16909 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 10 APRIL 2025 has indicated that they will be giving them Shs 60 million per month. Whether it is a grant or a salary, the committee has not told us that information. If it is money to be paid, do they deduct Pay As You Earn (PAYE)? Is it income to the individual, the king, chief or leader, or is it to the institution? We need to be specific. You are giving Shs 60 million to the Magezi kingdom or a traditional leader. Therefore, we want to know if it is his or if it is for the institution, so that we know that now there is a traditional leader who is receiving the money. Mr Speaker, the law provides for regional governments, and we have refused to take up regional governments. Why should we then provide money to motivate people to start calling themselves things? Another issue is about the GROW project in Bukimbiri County. I would like to be helped by the Government to know why we should not benefit from GROW. Is it in a phased manner or a pilot project? We need to know that kind of thing, Mr Chairman. Secondly, Hon. Musasizi has talked about the position of the government campus, but many of the reports are referring to the “future plan”. We want to know from the Ministry of Finance, Planning and Economic Development or the committee responsible, who brought this image of government offices, which is being used to deny ministries money for rent? Or is it being done selectively? Finally, on externalisation of labour, can we have a policy that would – (Member timed out.)

Honourable minister for energy, there is a question from Hon. Eddie Kwizera, MP of Bukimbiri County, on multiple licensing for people mining iron ore in Bukimbiri County that has resulted into disenfranchisement of the locals and has caused unchecked environmental degradation and property loss. Thank you, Mr Speaker. I would also like to thank you for your stamina. It is rare for Parliament to sit the whole day; so we appreciate it. Mr Speaker, the issue we have is that there is non-compliance with the Constitution to an extent where I have an original voice like other Members of Parliament to talk for their people so the Government can listen and implement. Otherwise, there is no way the Government can go to Bukimbiri County without passing through me or without me taking them. The problem we have is that the Ministry of Finance, Planning and Economic Development needs to be begged to carry out their constitutional obligation, which is bad. My duty as a Member of Parliament is to tell you what is happening down there, and you put it in your planning. However, when you find that the person planning is the same person supposed to mobilise resources, then there will be a conflict of interest. That is why both the National Development Plan and the Budget Framework Paper are owned by the finance ministry. There is an inherent dictatorship by the finance ministry. They subdue the sectors because they maintain indicative unrealistic figures. That is why you find that in the Budget when they say they are going to release so much, what they release is not warranted. Mr Speaker, when you find a country having a budget – look at the analysis of Shs 72 trillion in this running Budget and in the coming year, it is Shs 57 trillion. The ministry for finance should be able to tell us what the problem is or if the economy is shrinking. We demand an explanation as to why instead of enhanced economic performance, the economy is going down from Shs 72 trillion to Shs 57 trillion, contrary to what is provided for in the National Development Plan. Another issue is related to non-payment of arrears to our traders. Ordinarily, if traders have supplied the Government – they are supposed to pay tax, but they do not pay. Yet, because if you do not pay, you do not collect tax. Has the minister presented to this Parliament how many people are demanding money – not public debt but domestic arrears? How many are demanding? Otherwise, these people promote the economy. When the minister comes here to talk about public debt and does not talk about domestic debt, it means the minister is not fair to us. The minister is serving the interests of the foreign people who have given us money, not the local Ugandans who have actually financed the running of the Government. Mr Speaker, even in realistic budgeting – (Member timed out.)

Mr Speaker, thank you very much. I want to raise an issue of national importance. There is a Government policy that in every sub-county, there should be a Government-aided secondary school. In Bukimbiri, we have four sub-counties, but we do not have Government-aided secondary schools. Secondly, yesterday, they released a list of Seed Secondary Schools. People in Bukimbiri are asking: what is the criteria and what is the qualification for one school to become a seed school? In some districts, you find one district having about two or five seed schools, while in other areas, we do not. I wish for the minister to make it clear on when the Government will implement the policy of a secondary school in each subcounty and the qualifications for one to qualify or not qualify for a seed school – because it has become either politics or who knows who. Mr Speaker, it is true that the Government has a policy to have a secondary school per subcounty and a technical institute per consistency. There is a lot of work that has been done in that direction. We currently have a few subcounties without a secondary school and we continue to appropriate money to make sure that each of these subcounties gets a secondary school. This year, we are going to have 60 secondary schools constructed and a number of technical schools. So, the ministry is directed to make sure that while looking at where to put this infrastructural development, Bukimbiri could be one of them.

