91 THE TWELFTH PARLIAMENT OF UGANDA WEDNESDAY, 10 JUNE 2026 promote sciences, for us who are saying, it is a good thing you are paying science teachers better, we also said, pay the arts teachers better. Away from that, now that you promote sciences and young people are graduating as medical interns and so on, do not make it ironical by failing to facilitate them and then discouraging the younger ones who will say, maybe it is not attractive to study sciences. Please follow through. Finally, Mr Speaker, it is good that the Vice- President has given us an assurance to follow up on these missing persons, including the name that I have mentioned, the most recent one, Christopher Godi, aka King Zale. Let us follow up, produce these people in court, including John Bosco Kibalama. The Prime Minister is mocking us here by saying, the Kibalama I meant was the chairperson of her village. Which one? You said Kibalama was arrested; he killed people. You need to come with a report because it is here that you told us. We were asking you about John Bosco Kibalama, and you told us that the person was arrested for certain offences. That is the one we are talking about. Please, do not mock this House. We are waiting for the responses. Mr Speaker, pursuant to Rule 15(2) of our Rules of Procedure, which mandates the Leader of the Opposition to constitute and designate colleague Members of Parliament to the shadow Cabinet, I have the honour to submit the duly constituted shadow Cabinet for the 12 th Parliament. 17496 ADDRESS ON THE STATE OF THE NATION 6. The PCR kit developed by scientists at Makerere University to conduct more than two million tests at 50 per cent of the cost of imported alternatives. This has saved the country $37 million in imports per year; 7. Gulu University developed highly effective rapid test kits for crop diseases – for cassava and sweet potatoes; 8. The engineering development and innovation centres in Rwebiteete, Kiruhura District and Namanve are enhancing capacity for industrial technology, metallurgy, electrical and electronics, civil engineering, automotive technology, agricultural mechanisation, and construction machinery. 9. The Presidential Initiative on the Banana Industrial Development (PIBID) plant in Bushenyi – can you show us that one? Bushenyi banange! If you don’t want to die from a heart attack, you eat our bananas. They have got potassium for your heart muscles. The Presidential Initiative on Banana Industrial Development plant in Bushenyi has significantly increased commercial production capacity to 140 metric tonnes of fresh Matooke – “Matooke” is bananas – per day. The plant has sales orders from the Royal Kingdom of Saudi Arabia, Qatar and Italy. Over the last 17 years, the NRM Government has prioritised infrastructure development, especially the roads, railways and electricity. We now have a solid foundation to support industrial development. All parts of the country are interconnected using tarmac and good murram roads. This means that whatever is produced in the country can easily reach the markets. It also means that the cost and time of moving goods has reduced significantly, facilitating both investments and trade. The stock of tarmac roads is now 6,199 kilometres, compared to only 1,900 kilometres when the NRM took power in 1986. Of these 1,900 kilometres, only 114 kilometres were in fair condition, while the rest, totalling 1,786 kilometres, were in poor condition. The roads to commence construction to tarmac standard next financial year include: 1. 23.6km., Yumbe-Ure Road and bridge. Are my people from Yumbe happy? Awadifo. A member asked why the long‑promised Jinja‑Mbulamuti‑Kamuli‑Bukungu road and the 20 km of Jinja City roads, especially the industrial area road, have not been finished. They want to know the project’s status, cost, and if local materials will be used.

Thank you, Mr Speaker. We want to know the fate of the land titles of the people of Amber Court, Kimaka - generally, people affected by the Jinja-Mbulamuti-Kamuli-Bukungu Road. This road has been promised since 2001, it is now 25 years later, yet it had reached a high stage of procurement to make it now a bitumen class 2 road, and that was under Uganda National Roads Authority (UNRA). Unfortunately, UNRA is now rationalised under your docket, honourable minister, so we do not know its fate. When are you going to progress and deliver that road, or have we now seen the end of that promise? But along with that road, Jinja City was promised 20 kilometres, which were to pave the roads within the city. I cry for the road that goes to the industrial area. In that area, we find BIDCo Uganda Limited, a company that is paying a lot of tax. It is one of the 10 highest tax-paying companies in Uganda, but along with that, there are still rolling mills; there is one making iron sheets. That road serves industries. So, we would like to know the fate of this project. It was on a pre- financing arrangement, and we were ready to receive it, but we do not know whether, when you took UNRA, we also lost the project. Otherwise, people are eager to listen to you on that. Lastly, at a national level, the substances that make a road like aggregate, marram, and maybe in the near future bitumen, are going to be locally sourced. What is the cost of the road? Why is it so high? Are we paying for the skill? (Member timed out.)

