12075 THE ELEVENTH PARLIAMENT OF UGANDA T HURSDAY, 29 F EBRUARY 2024 mine, his children are like my children; so he picked a picture of a young girl in secondary school and started using it to approach me. Honourable members, conmanship means you come and try to do – When you pick someone’s daughter and depict her as a slut or someone “selling” herself around, you are destroying the image of the family and the image of the young person and that is bad. When we got him, I found out that he had done it to many of you, honourable colleagues, and some of you are seated here. (Laughter) Some of you had even sent him money. I see some of the faces around. You fell victim, but you were dying silently. Better report to me to know whether you are on the list of the victims. Someone died, but she left a note behind with the names of the men she had “slept” with in the village and she instructed that it should be read on the burial. So, men started approaching the family asking, “Am I on the list?” (Laughter) - and they were charged. I have a list of victims; so you better approach me. On a serious note - including three ministers, leaders of political parties, musicians - Some of them did not respond, but the harassment went on. I had to call the Leader of the Opposition to come and witness and the man confessed a lot. He told us that our numbers were put on Google Cloud, so anyone who wants our numbers can just click and access it. That is how we are being harassed left, right and centre. When you look for a mobile number of a member of congress, you cannot get it. We are being harassed by people using - the man said he uses four lines. Someone may say, “We saw him on television pleading that he wanted money for school fees”, but we got videos from his phone which showed that he used the money he was getting to enjoy life by posting himself on Tik Tok , laughing at poor people and saying; Alumya Abayaaye - I do not know how to translate that. Yet, this is a person who comes and pleads saying “You see, I am looking for school fees. I needed help that is why I did A,B,C,D.” Honourable members, I brought this to your attention so that you do not die in silence. If you are being conned or harassed, please, pass it to us. We shall hunt those people. I have given you an example that someone tried it on me, but I was patient and after a few months, I managed to get him. Honourable colleagues, your numbers are out there - Minister of Information, Communications Technology and National Guidance, I do not know how we shall be helped because here, you said all numbers should be registered so that you are able to trace, but people are using phone numbers - they steal people’s money and when telecom companies try to trace them, they cannot. We need to know who owns these numbers being used in our communities. Yet, you cut off all lines, which are not registered. So, how is it possible that when I report a case, you cannot trace the owner yet the number is active and the person actually took my money? This is not only about us; it is also about people outside there in the communities who are being cheated. Many are dying in silence. I have brought this to your attention honourable colleagues so that in case anyone of you needs help, report to the Criminal Intelligence and Investigation Department (CIID) in Parliament and then, we shall see how best we can help you. For those who paid and died in silence, better approach me because I have – (Laughter)– I will not read the list here. Honourable members, in the public gallery this afternoon, we have a delegation of head teachers from Ibanda Municipality. They are represented by Hon. Jane Bainomugisha Kabajungu and Hon. Tarsis Rwaburindore Bishanga and they have come to observe the proceedings of this House. Please, join me in welcoming them. Stand up for recognition and thank you for coming. (Applause) We also have a delegation of students and student leaders, because there is a speaker,

“I will state an example of the road connecting Ibanda Municipality to Ibanda North.”
Read the full speech, word for word
Thank you, Mr Speaker. This is not intended to do anything against your ruling, but rather to bring it to your attention that while the report is elaborate, there are those roads, which were being worked on by contractors, but were left incomplete. Nevertheless, the report seems to suggest that the contractors did the work, completed and what was remaining was to be paid for their certificates. I will state an example of the road connecting Ibanda Municipality to Ibanda North. It stretches from Bisheshe, Bigera, Rwenkobwa, Nyasimbo, Kakinga, Rushango and Kanyarugiri. It was left half-done. The trenches were dug; culverts are in the middle of the road. We have lost lives. Wouldn’t it be a matter of procedure that all these roads, which were left incomplete, be compiled – because you never know, some contractors could have been paid when actually the roads are not done? So, wouldn’t it be procedurally right, that all those roads that fall in this category are compiled and the status of payments to the contractors is stated and laid before this House so that we act thereafter? Thank you.

