Mr Speaker, first and foremost, allow me to congratulate you upon being elected as the Speaker of the 12 th Parliament. My name is Yusuf Kiruluuta Junior Nkerettanyi, standing here as a representative of the people of Kalungu County East. Before I nominate my candidate, Mr Speaker, allow me to first and foremost recognise and appreciate the President of the Republic of Uganda for his presence. Your Excellency the President of the Republic of Uganda, thank you for sacrificing yourself for the last 40 years to be the President of the Republic of Uganda. The President has not only sacrificed himself, but he has sacrificed the members of the first family to take on the leadership positions of this family, something that cannot be taken for granted. Mr Speaker, there seems to be a talent for standing as a sacrifice for the people of Uganda from the first family. I hereby, as per Rule 6, sub rules (1), (2), (3), and (4), and Article 82 of the Constitution of the Republic of Uganda, nominate my candidate. He is not a minister, he is not a prime minister, and neither is he a vice president. I go on to nominate my candidate, Hon. Godfrey Aine Kaguta, in a way of appreciating the first family for the tremendous work and sacrifice that they have given to this country. Ms Speaker, by virtue of the fact that the 12 th Parliament has the biggest percentage of new Members, Hon. Aine Kaguta being from the Kaguta family stands out to lead us for the Deputy Speakership role by virtue of the fact that the new entrants of the 12 th Parliament are many, and the fact that the population of the Republic of Uganda has more than 80 per cent below the age of 40 years. I think my candidate stands out at the age of 46 years to represent the biggest population of the Republic of Uganda. I beg to nominate.

Thank you, Mr Speaker. My issue goes to the Minister of Works and Transport. Previously, the people of Kalungu had been promised that the road from Lukaya connecting to Bukomansimbi via Lwabenge – This road mainly connects coffee farmers, and we know these are coffee-growing districts. However, it has been named the dustiest road in the district. Previously, all my predecessors had been promising the people that the roads are going to be worked on, but up to now, we have not gotten any remedy. I would like the minister to tell us when that road is going to be tarmacked, such that the coffee farmers - (Member timed out.)

(Members rose_) Honourable members, get back to your seats. Please! Hon. Betty, you said you have delayed in this Parliament. Do you think it is your time to leave? (Hon. Betty Aol rose_) No, you have “delayed” in this Parliament for 20 years; you know how we proceed. Please, resume your seat. Hon. Justine Nameere was tickled by issues of protocol. However, as we speak, we are processing nominations for the position of Deputy Speaker. Of course, as Members of Parliament, beginning tomorrow, you will be taken through orientation. So, we would assume that some of you – but not the honourable member for Bbaale County; he is a second-term Member of Parliament. He, probably, was very deliberate. Decorum is required of us. Decorum! Give to others what you desire to be given: honour and respect. Can we close the nomination at this point if there are no more? The fourth nomination was not seconded. The Member just came to be known, that he has been sworn in. Congratulations, Member from Kalungu. (Laughter) Now that there are more than one, we call for the ballot. I ask the Clerk to start the process. Can we have the agents of Hon. Sarah Aguti, Hon. Asinansi Nyakato and Rt Hon. Thomas Tayebwa? Agents only. I think we can have one for each. I would like to know who is for Hon. Sarah Aguti, Hon. Nyakato and Hon. Tayebwa. Are you two? Hon. Isaac, you leave the woman to - Thank you. Thank you, Madam Speaker, for allowing me to raise this matter. The Government is giving out money to the elderly through the Ministry of Gender, Labour and Social Development. In Kalungu District, we have a very big challenge, which might also be in other districts. These elderly people are supposed to pick up money from the sub-county headquarters. The challenge we are facing is that some of them are too old. They cannot afford to move, and if they are to move, they spend almost half of what they would get. I request the Ministry of Gender, Labour and Social Development to devise means - because their children and grandchildren are there; they have their national IDs and the details of their grandparents, but they have tried to ask to go and pick the money, but these parish chiefs have refused. Imagine a person of 85 years who is indisposed has to be taken to the sub- county headquarters to pick Shs 70,000. Madam Speaker, I pray that the leadership in the Ministry of Gender, Labour and Social Development devises means of how these elderly can pick up their money, but forcing IN THE PARLIAMENT OF UGANDA Official Report of the Proceedings of Parliament FIFTH SESSION - 7TH SITTING - THIRD MEETING Parliament met at 10.00 a.m. in Parliament House, Kampala. Thank you, Madam Speaker. I beg to lay the observations of the Opposition to this very report so that it can also be incorporated. I pray that as they sit in that meeting, the issue of new districts not having tarmac roads - we, the new districts, however small we are - Madam Speaker, in Kalungu, we have only one tarmac road that leads to the Reverend Sister’s place and another that leads to a church. It was constructed by different people. There is no single tarmac in Kalungu District and Kassanda. Attorney-General, you have not talked about that, but let me table this. You will see it. 18634 CONSIDERATION OF THE BUDGET ESTIMATES FOR FY 2026/2027 Madam Speaker, we still grapple with the backlog of cases in this country. The Judiciary plans to increase the case disposal rate from 58 per cent in Financial Year 2024/2025 to 60.6 per cent in Financial Year 2026/2027. This will reduce the backlog from 24.2 per cent to 22.2 per cent and dispose of 291,544 cases by the end of 2026, hence the need for an additional Shs 20.12 billion in case backlog reduction strategies, such as special court sessions. The committee, however, noted that a significant number of cases committed to the High Court remained unheard for years alongside infrequent court appearances and extended intervals between hearings. Additionally, the committee is concerned that the Judiciary’s projected plan to reduce the backlog is not satisfactory due to the minimal percentage. The committee has recommended that the funding requested by the Judiciary to tackle the issue of case backlog be deferred temporarily until a comprehensive plan is provided. Implementation of the legal representation at the expense of the state in capital offences in line with the Judiciary Legal Representation at the Expense of the State The committee noted that Article 28(3) of the Constitution requires that every person who is charged with a criminal offence that carries a sentence of death or imprisonment for life is entitled to legal representation at the expense of the state. Similarly, the Judicature (Legal Representation at the Expense of the State) Rules, 2022 have revised the rates upwards for facilitation of advocates on state briefs. To be able to fulfil this mandate, the Judiciary requires an additional Shs 31.97 billion. The committee recommends that Shs 31.97 billion be provided to the Judiciary to facilitate advocates to hold these cases on a State brief. Automation of courts to eliminate delays in the management of cases The committee was informed that the Judiciary plans to roll out the Electronic Case Management System, ECMIS, to an additional 20 court stations, which include, among others: i) Masaka High Court; ii) Masaka Chief Magistrate’s Court; iii) Kalangala Chief Magistrate’s Court; iv) Sembabule Chief Magistrate’s Court; v) Kalungu/Lukaya Grade One Court; vi) Mpigi High Court; vii) Mpigi Chief Magistrate’s Court; viii) Gomba Chief Magistrate’s Court; ix) Butambala Chief Magistrate’s Court; x) Nsangi Chief Magistrate’s Court; xi) Masindi High Court; xii) Masindi Chief Magistrate’s Court; xiii) Kiryandongo Chief Magistrate’s Court; xiv) Buliisa Chief Magistrate’s Court; xv) Kigumba Chief Magistrate’s Court; xvi) Mubende High Court; xvii) Mubende Chief Magistrate’s Court; xviii) Mityana Chief Magistrate’s Court; xix) Kassanda Chief Magistrate’s Court; and xx) Kyegegwa Chief Magistrate’s Court. Madam Speaker, I have read all of them to show the balanced nature throughout the country. The committee recommends that Shs 13.739 billion be provided during the Financial Year 2026/2027 to enable the Judiciary to automate case management business processes, thereby quickening adjudication and reducing person- to-person interactions, thereby mitigating corruption incidents. Budget increase and misalignment The Judiciary’s proposed budget for the Financial Year 2026/2027 stands at Shs 633.97 billion, representing a 43.7 per cent increase from the Financial Year 2025/2026 approved budget of Shs 44.223 billion. The committee noted a 103.5 per cent increase in the travel budget of the Judiciary from Shs 43.79 billion to Shs 89.154 billion, with the Ministerial Policy Statement (MPS) showing extensive travel inland provisions totalling Shs 77.0 billion and travel abroad to Shs 12.2

