Thank you so much, Mr Speaker. I also want to commend the chairperson for his report. I agree with the recommendations that they have come out with, as a committee. Mr Speaker, I am happy to hear that primary schools will be rehabilitated. That is very good because many of them, especially in my district, have been looking really bad. I also request the minister that the toilets in those primary schools be given a facelift. This is because some of them do not have doors and so forth. Mr Speaker, I am happy to hear that the Government should support students at the university level. That is very relieving. Mr Speaker, what I have not heard, which I think is also very important, is the issue of adding more staff or teachers’ houses at schools. That is very important because teachers should reside at schools. Honourable minister, I thank you for appointing the 300 head teachers and deputies. In Apac District, Arocha Seed School has also benefited. It is within Apac Municipality. I am happy to hear that. Out of the 116 new seed schools, Apac District – (Member timed out.)

A member said Apac Municipality, with 70,000 people, has only 18% clean water access and 12% electricity coverage. The National Water and Sewerage Corporation cannot meet demand, and no progress has been made on promised water and electrification projects.

Thank you, Mr Speaker, for the opportunity. I appreciate the committee for this elaborate report. However, there are several urban centres that have emerged over the years in the country. We have got many municipalities and cities with a growing population. I am speaking particularly for Apac Municipality, which has about 70,000 people, where clean water access stands at 18 per cent. The law does not allow sinking of new boreholes within municipalities and cities, yet the National Water and Sewerage Corporation, which is the only option for clean water, lacks capacity to meet the growing demand for water. Mr Speaker, it is a priority that we should emphasise on to boost the capacity of National Water and Sewerage Corporation to supply urban centres. We are in dire need. I went to the National Water and Sewerage Corporation and the Ministry of Water and Environment and placed a request for water in the municipality, but up to now, we have not gotten any substantial report regarding the request. Mr Speaker, Apac is one of the largest rural municipalities in the whole country. It is the biggest in size yet electricity coverage is only at 12 per cent. Sometime last year, when we appropriated money for rural electrification, I happened to meet the minister himself, who is also here today, and I was blessed that he gave me a list of all the districts with the gazetted new connections per district. There was a promise that I think around November, there was going to be implementation to that effect, but up to now, we have not seen this come to light. I propose that the Shs 335 billion – (Member timed out.)

Thank you, Mr Speaker, for giving me the opportunity. I also want to thank your office for giving us leave to go down to the constituencies. As far as the PDM is concerned, there are many issues, particularly in regard to allocations in parishes. For example, in Apac, one of the parishes - Abedi in Apac Subcounty, has 20 villages. Other parishes have 10, nine, three or even two villages. However, they are given a similar allocation. Apac District has 33 SACCOs and Apac Municipality has 20 SACCOs, which gives a total of 53 SACCOs. So far, a total of Shs 32 million has been disbursed to the SACCOs’ accounts. The big challenge, Mr Speaker, is that the community cannot access funds from the SACCOs’ accounts. This is a planting season and we are getting the first rains – in the north, our first rains begin in March to April. The parishes that have selected agriculture as their enterprises cannot access those funds and they are in a dilemma. The Office of the Prime Minister is coming up with guidelines after guidelines. Let them come with a single set of guidelines and allow our farmers to access these funds.

Thank you, Madam Speaker, for the opportunity. I rise on an urgent matter of national importance regarding the state of insecurity in Apac Municipality. Within the last 10 days, we have lost three people under unclear circumstances but in a similar manner. On Wednesday, 19 January 2022 a 30-year-old Michael Acot, a resident of Barawell Cell, Awir Ward, Agul Division, Apac Municipality, left his home briefly and was waylaid by unknown assailants who killed him. Madam Speaker, I want to make it clear that the question, which was asked by hon. Macho was that the situation was as it was three weeks ago with a backlog, but I am informing Parliament that it has been resolved. Going forward to accommodate the future demands of this border is a debate that hon. Ekanya is referring to. As we speak today, the jam of the cargo is cleared. Thank you. The second incident was after five days when a 28-year-old businessman, Innocent Anyeme, who also left his home briefly at about 9.00 p.m. was waylaid on Apac-Lira Highway at Aka Village, Olili Ward, Apac Municipality. He was left with deep cuts all over his body. He was rushed to the hospital and pronounced dead the following day. The last incident was on Monday, 31 st when a one Joel Okello was attacked around the same spot and killed instantly. The body was cut and packed in a polythene bag and dumped at the deceased’s home. The situation is not good in Apac. It has caused a lot of anxiety in the community. People are nervous. They are worried and the trend is very consistent. My prayers are; one, that the minister in charge of security and that of internal affairs should intervene urgently and we need a report to this effect. Secondly, we need speedy investigations into this matter so that the perpetrators could be brought forward to face the due process of the law. Three, Madam Speaker, the families of the deceased should be compensated by Government.
Nothing here for the year you chose.

