Thank you, Mr Speaker. My question goes to the honourable minister. Last year, around June, the Govern - ment took over 46 schools from the community under grant aid. The teachers were subjected to interviews at the schools in various places in the country. To date, all these teachers have not been ac - cessed on the payroll, and we are now in April. We are left with about one month to end the financial year. The money was provided, and as I speak, teachers are disgruntled. They got the appointment letters, assumed duty, and their acceptance letters were submitted to the Ministries of Education and Sports and Public Service, but to date, they have not accessed the payroll. The second thing is the issue of staff quarters. Some of the areas, especially Elgon North, are hard-to-reach like Buginyanya Comprehensive Secondary School. We have teachers who have been posted there. The only thing they did was

Thank you, Mr Speaker, for giving me the opportunity. I want to thank the minister for his statement. In the case of Bulambuli, where we experienced landslides last November, we are in the process of relocating our people and resettling them in a safer place. The people who are affected currently in my district of Bulambuli, are those in Elgon North constituency and Elgon constituency. Mr Speaker, you recall that in 2024, we had landslides that claimed a lot of lives in Buginyanya, Bulambuli District. We put those people in a camp, and the Government was supporting them in the camps until February this year. We decided to decommission these camps because whenever we would take food, people from the mountains would come and take all the food. It was very difficult for us, as the Office of the Prime Minister. We decided to get land - those were the people we gave land first. When these ones were given land, others brought themselves in the tents waiting for food. In February, we decommissioned Bunambutye settlement area and we are trying to relocate those people so that they can get permanent homes and help themselves. Those who are there could be our people who run away from Mbale town, and we are no longer giving them food because we decommissioned that settlement area.

The government is boosting Uganda’s food and coffee sectors by building irrigation dams in Isingiro, Bulambuli, Pakwach, Bukedea, Bududa, Bukwo and Sipi, and by setting up mechanisation and animal health centres in Kiruhura, Kiryandongo, Nakaseke and other districts to improve productivity and resilience.

140 THE BUDGET SPEECH, 2026 a) Agro-industrialisation; b) Tourism development; c) Mineral-based industrial development including oil and gas; d) Science, technology, and innovations including ICT and the creative arts. These sectors are deliberately selected because they represent Uganda’s strongest comparative advantages and possess the greatest potential to generate exports, jobs, incomes and investment. Together, they form the engine of the Tenfold Growth Strategy. The objective is simple: To convert Uganda’s natural resources, human capital and innovation into wealth, jobs and prosperity. I would now like to detail each. Agro-industrialisation Mr Speaker, agriculture remains the backbone of Uganda’s economy. It employs millions of Ugandans, supplies raw materials to industry, produces exports and sustains livelihoods across the country. However, Uganda’s future prosperity will not come from producing more raw commodities alone. It will come from increasing productivity, expanding value addition, strengthening agro- processing and improving market access. The Government, therefore, continues to invest strategically across the entire agricultural value chain. Agricultural research and innovation Mr Speaker, agricultural transformation begins with science. This year, the Government made significant advances in agricultural research and genetics. The anti-tick vaccine facility at the National Livestock Resources Research Institute in Nakyesasa was completed and is now operational, producing about 36 million doses, serving 18 million livestock in the first year. The Government also produced Foot-and- Mouth Disease vaccines and continued to advance research on disease resistant crops and livestock breeds. These investments will reduce production losses, raise productivity and increase farmer incomes. Water for production and irrigation Climate change continues to expose farmers to significant weather-related risks. The Government is, therefore, accelerating investment in irrigation and water for production infrastructure to reduce dependence on rainfall. Progress was registered on several major irrigation projects including Kabuyanda Dam in Isingiro District, Atari in Bulambuli District, Wadelai in Pakwach District, Acomai in Bukedea District, Namaitsu in Bududa District, Chembombai in Bukwo District and Sipi Irrigation Scheme in Bulambuli District. Solar-powered irrigation schemes are also being rolled out across the country. These investments will support all-year-round production, increase resilience and improve agricultural productivity. Mechanisation and animal health The Government continued developing Regional Agricultural Mechanisation Centres and Animal Disease Control Centres to improve efficiency and productivity in the agriculture sector. Progress was registered in Kiruhura, Mbale, Kiryandongo, Bunyangabu, Nakaseke, Katine and several other districts. These facilities are improving access to modern agricultural equipment, veterinary services and disease surveillance systems. Expanding commercial coffee production Mr Speaker, coffee remains one of Uganda’s most important export commodities. The Government has, therefore, expanded coffee cultivation into northern and eastern Uganda. During the year, two coffee mother gardens were established and over 1.4 million coffee seedlings distributed to 7,532 farmers in

