Thank you, Mr Speaker. I also join my colleagues to congratulate you. I rise on a matter of national importance. In Masaka District, Bukoto East, we have a road called Buzirango Bwaja Kabasese. This road is supposed to be a district road, and it serves more than 8 villages. There are no schools across, and all children, both primary and secondary, have to cross to this side of the area for schools, hospitals, and everything. However, when it rains, that road is impassable. We have been buying boats for those communities, but during the dry season, the boats are definitely parked and get spoiled, and every rainy season, we have no option but to buy boats, which cannot serve the students and then serve the communities. I therefore request that that road be considered to be given at least a flyover for the students in particular, because when it rains, they cannot cross - ( Member timed out. )

13921 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 14 AUGUST 2024 very important point of lack of expanded rural electrification in Mityana to raise this matter. He raised a matter of Kyetume Parish which is the leading producer of tomatoes in Mityana. The tomatoes go bad due to lack of a factory to add value addition. A Turkish investor was willing to set up a factory but due to lack of electricity infrastructures, it was not possible. Hon. Lumu raised the matter of Kasikombe which has a Health Centre III but without electricity infrastructure as well. Most of our constituencies, including yours, Mr Speaker, because I visited Mitooma North when we visited as a Committee on Environment and Natural Resources, and some of the areas in your constituencies are not connected to power. In most of our constituencies, we have examples like those of Mityana County South, unfortunately, we do not see any programme to cure the rural electrification problem. The much hyped Electricity Access Scale Up Project is not able to expand coverage beyond the existing lines. The project was designed to connect customers who require both a no-poll and a one-poll service. We now know that the project is being implemented in some areas, excluding others, as the minister mentioned it clearly here. In my constituency; Bukoto County East, Masaka District, we do not have any free connection. Honourable minister, in many other areas where implementation has commenced, only those who require no-poll service are benefitting contrary to the design approved by this House. Increasing –

Our former Leader of the Opposition, Hon. Wafula Oguttu lost a wife. We lost the former Member of Parliament for Kabweri, Hon. Francis Gonahasa. He was here in the 10 th Parliament. We also lost the spouse to Hon. Yusuf Mutembuli, MP of Bunyole East. Then, we have had a resurgence of murders in Masaka in Bukoto East, where at least six lives were lost in a single family. 9236 RECONSIDERATION OF THE NATIONAL SPORTS BILL, 2023 [The Speaker] are taking and the current status. You should do that together with the Minister of Internal Affairs; a multi-sectoral approach is required on that. We need that investigation and reassurance to our Members and residents that tomorrow, it will not be them that are killed. Honourable members, I am sure we all know that tomorrow, 28 June 2023, the Muslim fraternity will be celebrating the Eid al-Adha, a reminder of Prophet Ibrahim’s devotion to Allah and willingness to sacrifice His son, Ismail. On that note, I would like to wish all the Muslim community in Uganda a happy Eid celebrations. May the Good Allah hear all your prayers. Honourable members, following the reconstitution of sectoral committees, I know we have had changes, especially in the leadership. I request that an immediate handover takes place, especially for offices. I have been told that some leaders do not want to leave offices. Can we have an immediate handover? Honourable members, we want immediate handover of offices; give the new office bearers their offices. We got these things here and we shall leave them here. I thank you very much. Today, we have a number of Bills to pass and we should be able to pass all of them. I will be mindful of time so that our Muslim brothers and sisters can go and celebrate. Madam Speaker, with your indulgence, I think the Clerk can give in those reports so they are put on the Order Paper. Secondly, I heard Maj. Gen. (Rtd) Jim Muhwezi - and I would like to thank him for his statement. However, the issue of rampant deaths must be given adequate attention. Last month in October, three fishermen – Yaweh Ssenyonga, 30 years, Medard Mujuni and a one Kisembo – were killed on Lake Victoria. It happened on Lambu Landing Site in Bukoto East in Bukakata Subcounty. It is very sad that there is criminalisation of small-scale fishing and human rights violation on the fishermen by the UPDF under the Fishing Protection Unit. It is very unfortunate that the UPDF, under that unit, are violating human rights –

