Mr Speaker, I take this opportunity to send my deep condolences to this House and particularly you. I do this on behalf of the people of Kumi Municipality- I have a Nubian community, and most of them are my ardent supporters; I guess they are listening and watching. When you get power and authority, use it with justice; exercise it carefully and do not misuse it. Gen. Moses Ali used his powers and authority for the good of the people who were weak in society. Let us observe what he did and carry on his good deeds. Thank you. (Applause)

Thank you. Honourable members, Kumi Municipality that is represented by Hon. Aogon has the best roads, the best roundabout, and the best lighting. That does not just come from heaven. We need to do these taxes in a progressive manner. That is why I was saying we could get a middle ground. We do not have to take everything. Get a middle ground; we grow bit by bit, year by year.

Thank you very much, Madam Speaker. On behalf of the people of Kumi Municipality, the people of the greater Kumi, which includes Kumi, Bukedea and Ngora, and on behalf of the people of Teso, I am here to convey sincere condolences. It is a huge loss. For us in Kumi and Ngora, we have a family kind of relationship because Ngora was born out of Kumi. Equally, Bukedea was born out of Kumi, and whatever happens in those two districts affects us directly. The departure of Hon. Isodo affects us, the people of Kumi, directly. We feel the gap, and I feel it on behalf of the people of Kumi, particularly Kumi Municipality. Madam Speaker, the last time that I had enough time to chat with Hon. Isodo was when she was launching the Parliamentary Forum on Cooperatives at Hotel Africana. The colleague who said that she was there alone did not know that after she had left, we came in and many Members turned up. That is the day I realised that Hon. Isodo was a woman of material.

Thank you, Madam Speaker. I want to also thank the Members of Parliament for even approving the loan before the committee lays it before the House. That shows that there is need for this road to be worked on. Madam Speaker, this road has been pending from the Third National Development Plan (NDPIII). Now we are in the Fourth National Development Plan (NDP IV). I am happy that the Government of Uganda was in position to secure funding from the Islamic Development Bank, $106 million and $25 million from Abu Dhabi Fund for Development for the upgrade of Kumi-Ngora-Serere-Kagwara Road. The committee scrutinised the loan and we made our recommendations. I also want to thank the area Members of Parliament from Serere, Ngora and Kumi who attended the meeting with us as we were scrutinising this loan. I, therefore, want to take this opportunity, to lay the report of the Committee on National Economy on the proposal to borrow up to $106 million from Islamic Development Bank and $25 million from Abu Dhabi Fund for Development for the upgrade of the road. Madam Speaker, while we were scrutinising this loan, we realised that the town councils through which the road was passing were not catered for. As a committee, we recommended that whatever contingency that will accrue from the loan should be utilised to upgrade roads within the town councils in which the project is going. These include; Kasilo Town Council, Kadungulu, Kagwara, Serere, Ngora Town Council, Ocaapa and Kumi Municipality. I beg to lay the report of the committee.

16902 APPROVAL OF BUDGET ESTIMATES FOR FY 2025/2026 The other issue is the children on the streets. The best home for children at that age is a school. Why should we commit Shs 5 billion to try to remove kids from the streets, yet we do not know where we are taking them? They should be taken to school. I agree with the chairperson of the Uganda Women’s Parliamentary Association (UWOPA). Let us pay fees. We can use some minimum force, but let us trace the causes. I know that GBV is the real cause of this. Mr Speaker, on the issue of the support of the jua kali transition to the formal economy, I am worried about it because what are the criteria for choosing the people who are going to benefit? If we are going to put Shs 7 billion in that, how much of that money is coming to Kumi municipality? I am worried that the money might be eaten by some people with metallic teeth because I cannot trace them. (Laughter) Who are these people? Can you tell me who is going to benefit? What is the criteria? What is the measure? Which region? Which culture? Which denomination? You need to help us - (Interjections) - I do not need the information right now. I know it is good information. Social justice and tribunal sittings are very important for ensuring people’s justice. I support the committee on this. On the issue of migrant workers, the Government collects money from these people when they are going abroad, but we have not felt the work of that money – (Member timed out.)