On this omnibus Bill and the constitutional amendment as proposed by the minister, it is the power of Parliament to actually make or repeal a law. These omnibus provisions of about 40 clauses or Acts of Parliament can only be made when the minister justifies the cost implications. The Bill should come with cost implications because not every person who is retired by Government policy or law is compensated in time. Look at the former East African Community employees. They are still demanding. Employees of those organisations that were privatised are also still demanding.

6153 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 9 NOVEMBER 2022 Shs 15.68 billion out of the required Shs 36.68 billion was appropriated in the budget for the current financial year, leaving a funding gap of Shs 20 billion. The Electoral Commission had planned the election activities to take place commencing in June 2022 in order to avert a vacuum that would arise when the term of the current women council office-bearers expired on 23 August, 2022. Therefore, the Electoral Commission embarked on preparatory activities for the conduct of the elections hoping that additional resources would be provided by the Ministry of Finance, Planning and Economic Development. On release of details of the approved budget estimates for Financial Year 2022/2023, the Electoral Commission realised that the approved budget levels were not sufficient to conduct the activities. Without the required funding, the Electoral Commission had to indefinitely suspend the activities geared toward elections of women councils because there were no funds. It should be noted that the term of women councils and committees elected in 2018 expired and therefore lapsed on Tuesday, 23 August 2022 and therefore, there is currently no women council or village committees at national level. The Electoral Commission was invited and, indeed, appeared before the Committee on Legal and Parliamentary Affairs to brief them on the status of women councils and their Vote 102 for Financial Year 2022/2023. This matter was brought to their attention, including the activities, which had been completed at the time of the suspension of the women council elections. The Electoral Commission received Shs 12.5 billion non-wage for both operations and electoral activities for the first quarter of which Shs 3.613 billion was allocated toward the conduct of by-elections for directly elected Members of Parliament for Soroti East constituency in Soroti City, Gogonyo County in Pallisa District, Bukimbiri County in Kisoro District, Busongola County in Kasese District and local Government councils by-elections in 26 districts across the country. The balance of Shs 8.445 billion went to the operational costs whose actual requirement for the quarter was supposed to be Shs 9.252 billion. Accordingly, the Electoral Commission is constrained to pay the outstanding obligations, yet, service providers and ad hoc staff that were engaged during the concluded activities are agitating for their pay. The Commission can only resume activities when the requisite funds are provided. Consideration should be given to the Electoral Commission’s request for a supplementary budget of Shs 20 billion to bridge the funding gap and immediately release the appropriated Shs 15.68 billion. This will enable the Electoral Commission to settle outstanding obligations and also fulfil the statutory requirement of organising and conducting elections for new office bearers for women councils and committees from village to national level. I beg to submit.

Read the full speech, word for word
Thank you, Mr Speaker. First of all, I want to thank the able chairperson of the Committee on Health for the submission, but I have a concern. In my constituency – I am aware that about 125 constituencies do not have health centres IV. Mine is a special one because it is next to the Democratic Republic of Congo. We have refugees coming in year in, year out and they frustrate the services of the health sector. There is a health centre III called Muramba which is the only one that is bordering the area where the refugees come from. It is always suffocated and requires to be upgraded to a health centre IV. Also, Kisoro District is a centre for refugees to go through, but they do not actually go through; they stay permanently. So, Kisoro should be a refugee-hosting district. That aside, Muramba Health Centre III gets deliveries of more than 10 babies per week when there are no refugees. When there are refugees, they go up to even 30 deliveries per week – (Interjection) – those are deliveries per day. Mr Speaker, I request that the Government considers upgrading that health centre III to a health centre IV or at least a maternity centre be constructed in that area. Thank you.

