Thank you, Madam Speaker. Thank you, Hon. Ochai, for giving way. On behalf of the people of Bunyole West, Butaleja District, and on my own behalf, I congratulate you for becoming a Nabahwana; that is in Lunyole. The information I would like to give my colleague, Hon. Ochai, is that the road he is talking about stretches right from Tororo- Nagongera-Busolwe and it goes up to Busaba in my constituency. UNRA was doing something on that road in terms of low-cost seal. There was an advert run and they started working on six kilometres of that road right from Senda, where Butaleja District starts from, to Mulagi. The advert was that they would continue and stretch from

Thank you very much, Madam Speaker. I rise on a matter of urgent attention regarding an upsurge of malaria cases in Butaleja District and many parts of Bukedi subregion. Malaria is claiming the lives of many people on a daily basis in Butaleja. In Bunyole West, we are losing seven to 13 people on a daily basis. The most affected are children aged between five and 15 years. My prayers are that; 1. The ministry should send a team of experts to do research and assess the situation. 2. The Ministry of Health should increase the supply of antimalarials in the area. 3. The ministry and the Government should distribute mosquito nets in the district as a measure of controlling malaria. I thank you.

Thank you, Mr Speaker. I rise on a matter of national importance regarding Buhadyo-Hisiro Swamp, which has turned into a death trap. The swamp connects the people of Buhadyo to the islands of Hisiro in Bunyole West Constituency. We have lost very many people in an attempt to cross the said swamp. The most recent case is of a one Wehoye Peter, who was crossing using a canoe and drowned on Saturday, 13 August 2022. Many children from Hisiro Island have dropped out of school while others have never stepped foot in any class because they have to cross it daily to access Buhadyo Primary School. My prayers are: 1. UNRA should expedite the process of constructing the bridge because it is under the UNRA road that starts from Busoko passing through Busaba and Buhadyo.

A member thanked the President for his leadership and asked when bicycles for Parish Chiefs would arrive. He reminded the President about a tarmac road in Butaleja and questioned why such projects are prioritized in some areas but not others. He also praised the fight against Ebola.

Thank you, Mr Speaker. Congratulations. I would like to thank the President, but in doing so, Members and the country still know that the President still has the power. The way he moved to the podium showed that we still have a minimum of 50 years to lead this country - (Applause) - and in case of anything, we already have a substitute. Mr Speaker, whenever the President comes, our brothers and sisters from the other side do not attend. When they do not attend – it is good they realised that there is one President; they come and discuss whatever he has given. Mr Speaker, the President mentioned bicycles for Parish Chiefs. May I know from the Prime Minister when the bicycles are coming? (Laughter) Yes. When we go to the constituency, people ask for bicycles. On fighting corruption, I think it has started. As the State and Government, I know we have just started. You wait for the beginning. The corrupt time has gone. When the President was in Butaleja, we reminded him about the tarmac road, which he had already given an Executive Order on. Rt Hon. Prime Minister, may we know why? I think it is a Government policy to do tarmac where they usually do not get votes. Members here from rural areas where we give - Can we know from the Prime Minister whether they do the reverse? If that is the case, we may not withstand this. Finally, Mr Speaker, I commend the President on the fight against Ebola. He told us that he has fought many wars. I think the Minister of Health will come, but Ebola is almost gone. So, I commend the President for his visionary leadership. I urge Members, especially my brother from Busoga, to join. We have been thanking Hon. Mapenduzi. He was on the other side; now he is this side. You have seen the motion he has brought. The honourable member there is a very good cadre. Thank you very much. I beg to submit.

Thank you, Mr Speaker, and congratulations. My question to the Prime Minister is: I have a bridge in Bugiri District that connects Bugiri to Butaleja. The Government of Uganda promised to work on that road 30 years ago. Recently, I visited the bridge. “When you look at Kachonga-Butaleja-Tororo- Namutumba road, it is terrible.”

Read the full speech, word for word
Do you know why I am asking about how much has been allocated? This is because even after that allocation, we do not find the roads being worked on. What did you say about the Kampala-Jinja Expressway? As you look for that, we also need to synchronise the issue of the regional mechanical workshops. You find a district like Bundibugyo with a regional workshop in Fort Portal – It is in Mbarara, not even Fort Portal. You find the one servicing Soroti in Bugembe. We are wondering what happened to the – because Uganda National Roads Authority (UNRA) used to be very organised. They had regional offices. What happened to those offices? What happened to the equipment that they had? Where are the regional labs? Before we start talking about the roads and whatever, how do we test the materials? Where are those labs or the regional mechanical workshops? Then, what happened to the UNRA roads? Honourable chairperson, you may need to enlighten us on that because we are giving you a lot of money. Now, the fact that you have a lot of money, tell us which roads you are going to give us – when we are doing appropriation – which roads are we working on? I told you about the road leading to Buhweju. You cannot even think of passing there. There is the road from Lira-Otuke-Abim up to Karenga; it is very bad. When you look at Kachonga-Butaleja-Tororo- Namutumba road, it is terrible. Look at where Hon. Joan comes from, Madi-Okollo. That road of Madi-Okollo connecting to Arua - I can tell you all the roads now. Let us look at the critical roads and make sure that we use the money effectively. With all this money that is being given, we must achieve what we need to achieve. You find the roads in Kampala – like my road, somebody is working on McKinnon Road, but I have failed to pass there for a whole two weeks. Nothing is moving. I was wondering why they removed my little tarmac which was there; they should have left it the way it was. Therefore, honourable chairperson, there is a big problem in your sector.

“Madam Speaker, if you take the example of Butaleja, their headquarters are three-quarters of the constructed Chambers down here.”

Read the full speech, word for word
Thank you, Madam Speaker. On the sharing of assets, we are still getting guidance from the Attorney-General. For those who are very clear, like vacating the headquarters, we have facilitated for districts to begin constructing their own headquarters. The issue of getting a uniform design is out of how each and every district designs. Madam Speaker, if you take the example of Butaleja, their headquarters are three-quarters of the constructed Chambers down here. So, each one chooses, and they do not consider the amount. We are having a problem there. When we give a start-up of Shs 500 million, some people get out of the foundation while others are still stuck there, but that is very clear; they accepted, and some have completed and moved, while others are still constructing. About the subcounty – the Parish Development Model – chairpersons are getting more money. I think with that one, the Minister of Finance, Planning and Economic Development can – we did our work and tabled the supplementary budget. The rest is out of our hands. I think those are the ones I heard you raising, Madam Speaker.

