 13 February 1987 in the midst of the insurgency campaign being waged by the Lord’s Resistance Army, Fr Giuseppe was obliged by the authorities to evacuate the hospital of Kalongo, placing his already precarious health under enormous strain. On 27 March 1987, he died in Lira at 3.30 p.m. 44 days after having been forced to leave Kalongo and brought all the personnel of the hospital to safety. On 17 December 2015, Pope Francis named Fr Giuseppe Ambrosoli as Venerable of the Catholic Church due to his heroic virtue.

6290 THE NATIONAL LEGAL AID BILL, 2022 It is my humble prayer today, as we are celebrating and contributing to the motion, that we respect the support of Dr Ambrosoli. The question I want to ask is: Apart from the celebration, what is it that the Government has in place to support the hospital? Madam Speaker, since the death of Dr Ambrosoli, the hospital in Kalongo has never remained the same. If you visit the hospital now and see its condition, you will be very ashamed. As people contribute money to support the celebration of Dr Ambrosoli’s beatification, it is time for the Government to come out openly. Apart from contributing money to support the celebrations, let the Government also fund the hospital to support the vulnerable people in Agago District. (Applause) This will be a memorial support that will never be forgotten. We cannot only go to celebrate the beatification of Dr Ambrosoli for the service he has given to the people. We must leave a mark that people will remember forever when they visit the hospital. This is my humble request to the Government. I beg to submit.

4979 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 16 AUGUST 2022 level to police recoveries. This exacerbated the recovery challenges. The situation was compounded by the COVID-19 pandemic related challenges in the country. The attitude of the community towards the Youth Livelihood Programme, just like many other Government programmes, complicates the recovery process. Communities think that Government must always provide them with free things and that even revolving funds or loans should not be paid back. Defaulting and delays in the payment of loans or revolving capital, especially due to the timing of the programmes, which in most cases happen during the election period, means that beneficiaries take it as a “thank you” from elected leaders. The funds dwindled, yet the districts were not aware, nor were they informed of the aims of the programme to enable them plan accordingly. In Agago District, for example, the youth programmes funded under the Youth Livelihood Fund were to a tune of Shs1,039,743,500 at the time of the visit in September, 2021. However, the total recoveries between 2015 and 2019 were only Shs 273,300,000. For about four years, that was the only amount recovered in Agago. Recommendations The Ministry of Gender, Labour and Social Development should: 1. Ensure that the Youth Livelihood Programme guidelines are reviewed to provide for a specific threshold for youths with disabilities. For avoidance of doubt, the committee has also recommended that at least 5 per cent of the beneficiaries be youths with disabilities; 2. Ensure thatprogramme documents, training modules and guidelines are simplified and translated in various languages, appropriate formats and modes so as to target all the beneficiaries; 3. Ensure thatthe programme uses successful local entrepreneurs to mould the youth into the business of their choice through apprenticeship programmes before they are left to independently run their affairs; 4. Revisit the criteria of group formation to a smaller number; that is between five to eight members and also be flexible on the membership of the group, to extend beyond villages to at least the parish level; and 5. Empower the youth for wealth creation and districts should develop recovery strategies and recover youth livelihood funds given to the youth. The Youth Capital Venture Fund The committee further noted that some districts had not received the Youth Capital Venture Fund, such as Napak District. Also, many district leaders were not aware of about this fund. Recommendations 1. Sensitisation should be done by the Ministry of Gender, Labour and Social Development on the Youth Capital Venture Fund that was given to Centenary Bank to distribute to the youths at a low interest rate of 11 per cent; and 2. The Ministry of Gender, Labour and Social Development should develop strategies to roll out the Youth Venture Capital Fund. Mr Speaker, I am about to complete. The Uganda Women Entrepreneurship Programme (UWEP) We noted that the target beneficiaries of the programme are women within the age bracket of 18 to 65 years, and it is a revolving fund. The major issues include delayed transfer of funds from the ministry to local governments, poor repayment of the revolving funds, inadequate operational funds, transport facilitation for community development officers (CDOs) on follow-up for recoveries was inadequate, lack of ownership of the programme by the
