Thank you, Mr Speaker. I feel the pain and frustration that Dr Kiiza Besigye is going through. In 2021, I was arrested when I procured an ambulance for Kitgum Municipality during the COVID-19 pandemic. I was subjected to very poor treatment and isolated in a very bad, small, and poorly-ventilated room. My senior, Hon. Nambooze called it a cubical. I did not sleep that night. Mr Speaker, I can feel the pain of Dr Besigye persevering in solitary confinement, having a passage of six gates to access him. He is confined and is not allowed to go for prayers out of everything. Mr Speaker, in history and on record, we have heard of very many political prisoners who have been given even time to give wishes to the public; the likes of Mandela and so many people. For Dr Besigye’s Christmas message to be denied to be published just because it had the words “rights and freedom” pains a lot. Mr Speaker, I really request that this House, and the Government in particular, put their feet in the condition of Dr Besigye, the pain he is undergoing, and many other Ugandans. If Dr Besigye can have the freedom to socialise with the prisoners, it will do less harm. Let him be given the freedom to socialise with his fellow prisoners. It is very important. The torment is terrible, Mr Speaker. (Member timed out.)

A member asked the Minister for Works and Transport to update on the survey of Kitgum Municipality airfield and to clarify a waiver for bus companies crossing Karuma Bridge, which is closed and causing double costs for the northern business community.

Thank you, Madam Speaker. I would like to begin by thanking the Committee on Physical Infrastructure for the good report that they have given us. I have admired the form and content. I would like to touch on the matter of the aerodromes – the airfields. Six months ago, we held a meeting with the Civil Aviation commissioner-general on Kitgum Municipality airfield. Kitgum Municipality airfield was scheduled to be among the top seven, including the Kidepo Airfield. We had agreed that the commissioner-general would send staff to Kitgum to survey the status of Kitgum Airfield so that it could be revived to the standard needed. Madam Speaker, I would like to ask the Minister for Works and Transport how far they have gone with the issues of Kitgum Airfield. It was supposed to be surveyed and the report given so that the work begins. Secondly, there is the issue of Karuma. I also admired the report given on the issues of Karuma Bridge. The business community in the northern region are incurring many losses due to the long routes and a lot of time the buses take crossing from the park. The committee laid a very vivid idea of creating a waiver but it did not specify the kind of waiver. I would like that to be clarified; whether the waiver will be in terms of giving some fuel or compensation to the bus companies so that they can cut the costs of the bus fares. At the moment, the cost is double than what it was before. In that way, our business community that crosses that bridge will be supported very well. Madam Speaker, the Karuma Bridge was constructed in 1963, one year after Independence. It is saddening for us, the people of the North, to find ourselves having the only bridge closed. All these years, the Government would have taken a step to construct an alternative bridge. We cannot wait to do a post mortem. Therefore, Madam Speaker, the Ministry of Works and Transport needs to be clear –

In Kitgum Municipality, about 300 LPG units were sampled and people still want more. The government plans to keep promoting LPG and other clean energy options.

12589 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 11 APRIL 2024 It is quite important that we strengthen their capacity and increase their funding to enable them to do that. You may not be surprised to find that many times – sometimes, you find some of the officers turn a blind eye to what they are supposed to protect because of the situation they are operating in. Mr Speaker, Hon. Mamawi passionately talked about the Zoka Forest, among other issues. I would like to let you know, friends, that the Government is not just interested in protecting the environment, and particularly Zoka Forest, but Zoka Forest is in a contested area of Apaa, which is between Adjumani and Apaa. As a ministry, we have tried as directed by Cabinet to replant and protect it. However, the conflict therein, which is not yet solved, is a challenge. The honourable member should take note that we are doing everything possible to protect Zoka Forest. A report was already raised out of that. Hon. Oguzu raised an issue on how we can balance the issue of clean energy vis-a-vis our local people and the Liquefied Petroleum Gas (LPG) or the clean energy we are promoting to our people. I would like to say that this is a global demand, because of the effects of climate change, each country has already spelled out national determined contributions, what a country can do to combat emissions. Globally, we are party and partners in this, and I am happy that we have also been going for these negotiations, that is globally demanded that each country puts in place measures that can calm down the emissions. Therefore, as a country, we know that many people might not be able to use the LPG. We, however, have other technologies that we are promoting, including the energy mix, which is catering for that. For instance, the energy saving stoves, which are in our villages, most of our people access them. We are also promoting solar cooking stoves which is also part of this. The LPG, because of the energy mix, we can have them in the urban centres. Recently, I sampled it in Kitgum Municipality with about 300 LPG and they are still demanding for it. We can keep on promoting it and then, we have separated interventions in different areas. It could not be the same. Otherwise, I appreciate the concerns. Mr Speaker, most of our colleagues have appreciated the effect of climate change and the need for the Government to step up interventions. My appeal is that we should provide more funds so that we can beef up this, because if we do not, we are heading for disaster. I thank the committee for analysing this and making all the possible provisions. Generally, many honourable colleagues have talked about the water sector, that its coverage is not enough in most areas. It is true, we cannot run away from that, but it is due to lack of funds. We should also appreciate, Mr Speaker, that as Government, we have tried to extend the water coverage across the country. We have also tried to restore the forest cover, but because of the funds and the human resource to use is limited. For instance, on the other side of the forest, we are trying to have more trained personnel so that they can respond. You also heard that NEMA who are supposed to be fire-fighters, they do not even have the means. The vehicles they have cannot enable them run up and down. I am happy that, that has been provided. Once it is approved, we are going to do our best. We have done what we can within the limited resources you have given us. However, we have recovered the forest cover, and then we have tried to extend the water coverage in the circumstances that the funding was still limited. The –(Member timed out.)