Read the full speech, word for word
15675 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 22 JANUARY 2025 Generally, the features of the facilities visited fall short of the characterisation of a modern abattoir. With the exception of the new facility under construction, that is, Kyentale Ward in Hoima City, nearly all the facilities visited had poor equipment and infrastructure establishment, which is typical of local and traditional slaughterhouses, with old-fashioned means of operation. A modern abattoir should have at least automated systems such as cold rooms for storage, pulleys for hoisting carcasses, reliable water and electricity as opposed to manual operations, which cause delays and compromise the meat quality. Abattoirs can be a source of zoonotic diseases, that is, diseases transmitted from animals to humans, and may expose workers to harmful pathogens. We go to the recommendations. i. The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) should develop standard designs for the slaughter facilities at different levels, that will also cater for various categories of livestock. ii. The Government should construct more slaughterhouses and equip them with the necessary facilities. Throughout the oversight visits, the majority of the facilities were privately-owned, while the few government facilities were under the public-private partnership. iii. The Government should also undertake renovations and expansion of the dilapidated slaughterhouses to ensure that they comply with the required standards. iv. Also, the Government should equip the slaughterhouses with modern equipment for meat handling and processing. This includes equipment for cold storage, hoisting, laboratory, and transportation. v. The Government should provide incentives to abattoir owners to upgrade their infrastructure. vi. The district, municipal, and city authorities should ensure that the tenders for the slaughterhouses provide for the tenderer to operate and maintain the facility. vii. The Government should establish a public health and veterinary laboratory in line with the “One Health Approach” in the slaughterhouses to support slaughterhouses in examining the carcasses, organs, testing of drug residues, meat handlers, and other necessary tests. viii. The Ministry of Local Government’s approvals of new administrative units, for example, town councils, municipalities, cities and districts, should be premised on the availability of designated locations for abattoirs and environmentally-sensitive enterprises. Let us now go to functionality. We looked at utilities and one of them was water. Most of our cities do not have running tap water. Some are not connected to the National Water and Sewerage Corporation. Some facilities such as Mbarara City and Soroti City abattoirs had water harvesting tanks. The Fort Portal facility had reserve water tanks, while others such as Jinja had extra water facilities such as boreholes. The rest such as Masaka Pig Slaughter Space, and Hoima City Abattoir, depend on water ferried using jerrycans. Some of those with connections reported intermittent connection breakdowns, for instance, in Masaka City Abattoir, where the staff reported using jerrycans when the National Water and Sewerage Corporation water is off. Other facilities such as Jinja City Abattoir, had been disconnected by National Water and Sewerage Corporation due to accumulated arrears. For electricity, the committee noted that out of all facilities visited, about 21 per cent were connected to the national power grid. These include Masaka City Abattoir, Mbarara City Modern Abattoir, Kibimba City Council Abattoir, Kalerwe City Abattoir and Jinja.

15676 SECTORAL COMMITTEE REPORT The majority of the facilities were operating without power services because of a lack of connection to the power grid, while others such as Mbale City abattoir were disconnected due to unpaid power bills. Sanitary Facilities The major sanitation facility was VIP latrines. Out of the l9 facilities visited, only nine (that is 47 per cent) had VIP latrines. The condition of the latrines, however, was very poor, manifested by lack water supply, dilapidated structures, smelly and many lacked demarcations for the male and female staff. Some facilities such as the Hoima City abattoir did not have a latrine facility while others such as City Abattoir, Kalerwe, and Mukono had a shared facility with the market vendors. Functionality of the waste management and disposal processes The facilities visited lacked proper waste disposal systems. By the nature of their operations, slaughterhouses generate a lot of solid and liquid waste such as rumen, dung, blood, and condemned internal organs, among others. The poor disposal poses significant environmental concerns such as pollution, operational hygiene and sanitary conditions in and around the slaughter facilities. Waste segregation and storage With the exception of the Mbarara new City Abattoir, nearly all the facilities lacked a waste storage management system. What was common in all the facilities was that the waste was cast in open spaces but segregated according to type. For example, Masaka and Mbarara city abattoirs had segregated spaces for keeping hooves and cow dung. In Mbarara, the segregated liquid was, for instance, channelled into a fish pond which was built for the purpose of consuming waste from the abattoir while the excess was channelled into the lagoon. Disposal Only three (16 per cent) of the facilities visited had drainage systems. Some of the facilities which had drainage systems and lagoons to which liquid waste was disposed include Masaka City abattoir, Mbarara City modern abattoir, Jinja City abattoir and the Pork Master Ricks in Masaka. The drainage systems for other facilities were in a poor status. The City Abattoir drainage runs into Nakivubo Channel while the drainage systems of Masaka, Kalerwe, Masindi were stagnant and visibly too old to provide appropriate drainage which caused stenches and pollution. Availability of incinerators and records The majority of the facilities had no functional incinerators to destroy condemned internal body organs, carcasses, and condemned animals unfit for human consumption. Only Iganga Municipal abattoir, KCCA, and Kalerwe had smal1 incinerators which were visibly less functional and inadequate. Considering the huge traffic of cattle, especially at the City Abattoir, the need for a modern and functioning incinerator is important for taking care of the condemned animals and inedible carcasses. Other facilities such as Iganga, Lira, and Mbale destroyed solid waste and condemned parts by burning, causing unnecessary environmental pollution. Lagoons The slaughtering process involves bleeding, skinning, dressing, and postmortem inspection. At this stage blood, urine, faecal matter, and other secretions are produced. Inadequate sanitary and hygiene conditions can lead to direct meat contamination and further expose the workers to various diseases and antibiotic- resistant strains of bacteria. Improper waste disposal and non-compliant effluent discharge can further result in water and air pollution and water-borne diseases.

