Thank you. Hon. Francis Mwijukye and Hon. Francis Kazini Twinomujuni (Buhaguzi County, Kikuube) and Hon. Christine Kaaya, not the Kikuube MP. He can speak after those who have been mentioned. MR FRANCIS MWIJUKYE (FDC, Buhweju County, Buhweju) Madam Speaker, over the weekend, we were attacked by heavy rains. It was an attack - (Laughter) - to use the language of Buhunga Subcounty. Almost four villages lost gardens, animals, schools, and plantations. We have written to the Prime Minister through our Chief Administrative Officer (CAO), and they asked me to come to this House to officially, in addition to writing, inform the Prime Minister to come to our rescue. Madam Prime Minister, can you direct?

Thank you, Mr Speaker, for the opportunity. Currently, our good Government is giving land titles in my constituency, Buhaguzi, in Kikuube District, at a very low price. However, there is a category of people in Bukinda Parish that were settled by the Government, through the Office of the Prime Minister. These categories of people are denied an opportunity to get these cheap land titles. May I request our able Prime Minister to give directives such that these people can also benefit from these land titles?

7421 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 9 MARCH 2023 duty. Our fingers are itching for action, Madam Speaker. Lastly, we have discussed, in this House, matters of eviction of citizens from their land. The public media has been awash with the Apaa evictions, which, as the Opposition in Parliament, we believe were haphazardly handled, including the promised compensation by the Government. Whereas the President reprimanded the Prime Minister for the promise she had made over the same matter, again, the promise of the President remained equivocal on what is going to be done to compensate the people of Apaa. Will the Prime Minister come to the House and settle the ghosts of Apaa by communicating a Cabinet decision on this subject matter so that these people are settled, instead of the promises of Shs 10 million and 20 iron sheets? When the Prime Minister communicates on iron sheets, I get a cold down my spine. We need to have her communicate here, on the Hansard, this nature of promise. Madam Speaker, with your indulgence, there is a problem in Buhaguzi County in Kikuube District over eviction of citizens. I do not know whether the Members of Parliament from these constituencies are so cowed and timid to speak for their people, but since the Leader of the Opposition speaks for the entire country, I would like to implore you –
Nothing here for the year you chose.

Thank you so much, Madam Speaker, for the opportunity. Mine is about Bunyoro University. Originally, we had tabled in Shs 100 billion for Bunyoro University, which was reduced to Shs 87 billion in the Budget Framework Paper. I thank the Budget Committee for the elaborate report. From Shs 87 billion, it has now been reduced to Shs 12.5 billion. We were given an offer of 100 acres free of charge, and I thank Dr Canon Wamani Henry, who offered us free land. Land with mature pine trees. Meaning that this university is not starting from scratch. I also thank the taskforce for the university. They have laboured so much to put in place all the requirements. The 11 policies are in place and the academic programmes are now 16, which are ready to kick-start the university. The transfer of the land title has been done. The architectural and structural drawings were fully done and approved by Kikuube District Local Government in the presence and under the leadership of our departed LCV Chairman, Mr Peter Banura (RIP). Madam Speaker, I would request that we receive some consideration from the honourable Minister of Finance to ensure that we start with at least three blocks, which will help us begin the university with about four disciplines. The people down there are basically waiting to see the university start. I would like to thank my colleague, Hon. Asinansi Nyakato, and my other colleagues who have been talking about this. I request that we be considered because we are coming up with a green urban university. This is something we need to appreciate. Thank you so much, Madam Speaker.