Thank you, Mr Speaker. Allow me to make a statement on the forthcoming 61 st Independence Day anniversary celebrations, which will take place on 9 October 2023 in Kitgum District. On this special occasion, all Ugandans, irrespective of their religious, political or tribal differences, come together to celebrate our freedom from colonial bondage. It is on this day that Uganda attained her independence after 70 years of British rule. The theme for this year’s celebrations is: “Sustaining a United and Progressive Nation: Taking Charge of Our Future as a Free Nation”. The theme recognises our nation’s history and the compatriots who patriotically provided and sustained the leadership, ideology and momentum towards self-rule. It is rooted in the ideals of our independence founding fathers who visualised a country based on the rule of law, democracy, socio-economic transformation and good governance. This time round, the celebrations will take place in Kitgum District at the Kitgum Farm Institute, Kitgum Municipality. The Chief Guest will be His Excellency Yoweri Kaguta Museveni, the President of the Republic of Uganda. He will be joined by all Ugandans and other high-profile foreign dignitaries. Mr Speaker, many activities to celebrate this day have been lined up, among which will be honouring 41 individuals with national medals for the extraordinary roles they have performed in uplifting our motherland, Uganda by His Excellency the President. The Office of the President, working jointly with a German international Non-Government Organisation called Bazungu-e.v, together with the Prince Kimbugwe Foundation have offered free eye surgical services for people with eye challenges in the Acholi Subregion. Over 1,163 patients were screened and out of these, 153 underwent eye surgeries and 557 were provided with eyeglasses, while others received treatment. All Ugandans have been invited to attend these celebrations. There are only a few guests, numbering 800, who will sit near His Excellency the President and they will be required to undergo COVID-19 tests. The tests will start on Friday, 6 October 2023 at the Kitgum Hospital for people in the Acholi Subregion and in Kampala, two testing sites have been provided: at the Office of the President and the State House Directorate of Land Matters Offices on Plot 58, Lumumba Avenue. Testing starts at 9.00 a.m. Mr Speaker, this means that the sitting arrangement has provided for both categories; those who will test for COVID-19 and those who will not. Therefore, I would like to assure Parliament that the public is not restricted from attending this function on account of the lack of a COVID-19 test. As is our tradition, a National Prayer breakfast has been organised at State House, Entebbe on Sunday, 8 October 2023 starting at 7.30 a.m. Additionally, prayers shall be held throughout the country to commemorate this important occasion. The sentence that names Kitgum Municipality

“Arua City and Kitgum Municipality had almost similar cases of abuse of the process by administrators.”

