Thank you, Madam Speaker. In 2022, the President, on his visit to eastern Uganda, promised a number of roads, but I will be very specific on the road from Bugema, which is in Mbale City, through Mbale District to Busano up to Bududa, Hon. Nambeshe’s constituency, that was supposed to be tarmacked but is not in this plan. However, the biggest issue now is that for all these years, the road has never received any murram on it. They simply grade and given the volcanic soils that we have, a one rain shower will fall and it is gone. May I get an update from the minister as to why the team has never put murram on the road? “Even the land in the city, Mbale District, owns everything.”

Thank you very much, Madam Speaker, for the opportunity. I thank the chairperson for the wonderful report. As a Member of Parliament from Mbale City, most of the challenges we are facing surround funds, and as the minister stated, issues concerning garbage. Madam Speaker, I think we need to address it as soon as possible because, for example, we only have two trucks that have to ferry garbage in the entire city. We have dedicated one to the central market, meaning only one truck has to collect garbage in the entire city, which is not realistic. Madam Speaker, you look at the money that was sent to Mbale Municipality, it is the same money being sent to Mbale City, yet the scope of work has significantly increased. For example, roads. You will see we are covering about 150 kilometres within the municipality. Now we have over 500 kilometres to deal with, but the money does not reciprocate the amount of work that has increased. The last one concerns the assets that were shared. When you look at Mbale City - the district has taken almost all the assets. Even the land in the city, Mbale District, owns everything. We also do not have any road equipment. That is why we are facing challenges. We have to go to Jinja to bring equipment, and it is very expensive because the employees who come with the equipment from Jinja have to be paid per diem. You find that we are spending about Shs 70 million in a quarter to pay staff who come from Jinja with their equipment to help in Mbale. Look at the roller, we depend on the mercy of Bukedea District because Bukedea has come several times to help with rollers to do most of our roads –

Thank you. Honourable colleagues, when the consumers run to us, we say, “Ask the regulator about the issue.” I think we should listen to them because these are people who do not know our issues of technicalities. You cannot just throw our issues of technicalities to them. The Minister of Trade, Industry and Cooperatives is not here, but I think the Attorney-General should be having information on how far we have reached with the consumer protection law, which the Government was working on. Maybe this would help us. They would be running to that either commission or committee or whatever it is. Do we have an update on the consumer protection law which the Government had promised? The Attorney- General will check and update us. Hon. Musasizi, kindly take keen interest in the matter and report back to the House in two weeks. Thank you. Honourable colleagues, in the Public Gallery this afternoon we have a delegation of traders from Mbale City, Mbale District. They are represented by Hon. Masaba Karim and Hon. Connie Galiwango. They have come to observe proceedings of this House. Please join me in welcoming them. Stand up for recognition. Thank you. Now, I called Hon. Masaba earlier on to present his matter but he was nowhere to be seen. For me to lobby more votes for him in the constituency, I am going to give him chance to speak so that his people can see him speaking on the Floor. Raise your matter, honourable member.

Thank you, Mr Speaker. I also want to thank the minister for the statement. However, I just have two issues to raise with the honourable minister. I think Mbale is 60 per cent connected to the national grid, but we still have gaps in the health centres that are not connected in five subcounties and primary schools that have no power. I do not know the procedure to follow such that these institutions can be connected, especially the health centres. There is a lot of struggle for people to be supported in the health facilities simply because there is no electricity. The other issue is no-pole and one pole service. My people in Mbale District have applied for no-pole and one pole service, but they still complain that they are not supported. They have messages on their phones, having paid the amount that was required, but they have not got the service. So, I would like to know from you, honourable minister, what steps should be taken for these people to get the services? I thank you.

13768 MINISTERIAL STATEMENT In Mbale District, we have machinery that is not functional because there is no electricity. Many of the people have come to me but the machines are redundant. Money is wasted simply because there is no electricity. Honourable minister, the extension workers should be looked at and if they are checked, they should improve and then our country will move forward. Thank you.