Thank you, Mr Speaker. I will be very brief. I want to thank the Prime Minister for dispensing lots of justice to the questions. (Applause) A quick one on traffic lights, which is the question that was raised by the Hon. Aogon of Kumi Municipality. Much as these traffic lights are hyped, where they are even in the capital city here, most of them are malfunctioning. I would like the Prime Minister to appreciate that either they could be using old technology or - because most of these junctions in Kampala if it were not for traffic police officers, there would be accidents and lots of confusion and clashes by road users because of those traffic lights malfunctions. This last question on road maintenance in disaster-prone districts, places that have natural calamities like floods or even landslides; the ministry should regularly prevail upon accounting officers not to have roadworks during heavy downpours. This has always affected the structural integrity of roads all over. With those few comments, I rest my case.

14276 TRIBUTE TO THE LATE SGT REBECA CHEPTEGEI However, I realised one thing: this world is beautiful when you appreciate your position. I was the last but I can tell you everybody got up to applaud me, the last man. You do not have to grab land from your neighbour, you do not have to kill your lover, you do not have to kill your wife because of land, because of a house; you can be in your position and be better. You can share better when you love that person. For me, that is what I think. That is why the Bible says, “It is more blessed to give than to receive.” Why should you kill your person because of property? I can tell you one thing: when you kill somebody because of property, you will never enjoy that property anymore. Therefore, I am here on behalf of the people of Kumi Municipality, to denounce gender-based violence. There is no room for that in this era; there is no room whatsoever. To the men who are here, do not embarrass us. When you have a quarrel, cool down, give space, love your wife and she will give you everything that you want. (Laughter) That is what this world is about. Let us respect ourselves, let us respect the women. They are supposed to be women of dignity. Mr Speaker, I see the way you always move with your wife, I think that is what people should copy from you. Learn to carry your wife hand by hand, side by side, not the woman behind when you are in front. That is a body picture. Let us move with them side by side and the world will be a better place for all of us. I think that is the way to go. Mr Speaker, when I saw what was happening in Paris, most of the athletes, the ladies are really people who are showing us that Uganda is about to control the world. Everybody was asking, “Where is this country?” “Where is Uganda?” Because of the work of the athletes that they saw. We had a dinner in this place – Protea, after we had won the medals. It was a shining evening for me because everybody was happy that we got what we had failed to do for a long time, and Uganda was up there. You can imagine seeing that flag when in a foreign land, when they sing your anthem you shed tears naturally. Men usually find it hard to cry, but for me, when Cheptegei for instance won, my tears just rolled naturally. When I touched them, I thought water had been poured on me yet no they were joyful tears because she had won for us, it was something big. It was not a mistake; it was not an accident; it was God-given. Therefore, Mr Speaker, I think as Uganda, let us applaud this country. Let us appreciate ourselves the way we are. Be happy with your position, and do not kill your neighbour because of what they have, they will give - share the love and they will share the story. Thank you.

Mr Speaker, I have left those matters alone. Let me continue with the real points. I request the ministry to handle the issue of physical planning in a phased way. Mr Speaker, I come from an urban constituency. Can you start with the municipalities? You can start with 10, help them move and finish, then get the next lot. When you start with municipalities, remember to start with Kumi because that is where I come from. That is very important; I must speak for my constituents. It is also very important for you to note, as the ministry, that you are the ones who bring these priorities to Parliament. Our people think there is nowhere they are going to eat from when it comes to physical planning; they put that under the list of unfunded priorities. It is not this House, but ministry officials and they should be held culpable. Parliament is not the enforcer, the Government enforces and implements but there is a failed lot of action from our ministries. It is not only the Ministry of Lands, Housing and Urban Development but across the board. Supervision is kneeling on the floor. How many times has the Minister of Lands, Housing and Urban Development come to Kumi Municipality, for instance, on matters of physical planning? I am not attacking the minister; I am now talking about the entire ministry. I do not want to spoil the debate. (Member timed out)