Read the full speech, word for word
2396 2397 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 2 FEBRUARY 2022 STANDING COMMITTEE REPORT The committee discovered that in Gulu City, the local leaders/ politicians, such as councillors that were meant to supervise and provide oversight, took over and abused the process by registering their relatives and themselves as beneficiaries. In situations where the local councils rendered support through identification and registration of beneficiaries, these lists were put aside during data entry and replaced with other beneficiaries. When the committee interrogated further, it was discovered that over 10 councillors, the speaker and former LC III chairperson of Layibi Division, for example, registered and benefited from the fund. Arua City and Kitgum Municipality had almost similar cases of abuse of the process by administrators. In Mbale, some city council staff were registered and benefited. The Lord Mayor Kampala Capital City Authority revealed to the committee that in Kampala, the DISOs abused the process by registering beneficiaries along party lines. The committee further noted that in some cases, the compilation of the list was left to chairpersons of associations of the different trade categories, in total disregard of the guidelines issued by the Ministry of Gender, Labour and Social Development, instructing that the compilation be carried out using existing administrative records. In Tororo Municipality, for example, the chairpersons of different trade categories took advantage of this loophole by registering beneficiaries along political party and social relation lines. There were also allegations of extortion by the chairperson of the boda boda association in Tororo Municipality, who was alleged to have been asking beneficiaries to part with Shs 15,000 to be registered. Relatedly, in Fort Portal City, some town agents were also accused of asking for between Shs 30,000 and Shs 40,000 before one was registered or their national ID would be retained until the money would be cleared. Recommendations 1. The committee recommends that the Permanent Secretary Ministry of Gender, Labour and Social Development holds accountable all Town Clerks who negated on their roles and responsibilities during this exercise by delegating their functions without proper supervision, as this amounted to neglect of duty. Additionally, all officers responsible for the abuse of this exercise by registering themselves in disregard of the vulnerable, be reprimanded. 2. The committee further recommends that the Ministry of Gender, Labour and Social development should ensure that administrative records like tax registers in all cities, municipalities as well as other administrative units are updated by registering all formal and informal businesses. This would ease identification and verification of beneficiaries of such an exercise in the future. Term of reference No.2: Ascertain the criteria used to select and identify the beneficiaries According to the National Social Protection Policy, 2005, vulnerability is defined as “limited ability to manage risks or cope with shocks that may lead to undignified lives”. While appearing before the committee, the Minister of Gender, Labour and Social Development submitted that the Cabinet defined the vulnerable in the context of the lockdown to mean “those who were engaged in employment at the time of COVID-19 lockdown and depended on daily earnings, which were disrupted”. The committee notes that there was no standard selection formula used in selecting beneficiaries in the targeted areas. In most of the cities and municipalities, the principle of “first come, first served” was applied. As a result, many categories of would-be beneficiaries were left out and for those who benefited, resources were not equitably distributed amongst the categories. For example, more people 3. We met with the town clerks, city/ municipal mayors, RCC/RDCs and other stakeholders in the following locations: a) Soroti City, Mbale City, Arua City, Gulu City, Lira City, Fort Portal City, Hoima City, Mbarara City and Masaka City. b) Tororo Municipality, Masindi Municipality, Ntungamo Municipality, Kumi Municipality and Kitgum Municipality. i) The committee also carried out on- spot visits and verification at a number of boda boda stages, taxi parks, street vendors and special hire operators to try and ascertain the terms of reference. ii) We analysed documents submitted by the Rt Hon. Prime Minister, the town clerks of municipalities/cities, KCCA Lord Mayor and other stakeholders that the committee interacted with. iii) The committee also carried out random telephone calls, which were made to the selected beneficiaries from the list provided by the Rt Hon. Prime Minister. Whereas, the committee was desirous of visiting all cities and municipalities that received the COVID-19 relief fund, it could only afford to visit the selected few due to time and budgetary constraints. Observations Madam Speaker, the committee was informed that the Ministry of Finance, Planning and Economic Development approved the COVID-19 emergency fund, amounting to Shs 53.5 billion to cover all 501,107 targeted beneficiaries. Out of these numbers, a total of Shs 2.854 billion was spent on administrative costs and Shs 50.6 billion was transferred to the Ministry of Gender, Labour and Social Development account in Post Bank to facilitate direct transfers to the chosen beneficiaries. During the meeting with the committee, Post Bank informed the meeting that the bank had since received 488,272 total transaction instructions from the Ministry of Gender and successfully processed 487,307. Payments had since closed, according to the Ministry of Gender, with a balance of about Shs 1.43 billion lying on its account. Term of reference 1: Establish who compiled the lists of beneficiaries in the different locations. The committee observed that COVID-19 and its resultant effects, as occasioned by the lockdown, needed to be treated as a disaster and, therefore, it was wrong for the Government not to involve the Ministry of Relief, Disaster Preparedness and Refugees Management in its response, given its rich expertise in personnel and structures down to the local Governments. Although the town clerks were supposed to be in charge of compilation of the list of beneficiaries as stipulated in the guidelines, the committee noted that this was done mostly through delegation. In Soroti, Arua, Hoima, Mbarara and Fort Portal cities, for example, the town clerks were newly posted and therefore, delegated their deputies to undertake the exercise. This was, however, done with little, if any, supervision. The committee observed that the delegation of this responsibility without sufficient supervision, made the exercise susceptible to abuse, as the data collected by those delegated was greatly manipulated. Many would-be beneficiaries were left out, especially private school teachers and restaurant workers, as the committee found out in almost all locations visited. In Fort Portal City, the deputy town clerk monopolised the whole exercise. In Arua, most of the data entry clerks that carried out the exercise were volunteers/interns who took advantage and registered themselves and other persons in the different categories.

Mr Speaker, I rise on a matter concerning the recurrent lightning strikes at Camgweng Primary School in Kitgum District. The school and the surrounding community within the proximity of 400 metres have been experiencing lightning strikes for the last 15 years, mainly in the month of July, even when there is very light rainfall. Last Saturday, on the 11 th , seven women, including an expectant mother, were struck by lightning. This now brings the cumulative number to 127 in 15 years. This unusual pattern has caused fear among residents and poses a serious threat to their lives and property. I, therefore, call upon the Government to urgently commission a scientific investigation and implement appropriate mitigation measures, including installation of an effective lightning protection system and community safety interventions. I beg to submit.

Thank you very much, Madam Speaker. On Sunday, 16 February 2025, Uganda will celebrate the 48 th commemoration of Saint Janani Luwum Day at Wii-Gweng, Mucwini in Kitgum District. This is in honour of Janani Luwum, the second Archbishop of the Church of Uganda, Rwanda, Burundi and Mboga-Zaire, who died in 1977, that is 40 years ago. His devotion and martyrdom were especially recognised by the Church of England, which is the mother church of the Anglican Communion. He was given a special place in the history of the Anglican Communion as one of the 10 martyrs of the 20 th Century. His Excellency, the President of Uganda, Yoweri Kaguta Museveni, announced in 2015 that 16 th February would be designated as St. Janani Luwum Day, and the day was declared a public holiday. Consequently, every year, we honour, celebrate and provide thanksgiving for the life, testimony, and martyrdom of Saint Janani Luwum. The commemoration is organised annually by the Government of Uganda in collaboration with the Church of Uganda and the Janani Luwum family. Madam Speaker, it is important for Ugandans to note that Archbishop Janani Luwum did not die alone. He died on 16 February 1977 together with -

