A member said farmers in Kashari South cannot buy vaccines because the government controls supply, causing cows to die. He urged that farmers should be allowed to purchase vaccines to protect their livestock. The issue was raised by the member for Bukanga.

Honourable colleagues- I really feel for Hon. Robina Rwakoojo on what she raised and what Hon. Itungo is raising, about Kashari South. I have met many farmers who have said that the Government has controlled the supply of these vaccines. You do not have the capacity to supply them; I have my money and my cows are dying but you cannot allow me to buy these vaccines, what do you want me to do? I was in Kazo over the weekend and I shared this with the people. Whereas people might say that we give for free and I understand it is a farmer. If you have been supporting other crops we could do that but this business of not having an option for people to buy their own vaccines yet we cannot allow them - when their cows are dying. You would rather give them the option saying; “the vaccines are available but pay” and they save their cows. What does it help for us to stop them and the cows die because we do not have the capacity? Yes, the honourable Member for Bukanga.

17727 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 7 AUGUST 2025 in Ntungamo District, had been fully upgraded to health centres III by the time the committee did the oversight. Works to upgrade 41 health centres II were ongoing, with the majority of the projects making less than 50 per cent progress. The details are attached in Annex II. Upgrade of the remaining 81 health centres II had not started. The committee established that out of the 62 health centres III earmarked for new construction under the UgIFT II programme, only three: Kasangati Health Centre III, Kakindo Health Centre III in Kakumiro District, and Kikooma Health Centre III in Kyankwanzi District had been completed. Construction of 28 health centres III was still ongoing, while works for 31 health centres III had not yet started. See details in Annex III. The committee further established that the progress on implementation of various construction projects of new health centres III and upgrade of health centres II to III was largely characterised by defective works, prolonged delays in completion by contractors, including the UPDF Brigade, due to lack of supervision by local government leadership. All project- related decisions, including contract award and the procurement of equipment, were managed by the Central Government. Non-compliance with the standard project design The committee discovered that essential documentation regarding contracts and BOQs was absent, and the Ministry of Finance, Planning, and Economic Development delayed releasing funds, all of which affected the effective execution of the projects. There were double payments to some of the contractors by the Ministry of Health arising from a change of policy to award contracts, particularly to the UPDF Engineering Brigade. A case in point is Shs 400 million for the completion of the Ober Health Centre IV in Lira City maternity ward and theatre that was channelled directly to the Ministry of Defence by the Ministry of Health, well aware of another running contract with BP Enterprises and Construction Company Limited. See the letter attached in Annex IV. Other specific examples of such construction and upgrade projects include Kachuru Health Centre III in Butebo District, Rushare Health Centre III and Ruhare Health Centre III in Mbarara District, Kichwamba Health Centre II in Mbarara City, Kyabakuza Health Centre II in Masaka City, and Kabbo Health Centre II and Gayaza Health Centre II Mubende District. The committee observed that whereas Parliament approved Shs 552.6 billion to address infrastructure gaps in local government countrywide, a significant number of subcounties and town councils across the country still do not have health centres III. No work had been done on 81 out of 124 health centres II earmarked for upgrade to health centre III. Similarly, 31 out of 62 planned new construction of health centres III in subcounties without any Government health centres III had not even started. The committee observed that the upgraded health centres II and the newly constructed health centres III were not fully functional, largely due to inadequate staffing. There was adverse mismanagement of contracts by the Ministry of Health that involved re- awarding of already running contracts to the Uganda People’s Defence Forces (UPDF) Engineering Brigade in total violation of the Public Procurement and Disposal of Public Assets (PPDA) Act. There was a likelihood of fraud in the management and implementation of various Uganda Intergovernmental Fiscal Transfers Program (UgIFT) projects across the country. The Government had not yet fulfilled its pledge of establishing health centres III in every sub- country across the country.

