Thank you for catching my eye, Mr Speaker – (Laughter) I want to appreciate you. Ladies and gentlemen, let us listen a bit; give me my time. The three minutes are now beginning. I am the honourable Member of Parliament representing Butembe, Jinja District. I am a new Member of Parliament. Whatever mistakes I make, kindly allow them. My name is Kiirya Grace Wanzala. The President’s speech is where I will concentrate, and all my submissions will not go beyond it. I was impressed by the write-up, but I am a practical farmer, and at the same time, I do business. The President comes out to clearly explain how Western Uganda, especially his place, has evolved, where he has made sure that targeted programs are made, his people are trained, and he has even supported them with coolers; bulk production in milk started, and factories developed in Western Uganda. I want to re-echo this: heifer cows were brought into Uganda, first by the Busoga Diocese in Uganda under the FREP program. Secondly, in 1986, when they had just taken overpower, the Heifer Project came in with cows under the minister, then Hon. Victoria Ssekitoleko, and my constituency was a beneficiary. Later, MAKAPU came in. I want to concentrate on that area. Once Heifer left and MAKAPU as a project came in, almost all the cows disappeared in Busoga. Why? Ticks. Another reason was that extension systems were not working, and all these things collapsed. Up to now, we have not had extension workers in those villages in the sub-counties. The minister for agriculture will confirm to us whether they are there -

A member asked Parliament to finish building health centre IVs and upgrade health centre IIIs in places like Kagoma and Butembe in Jinja District, and to fund town councils and district headquarters, especially in Jinja, while also urging the government to review its membership in regional organisations.

Thank you, Mr Speaker, for giving me this opportunity. I would like to thank the chairperson and members for the two reports. On education, my colleagues have talked about Busoga University and Bunyoro University. All we need is a Vote and we have these institutions start next academic year. The committee also recommends the completion of construction of health centres IV, but like my sister from Kiruhura said, we need to upgrade the health centres III in constituencies where we do not have health centres IV like Kagoma and Butembe in Jinja District. Mr Speaker, when it comes to electricity, the Government should prioritise this, especially in Busoga and in particular Jinja, because we produce this power. When it comes to town councils that were created in the last term, most of them are not funded. Like Jinja, we do not have headquarters. We still go to the city; we need funding to complete our district headquarters. Mr Speaker, we need more funding to the National Animal Genetic Resources Centre and Data Bank to support the Parish Development Model programme. When it comes to the East African Community and the Ministry of Foreign Affairs; about the statutory obligations and non-payment of subscription fees, it is embarrassing to our nation. People working in these institutions must develop thick skins. You are undermined; you do not take part in decision-making. It is a mess. Some of us have been there. Mr Speaker, I believe the Government should evaluate these international organisations, and have a cost-benefit analysis to find out whether we need to continue being members of some of these institutions. Thank you.

A member said that in Butembe County a survey was done in March and more poles are arriving, hoping the contract will be signed soon. Transformers in the area are low voltage and often break, causing problems for maize mills and the wider Busoga region.

13938 MINISTERIAL STATEMENT Over the weekend, other trucks came in with more poles. In Butembe County, the survey was done around March. It is my humble prayer that the contract is signed and they get to work. Regarding transformers, we have centres like Buweera in particular, where they cannot use maize mills. The transformers have low voltage. We talk about value addition, but if someone cannot add value to their maize, then it becomes a problem. My village is called Wairaka B in Kakira Town Council, but the rate at which transformers get spoilt is alarming. I do not know whether the transformers are faulty. When it comes to Government counterpart funding, it is an issue for all the loans that we come up with. I do not know what the Minister of Finance, Planning and Economic Development thinks, but maybe we should reduce the loans and go somewhere we can fund this. As my sister from Bugiri asked, “Why wouldn’t Jinja, the host of the first dam be fully connected? Why shouldn’t Busoga be connected? I am not being selfish. I am only being realistic. When it comes to other areas, they have benefits. Electricity is what we can get from the Government as Busoga. Thank you.