Honourable members, it is always a saddening moment to convene in the House, to bid farewell to a colleague who has been sitting on the Front Bench. It is not an easy thing. Grief and sorrow have been evident since 7 September 2024, when tragedy struck of the demise of a beloved colleague, the Woman Representative of Kisoro District, and a state minister, at Mengo Hospital. This took place at around 9 o’clock in the morning. Yesterday, during the memorial prayers, I recounted how I had to drive to Mengo Hospital, to see how we could salvage Hon. Sarah Nyirabashitsi’s life. However, when it is your time, it is your time. God’s timing is never ours. I appreciate the unity of the Members of Parliament, the Executive and the Judiciary, displayed during this time. It is a painful reality that has to be accepted. Death is so cruel. So far, we have launched the “Healthy Heart Africa” initiative to promote cardiovascular health. The Government is in a partnership with civil society organisations to promote non- communicable diseases awareness. iv) Surveillance and Research. On this, we have conducted a Non-Communicable Diseases Risk Factor Survey (2014) to gather data on Non-Communicable Diseases prevalence. The Government has established a National Non- Communicable Disease Surveillance System, supported research on Non- Communicable Diseases and their risk factors. v) Partnership and Collaboration. The Government of Uganda is collaborating with international organisations, for example, World Health Organisation and UNICEF. We are partnering with NGOs such as Uganda Heart Association and Uganda Cancer Society. We are also engaging the private sector to promote healthy lifestyles and products. Madam Speaker, we have other initiatives. Under this, we have: i) Launched the Uganda Physical Activity and Sports Policy, 2019, even at Parliament here; ii) Introduced the National Guidelines for Management of Non-Communicable Diseases (2018), and; iii) Established a National Non- Communicable Disease Co-ordinating Mechanism. These steps and many other initiatives demonstrate the Government’s commitment to addressing Non-Communicable Diseases. However, concerted efforts are still needed to effectively combat the Non-Communicable Diseases in the country.

Thank you, Madam Speaker. I rise to second the motion paying tribute to our colleague, Hon. Sarah Mateke Nyirabashitsi, Woman Representative for Kisoro District and Minister of State for Defence and Veteran Affairs. Her sudden demise is deeply saddening and on behalf of the Opposition in Parliament, and on my own behalf, I wish to extend our deepest condolences to the bereaved family and the people of Kisoro District, whom she served as leader. It is unfortunate that she has died at her prime due to a non-communicable disease, as we have been told; her prime being 50 years.

“Hon. Sarah Mateke was the first person in Kigezi region to take me to Kisoro District.”

Read the full speech, word for word
14256 TRIBUTE TO THE LATE HON. SARAH MATEKE NYIRABASHITSI Whenever I would chat with her, I would tell her that, that name of hers was very romantic – (Laughter)- but difficult to pronounce. It is very difficult to speak because of the person of Hon. Sarah Mateke. She would always cultivate her characteristics and personality on anyone whom she felt was her friend. Madam Speaker, I met Hon. Sarah Mateke in the Ninth Parliament and I found her very easy to work with, both within and outside the confines of Parliament as well as in the social circles. Hon. Sarah Mateke was the first person in Kigezi region to take me to Kisoro District. When she came to invite me to go to Kisoro District – as it was her habit of wearing a warm smile – I had a series of activities around that time, being the Minister of Education and Sports and having many official activities over the weekend. She managed to persuade me to shift the activities to the ministers of state and, then, I confirmed that I would go with her to Kisoro. What moved me, Madam Speaker, was that while in Kisoro, she whispered to me that she wanted to speak to me aside. She told me that Kisoro was riddled with many faces of security – insecurity – with different groups of people. She told me that: “You might be a retired major of the army, but I would like to persuade you not to delve into issues of security during this ceremony.” She told me that I should restrict myself to issues of International Women’s Day, which had taken us there. She asserted that, that would be for the good of all the groups in Kisoro and that it would go in tandem with all the interests of the people of Kisoro, including the neighbouring countries. I felt that, that was extra care, because she did not want me to speak something that was maybe accurate, but that could not go well with the members of the community. So, Hon. Sarah acted as a true sister. When we finished the International Women’s Day celebrations, Hon. Kamara came to Hon. Sarah Mateke, requesting that he wanted the Minister of Education and Sports to visit the Kisoro teacher training institution – because he was passionate about teachers. It was a bit late. Hon. Sarah Mateke looked at my face, I looked at hers, and we smiled at each other. Then, Hon. Sarah Mateke said: “Let us also honour the boy-child. Let us go as per his wish.” So, we went to the Kisoro teacher training institution. Hon. Sarah Mateke was working very well with all the leaders in Kisoro. (Applause) That was just one manifestation. Since then – I think she had her constant character because, recently, when I went to represent His Excellency the President during the enthronement and consecration of the Bishop of Kisoro, Hon. Sarah, again, spoke to me about the needs of all the leaders and the people of Kisoro. The few leaders who spoke appreciated her and her family, especially on uniting the politicians of Kisoro. I would like to thank her for the endeavours that she put in order to have unity in Kisoro. The bishop made a comment about her in line with uniting the people whom she was leading in the district, while working very smoothly with all the leaders at different levels in Kisoro. So, that was Hon. Sarah, the unifier and caring sister. Madam Speaker, in Cabinet, all ministers speak wisdom and a lot of sense, in light of their sectors. I thank Hon. Sarah for the special way in which she always conducted herself in Cabinet. Hon. Sarah was always disciplined. She was the kind of minister who would send you a text when she was bound to be late, even for a few minutes. She was a minister who would always speak when the occasion demanded. She was a minister who always shared with the female ministers very freely. I thank her for giving us her time as a female minister. She would always pick something that she wanted to correct, but in a very sensible way that would not offend the person that she was correcting.