I am perturbed that someone can ask for Shs 37 billion for an acre of land in Kampala. Mr Speaker, I think some Ugandans have decided to “eat” Ugandan money within “metallic teeth” and without any shame. They have reached that level. I can assure you, if you gave me Shs 37 billion for Kumi Municipality, you would find a city there within six months. Everything would be working very well. The poverty that would have been mopped out by this money which we are spending in KCCA alone - maybe the whole country would be okay now. It is very amazing that people can do this, yet this is the place where we have the highest concentration of churches; every corner you pass, there is a lot of religious worship. People are bowing before the Lord but I asked myself, whom are they praising? This is terrible. 2396 2397 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 2 FEBRUARY 2022 STANDING COMMITTEE REPORT The committee discovered that in Gulu City, the local leaders/ politicians, such as councillors that were meant to supervise and provide oversight, took over and abused the process by registering their relatives and themselves as beneficiaries. In situations where the local councils rendered support through identification and registration of beneficiaries, these lists were put aside during data entry and replaced with other beneficiaries. When the committee interrogated further, it was discovered that over 10 councillors, the speaker and former LC III chairperson of Layibi Division, for example, registered and benefited from the fund. Arua City and Kitgum Municipality had almost similar cases of abuse of the process by administrators. In Mbale, some city council staff were registered and benefited. The Lord Mayor Kampala Capital City Authority revealed to the committee that in Kampala, the DISOs abused the process by registering beneficiaries along party lines. The committee further noted that in some cases, the compilation of the list was left to chairpersons of associations of the different trade categories, in total disregard of the guidelines issued by the Ministry of Gender, Labour and Social Development, instructing that the compilation be carried out using existing administrative records. In Tororo Municipality, for example, the chairpersons of different trade categories took advantage of this loophole by registering beneficiaries along political party and social relation lines. There were also allegations of extortion by the chairperson of the boda boda association in Tororo Municipality, who was alleged to have been asking beneficiaries to part with Shs 15,000 to be registered. Relatedly, in Fort Portal City, some town agents were also accused of asking for between Shs 30,000 and Shs 40,000 before one was registered or their national ID would be retained until the money would be cleared. Recommendations 1. The committee recommends that the Permanent Secretary Ministry of Gender, Labour and Social Development holds accountable all Town Clerks who negated on their roles and responsibilities during this exercise by delegating their functions without proper supervision, as this amounted to neglect of duty. Additionally, all officers responsible for the abuse of this exercise by registering themselves in disregard of the vulnerable, be reprimanded. 2. The committee further recommends that the Ministry of Gender, Labour and Social development should ensure that administrative records like tax registers in all cities, municipalities as well as other administrative units are updated by registering all formal and informal businesses. This would ease identification and verification of beneficiaries of such an exercise in the future. Term of reference No.2: Ascertain the criteria used to select and identify the beneficiaries According to the National Social Protection Policy, 2005, vulnerability is defined as “limited ability to manage risks or cope with shocks that may lead to undignified lives”. While appearing before the committee, the Minister of Gender, Labour and Social Development submitted that the Cabinet defined the vulnerable in the context of the lockdown to mean “those who were engaged in employment at the time of COVID-19 lockdown and depended on daily earnings, which were disrupted”. The committee notes that there was no standard selection formula used in selecting beneficiaries in the targeted areas. In most of the cities and municipalities, the principle of “first come, first served” was applied. As a result, many categories of would-be beneficiaries were left out and for those who benefited, resources were not equitably distributed amongst the categories. For example, more people 3. We met with the town clerks, city/ municipal mayors, RCC/RDCs and other stakeholders in the following locations: a) Soroti City, Mbale City, Arua City, Gulu City, Lira City, Fort Portal City, Hoima City, Mbarara City and Masaka City. b) Tororo Municipality, Masindi Municipality, Ntungamo Municipality, Kumi Municipality and Kitgum Municipality. i) The committee also carried out on- spot visits and verification at a number of boda boda stages, taxi parks, street vendors and special hire operators to try and ascertain the terms of reference. ii) We analysed documents submitted by the Rt Hon. Prime Minister, the town clerks of municipalities/cities, KCCA Lord Mayor and other stakeholders that the committee interacted with. iii) The committee also carried out random telephone calls, which were made to the selected beneficiaries from the list provided by the Rt Hon. Prime Minister. Whereas, the committee was desirous of visiting all cities and municipalities that received the COVID-19 relief fund, it could only afford to visit the selected few due to time and budgetary constraints. Observations Madam Speaker, the committee was informed that the Ministry of Finance, Planning and Economic Development approved the COVID-19 emergency fund, amounting to Shs 53.5 billion to cover all 501,107 targeted beneficiaries. Out of these numbers, a total of Shs 2.854 billion was spent on administrative costs and Shs 50.6 billion was transferred to the Ministry of Gender, Labour and Social Development account in Post Bank to facilitate direct transfers to the chosen beneficiaries. During the meeting with the committee, Post Bank informed the meeting that the bank had since received 488,272 total transaction instructions from the Ministry of Gender and successfully processed 487,307. Payments had since closed, according to the Ministry of Gender, with a balance of about Shs 1.43 billion lying on its account. Term of reference 1: Establish who compiled the lists of beneficiaries in the different locations. The committee observed that COVID-19 and its resultant effects, as occasioned by the lockdown, needed to be treated as a disaster and, therefore, it was wrong for the Government not to involve the Ministry of Relief, Disaster Preparedness and Refugees Management in its response, given its rich expertise in personnel and structures down to the local Governments. Although the town clerks were supposed to be in charge of compilation of the list of beneficiaries as stipulated in the guidelines, the committee noted that this was done mostly through delegation. In Soroti, Arua, Hoima, Mbarara and Fort Portal cities, for example, the town clerks were newly posted and therefore, delegated their deputies to undertake the exercise. This was, however, done with little, if any, supervision. The committee observed that the delegation of this responsibility without sufficient supervision, made the exercise susceptible to abuse, as the data collected by those delegated was greatly manipulated. Many would-be beneficiaries were left out, especially private school teachers and restaurant workers, as the committee found out in almost all locations visited. In Fort Portal City, the deputy town clerk monopolised the whole exercise. In Arua, most of the data entry clerks that carried out the exercise were volunteers/interns who took advantage and registered themselves and other persons in the different categories.