It is the reason the committee laboured this time to report in this format, so that people here know that if Government is placing money, we are placing it for this specific project. Thank you, Madam Speaker. Allow me to thank the chairperson for being very elaborate. My problem with your report is that there is no consideration of new districts that do not have district police headquarters. In some of our districts, we have those police headquarters that were used at the subcounty level, which are acting as district police headquarters. When you go to the new cities, some are still having battles between the mother districts and the new cities, where the police headquarters are located and the ownership of property. Thank you, honourable minister, for giving way. Mr Speaker, if there are any civil servants who are required to fill forms almost every month, it is the lower civil servants, including teachers. Whenever they are asked to fill out forms, they fill them. The clarification I am seeking from you - we had a similar challenge in Kalungu – is: how often do you supervise Chief Administrative Officers (CAOs) to know how they are carrying out their work? The problem is not with teachers; they fill whatever you want, spending money every day, with their meagre resources. When you ask the CAO, he says the challenge is in the finance ministry and that they have directives. Secondly, when do you communicate to our civil servants to let them know that there will be a delay of a particular time so that they can be patient while waiting? Civil servants at the lower levels have filled forms as and when they have been required to do so, but they are always frustrated. When do you supervise CAOs? Monthly returns can be a cause for failure to send money if you know that. At the end of the

Thank you, Mr Speaker, for allowing me. I thank the minister for laying all these loan proposals. However, we raise eyebrows on these loans and complaints from honourable members because there are several new districts, including mine, which do not have a single tarmac road, but when it comes to paying back the loans, we are always part of the payment scheme. One time, Mr Tortoise visited heaven and borrowed feathers from the birds. He told them that when we reach and they bring food, we should ask whose food it is. The birds that gave him feathers never ate because whenever they asked whose food, the response was “All of you.” Mr Tortoise had named himself, “All of you,” and all the food was his! Therefore, my procedural matter is: Why don’t we give priority to some of these new districts whenever we borrow so that three or five of them will have some money, through these loans, for tarmac every financial year? In Kalungu, we only have one tarmac road from the church to the Nuns, which was given during the celebration of 100 years. I have been to Kalangala and visited several districts; many loans are brought, but no consideration. Lwemiyanga-Sembabule have some small tarmac these days. Isingiro District has. Mr Speaker, why don’t you help us - when these loans come, even people from Kalungu and Mitooma are paying, but there is no benefit - not a single tarmac road for new districts - apart from those leading us from the main road that we have made. (Hon. Musasizi rose) - Honourable minister, that is my prayer. So, I am tired of having all of you, and yet when it comes to eating, I do not get anything - (Member timed out.)

Thank you, Madam Speaker. I am also happy I have one of my Sheikhs from Kalungu. If you permit it, he can stand up. At least that one is mine as well. I am seconding this motion because I have done some law. On several occasions, I have met the Omulangira Kassim Nakibinge of Kibuli, and he has expressed to me several reasons as to why these Qhadi courts are needed. The Islamic faith is different from my faith. The procedures for managing their marriage affairs are quite different, and this law is very precedential at this particular moment. We should, therefore, process it and have their rights endeavoured and managed through the laws that govern them. At one time, we talked about the Marriage and Divorce Bill, and I accompanied the Muslims on the streets of Kampala - women were saying, “You cannot have this Marriage and Divorce Bill without encompassing Muslims because the methods and the rules governing us are different”. So, I would like to thank Hon. Basalirwa for allowing me to be among those seconding the motion because my family has both Catholics and Muslims. Thank you.

Yes, Madam Speaker. Kitgum-Matidi-Waal-Kalongo Road is a big challenge and as it slopes down in Kalongo, the terrain is very challenging and I know the district cannot manage. We shall ensure that Kitgum station addresses the issue of the Kitgum-Matidi-Waal-Kalongo Road. On the Pajule-Pader-Patongo Road, under the project we are doing now; Rwekunye- Apac-Lira-Puranga Road on the section of the Puranga-Acholibur Road, we are going to have a loop to Pader District through Pajule. So that will address the Pajule issue and some tarmac into Pader. Madam Speaker, Pader is just like Kalungu. There is no tarmac in Pader. Tarmac goes like this - but we will get there. Obongi Ferry is not in a very good state. We need to have a full rehabilitation of the ferry. Hopefully, when we start the construction of the Laropi Bridge, we shall relieve that more serviceable ferry and bring it downwards. The Koch Goma Bridge is under the Development Response to Displacement Impact Project (DRDIP) in the Prime Minister’s Office so I cannot respond on that. Lira-Otuke-Abim-Kotido Road is the road in the National Development Plan (NDP) IV. We will see whether we go through Achanpi or we first go to Kotido to Abim through Lira. Otherwise, we may eventually go to Achanpi and down to Soroti. Madam Speaker, Kotido-Moroto-Kaabong Road is a tourism project. Already, the China Communications Construction Company (CCCC), the contractor who did the Entebbe Expressway, is in discussions with the finance ministry to pre-finance the project all the way from Moroto, Kotido-Kaabong-Karenga and up to Kidepo. Regarding the challenges of the station in Moyo, Madam Speaker, I do not think they have a lot of challenges. The challenge has been the delay to enable them to work, but that one we are resolving. The station managers who are out there are very industrious. They want to work. Once we solve this issue of them being allowed to operate their accounts, I think you will see a difference. Regarding the Karugutu-Ntoroko Road, there is already a contractor; Afcons, who is supposed to do that road. It has taken a while because, I think, again, of funding mechanisms. However, this is an oil road. It is package four of the oil road. It is going to be done soon because we are doing Lusalira-Nkonge now to Lumegere to Sembabule. So when we do that, Afcons will also come and do Karugutu-Ntoroko. Therefore, the maintenance of Fort Portal- Bundibugyo is critical because that is the only route which the people of Bundibugyo have. We have also China Communications Construction Company (CCCC) on that route to do a framework contract for maintenance up to Lamia. What are the adaptive engineering technologies which we are adopting to ensure that our roads survive the vagaries of nature? These are things which we do most of the time. All our projects, 90 per cent of them, must have the Environmental and Social Impact Assessment (ESIA) done and through that, we ensure

Thank you, Madam Speaker. I thank the chairperson of the committee who came in after I was the vice chairperson. I also had the time to visit these cities when I was the vice chairperson, carrying out the same job. However, your report is stronger than mine. Thank you very much, Hon. Abed Bwanika. The issue of land in the new cities, honourable minister, through the Speaker, must be given a lot of attention. In Fort Portal, the old district was in control of the land against the new city, and they were fighting each other. So, who takes control of land? What is the process of taking over assets between the old district and the new city? Properties in Mbarara - they were complaining. The mother district was in control of the offices within the city, while the administrators of the new city did not have where to sit. Could those assets be taken over by the new city because they are within its jurisdiction now? And what happens to the new districts? Honourable minister, concerning the Uganda Support to Municipal Infrastructure Development (USMID), you are making very good roads in these new cities, even in Masaka, we have them, but what kind of contract did you sign with USMID? This is because after the construction of these roads, there must be equipment to do the routine maintenance. As we talk, Madam Speaker, the National Water and Sewerage Corporation is digging out some areas. After digging out parts of those new roads, nobody repairs them; there is no equipment in place to work on those roads after they are handed over to the Government. Places taken over from different annexed areas - in Kalungu, where I come from - Masaka was in a battle, when it came to taking over some parishes from Kalungu District - Kibisi and Kasanje. But from the time they were taken over by the city, they have not changed. There is still dust. You have put some night lights there, but they are all filled with dust. People need to see the difference, but what is happening is that you are putting strict laws in these new areas, stopping people from building the type of houses they are used to before they became part of the cities. Could we see that change take place, honourable minister? Lastly, on governance structures, we need these leaders in those other cities to resemble those in Kampala City. When you talk about the Lord Mayor of Kampala, you notice that he has an official vehicle with the number plates reading “Lord Mayor.” Then in Masaka, Mbale and other areas, the mayors are still looking like the LC V chairman of where I came from, with an old double cabin. As I enter Masaka or Mbale City and any other city, I want to feel that pinch, interest, love, beauty of Kampala and my mayor should also be in that kind of status –

16677 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 11 MARCH 2025 Mr Speaker, for us in the Kalungu and Masaka area, power is off every day and during peak hours when people want to cut their hair or prepare food. Honourable Minister of Public Service, you cannot come before this Parliament and tell us that RAPEX is stopping people using ferries from going to their islands. That is very irregular and you deserve a punishment before this House from the Speaker. (Laughter) Thank you.