15821 THE E LEVENTH PARLIAMENT OF UGANDA WEDNESDAY , 29 JANUARY 2025 We would like to report that the Ministry of Justice and Constitutional Affairs has so far, cumulatively, paid 1,118 claimants/ beneficiaries, as opposed to the 800 stated by the committee’s report. More information relating to the above can be obtained from the website already mentioned. Furthermore, in clause 3.4(ii), on page 15 of its report, the committee, in Nwoya District, observed that out of the lost 8,620 livestock, the total payment made so far is Shs 177,410,947 equivalent to 169 head of cattle. This is far from the truth. Our information, which is readily available on the website, shows and confirms that the Ministry of Justice and Constitutional Affairs, at the time, had paid out Shs 2,970,000,000 to Nwoya District, which is equivalent to 2,289 livestock. Additionally, in clause 3.4(iii) on page 15 of its report, the committee, in Kitgum District, observed that of the 1,336 claimants/ beneficiaries submitted for payment, only 11 were fully paid. Mr Speaker, our information reveals that a total of 27 claimants/beneficiaries had been fully paid, 420 claimants/beneficiaries partially paid and 376 claimants/beneficiaries not paid at all – but will be paid once the resources are available. The committee, in clause 3.4 on page 16 of its report, observed that in Oyam District, a total of 14,471 claimants/ beneficiaries, were registered and that the Ministry of Justice and Constitutional Affairs issued only 6,000 data cards. Mr Speaker, the Ministry of Justice and Constitutional Affairs, in 2016, verified 6,618 claimants/beneficiaries in Oyam District and equally in 2021, issued to Oyam District a corresponding number of 6,618 data cards. The discrepancy highlighted by the committee has arisen as a result of the Attorney- General’s instructions to the districts to also verify claimants/beneficiaries who took the Government to court in cases such as; Francis Ongia (formerly Betty Okello), and Delyon Johnson, which has led to the Ministry of Justice and Constitutional Affairs procuring additional data cards to cover the additional numbers. We have observed that whereas we furnished the Committee on Government Assurances and Implementation with information relating to financial years 2021/2022 and 2023/2024, it appears that the committee did not consider both financial years presented – and that is why they have discrepancies in their report. I beg to submit.

15095 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 23 OCTOBER 2024 informed the committee that whereas the entity requested Shs 1,122,022,625 for wages, Shs 5,560,783,170 was released to the district, as per the auditor’s analysis, hence resulting in some funds not being absorbed. Similarly, Kitgum District Local Government received a supplementary funding of Shs 2,855,427,080 which was not requested by the accounting officer and out of it, Shs 1,914,099,546 was not utilised by the entity. Committee observation Madam Speaker, the committee observed that: i. Most local governments were unable to carry out the planned activities because they did not get all the funds from the approved budget. ii. The Ministry of Finance, Planning and Economic Development, in some instances, released funds to entities over and above what was requested by the entities. iii. The Ministry of Finance, Planning and Economic Development, in some cases, released funds late to entities. Several entities informed the committee that funds were received at the end of the last quarter of the financial year, which made absorption of the same impossible. Committee recommendation The committee recommended, Madam Speaker: i. An investigation should be carried out on why the Ministry of Finance, Planning and Economic Development releases funds over and above what has been requested by the entities. ii. Accounting officers should follow up with the Ministry of Finance, Planning and Economic Development on the shortfalls affecting service delivery. Madam Speaker, we looked at the utilisation of warrants. The Auditor-General noted that there was under-utilisation of warrants, which affected performance as planned activities were either partially implemented or not implemented at all. The accounting officers explained that much of the unobserved funds were meant for planned recruitment, which did not materialise due to a ban on recruitment. That was issued by the Government, while others did not have functional district service commissions, for instance, Mukono District Local Government. They also explained that there was also a delayed procurement process due to the hybrid procurement process, which the entities had no control over, as it was handled by the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF). MAAIF delayed to provide the pre- qualified list of service providers. The accounting officers also attributed the underutilisation of funds to the delayed release of funds by the Ministry of Finance, Planning and Economic Development (MoFPED), as most funds were released in the last month of the financial year. Accounting officers from some entities informed the committee that they received funds over and above what they had requested, which they could not absorb. For instance, the Accounting Officer of Butambala District Local Government, as I read earlier, and all those. Committee observations Madam Speaker, the committee observed that: i. Whereas the Ministry of Finance did not release all the funds budgeted for, most entities did not utilise the warrants, which greatly affected the implementation of plan activities. ii. The unspent balances were attributed to a number of factors, including failure to recruit due to the ban on recruitment,

14233 THE ELEVENTH PARLIAMENT OF UGANDA FRIDAY, 30 AUGUST 2024 When the UGIFT programme came in 2017 to address the upgrading of health centre IIs to health centre IIIs, Karamoja was not considered because of this. Now, what is happening is that after the signing of the contract, the scope of work has reduced. We expected the committee to probably look in depth at what the scope of the Italian loan is doing in upgrading the health centres in Karamoja. If you look at the gap, it is only 52 subcounties out of 150 plus that have health centres III. Now, when you look at the work that this loan is targeting in these health centres II, it was supposed to be infrastructure that covers upgrading of the health centres II to health centres III. However, what is happening is that in some health facilities, they have advertised for a general ward, but there are no maternity wards and OPDs. In others, they have advertised OPDs, there are no maternity wards and there are no general wards. Therefore, the scope has been reduced. Mr Speaker, I implore the committee to look into this in detail and come back with a report on the gaps that this loan was meant to address, and what it has not done. Finally, in Karenga, we have a health centre IV. Karenga District borders South Sudan and we receive a lot of patients from South Sudan, but we do not have a general hospital. Even the subcounties in Kitgum District that border Karenga come to Karenga to receive health support. We implore the Ministry of Health to look at upgrading Karenga Health Centre IV into a hospital. Thank you.