387 THE TWELFTH PARLIAMENT OF UGANDA WEDNESDAY, 15 JULY 2026 fish farming. Lake Bisina water can be for irrigation. However, when the Government gave us the water project in Kumi, by then I was at the district; we were given information that Lake Bisina is having a problem with siltation. I also wish to challenge the Ministry to have this lake desilted, and related lakes so that this irrigation can benefit the entire country as we struggle to fight poverty. The President, in his address, talked about skilling the youth, and he has made every effort to ensure that every sub-region gets a skilling hub. Mr Speaker, I would like to report that for the case of Kumi District, we have 14 sub- counties and four town councils, altogether 18 lower local governments. The number of 20 children per district is not adequate. In my district, we now realise that it is one child per sub-county benefiting. I would like to really implore the team supporting the President to increase the numbers so that we can address the unemployment problem. As I wind up, for us to realise the real wealth- creation, mindset change – (Member timed out.)

No, that was just a quick preamble. What I am seeking is your indulgence on a matter that is very urgent. Schools have opened this very week, and we have a challenge. Uganda National Teachers Union (UNATU) has called for a sit-down strike. They are concerned about salary disparities, commitments made to them by the Government over the years that have not been fulfilled. These teachers are saying, “Let us lay down our tools because our engagements with the Government have not borne any fruit.” A few teachers have gone to school saying, “Let us teach because it is the end of the term and we should not disorganise the students.” Others are saying, “It does not make sense to go and teach other people’s children, yet mine cannot go to school because I cannot afford it. These are very critical concerns. This is the closing term where assessments are made, people get promoted, or otherwise. Can the Government help us to understand what they are doing about this? In the past, when there have been such strikes, the Government has come and intimidated these teachers. Today, I saw the acting Resident District Commissioner (RDC) of Kumi District, a one James Kyomya, has threatened to arrest all teachers in Kumi District, who are on strike. That is completely unacceptable. The Government normally tells teachers to be patriotic to go and teach. Will you be patriotic first by fulfilling the commitments you made to these teachers? It is an alarming issue. The Government needs to tell us what they are doing about that right now. Thank you.