17519 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 12 JNUE 2025 Agro-Industrialisation Madam Speaker, the interventions in agro- industrialisation this financial year and next financial year have prioritised research, an increase in productivity, commercialisation, and value addition in agriculture. Madam Speaker, some of the key achievements in this financial year include: 1. Research and genetic development of selected value chains. The National Animal Genetic Resources Centre and Databank has introduced superior animal genetic resources for breeding, multiplication and distribution to farming households under PDM. NARO has completed the manufacturing facility for anti-tick vaccines at Nakyesasa in Wakiso District with the capacity to produce over 20 million doses of the anti-tick vaccine per year. NARO has also developed agricultural technologies that increase productivity such as water-saving cultivation technology, drought-resistant varieties, and integrated pest, disease and weed control technologies, among others. Research in coffee by NaCORI has contributed to increased national coffee production, productivity and export earnings. 2. Increasing agricultural production and productivity. The capacity of water for irrigation has increased to 54.76 million cubic metres. This is on account of Government investment in small and large irrigation systems, including solar-powered irrigation. In particular, seven large-scale irrigation schemes have been completed. These include Ngenge in Kween District; Rwengaaju in Kabarole; Tochi in Oyam; Mubuku II in Kasese; Olweny in Lira; Doho II in Butaleja; and Wadelai in Pakwach. Another three irrigation schemes are currently under construction. These are: Acomai in Bukedea District; Atari in Kween/ Bulambuli Districts; and Namatala, covering Budaka, Mbale and Butaleja Districts. Madam Speaker, another 145 solar-powered irrigation and water supply schemes have been completed across the country. In addition, 157 solar-powered irrigation and water supply schemes are under construction. Furthermore, 4,300 micro- scale irrigation facilities were constructed in 135 districts across the country and have benefitted smallholder farmers of less than 2.5 acres. Madam Speaker, in addition, the Government completed Usake Dam in Kaabong, and Ongunga Dam in Katakwi for livestock, irrigation and fish farming. In addition, 5,251 small- and medium- scale irrigation schemes were established in 135 districts. Madam Speaker, the Government established five zonal agricultural mechanisation centres in Namalere, Buwama, Bungokho, Agwata and Sanga to support equipment access and tractor hire services; procured and distributed 260 assorted four-wheeled tractors and implements to farmer groups in 60 districts countrywide, 750 power tillers (single-axle tractors and implements), and two pieces of dredging equipment for water hyacinth and weed control; and trained 2,150 youth and women as operators, artisans and mechanics for tractors and implements. Beginning this financial year, the Government introduced the large-scale commercial farmer interest-free credit facility of Shs 175 billion. This facility will help to increase production and productivity for improved food security and exports. The loan facility can be accessed through Government-owned banks, namely Post Bank, Housing Finance Bank, and Pride Bank Limited. 3. Agricultural value addition and marketing. NARO completed setting up an Aflasafe facility at Namulonge with capacity to eliminate aflatoxin contamination in grains. The facility has capacity to clean five tons of produce per hour. This will save the country an estimated $38 million per year, which is lost in export rejections due to aflatoxins and, most importantly, save the lives of Ugandans. Madam Speaker, to add value to agricultural produce, the Government constructed 11 agro- processing and storage facilities to increase opportunities for value-addition and access to high value markets. These include Rwimi Rice Processing Facility in Bunyangabu; Kasina Maize

17491 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 5 JUNE 2025 To achieve this goal, the Government is accelerating the construction of solar-powered irrigation schemes; medium-scale irrigation schemes, earth dams, communal and individual valley tanks, and large-scale irrigation schemes across the country. The construction works for 92 solar-powered irrigation schemes have been completed, adding an irrigation area of 900 acres. These are in the districts of Apac, Buhweju, Buikwe, Bukomansimbi, Buliisa, Bushenyi, Butambala, Buvuma, Gomba, Hoima, Isingiro, Kakumiro, etc. The new solar-powered irrigation schemes have benefitted 110,000 farmers and production yield from 120 schemes has increased to 3,600 tons per season. The major crop enterprises in these irrigation schemes include green pepper, onions, Irish potatoes, watermelons, tomatoes, apples, cabbages, pineapples, coffee, eggplants, vanilla, grapes, mangoes, and pumpkins. The construction works are also ongoing for 22 solar-powered irrigation demonstration sites in the districts of Kabarole, Kyenjojo, Kole, Gulu, Napak, Abim, etc. In Nakaseke District, the construction works for the Kirema Phase 1, a medium-scale irrigation scheme, have been completed; thus adding a total of 124 hectares and benefitting 50 farmers engaged in coffee growing, passion fruits, maize, and bananas. The construction works for the Wadelai Irrigation Scheme, 1,000 hectares in Pakwach District, stands at 93.5 per cent. The construction works for the Namaitsu medium- scale Irrigation Scheme in Bududa District stands at 70 per cent. Kawumu Irrigation Scheme, which is in Luwero District, is at 90 per cent, among others. A mega irrigation scheme, Nyimur, covering 3,300 hectares, has been constructed in Lamwo District. Do you know where Lamwo is? You people, you do not know where Lamwo is? Lamwo is far away, on the South Sudan border. Other construction works include the Acomai Irrigation Scheme in Bukedea District, covering 1,480 hectares, and targeting 1,600 households; Atari Irrigation Scheme in Kween/ Bulambuli districts, covering 680 hectares, targeting 2,667 households; and Namatala Irrigation Scheme in the Budaka, Mbale, and Butaleja districts, covering 3,450 hectares, targets 4,923 households. The current production of milk stands at 5.4 billion litres at the end of 2024, compared to 2.5 billion litres in the Financial Year 2017/2018. We have also identified and secured foreign markets through government-to-government interventions, e.g. Algeria and Nigeria. These countries are now buying our powdered milk. This has resulted into an increase in the value of milk and milk products, as already pointed out, from $28.7 million in the Financial Year 2014/2015 to $285 million in the 2024 year. A new processing factory, Benni Foods, has been commissioned and is currently operational with an installed capacity of 10,000 litres of milk per day. The total value of fish catches from all the water bodies has steadily increased since the Government deployed armed forces to assist in fisheries enforcement. Currently, we are producing 658,000 metric tonnes of fish annually. The availability of raw material fish sustained operations of 12 fish processing factories; you know that debate. The fisheries unit has been able to stop overfishing or reduce it, although they have also been accused – once in a while – of being sinners, but we can audit their work by looking at the 12 factories that are now processing fish. Many of these had closed. I will meet the fisheries people soon; I will meet the traditional fishing communities, but this is one of the facts. Are the factories operating or not? Had they closed or not? When we meet, we shall discuss this. According to this one here, 12 factories are now operating, processing 658,000 metric tonnes.