Thank you, Mr Speaker. I thank you for setting your eye on me so that I can at least say a word or two. Kitgum District has a general hospital which handles more than two or three districts. Referrals from Kaabong, Karenga, Lamwo districts and South Sudan always come to Kit - gum District. We have been requesting, several times, for Kitgum District to be upgraded to a referral hospital, so that we are able to treat all the patients who come from these areas. Kitgum Hospital, being a general hospital that was built in 1957, down the road, it does not have a cold room or a mortuary where we could keep the dead bodies or unknown people, who normally get accidents. In 2019, Shs 1.7 billion was projected for the cold room, but to date, as I speak, the technocrats from the ministry keep on coming to survey and they go back. I do not know when the cold room will be constructed. Another issue affecting Kitgum District is the appointment of the staff. Well aware that some clinical officers upgraded to doctors and some doctors upgraded to masters and they are now consultants, the challenge that we are facing now, even when there is deployment of interns, is that Kitgum District is not receiving the interns, simply because there is nobody, according to them, who can supervise these interns. My prayer is, why can’t the Ministry of Public Service open up recruitment, especially for doctors? If we are thinking of the health and education of Uganda, we should think of recruiting doctors and making sure that our health centres and hospitals are equipped. Finally, most of our subcounties do not have health centres III, as it had been alluded to by my colleagues. More so, we neighbour Lamwo District and Development Response to Displacement Impacts Projects (DRDIP), which has some infrastructure like secondary schools. My prayer is, DRDIP should take up Kitgum District, one of the health centres or Kitgum Hospital and build at least a maternity or children’s ward to help us contain those patients who normally come and lie on the ground without mattresses or a mat. I beg to submit.

Thank you, Mr Speaker, for the opportunity. I would also like to thank the chairperson of the committee. I have two issues to raise and one of them is on the porous borders. Rt Deputy Prime Minister, when you were the Speaker of Parliament in the Ninth Parliament and 10 th Parliament, Parliament created six border points in Uganda and Okuti Border Market in Kitgum was one of them. Kitgum District Local Government gave one square kilometre of land to the Government of Uganda to build the border market, but up to date, there is nothing on the ground. We keep on asking on the Floor and are still waiting. However, Mr Speaker, the porous borders in Kitgum – between Uganda and South Sudan – is one of the places where we are experiencing a lot of insecurity. Every now and then, South Sudanese come and commit a lot of atrocities such as animal raiding in Uganda. How I wish this Parliament could provide funds as it is clearly stated here that the minister’s office is underfunded such that we would really create some – (Member timed out.)

Thank you, Mr Speaker. I have two issues. One, is the issue that colleagues said that even the little funds that were being sent to the region were mishandled or abused. It is funny that we have not heard that there were at least police cases reported against abuse of such funds, taking into account the pain that the parents who are having these children are going through. On a similar note, if I take you to Table 2, on page 9, you will find that nodding syndrome in Kitgum District. The numeral is 261 and when you go to page 19, that is table 7, it will give you that out of the 261, 209 with Nodding Syndrome produced. That shows that - I do not know - first of all, whether these people with Nodding Syndrome can also fall in love.

Thank you, Mr Speaker. This is a statement on the 47 th Commemoration of St Janani Luwum Day due for 16 February 2024. On Friday, 16 February 2024, Uganda will celebrate the 47 th Commemoration of St Janani Luwum Day. The day has been commemorated annually since 2015 when His Excellency the President announced that 16 th February would be designated as St Janani Luwum Day, in honour of the 2 nd Archbishop of the Church of Uganda, Rwanda, Burundi and Boga-Zaire who was brutally murdered by the military Government in 1977. The day was subsequently declared a public holiday and is commemorated annually at the late Archbishop Luwum’s burial site at Wii-gweng Village, Mucwini Parish in Kitgum District. The commemoration of St Janani Luwum Day is organised annually by the Church of Uganda in collaboration with Government Ministries, Departments and Agencies, led by the Directorate for Ethics and Integrity, the Local Organising Committee based in Kitgum, and the family of the late Archbishop Janani Luwum. The commemoration falls under the mandate of the Minister of State for Ethics and Integrity who has delegated me to read this statement on her behalf. This is because the Directorate for Ethics and Integrity has the mandate of coordinating and monitoring religious activities and operations in the country. Mr Speaker, the day when Archbishop Janani Luwum was brutally murdered is commemorated annually because his devotion and martyrdom was specially recognised by the Church of England, which is the mother Church of the Anglican faith. He was given a special place in the history of the Anglican faith as one of the 10 Martyrs of the 20 th Century. The annual commemoration is to honour, celebrate and provide thanksgiving for the life, testimony, martyrdom and example of St Janani Luwum as an outstanding leader, a great martyr and a compelling role model for the world, regardless of faith and background. His martyrdom provides a powerful message of forgiveness and reconciliation among all believers in God. This is a national day involving all stakeholders including believers from all denominations, the Government, the Diplomatic Corps, the civil society, the media, the private sector and the international community. Mr Speaker, on 13 April 2022, a team led by the Archbishop of the Church of Uganda met with His Excellency the President together with the Minister of Finance, Planning and Economic Development, and discussed the development of Mucwini into an international pilgrimage and tourist site. His Excellency guided that the masterplan should include a modern sports stadium, which can generate income for the church, for sustainability and maintenance of the site. I am glad to report that as a first step towards the development, the Janani Luwum family officially donated the land on which the late Archbishop was buried at Wii-gweng, Mucwini, to the Diocese of Kitgum, Church of Uganda. We applaud the Janani Luwum family for this act of selflessness and nationalism. A Certificate of Title in the name of the Diocese of Kitgum is being processed; and after it is issued, it will be submitted together with the Bills of Quantities for the masterplan to the Ministry of Works and Transport, for approval. It is only after the requisite approval is obtained that a submission can be made to the Ministry of Finance, Planning and Economic Development, to finance the capital development. The theme for this 47 th Commemoration is “Conforming to the Truth of God’s Word, not the Patterns of the World.” It is taken from the book of Romans Chapter 12 verses 1 and 2. There is a pattern of habits that are currently invading society and the Church of Christ, STATEMENT