Madam Speaker, I thank you for the protection. Then a by-election, primaries, and general elections, which is very dangerous. Someone called me, and I started thinking about the confusion that is about to be in Kisoro now. I picked up my phone and called my colleague’s leaders, and I said, “Can Kisoro now be peaceful?” A person speaking here is the Chairman of Members of Parliament in Kisoro District, the Chairman of Kisoro District Leaders Forum, the Patron of the Uganda National Teachers Union (NATU), the Patron of Kisoro District Council, the Patron of Urban Leaders, the Patron of the Boda Boda Association, the Patron of the Taxi Operators Association, and the Patron of the Local Leaders – chairpersons of LC III. (Laughter) I consulted all of them and we said Kisoro is for Banyakisoro and Banyakisoro with Kisoro at heart. We must go, sit down, and find a person who must replace Hon. Sarah without causing confusion again in Kisoro District. (Applause) I am not the only leader in Kisoro. Tomorrow, the district council with all leaders - elders like people from Northern Uganda do, must sit, and we look for a person without causing tension in the development of Kisoro District. Honourable members, I am saying this, having consulted; we shall at least find a way of how we should continue with the projects. Madam Speaker, I would like to request the Prime Minister - the bridge that is being mentioned is in my constituency. Busonge

“They lead to refugee influx where, as per now, Uganda hosts over 1,700 refugees in Nyakabande, Kisoro District.”

Mr Speaker and all protocol observed, I am an EALA contender on the youth slot. I am a businessman and I hold a Bachelors Degree in Business Administration. Today, is the day that the Lord has made. That is why I come with a smile. (Applause)(Mr Luyinda sang a campaign song.) Mr Speaker, that was my introduction. I would like to start by quoting an American Director, Hans Bernard, who once said: “We all benefit by having young people exposed to the way things are done in a democratic society.” Isn’t it time to tap into the power of the youth? Today, honourable members, I am honoured to present my manifesto. As an independent EALA youth candidate, this manifesto does not present promises, but offers commitments that I will table as motions to be implemented into laws and policies when I am given the mandate. Essential to my agenda is the prioritisation of the actual integration from the top leadership to the actual beneficiaries; the typical Ugandans out there, who are watching us. When given the mandate, below is how I intend to address certain challenges. Instability is a serious hindrance to socio- economic development. Partner States such as Democratic Republic of Congo (DRC, a new Member State, is faced with political instabilities, which are a great threat to us, as member states. These instabilities have effects. They lead to refugee influx where, as per now, Uganda hosts over 1,700 refugees in Nyakabande, Kisoro District. They crossed due to the M23 rebels takeover of Bunagana. There is human trafficking as a result of instability. People are trafficked for military services. People are trafficked for ritual purposes. This comes due to the promises of a better life. When given the mandate, I shall ensure that stability is a priority by putting the East African Standby Taskforce, task and quicken the East African Anti-Trafficking Bill, 2016, through ensuring that the Heads of State assent to the Bill; and, furthermore, quicken the process of extradition so that people who engage in human trafficking are brought to book. Mr Speaker, next on my agenda is to address the inadequate development youth programmes.

Thank you, Mr Speaker. I am from Kisoro District. Kisoro shares borders with the Democratic Republic of Congo and Rwanda. The matter of national importance I am raising is that whereas we have the East African Community that allows free movement of goods and people, at Kyanika border point, which is between Rwanda and Uganda, there is no such implementation of the treaty. As a result, business in Kisoro is at a standstill. Banks are threatening to close and it has also affected the economy. Although one of the ministers said that the Ugandan economy got an accident, in Kisoro, the economy is very hard. (Laughter) Worse still, the Bunagana border between Uganda and the DRC is also closed. We ask the government to work with the local community in resolving those conflicts because we are one people, although separated by the borders.