Thank you, Mr Speaker. Allow me to thank the Prime Minister for responding to all the issues, including mine. I have picked out a few issues and I hope she will give them attention. The first one was under rule 41(9) – that is where I am proceeding from. The Holy Family Mission Hospital is non-profit-making. You find that in most of these districts, which were created, there are many missionary hospitals, which have better facilities. Some time back, the Government was working with them and giving them support, but now – (Interjection) - Madam Prime Minister, let me lay my issues clearly. I wish that if you are doing so, you increase the support a little. Normally, I do not go into the specifics for my area, but make it a general issue. 16619 THE ELEVENTH PARLIAMENT OF U GANDA WEDNESDAY, 5 M ARCH 2 025 As we process all loans for the cancer institute, I want my district, Kalungu, which has only two kilometres of tarmac - constructed by the Catholic Church, from the main road to a parish church, to get some tarmac road as a new district. As a new district, we want to benefit from the loans as we pay or even when our children are paying. Lastly -(Interjection)- yes, I support it, but what I am saying – Mr Speaker, the last issue I want to raise - Hon. Kabasharira and Hon. Santa Alum from the UPC - have helped me to say the same issue of that 1 per cent; it is very key. Vultures are waiting for this money. I request the Government to go and read about the loans Obote was taking while in the Government. They would come and perform as fast as possible. Mr Minister, when we pass these loans, what period does it take to make them effective? Do you take three years or five months? In 2013, Mr Speaker, we passed a loan but which became effective in 2020 during COVID-19, and all the areas that were supposed to get power through that loan were all left out because work was done during COVID-19 and the vultures continued enjoying. That is why, as I conclude, today I was listening to a radio programme and the presenters were saying, “If you find the mansions and apartments in Kampala, the owners are government officials. They own 90 per cent of apartments, hotels and all these…” Where do they get that money from? It is from these loans we pass, which take so long to be effected. That is how they end up building and enjoying life yet at the end of the day, they can become victims of the same circumstance, and they will die, by the way. They will die and leave those apartments with the poorly educated children who have been enjoying their lives. They will drink whisky like black label or green label and they will also follow them by selling their assets. Let us pass the loan, but the honourable minister should confirm to this House, and assure us that once the loan is passed, this is the time of performance of the loan and we move on so that all the loans that come in move without any delays.

Thank you, Mr Speaker. I would also like to thank the two ministers. Mr Speaker, there is a statement that money is available, but the affected person’s children are not at school now. I do not know whether we will receive that. Secondly, I love Hon. Muruli Mukasa very much. You see, whenever these ministers talk, look at their demeanour: you will get what is true and what is not correct. He said money is not cowrie shells and that you can only give money if money is available. In Australia, Mr Speaker, there is a hunting system where hunters go with a certain kind of stick called a “boomerang”. When you throw that boomerang to get a bird and you do not get it, the boomerang comes back to you. Here we are with a boomerang, getting back to us. Mr Speaker, if you look at what Hon. Muruli Mukasa wrote in this statement that he has given – I have taken a keen interest; look at page 15 of this statement. He gives you key issues and challenges on RAPEX and the mitigating measures. Out of all these challenges, they show that there is no money. Once the debate becomes hot, you see a letter coming in to give defences. I, myself - honourable members, I can give you the telephone number of the Permanent Secretary of the Ministry of Works and Transport. Call him on an individual basis. I have called him several times concerning the Kalungu roads. He said he has no money. Even when districts are willing to give him machines, he says: “You wait for another three months before I get money to work on your roads. However, even if I give you money, it will be for just patching up the holes and the roads will continue to stay like the way they were.” Here we are, being assured of the money. Madam Chairperson, I thank the Attorney-General because you have catered for our clause and the minister will be safe, like you have said. However, the reason we are putting in “may” is that you know many universities are coming up, and they are definitely going to compete. Someone might not be interested in having TVET. If you make it mandatory in any university, what if he does not have the facilities to run TVET? You might find the universities in maybe Kalungu and Karamoja - but because of a competing business to build in - the moment they see that they are not getting business - the other fields of education, he rushes. Therefore, if you make it mandatory, then when they are licensing them, they will be required to have all those necessities, which will be difficult for them.

Thank you, Madam Speaker. Senior member, it is a brief one. I thank the chairperson of the committee and members for the report. However, still on the Public Service Commission, the observation here is that the committee observed 60 out of 146 required, 42 of the District Service Commission, meaning there is no work going on. Other committees are always going to report staffing gaps in several Government entities, including districts. Once this Commission is not fully constituted, it cannot work. It is the duty of the Ministry of Public Service, under Hon. Muruli Mukasa, a senior member, to carry out supervision of these people. Madam Speaker, let me tell you one interesting scenario. When you go to our districts, you will find that a teacher who wants to be appointed in a Government school can spend Shs 6 million to get a job, yet this teacher is going to earn Shs 400,000 per month. By the time he gets a job, he will have spent one year ahead of him without any payment. It is you, public service, through you, Madam Speaker, to bring all these suggestions to your relevant committees. How do you appoint these people and remunerate them? When they talk about poor remuneration, as Hon. Barnabas Tinkasiimire has stated, the weakness is in Public Service. You are sleeping on the job. At the end of the day, it impacts our citizens. This is very simple. If you want to change legislation or improve their remuneration, bring it to Parliament. Lastly, Madam Speaker, let us not talk about the Shs 1 million that the district chairperson is getting. It depends on the income of the district. A district like Kalungu with low local revenue will not be able to get this money and allowances to pay members to attend. All those should be responded to by the relevant minister, who is not very common here but today he is - (Interjection ) - yes, he is here, and I thank him.

Thank you, Mr Speaker, for this chance. I think this system is a very good one because it gives everyone a chance to say something. For any country to develop, the education system has to be thorough. When I observe what is happening today - those days when we were young, we used to have school supervisors. Whenever they could visit, all the teachers would be on tension. I think nowadays, they already plan. I think there is no supervision done. If there is any supervision being done, then all Government schools would be closed because most of them do not have the qualities to remain open. Many people will agree and it is not only in Kalungu, but across the entire country. On the other issue of the seed schools being constructed, I am on the Committee on National Economy where we approve loans. When we go and visit these seed schools that are constructed, we find that the work is normally of poor quality, no value for money yet the contractors are normally untouchable. Whether it is somebody commissioning, they will have no answer. You find a new school being commissioned actually looking old. Mr Speaker, whereas I am a beneficiary of the Nyendo-Villa Maria-, however, when this loan was brought on this very Floor, I raised issues about that road, of why not include Nyendo-Villa Maria- Kyamulibwa-Kabulasoke. The reasons that I gave here were that when Katonga bridge broke, people were driving 228 Kilometres from Kampala to Masaka through Ssembabule. And yet, when you drive from Kampala through Kalungu from Nyendo to Kabulasoke it is only 48 kilometres. People were going an extra 60 kilometres because of the breakage yet the shortest distance to Masaka is that road, which is part of Nyendo-Villa Maria. I wrote a letter to the Committee on National Economy and Hon. Migadde will bear me witness. I would like to know whether they have paid attention because Nyendo-Villa- Maria Road is tarmacked but it broke down because of the traffic incurred during the breakage of Katonga-Masaka. Mr Speaker, as I conclude, I would like to know: why leave out a road, which is a short- cut, when there are challenges on Kampala- Masaka Road which is shorter than going through Ssembabule to Masaka and then Mbarara? Fortunately, we are all beneficiaries of that road, which is very key. I did write to you but you did not invite me to justify; tell me, through the Speaker.