11821 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 13 FEBRUARY 2024 which is attracting many people especially the youth. This theme is intended to draw people to God, other than following worldly trends. In the midst of the many challenges that we face, there is need for unity and to stick to the truth, which is the word of God. The main commemoration event will be a church service at the late Archbishop Janani Luwum’s burial ground at Wii-gweng, Mucwini in Kitgum District, followed by speeches. The chief guest is expected to be His Excellency the President of Uganda. The main celebrant will be the Archbishop of the Church of Uganda, the Most Rev. Dr Stephen Samuel Kazimba Mugalu. Preparations for the liturgy are being led by the dioceses of Madi and West Nile. The outcomes of the previous commemoration of St Janani Luwum Day are increased enthusiasm of Ugandans to participate in the commemoration event. Pilgrims trek from all the nearby districts as well as from Kampala to Mucwini, and spend several days in singing, prayer and communion. The event has fostered reconciliation and unity. This year, a group of four-foot pilgrims led by Thomas Tokwiny Mussolin walked from Kampala to Mucwini. They started their foot pilgrimage at the Church of Uganda Provincial Office at Namirembe Hill on Wednesday, 31 st January, and arrived in Gulu a week later on Wednesday, 7 February 2024. In Gulu, they met up with the second group of 300 pilgrims, who were led by Mr Apollo Oola. The entire team was flagged off by the Bishop of the Diocese of Northern Uganda, the Rt Rev. Godfrey Loum on Friday, 9 February 2024, and are marching together in unity and fellowship. They are expected to reach Mucwini on 15 February 2024, on the eve of the commemoration. The expected outcome of the commemoration is increased commitment by Ugandans in adhering to the truth, which is the word of God, other than being influenced by materialism. There is also expected increased unity, so that Ugandans can work together with a common aim, for development. Mr Speaker, it is my honour and privilege to invite you, the honourable members of this House, to the 47 th Commemoration of St Janani Luwum Day at Wii-gweng, Mucwini in Kitgum District on Friday, 16 February 2024, starting at 9.00 a.m. I beg to move.

Thank you, Mr Speaker. I move under Rule 64 of the Rules of Procedure. I have noted with concern the status of the infrastructure in the schools in this country. Last week, a Member of Parliament was on the Floor to present the case of how the roof in one of the schools in her constituency was blown off. Today, I am here to present the case of Ocet-Toke Primary School in Layamo Subcounty, Kitgum District, where the roof of the school building was blown off. This was captured earlier and the administration had requested for it to be repaired. If the dilapidated infrastructure stays in this state, Mr Speaker, we shall register a lot of disasters. We need deliberate moves to address this. My prayers are: 1. The disaster ministry provides Ocet-Toke Primary School with at least 200 pieces of iron sheets to handle the situation for these children to go back to class and avoid studying under trees. 2. The Ministry of Education and Sports deliberately budgets to have all the schools renovated so that we avoid having our children injured or prevented from attaining their education. I thank you, Mr Speaker.