18356 COMMUNICATION FROM THE CHAIR Madam Speaker. In the motion I tabled, I cited certain statistics that I want to highlight further to justify the motion. According to statistics from the Ministry of Health, Uganda ranks fifth globally in sickle cell prevalence and third in Africa. About seven million Ugandans carry the sickle cell trait, and it is found across the country’s regions. Particularly in Lango, Alebtong District is most affected. In Busoga, Namutumba District, in Rwenzori, Bundibugyo District, in Bunyoro, it is Buliisa District, in Teso, it is Amuria District, with a prevalence of about 24 per cent. Other places like Bugiri, where I come from, have about 22.7 per cent. In Katakwi, it is about 20 per cent, in Kikuube, about 33 per cent,in Buliisa, about 26 per cent. About 9,000 babies die before 5 years. Madam Speaker, the statistics I am adumbrating do not relate to forests. They are not about stones. These are statistics on human beings and “Wanaichi” affected by this disease. These statistics have been exacerbated by the inadequate funding of this disease and the fact that, increasingly, there is declining development aid towards the health sector because most donors are not interested in funding non-communicable diseases. Madam Speaker, as I highlighted, the burden on families and household income is immense, arising from the cost of treating this disease. We all recall the case of a lady, Hope Fortunate Aciro, who spent about Shs 2 billion treating her two children in India, only for them to unfortunately pass on. You can imagine spending such amounts of money, but still your children die. At the political level, there are increasing community fundraising and funding requests from even us, Members of Parliament, whose families have been afflicted by this disease. Ideally, you require between Shs 300 million and Shs 1 billion to travel abroad, especially to India, for this treatment. The burden on us, even as MPs, is enormous arising out of this disease. There is increasing stigmatisation of the affected persons and increasing domestic violence in some areas, especially among women and children who are actually looked at as the cause of the disease and ailments of this nature, in our traditional and chauvinistic families. Madam Speaker, sickle cell warriors in our schools are mismanaged due to a lack of awareness, training, and basic facilities needed to make these schools safe places for learners. Simple actions like removing sweaters from learners can deteriorate their health and potentially lead to loss of life. However, due to a lack of awareness, you find that school authorities are implementing such kind of actions to the detriment of the children. Madam Speaker, I also want to mention that there are no specialised medical doctors for adolescents and adults with sickle cell disease. Paediatricians undertake all specialised sickle cell treatment in the country. This causes more stigma to the adults that are seeking treatment and more congestion in the paediatric clinics for the sickle cell. We also noted that unlike Human Immune Virus (HIV), we do not have a sickle cell registry in the country and it is because of lack of a structured testing programme. In light of what we have mentioned, we urge Government and this Parliament to consider a raft of interventions for purposes of addressing this scourge. All this can be possible if there are resources dedicated and committed. It is therefore incumbent upon us as Parliament to consider that while debating this motion. Once there are resources, we will be able to build a national registry for sickle cell disease to facilitate treatment. The capacity of health laboratories will be enhanced and this will enable comprehensive testing and also to scale up the treatment and care across the country. As Parliament, I would also humbly submit that MOTION

Thank you, Madam Speaker, for the opportunity. Last week, officials from the Kingdom of Bunyoro visited Kyangwali Subcounty in Kikuube District and surveyed land in the villages of Mandiga, Nsozi, and Wairarapa. They said they were going to evict people and that the land belonged to the Kingdom. They said they had been sent by the Government and were escorted by police and the Uganda People’s Defence Forces (UPDF). When we called the District Police Commander (DPC), he kept quiet. I beg that the Prime Minister - good enough she is from that area she belongs to that same Kingdom - help us visit the places, and perhaps give us wisdom or hope or to send the state minister in charge of that region to come and give us answers; PRIME MINISTER’S TIME

Thank you, Mr Speaker, for this opportunity. I rise on a matter of National Importance in regard to the delayed salaries for staff of Kikuube District Local Government. We have a very huge concern, significantly, on the delay of the payment of salaries for the staff of Kikuube District Local Government. Many staff have not received their salaries since February 2024, while others have faced inconsistent payments, receiving salaries in some months but missing out in others. Those currently on the payroll have not received any salaries since June 2024. This delay has affected various employees, some of whom were unjustly removed from the payroll following a recent validation exercise, despite meeting the necessary requirements. This situation has led to several challenges, including absenteeism of the members, and I am afraid some have already developed domestic inconsistencies whereby they cannot even have the capacity to handle their domestic responsibilities. .