13756 MINISTERIAL STATEMENT post-harvest handling inputs through the e-voucher system, capacity building for target beneficiaries, and farmer organizations and development of agricultural input markets. The farmers were supposed to register and the Government was co-funding 70 per cent and the farmers 30 per cent and it was in all these areas. E-Voucher The e-voucher is a component that involves support towards the intensification of this program through the provision of subsidised inputs, as I had stated. The project had provided 67 per cent, 50 per cent, and 33 per cent respectively of the total cost of the inputs during the first, second, and third seasons while the farmer contributed the difference, as I stated. The farmer is weaned off the subsidiary by the 4 th season because it is anticipated that by this time, the farmer would have known the value and adopted the use of quality agro- inputs for commercial farming. The committee learnt that most of the farmers were faced with challenges in accessing and operating the e-voucher system. In areas where there are no networks - I even saw this before I became a Member of Parliament because I participated in monitoring. The system encountered frequent breakdowns and network failures, sometimes during critical times of the cropping season, which delayed enrolment, placement of orders, and serving of farmers. The farmers asserted that the e-voucher system where inputs were to be requisitioned and delivered using the Internet, was not working, which resulted in members not receiving their inputs despite paying for them up to the time of the committee visit. Some farmers reported that they did not know how to operate and how the system works. This delayed other farmers from participating in commercial farming. Most districts reported failure of the e-voucher system, as stated above. The committee learnt that the contracted bank, that was UBA, was the service provider for the e-voucher system in some districts, but due to system failures, some farmers’ money got lost in the UBA system. This discouraged many potential farmers from getting enrolled. Mr Speaker, I was in Amuru when this happened, because UBA was not in Amuru. They would go up to Gulu. That is how the funds were lost. Mr Speaker, it was unique in Nebbi. The committee was informed that the Government had withheld the co-funding part of the e-voucher system for 11 months, hence redemption was cut off for some farmers’ money that was locked in the e-voucher system. Furthermore, there were reports of missing balances on farmers’ e-voucher accounts due to system inefficiency, which was very frustrating to the affected farmers. The committee received complaints from some farmers about the quality of some of the agricultural inputs supplied through the e-voucher system, stating that the products received through the e-voucher system were counterfeit/fake. For instance, in Kalungu, there were complaints from the farmers stating that they had received counterfeit fertilisers and seedlings that did not germinate. The committee also received complaints from Balikosa Balibona Biwere Farmers’ Cooperative Growers’ Union Limited in Bugweri District, of adulterated fertilisers. The same were alleged to have been distributed out of season. There were very many complaints, Mr Speaker, I cannot mention all. Like in Hoima, there were complaints. Recommendations 1. The committee recommends that all farmers who were supplied with counterfeit agricultural inputs through the e-voucher system should be compensated and the suppliers of those inputs blacklisted. 2. Farmers who had paid for the e-voucher services and had not received agricultural inputs through the system should be refunded. 13758 MINISTERIAL STATEMENT Phase III Rollout districts. This was at the procurement process for 145 road chokes spread over 487.7 km. It was at contract signing and site handover by then. Mr Speaker, in the third phase, Lira District was part of it but up to now the constructed roads have no bridges. The bridges were done in a shoddy way, and the heavy rain swept the bridges, yet it was stretching, crossing from Lira to Oyama. Substandard and wrong machinery The committee observed that most grantees were small and medium scale, where pilot projects were established at lower local government structures and levels to bring together farmers’ communities to add value to their farm produce. The committee discovered that the machinery at various grantees’ sites was inadequate and out of capacity to process high-value farm produce. The committee further noted that the machinery was devoid of complete design specification requirements to handle farm produce across the complete value chain, thereby rendering some machines meant for value addition idle because of assembling and installation. The machines were also noted to have visible signs of gradual depreciation. The committee was informed by the members of the Oturukuru Produce Dealers and Farmers Association in Kumi District that they had envisaged the installation of machines with complete value chain specifications and therefore expected the machine to hurl, sort, winnow, and package rice to market standard. This was frustrating. The committee was informed by some grantee members in the district that the district focal point person - because the ministry had allocated each focal point person at the district level, was not guiding, and did not support the procurement of the machinery, meaning that they went blindly and some procured machinery beyond their capacity, others did not have knowledge on how to operate it. The committee further observed that there was a general lack of technical support and guidance as stated in the earlier submission, and this was exacerbated by inadequate budget allocation and release for procurement of machines with requisite complete value chain specification. For example, incomplete and poor workmanship was seen in some facilities that we visited in Kalungu and Rakai districts. Two, non-functional facilities due to lack of electricity in Bugweri - three, government issues in Kole District; there were fights. Non-compatibility of machines in Pakwach, Pallisa, and Nebbi District - these all hindered the well-intended objectives of the project. Recommendation The committee recommends that the Government, through the relevant ministry, especially the Ministries of Finance Agriculture, Local Government, Energy, and Mineral Development, should collaborate to offer guidance and support to grantees to procure machinery with a complete value chain of production. Matching Grants Mr Speaker, the committee found out that some of the projects in some districts that had been constructed as a result of the matching grants were complete and functional. The investment items under this component include offices, storage facilities, shelter for hullers, guardhouses, fences, ventilated improved pit latrines, weighing scales, moisture metres, and a power extension. The committee was impressed by some of the successful groups like the Katwaniza Women Farmers’ in Hoima, Abongo Women Group in Pakwach, and Kasaali Farmers’ Cooperative Society in Kyotera, among others. 13760 MINISTERIAL STATEMENT In the table here, it shows the overall project’s financial performance as of 30 September 2022. Honourable members, I hope you have seen. Government and management challenges The committee established that some guarantees were marred with complex governance and management challenges, including but not limited to leadership wrangles, weak management, poor record-keeping, conflict and interest, non-accountability of grants, limited members’ participation, and low firm prices. Some of the management and governance cases the committee encountered during the oversight visit were as follows: a) The Bugweri Maize Farmers’ Cooperative Union and Ayer Joint Youth Farmers’ Cooperative Society Limited. The members of Bugweri Farmers’ Cooperative, made accusations of their leadership on misappropriation of this grant disbursed to the union for implementing this project; b) There were also reported cases of impersonation like the case with Limoto Farmers’ Cooperative Society Limited in Pallisa District; c) Reports from Dokolo Young Oil Seed Farmers’ Cooperative Society Limited of multiple special interests in the management of the grantees’ affairs on account of financial contributions made by several donors; d) Lack of accountability of funds received by some corporations was likely evident with the improper and no bookkeeping when the committee requested to see the books of accounts. Some cooperatives could not produce them; and e) Some of the farmers’ associations that received matching grants were marred with conflicts of interest within, like the signatories to some accounts of the said association. Thank you, Mr Speaker. I join my honourable colleagues to thank the honourable members for the valu - able comments on the report of the committee. I really liked the report of the committee; they did a good job. There is no doubt as a Gov - ernment, we shall implement the recommenda - tions therein. I have taken a big note about the issues of local government. Local governments were involved because at each district, we had a district coordination team chaired by the Chief Administrative Officer (CAO), with the secretary, the production officer; mainly the agriculture officer and the other heads of departments. We also had extension workers involved and it was our role to supervise and so on. Indeed, there were some successes, as he has said. If you look at page 15, there were successes in the e-voucher system in Kyotera and other areas. On page 19 of the report, there were functional agricultural processing facilities in Hoima and other areas. On page 17, roads were rehabilitated in some districts like Kalungu and Nebbi at 98 per cent. It is not that the entire project did not - I am looking at the pages in the report. We had challenges as local governments which were certainly beyond the districts. For example, delays in the release of funds. You cannot blame this on the districts. Look at system failures, including banks which were far from some of these areas. There are inadequate extension workers. The minister has pointed out that. We actually have a gap of 2,200 extension workers. In fact, we still have to come to Parliament to say, let us at least have two extension workers per subcounty. Of course, the lack of electricity for some of these APFs as a result of poor identification. Mr Speaker, I think the recommendations made by Members here remain extremely valid. This bridge is under threat. These are my prayers; 1. Can the Minister of Works and Transport explain why the site has been abandoned and why there is no deliberate effort to fix the important trade route? 2. Can the works minister give us a date when this will be fixed? 3. Can the Minister of Works and Transport pre-emptively work on a shorter route to act as an alternative during the repairs and reconstruction of this bridge? I propose the Villa-Maria-Kalungu-Masaka Road. I beg to submit.

Mr Speaker, we do not, as the Government, attach your voting patterns to development. Otherwise, other areas that do not vote NRM would not receive any support. We depend on the needs of the people, as NRM. (Applause) I was in Kalungu and I know what he is talking about. In a few months, that bridge is going to be worked on so that we can connect those people from that area to the main road. Two, I already told you that the road from Masaka to Villa Maria is one of those roads that we commissioned recently and it is going to be re-tarmacked. Thank you.

Madam Speaker, you are right – and there are very many hovering around here –(Laughter) - but I represent all of them. Madam Speaker, I would like to seek your guidance on the road they have talked about, which matter is going to the Committee on National Economy. The road they have given – and the ministers for finance should pay attention because Madam Speaker has allowed me - the road from Nyendo to Bukalasa is tarmacked, but had challenges when Katonga River was flooded. There is a very serious road from Bukalasa to Gomba, which is just 35 kilometres. I do not know why they are not including that road. I met the Executive Director of Uganda National Roads Authority. When you look at the money they have spent on this small murram road, it would have been saved by constructing a tarmac road. My prayer, if permitted, is that the road from Nyendo up to Gomba should be tarmacked because it is a shortcut if there is a problem along Masaka Road. When I go to the Committee on National Economy, I will raise my issues. As you seek for this loan, attention should be given to Villa Maria-Kalungu-Kyamulibwa- Gomba Road. It will solve all problems. Katonga is already damaged yet UNRA is going to repair it. Why don’t you work on the same road? When you go to Bukomansimbi- Sembabule Road, it is tarmacked. Sembabule to Gomba Road is tarmacked, save for the work on that small part such that my constituency also benefits. Madam Speaker, new districts with no tarmac roads should be given some attention. (Applause) You create a new district, but you do not give them a simple tarmac. In my constituency, the only tarmac I have is from one Catholic who built a short tarmacked road from the main road to the Catholic Church. That is the tarmac road we have. If that road is given attention under this loan, it would – (Interruption)

Madam Speaker, since you allowed me, in good spirit - Hon. Haruna Kasolo is from that region. He knows the road I am talking about. Hon. Mathias Mpuuga knows the road I am talking about. It is the main road from Villa Maria to Gomba and the distance is small. Why do you go for a small loan of 11 kilometres yet you would cover around 45 to 60 kilometres? This is because it is advantageous when the road along Masaka is impassable. So, do not play with Kalungu, honourable minister.