Thank you, Madam Speaker. The annual crime report of the Uganda Police Force 2024 shows that since 2020, the total number of people who have died in road accidents is 22,306. Five thousand one hundred fifty four (5,154) people have died in 2024 only. This reflects a fatal increase of 7 per cent from 4,000 in 2023 to 5,000 in 2024. This is very alarming. In 2023, the Speaker convened a meeting of Uganda National Roads Authority (UNRA), the Ministry of Works and Transport, the Police, the Leader of the Opposition, the Ministry of Health, the Chairperson of the Committee on Physical Infrastructure, and the Shadow Minister for Works and Transport. Resolutions were made and adopted by this House. The Minister of Works and Transport pledged to implement those resolutions. However, those resolutions have never been implemented in respect to the accidents. Even before I go to the second one, the minister should update us on those resolutions; how they were implemented, if they were implemented. Secondly, the minister is lamenting. He convinced us here, together with the Minister of Public Service, that whatever they were doing in rationalisation was in this country’s best interests and that they were promoting effectiveness in the ministry. At least UNRA was managing the debt. Now you are failing to even manage the debt. Where we come from, through Sheema District, Mbarara District, to Buhweju, the road is impossible. It is a national road. Now, you say that you have no money, and so you will not be moving from Mbarara to Bushenyi. You are lamenting. Finally, the arrears: the high cost of financing the foreign companies. Why don’t we support the local companies? All these companies you are talking about have arrears amounting to almost Shs 1.581 trillion; most of this is to foreign companies. I [Mr Ecweru] MINISTERIAL STATEMENT

Thank you, Mr Speaker. I thank the chairperson and the committee for the good report. I begin by supporting your idea of paying bills from the source. I sit on the Committee on Health and during the time of budget framework papers and ministerial policy statements, all regional referral hospitals had water bills of over Shs 500 million, except for other entities that I do not sit on the committees. Saving that and paying bills from the source will solve many problems. In the wake of the drying up of the river Rwizi in Mbarara city and Mbarara District residents have suffered water shortage. Especially public entities like facilities. Bwizibwera health centre IV sometimes especially women who have come to give birth are told to come with their own water.

Thank you, Hon. Ssewungu. When I see some of these things, I ask myself: “What is wrong?” Who provoked this? Sometimes, these are people who are even against the state. The journalist I saw, whose eye was operated on - I do not think the person who did it loves his Government. Some overzealous people are destroying the image of the Government. I ask myself, what would provoke you to hit a journalist? I saw pictures which I could not tolerate. Hon. Bahati, are you - no, let us first get a response. I will allow you. As Hon. Bahati comes to address us, honourable colleagues, in the public gallery this afternoon, we have a delegation of students and lecturers from Bishop Stuart University in Mbarara District. Thank you, Mr Speaker. First of all, thank you for welcoming my people in the gallery who are from my district, and my established skilling centres. I thank the honourable minister for the statement. Yesterday, as I was coming back from the constituency, I passed by Mbarara District Headquarters now located at Bwizibwera. After seeing so many people crowded, I wanted to know what was happening. I witnessed many people gathered there and not being worked on, not because the people who were working on them did not want to, but because the process was very slow. I asked the girl who was working with the machine and she told me they could only work on only 50 people per day. Mr Speaker, very many people were already gathered outside and the majority of them were youths already shouting. We tried to gather them so I could speak to them and we agreed that every day since they already know that they work on only 50 to 60 people, they should only register those on paper – (Interruption) - I was saying that we agreed with those people that in order not to make people get tired of the exercise because people go there very early in the morning and spend the whole day there and in the evening, they are told to go back because they are only working on 50 people. This will make them hate the exercise. Secondly, most of our parish headquarters have no electricity. Therefore, all people who were going to the parishes were bounced back to where there was electricity. People felt they would rather be registered there instead of going to where there is no electricity. At the end of it all, it will turn out that on the polling date, people are not in their respective parishes

A member asked for more skilling centres in the Ankole region, noting only one exists and admits few students. He also mentioned that Kanyaryeru primary and secondary schools, plus a UPE school, were started in Mbarara District and are not owned by the President.