17496 ADDRESS ON THE STATE OF THE NATION 6. The PCR kit developed by scientists at Makerere University to conduct more than two million tests at 50 per cent of the cost of imported alternatives. The engineering development and innovation centres in Rwebiteete, Kiruhura District and Namanve are enhancing capacity for industrial technology, metallurgy, electrical and electronics, civil engineering, automotive technology, agricultural mechanisation, and construction machinery. 9. The Presidential Initiative on the Banana Industrial Development (PIBID) plant in Bushenyi – can you show us that one? Bushenyi banange! If you don’t want to die from a heart attack, you eat our bananas. They have got potassium for your heart muscles. The Presidential Initiative on Banana Industrial Development plant in Bushenyi has significantly increased commercial production capacity to 140 metric tonnes of fresh Matooke – “Matooke” is bananas – per day. The plant has sales orders from the Royal Kingdom of Saudi Arabia, Qatar and Italy. Over the last 17 years, the NRM Government has prioritised infrastructure development, especially the roads, railways and electricity. We now have a solid foundation to support industrial development. All parts of the country are interconnected using tarmac and good murram roads. This means that whatever is produced in the country can easily reach the markets. It also means that the cost and time of moving goods has reduced significantly, facilitating both investments and trade. The stock of tarmac roads is now 6,199 kilometres, compared to only 1,900 kilometres when the NRM took power in 1986. Of these 1,900 kilometres, only 114 kilometres were in fair condition, while the rest, totalling 1,786 kilometres, were in poor condition. The roads to commence construction to tarmac standard next financial year include: 1. 23.6km., Yumbe-Ure Road and bridge. Are my people from Yumbe happy? Awadifo. Thank you very much, Mr Speaker. It is very unfortunate that up to now, we are still lamenting about the roads in this country. That is why you see most of our colleagues in the Opposition are smiling. In the National Development Plan (NDP) III and NRM manifesto, it was clearly indicated that the Namutumba-Busolwe-Nabumali Road was supposed to be upgraded in the Financial Year 2022/2023. All of us were excited. I did not even sleep, reading through the entire report to see where I would find that road. Unfortunately, it is not even mentioned as one of the roads that anyone is dreaming of being upgraded. Mr Speaker, Butaleja District is in Bukedi, which has seven districts but only one district, Butaleja, does not have tarmac, which is very unfortunate. Honourable minister, please, can you think about this road? The moment you work on this road, people from Lwakhakha will never go to Mbale; they will use that shortcut. People from Malaba will never use Bugiri Road; they will use this shortcut. In one way or the other, we shall be saving a lot economically in terms of fuel, distance and so on. It is my humble prayer that we make this road a priority, so that we also improve the lives of the people of Butaleja. Two, in the report, you are talking about what I would call a conflict between UCAA and the Ministry of Agriculture, Animal Industry and Fisheries. You are talking about – (Member timed out.)

Thank you, Mr Speaker. First of all, I would like to thank the committee for the report. On page 38, they talk about grant-aiding 44 schools. There are schools that are ready. I can give an example of a school called St. Luke SS, Nabiganda Town Council, Butaleja. They constructed it as a community. They have all the blocks, classrooms, and libraries— they have everything, and they are saying, “Government, come, we hand over this, and you take over.” The Government is saying, “First, wait,” but they go to a school that does not have a classroom and say, “We are grant-aiding such a school.” I propose that you do research, look at some of these schools that you think are ready, and then grant-aid them so that the Government can take them over. That should be one of the methods that you can use to grant-aiding some of the schools. Lastly, honourable minister, there is a subcounty called Mazimasa. We have written that this subcounty should be given a secondary school. To date, you keep telling us we shall see what to do. Good enough, the Chairperson is there and he has always helped me to talk to the ministry to ensure that we get a school for that particular subcounty. Most of them have been crossing to Himutu, but as you heard, the Manafwa bridge broke down. It is now difficult for these children to go to another subcounty to have their education. 16912 APPROVAL OF BUDGET ESTIMATES FOR FY 2025/2026 We started the data bank in the ministry for the emigrants who are out there. This financial year, which we are ending, we did not get the money to continue with the process. We pray that the funding for the data bank be enhanced so that we can continue with the process. In fact, we have already launched. As you enter the ministry now, just last week or two weeks ago, we have launched an area where we are going to be receiving the issues of emigrants, listening to them and for those who need support. The staff have already been recruited. They are going to be getting all the information. Unfortunately, some of our people, because of the porous borders, keep going on their own. When they have a problem, they come back to the Government. Those are very difficult to track. The ones who go through the right system, we can track them. Just as in her case, we have been able to track the matter because we got in touch with the institution that took her there. However, some of our young people, especially those from Busia and Bugisu areas, then those from the other side of Karamoja, just cross and then you hear them stranded because they do not have any documentation. And then for some young people who, after the two-year contract, because we give them two years, and they come back to their community. But after the two years, they begin thinking that they know that country and change to other areas different from where they were initially taken. We cannot track such a person because they were supposed to come back, but instead remained moving throughout the United Arab Emirates, and when they meet the Speaker, they say, “I am stranded here,” yet they have not come back to Uganda to apply afresh. So, there are also such cases. On the issues of negotiations, my minister is really busy with this. We are even trying to get to the European market to see how we can talk about professionals. How do we take them out there? We have also come up with bilateral agreements, which are strict, so as to help the immigrants who are out there. It is work in progress and we shall give a report here on what has come out of the meetings. On the issue of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) - some people said, “It is not in my village.” I agree that all the money that we put in the first round went out and got finished. It is also true that the money did not go to all the regions. All of you will agree with me that the headquarters of banks are in Kampala. Some of those banks already had women’s facilities because that was one of the conditions for them to support us. For example, Finance Trust Uganda, DFCU Bank, and Centenary Bank have programmes for women. So, when they received the money, they already had women who were in businesses who grabbed 10 per cent because that was a very good deal for a businesswoman who already had a business. While we who came from Serere, like Hon. Asamo, were still waiting to move to the bank, we realised that the money had gone out. When we reported to the Cabinet, the President directed that we should regionalise this, and we are working on this. The remaining Shs 185 billion has to go to the regions. But we shall start with the 19 regions. The money will be allocated at that level through the same banks. The money will, therefore, be going to those districts in the next phase. This week, my GROW office met with the World Bank, and we agreed on the modalities. We are also negotiating for areas where there are no banks. For example, if people have a good cooperative society, money can be deposited there because we know districts – for example, in the Bukedi Subregion, where I come from, Butaleja District does not have a bank.