Thank you, Mr Speaker, for the opportunity that you have given to me. Once again, I add my voice to appreciate the chairperson and the team for the wonderful report and the good recommendations. Mine is about prisons accommodation. I concur with the committee on the issue of coming up with extra accommodation to deal with the congestion. However, it has been observed in quite a number of cases that many inmates in prisons are there for purposes of civil cases that could be handled at the level of LC 1. I recommend that we look into strengthening our lower local councils. I remember while we were in our 20s that our LC 1s were extremely strong at that level. However, it now looks like police has become an issue whereby when you have simple wrangles and quarrels between neighbours, it ends up at the police. At that level, if you do not have money, the referrals will be made to prison. As we look at the congestion level, let us look at how to strengthen our LC1 chairpersons and local governments and have some appropriation made towards that. Secondly, regarding the high level of crime rate, I concur with the committee on the 10 districts where expansion of canine units has been spearheaded. However, as we look at the Karamoja case, Kikuube and the entire Albertine region also have high crime rates, specifically because of oil and gas and it has caused us issues. In my constituency of Buhaguzi East, we have had eight cases of mysterious deaths that have occurred under the umbrella of rape and others. As we consider this, let us also include

A member said that tea growing in Zombo was revived in 2014 with government support, but low seedling supply and COVID‑19 hurt farmers. The government is now distributing seedlings to 16 districts, including Zombo, Bushenyi, Mitooma, Kyenjojo, Rubanda, Kanungu, Kikuube, and Kabarole.

2.9 HrsToRY OF TEA GROWING rN ZOI0IBO Tea growing in Zombo was initially introduced in the 1960s. However, the economic activity collapsed due to the political turmoil of the 1970s. Following a request by the Alur King (Wimu ker Alur) to His Excellency the President to support tea growing in Abanga and other parts of the Alur Kingdom in order to improve the livelihoods of the people; Government re- introduced tea growing in the district during the FY 2OI3l2014 through the Northern Uganda Social Action Fund (NUSAF) II Programme. This happened at an opportune time when Government had started the expansion of tea production in the western and south-western regions of Uganda. In 2014, tea nursery beds were set up by Giant Seeds Company in Zombo and Nebbi districts. The National Agricultural Advisory Services (NAADS) procured and distributed tea seedlings to the farmers for planting. ln 2016, nursery beds were established again in Zombo district by the sa.rne company and more tea planting was done in 20 17 and 20 18 in block farms. ln 2018, more nursery operators were invited to set up nursery beds across the district to increase the quantity of tea seedlings available to farmers. It was at that time that tea farmers' groups/cooperatives and nursery operators' organizations emerged, prompting the formation of the 300- member Zombo Tea Growers Cooperative Society Limited. However, procurement of tea seedlings by NAADS remained low, causing loses to nursery operators and this, coupled with the impact of COVID-19, negatively affected tea growing. In 2022, Government through NAADS, embarked on the process of distributing tea seedlings to farmers in 16 tea growing districts namely: Buhweju, Bushenyi, Mitooma, Rukungiri, Kisoro, Kyenjojo, Zornbo, Rubanda, Rukiga, Kabale, Kanungu, Sheema, Kikuube, Rwampara, and Kabarole. 10510 MINISTERIAL STATEMENT Enactment of the Physical Planners Registration Act, 2022 was also done and we are now in the process of looking at the regulations. The Permanent Secretary requested the Ministry of Finance, Planning and Economic Development and the National Planning Authority to ensure that all infrastructure developments by MDAs with a special component comply with the fiscal planning. Mr Speaker, the ministry with the support from World Bank - that is Competitiveness and Enterprise Development Project (CEDP) - prepared the first National Fiscal Development Plan and Cabinet approved it in November last year. Regional plans have also been prepared for the Albertine Region and the Northern Uganda Economic Corridor. Districts of Wakiso, Moroto, Nwoya, Kikuube, Kabarole, Bududa, Bunyangabu, Nakaseke and Budaka have physical development plans. There are a number of physical development plans still under preparation, which include the Bwebajja Physical Development Plan, the Greater Kampala Metropolitan Area Physical Development Plan, and the Jinja/Kampala and Mpigi Infrastructure Corridor Plan. A number of urban councils have prepared physical development plans and it is noteworthy that many of these have attained high levels of implementation. They include Gulu, Arua Cities, Pader, Kagadi, Bulisa Town Councils, among others. The table below summarises the status of physical development plans in the country and the details of the specific local government are also attached as Annex 1. We have one National Physical Development Plan, two regional physical development plans, then out of the 135 districts, we have nine that have complied. Out of the 11 cities, we have three; out of the 31 municipalities, we have 17. Out of the 1,488 subcounties, we have 198; for town councils, we have 47 out of 585. Challenges While Government has made effort to support physical planning in the country, a lot still remains undone. The number of planned local governments above speak for themselves. Even where physical development plans have been prepared, their implementation still remains a challenge. A lot of the challenges are faced in the implementation of the Physical Planning Act can be attributed to the increasing land use pressures, occasioned by the country’s quest for economic development, high rate of population growth and inadequacies in physical planning. The latter is mostly attributed to inadequate funding levels and governance gaps. The following are the specific challenges that the country has to deal with in the implementation of the Physical Planning Act; 1. Most of the planning that should result in visible results is done at the local government level. Unfortunately, these local governments are grossly underfunded, resulting into low prioritisation exhibited through low budget allocations to develop, review and implement the physical development plans, especially at subcounty and district level. 2. Capacity gaps, human resource, equipment and training. Inadequate awareness creation on physical planning, hence low levels of appreciation of physical planning and development control. 4. Ineffective coordination at central and local government levels. 5. Weak enforcement mechanisms. 6. Failure to formulate ordinances; for cities and bylaws for municipalities and town