Thank you, Mr Speaker. I would also like to associate myself with the honourable minister’s report. However, the issue of skilling does not come out. For instance, in the greater Ankole region, we have only one skilling centre, which sometimes admits about 10 students from every district. I think it is extremely inadequate, given that we have big numbers that would like to partake of this opportunity. If you could give more information about skilling and what the policy pertains, I would be very grateful. Secondly and lastly, Mr Speaker, I tried to stand up, but I did not catch your eye. Nonetheless, I would like to inform this House. We may not have needed to go to that extent because Kanyaryeru primary and secondary schools were started during my time as the Chief Administrative Officer (CAO) of Mbarara District, at that time. These schools do not and are not in any way owned by the President ( Interjections) - I did ask for some permission. They are not in any way owned by the President. They are just a seed school and a UPE school in that particular subcounty. (Interjections) I beg, honestly – (Interjections)- If you want to get proper information, get to me.

Thank you, Mr Speaker, for allowing me to pay tribute to the late Hon. Joyce Mpanga, one of the first women to join legislative politics. Like my honourable minister Huda, I was not in the Sixth Parliament but allow me to say that history gives us a chance to relate and speak about people that we have not grown or worked with, but simply because what they do in their journey of life speaks volumes even when they are long gone. People can still learn one or two things from them. As a young girl growing up in rural areas of Mbarara district, Hon. Joyce Mpanga is one of the people that I grew up looking up to, admiring whether one time, I would also be like her because of her selfless struggle for women’s emancipation and being a champion of equity and equality. Reflecting on her book, “ It’s a Pity She’s Not a Boy”, and how her maternal grandfather used to love her and relate with her - but along the way being disappointed because she was not a boy tells it all. I believe it is where she derived the courage to work very hard to show that whether you are a boy or a girl, you can still make it in life. I would like to say, “thank you” Hon. Joyce Mpanga, for breaking the barriers for us, as women, today. (Applause) We can sail through now, we can go to politics and compete with whoever you want to be.

10927 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 15 NOVEMBER 2023 programmes. Sub-titling of voice in most programmes on TV, like it is done in international media, is a reform that can help bridge the gap. We need to consider this as a matter of urgency. v. Persons with a combination of hearing- speech-and-visual impairments require the ministry in charge of technology and innovations to prioritise the area of tactile technology. This helps people with hearing, speech and visual impairment to communicate. It is an innovation that thrives on the sense of touching and manipulation of hands between a helper and a person with such a disability. This is very transformative in the lives of persons with a combination of the three impairments. vi. Persons with Albinism require Government agencies like Uganda pharmaceutical industries and other local scientists to prioritise products such as sunscreens, face balms, among others, which are currently imported and expensive. vii. Persons with Spina Bifida condition require innovations in the local production of affordable organic diapers, among other materials, to strengthen accessible care for children with this category of disability. viii. Similarly, children with hydrocephalus require innovations in the production of free or subsidised supplies such as shunts. Shunts are medical tubes used in health facilities to drain extra fluids from the heads of children with hydrocephalus. Most parents of such children cannot afford these critical supplies, yet they are not adequate in our health facilities. ix. Persons with short stature require Government interventions to make adjustments for reasonable accommodation. For instance, there is a need for the Ministry of Finance, Planning and Economic Development to issue a circular to banks to have a certain percentage of ATM machines at a lower height to cater for persons with short stature – what we call “little persons” in Uganda - who keep complaining of inaccessibility. There is also need for adjustments by the ministry in charge of sanitation, in the height of some toilets in public places to accommodate persons with short stature, among other adjustments for reasonable accommodation. Madam Speaker, the above are some of the few examples to demonstrate the urgent need for the different duty bearers to prioritise the promotion of innovations for disability inclusion. Madam Speaker, since the inception and as a practice, commemorating this day is organised on a regional rotational basis. Last year it was in Northern Uganda (Kole District) and this year, the day will be commemorated in the western region. The approved venue for this year’s commemoration is Mbarara District in western Uganda, which was selected among others, based on its timely expression of interest, and other suitability considerations, to host the event. Madam Speaker, the Chief Guest for the national commemorations is expected to be the Rt Hon. Prime Minister of the Republic of Uganda. My ministry constituted a National Organising Committee (NOC) comprising of representatives of ministries, departments, agencies, non-state actors, and the host local government, to spearhead arrangements for the event. The pre-event and D-Day activities include: assessment of some persons with disabilities for assistive devices, distribution of assistive devices, a National Disability Symposium with panel discussions on innovations for disability inclusion, HIV screening, blood donation, cancer screening, media engagements, provision of dummy cheques for selected groups in the region; that is the national special grant, exhibitions of inclusive innovations by the private sector and Government agencies, among others.