10677 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 19 OCTOBER 2023 Project, allocated funds for the Rehabilitation of road chokes in Madi-Okollo District and the procurement process commenced in 2021 . However, at the time of contract award, the best bid price was above the estimated cost and thus the accounting officer could not proceed with the contract signing as per Section 7, part II of the PPDA Contracts Regulations, 2014. Mr Speaker, a market survey was undertaken in September 2021, which confirmed that, indeed, the quoted price was higher than the prevailing market price by 13 per cent. Therefore, this procurement qualified for a re-tender and given that the scope of the works had changed and required a re-assessment. Another process was initiated in August 2022 and an award of contract was made to the best evaluated bidder in March 2023. Unfortunately, after signing the contract, the best evaluated bidder declined to commence works. The ministry explored the option of awarding the second best-evaluated bidder and approval was obtained on 14 September 2023. The draft contract has been submitted to the Solicitor- General for clearance. Mr Speaker, I wish to assure this august House that this choke will be completed since the Government has requested the World Bank to extend the ACDP implementation time by six months, from 30 October 2023. The seventh question came from the Hon. Catherine Lamwaka, Woman Representative Omoro District. Mr Speaker, the honourable member says that on 23 and 26 June, unknown people broke into Palrenga Health Centre II in – Tochi County, and Tegot Health Centre II in- Omoro County in Omoro District, respectively, and took the following medical items; (i) The Rapid Diagnostic Test (RDT) kits, (Malaria Test Strips), 135 boxes, - meant for 2,400 adult patients from Palenga Health Centre II; and. (ii) 43 boxes of Coartem drugs meant for 1,290 adult patients. Over the last two weeks, similar cases happened in Kitgum District, where two health centre IIs were broken into. Padre Health Centre II was broken into and a microscope and anti-malarial drugs were taken. In Amuru District, two health centre IIs were also broken into and unspecified drugs were stolen. In the last four weeks, in Kaladima Health Centre II in Amuru District; solar panels, drugs, computers and TV screens were stolen. In addition, at Otwee Health Centre II in Amuru District; a TV screen, and a computer were vandalised in an attempted of theft. In the same period, at Atiak Health Centre IV, and in the same district, the fence of the health facility was destroyed in an attempt to break in. In the month of April, there were break-ins at the following facilities in Omoro District: (i) Abwoch Health Centre II in Ongako Subcounty and Koro Abili Health Centre II in Koro Subcounty, on 24 April 2023; (ii) Patuda Health Centre II in Abuga Subcounty on 3 April 2023; (iii) Lela-Obaro Health Centre II in Bobi Subcounty on 4 April this year, where 57 boxes of Coartem - adult dose and 37 boxes of children, 86 boxes of RDT for malaria test, 250 doses of I.V Artesunate (60mg) and two solar batteries, among other items. This matter of theft of drugs in the month of April was raised in this House, for the attention of the Minister of Internal Affairs, and the Minister of Health. Read the full speech, word for word
10152 STANDING COMMITTEE REPORT The underperformance in the absorption of funds by the local governments was attributed to a number of factors on a case-by-case basis, including late recruitment of teachers, delayed access of staff to the payroll among others. The underperforming local governments included Agago District Local Government, which absorbed only 77 percent of the funds released to it; Gulu District Local Government also absorbed 77 percent; Koboko District Local Government also registered 77 percent; and Lira and Apac District Local Government at 81 percent. On the other hand, the local governments that absorbed close to the target included: Kitgum District Local Government with a return of 98 percent, Kitgum Municipal Council at 96 percent, Pader District Local Government at 96 percent, and Amuru District Local Government at 92 percent. Local revenue performance The total approved local revenue budget for the local government was Shs 223 billion, of which Shs 131 billion was released back to the local governments, representing 59 percent. The warrants or releases are based on what the local governments collect and is deposited with the consolidated fund as per the requirements of Section 29 (2) of the Public Finance Management Act, 2015. In the same vein, the 48 entities had an approved local revenue budget of Shs 48.273 billion, and a sum of Shs 29.265 billion was availed, hence an underperformance of Shs 19 billion. A number of local governments under review posted good performance, led by Yumbe District Local Government at 137 percent, followed by Maracha District Local Government at 127 percent, while the least performance was registered by Kitgum Municipal Council, which realised only 16 percent of its approved local revenue budget, Apac District Local Government at 32 percent and Agago District Local Government at 38 percent, as per the budget performance. Committee Observations The Committee observed thus: i) Local Government did not receive all appropriated budget resources and therefore, failed to implement planned activities; ii) The unspent balance was attributed to a number of factors, including failure to recruit, delayed deployment of teachers by Ministry of Education, failure to procure contractors under the Uganda Support to Municipal Infrastructure Development (USMID) programme, delayed completion of projects under the Uganda Intergovernmental Fiscal Transfers (UgIFT) Programme, among others; and iii) Majority of local governments reviewed, absorbed and did perform above 80 percent. Committee recommendations The committee recommends thus: (i) The Ministry of Finance, Planning and Economic Development accounts for the under-release of funds to the local government. (ii) Accounting officers under whose supervision local governments failed to utilise funds released to them be held personally liable. (iii) Entities whose absorption of funds was below 80 per cent be subjected to further investigation to ascertain underlying factors of the gross underperformance. (iv) The accounting officers should develop clear revenue enhancement plans to assist the district in future revenue mobilisation. (v) The accounting officers should make follow-up with the Ministry of Finance on the shortfalls affecting service delivery. COMMUNICATION FROM THE CHAIR [Mr Olanya]

Thank you, Mr Speaker. I rise on a matter which I hinted on. In December 2022, unknown gunmen broke into one of the village SACCOs and left with Shs 30 million. We have not been able to recover the money. As the Woman Member of Parliament and my other colleagues, we had to start from scratch with the group members. On 2 April 2023, unknown gunmen broke into Coorom Health Centre II and escaped with drugs worth millions of shillings. On the same fateful night, Awach Health Centre II, Patuda Health Centre II in Kitgum District, Lerabaro Health Centre II in Gulu District, Cwero Health Centre III, Pudo Health Centre III and Langol Health Centre III was the most recent. I spoke about this a few minutes ago but it is quite beyond what we are looking at – this needs the attention of the security agencies of this country. My prayers: 1. Intensify the investigations to their conclusion. 2. Restocking the drugs in these health centres has also been a challenge for us. We make calls and no responses are made. Let us also revise the issue of deploying single askaris to these health centres because they get tired since they work day and night. In Coorom Health Centre II, the askari was put at gunpoint, the mother who had just delivered at the health centre and her husband were all locked in and the drugs were taken. Cognisant of the previous years of insecurity in Northern Uganda, and given that the helms of these gunmen are not known, this matter should be handled with immediate utmost urgency. Once again, thank you, Mr Speaker, for this opportunity.