The structure is in a poor state, with cracks on the slaughter slab, stained walls with a lot of decay, poor drainage and waste disposal. At the time of the oversight, 5.00p.m, it had rained and therefore the place was clogged with water and smelly hides. Generally there is need to overhaul the structure to achieve public health standards of clean meat and a modern municipal abattoir. 6.6 Mukono District The Committee visited one slaughter house in Mukono; Kamme Valley Slaughter House. Kamme Valley Slaughter House is a privately owned slaughter house that operates in a government owned market known as Kamme Market in Mukono Municipality. It is the main and biggest slaughter house in Mukono District. Mukono District has about five other privately owned slaughter slabs in the five sub counties. 6.7 Jinja City The Committee visited the Jinja City abattoir which is a government facility located in Jinja Southern Division. There are four privately owned slaughter slabs in Jinja City. The Jinja City abattoir was constructed around 1950, hence quite colonial and in dilapidated state. As seen in Fig. l, the abattoir was under renovation by the city council at the time of the committee visit. L4 sn

In this case, the use of cow-dung by farmers is arguably the most sustainable means of disposing it off and reducing the magnitude of the problem. Further, other facilities openly burn the solid waste such as horns and other inedible meat and other solid waste. During the oversight visit to Iganga Slaughter House, horns were being burnt and this causes a lot of pollution accompanied by a very irritable smell. 6.l4Availability of iucinerators and records Majority of the facilities had no functional incinerators to destroy condemned internal body organs, carcass and condemned animals unfit for human consumption. only Iganga Municipal abattoir, KCCA and Kalerwe had smal1 incinerators which were visibly less functional and inadequate. considering the huge traffic of cattle especially at the city Abattoir, the need for a modern and functioning incinerator is important for taking care of the condemned animals and inedible carcass. “Mr Speaker, the 38 th Anniversary NRM/A Day celebrations will take place in Jinja City on Friday, 26 January 2024.”

Read the full speech, word for word
Thank you, Mr Speaker. Let me join my colleagues to welcome you back to the House and wish you and your colleagues a Happy New Year. On behalf of the Minister for Presidency, I am presenting a Ministerial Statement to Parliament on Celebrations Marking the 38 th NRM Victory Day Anniversary. Mr Speaker, this ministerial statement seeks to inform Parliament about the 38 th NRM/A Victory Day Anniversary, which will be celebrated on Friday, 26 January 2024. It is a day when our fellow countrymen and women, either dead or alive fought for a fundamental change through a protracted people’s struggle that lasted for five years under the visionary leadership of His Excellency, Yoweri Kaguta Museveni. Mr Speaker, the 38 th Anniversary NRM/A Day celebrations will take place in Jinja City on Friday, 26 January 2024. Mr Speaker, wide inter-ministerial consultations with the Ministry of Defence and Veteran Affairs (MoDVA) political commissar; Uganda Media Centre and Cabinet, among others, were carried out for a theme to appropriately signify the importance of holding these celebrations. The theme takes cognisance of all the efforts and sacrifices made by the brave men and women to liberate Uganda from anti-people forces that had held citizens hostage, during the immediate post-independence era of our country. Mr Speaker, it is for the above considerations that the theme of the 38 th NRM/A Victory Day Anniversary celebration is: “Building a Country we all Cherish”. The proposed theme fits into the wider NRM Manifesto 2021-2026 Theme in which, His Excellency the President and NRM Party committed to secure the future of all Ugandans over the next five years. Thus, the proposed theme for the 38 th NRM/A Victory Day forms a basis to access and report back to the wider Uganda populace towards building and bequeathing a country we all cherish and, by extension, a point of reference within the region and the continent. Mr Speaker, an inclusive and detailed synopsis reflecting upon the aforementioned theme is being prepared. The synopsis will demonstrate how much the NRM has achieved in securing the livelihoods and future of Ugandans by building a foundation for pan-Africanism; social-economic transformation, democracy and patriotism, which are the building blocks for Uganda to be cherished by those living today and those to come in posterity. This synopsis shall be circulated to all Resident District Commissioners, district chairpersons, and the Chief Administrative Officers to guide their publicity programs on this auspicious occasion. Mr Speaker, thanksgiving prayers were held as follows: i. Friday, 19 January 2024 - prayers in all mosques; ii. Saturday, 20 January 2024 - prayers in all Seventh Adventist churches; iii. Sunday, 21 January 2024 – prayers in all other churches. The publicity programme for this event began two weeks ago. This includes the following: a. Talk shows and discussions at both the national and district level. At the national level, they were held on televisions and radios that have country-wide coverage. These media houses included UBC Group, Vision Group, NTV, NBS, and Top TV. b. Social media campaigns organised by the Uganda Media Centre on WhatsApp, and Instagram started at least two weeks before the D-Day. MINISTERIAL STATEMENT