Thank you, Madam Speaker. In the case of Kumi District, we have new sub-counties that already have existing health centres II. Even though they are too many, we would at least pick one from a new subcounty and upgrade it into a health centre III instead of starting new construction projects for health centres III. On the recommendation to have the Auditor- General look at the utilisation of these funds, it is not the first time we have come up with that recommendation. I was formerly a Member of the Public Accounts Committee (PAC), and the Auditor-General made a number of observations about the Uganda Intergovernmental Fiscal Transfer (UgIFT) I and II. We discussed the recommendations. Maybe we need to critically look at the implementation aspect; when Parliament debates the existing gaps, what is done and implemented? Double payment to contractors is an abuse of us, as a Government. Could the ministry give us an explanation as to why double payment to certain contractors occurred? Because part of that money would have been utilised for another purpose. Thank you.

Thank you, Mr Speaker, for this opportunity. I also thank the minister for the report. The minister made a statement last year on the funding that had been sent to districts, to support districts’ celebrations. I expected details of the same in this year’s statement. Could the minister update the women of Uganda on whether the Government is going to support them, as it did last year? (Applause) Number two, it is also important that the minister writes to all districts so that all districts can update the country on how the women of Uganda are fighting poverty and improving their household incomes, following the various Government programmes across the country. Mr Speaker, the districts now look at Women’s Day celebrations as a celebration for the women Members of Parliament, yet this is a national celebration. Could we implore the districts to take the lead as the women Members of Parliament go and support? Many times, they say there is no local revenue. As I speak now, there is nothing clear about the Women’s Day celebration in Kumi District. I would like the minister to support us in that area so that other districts do not miss out.

Thank you, Mr Speaker. I appreciate the minister for the statement. However, Mr Speaker, aware that there is a very big demand for electricity across the country, I want to make a proposal – even as we are aware about the budget cuts – that some money should, first of all, be put in the connection of those poles that are already existing because we need the service. We can have so many projects coming up, but what are we achieving? I think it is better to do one thing at a time and we see the service delivered. Number two, I heard from the minister about the discount of 60 per cent. When is this going to be implemented? You know, the whole country is updated now when we are having plenary. This is so that when we go back to our people, we should be able to tell and give them details about the 60 per cent discount. Number three, Mr Speaker, I am one of those who is worst hit because I have the state minister for energy. He is also finding life very difficult. Just on Sunday, we were in the programme for the inauguration of a new bishop and they just said - they decided to call the minister to be the guest of honour so that the bishop’s house could, finally, get connected . (Laughter) Also, there was a team of technical persons who did the surveys within the municipality, in Amejei Primary School and the centres. So many lines were surveyed across the three counties in Kumi District. Unfortunately, since the time the surveys were done, nothing has taken place. When people see the technical staff doing the surveying, they believe that there will be power in the shortest time possible. How long should the communities wait after the surveys have been done to receive the service? It is very critical on the ground- (Member timed out.)