Now, let us get to know that the right provisions of the law state that Parliament will do oversight of all the funds approved. At the same time, it becomes so complicated to do the monitoring and oversight when we are just lamping up the money. For example, the entities provided by the technocrats; money for roads, but we are providing a budget for a financial year. That means you must have mentioned, which roads are supposed to be done in the financial year so that when you mention, you must justify why it has to be done according to the Munyarwanda , that they have left a certain section of the road. (Laughter) It must be justified at that point in the budget. Why you are constructing this road to Kalungu and you are not constructing the road from Bukungu to Kagwara, must be clear. If we are going to construct health centres, tell us how many health centres you intend to build and their location. If you are building a school, tell us we need money for classrooms, how many classrooms, where and why? Why are you building classrooms in Bukedea yet you are not doing the same in Ntungamo? “In areas of Kalungu in that Kasagala Forest Reserve, there are people who have been there for a long time.”

Read the full speech, word for word
Thank you, Mr Speaker. I would like to thank the committee for this good work, for letting a team go there and fact find these issues. Generally, the committee has done a good job. However, on the issue of families, which were there, what has not come out is that when the forest was gazetted in the 40s, as raised by the Member from Amuru, there were families in that area. The forest is gazetted and those families keep staying there. They are not kicked out. Now, when the National Forest Authority (NFA) became very active, these people were asked to leave without any compensation. That is true. It is not that the forest reserves established in areas were vacant. In the main, yes but as they were doing it, they also included real villages and there is evidence to this effect. Where is the evidence? Long standing burial grounds, graves and trees which show human habitation. So it is true. I was born in that area. I represented that area for a very long time so I know. Therefore, it is not just in vain. When they are talking of compensation, there is some truth in this matter. It is not that people have gone in after gazettement and now they want to be compensated. That is not the case. In areas of Kalungu in that Kasagala Forest Reserve, there are people who have been there for a long time. When the gazettement took place, they were there, then they were asked to leave recently without any compensation. Mr Speaker, I may not get a chance to say something extra. The committee has done a good job. Maybe to enrich the report further to stop this conflict now that the Ministry of Water and Environment is in charge of bulk water, they could establish these water points outside the forest reserves so that people do not have to have this conflict. However, in case that has not happened and to stop this conflict, NFA must incur an extra expense. Where they have created these corridors, they make sure there is actual fencing so that when people are going to get water with their animals, they do not stray. Mr Speaker, you know pastoralists. When they see grass over there, they will go there. To stop all this, if they could fence so that people go to the water points and come out without injuring the forest, that would be very good. Thank you.

The parliament member explained that Uganda’s prisons are overcrowded, with 75,707 inmates far above the 20,321 capacity, and that funding for expansion has been cut. New prisons are planned in places like Kiruhura, Ntwetwe, Isingiro, Yumbe, Kalungu, and Bamunanika, but more money is needed. Staff housing is also insufficient, with 55.9% of 7,936 staff lacking proper accommodation.

Mr Speaker, these are responses on action-taken reports from the ministry. I would like to apologise because it is long overdue. I will start with responses to the report of the Committee on Defence and Internal Affairs on the field visits to Government prisons and prison farms. The issues raised by the committee were congestion and overcrowding in prisons. They recommended that the Uganda Prisons Service development budget should be increased to enable the rehabilitation, expansion and construction of more prisons facilities, to accommodate the increasing number of prisoners and reduce congestion in the existing facilities our response is as follows: The first is that we had inadequate funds allocated for the expansion of prisoners’ sleeping accommodation. The development is inadequate and was budget was cut from Shs 37.227 billion, in the Financial Year 2020/2021, to Shs 27.388 billion, in the Financial Year 2023/2024. The average prisoners’ population of 75,707 as of 1 August 2023, exceeds the prisons’ carrying capacity, which is 20,321. This is exceeded by 55,386 prisoners. At a projected daily average of 80,640 inmates and a projected increase in holding capacity, congestion is projected at 396.8 per cent. This is phenomenal and needs to be addressed. In the Financial Year 2022/2023, the service expanded prison accommodation through the construction of a new prison at Ntungamo and the expansion of prisoners’ accommodation at Rukungiri, Lira, Mutuufu, Kamuli and Kiruhura prisons. Completion of prisoners’ accommodation in Kisoro, Ntwetwe, Isingiro, Maiha, Lukaya, Loro, Yumbe, Lwabenge in Kalungu, Koboko, Bamunanika and Kigandalo, which has been planned in 2023/2024. The strategy is: a) To construct five low-cost security prisons at Shs 3.8 billion each. Shs 19 billion is required per year for this to be realised; b) We need to construct one regional mini- max prison (Kitalya Model) with a capacity of 2,000 prisoners at Shs 33.3 billion per year. The total annual requirement for prisoners’ accommodation is, therefore, Shs 52.3 billion Recommendation two by the committee was that the Government should develop the National Corrections Policy to guide transformation from penal to productive correction. The response is as follows. The development of National Corrections Policy is ongoing. Once complete, this policy will provide a framework for community participation as well as private sector and non-state actors’ involvement in offender rehabilitation and reintegration process. The regulatory impact assessment has been completed and a draft policy is being developed. The other issue raised was about the inadequate staff housing and accommodation. The committee recommended that the management of the prison should prioritise the construction of low-cost housing and should phase this using the incremental approach as a multi-year project for decent accommodation. The responses are as follows: The rate of growth of staff population is not matched with the rate of expansion of staff accommodation. Currently, 7,936 staff, which is 55.9 per cent, are not properly accommodated. In the Financial Year 2022/2023, the service completed 320 staff houses, increasing the proportion of staff properly housed, from 42.6 to 44.1 per cent. Shs 1.4 billion has been PRESENTATION OF ACTION -TAKEN REPORTS

Mr Speaker, the issue of saying that they have managed emergencies is unprecedented. I wish the minister said that they have at least tried. In Kalungu, we have a road from Gomba through Kyamulibwa where Katonga washed away a bridge. The people there are now using boats to cross that river. The best evidence can come from the minister next to you, on your right. He can tell you more because that area is in his constituency. He also crosses that river with his vehicles and the lead car, using a boat. (Laughter) Therefore, if you talk about trying to manage emergencies - these Members of Parliament have always raised matters of national importance and they are not yielding results. I pray, honourable minister, that maybe you say that you are trying though in actual sense, you are not trying. Thank you, Mr Speaker.

11282 SUPPLEMENTARY SCHEDULE NO.1 FOR FY 2023/2024 Public Debt Portfolio Analysis The committee observed that the preliminary country’s total nominal public debt stock stood at Shs 86.779 trillion as at the end of June 2023. This is equivalent to 46.9 per cent of GDP compared to 48.4 per cent as at June 2022. Of the total public debt stock as at June 2023, external debt constituted 60.2 per cent, which is US$ 14.24 billion while domestic debt constituted 39.8 per cent, which is US$ 9.4 billion. Preliminary findings from the annual debt statistical bulletin indicated that a total of approximately US$ 3.29 billion external debt was committed and remained undisbursed as at 30 June 2023. This debt would increase Uganda’s stock in the medium-term, even without signing any new loans. With the growing level of public debt due to its significance in meeting the country’s huge financing development needs, there is need to pay close attention to the cost of debt and the economic rate of return of projects financed through debt. The committee recommends as follows; (i) Given the existing global uncertainties (lower global growth, persistent high inflation in advanced economies, tight global financial conditions, slow growth in domestic revenue and climate change disruptions), the Ministry of Finance, Planning and Economic Development should prudently project and manage the funding mix as well as review its priorities to avoid escalation of debt beyond a sustainable level. (ii) The Ministry of Finance, Planning and Economic Development should fast- track implementation of strategies to enhance domestic revenue generation for the country and reducing or rationalising government expenditure. (iii) Acquisition of additional debt should be targeted towards those sectors that trigger export growth and contribute to domestic revenue mobilisation. Criteria for selection of beneficiary districts The committee was informed that the selection of the beneficiary districts was based on the following; climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation. The committee, however, notes that some of the districts which met the criteria were omitted. For example; Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma. The committee, therefore, recommends that the districts of Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma should be absorbed on the climate smart project due to the climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation concerns in these districts. The inclusion of these districts will not alter the value chain in their respective subregions. Conclusion The committee, therefore, recommends that the request by Government to borrow up to US$ 325 million and receive a grant of up to SDR 19.5 million (equivalent to US$ 25 million) from the International Development Association (IDA) of the World Bank Group to finance the Uganda Climate Smart Agricultural Transformation Project be approved subject to these recommendations. I beg to report.