Honourable members, at the start of this month, due to the heavy rains, we lost over 28 people to mudslides in Bulambuli District. These kinds of deaths traumatise the communities and it is a big loss to the nation yet it has been recurring. Most of these things have been happening year in and year out. On behalf of Parliament and my own behalf, I want to express our sincere condolences to the families who lost their dear ones, the people of Bulambuli, and the country at large. I urge the Rt Hon. Prime Minister whom I saw in the field doing hard work to fast-track the relocation of the affected people so that we do not lose more. People in Bukwo and surrounding Sebei subregion have trouble getting land titles because survey coordinates show their land in neighboring Kenya, Kween, or Bulambuli districts. A member asked the government to clarify borders so residents can properly survey and title their land.

Thank you very much, Madam Speaker. I come from the border district of Bukwo that borders Kenya to the east and Kween District to the west. Our people are facing a lot of challenges in surveying and titling their land. Whenever people try to survey and title their land in Riwo Subcounty, the coordinates read that the land is in Kenya. This extends almost one kilometre into Ugandan territory. Madam Speaker, when you try to survey and title some parts of land in Chesower, Tulel and Lwongon subcounties, it reads that the coordinates are in Kween District. People in the lands office in Bukwo are having difficulties in surveying and titling lands. This is a general problem in Sebei subregion. Recently, in Kapchorwa, a health centre called Sanzara in Tingey County had its land surveyed but the coordinates read that it was in Bulambuli District. This means that our borders in Sebei subregion are not clearly marked. I do not know what we can do. Recently, when I went to the education office to follow up on the construction of Riwo Secondary School and Kortek Secondary School, they told us about the ownership of the land. This means we have to get a title. I wonder how our people are going to get titles, if the coordinates are not reading well. My prayer, Madam Speaker, is that the Government should go to Sebei subregion, starting with T’oo County, and open the boundaries such that our people can survey and title their land. Thank you.

7937 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 6 APRIL 2023 As you evict – for instance there is a serious case in Soroti – and the petition is coming to this House - where the RDC came with a grader and razed down even trees that had been planted as a mitigation measure for improving the environment. He cut down sugar canes, rice, greens and potatoes. Villages that are affected are Onyama, Abelet – that is a parish in Gweri Subcounty, which is within the county of Soroti. There is also Omalera Village, which is in Opuyo Ward. I do not know when RDCs constituted themselves into NEMA to enforce the NEMA law. We see in Kampala, for instance, wetlands being allocated to investors. If you are to enforce this law properly and set a serious deterrent, begin with these ‘big’ ones before you roll down to the small ones. I know NEMA’s mandate of is to take stock of all natural resources and their utilisation including conservation. However, this quarry you mentioned, which was in the question raised by Hon. Opio of Kole North, is the same challenge that the residents that - Hon. Fadil Twalla has gone out – but the residents in his constituency, which borders Bulambuli District, have a similar challenge. The quarry has polluted the area. People no longer serve food in the open because the dust enters even up to the bedrooms. There is serious noncompliance on the part of the so- called investors in these areas. Therefore, we would want to see NEMA take stock and enforcing the law rather than leaving it at the mercy of the people and even to the excited RDCs like the one of Soroti - I have forgotten his name; I should mention it here –(Interjections)– yes, Mr Komakech and his deputy even extort money from people who are using those wetlands. First of all, they extort money from them to allow them grow the rice. Then if they want more money, they come to destroy; threatening them to give money – (Interjections) – information, I have not allowed you.

Madam Speaker, it was demolished. They alleged that it carried some ghosts and that some women were suffering miscarriages because of that machine. I do not know. Disaster Risk Management Plan The Disaster Risk Management Plan was approved by Cabinet and presented before Parliament in November 2022. The document was launched in a bid to attain donor support on 21 September 2023 with a letter requesting for support also written. Funds are still being awaited from the Ministry of Finance, Planning and Economic Development to embark on the implementation of the planned activities. Disaster Preparedness and Management Bill The regulatory impact assessment was conducted and the principles are ready to be tabled before Cabinet this April. A tentative roadmap was developed as we await the approval of the principles. Resettlement through physical relocation and cash transfers to vulnerable households Following the completion of the additional 42 houses in Bunambutye Resettlement Area in Bulambuli District, a team is on the ground right now to ensure that 42 households that are highly prone to landslides are relocated and resettled from across five districts in Elgon subregion by the end of this week. This shall bring the total number of houses completed in Bunambutye to 305. An additional 50 houses have been planned for construction during quarter four of Financial Year 2022/2023. Further to the above, we are implementing a cash transfer strategy that was approved by the Cabinet on 12 September 2022 as a suitable option to resettle people at risk of landslides in Elgon sub-region. With the support of Give Direct International, a partner, 4,000 households have been targeted from the high-risk districts of Bududa (2,050), Manafwa (900), Namisindwa (500) and Sironko (550). Identification and registration in Bududa District has been completed for 2,116 households and validation is ongoing. Registration is on-going in Manafwa to be followed by Sironko and Namisindwa districts respectively. Each registered household at high risk of landslides in Elgon sub-region will be supported with around Shs 17 million. Shs 10 million is from the Government of Uganda and the NGO – Give Direct – will give Shs 7 million to each beneficiary. The internally displaced persons (IDPs) in the districts of Kasese, Kayunga and Ntoroko Land was identified and bought to resettle internally-displaced persons from the districts of Kasese and Kayunga. A total of 200 acres has been secured in each of the districts.