Read the full speech, word for word
Once again, thank you, Mr Speaker. Being my maiden speech, my name is Hon. Peter Obong Acuda, the gazetted Member of Parliament for Maruzi County in Apac District. Mr Speaker, I also want to express my appreciation to His Excellency the President of the Republic of Uganda for his State-of-the- Nation Address. There are areas that caught my ear and have touched my heart. These are: economic sovereignty, wealth creation and poverty eradication. Mr Speaker, if you remember very well, the President, in his own initiative, gave a lot of money outside. I would like to cite examples of Emyooga and, recently, the Parish Development Module (PDM). People have taken up the money and put it to use. Unfortunately, the Government, after giving out this money, did not follow up on the processes of accessing markets and the rest. Mr Speaker, the areas of concern in my constituency are Maruzi County, Maruzi North County, and Oyam South. There is a central Government road that runs from the main junction of Rwekunye to the Apac main road from Corner Amii via Alworocen to Aber in Oyam. Mr Speaker, this road has been submerged by water since 2023 to date. As I speak, no minister has ever stepped in to assess the situation of the road. This road affects access to services and service delivery centres. Recently, we lost four people from one family. In fact, as I speak, the orphans have lost their mother and father, who drowned in the water because of a lack of access to medical services from Ibuje Health Centre III. Mr Speaker, I would like to appeal to the President and the Minister of Works and Transport, who is appointed by the President, not only to sit in the office. People are praising Hon. Balaam for being a field minister. Let the Minister of Works and Transport also be a field minister and assess the situation of the central Government roads within the country and give feedback to the appointing authority so that Parliament can appropriate resources for these roads to be improved. Mr Speaker, I want to thank you for the opportunity. I still commit to serving the interests of this Parliament and the interests of the country of Uganda as a Member of Parliament. May God bless you.

Thank you, Mr Speaker. I also support the report from the chairperson. I have one issue with the GROW project. They allowed us to talk and mobilise women because what affects women affects many people. Women were very disappointed going to banks like in the Apac district. We have two banks that were accredited to receive this money from “GROW,” Centenary Bank and Post Bank, but when you get there, they say there is no money. Last year, around September, we attended a workshop and the ministers assured us that after maybe about two months then, they would communicate to us regarding money – enough money – to these banks. However, up to now, the ministry has not communicated at all. What is going on? Whenever I go back to my constituency, women keep coming and calling to ask about the GROW programme because they have their businesses which they want to, you know, grow. Can we know from the minister: when will these banks have enough money for the women of this country? I thank you, Mr Speaker.

Madam Speaker, in Apac District, we have a breeding centre but it is not doing a lot. Lango Subregion is not extending their services to all those districts, which should be a fact. This centre should do a lot to let the farmers know what they are doing. We find livestock farming very important because it provides beef, milk, hides and skins, and others. “This was found to be highest in Apac District.”

Thank you, Madam Speaker, for talking about the malaria walk. Uganda has a very big problem with malaria. There is one measure called the entomological inoculation rate. This is how many infected mosquitoes bite a person at any time of the day. This was found to be highest in Apac District. That shows how malaria is a very serious problem. Secondly, there is somebody who said that malaria is caused by a mosquito. Malaria is caused by protozoa called Plasmodium falciparum and other species; I want to make that clear. Finally, I want to quote –(Interruption)- a book called “The Conquest of Malaria” from Italy from 1900 to 1962, which I read very well. Italy used all the methods we are using. In fact, at one time, they had a theory that if you do mass treatment of all the people, theoretically, they would cure malaria because the plasmodium would be cleared from the people. However, people would be given the drugs, some would hide them while others would just put them in their mouth. When the people who were enforcing it left, they would spit them; they failed. What finally eradicated malaria from Italy was the improvement of the living of the people in southern Italy. You can imagine that even if you have four nets in the house, some people do not even have where to hang the net. When you are going to do indoor residual spraying, the crevices in some houses and the way they are built naturally, this is not going to be effective. You can imagine if you want to put the nets in the ventilators and windows, it is not possible. Importantly, we have to make sure that the way of living of our people is improved, the [Mr Mayanja] COMMUNICATION FROM THE CHAIR