Thank you, Mr Speaker. It is not true that all local government administrative units have – I can give an example of Fort Portal Tourism City. They demand a lot of money and if there is proof that they have been paid up to-date, it can be provided. I wanted to comment and help ourselves because I had something burning that the Local Governments are not completing the works, especially the construction of schools and health centres. Mr Speaker, the programmes dictated to us, for example, the Uganda Intergovernmental Fiscal Transfers (UgIFT), dictate that the tenders or procurements are done by the mother ministries at the headquarters. Therefore, the schools that benefit from UgIFT for the construction of seed schools, their procurements are done by the Ministry of Education and Sports. Likewise, the health centres are done by the Ministry of Health. We have complained and we think the ministries are in the process of discussing with the donors to adjust these conditions because, there is hybrid procurement where someone is allocated to six schools – like the one that is building in Ntoroko is the one building in Bundibugyo, building in Kiyombya in Bunyangabu, building in Kabarole, in Kasenda. Therefore, he has five schools and he does not have the capacity. If you are not forceful, you will not complete it. (Interjection) I was, and mine is completed, but I have forwarded him for blacklisting. So, it is not our fault. Mr Speaker, we have, as Ministry of Local Government, our self-inflicted wounds, but the amendments we are making in the Act, we have proposed that all the headquarters be the same design and the same amount. I give an example of Butaleja; when we advanced them Shs 200 million, they made the foundation as big as this parliamentary building. And after two days, they were crying that the money was not enough. So, understand us; we are fighting tooth and nail to make sure that there is flexibility in the conditions from the donors. I thank you.

Thank you very much, Mr Speaker. I am raising a matter that at first, I thought was only affecting Butaleja District, but upon interaction with most of my colleagues, I have established that it is national in nature – the issue of our colleagues, the councillors at the district level. The majority of them have not been paid since the beginning of this financial year. For instance, in Butaleja, they have written several letters to the ministries of local government and finance, but nothing has been paid. Since the ministers of local government and finance are here, can they explain to us why, since this financial year started, the councillors have not yet been paid, and when will they be paid? This is a very serious issue because these are the people who monitor the Parish Development Model and other projects at the local levels -(Interjection)- Information allowed.

Thank you, Mr Speaker. I have a direct question in line with education and it is connected to my sister from Butaleja. Rt Hon. Prime Minister, we are in the period of taking back our children to school, but there is a serious outcry over private investors where the challenge is they are overtaxed and this has caused a trickle-down effect on school fees. Can we be helped, as Members of Parliament? This is because we are like the Alpha and Omega of everything; so it is becoming a burden to us. Can you, the Prime Minister, help us see how to resolve this issue? We have a ground tax that is charged on every building, local tax, National Social Security Fund (NSSF), Pay as You Earn (PAYE), property tax, and operation tax; all of them are going back – (Member timed out.)

A member warned that many UPE schools, especially in Butaleja, Jinja, Arua, Koboko and Kalangala, are losing teachers to early retirement, leaving few staff for many classes. This shortage forces parents to pay, conflicts with the President’s stance, and even leads to headteachers being arrested, harming education nationwide.

Thank you, Mr Speaker. I rise on a matter of national importance, urging the Government for a speedy intervention in a calamity that is about to befall the education sector, especially in the Universal Primary Education (UPE) schools. Mr Speaker, you are aware that UPE caters for 85 per cent of the local population in Uganda, and there is a move to parallelise the whole process. How? We are having teachers, more especially in primary schools, who are registering for early retirement. It is affecting service delivery in most of the schools. As I speak now, in a school of seven classrooms, apparently, there are four teachers catering for all the classes. We are facing a challenge, not only in Butaleja, but countrywide. As a member of the forum for children, we moved to many districts – Butaleja, Jinja, Arua, Koboko and Kalangala – and they are all facing the same issues. How does this come about? The teachers, at one point, are forced to seek for contributions from the parents and we are all aware that the President came out very clearly on this matter, that there should not be any parent making any contribution towards UPE schools. We are all aware that the budget for primary schools is very small for any school to function. We are faced with a challenge on the ground, between the offices of the Resident District Commissioners (RDC) and the headteachers in school. As I speak now, in Butaleja, we have headteachers who have been arrested. All this is affecting the services, as I have said. It is leading to an unconducive environment for the schools. My prayers are; 1. Who is going to teach the children of the poor if the rate of early retirement is not deterred? 2. Secondly, is the –