Thank you, Madam Speaker, for the opportunity. Congratulations upon our twins. This is a commemoration day but I request that while the commemoration takes place, the ministry comes up with something that will stay in the memory of the persons with disabilities in Mbarara District. For example, we can go to a school and designate it as accessible for persons with disabilities. On that day, I am very sure that very many persons with disabilities who lack facilities will throng the occasion. Have they prepared wheelchairs and walking sticks for these people? Let us not only commemorate but plan to serve the people that will be at that occasion. The date has not been given to us – (Interjections) - Is it the 3 rd of December? Okay . Thank you. I take this opportunity to invite all our honourable Members of Parliament to Mbarara on the 3 rd of December.

8602 STANDING COMMITTEE REPORT 6. The Principal Assistant Secretary, Mr Muganzi Samuel, was acting in several administrative positions: Secretary to the Land Board, transport officer and Chairperson Physical Planning Committee, among others. This has serious implications on his performance and also raises suspicion on the motives of the assignments. 7. There was negligence and connivance by staff to ring-fence key positions. 8. The committee observed that the Principal Assistant Secretary and the Senior Human Resource Officer had presented forged accountability documents to the committee. Committee recommendations i. The PS/ST should hold the accounting officer personally liable and reprimand him for failing to perform his duties and causing the return of funds to the consolidated fund. ii. The accounting officer should relieve the current secretary to the District Service Commission (Mr Joel Munyagire) who has been on assignment and replace him with a more competent officer as the district undertakes the process of substantively filling the vacant positions of Secretary Districts Service Commission. iii. All the vacant positions that have been cleared by the Ministry of Public Service should be filled expeditiously. iv. The PS/ST should hold the accounting officer personally liable for causing financial loss to the Government through the unnecessary re-advertisement of the same position which had already been advertised earlier on. v. The Principal Assistant Secretary (Mr Samuel Muganzi) and the Senior Human Resource Officer (Mr Patrick Businge) be investigated by police for the alleged forgery of accountability documents with a view of possible prosecution. Madam Speaker, in the interest of time, the next is Hoima City and I will request that Members look at the details and I will go to observations and recommendations. But just to throw more light, the audit report revealed after a review of the trial balance that the division did not disclose account item codes for transactions amounting to Shs 720,895,147 and that is under Hoima City West Division. The committee made observations and recommends that; 1. The PS/ST should reprimand the accounting officer and hold him personally liable for contravening guideline 2.8 as mentioned above, 2. The accounting officer should always ensure strict adherence to guideline 2.8 as stipulated. Vote 537: Mbarara District Local Government with (unqualified audit opinion). Madam Speaker, under this we are looking at titling and transfers. The audit report noted that the entity had 78 pieces of land measuring approximately 235.6533 hectares. The entity did not have land titles for 68 pieces of land measuring approximately 113.9423 hectares and the entity had taken 49 years from the time of acquisition without obtaining those documents. Just to take you to the observations, the committee observed that; i. Laxity by the accounting officer to title the land and this contravenes Section 49(c) of the Land Act, cap 227. ii. Some steps had been undertaken to have certain land titled; iii. The district is involved in a number of land disputes. A case in point is one involving one of its tenant called King of Kings (2.5 acres) which matter had been hampered by the prosecution case at the anti- corruption court, and another case is one involving the district and a company called AMPROC Inc., where AMPROC Inc. sought for 49 years lease of district land and paid a total of Shs 200 million out of Shs 1.1 billion premium as per the