Two weeks ago, a truck that had four people and three boda boda cyclists fell off the bridge of Nambale, that is on Mbale-Tororo Highway. Those people did not die, but they sustained injuries simply because that bridge has no rails. The Uganda National Roads Authority (UNRA) has worked on it, but left the bridge bare. They put some stones to guard people, who pass on that road, but recently, because of the rains, those stones fell off, and that is why those people fell in. This is a very busy road. We know it serves many trucks that go to Sudan, so many road users on that road, including women and children. And it is posing a very high threat to the people of the district. I request our Prime Minister and the Minister to update us on when the guard rails will be put on that road to save the people of Mbale District.

Thank you, Madam Vice-President. Of course, you are a Member of Parliament in your own right, so issues of your people – honourable minister, allow me add one point that is closely related to what Members had raised concerning the quality of acaricides, pesticides, and all that. It was brought to my attention in one of the engagements that we had with the European Union under the Africa Caribbean Pacific – European Union (ACP-EU) Joint Parliamentary Assembly that there are pesticides that are banned in the European Union, but are allowed to be exported to third world countries like Uganda. They are manufactured in the European Union. They know that they are bad and cause cancer and all kinds of diseases. However, they allow the pesticides to be manufactured on condition that they are not sold in the European Union. They are just for export. We raised it at the EU level in the Joint Parliamentary Assembly, and it was a point of concern even for Members of the European Parliament, however, this continues. In many countries, like Kenya, efforts are being put in place to ensure that such pesticides do not enter their country. If it is not good or feasible for your people, it should not be good for others. It should also be considered dangerous for others, so you should not be manufacturing it. I wanted to bring that to your attention, honourable minister and see how best you can look at it. In the public gallery this afternoon, we have a delegation of councillors from Bungokho County North, Mbale District, represented by Dr John Faith Magolo and Hon. Miriam Mukhaye. They have come to observe proceedings of this House. Please join me in welcoming them. Honourable colleagues, one day, Hon. John Faith invited me, and we spent a lot of time around Bungokho and we buried for Hon. Wandwasi. I said to him, “Why don’t you take me to meet your people.” He kept dilly- dallying, took me around for a drink, and we met people until it got a bit dark. At around 7.00 p.m., he took me to Mt Wanale to see the people and all of a sudden, kadodi started. (Laughter) Then someone told me, “If you are not steady, Imbalu is in the offing.” (Laughter) I want to see if there are some faces of people here who wanted to do Imbalu on me, but I have not seen any. They welcomed me very well. I thank you – I survived in my own way. (Laughter) Honourable minister?

Thank you, Mr Speaker. I also thank the minister for the statement that he has given and thank you for being honest. Recently, when we were in the roads committee meeting at Mbale District, our engineer informed us that some of the machines like the wheel loader, were down and were required to take those machines to the regional office to be repaired in Bugembe. Then we asked, how much fuel would be required to bring those machines to Bugembe. Because of that dilemma, the machines are in the district, not repaired. Therefore, the work at the district is down. And based on your statement today, we know why some of the challenges are still happening in our districts. Just like the other speakers have said, the Shs 1 billion that we have, will just be like a big elephant because most of the funds will be allocated to repairing of the machines because even the tyres are down. Nothing will be done as required when we do not increase the funding to our workshops. As you openly said, “These workshops have to be mobile.” They are supposed to go to our districts to repair the machines right there instead of the district team transporting them to the regional office. So, if that is the directive, then speak to them to do the same because we cannot spend again on fuel to transport the machines to the regional office... (Member timed out.)