Thank you, Mr Speaker. Once again, my name is Patrick Nsanja Kayongo, the Member of Parliament for Ntenjeru County South, Kayunga District. I am an Independent Member of Parliament and, for the record, we are 74 Independent Members of Parliament, including the Vice-President. (Laughter) Mr Speaker, this is my second term in Parliament and in the Ninth Parliament, I was Independent as well. I got the opportunity of closely interacting with the late. However, before I go into the details, let me take the opportunity to thank you, Sir, for organising this special session. Yesterday, when Parliament was called off, there were some disregards from a few Members, little did we know that the office of the Speaker was getting involved in the preparation of this special session. We are grateful, as Members of Parliament. Also, what must be known here is that death is a fact of life. We are grateful, Mr Speaker. Thank you. In times like this, a lot is lingering in our minds. Having interacted closely with the late, allow me to share two experiences – giving the background for the love I have for Karamoja subregion and the Karamojong people as a whole. Mr Speaker, in the Ninth Parliament, we lost a colleague, the then Butaleja Woman Representative, Hon. Cerinah Nebanda. I was closely involved in the collection of signatures for the recall of Parliament because, then, it was in recess. I was with Hon. Kiwanda Suubi, the then Mityana North MP. At the time we were trying to collect the signatures from the Karamoja subregion’s Members of Parliament, I can tell you that it was a good reflection because they exhibited the spirit of togetherness, collectiveness and solidarity. The other experience I can talk about is that when I joined Makerere University for my law degree, I met a Karamojong girl with whom I studied in the same class. (Laughter ) Mr Speaker, we have kept the friendship from 2004 to date and our friendship is like this - (Laughter)- tight. I can confirm to you that I did not find any difficulty in building a concrete friendship with the late and that is why most of the Karamojong Members of Parliament here are, indeed, my good friends. Mr Speaker - (Interjections) - yes, she is a friend and she is around town here. I would like to borrow the wording of the Rt Hon. Prime Minister while she was moving the motion. Somewhere on page 2, in her justification – I want to quote verbatim – she said: “The late Hon. Aleper was a competent professional in handling social and technical work. He was able to work in the field under emergency conditions and in a multi-cultural environment and this is ably portrayed in his career…” – giving the various departments where he worked and the positions he held. Mr Speaker, I would like to make it known to the Members here because in our interactions with the late, he used to emphasise the issue of loyalty and respect, especially when we are in a multi-party system of governance. Even in the arguments we had, we were wondering why party members were not giving enough respect to the top leadership of their parties.

13516 RECONSIDERATION OF THE APPROPRIATION BILL, 2024 Under the Directorate of Ethics and Integrity, Vote 112, on a sub-programme called Ethics and Integrity, General Administration and Support, Shs 5 billion was taken away and our justification for returning it was that the funds were allocated to strengthen the adjudication of the Leadership Code Act. In addition, the funds are needed to publish the National Anti-Corruption Survey report on the perception and prevalence of corruption. The report affects the country’s credit rating score internationally, which is a benchmark for our multilateral partners. Vote 130, Treasury Operations - Under commitment fees, Shs 25 billion was taken away, and our justification to return it or reinstate it is that these are contractual obligations for the loans we have acquired for the implementation of key projects where we have not fully absorbed the funds. Therefore, the projections for the Financial Year 2024/2025 are based on existing loan stock plus agreements that will be entered in, in the Financial Year 2024/2025. Under Code 242003, an item called “Others”, Shs 300 billion was taken away, and these are funds for the Government obligations under the share subscription agreement in servicing Roko bills of exchange and payment of Electronic Financial Transfer (EFT) bank charges to Bank of Uganda, among others. Under item 242002, Interest on Treasury Bonds, an amount of Shs 100 billion was taken away, and the justification for reinstatement was that we increased Government borrowing to cater for the priorities in the corrigenda and an increase in domestic debt refinancing, which led to the increase in the interest on Treasury bond issuances. In the Financial Year 2024/2025 budget interest costs increased due to the increase in debt refinancing from Shs 8.36 trillion in Financial Year 2023/2024 to Shs 12.02 trillion in Financial Year 2024/2025, and an increase in net domestic borrowing from Shs 6.67 trillion in Financial Year 2023/2024 to Shs 8.97 trillion in Financial Year 2024/2025. Under the item of Contingency Transfers, an amount of Shs 22.74 billion was taken away and our justification for reinstatement is that Section 26 of the Public Finance Management Act (Amended), 2015, requires the Contingency Fund to be allocated an amount equivalent to 0.5 per cent of the appropriated annual budget of Government of the previous financial year. As such, Shs 169 billion was provided for the Financial Year 2024/2025 reducing the provision by Shs 22.74 billion, implying a breach of the above PFMA requirement. Under Vote 019, Ministry of Water and Environment, on a project called Integrated Water Resources, Shs 4 billion was reallocated and our justification to return it was the Government of Uganda’s counterpart funding for World Bank to finance various urban water supply and sanitation systems in the towns of Busia, Mbale and surrounding towns, Butaleja, Busolwe, Budaka, Kadama, Tirinyi, Kibuku, Namungalwe, Kaliro, Namasale, Koboko, Rukungiri, Kyegegwa, Mpara, Ruyonza, Kumi, among others. On a project called “Support to Rural Water Supply and Sanitation”, Shs 10 billion was taken away and the justification for returning it is that this is funding for the Government interventions to increase access to safe and clean water through “a source per village” in rural areas. The specific interventions include the construction and rehabilitation of point water sources in the communities, expansion of dilapidated piped water supply systems, motorising and upgrading of high-yield boreholes and solar-powered systems to expand and improve service coverage in various districts of Yumbe, Kyankwanzi, Kakumiro, Mubende, Mityana, Isingiro, Buliisa, Kasese, Amudat, Agago, Kaabong, among others. Under a project called “Building Resilient Communities, Wetlands, Ecosystems and Associated Catchments in Uganda ” , an amount of Shs 2 billion was reallocated.