Thank you, Mr Speaker. I rise on a matter of urgent national importance regarding the critical collapse of the Rutondo Bridge, which was completely washed away by the rains. This is the sole road that links Rubirizi District to Ibanda District. This loss of infrastructure has completely brought everything to a standstill, even stopping hundreds of children from accessing school. I urge the Ministry of Transport and Works to at least install a modular bridge to restore connectivity. I thank you.

Thank you, Mr Speaker. I would like to thank the Committee on Education and Sports for the good report. However, I have three issues. When I was going around doing my oversight role in schools, I realised that some schools had understaffing issues. If we are yearning for quality education in this country, we should consider the improvement of the teachers’ welfare so that our students can have the best service delivery. The second one is about salary enhancement for the arts teachers. I would like the honourable minister to update the people of Ibanda, especially the arts teachers, about that. We are also trying to have quality education as far as that is concerned. As you may be aware, there is a difference between the art teachers’ and science teachers’ salaries. The third one is about the infrastructure or staff quarters in Ibanda District, especially in the public schools. I would like the honourable minister to inform us when or if that budget is there for the improvement of the staff quarters, especially in the public schools. Mr Speaker, there is a policy that each parish should have a seed school but in Ibanda District, we have - sorry, subcounty, I beg your pardon. But when you –

Thank you, Mr Speaker, and many thanks to the authors of the majority and minority reports. Right away, under the climate change, natural resources, environment, water and management, I want to appreciate the recommendation by the Committee on Budget and also the relevant sectoral committee to increase access to water for agricultural production. It is commendable. In addition, Mr Speaker, we need to increase access to water for domestic consumption. My biggest worry in this is that whereas the National Development Plan IV (NDP IV) provides for Shs 480 billion for this very financial year, what the minister has provided is Shs 412 billion. There is a big shortfall of Shs 68 billion. Some places are far from accessing water for domestic consumption. I will give an example of Ibanda District, specifically Ibanda North. We have pipes but are short of water. We can take even a month without having water, yet bills – call them invoices – will be provided. Many attempts have been made but nothing is done. They will tell you they have put a high power lift pump but nothing happens. Just one – (Member timed out.)

“On 28 December 2021, the Ministry of Education and Sports constructed and commissioned the first UgIFT school called Keihangara Seed Secondary School in Ibanda District.”
Read the full speech, word for word
Madam Speaker, let me begin by apologising, but the Member was at the same time trying to find out what I had written in the statement I am going to present. I told him to be patient and I read the statement, so that we can all be able to discuss it as a House. With your permission, Madam Speaker and honourable colleagues, The Uganda Intergovernmental Fiscal Transfers (UgIFT) Programme was established in 2017, with an objective of improving the adequacy, equity and effectiveness of the financing and oversight management and delivery of local government services, including refugees and their host communities in education, health, water and environment. The Ministry of Education and Sports, with support from the World Bank, is implementing UgIFT with a mandate to construct a number of secondary schools across the country. The first phase of UgIFT has 117 seed schools constructed and commissioned. On 28 December 2021, the Ministry of Education and Sports constructed and commissioned the first UgIFT school called Keihangara Seed Secondary School in Ibanda District. To date, a total of 117 seed schools were commissioned countrywide and currently operational with teaching and non-teaching staff recruited under the first phase of UgIFT in the education and sports sector. Madam Speaker, a total of 115 schools were under construction in the second phase and 27 in the third phase. A total of 92 seed schools under phase 2, however, have been identified to start operating and the ministry, together with the Education Service Commission, was tasked with the responsibility of recruiting and deploying staff in these schools. As you are aware, the Government has a policy of providing a secondary school in each subcounty under the two-tier system (grant-aiding an already existing private or community secondary school or constructing a seed school). The difference between a grant-aided school and a seed school: 1.0 The newly grant-aided secondary schools: These are already operational, registered, and licensed community or religious founded schools which apply to the Government for grant aiding. These are the schools where the Government recruits sitting teachers because the schools are already operational and privately owned. The Government recently grant-aided 46 secondary schools and the staff of these schools were recruited through school-based. Seed schools These are supposed to be new schools that the Government builds in the land provided by the local government. The 92 seed schools in question are already newly constructed and are under the World Bank funding. In 2020, because of the challenges of people becoming opportunistic and starting schools, where some schools are going to be constructed or near those sites taking advantage of teachers, the Ministry of Education and Sports issued a circular standing instruction No.4 of 2020 cautioning local government leaders not to recruit staff in this school, since they were under construction. Madam Speaker, I would like to lay on the Table a circular No.4, issued by the then acting permanent secretary on 11 July 2023.