10846 STANDING COMMITTEE REPORT Recommendation 5: The Ministry of Finance, Planning and Economic Development should ensure that all ministries, departments, agencies (MDAs) and local governments have specific budgets for gender equality and social inclusion, including women empowerment as per the Public Finance Management Act, 2015. The Ministry of Finance, Planning and Economic Development reported that they are in conjunction with the Equal Opportunities Commission, which issues the Gender and Equity Certificate to each qualifying MDA after a thorough analysis of their budget. This was work in progress. The committee recommends a budgetary increase for gender equality and social inclusion of the following categories: children, older persons and persons with disabilities. Recommendation 6: The Ministry of Finance, Planning and Economic Development should allocate and release adequate financial resources to clear the pending pension arrears and regularly allocate, and release adequate financing to the public service pension schemes, going forward. Mr Speaker, the Government reported that Shs 38.8 billion has been provided for in the budget for the Financial Year 2023/2024 to cater for verified pension and gratuity arrears. The committee recommends that accounting officers should prioritise the timely payment of pensions. All pension arrears should be cleared. Recommendation 7: The Ministry of Finance, Planning and Economic Development should prioritise budgetary allocations to the Ministry of Agriculture, Animal Industries and Fisheries (MAAIF) to ensure the sufficient investment in agriculture to help with information gathering and research, thereby contributing to development. The budget for MAAIF has increased from Shs 564.4 billion in the Financial Year 2022/2023 to Shs 1,030.994 billion in the Financial Year 2023/2024. The funds will be geared towards supporting the mechanisation of agriculture, the establishment of irrigation facilities and supporting PDM interventions in local governments, among others, in order to increase agricultural production across the country. The Ministry of Finance, Planning and Economic Development also reported that it has supported MAAIF through the Agricultural Cluster Development Project to establish the National Food and Agricultural Statistical System (NFASS), to ensure that agricultural data is reliable, timely, consistent, disaggregated and accessible to facilitate planning and decision making. NFASS has been piloted in five districts of Nebbi, Amuru, Iganga, Kalungu and Ntungamo and is being rolled out to five subregions of Lango, Karamoja, Bukedi, Teso and Elgon. The committee recommends the timely release of funds to enable the ministry and other stakeholders to effectively implement the planned activities as per their work plan. Recommendation 8: The Ministry of Finance, Planning and Economic Development and the Ministry of Gender, Labour and Social Development should effectively fund remand homes. The Government reported that funds have been allocated in the budget for the Financial Year 2023/2024 to fund the activities of remand homes. Recommendation 9: The Ministry of Finance, Planning, and Economic Development should sufficiently fund the Uganda Human Rights Commission so that it can pay competitive wages to its staff and address the challenge of high staff turnover. The Uganda Human Rights Commission has sufficient wage allocation for staff in post – this is what the Government reported. Salary enhancement awaits a comprehensive review of salaries across government entities.

Mr Speaker, it is not wrong for anybody to own boats or any business, if they do it legally; it is okay, but illegal fishing is illegal and bad. We have a one Kaweesa who manages boats in Kamungu and Kamaliba in Kalungu district and these boats inconvenience people on Lake Victoria, especially the fishermen that I represent. This gentleman is a close ally to Hon. Bamulangaki Ssempijja, the Minister of Defence and Veteran Affairs. The boats were labelled “ Wacha Waseme” and they were yellow in colour. When I and the Leader of Opposition and the other MPs were moving around, we discovered- after talking about it that they were now changed to colour blue and when we went back, they were now changed to black. 10426 PRIME MINISTER’S TIME Also on privatisation, remember the popular or rather notorious World Bank Structural Adjustment Programme and the disadvantages, especially when it came to privatising state- owned enterprises. We actually had more disadvantages than advantages. The recent cases of the track record of Government speak volumes about privatisation. Let us go to the Lubowa Specialised Hospital, the recent Pinetti coffee issue, Yumbe and even Munyonyo. This means that even if you procured a private person to run this factory, you may not expect heaven on earth, given the recent bad track record, Rt Hon. Prime Minister. The question by Hon. Godfrey Saazi was equally supplemented by Hon. Katabaazi of Kalungu. It was all about the preferential treatment being given to buses, even when the tonnage is extremely higher than for some of the trucks. By the way, the complaints about trucks are rife. In fact, what they are waiting for is to generate signatures. Mr Speaker, you will soon receive a petition here from these truck owners.

Thank you very much, Madam Speaker, for the communication. Indeed, I support you. It is very funny that a trailer breaks down on the road and then, the owner goes to Nairobi to get spare parts and it takes a whole week when the vehicle is still there. What happens in other countries and what you should advocate for is equipping police. In other countries, they have road towing vehicles and you are charged highly as soon as the vehicle breaks down. I have gone severally to the Committee on Defence and Veteran Affairs beseeching them to provide the Police with better motorcycles, which can chase those who commit offences. Imagine police is riding a Boxer and they are running after one boxer as well. In other countries, Police is well equipped because there is crime, but how do you control crime? By having well equipped Police so that it manages those who commit crimes. However, in Kalungu and Bukedea, there is no single motorcycle and there is traffic.

9448 STANDING COMMITTEE REPORT House on the Greater Masaka Industrial Skilling Centre. The Greater Masaka Industrial Skilling Centre is part of the 19 zonal industrial hubs countrywide. This Industrial Skilling Centre was launched by the President on 24 May, 2023. I participated fully in this launch because I was present. The hub offers free hands-on training to the youths aged between 18 to 35 years drawn from the nine districts that make up the Greater Masaka Subregion and the Masaka City. These include; Rakai, Lyantonde, Kyotera, Masaka, Masaka City, Lwengo, Bukomansimbi, Kalangala, Kalungu and Ssembabule. The industrial hub is a presidential initiative by His Excellency, Yoweri Kaguta Museveni. The objective of the hub is to, among others, eliminate unemployment among the youth and change the economic status of the people who never had the chance to attain formal education. The hub offers services such as: (i) Hands on training to the youths (skilling); (ii) Value addition; that is coffee and maize hullers have been delivered to add value to coffee and maize respectively; (iii) The common user facilities are also there. State of the art machines in welding and carpentry. Trades have been installed for common use by both graduate trainees and the community. This will enhance their income through increased production; and (iv) There is a Four-Acre Demonstration Farm to train farmers in the respective regions. This is across the country. This will contribute to the transformation of Uganda into a middle-income economy through imparting skills. The courses offered, among others, include tailoring, hairdressing, building and construction, carpentry and joinery, metal fabrication, food processing and bakery. Currently, the hub has a total of 221 trainees who are undertaking this training at Masaka Zonal Industrial Hub. Upon completion of the six months’ hands-on training, the trainees will obtain a minimum level one certificate of Uganda Vocational Qualifications under the Directorate of Industrial Training and the Ministry of Education and Sports and are ready to be self-employed. The Youth Skilling Hub was launched at Kiyimbwe Village in Bugabira Parish in Masaka. Thank you, Mr Speaker. The law schools in most of the universities in Uganda subject students to pre- entry exams. After sitting the pre-entry exams, they study for four years and go to the Law Development Centre, where they spend the whole year. However, after completion, there is a very big hurdle for these young people to get practicing certificates from Uganda Law Council. Law students, frankly speaking, are not like doctors that are paid for internships; they only have to get their practicing certificates. Mr Speaker, a parent spends money to educate his child, the child qualifies to practice law, but they spend almost three years without practicing because they are not eligible to practice. They are being arrested in courts of law for masquerading as lawyers. I talked to the Secretary Uganda Law Council and the challenge is not about the funds. Mr Speaker, we need to amend the Advocates Act because those who vet the graduates take a long – they sit once a month – meaning that a number of our young people are missing jobs. For example, those who wanted to be magistrates missed out since they did not have practicing certificates. Those who wanted to work in the Office of DPP, have failed. Therefore, we would like to know why students leave Law Development Centre, after being qualified, but cannot practice law and earn an income. Instead, they spend money on gazettement and all that and continue suffering. I am one of them; I should not be looking for services for my people in Kalungu for things such as bail applications, but I cannot go to court. Lastly, can we hear from the Attorney-General? Can they bring the Advocates Act here and we amend it so that we put a body that vets these young people and they start working other than having them arrested with their qualifications?