8603 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 10 MAY 2023 agreement, and was supposed to settle an outstanding balance of Shs 900 million within five years, following delays by the tenant. The district, on the other hand, assumed that the Shs 200 million was meant for monthly rent contrary to the agreement. iv. There was also laxity on the side of the tenants to fulfil the agreement as it had been suggested. The committee recommends that; i. The accounting officer should engage AMPROC Inc. and have this matter resolved as advised by the Solicitor- General since the company had already made a down payment of Shs 200 million. This would save the district from unnecessary legal consequences and causing financial loss to the Government. ii. AMPROC Inc. should fulfil its obligation as guided by the Solicitor-General and complete the payment (balance) left as per the valuation report. iii. The accounting officer should make sure that follow up is made to obtain the ruling from the Anti-Corruption Court to guide on the process of engaging King of Kings ministries in resolving the land matter. iv. Finally, the accounting officer should ensure that all lands belonging to Mbarara District Local Government that have been encroached upon are freed from all encumbrances and fully documented and titled. Unutilised land Madam Speaker, to take Members faster, I will go to the recommendations. The committee again recommended that; i. Since there are several land issues in Mbarara District Local Government, the committee recommends that a forensic audit be conducted on all public lands and land owned by the entity. ii. The accounting officer to ensure that all untitled land are given priority in the next financial year. OTHER KEY AUDIT MATTERS IN LOCAL GOVERNMENTS (GENERAL AND CROSS CUTTING ISSUES) 3.1 Budget performance for Financial Year 2021/2022. The committee has considered audit reports for 35 votes under local government for Financial Year 2021/2022 that were appropriated public funds and in total 39 entities audit reports were considered. 1. Total appropriated budget to local government for Financial Year 2021/2022. Madam Speaker, Parliament appropriated a total sum of Shs 5,995 billion to all local governments out of which Shs 5,426 billion an equivalent of 91 per cent of the approved budget was warranted and released to local governments for service delivery. The shortfall in revenue performance is Shs 568 billion during the financial year based on the warrants. 2. Local revenue performance The total local revenue approved for all the local governments is Shs 223 billion, of which Shs 131 billion was released back to the local government representing 59 per cent. These warrants/releases are based on what the local government collects, and is deposited with the consolidated fund, as part of the requirement of Section 29(2) of the Public Finance Management Act, 2015. The 35 local government votes considered in the audit report had a total approved budget of Shs 41.4 under local revenue.

Madam Speaker, there is no lake in Mbarara and so, there is no fishing activity in Mbarara District. On Parish Development Model, even last weekend, we had a meeting and people are still complaining. The money has reached the parish but there is no progress. There are ghost groups and ghost members in the groups. They are going back to do auditing to ensure they get the right people. Honourable members, as we do the forensic audit, which the committee has the requested, someone else can be the accounting officer. Do not sack him before we have evidence. Let us have another accounting officer other than him. THE MINISTER OF STATE FOR FINANCE, PLANNING AND ECONOMIC DEVELOPMENT (General Duties) Mr Henry Musasizi: Madam Speaker, in the Public Finance Management Act, which I proudly associate myself with, we were explicit on accounting officers with audit queries arising from the Auditor-General’s reports. Where an accounting officer has queries, he or she should not be appointed. Here we are, faced with a scenario where the accounting officer of Mbarara District has been found with audit queries that he cannot justifiably deal with. Therefore, I would like to commit to this House that we shall take action and inform the House about our action through the Treasury memoranda. Thank you.