In Bukinda, people were evicted from their ancestral home by the Office of the Prime Minister claiming that their land is owned by UNHCR Kyangwali Refugee Camp. They were evicted three years ago, and they have been camping at the RDCs office for one and half years now. Thank you, Madam Speaker. Under Kikuube District Local Government is: Funding and absorption of wage pension and gratuity The audit report revealed that Kikuube District received 100 per cent of its budget amounting to Shs 13,140,576,822 and spent Shs 10,819,867,416, resulting to an unspent balance of Shs 2,320,709,406 representing 18 per cent under absorption. The accounting officer explained that the under absorption of salaries was caused by: 1. Delayed completion of recruitment process by the District Service Commission. 2. Under absorption of pension and gratuity was caused by the IPPs issues that made them unable to pay pension and gratuity. 3. Absence of a functional District Service Commission. The committee observed the following: 1. The district did not have a functional district service commission and the accounting officer did not provide the required technical guidance to the district executive or council on the need to borrow the services of another district service commission 2. Later, in an attempt to recruit, the district hired the services of Kibaale District Service Commission, but the recruitment process was suspended due to allegations of bribery in the recruitment process. The district went ahead to re-advertise the same positions in total disregard of the earlier advertisement and applicants who had showed interest. 3. The committee observed clear signs of conflict of interest, sabotage and ring fencing of certain positions to favour some officers who are in acting positions, hence, stalling and putting into question the credibility of the recruitment process. 4. Most of the senior positions, and those include heads of departments and sectors were in acting capacity. For example, the district engineer, district education officer, district health officer, principal human resource officer, district planner, head of production, district committee, development officer and others were all in acting capacity. 5. Despite clearance from the Ministry of Public Service to fill the vacant positions, the accounting officer had failed to proceed due to constant conflict of interest in the district.