13456 PRESENTATION OF THE BUDGET SPEECH FY 2024/2025 Water, sanitation and environment protection As a result of Government intervention, more Ugandans now have access to safe, clean water. Coverage in rural areas is now estimated at 67 per cent and 70 per cent in urban areas. Out of the 71,225 villages, 56,617 villages have been served with at least one safe water source. In the Financial Year 2024/2025, clean water coverage will increase to 70 per cent and 85 per cent in rural and urban areas respectively. Can we hear from the Ministry of Disaster Preparedness and then the Government? THE MINISTER OF STATE, OFFICE OF THE PRIME MINISTER (Relief, Disaster Preparedness and Refugees) Ms Lillian Aber): Thank you, Madam Speaker. First of all, I would like to note that we do have a disaster risk management plan that was approved in Cabinet in July, 2022 and it was launched in September, 2022 and presented in this House in November, 2022. I associate myself with the concerns of members and as a ministry, we are trying our best to do what we can with the limited resources. As you may be aware, on 1 March, 2024, the Uganda National Meteorological Authority released the March-May 2024 seasonal rainfall outlook over Uganda and its implications. The March to May 2024 indicated a high chance of near-normal to above-normal rainfall, resulting in episodic flush floods, events and landslides in localised areas that would receive heavy downpour. When you take it to Kayunga, for instance, if you give Kayunga mosquito nets, they may not even understand what the nets are meant for. They will use it for fishing. When we say, take such a walk to such areas, it helps our population a lot. It will help us in the eradication of malaria and the theme will take the day. If we do it every time, every year, on the streets of Kampala and Parliament here, then we need to check what we are trying to do. All the same, I invite all of you tomorrow to join the walk. The chief walker will be the Deputy Speaker. Join the walk and support. The next one should be in Hon. Acon’s constituency. Like in Butaleja , the people who are organising this walk like Hon. Thank you very much, Madam Speaker. I thank you for raising the issue of malaria, which is one of those diseases that are killing Ugandans. Madam Speaker, statistics show that we are losing 70 to 100 people every year across the country and these are people that are able to go to hospitals and that is how the health facilities are able to get the data. However, there are very many Ugandans who die without getting access to health facilities. Malaria is real and as the Uganda Parliamentary Forum on Malaria, we organised this walk to create awareness amongst the population and to show the Government that there is a problem that needs everybody to get concerned and support the population. Madam Speaker, this started last year and every year, when we do it at national level, we also go down to the districts. Like last year, I had one in Butaleja and I am organising another one immediately we finish this one at national level. Therefore, I would like to take this opportunity to thank the Ministry of Health and partners that have supported the walk against malaria. I also implore and request all colleagues, members of Parliament to turn up tomorrow in big numbers and we walk and say “Zero malaria starts with us and starts with everybody.” I believe this will help in creating awareness and making sure that we reduce the deaths. I thank you very much, Madam Speaker. (Interjections)

11888 STANDING COMMITTEE REPORT The Uganda Police helicopter (Aircraft Fixed Wing 5X PEF/P180 Piaggio Avanti Evo) was bought in June 2019 at a price of $7.48 million. However, it is now being sold at just $4 million. His prayer is: can the Prime Minister update the House on this matter? Mr Speaker, my response is that the Uganda Police Force has a police airwing whose function is to support policing within the country. It currently runs four aircrafts; three helicopters and that one: the Aircraft Fixed Wing aircraft. The aircrafts were intended, primarily, to assist in the maintenance of law and order by conducting aerial patrols and surveillance, aerial search and rescue, rapid response, force transportation and, sometimes, medical and casualty evacuation. When not required by the police for the stipulated duties, they may be used as a charter service by the Government, on payment of the prescribed fees. Mr Speaker, the fixed wing aircraft, which is a nine-seater aircraft, was acquired in June 2019 at a cost of $7.48 million and, since then, it has only flown for less than 200 hours. This is mainly due to its operational limitations, which includes designs that limit it to only paved or tarmacked runways, as well as high maintenance and operational costs. The aircraft is serviceable and has all the necessary requirements to operate. Mr Speaker, due to the above-mentioned limitations, Uganda Police Force management has been considering options of how the aircraft could be effectively and efficiently utilised in advancing the police mandate and, where possible, be linked to working domestically in the aviation industry, with a possibility of leasing it to the national carrier among other options. Disposal of the said aircraft has never been an option taken by police management as a way of ‘ utilisation ’ of the side aircrafts. In any case, if any disposal was to be considered, the due process would be diligently followed by all key stakeholders regarding the disposal of such an asset and in that respect, value for money would certainly be a key consideration to take into account. The Hon. Eunice Otuko Apio, Member of Parliament of Oyam North raised a question on the exclusion of Oyam North in the distribution of water by National Water and Sewerage Corporation under the on-going projects in the districts of Gulu, Omoro and Oyam. Prayer: Can the Rt Hon. Prime Minister update the House on the matter? Response: The Integrated Water Management and Development Project is a follow-up project being jointly implemented by the National Water and Sewerage Corporation (NWSC) and the Ministry of Water and Environment. The scope of work under National Water and Sewerage Corporation entails the following: 1. Gulu Water Supply and Sanitation Project This is jointly funded by the World Bank and a German development agency called KFW, implemented in two packages, (package 1 and package 2). Package 2 is financed by the World Bank and it involves laying of 70.2 kilometre DN-500 500 ductile iron transmission pipeline from Karuma to Gulu. 2. Mbale Water Supply and Sanitation Project This project targets the population of Mbale and the neighbouring areas, including the towns of Butaleja, Busolwe, Kibuku, Kadama, Tirinyi, and Budaka. The project scope under National Water Sewage Corporation entails expansion of the production capacity of Bunghoko and Manafwa Water Treatment Plants from 4,000 cubic meters per day to 18,000 cubic meters PRIME MINISTER’S TIME [Ms Nabbanja]