Thank you. Honourable colleagues, Ambassador Hidemoto first came to Uganda in 1984; it was in the midst of the war. At that time, he was a senior business executive for one of the big Japanese businesses coming to explore the market here. He shared with me that he never thought this country would recover; he never thought he would come back here. When he was posted here, he said, he was impressed by the strides we had managed to make as a country and he prays we continue on that path. (Applause) The Government of Japan has been able to build over 242 schools and different health centres for us, and supported the roads sector. So, we would like to extend our appreciation. I am sure the one for the Government will formally be extended by the Ministry of Foreign Affairs and the President, when the ambassador goes to pay his last farewell visit to them. Honourable colleagues, in the public gallery this afternoon, we have a delegation of sugarcane outgrowers from Butembe Constituency, Jinja District. They are represented in Parliament by Hon. David Livingstone Zijjan and Hon. Loy Katali. They have come to observe the proceedings of this House. Please, join me in welcoming them. (Applause) You can stand up for recognition. I hope some are from Hon. Walyomu’s area. Honourable colleagues, we had a consultative meeting today with Members of Parliament from the sugarcane-growing areas, the minister for trade, the Attorney-General, representatives of farmers and the shadow minister for trade, Hon. Manjeri Kyebakutika – (Hon. Ssemujju rose_) - the Speaker is still speaking. The motion might be aimed at stopping the Speaker from speaking. (Laughter) Anyhow, honourable colleagues, as I was saying, we had a very extensive discussion and, in the end, the Government requested for time to go and consult on some of the issues, which colleagues raised. Once those consultations are concluded, I will wait for a signal from the Government and, then, we shall consider the Bill at the right time. In the public gallery this afternoon, we also have a delegation of representatives from Bunyoro Kitara Students Association, based in Hoima City. They are represented in Parliament by Hon. Asinansi Nyakato, Hon. Patrick Isingoma Mwesigwa and Hon. Joseph Ruyonga. They have come to observe the proceedings of this House. Please, join me in welcoming them once again. (Applause) Thank you. Still on my communication, before I forget, we have Ash Wednesday tomorrow. The Catholic Chaplaincy will have it celebrated here. The Bishop of Nebbi Catholic Diocese will lead us in Mass, starting at 5.00 p.m. tomorrow. For more information, you can link up with Hon. Lucy Akello, the Chairperson of the Parliamentary Catholic Chaplaincy. Be there in big numbers to welcome the Bishop of Nebbi. Hon. Ssemujju, do you have a procedural matter?

For the record, my name is Isabirye David Aga, a Member of Parliament where the late will be laid to rest; the Member of Parliament for the graveyard. (Laughter) Thank you, Mr Speaker, for giving me space to speak about the late. I got to know and interact at length with the late a few years ago when I was still working at a radio station in Jinja where I was a talk-show host of a radio program which focused on the history of this country. The late was one of the sources of information that I relied on as far as the history of this country is concerned. When dealing with him, I never found any challenges. He gave me information whenever I wanted it and at times, when I failed to get him on the phone, I could just call Mama Janet Kyemba, who is equally an exceptional woman and supporter. I remember asking him, at one point, how he managed to work in all the regimes since independence. He vividly told me that he put country before self. Whenever called upon, he was willing to serve . (Applause ) Mr Speaker, this morning as I was talking to Hon. Daudi Migereko, former MP for Butembe constituency and a great friend of the late, he told me how the late was friendly to all and a team player. He recalled when they were still councillors at Jinja Municipal Council. I was told that the late was a councillor, together with Hon. Ssekitoleko. Hon. Beti Kamya, the current Inspector General of Government (IGG), was also a councillor in Jinja together with Hon. Frank Nabwiso, Justice Egonda Ntende, among others. The late was one person who could reconcile them whenever they had misunderstandings. The late was a great debater during his legislation time at Jinja Council and here at Parliament where he mentored many, as Hon. Nabeta has testified. He valued friendship so much, not like us today who are fond of backstabbing each other. Today someone is your friend and next day, he is your sworn enemy. When the Dean was speaking, he described him as “Mr No Scandal”. Indeed, that was him. How I wish we could emulate him. I salute the late for offering the younger generation direction and knowledge and we shall always acknowledge him for that. For God and my country, may your soul rest in peace. (Applause)

Thank you.

Thank you very much, Mr Speaker, for giving me this opportunity to speak as the Shadow Minister for Fisheries. Mr Speaker, yesterday, a boat with about 15 people capsized on Lake Victoria in the waters between Buvuma and Mayuge. These people who were on board had been arrested by the UPDF Fisheries Protection Unit, who are attached to Namugongo Barracks in Jinja District. The suspects were handcuffed with ropes, had no life jackets, the boat was overloaded and all the 10 suspects died. The FPU officials survived because they had life jackets and so, they managed to swim to save their lives. Mr Speaker, this is what we have always talked about. On so many occasions, as a shadow minister, I have been here emphasising that we should table the Fisheries and Aquaculture Regulations for the law to be fully operationalised. The UPDF on the lake does not have sympathy for our people and we said, that if this law becomes operational, the marine police - as we proposed in the law - plus officials from the fisheries sector, if they were the ones on the lake, maybe such accidents would have been avoided because these are well-trained people. It is really disheartening that someone can lose a life because she or he is unable to save themselves. This is illegal - how do you arrest someone, handcuff someone with a rope, and put someone in a boat that is overloaded, with no life jacket? My God! Mr Speaker, my prayer is that these people should be compensated or their families, but even compensating them is not enough. The officials attached to the UPDF Fisheries Protection Unit should be arrested and charged for negligence of people’s lives. Lastly, we should table the Fisheries and Aquaculture Regulations for the law to be fully operationalised. The UPDF is not supposed to be on the lake. It is really disheartening. Thank you very much, Mr Speaker, I submit.