They will sort it out. Here, they are saying districts of Buhweju, Bushenyi, Ibanda, Isingiro, Kabarole, Kamwengye, and Kanungu. They are talking about irrigation and saying, as a result, 2,373 acres have been added to the area under irrigation enabling 14,961 farmers to produce cabbages, tomatoes, apples, onions, pineapples, watermelons, green pepper, etc. They are still talking about irrigation. The following medium-scale irrigation schemes have been completed: Ngenge 808 hectares - Honourable Members of Parliament, get to know these things. These people may say “completed” when it is not. So, this is an opportunity for you to help them. We have: 1. Ngenge in Sebei - 808 hectares irrigated; 2. Rwengaju - 116 hectares; 3. Tochi - 500 hectares; 4. Mubuku II - 480 hectares; 5. Doho II - 1,000 hectares; 6. Olweny - 600 hectares and so on. Communal Valley Tanks The Government has constructed 44 communal valley tanks in Nabilatuk, Kotido, Amudat, Kaabong, Karenga, Soroti, Butebo etc. This has created a storage capacity of 6.6 billion litres serving 89,000 livestock. This is where they have mixed up. They put page 20 after page 21 but this is not the end of the world. (Laughter) Ekitatta muyima- ffe abaganda, tulina eddagala ly’ebizibu bino. Awo wengambila nti kasita obeera n’obulamu, ensobi zingenda kutelera. These people put page 21 before page 20. Somehow you can combine them. There has been a major disruption to transportation arising from the damage of Katonga Bridge which was washed away by floods. The floods also led to the eroding of wetland vegetation and gardens in the upstream parts of the catchment. This flooding was caused by a dam breach along the four- kilometer stretch of the Kalungu- Gomba Road in Bugomola Village, Lwabenge Subcounty in Kalungu District. The water had progressively built up on one side of the road due to blocked culverts, creating a damming effect. This created a massive force beyond the capacity of the road, creating a dam breach, which led to a sudden release of a large volume of water that moved downstream the Katonga River. As the flood wave moved downstream with a lot of papyrus and gardens causing significant damage to infrastructure. The interventions to address the problem of floods involve the protection of water catchments and the general environment so that they perform their function of storing and releasing water safely, even when there is increased rainfall. Regular maintenance of water bodies and rivers so that they perform their water storage and conveyance function. Demarcation and protection of lake shores, riverbanks and wetlands. To limit encroachment by settlements, construction of water storage facilities, agricultural activities and other developments. Strengthening of the early warning systems and enforcement of the water and environmental laws at all levels. People who damage the environment, do so at their own risk. Have we not seen enough examples? Nantabulirwa yasabala bwa bbumba . That is what we say in our language here. “The one who does not listen to advice insisted on using a clay boat on the lake and drowned in the lake”. Somebody made a boat from clay and people told him that clay cannot make a boat, do not do it but he could not listen. He made a clay boat, put it in the lake and drowned there. And that is how our people here in Buganda got a proverb, Nantabulirwa yasabala bwa bbumba . We tell people that please - in the book of Genesis- Ate bino bya Katonda - this is now

Mr Speaker, I would like to thank you for your communication. On the issue of the expired courses, with your indulgence, I pray that the Committee on Education and Sports gets more time to look into this. They have invited teachers for training in the new curriculum. However, some of the teachers were denied entrance to some of the schools such as St Henry’s College, Kitovu where the training was supposed to take place. This means that even the new curriculum for secondary schools is not going to perform well. Mr Speaker, in the 10 th Parliament, we rejected that new curriculum for secondary schools but later on, it was changed after convincing the Minister of Education and Sports. Therefore, the Committee on Education and Sports needs to look at this matter very seriously. The minister will come here tomorrow – he has been on radio speaking a lot of falsehoods. He is not aware of what is happening; therefore, the committee has to carry out deeper investigations regarding these expired courses. Lastly, Mr Speaker, you have talked about the Budget. Thank you, Mr Speaker. Yes, the issue of Katonga is a concern because this is our main trunk road; it manages not only internal trade, but also external trade. We have already put a contractor on site; China Communications Construction Company (CCCC). The contractor who did the Nambigirwa Bridge on the expressway is the same contractor who has done the Paraa Bridge connecting Masindi to Nwoya. It is also the same contractor who has done Lugogo Bridge in Luwero. We are sure of his capacity and competence and we have instructed him to do this in three phases namely: phase one will create an avenue to enable small vehicles, boda bodas and pedestrians to move. That is his first priority. As he does that, he will also create a bypass. We will also undertake a full redesigning of the bridge so that we have a more resilient bridge for that position. That is for the main road. For the Kabulasoke-Kalungu part, we have another contractor; a local one. Of course, he is still challenged with the volume of water in that section because Kyoga overflowed and as a result, Katonga was affected. The contractor is assessing how much can be started and done but please, appreciate that this is not a culvert crossing; it is a bridge. When you listen to the spokespersons of police, Mr Enanga and his friend, Mr Onyango, one sheds tears out of pain because they give a lot of misleading information. Recently, following Jajja Ichuli’s death, Mr Enanga said that the killer had a pistol and a gun. If he had both then you know him. Why don’t you apprehend him? Such questions are valid. Recruitment criteria for PPCs, a total of 9900 applications were received out of which 1846 including 1261 males and 585 females, qualified to be shortlisted for interviews. Of the 15 applicants Uganda police received from Buhweju District, none of them qualified, some districts failed to meet there quarter namely: Nabilatuk, Koboko, Yuymbe, Kakumiro, kibale, kikube, KIryandongo, Kyegegwa, Kitagwenda, Rakai, Lwengo, Kalungu, Kazo, Bududa, Sironko, Kaabong, Mityana, Mpigi, Gomba, Nakaseke, and Buyende. Police Force leadership explained the allocation of these quarters was in line with the constitutional requirement of nationalistic and patriotic police forces and shall ensure that members of the Uganda police force are rec recruited from every district in Uganda. It was further explained that quotas allocated to districts are based on the population projections as provided by the Uganda Bureau of Statistics (UBOS). The committee observed that the recruiting exercise had variances in the number of short- listed candidates per district. For example, Masaka City had 14, Masaka District had seven, Gulu City had 32, Soroti had 22 and Mitooma four. The committee queried the criteria used to allocate the said numbers. It further noted that in the circumstance where a district or a city did not meet the number for the quarter, the balance was given to the neighbouring district since districts are being cut often but stay within the geographical area. The committee was informed that variance in recruitment is based on the population quarter of which the formula is provided by the constitution and based on UBOS figures. The committee is satisfied that the variance in quarters given to different districts is justified. The committee noted that the recruitment exercise was centralised with the application being submitted at regional police offices and forwarded to police headquarters for processing. The committee recommends that whereas the Police Force conduct the recruitment exercise at the regional level due to COVID-19 pandemic, in future, the exercise should be done at the district headquarters as has been the practice. This will promote transparency in the exercise. Recruitment criteria for UCE leavers A total of 1488 applications were received and of these, 853 were found suitable for the next stage. These cut across all classes of driving permits. The recruitment exercise was in accordance with the second advert run by the Ministry of Internal Affairs. The committee noted that all interested persons had to file applications accompanied by a recommendation letter from local authorities, as proof that the applicant is a resident of a particular district, a Uganda Certificate of Education (UCE) with 4 credits including English and at least a pass in mathematics obtained not earlier 2018, a valid driving license for those applying for the position of PPC drivers and a national id card as proof of Nationality. The committee recommends that there should be a verification committee comprised of the LCIII chairperson, subcounty chief and GISO before the applicant submits the application to the police force to minimise forgeries. The committee is satisfied that the advert for recruitment was made public on print media, radio and television and therefore applicants were aware of all the requirements for the positions they applied for. Originality and Identity of Applicants It was alleged that most of the people shortlisted per district were not residents of the said district. A case in point was Masaka City

Thank you, Mr Speaker. I would like to thank the chairperson and the committee for the good report. I am interested in knowing how much fuel is allocated to the tractors in the districts. How much is set aside for their maintenance? You can buy road units, but you do not provide the fuel to run these machines. Secondly, Kalungu, where I come from, is among the newly created districts. However, we have only one small tarmac road of one kilometre that goes to a certain Catholic Church built by an individual. I want to know whether you have put money aside for every new district that has no single tarmac. When shall we ever have tarmac in new districts? What is the interest of creating districts and we just have those roads with no single tarmac? Lastly, on the issue of Kampala, I do not know whether they have looked at Salaama Road. There are matters of litigation in KCCA where the IGG stopped contracts from proceeding. Have you looked at that? What is taking place? We need these roads maintained. On the Kampala-Entebbe Expressway, the contract was supposed to have lighting but there is none and as a result, a number of accidents occur along that road. Can we know whether something has been done regarding the challenges on that road? We need to have lights because people are getting killed all the time. On the issue of the new districts, we would like to get an update when we shall get at least one main tarmac road for a district. Buhweju is here – (Member timed out.)

