Thank you, Mr Speaker. It is also my maiden speech when you are in the Chair. I also extend a word of congratulations to you. Hon. Ssewungu is reminding me to receive and appreciate the leaders of the Bakiga Community from Kanungu. (Laughter) I welcome my leaders from Kanungu; we had already welcomed them. Mr Speaker, yesterday, 14 July 2026, Hon. Andrew Kaluya Kiiza, the Member of Parliament for Kigulu County South, raised a matter of national importance regarding the death of learners at Makerere College School, Mengo Senior Secondary School and Gayaza High School, which he attributed to a suspected new strain of malaria. I undertook, in my initial response yesterday to this House, to come up with a comprehensive statement on the matter. That is why I am here. I think Hon. Nambooze of Mukono had also raised that matter on the list of issues of national importance yesterday. On behalf of the Government of Uganda and the Ministry of Health, in particular, I extend our deepest condolences to the families, guardians, school communities and fellow learners of the four learners who have tragically lost their lives, and to the families affected by the other recent incidents at Naalya Secondary School, Ndejje Secondary School, Katakwi Secondary School and Kakiri Secondary School. No parent should send a child to school and receive news of this nature. So, we convey our condolences to the families. MINISTERIAL STATEMENT

91 THE TWELFTH PARLIAMENT OF UGANDA WEDNESDAY, 10 JUNE 2026 promote sciences, for us who are saying, it is a good thing you are paying science teachers better, we also said, pay the arts teachers better. Away from that, now that you promote sciences and young people are graduating as medical interns and so on, do not make it ironical by failing to facilitate them and then discouraging the younger ones who will say, maybe it is not attractive to study sciences. Please follow through. Finally, Mr Speaker, it is good that the Vice- President has given us an assurance to follow up on these missing persons, including the name that I have mentioned, the most recent one, Christopher Godi, aka King Zale. Let us follow up, produce these people in court, including John Bosco Kibalama. The Prime Minister is mocking us here by saying, the Kibalama I meant was the chairperson of her village. Which one? You said Kibalama was arrested; he killed people. You need to come with a report because it is here that you told us. We were asking you about John Bosco Kibalama, and you told us that the person was arrested for certain offences. That is the one we are talking about. Please, do not mock this House. We are waiting for the responses. Mr Speaker, pursuant to Rule 15(2) of our Rules of Procedure, which mandates the Leader of the Opposition to constitute and designate colleague Members of Parliament to the shadow Cabinet, I have the honour to submit the duly constituted shadow Cabinet for the 12 th Parliament. Thank you, Mr Speaker. On behalf of the people of Kigulu South Constituency where my brother met his fate, I wish to convey heartfelt condolences to the nation, the National Resistance Movement party, and the family. Like Hon. Lokwang thanked the people of Busoga, I should reiterate by thanking the people of Bukoona, specifically Kakongoka Village, where my brother perished. The accident happened at around 1.30 a.m. but people woke up and protected - after trying to save our brother, they found him dead already, but they made sure they took security of his belongings including sensitive security gadgets that were in his vehicle until the police reached the scene. That said, I served with my brother in the Ninth Parliament on the same Committee on Appointments. I remember that there was a testing moment when the Head of State had a special presidential nominee who had issues of integrity. Myself, Hon. Rusoke, Hon. David Ochwa, and the late Gen. Elly Tumwine said a big no to this candidate who was before the committee for approval on the grounds of integrity. The president summoned members of the Committee on Appointments to the State House to explain the reason we are declining this approval. We had to deploy our brother who was so aggressive in presenting to tell the President why we had objected to this approval. When the President explained, but the Member told us afterward that, “You people, we have tried to push - for the sake of harmony and our party chairperson, let us concede.” We came back respecting his guidance and advice and approved that nominee. Because the man was good at influencing, we finally had to comply with that recommendation. In the Ninth Parliament, I was a chairperson of the Committee on Defence and Internal Affairs. That was the time we vehemently pushed for the disarmament exercise in a bid to pacify the Karamoja sub-region. Most of the Members from the sub-region were negative about the disarmament. But it is the honourable member lying before us who took the lead in convincing, including taking us to Karamoja to convince people to accept the peaceful handover of arms and ammunition in a bid to have peace in our country. When things did not go well in 2016, he became a member of the Central Executive Committee (CEC). I was deployed at the NRM Secretariat but he had special traits not all CEC members had; of visiting every office at the Secretariat. Whenever they were to go for a CEC meeting, he would move from office to office saying; “You people, what are the issues? What information do you have here? We are going to meet, what are the issues we should be sharing in the CEC meeting?” This is the type of leader we are seeing off. On behalf of the NRM Secretariat, more so those I worked with, we thank him for being a special boss, a master who knew how to relate with juniors in that office. We say farewell to our brother. Rest in peace. Thank you for the job rendered to this nation.

Thank you, Madam Speaker. On behalf of my people of Kigulu South and my family, I want to pay tribute to our fallen hero lying before us. If the fallen hero had not done a lot of mentorship, we would be lamenting a lot. I have to salute and commended her for mentoring so many people. Since the Eight Parliament, we have been interacting with her in the Justice, Law and Order sector review meetings, where she was always invited to lecture, counsel and give guidance to most of the legal fraternity and many of them have kept referring to her. A case in point is Lady Justice Abinyo Suzan- the one you introduced here and the Lady Justice Bamugemereire - if you look at their judgments; I think they have grasped very well the principles of their mentor. I thank God for her life. I want to thank everyone who has supported her during her tenure of service. May her soul rest in peace.

Compensation stands at 85 per cent as of today, and I pray that the remaining 15 per cent is expedited so that people get value for their money. The area where they have already compensated people and demolished houses is turning into a habitat for criminals because jungles and bushes have developed in this place. I request that you clear the neighbours that remained to be cultivating fast-growing crops instead of us having forests in this place and turning it into a security threat.