Madam Speaker, I appreciate you for making time for this brief statement – (Interjections) - Hon. Aber used to be a good friend of mine when she was still part of the Opposition. I see some colleagues are complaining. Madam Speaker, I will make this statement brief. I did travel to Busoga Subregion, specifically Jinja District, with some Members of the shadow cabinet and some Opposition Members of Parliament from Busoga Subregion to interact with sugarcane farmers. They had been reaching out to us with several complaints so we decided to pay them a visit and interact with them. I will skip a couple of things and go to the background. Background Busoga is one of Uganda is leading sugarcane growing regions, contributing significantly to the country’s sugar production. The sugar industry is one of the fastest growing industries in our economy under the manufacturing sector, contributing over Shs 300 billion in taxes annually, according to the Ministry of Trade, Industry and Cooperatives, employing over 100,000 Ugandans directly and many more indirectly. The industry also produces over 150 megawatts of electricity from bagasse, of which about 70 megawatts is supplied to the national grid. Thank you, Mr Speaker, for giving me this opportunity. I rise on a matter of national importance concerning disasters in Jinja District. Year in year out, Jinja District is hit by rains and we do not normally bring it here because the time I tried, we were never helped. However, last week, in Kagoma Constituency particularly, eight villages in Nakakulwe Parish, Kisozi A, Kisozi B in Nakakulwe, Buwuma West, Lumuli A, Lumuli B, Lumuli C, and Buwuma Central were affected. On Monday, Buweera Parish in Kagoma North Constituency, Buwolero, Nakulyaku, Kizinga, Mawolero, Igombe and Idoome were hit by heavy rains. The crops and houses were destroyed. Animals were killed. We have seven families that are homeless and on Tuesday, Buwenge Town Council Market got burned. It is not the first time. Year in, year out, it gets gutted by fire and this is the main market in Jinja District. Mr Speaker, my prayers are that: i. The ministry provides these people with iron sheets, beddings, since some are homeless, food and seedlings. ii. As we go through the budgeting process, the Government should plan for housing or build a permanent structure in Buwenge Town Council. This is because the district headquarters are in Buwenge Rural and just next to it is the market. Thank you.

Thank you, Mr Speaker. I want to thank the committee for the report. I think Nakasongola is almost similar to my constituency of Jinja District, which is rural because my constituency is full of forest reserves. Mr Speaker, sometimes I wonder. Before the creation of NFA, that is the National Forest Authority, we used to have full forest cover under the ministry. Now with the presence of NFA, forests are disappearing. I think this is forcing the community nearby to think that there is no need for forestry because at the end of the day, the so-called big people go and acquire leases and plant trees and after planting trees, when these trees grow, they reach a certain time and go and harvest and then the whole forest looks like it is cleared. Mr Speaker, as I talk, if you go to one of the forest reserves in my area, that is Namavundu, people are just harvesting the trees. The so-called investors - and when the locals do apply for the leases, they are not given a chance. When NFA is implementing the Act, they implement the Act favouring them. The other part which favours the locals is not looked into because if you read the Act very well, at least there is 5 per cent of the land to be utilised by the locals. But in my area, the whole thing is done by NFA giving out land to the commercial farmers. To make matters worse, we have Itanda Falls. The locals discovered the falls, but I tell you, NFA gave out that area and now people cannot even access it.

Thank you very much, Mr Speaker. I take the concern raised by Hon. Brandon Kintu on the death of 105 children in the hands of unqualified medical workers. It is very unfortunate. This morning, I took responsibility to call Jinja District Health Officer. He assured me that they did not have any report on such an incident. However, now that the honourable member has made it clearer that it is a NGO we shall take his prayers very seriously and we do a comprehensive investigation. Personally, I undertake that I will move closely with the MP and visit this NGO in the very near future.

Thank you, Mr Speaker. I rise on a matter of urgent national importance. This is a matter of life and death. On the 13 th of this month, we lost one of the chairpersons, LCI of Kabembe West, Budima Parish, Butagaya Subcounty, Kagama County, Jinja District. This chairperson was in critical condition that needed ICU services and so, he was referred to Jinja Referral Hospital. However, on reaching the referral hospital, the ICU was not functional. When we consulted the nearby hospital in Mbale, it was the same problem. Mr Speaker, adding to that, these people were told to buy drugs in the nearby pharmacies. At the end of the day, we lost the chairperson. Jinja is one of those districts with Ebola cases, and having no functional ICU is very dangerous. Not only that -