10152 STANDING COMMITTEE REPORT The underperformance in the absorption of funds by the local governments was attributed to a number of factors on a case-by-case basis, including late recruitment of teachers, delayed access of staff to the payroll among others. The underperforming local governments included Agago District Local Government, which absorbed only 77 percent of the funds released to it; Gulu District Local Government also absorbed 77 percent; Koboko District Local Government also registered 77 percent; and Lira and Apac District Local Government at 81 percent. On the other hand, the local governments that absorbed close to the target included: Kitgum District Local Government with a return of 98 percent, Kitgum Municipal Council at 96 percent, Pader District Local Government at 96 percent, and Amuru District Local Government at 92 percent. Local revenue performance The total approved local revenue budget for the local government was Shs 223 billion, of which Shs 131 billion was released back to the local governments, representing 59 percent. The warrants or releases are based on what the local governments collect and is deposited with the consolidated fund as per the requirements of Section 29 (2) of the Public Finance Management Act, 2015. In the same vein, the 48 entities had an approved local revenue budget of Shs 48.273 billion, and a sum of Shs 29.265 billion was availed, hence an underperformance of Shs 19 billion. A number of local governments under review posted good performance, led by Yumbe District Local Government at 137 percent, followed by Maracha District Local Government at 127 percent, while the least performance was registered by Kitgum Municipal Council, which realised only 16 percent of its approved local revenue budget, Apac District Local Government at 32 percent and Agago District Local Government at 38 percent, as per the budget performance. Committee Observations The Committee observed thus: i) Local Government did not receive all appropriated budget resources and therefore, failed to implement planned activities; ii) The unspent balance was attributed to a number of factors, including failure to recruit, delayed deployment of teachers by Ministry of Education, failure to procure contractors under the Uganda Support to Municipal Infrastructure Development (USMID) programme, delayed completion of projects under the Uganda Intergovernmental Fiscal Transfers (UgIFT) Programme, among others; and iii) Majority of local governments reviewed, absorbed and did perform above 80 percent. Committee recommendations The committee recommends thus: (i) The Ministry of Finance, Planning and Economic Development accounts for the under-release of funds to the local government. (ii) Accounting officers under whose supervision local governments failed to utilise funds released to them be held personally liable. (iii) Entities whose absorption of funds was below 80 per cent be subjected to further investigation to ascertain underlying factors of the gross underperformance. (iv) The accounting officers should develop clear revenue enhancement plans to assist the district in future revenue mobilisation. (v) The accounting officers should make follow-up with the Ministry of Finance on the shortfalls affecting service delivery. COMMUNICATION FROM THE CHAIR [Mr Olanya]

Thank you, Mr Speaker. Apac District knows about cassava, beans, but not coffee. I am, therefore, appealing to the Ministry of Agriculture, Animal Industry and Fisheries and Uganda Coffee Development Authority (UCDA), to seriously talk about coffee growing and promote it, so that Apac District can also join the other districts, so that we can achieve the millions of bags of coffee in the future. Our soils are very fertile. I do not see how Uganda is committed to the coffee roadmap because of the issues that the Committee on Agriculture, Animal Industry and Fisheries brought out. I fully support the Ministry of Finance, which is the key to all these issues, to take action so that the monies which were not paid to the coffee nursery operators be paid to them so that things run normally. Thank you.

He was a war hero and played a fundamental role in the pacification of the northern part of this country against the Lord’s Resistance Army (LRA) rebel insurgency and acquired the name ‘Macodwogo”, meaning “fire has returned”. (Applause) Madam Speaker, in 2019, Hon. Col (Rtd) Charles Patrick Okello Engola Macodwogo, as the Minister of State for Defence and Veteran Affairs (Defence), led a team of Ugandan Members of Parliament to Arabiska Forward Operating Base in Somalia, where they interacted with the UPDF troops and the local leadership.