Madam Speaker, the issue of Hon. Mudimi is pertinent. We already got reports that the minister was in Bunambutye in Bulambuli District sometime back. He made those statements and the Government land is being threatened. We have since held two meetings with the minister and agreed to go back next Friday to have this problem solved. I promise that we shall solve this problem.

6742 STANDING COMMITTEE REPORT General. The audit revealed that on the account of delayed deletion of staff from payroll, some accounting officers authorised payment for salaries to staff who are either retired, transferred their services, absconded or died. I will give you an example of Gulu city where there was a delayed deletion of 20 staff who had left services leading to payment of Shs 64,323,558. Mr Speaker, such anomalies lead to loss of funds, and we have provided recommendations to that effect. We would also like to report on non-deduction of PAYE from political leaders. We have indicated details of our findings as a committee, where political leaders were not subjected to deductions of PAYE. We have also provided recommendations and to be specific. The committee recommends that accounting officers recover all the monies that were not deducted from these political leaders or the accounting officers will have to be held liable and they will have to make good the losses. Mr Speaker, we would also like to report on payment of salaries, pension and gratuity of IPPS. We noted for example, in Bulambuli District, where nine pensioners were paid a total of Shs 170 million off IPPS. The committee observed that payment of salary pension and gratuity off IPPS contravenes paragraph 4.5 of the Establishment Notice No.2 of 2019 and could lead to abuse and manipulation for private gains. As a result, we recommend the following: The accounting officers should ensure to reconcile their respective entity staff lists together with the Ministry of Public Service IPPS, in order to avoid payment of salaries and pension and gratuity off IPPS. The accounting officers should desist from the practice and can only take such actions with the approval of the line ministries. Mr Speaker, under 3.3, we have off-budget receipts. We have provided those details and I request Members to look through. The committee has also provided observations, and I will take you straight to recommendations. The recommendations as follows: The accounting officers should adhere to paragraph 29 of the Budget Execution Circular for the said financial year. The Minister of Finance, Planning and Economic Development should mainstream the disbursement of funds through the normal planning and budgeting cycles to avoid off- budget receipts. Mr Speaker, we would like to report on the operationalisation of the new cities. The audit report noted that during the Financial Year 2019/2020, Government made a pronouncement upgrading 10 municipal councils to city status, effective 1 st July 2020. These include: Arua, Mbarara, Gulu, Jinja, Fort Portal, Mbale, Masaka, Soroti and Hoima. The audit report noted the following: The Government did not provide funding in the budgets of the newly created entities to enable them to operate as cities. They continue to operate using the budget of the municipal councils. The cities lacked establishment structures against which the recruitment of the required human resources could be undertaken. There was no guidance on the allocation and sharing of assets. This has become a contentious matter between the councils of the newly created cities and the district entities from where the cities were created. Mr Speaker, we would like to report on the capitation grant for printing. This is a matter that has been concluded and we will request Members to read through, but we have also provided recommendations that, for all the money sent to districts, there should be clear

Thank you, Mr Speaker. I stand to raise a matter of national importance regarding the flash floods and landslides that continue to ravage Bulambuli District. Honourable members, you must have all seen or heard what is going on. Since last week, we have had flash floods where rivers have over-flooded and washed away bridges in Bulambuli. We had landslides that buried one person and the cracks in the ground seem to be emerging and widening. Crops and gardens have been washed away. Mr Speaker, I appreciate the response by Government to rescue our people, but I want to emphasise that Bulambuli District needs urgent attention to relocate people from these risky places. Government came up with the GiveDirectly Programme recently, which was launched in Bududa. Unfortunately, Bulambuli is not yet part of it. I would like to request the Office of the Prime Minister to come to Bulambuli’s rescue urgently, with a programme with the same principle as GiveDirectly where instead of waiting for Government to build houses to relocate people from – (Member timed out.)