Thank you, Mr Speaker, for this opportunity. I thank the chairperson for the report. My concern goes to the unfunded priorities. They have indicated the review of the decentralisation policy, which has taken 30 years, and Shs 2 billion is needed to review this policy. Mr Speaker, in my district, Masaka City was carved out of Masaka District but the district headquarters is in Masaka City. Here in Parliament, we appropriated Shs 1 billion to new districts and in Masaka District, the council took a decision and allocated land where the district headquarters is going to be built. To our dismay, the Minister of Local Government came and overturned the decision which was taken by the district council. Not to review the decentralisation policy, it gives powers to those from the ministry to override the decision of the council. Secondly, I am also concerned about domestic arrears. The people who supply the Government need to be given priority, especially our local people. In this financial year, Shs 200 billion was allocated for domestic arrears, yet they are demanding over Shs 10 trillion. We need to reconsider this. For the local government, they are demanding Shs 22 billion but the provision is Shs 4 billion, leaving a gap of Shs 18 billion. It needs to be given priority. Lastly, there is the induction of the newly elected leaders. Mr Speaker, we are given induction as Parliament and we are always called upon to be inducted, especially those who are new in Parliament. If we do not induct newly elected councillors, local leaders, chairpersons and mayors, then we shall leave a gap and they will not be able to provide the leadership we require from them.

We have had two deaths and there is a lot of theft and insecurity in Masaka District. I have tried to engage the Minister of Internal Affairs, the DPC, and the police about these issues, but they continue to say that they do not have transport and their motorcycles are out of order. I am now praying, Mr Speaker, that a vehicle is given to Masaka District for the police. We have had fires and there is no fire brigade. We are just in disarray. I only request that the Government provides transportation for the police of Masaka District. Thank you.

Thank you. Next item. (II) THE OUTBREAK OF CHICKEN DISEASES IN MASAKA DISTRICT THE MINISTER OF STATE FOR AGRICULTURE, ANIMAL INDUSTRY AND FISHERIES (ANIMAL INDUSTRY) ( Lt Col (Rtd) Bright Rwamirama): Thank you, Mr Speaker. On Thursday, 1 August 2024, our attention was drawn to audio and visual content that had gone viral on social media regarding a discovered dump of carcasses of dead layer chicken in Masaka District, claiming that there was a strange disease affecting poultry in the district and warning the public from consuming chicken. Actually, avian influenza was suspected. Globally, Highly Pathogenic Avian Influenza (HPAI) is the most dangerous poultry disease since it affects humans, wild and domestic birds at epidemic levels or it can occur as outbreaks and is deadly. Newcastle Disease (NCD) and Infectious Bursal Disease (IBD) do not affect humans but kill poultry in large numbers.