13758 MINISTERIAL STATEMENT Phase III Rollout districts. This was at the procurement process for 145 road chokes spread over 487.7 km. It was at contract signing and site handover by then. Mr Speaker, in the third phase, Lira District was part of it but up to now the constructed roads have no bridges. The bridges were done in a shoddy way, and the heavy rain swept the bridges, yet it was stretching, crossing from Lira to Oyama. Substandard and wrong machinery The committee observed that most grantees were small and medium scale, where pilot projects were established at lower local government structures and levels to bring together farmers’ communities to add value to their farm produce. The committee discovered that the machinery at various grantees’ sites was inadequate and out of capacity to process high-value farm produce. The committee further noted that the machinery was devoid of complete design specification requirements to handle farm produce across the complete value chain, thereby rendering some machines meant for value addition idle because of assembling and installation. The machines were also noted to have visible signs of gradual depreciation. The committee was informed by the members of the Oturukuru Produce Dealers and Farmers Association in Kumi District that they had envisaged the installation of machines with complete value chain specifications and therefore expected the machine to hurl, sort, winnow, and package rice to market standard. This was frustrating. The committee was informed by some grantee members in the district that the district focal point person - because the ministry had allocated each focal point person at the district level, was not guiding, and did not support the procurement of the machinery, meaning that they went blindly and some procured machinery beyond their capacity, others did not have knowledge on how to operate it. The committee further observed that there was a general lack of technical support and guidance as stated in the earlier submission, and this was exacerbated by inadequate budget allocation and release for procurement of machines with requisite complete value chain specification. For example, incomplete and poor workmanship was seen in some facilities that we visited in Kalungu and Rakai districts. Two, non-functional facilities due to lack of electricity in Bugweri - three, government issues in Kole District; there were fights. Non-compatibility of machines in Pakwach, Pallisa, and Nebbi District - these all hindered the well-intended objectives of the project. Recommendation The committee recommends that the Government, through the relevant ministry, especially the Ministries of Finance Agriculture, Local Government, Energy, and Mineral Development, should collaborate to offer guidance and support to grantees to procure machinery with a complete value chain of production. Matching Grants Mr Speaker, the committee found out that some of the projects in some districts that had been constructed as a result of the matching grants were complete and functional. The investment items under this component include offices, storage facilities, shelter for hullers, guardhouses, fences, ventilated improved pit latrines, weighing scales, moisture metres, and a power extension. The committee was impressed by some of the successful groups like the Katwaniza Women Farmers’ in Hoima, Abongo Women Group in Pakwach, and Kasaali Farmers’ Cooperative Society in Kyotera, among others. Thank you very much, Mr Speaker. Kumi District benefited from the ACDP. By then, when I was at the district, the Ministry of Agriculture, Animal Industry and Fisheries gave us an Insurance Premium Financing (IPF) of Shs 8 billion to work on the road chokes. The council went ahead and identified the road chokes, based on the guidance of the engineer. All that was not done. My recommendation, because of time, is that in the near future when we have similar projects, the line ministries should communicate the right IPFs to avoid this scenario where a council ends up identifying many projects, yet the money is not enough to handle them. Number two, we now have cassava in Kumi District and the entire Teso. The people of Kumi are pleading with the Government that if possible, let us have the cassava processing plants. When we have the processing plants, there should be a clear marketing strategy since even the vision and the point at hand by the Government is to reduce the 39 per cent. Mr Speaker, there is no way we can say we are reducing the 39 per cent when farmers are producing a lot and there is nowhere they can sell it to. Thank you.

Thank you very much, Mr Speaker. I raise on a matter of urgent national importance regarding the digital x-ray machine at Atutur General Hospital, which has taken over five years without repair. We started following up on this machine in 2018. As leaders of Kumi, we have made efforts to go to the Ministry of Health and yet, the information we were given is that the machine can only be repaired by a regional workshop. When we went to the Ministry of Health, we were given information that the contractor was procuring spare parts from abroad. However, up to date, the people of Kumi District are suffering. We do not get x-ray services neither do we get scanning services in Atutur General Hospital. I would like to find out what the Minister of Health is doing about this matter. My prayers are as follows: 1. That the Ministry of Health treats this as an urgent matter and have the machine repaired as soon as possible;