Madam Speaker and honourable Members of Parliament, on Tuesday 2 May 2023, we lost Hon Col(Rtd) Okello-Engola Macodwogo, Member of Parliament for Oyam North, who was also the Minister of State for the Ministry of Gender, Labour and Social Development (Labour, Employment and Industrial Relations). The sad news came unexpectedly, especially since the day before, he had organised and supervised the celebration of the International Labour Day held in Namutumba District. Many of you saw how active and humble he was; he even walked in the rain to go and make his speech. Prior to Labour Day, he had notified us in top management that he would be wedding in June. He had asked all of us to preserve that month for his wedding. The widow and the family - especially the widow - will not see this day that her husband had planned for her. Your sadness and sorrow are nothing compared to the pain and agony that visited you that Tuesday morning, when we arrived to see the minister lying dead in the compound. I have known Hon. Okello-Engola Macodwogo as a Member of Parliament because we share the district; I am the Member of Parliament for Oyam South and he was the Member of Parliament for Oyam North. However, I got to know him when I was the Woman Member of Parliament for Apac District in 2001. At the time, he was based in Opit Barracks. I had Internally Displaced Persons (IDPs) in my constituency and required that I constantly visit the IDP camps. Opit, where he was, was a stone throw away from my subcounty, Minakulu. That is why in his statement, H.E the President, mentioned Minakulu. As a serving Member of Parliament from the area at the time, the minister in charge of disaster preparedness was Prof. Tarsis Kabwegyere, who requested me to support him in closing the IDP camps. When we toured Oyam to close the IDP camps, Hon. Prof Tarsis Kabwegyere recognised the then commandant of 501 Command Post for the job well done and that was Hon. Okello-Engola, with whom we worked together with the Professor to close the IDP camps. Subsequently, he won the name Macodwogo; he had to swear an affidavit to include it in his name because it was an appreciation for the people of Oyam for the work he did to ensure that we return back from the IDP camps. He then developed interest to contest for an elective position, but because of his good work, he did not want to accept. It was his brother, Hon. Sam Engola, who is seated there, who came and negotiated for his promotion and retirement from the Army for him to contest as the LC 5 Chairman, Apac District. When he contested, he won with 93 per cent. He was then appointed after serving two terms of serving in Parliament; he was appointed the Minister of State for Defence and Veteran Affairs. In this term, he was appointed the minister of state in our ministry. During his tenure as the Minister of State in the Ministry of Gender, Labour and Social Development, he was in charge of negotiations, engagements and implementation of labour issues emanating from IGAD, the East African Community, the African Union and the Organisation of Islamic Cooperation. We already have a minister from Kenya who is arriving shortly to pay tribute to him because they have been working on these matters together. He was overseeing inspections of workplaces for compliance with safety and occupational health issues. He had toured so many areas; he had inspected almost all plantations in the country and very many factories. He was coordinating ministerial involvement with the Industrial Court because it is the one that deals with labour matters. He was supervising the pursuit of compensation claims and labour disputes. Many people get complaints about labour issues and they require compensation. He was handling those disputes almost every day. Most times, the employers wanted to pay

Thank you, Madam Speaker. I stand to join honourable colleagues to pay tribute to a gallant son of Africa and son of Uganda. In 2007, when I served as the Minister of State for Water and Environment, as a country, we had a challenge of providing services to the returning population from the internally displaced persons’ (IDPs) camps. I went to northern Uganda and when I was in Apac District, I came across the LC V Chairman, who gave me a strategy on the most efficient and effective way of providing safe water to the returning population; that was Col Charles Engola. We used that strategy in the entire north. Col Engola was a gentleman and he was not proud at all. At that time, I did not even know that he was a soldier but he gave me the strategy and supported me. I really want to salute him. Madam Speaker, we have served with Col Engola in Cabinet and he was a very humble minister. I just want to confirm, as I conclude, that it is true that the murderers have no place in Heaven. This is clearly stated in Proverbs 6:16; murderers have no space in the Kingdom of God; so is I Corinthians 6:9-11. I salute our brother, and may God sustain the bereaved family. Thank you for the opportunity, Madam Speaker.

8580 TRIBUTE TO THE LATE HON. COL (RTD) CHARLES OKELLO-ENGOLA first cousin to my dear husband, Hon. Sam Engola. In Lango, we belong to and are identified by clans. Macodwogo and I belong to the Otikokin clan, a very powerful one. He served as an executive member, promoting the Luo local language, culture and tradition. Madam Speaker, Macodwogo supported orphans and churches, and promoted fish farming and agriculture. The late stood with his people both in the good and bad times. He was our strength and hope in the subregion. The late is honoured for serving greatly in the UPDF. He was the first LC V Chairperson of Apac District; the district I represent in this House. He was the LC V Chairman of Oyam for two terms. While he was there, he moved with sticks in his car to beat people along the way or trading centres found drinking alcohol known as “ lira lira ”. Now, that means he advocated for hard work. Madam Speaker, life is very fragile. What has happened has happened. To us as a family, it is too heavy for us to take in and yet we cannot run away from it. Macodwogo was a very courageous NRM flag bearer for Oyam North. He will be remembered for what he did in Northern Uganda, especially during the Kony war and that history in Lango will never disappear. On Sunday, we drove to Bombo Military Hospital to view his body. That body was shot 28 times. As a family, there are questions to ask but God knows. I would like to thank you, Madam Speaker, for your support. I also thank your deputy, colleagues and the Government for the support. I thank you for this opportunity.