6984 STANDING COMMITTEE REPORT [The Deputy Speaker] COMMUNICATION FROM THE CHAIR Honourable colleagues, join me in congratulating His Excellency, the President of the Republic of Uganda and the companies in the oil and gas sector, for launching oil drilling in the Hoima Graben. We are all looking forward to this and I want to take this opportunity to thank the Parliament for playing its role. Now, the bigger role we have is oversight on this, to ensure that this oil does not turn into a curse but rather an opportunity for this country. I request the committees responsible to ensure that you do your oversight role effectively. The President launched the activities yesterday in Kikuube District. Let us continue to work together so that we can have our first oil as projected by Government in 2025. Honourable colleagues, as you may all be aware, the NRA Liberation Day will be tomorrow, 26 January. It is the date when the NRA fighters led by His Excellency, Gen. Yoweri Kaguta Museveni in 1986, won the five-year guerilla bush war that liberated Ugandans from the tyrannical regimes at the time. The theme for this year’s celebrations is, “ Our Resolute Effort to Transform Uganda is a Promise We Shall Fulfill .” The venue for the official celebration will be at Kakeeka Playground, Kakumiro Town Council in Kakumiro District. His Excellency the President, Gen. Yoweri Kaguta Museveni, will be the chief guest. I implore you, colleagues, to attend. It is a public holiday. Let us all go to Kakumiro to celebrate with fellow Ugandans. Colleagues, there is a record I want to correct and that is why we have the Hansard . When compiling the Hansard and tallying the votes that each one recorded, we found a small error from what I had announced here, as the Clerk had given them to me. We do not have very clear rules, which provide for correction of such in terms of the House, apart from going through the motion. I have invoked rule 228(2) of the Rules of Procedure because under rule 282(1), the Clerk is mandated to ensure that he gets a correct record of the Hansard. Then, under subrule 2, the Clerk does it on the directive of the Speaker. Therefore, basing on that, I want to correct the record to read as follows: On advice of the Clerk, after going through the Hansard and looking at how each Member voted, the official record, after combing through the Hansard, is: The “Yes” votes - 349 The “No” votes - 4 The “Abstain” votes - 3. Therefore, I want that captured very well on the record. Colleagues, most of you are on social media. Today, after what we discussed here for a short time, I received a barrage of messages from very many parents regarding the issue of homosexuality. What I thought I knew, I am really shocked. To my shock, I received the news that Kasese Municipal Council attempted to pass a bylaw that recognises homosexuals and transgender people as minorities. It first came to me on social media. I did the verification, my office called the clerk and called the CAO, and we confirmed it. This was brought with the clearance of the Executive, brought by the Speaker of Kasese District. I want to make this very clear to all local governments in the country that there is no local government that can pass a bylaw that contravenes national laws; that is repugnant . (Applause) I have - and this is a very serious warning - I want the Minister of Local Government to train these people because it is embarrassing. I have gotten information that the council was being facilitated by an NGO called Human Rights Promotion Awareness Forum. They are

No gun was taken in that incident. The officer is under arrest. Interventions Numerous measures have been undertaken, all intended to respond to these incidents that have taken place, but also to prevent and/or mitigate the effects of other such incidents in the unlikely event that they happen. This is to make it very expensive for those intending to indulge in these activities, and also to decisively respond to them when they happen. Police work, honourable members, is very public. However, it is not hazard neutral. Therefore, in order to reduce vulnerability of installations and personnel, we undertook the following measures: 1. Merging far-flung and vulnerable smaller police posts and booths into sizable units to improve operational efficiency and force protection. The details of these are in Annex A on the merger of police stations, attached with a detailed justification for this measure. 2. The better organisation of security installations; that is access controls, front

Thank you, Madam Speaker. Last week, I was in Masindi. The money was remitted a long time ago, but the Chief Administrative Officer (CAO) had not paid. I left an instruction that she pays by Friday. I have received a whistleblower from Kikuube for the first time. I have as well instructed the Chief Administrative Officer (CAO) and the Chief Finance Officer (CFO) to report to our ministry on Friday at 11.00 a.m. I have even alerted the Inspectorate of Government (IGG), the Anti-Corruption Unit and the CID as they come - if they have not paid, they will just be carried to the police and prosecuted, as we engage and pay our people. Otherwise, the money was released.