6744 STANDING COMMITTEE REPORT We have also made details on non-quantifiable contingency liabilities and for purposes of saving time, I request members to look through and please permit me to take you directly to recommendations under that, which is on the next page. i) The accounting officers should adhere to the Auditor-General’s advice of seeking to engage the Attorney-General for legal support. ii) The local governments and the Attorney- General’s Office should adequately budget for legal representation and the Office of the Attorney-General should update staff recruitment to improve on the effectiveness of legal representation at the regional level. We are putting this in because we found out so many court cases at local government entities and we have provided those details. No.10 is on payment of administrative advances into staff personal bank accounts. We have also made observations; I will request you to look through them; and there are recommendations and for purposes of clarity, let me read them: (i) The accounting officers in question should ensure full recovery of the unaccounted- for funds within three months from the adoption of this report or make good the losses. (ii) We recommend that the Permanent Secretary and Secretary to Treasury should hold accounting officers personally liable and reprimand them for contravening the provisions of the financial and accounting regulations. This is particularly where advances are sent to individual staff accounts, and they fail to account for. No.11 is on the award of VAT-inclusive contracts to non-VAT registered persons. The audit report revealed that some local governments awarded several contracts and made payments amounting to them without proof of active VAT registration and as a result, VAT was paid to non-registered companies or those deregistered due to non-compliance. The accounting officers gave their part of the story and the committee made observations and we have the following recommendations: The Permanent Secretary and Secretary to Treasury should hold the accounting officers personally liable and reprimand them for contravening section 35(3)E and section 45(3) D of the Local Government PPDA regulations, 2006. The amounts in question be recovered or the accounting officers make good the loss within three months from the time of adoption of this report. No.12 is on lack of land titles; Section 9 of the local government financial accounting regulations 2(7) requires the accounting officers to ensure safe custody of all assets of council. A review of the lease of land pieces owned by various local governments revealed that the district lands were not titled. We would like to give an example; in Kumi District, 58 pieces of land owned by the district local government lacked titles. We recommend that the accounting officers should expedite the titling processes for the affected lands that have been highlighted by the committee to avoid encroachment and loss of property. On No.13, implementation of the Uganda Road Fund; we have provided details and the committee has also provided observations and would like to recommend the following: The committee recommends that accounting officers should take up the matter with the Ministry of Finance, Planning and Economic Development to ensure that the required funds to complete the projects are obtained. And this is coming from cases where resources were meant to be provided and the releases never came. So, we recommend that the accounting

My response is that the need for the regional cancer centres is well articulated in the current Manifesto of the NRM. The overall aim is to move cancer services, that is, prevention, diagnosis and treatment, closer to the population, and to decentralise cancer care and management to regional levels while decongesting the main Uganda Cancer Institute.

Thank you, Madam Speaker. I beg to present a statement to Parliament on the commemoration of the World Population Day, 11 July 2022. This statement is about the commemoration of the 2022 World Population Day that will be celebrated on Monday, 11 July 2022. The celebrations are used as a platform to highlight the country’s population development achievements and milestones. The occasion is also used to reflect on the challenges that confront the country regarding its population and development concerns, with a view to addressing them. The objectives of this statement are to inform Parliament that: 1. Uganda will join the rest of the world to commemorate the World Population Day on 11 July 2022. 2. This year’s World Population Day commemoration will be hosted by Kumi District at Kumi Boma Grounds under the theme, “Mindset Change for Wealth Creation: Ending Child Marriage and Teenage Pregnancy” . 3. The President of the Republic of Uganda, His Excellency Yoweri Kaguta Museveni, is expected to be the chief guest at the national commemoration. Every year, national commemorations for this day are marked under a selected theme and are hosted by a local government that is selected on a rotational basis. World Population Day commemorations are organised by the National Population Council on behalf of Government to take stock of the achievements so far made towards improving the quality of life and standard of living of the people of Uganda. The occasion is also used to reflect on the challenges that confront the country regarding its population and development concerns, with a view to addressing them. Uganda has been observing this day since 1989 and has been using this occasion to raise awareness and mobilise commitment and support among the country’s leadership in Government, civil society, the private sector, donor community, academia, the media and the general public, for the country’s population issues that need to be addressed. This year’s national theme of “Mindset Change for Wealth Creation: Ending Child Marriage and Teenage Pregnancy” is premised on the grounds that to alleviate poverty, communities need be mobilised to engage in income- generating activities. Mindset change and wealth creation will also help address the economic issues, beliefs and practices that lead to child marriage and teenage pregnancy. Madam Speaker, more than one out of every four adolescents become pregnant before the age of 19 with the rate being higher (27 per cent) in rural than urban Uganda at 19 per cent (UBOS 2016). This issue is quite alarming, for the young girls risk poor maternal and child health, dropping out of school, attempting unsafe abortions, failure to continue with school and poverty. Evidence also shows that girls from poor households and communities are more likely to marry early and become teenage mothers. In these poor households, girls are perceived as an economic asset from which families can gain wealth and an economic burden at the same time. This is because parents are unable [Mr Musasizi] MINISTERIAL STATEMENT