7841 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 30 MARCH 2023 pledge by implementing the gravity flow scheme to ensure one pump stand per household in Kapchorwa District. Her prayer was that I update the House on the status of safe water provision in Kapchorwa, as well as the status of implementation of a presidential pledge by implementing the gravity flow scheme to ensure one pump stand per household in Kapchorwa District. Madam Speaker, the Ministry of Water and Environment has undertaken and continues to plan various activities across the country with the objective of increasing access to safe water in rural and urban areas, while ensuring availability of at least one source of water per village and promoting improved sanitation with the aim of providing a water source in every village. To date, the national rural safe water coverage and the one water source per village is estimated to be at 67 per cent, while for Kapchorwa District, the safe water coverage in rural areas stands at 75 per cent. Madam Speaker, the district local governments receive District Water and Sanitation Conditional Grant disbursed directly from the Ministry of Finance, Planning and Economic Development for implementation of water and sanitation programmes in all districts across the country. Over the last three years – that is, financial years 2019/2020 to 2021/2022 – the Ministry of Finance, Planning and Economic Development disbursed a dedicated conditional grant amounting to Shs 938 million for the implementation of water supply and sanitation activities for Kapchorwa District alone. Kapchorwa District, over the years, using the conditional grant, has constructed new piped water systems and made extensions on the existing piped water supply systems in rural areas as follows: Kabeywa-Gamogo Gravity Flow Scheme, covering Kabeywa, Gamogo and Chepterech. Chema-Tegeres Gravity Flow Scheme, covering Chema Subcounty and Upper Tegeres. Cheptalal Water Supply System, covering Tumboboi Parish and Kaptanya Subcounty. Sanzara Water Scheme covering Sanzara Parish, in Kawowo Subcounty. Kapenguria Water Scheme covering Kapenguria area. Amukol Gravity Flow Scheme covering Amukol. Kapchorwa Town Water Supply System was constructed by the ministry through the Water and Sanitation Facility. East Kapchorwa Municipality is currently being served by this town water supply and the Kapenguria system, which is supplying the central and eastern divisions. Madam Speaker, in response to the presidential pledge, this Gravity Flow Scheme was constructed by the ministry to address the shortage of safe water in the district. The scheme supplies safe water covering the four subcounties of Kapsinda (24 villages), Kaserem (18 villages) Amukol (35 villages) Kawowo (41 villages) and the surrounding communities with a current population of 13,814 and 2,792 households in Kapchorwa District, with 674 connections. A total of 118 villages are served in the four subcounties. Madam Speaker, the ministry is currently constructing Kapchorwa Water Supply System, Phase II, under the Strategic Towns Water Supply and Sanitation Project. The system will cover the Koki area and the western divisions. The ministry also plans to expand and extend the water supply on the Upper Sipi piped water system to serve Munarya and Sipi subcounties. Madam Speaker, Government, through the ministry has put in place all the workable strategies to ensure that there is at least a safe water source in every village, not only in Kapchorwa, but across the whole country. Hon. Aber Lillian, the District Woman Representative for Kitgum District, said that the fishermen on the lakes are under threat of eviction by Government, coupled with forceful registration of fishers and boats, yet most of

Thank you, Mr Speaker. I thank the minister - my senior - for the brief report. Indeed, we applaud the UPDF for the great work being done. Honourable minister, I really want to request that we redeploy those soldiers who are working very hard on that side to make sure there is peace, to Oromo in Kitgum District, to ensure that we also rest from the cattle raids. Otherwise the communities are asking; “How come we are performing so well in outside battles, but within, we are not giving it focus?” I thank you.

Thank you, Mr Speaker. I must add my voice in thanking the committee for doing a great job. Indeed, we all agree that issues of West Nile must be prioritised, but honourable minister, I want you to pick keen interest in the contractors that you are going to give this work. You remember when you came to us in the Committee on National Economy, there were some contractors who never delivered on the task that they were given. Honourable minister, there is connection and effectiveness. Case in point is in Kitgum District, we have poles and lines, but there is no power. When giving reports, you will say Kitgum District has been connected. What we know is, we need the power to be there. Also, the cost of connecting the power: let us prioritise issues of schools, churches, hospitals, and ensure that these are the areas that we address first. If we do that, honourable minister, we will not have such debate again. If we do not handle all these issues we are bringing out while having this debate, then we may come [Ms Muloni] SECTORAL COMMITTEE REPORT

Thank you, Hon. Silwany, for giving way. The issue of massive destruction of property by the wildlife is now a very serious one. Madam Speaker, some time back in this House, I raised a matter of national importance about an area in Kitgum District, Orom Subcounty, where the elephants are destroying people’s crops and houses. Up to now, nothing has been done. This area not only suffers from the issue of the elephants. There is also cattle raiding. The areas of Orom, Namukora, Omia-Nyima have never seen the peace we are talking about in this country. Madam Speaker, I seek your advice and ask the honourable minister to give us a way forward. If the elephants are more important than the lives of human beings, then we may need to find a way of dealing with the elephants. If the community begins slaughtering these elephants, they will be arrested; so, what should they do? We need the honourable minister to come up with a clear strategy and provide an answer to this issue. It is not pleasant to come and stand here and every time, raise matters of national importance on the same issues, yet no action is taken. We need to value the lives of Ugandans and their property. Thank you.