13964 PRIME MINISTER’S TIME At country level, vaccination against the NCD and IBD is undertaken, especially in commercial poultry units and we always encourage our poultry farmers to vaccinate regularly. Vaccination against the Highly Pathogenic Avian Influenza is not undertaken since the disease does not occur in the country with endemic status. Therefore, HPAI is the poultry disease that is dreaded, which can cause mas death in poultry. Tests were, therefore, undertaken to check NCD, IBD and the Highly Pathogenic Avian Influenza, which was suspected in the specimen that were collected from Masaka District. Mr Speaker, investigations were undertaken by Masaka City veterinary officers, the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) and the College of Veterinary Medicine, Animal Resources and Biosecurity (COVAB) veterinary teams. The following were the findings: Mr Speaker, the findings of these teams were consistent and similar, indicating that only one farm suffered a loss of more than 3,500 poultry of the same age. The number of poultry dumped in four sites was consistent with age and numbers that died on the farm. The farm is located in Kalagala village, Nyendo- Mukungwe subcounty, Masaka District. The other farms visited reported normal mortalities consistent with poultry farming. The post-mortem reports indicate that the chickens developed bacterial pneumonia and had foreign bodies in their lung tissues. These issues were caused by overcrowding in dusty and poorly-ventilated housing conditions where poultry was being reared, leading to respiratory problems. Laboratory findings revealed that the specimens were negative for Highly Pathogenic Avian Influenza, Newcastle disease, and Infectious Bursal Disease (lBD). In conclusion, the birds that were dumped in four sites in Masaka were of the same age and from the same farm. Therefore, the condition is localised and not widespread. The cause of mass deaths on the farm was diagnosed as a respiratory system infection exacerbated by congestion and dust in the poultry houses. The farmer has been advised on the stocking rate and housing structure with adequate ventilation, seeking veterinary services to improve production and productivity on his farm. The ministry also issued a press release on Thursday, 1 August 2024 to clarify on the situation and allay public fears over the persistent threat to the poultry industry. Thank you, Mr Speaker and honourable colleagues for listening to me.
A member said that rural electrification is lacking in Mityana, Mitooma, and Bukoto County East, Masaka District. Tomatoes spoil without a factory, a health centre has no power, and the Electricity Access Scale Up Project only serves some customers, leaving many without free connection.

Mr Speaker, I acknowledge the report of the honourable minister. However, I would like to say that his orders are appreciated but he should understand that orders on actions illegally done really do not matter; an illegality with or without an order is an illegality. We wait for action on the officers that manhandled these honourable Members of Parliament. Mr Speaker, for the record, the Members are 11 and I want this to be on record so that when we are looking for culprits, they know the victims are known: i. Hon. Joan Namutaawe, Woman MP of Masaka District; ii. Hon. Betty Ethel Naluyima, Woman MP of Wakiso District; iii. Hon. Juliet Kakande Nakabuye, Woman MP of Masaka City; iv. Hon. Manjeri Kyebakutika Woman MP of Jinja City and Deputy Opposition Chief Whip; v. Hon. Nyakato Asinansi, Woman MP of Hoima City; vi. Hon. Joyce Bagala Ntwatwa, Woman MP of Mityana District; vii. Hon. Florence Kabugho, Woman MP of Kasese; viii. Hon. Stella Isodo Apolot, Woman MP Ngora District; ix. Hon. Helen Nakimuli, Woman MP of Kalangala District; x. Hon. Hanifa Nabukeera Woman MP of Mukono District; and xi. Hon. Joan Acom Alobo, Woman MP Soroti City. Mr Speaker, this comes against the backdrop of what you explained in your opening statements that honourable members had lodged a petition to the Speaker over this mistreatment. Mr Speaker, they logged the complaint in their own right. That complaint is not a legal battle, but a public demonstration of their dissatisfaction. 8379 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 26 APRIL 2023 The committee was further informed that a team composed of personnel from the Directorate of Research, Planning and Development, Human Resource Development, Human Resource and Management, crime intelligence and logistics and engineering was constituted to review the applications and come up with a short list for applicants for the post of PPC general duties and PPC drivers to be invited for interviews. Recruitment criteria for PPCs, a total of 9900 applications were received out of which 1846 including 1261 males and 585 females, qualified to be shortlisted for interviews. Of the 15 applicants Uganda police received from Buhweju District, none of them qualified, some districts failed to meet there quarter namely: Nabilatuk, Koboko, Yuymbe, Kakumiro, kibale, kikube, KIryandongo, Kyegegwa, Kitagwenda, Rakai, Lwengo, Kalungu, Kazo, Bududa, Sironko, Kaabong, Mityana, Mpigi, Gomba, Nakaseke, and Buyende. Police Force leadership explained the allocation of these quarters was in line with the constitutional requirement of nationalistic and patriotic police forces and shall ensure that members of the Uganda police force are rec recruited from every district in Uganda. It was further explained that quotas allocated to districts are based on the population projections as provided by the Uganda Bureau of Statistics (UBOS). The committee observed that the recruiting exercise had variances in the number of short- listed candidates per district. For example, Masaka City had 14, Masaka District had seven, Gulu City had 32, Soroti had 22 and Mitooma four. The committee queried the criteria used to allocate the said numbers. It further noted that in the circumstance where a district or a city did not meet the number for the quarter, the balance was given to the neighbouring district since districts are being cut often but stay within the geographical area. The committee was informed that variance in recruitment is based on the population quarter of which the formula is provided by the constitution and based on UBOS figures. The committee is satisfied that the variance in quarters given to different districts is justified. The committee noted that the recruitment exercise was centralised with the application being submitted at regional police offices and forwarded to police headquarters for processing. The committee recommends that whereas the Police Force conduct the recruitment exercise at the regional level due to COVID-19 pandemic, in future, the exercise should be done at the district headquarters as has been the practice. This will promote transparency in the exercise. Recruitment criteria for UCE leavers A total of 1488 applications were received and of these, 853 were found suitable for the next stage. These cut across all classes of driving permits. The recruitment exercise was in accordance with the second advert run by the Ministry of Internal Affairs. The committee noted that all interested persons had to file applications accompanied by a recommendation letter from local authorities, as proof that the applicant is a resident of a particular district, a Uganda Certificate of Education (UCE) with 4 credits including English and at least a pass in mathematics obtained not earlier 2018, a valid driving license for those applying for the position of PPC drivers and a national id card as proof of Nationality. The committee recommends that there should be a verification committee comprised of the LCIII chairperson, subcounty chief and GISO before the applicant submits the application to the police force to minimise forgeries. The committee is satisfied that the advert for recruitment was made public on print media, radio and television and therefore applicants were aware of all the requirements for the positions they applied for. Originality and Identity of Applicants It was alleged that most of the people shortlisted per district were not residents of the said district. A case in point was Masaka City