I want to thank you very much, Madam Speaker, for that good communication. My interest goes to the Ministry of Education and Sports. Madam Speaker, I raised an issue here about the closure of Primary Teachers Colleges (PTC) and core PTCs. As we talk, the colleges are not functional and the tutors have not been placed anywhere. Secondly, recently, I watched, on TV, a school in Arua with over 300 children in one class; others - 400 pupils - were studying through the window struggling to get the white man’s knowledge. All these are areas of bullying of children. Madam Speaker, you directed this ministry; so, we cannot sit in this House without getting a statement from the Ministry of Education and Sports on what procedures they are following to close teacher’s training colleges. Yet, we are going to lose teachers and shall be lacking teachers in the near future. What is the future of those colleges since they are being closed? I have a college in Kalungu called Kabukunge Primary Teachers College. As we talk, the principal is worried, he has no money. They have no funds, tutors are not paid and they do not know their destiny. We would like to know: are we getting graduate teachers? How are they prepared? What is the National Council for Higher Education saying about this particular programme? Madam Speaker, we need to know from the Ministry of Education and Sports. Otherwise, we are in trouble; teachers are retiring and others are leaving the profession. So, who is going to replace those that have left when colleges are closed? Hon. Muyingo and his team, educated as they are, are keeping a low profile and not informing this House the status of teachers.

Thank you very much, Mr Speaker. I thank the chairperson and the committee for the report. They recommended the recruitment of teachers and non-teaching staff in secondary schools or Government-aided schools. Recently, the Education Service Commission advertised, teachers applied and they were interviewed. After the interviews, successful candidates were given appointment letters. However, you cannot go to any district without posting instructions. The teachers are out there in the country without posting instructions. We want the Minister of Education and Sports to tell us why the teachers have appointment letters without posting instructions. Secondly, the Science teachers who were posted in our rural schools, especially secondary schools, teach for only one day and come back to teach in Kampala schools. If our committee had gone to the villages to sample, they would have had a balanced report, and they would have sampled the town schools and rural schools. Next time, let them sample the schools in Nakasongola, Kalungu and Kampala so that we have a balanced report. I thank you, Mr Speaker.

6127 THE E L E V E N TH PARLIAMENT OF UGANDA TUESDAY, 8 N OVEMBER 2022 THE MINISTER OF STATE FOR AGRICULTURE, ANIMAL INDUSTRY AND FISHERIES (ANIMAL INDUSTRY) (Lt Col (Rtd) Bright Rwamirama): Madam Speaker, on behalf of Minister of Agriculture, Animal Industry and Fisheries, I wish to respond to the questions raised about the status and the actions of Government in controlling animal disease, specifically the Foot and Mouth Disease (FMD). We have uploaded this report on the intranet. We have an introduction where we are talking about how FMD affects animals and its economic consequences, and how it is spread. I wish to state the status. From January to October 2022, 22 districts reported FMD outbreaks. These include Adjumani, Amuru, Bukedea, Ibanda, Jinja, Kalungu, Kapchorwa, Kayunga, Kiruhura, Kween, Kyotera, Lyantonde, Masindi, Mpigi, Nakapiripirit, Nakasongola, Napak, Ntungamo, Sembabule and Tororo. It is also important to note that quarantine restrictions were lifted in 11 districts, which is 50 per cent of the affected districts since then. Action taken by the Government In Uganda, FMD prevention and control is achieved through animal movement control (quarantine restrictions) strategic/ring vaccination and awareness creation campaigns. With regard to vaccination, given its cost implication, the strategy adopted by the ministry is to conduct strategic/ring vaccination where an outbreak is reported. Ring vaccination entails vaccinating all the immediate herds surrounding the affected herd so that the disease can be contained and eventually, controlled without causing serious socio-economic consequences. Colleagues, the success of ring vaccination hinges on the timely reporting of the diseases. It is, therefore, important that disease outbreaks are reported as early as possible so that measures of prevention can be instituted in a timely manner and cost effectively since only surrounding herds will be vaccinated to prevent the spread of disease to other areas. We have insisted on this strategy because we do not get enough doses to vaccinate the national herd. You must be aware that Uganda has almost 17 million herds of cattle, 17.4 million herds of goats, five million sheep, 4.5 million pigs and all these are susceptible animals to FMD. Due to limited resources, we came up with this strategy. When it is reported early, this strategy works but we are looking forward to when we have enough resources to make sure that we do it and cover the entire national herd. Currently, a combination of animal movement regulations through quarantine restriction and ring vaccination remains the most appropriate approach for FMD control in Uganda. Colleagues, the following actions have been undertaken to contain the current FMD outbreak in these affected areas. These include: i) Institution of quarantine restriction at the subcounty level and areas within the 20-kilometre radius to prevent the spread of disease. This involves the prohibition of the movement of cattle, goats, sheep, pigs, their products and by-products from, to, through and within affected areas. Livestock markets, slaughter places including butcheries and animal shows within the affected subcounties were also closed. This is premised on the “prevention is better than cure” adage; ii) The ministry plans to vaccinate the susceptible livestock in the affected 22 districts listed above with 930,200 doses of FMD vaccine expected in the country this week on 10 November 2022. The next consignment, which is 1.6 million doses is expected in the country in two months’ time. You must observe that this is not adequate but once deployed effectively, it does prevent FMD to some extent;

Thank you, Madam Speaker, for that good information and that good survey. However, there are a number of issues I raised here and you directed the Minister of Education and Sports to come and respond to them. I do not know why the ministry is refusing to respond to these issues. The New Vision last Sunday ran a story that there are 286 secondary schools in Uganda without headteachers. They went on to give the details of these schools. I raised the issue here that teachers have run out of teacher training colleges. Tutors are not teaching and we are not going to have teachers in the near future. Recently, when the blind children were burnt, the Minister of Education and Sports went there and said that she never knew the school, yet, it is a Government-aided school with teachers on the payroll. Therefore, could we get time to find out why we raise issues here on the Floor of Parliament, you give directives to ministers and they adamantly refuse to come back to respond to the issues we give? If they continue holding these matters, these are the challenges we have. Madam Speaker, right now, Science and some Arts teachers are getting Shs 4 million. I was talking to Hon. Muruli Mukasa. He recently said that he is going to deduct the money from the Arts teachers who got the Shs 4 million. I raised the matter here inquiring about what was going to be done to Arts teachers who were not given the Shs 4 million. The minister promised to come here and explain but nothing is happening. Headteachers are running out of offices to become blackboard teachers. Schools will no longer get teachers who want to become headteachers. The issue of education is very serious. In Kalungu alone, we have over 30 primary schools without toilets. Government has released money for only two schools to build [Mr Kaberuka] COMMUNICATION FROM THE CHAIR

The chairperson’s argument is that these sites which we are adopting are not properly verified. For example, they want to declare Villa Maria the first brick house; the district where it is located is said to be Masaka, but it is in Kalungu - and we are adopting a schedule. The only argument that can be carried is that this list was solicited, but adequate verification has not yet been done. If we adopt it as it is, where do we go from here? That is why, if the minister is given time to come up with a verified schedule to be adopted, it may carry water.

4352 PRIME MINISTER’S TIME have gone through. It has had an impact on the parents, teachers plus the students. You will get the sad information, after the results are out, because you will get to know that a big number stayed out because of those hurdles. Universal Primary Education schools are supposed to pay nothing. If they are paying Shs 150,000 for e-registration, it is as if they have paid for UPE funds for the last seven years. Are you getting me? So, you either make it free as you gave it to them or not. Otherwise, if you put a charge on parents, children are going to stay without studying next year and they will not be paying because they cannot afford. You know very well you are not buying reports for schools and reports are paid for by parents. Those who cannot afford do not get reports in UPE schools. These are facts you cannot run away from; whether in Alebtong or Kalungu. These are known everywhere. Let us take that keen interest, as the Speaker said, and have a win-win situation. Once parents are impacted on paying, with this lockdown and the economy, that is why you are going – those are the questions. You started with one million children in P.1 but at pre- registration in P.7, you have less than 600,000 children. Where are the 400,000 disappearing to? One of the factors might also be that one. This is in good spirit.