On 4 December 2021, the late, your predecessor, Rt Hon. Jacob Oulanyah, at the memorial service of Dr Tanga Odoi’s mother in Tororo, committed to ensure that the road be upgraded. On 17 July, 2022, when we were interring the remains of the mother of Hon. Fox Odoi in Tororo, you committed to follow up on the upgrade of that road. I am glad that last year, about three months ago, our Rt Hon. 11581 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 Introduction Mr Speaker, FMD is a highly contagious viral disease that affects all cloven-hoofed (two hoofed) animals. These include cattle, goats, sheep, pigs and wild animals such as buffaloes, deers and antelopes. The disease spreads very fast, through close contact between infected and non-infected animals. The disease is transmitted through aerosols (fluid droplets) breathed out by infected animals and contact with affected surfaces. The aerosols can be transported by wind to far areas. The affected animals get wounds in the mouth, feet and teats in female animals. FMD is the most dreaded disease in international trade of animals and animal products. Countries that have eradicated the disease do not allow trade with affected countries, or those that control the disease by vaccination. The disease causes significant economic losses to the farmers and to the country due to disruption in animal production, productivity and in trade of animal and animal products. Scientists and economists have estimated the economic cost of FMD to a farmer per unit livestock to be $20 per infection. The cost can be higher with repeated infections. Our target, therefore, as Government, is to not only control the disease but eradicate it. Mr Speaker, the ideal situation that enables any livestock producing country to fully control and eradicate FMD requires the following interventions: i) Undertaking a bi-annual compulsory vaccination exercise of the entire susceptible animal herd in the country (all two hoofed animals; cattle, sheep, goats and pigs). For purposes of universal coverage, compliance and bio-security considerations (since vaccines are live organisms), governments normally offer the vaccines as a public good. This, however, varies from country to country, depending on the number of animals and the budget implications for buying the vaccines recurrently. ii) Another control and eradication approach is the “test and slaughter” followed by safe disposal of the carcasses (burning and/or burying). When the veterinary authorities confirm the outbreak, they determine the affected animals and those at risk for destruction. This, however, is followed with compensation by the government, which is a very expensive practice. This is the practice in developed livestock-producing countries like the United Kingdom, among others. You kill or destroy, but compensate the farmer. iii) In addition to the above, movement control restrictions (quarantine) are always imposed either in part or as a whole in the affected geographical location depending on the epidemiological assessment by the competent authorities. The competent authorities, Mr Speaker, are veterinary authorities. These animal movement restrictions, however, are temporary measures to disrupt transmission but their duration depends on the discipline and compliance of the different stakeholders (farmers, traders, processors and enforcement agencies) and also on the country’s ability to implement interventions (i) and (ii) above. Current situation in the country Mr Speaker, there are 36 districts currently affected and under quarantine. These are; Budaka, Bukedea, Bukomansimbi, Bunyangabu, Butaleja, Fort Portal City, Gomba, Ibanda, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiboga, Kibuku, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mbarara City, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Namisindwa, Ngora, Ntungamo, Rakai, Rwampara and Ssembabule. Thank you, Mr Speaker. On the Floor of this House, we have discussed the issue of the Uganda Road Fund. The Uganda Road Fund was not – that Act was created for a purpose, borrowing a leaf from how other countries have been able to have very good and well-maintained roads. The Ministry of Finance was hiding behind the constitutional provision. I am glad you were in the seat when the Attorney-General clearly guided that funds created by Parliament, are protected and cannot go to the Consolidated Fund for as long as there is an Act that covers them. There is nothing that we can do in this country without roads. To reach the health centres, you need roads. To reach schools, you need roads. To promote agriculture, PDM, everything, you need roads. The Minister of Finance, after requesting for time to go and discuss the matter with the Cabinet, came here and actually indicated that they were going to handle the matter. To date, we are still talking about the same challenges. If you had had the fuel levy in place, the Shs 100 per litre going to the Uganda Road Fund, inclusive of the other fines, we would not be talking about this lack of funds. Imagine zero release to districts, yet we have – you know – there are other roads. We sent Shs 1 billion to the districts and it is not adequate. We have the subcounty roads that are now in the worst state because there is totally no funding to maintain them. Mr Speaker, I urge you, unless we operationalise the Uganda Road Fund - 2026 is near, what are we going to tell our people? In my district, people are protesting. The Nagongera Road has been an issue since 2000, when His Excellency, the President pledged to tarmac that road. There are roads, which are supposed to be pre- financed – where the President okayed Uganda National Roads Authority (UNRA) to allow contractors who have money to pre-finance and that the Government would pay them later. Namutumba-Nabumali-Butaleja Road is one of those. We need to know what happened to those roads. Thank you, Mr Speaker.

As Parliament, you do not want to have a situation whereby one day, you will be accused of fighting Foot and Mouth Disease (FMD). We put a quarantine, Parliament came and stopped it and therefore, we allowed it and it went on. This is why I felt that it would be imperative for the minister to bring a statement here and then we debate it and put him on the spot-on issues of the law and what he would have told us here. But then again the urgency of it - I know some of these districts depend on cows and their children are going back to school. What are we going to do about it? As we speak, I have not less than two people at my home because they cannot find where to sleep. Their houses and everything have been washed away and they can only find peace in my home. This has a lot of consequences, including buying posho and beans every day, and my house is not enough to accommodate all of the people. My prayers are: (i) The Rt Hon. Prime Minister, my Jjaja, intervenes immediately so that she gives relief to my people to enable them leave my home and go back to their work. Much as I am a Member of Parliament, I get inconvenienced because I do not have that kind of money to look after all my people. (ii) We have Namajji and Lelesi Bridges, which were washed away along Namutumba-Busolwe-Nabumali Road. Since 1996, the Government has promised to tarmac the road, but up to now, nothing has happened and as we speak, people cannot use it. Maybe the Prime Minister can tell us when we expect this road to be tarmacked. Thank you.

Thank you, Mr Speaker. I take this opportunity to thank the minister for the statement. In 2019, Butaleja district took a tipper lorry to Bugembe for repair but until now, it has not been repaired. Last year, the engineer wrote to the management of this workshop to get back the lorry so that the district would repair it. They refused. And they said that until they get authority from the ministry, they cannot release it for repair. My humble request to the minister is to direct the management of Bugembe Mechanical Workshop to release our tipper so that the district can have it repaired. The last time I visited the workshop, I described it as a motor vehicle mortuary, because you find very many vehicles, people who pretend to be so busy when they are actually doing nothing. I do not entirely agree that the problem is about money; I think there is also something beyond money. Because if we ask them to release ours to repair, they say that; “We are not releasing it, because it is under warranty.” And that, “We cannot release this vehicle until we have instructions from the ministry.” Honourable Minister, now that you are here, I request you to direct that they release our tipper so that we can have it repaired. Thank you, Mr Speaker. I thank the minister; He has been very honest in his statement. Honourable colleagues have talked about road equipment; I am the chairperson of the roads committee in my district of Butaleja. I request the minister to look at regional workshops in terms of maintaining all district vehicles. Time and again, districts or the Government procure vehicles, but you find that these vehicles are used for one or two years and they break down and because there is not sufficient budget for repairing these vehicles, they go and request the Government to procure new vehicles. You find that districts have very many vehicles that are not in operation. Yet if there is a budget that can do an overhaul – like His Excellency the President supported us with the Shs 1 billion – I would request that the Ministry of Finance, Planning and Economic Development also look for money and support districts to repair all district vehicles; I believe this can help not only vehicles that handle roads but also all departments in the districts. Additionally, I would like the honourable minister to look at the issue of the remuneration of the drivers. For you to hire a grader for a day, you need at least not less than Shs 1 million. However, its driver for the whole day – (Member timed out.)