10240 STANDING COMMITTEE REPORT Lira, there is already a functional Lira city land board, but the district land board is still receiving applications and processing titles for lands in the city when it is actually not within their areas of jurisdiction. So we gave the example of Lira and Arua and the other entities. (ix) The Ministry of Public Service ban on recruitment as strained service delivery on the cities and the districts from where the cities were carved. (x) Cities and districts are constrained with office space since the two entities are sharing the same premises. For example, Arua City, for instance, recruited 406 staff but lacked space to accommodate them. So some of these staff are sitting under trees. (xi) Lack of adequate laws or guidelines for the operationalisation of the cities. Whereas a city is the equivalent of a district as outlined under Section 4 of the Local Government Act CAP 243 as amended, there are several gaps that affect the operation of the cities. For instance, a city division should be treated at the level of a municipality, but currently, in line with Local Government Act CAP 243, Section 4(b), they are still treated at the level of subcounties. (xii) Local Governments have continuously been faced with the issue of late releases and returns. This is important, Madam Speaker. Late releases and return of funds to the consolidated fund. For example, in the Financial Year 2022/2023, Arua City, Gulu City, Mbale City, Mbale District, and others received over Shs 3 billion far above what they had planned for by 19 of June. All this money went back within two weeks. To throw more light when we asked them, they said this was money they had not planned for. They had not budgeted for it, so they could not explain how the monies came. But these are monies considered returned back to Treasury; (xiii) New subcounties have continued depending on the mother subcounties in as far as road funds are concerned since 2021 without having their own allocation as required by law. (xiv) Continuous recentralisation of decentralised services such as decision concerning collection and remittance of local revenue and procurement. General committee recommendations The committee recommends the following: (1) In addition to the supplementary for ex-gratia and honoraria, the Ministry of Finance, Planning and Economic Development should provide funds in line with Section 25 of the Public Finance Management Act, 2015 to cater for the following as indicated below - these are areas we consider very important, as a committee. a. Vehicles for city mayors and district chairpersons. These are political heads of the districts and some of them have ended up grabbing vehicles for school inspections and for health centres, including ambulances, because they lack means of transport. The committee recommends that Shs 35.2 billion be provided so that they can have means of transport. b. Relocation of the 10 cities. In addition to what has been given to Soroti, all the other nine entities should also be given Shs 1 billion each as a start-up for putting structures. They would relocate in phases. c. The committee recommends that Shs 2 billion be provided to review the decentralisation policy because there are a lot of gaps. We need to make sure that we strengthen and deepen decentralisation and the best way is to have a review. The ministry requires the Shs 2 billion to undertake this process. 9302 RECONSIDERATION OF THE NATIONAL SPORTS BILL, 2023 privileged individuals for improved literacy levels, employment opportunities, poverty eradication and self-reliance, the challenge it is facing has challenged the delivery of this noble agenda. The ministry should consider a cross- transfer of deaf teachers who have overstayed in Mbale School for the Deaf to Wakiso School for the Deaf. iii. The ministry is to work on a phase-out plan for ordinary learners. In the interim, the school management should not admit ordinary learners. Parents and learners shall be guided and advised to join other nearby secondary schools. iv. The ministry should transfer the four UPDF engineering brigade personnel who were appointed by the Education Service Commission as instructors, to other technical institutions. v. The ministry should expedite the recruitment of more sign language interpreters to support the teaching and learning process at the institution. vi. The current board should be disbanded on grounds of lack of representation of people with disabilities. Special Needs Education Department should issue a circular to guide the special needs and inclusive schools on the constitution of their Board of Governors in order to have a representative of people with disabilities. vii. The school administration should always report to the Government Secondary Education Department. Considering the distinct special services offered at Mbale School for the Deaf, the two departments of Special Needs Education and Technical Vocational Education Training Operations and Management should provide supportive services to the school. viii. The ministry should review the current categorisation of the school and formulate an appropriate structure for the provision of both secondary education and vocational training whose enrollment is drastically increasing. ix. The district and the ministry officials should refrain from fueling and involving themselves in trivial school conflicts. Madam Speaker, this is the update on the concerns raised about the management of Mbale School of the Deaf. [Ms Nabbanja] STATEMENT ON BUSINESS FOR SUCCEEDING WEEK