8583 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 9 MAY 2023 was moved by the Rt Hon. Prime Minister to pay tribute to our senior colleague ; Col (Rtd) Okello Engola Macodwogo. I would like to convey my condolences, that of my family and the people of Omoro District to the bereaved family of our fallen brother, Col Okello Engola Macodwogo. Madam Speaker, from what has been talked about in the House this afternoon about Okello Engola, the testimonies are: one is that he is above self and two, serving for the common need of our people. Hon. Okello Engola chose to serve in the military and grew from the lowest rank up to the rank of a colonel, serving in the military field, a department of service that is very risky. He did it very diligently and we are benefiting as a region from the outcome of his service. He has been a pacifier. Madam Speaker, while he served as the 501 Brigade Commander in Opit - Opit is in Omoro District and it neighbors Oyam District. The people of Omoro District have expressed sympathy for the loss of this gallant son. The people of Lango, Opit and Omoro District know the very meaning of Macodwogo because they are direct beneficiaries. I wish to end and quote the words of Scott Hildreth. He said, “ The value of a person’s life is measured by the amount of people they touch in living it. ” From the efforts of Okello Engola by ensuring that we receive peace in the region, he was able to touch so many lives, particularly of the vulnerable people; the women and the children. Madam Speaker, when he was serving as the LC V Chairperson Oyam District that was the time I got to know him better. I was the Resident District Commissioner (RDC) in Pader District and he was the LCV Chairperson of Apac District. We were in a meeting discussing Northern Uganda Social Action Fund (NUSAF II) that time and he spoke very passionately on ensuring that we support livelihood component of the people that have returned home. So, I picked interest to know who this man was. I am not surprised with eulogies Members are giving about Hon. Okello Engola Macodwogo. Indeed, we have lost a great man, a man with great humility. There is a word Hon. Okello Engola told me when we were in our campaigns for the first time by-elections in Omoro when I came to Parliament. I did not know Hon. Ssewungu, who has confessed today was in the team of Hon. Mao campaigning on the other side. I was the candidate on the side of Okello Engola with Hon. Mao hitting us badly but Okello Engola told me one thing that when they found him, Hon. Mao entered the rally that he was addressing. When they started throwing words at him, he kept quiet and did not answer. I was wondering: what kind of military man is this? He did not respond to them. I asked him: “What should we do?” He said: “You are a candidate, just sneak from behind and disappear. Let me deal with the situation.” It did not take long. After about six minutes, I got a call from another subcounty – Lalogi – which was about seven kilometres away, that Hon. Okello Engola Macodwogo was already in Lalogi Subcounty. He left Hon. Mao and team in that very place. That was humility. Humility takes you to greater heights. I appeal to honourable colleagues that we are all in positions of leadership and are serving this country: what shall we be remembered for? I wish to express my condolences, again, to the bereaved family of Hon. Okello Engola Macodwogo. May his soul rest in eternal peace.

Thank you very much, Madam Speaker, for the opportunity and advice. Indeed, the committee has been able to conclusively handle all the entities as reported by the Auditor-General. We will be able to provide all the other reports by next week. I take your advice. Before I present this report, permit me to lay on the Table minutes of the committee meetings and a copy of the report. Madam Speaker, just as you guided - and for purposes of saving time - on the 24 th of August this year, I presented a report of the committee, covering 14 entities. Today, permit me to present this report, which covers the audit queries contained in the report of the Auditor- General for the financial year ended 30 June 2021 for the following local governments; Apac District Local Government, Nansana Municipal Council, Makindye-Ssabagabo Municipal Council, Kira Municipal Council, Mityana District Local Government and Butambala District Local Government. To save time, from page one – this gives the introductory part and background to the report I am going to present. I request that you allow me not to spend a lot of time here and instead move to cross-cutting issues. On page 8, where we have general and cross- cutting audit queries, I refer honourable colleagues to the previous report that I gave – as I stated – on the 24 th of August, where we gave details of those cross-cutting audit queries and issues covering those entities. It would be a repetition if I run through the cross-cutting issues. If that permission is granted, Madam Speaker, I now request that you allow me to go to the specific local government entities. I request Members to go to page 28.

The speaker used a name that fits several places, for example just “Soroti”, which could be the city, the district or an area within them. We show these exactly as spoken and do not choose a meaning for the speaker.