Mr Speaker, I thank the House for that clear endorsement. On Thursday, 19 October 2023, the country received unfortunate news of the passing of Hon. Henry Kisadha Magumba Kyemba, former Minister in the Governments of Obote 1, Idi Amin and the National Resistance Movement. Hon. Kyemba succumbed to diabetes-related complications at URO CARE Hospital, Kampala. Hon. Kyemba was born on 8 December 1939 to Suzana Mutekanga and Suleiman Kisajja, who served as a colonial administrator in Bunya County, present- day Mayuge District in the Busoga Region. Kyemba was the last born of the seven boys. He attended local primary schools and later joined Busoga College Mwiri for his Cambridge School Certificate, from 1951 to 1956. Subsequently, he pursued further education at Makerere University, where he graduated with a Bachelor of Arts in History in 1962. He pursued a Masters’ Degree in History and a Certificate in African Studies from North Western University, Evanston in the United States of America. Hon. Kyemba’s journey in Public Service and politics began shortly after graduating from the university, marking the start of an eventful and influential life, growing through the ranks from Principal Private Secretary, to a Member of Parliament and then minister. Hon. Kyemba was a distinguished statesman and one of the great senior leaders in this country whom we should emulate for his patriotism. Hon. Kyemba is famously known for the book he authored titled: “ A STATE OF BLOOD: The Inside Story of Idi Amin”, which provides a first-hand account of his experience as a Minister of Health in Uganda. He was a dedicated member of the Rotary International movement; that is why you have seen many Rotarians in the gallery. He became a Rotarian in l987 as a charter member of the Source of the Nile Rotary Club, now in Jinja City. Under Hon. Kyemba’s influence and contribution, the Rotary movement grew exponentially bigger in Uganda, to now include some 400 clubs, as of 2023. That is no mean achievement. At the time of his demise, Hon. Henry Kyemba was a Past District Governor of Rotary International District 9200, made up of Uganda, Kenya, Eritrea, Ethiopia and Tanzania. His contributions and service above self have truly impacted the masses in their millions. Mr Speaker, as a country, we shall remember Hon. Kyemba for being a fixture in Uganda’s public life. Prof. Derek Peterson, an American Cultural Historian from the University of Michigan, described Hon. Henry Kyemba as “a dedicated civil servant, a courageous critic of Amin’s brutality and a custodian of memory.”

In that particular area where the incident happened, there are no security lights as well as in other areas of Jinja City, hence making people lose their lives, yet the population is growing rapidly due to the city status.

Mr Speaker, I join the rest of the colleagues in celebrating the life of the Queen. Personally, I will remember the Queen for two things; one being when she came to commission the dam in Jinja. Today, we are still enjoying the fruits of that dam. The Basoga here must be proud of the Queen – and the Baganda, equally -(Interjections)- okay, all Ugandans. Mr Speaker, for the many contributions that the British Government has made to this country, we appreciate the Queen. We all agree that during the time of colonialism, there was a lot of good planning in this country. For all the cities that we are enjoying now, including Jinja City, the planning was actually supervised by the British Government. We thank Her Majesty the Queen for whatever contribution she made to this country. (Applause)