Thank you, Mr Speaker. All of us are rotating around money or financial inclusion because all the things require money. Mindset change, mobilisation - almost all pillars involve money. Mbarara District has 43 parishes and almost all of them have received money save for one parish of Nyamiriro where my brother Hon. Basil comes from. However, no one has accessed that money. One reason is that people have been told to open individual accounts. People have been calling me - some of us represent rural areas. Mbarara District is a rural area and people are told to go to Mbarara City where the banks are, to open accounts.

Thank you, Madam Speaker. I want to thank the minister for the statement. However, my case is a unique one and I want the minister to pay attention. Mbarara District received money from the Uganda Road Fund for district and subcounty roads. We have a central mechanical workshop which is meant to service graders and all the road equipment but the workshop is not facilitated. All the graders are grounded. The money is on the accounts of the subcounties and the districts but the roads cannot be worked on because the graders have no tyres and spare parts. They are just there. The money is idle on the accounts and the vehicles are not doing anything. Honourable minister, I want to bring to your attention that the central mechanical workshop

6958 SECTORAL COMMITTEE REPORT d) Be healthy and willing to undergo medical and physical tests. e) Have no criminal record and this proof of good citizenship was LCI and DISO signatures and recommendations. The quotas were distributed as follows: a) 8,400 were shared nationwide based on the district population size. b) 1,000 were mechanics and drivers. c) 600 were scientists qualifying to join the Air force. d) 100 Medical personnel e) 100 brass band musicians f) 50 specialised sportsmen and ladies The committee findings The committee observed that the recruitment covered 146 districts and the recruitment plan covered 134 districts. The 12 districts were accommodated within their former districts, since their district headquarters were not yet established. Quotas allocated to each district were based on the Uganda Bureau of Statistics population data of 2020. On this note, districts like Mitooma, Sheema, Rubirizi, Bushenyi and Buhweju had their recruitment centre at Bushenyi District Headquarters, which was their mother district as well as Greater Mbarara of Rwampara, Isingiro, Ibanda and Mbarara City and Mbarara District as well. Due to COVID-19 restrictions, the recruitments were done on zonal levels. For instance, the UPDF recruited a total of 163 people from the districts of Nebbi, Zombo and Pakwach. Here the recruitment centre was in Nebbi. All those that attended were recommended by LCIs and DISOs. Nebbi District was a recruitment centre hosting the other two districts. Despite their quota being 57 for Nebbi District alone, 163 recruits were recruited at the zone. While recruitment is not based on tribe, most of the recruits that came from Nebbi were the Alur, as per their identity cards. The committee was informed that a total of 195 people were recruited from Tororo District and most of their documents were verified by LCI chairpersons of various villages of applicants to ensure that they had no criminal record - and not necessarily to prove their ethnicity, tribe or place of abode. Attached are the copies of IDs and letters of recommendation; letters from LCs and recommendations by GISOs as well. However, this was misunderstood to mean proof of nationality. The committee recommends that LCs and the general public should be sensitised on recruitment procedures and guidelines, in accordance with the UPDF Act of 2005. Advertisements should be clear, easy to understand and should be published in all local newspapers and local radios for wider coverage. There were alarming numbers of forged academic documents and the Uganda national identity cards. Recruits who did not have national IDs, but had already applied were not allowed to use their national identification numbers because it was difficult to attach the face to the NIN. Verification of all other documents required more time and finances, which had its own limitations. The recruitment period should be long enough to allow time to verify all the required documents by the relevant Government institutions and agencies. The national identification numbers should be allowed as long as their genuineness can be verified. The recruitment process should be financed to undertake most of the required activities to avoid haphazard work. The recruitment was done for all Ugandans, as long as they had national identity cards and their LCI or GISO or DISO confirmed that they had the required documents verified by LCIs, DISOs, GISOs, as proof of no criminal record. The committee recommends that there should always be proper scrutiny or vetting of these