There is a road that has just been worked on from Kyenjojo to Fort Portal that connects Ibanda District, Kamwenge up to Fort Portal. The President wanted us to first get an idea of all the roads connecting to the neighbouring countries for business, tourism and security. I cannot promise much, but I would like to request that you allow me to prevail over UNRA to construct that road so that it is in motorable state. I have not heard about it from the Cabinet. Thank you.

“These local governments include Bushenyi-Ishaka Municipality, Ibanda District, Rukungiri District, Kamwenge and many others.”

Madam Speaker, as I had said, there are local government entities that are equally performing well, with very high absorption levels. These local governments include Bushenyi-Ishaka Municipality, Ibanda District, Rukungiri District, Kamwenge and many others. There are also districts that have performed terribly and need to be mentioned. These include Mbarara City with 67 per cent absorption capacity, Ntungamo (64 per cent), Ntoroko (76 per cent), Fort Portal City (77 per cent), Hoima City (77 per cent) and Kabale Municipal Council (77 per cent). These were below expectations. Madam Speaker, we have provided recommendations – and just to be specific, most of the local governments explained that their poor absorption was majorly rotating around the failure to recruit, failure to have teachers posted by Ministry of Education and Sports as well as the issue of USMID, where large sums of monies meant for road works were returned because the procurement processes got delayed. There was also the issue of delayed completion of projections under UGIFT. Madam Speaker, we have provided recommendations. 1. The Ministry of Finance, Planning and Economic Development should account for the under-release of funds to the local governments. 2. Entities whose absorption of funds was below 80 per cent should be subjected to further investigation to ascertain the underlying factors for the gross underperformance. 3. The accounting officers should develop clear revenue enhancement plans to assist the districts in future revenue mobilisation. 4. Finally, accounting officers should make a follow up with the Ministry of Finance, Planning and Economic Development on the shortfalls affecting service delivery. 3.2 Government preparedness to implement the Parish Development Model (PDM)

Thank you, Mr Speaker, for the opportunity. I am rising on a matter of national importance regarding the road in my constituency and in Ibanda District, that stretches from Bisheshe, Rwenkobwa, Nyansiimbu, Kasinga, Nyamarebe-Rushango and Kamwenge. This road actually connects Ibanda to the rest of the country as well as other districts like Kamwenge and Kitagwenda. The contractor started work on this road in early 2021. One part of the road was worked on and the other part was abandoned with open trenches, culverts were left just on the road surface and piled heaps of murram. Now, because of the heavy rains, it has become totally impassable because all the motorists and road users are using one part of the road. Trucks are stuck and they cannot move any farther and all the economic activities have been negatively impacted on. My prayers are two: 1. To request the Minister of Works and Transport to urgently attend to this road. I have really put it to his attention and that of the Executive Director, Uganda National Roads Authority and nothing has been done. 2. To identify this contractor and other similar contractors who breach their contracts with an aim of blacklisting them according to the provisions of the PPDA law. I beg to submit, Mr Speaker.