Thank you, Mr Speaker. Allow me to join my colleagues in congratulating the President of Uganda, the Government, the Ministry of Education and Sports, and FUFA, for the successful East Africa Pamoja Bid. It is not a minor, but a big achievement for our economy. As a country, we should embrace it because of the positives along the way. The infrastructure issue has been mentioned. I would like to appreciate and implore the Ministry of Education and Sports to consider balancing the infrastructural renovation in all the different regions; not only in the east or west. It will not only boost the economy; it will also inspire the sports fraternity in the regions, in terms of training and participation in the various games at international level. As far as I am concerned, most of the countries have been able to nurture talent by putting up a favourable infrastructure in the different regions. That is why you see that besides the top leagues, there are local leagues. It is not only for football. So, I would like to request that they consider netball too. As I speak, in Butaleja District, we have our very own playing in the She Cranes as a goal defender. Therefore, by constructing the sports infrastructure, we nurture and promote more sports talents in our country. Thank you.

7825 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 30 MARCH 2023 The Office of the Prime Minister, in coordination with the Ministry of Water and Environment, installed two flood early warning systems on the subcatchments of Aswa and Manafwa with validation of data and systems ongoing. Subsequently, the early warning systems are expected to contribute to greater prediction of future flood events in surrounding districts affected by those rivers. Similar work is being done by the Ministry of Water and Environment to install a flood early warning system on the Nyamwamba subcatchment to ensure prediction of flash floods in Rwenzori and this is being supported by the World Bank. Madam Speaker, I would like to inform this House that we had similar equipment installed in Butaleja. It is supposed to make noise the moment the water is rising, but the people of Butaleja demolished it saying it had some ghosts or something. (Laughter)

Thank you very much, Madam Speaker. On behalf of the people of Butaleja and on my own behalf, I wish to convey condolences to the family of our fallen colleague, Hon. Patrick Okabe. I had the opportunity to work with him in the Public Accounts Committee (Central) and he was a man of his word and this was manifested through his actions. We are going to miss him greatly because his success was attributed to development. He was the face behind Faith FM in Mbale and he happened to employ some people from Butaleja. He worked a great deal in the community by providing community services to farmers. One time he offered a tractor to a farmer’s group in my constituency. Madam Speaker, the spot at which he died is the very spot where my coordinator also lost his life this year. He was on a boda boda and a truck rammed into him. I support the contribution by my colleagues here that the Ministry of Works and Transport should take interest in that road. The design was not properly done and it is a bit slippery. Hon. Patrick and his dear wife will be greatly missed. May the Lord continue to comfort the family and may your souls rest in eternal peace.

A member said malaria is killing many in Butaleja District, especially children, and that 7 to 13 people die daily in Bunyole West. They asked the Ministry of Health to send experts, increase antimalarial supplies, and distribute mosquito nets.

Thank you, Madam Speaker. I thank the honourable colleague for raising this issue and I also thank my honourable senior colleague. The honourable member from Butaleja is right. In our statistics here, Butaleja has the highest number of malaria cases, but the deaths he has reported are higher than what we have – unless people are dying in homes. However, for those who die in health centres, we always record. Since this year started, I remember in May, we raised a red flag over the upsurge of malaria cases in many districts. It has come down though, from 65 per cent to about 30 per cent. The places, which are really badly hit are Bukedi, Teso, Lango, Busoga, Karamoja and Acholi. When we raised the red flag, it was in western Uganda, especially Ankole and Toro. Right now, we have Budaka, Busia, Butaleja, Butebo, Kibuku, Pallisa and Tororo – but Butaleja has the highest number of cases. Nonetheless, the National Medical Stores has been going around, giving out mosquito nets. Also, the ministry - together with partners – has been putting out a lot of adverts for people to sleep under mosquito nets and to close their houses a little early so that we can, together, fight this malaria. Thank you, Madam Speaker.

Thank you very much, Madam Speaker. My question goes to the minister. Thank you for the presentation. My concern is about the workers. As a health committee, we are recently in the Bukedi sub region and other regions, monitoring work relating to the health centers in different areas. However, while still there we faced the challenge, whereby there is a big gap between the UPDF and the communities in which they were offering the services. Take for instance, my own in district of Butaleja - they are there, they are doing a good job, but we are facing a challenge like I have said, the salary payment is not streamlined. And in most cases, they are a bit harsh with the workers on site. What is the pay being designed to be paid to the non-skilled and skilled workers? Thank you.

4342 PRIME MINISTER’S TIME When our friends from Butaleja knew that it was per day - whether you work, stand, chat or make phone calls - they lowered their ability to work. The UPDF resolved to employ them won contract. That now will be on contract; you agree on a portion. There are those who are getting Shs 30,000 and those getting Shs 20,000. It is all according to what you have agreed on. Therefore, there is no working per day. One works according to their speed and the work portion agreed upon so that has been resolved; I was there. There will be no more cry. They are happy, motivated and encouraged to work harder. You know our people. About the barracks, this is a serious concern from Kiboga. I have taken note of the interference with the firing range, practices and training. We are going to handle this; we shall get back to you. Madam Speaker, I was fired more questions than; I think I will come more regularly. Hon. Komakech, you were spot on. We went there but there is no soldier who is above a minister. As we were there with you, you realised that the commander who was on ground was doing his own things -

“It is my prayer that they include a flyover on the road that comes from Butaleja to Nabumali, as that is the biggest spot of the accidents.”

Thank you, Madam Speaker. I rise on a matter of national importance. We have got a section of the road from Tororo to Mbale, which has become a death point; the section between Busiu and Bumageni Barracks. We raised this matter at one time and the minister visited. A report was made and the UNRA was instructed - as a short-term measure - to build speed-limiting humps such that we do not lose lives but up to now, nothing has happened. Just to illustrate the magnitude of this matter, on 20 January this year, a fuel tanker crashed and got burnt, killing four people on the scene and two other people were crashed by other rescuing vehicles. In August 2021, a speeding truck hit and killed six people. Madam Speaker, in the same period, another cement-carrying truck from Tororo, killed five people from one family. Just to cut it short, in 2017, a cement-carrying vehicle killed 22 people in minibuses. Therefore, I bring this matter to this House, with this prayer; that the Minister of Transport hastily rescues my people by constructing humps on that road. Secondly, the road is being redesigned. It is my prayer that they include a flyover on the road that comes from Butaleja to Nabumali, as that is the biggest spot of the accidents. I thank you, Madam Speaker.

Name could mean more than one place

The speaker used a name that fits several places, for example just “Soroti”, which could be the city, the district or an area within them. We show these exactly as spoken and do not choose a meaning for the speaker.