8380 COMMUNICATION FROM THE CHAIR and Masaka District. It was further alleged that the process of shortlisting the applicants was marred with irregularities and that some of the shortlisted applicants in particular from Kimanya Kabonero Masaka subregion were not dully recommended by local council authorities but only obtained recommendations from the Resident District Commissioner. The shortlisted names did not reflect the indigenous names within the locality. The committee was informed that it was a requirement that after the advert all applications in that area must be supported by recommendations by the LC1 chairperson, Resident District Commissioner and a valid National ID card in addition to academic qualifications and a valid driving license for the drivers. All applications were verified and shortlisted candidates were from the districts where they applied from. The committee scrutinised sample applications from the regions of greater Masaka, greater Bushenyi and North Kyoga and it is satisfied that all the shortlisted applicants are residents of the districts where they applied from. Their names may not be of the indigenous communities within the locality but based on free movement of Ugandans in accordance to Article 29(2)a of the Constitution of Uganda and free movement of labour in Uganda, different localities have different ethnicities that have settled in those areas; it is easy to associate names with a certain locality. Evidence of residence is only based on particulars on the National ID supported by the recommendation from local authorities. The committee was satisfied that all shortlisted applicants met the required qualifications- so, the recruitment process should not be delayed. This was overtaken by events because the trainees are passing out in July this year. Conclusion The recruitment exercise is the only way to increase the police structures countrywide. This should be conducted on merit to give a chance to the majority of unemployed Ugandans and for quality force to serve the police purpose. The number of applicants was high indicating the desire of the youth to serve their country. I beg to submit.

5806 MINISTERIAL STATEMENT Mr Speaker, I am also concerned about the people who were shortlisted. From Masaka District and Masaka City, we have reservations that these people who were shortlisted might not be coming from those two districts. My prayers; i) The Minister of Internal Affairs lays before this Parliament the quotas per district; (Applause) ii) The Minister of Internal Affairs lays a full list of the shortlisted candidates per district with their national identity cards; and iii) The minister gives an explanation on these variances. Thank you, Mr Speaker.