Jim Muhwezi. Anyway, honourable members, as I have been advising you, usually, when you start fighting in your constituencies, you are the ones who lose it. We have a very good and live example in Ibanda District. We had fights among MPs from Ibanda and all of them lost. When you start fighting that way, you all end up losing; you do not deliver for your areas. Therefore, I urge you to work together. I urge you to cooperate. Where you cannot do it, use leaders in your areas but also whips and caucus leaders, on all sides. You can also consult Hon. Kayemba-Ssolo, in case you have problems; that is what he had demanded. 6580 ACTION TAKEN REPORT ON THE RESOLUTIONS OF THE 11 TH PARLIAMENT Integrity Focal Persons in all MDAs, whose role is to sensitise fellow staff on the values of integrity and corruption prevention measures. The DEI coordinates the partnership with religious and faith organisations, civil society organisations, development partners, the private sector and media institutions, which is the new strategy to fight corruption. Mr Speaker, this year’s anti-corruption campaign theme is: “ Citizens Must Own Their War to Eliminate Corruption”. The objective is to make the war against corruption a people’s war rather than a Government war. In this campaign, the masses are being empowered through mass mobilisation, education and empowerment to take ownership of this war and fight it by demanding better service delivery from duty-bearers. The anti-corruption campaign runs for the whole of this financial year and a number of activities have been and are still being undertaken. Some of the activities: i) The Africa Anti-Corruption Day, 11 July 2022 was commemorated with a national conference at Imperial Royale, Kampala and attended by ambassadors from African countries, anti-corruption agencies and non-state actors. ii) The National Inter-Denominational Prayers against Corruption were organised on Friday, 29 July 2022 at Kololo Independence Grounds. The Chief Guest was her Excellency the Vice President, Maj. Jessica Alupo Epel. She officially launched the last Friday of July as the annual National Inter-Denominational Prayer Day against Corruption and launched the Anti-Corruption Campaign 2022-2023. iii) The National Schools Anti-Corruption Challenge is being conducted in coordination with the National Debate Council to engage the youth in anti- corruption initiatives. The activity has already commenced at the regional level. The grand finale will take place in Parliament where the students will debate the cost and effect of corruption in Uganda with Members of Parliament. Since the school term has ended, the grand final will be held in May 2023. iv) Anti-Corruption Drive Caravans will be conducted in district local governments to facilitate engagement with the citizens. The activities for the drive include community meetings and spot checks on service delivery. During the drive, service delivery clinics will be conducted where citizens’ complaints will be received and where possible resolved on site. Those that cannot be resolved on site will be handled and feedback will be given to the complainants. v) Media engagements are being conducted by the anti-corruption agencies to ensure effective communication with the citizens. The media engagements include the dissemination of short anti-corruption videos, press briefings, radio and television talk shows and social media engagements. The International Anti-Corruption Day will be commemorated on Friday, 9 December 2022 in Ibanda District. Ibanda was chosen to host the commemoration because in the 2021 performance appraisals, it was rated the best-performing local government in service delivery. The activities in Ibanda District will commence on Thursday, 8 December 2022 with anti- corruption football and netball matches at Kagongo Primary School playground on International Anti-Corruption Day, 9 December 2022. The activities will begin with a procession through Ibanda town. Thereafter, a rally will be held at Ibanda Integrated Primary School grounds where an exhibition will also be held by the anti-corruption agencies, local governments and non-state actors. The expected outcome of the Anti-Corruption Campaign is improved citizen participation in anti- corruption initiatives, improved transparency and accountability in the delivery of public services and improved service delivery. Mr Speaker, the estimated cost of the Anti- corruption Campaign is Shs 1.909 billion. The budget for this commemoration of International Anti-Corruption Day is Shs 442 million, which has been provided by the Government of Uganda to the Inspectorate of Government. The Danish International Development Agency (DANIDA) has provided Shs 150 million to the Inspectorate of Government to support the campaign activities. Mr Speaker, the major challenge faced by the anti-corruption agencies is inadequate funding, which forces them to forego some of their planned activities. My prayer is for Government to increase the funding of the anti- corruption agencies so that they can effectively fight this vice because the corrupt are richer than the agencies. Lastly, Mr Speaker, it is my honour and privilege to invite you, the Members of this House, to the commemoration of the International Anti-Corruption Day at Ibanda Integrated Primary School in Ibanda District on Friday, 9 December 2022, beginning at 9.30 a.m. Mr Speaker, I beg to move.
