18802 TRIBUTE TO HON. HELEN NAKIMULI Wednesday, 22 April 2026 of Parliament for a long time, yet she has only served one term. Being a friend to all workers in Parliament, right from the sweepers up to all Members of Parliament, both in the Opposition and Government, is what Hon. Nakimuli was. Honourable members, you may fondly recall the number of victorious trophies that we got in this Parliament in the East African Legislative Assembly (EALA) games, which were won by Hon. Nakimuli. (Applause) I request that those trophies be laid on the Table for this Parliament to appreciate the contribution Hon. Nakimuli has made to this House and to East Africa. My attention was drawn to her community empowerment initiative long before she became a Member of Parliament. The fruit of her transformative leadership is evident in Kalangala District, which she ably represented as a Member of Parliament, the sports fraternity, and the Orthodox community, where she was a faithful believer. It is against this formidable leadership foundation that the deceased had secured an election for the 12 th Parliament. Hon. Nakimuli has been a Member of the 11 th Parliament, and she is also a Member-elect of the 12 th Parliament. Unfortunately, she has not been able to see the 12 th Parliament. It is a painful thing considering all the struggles that she went through. We will miss her if we get to the 12 th Parliament. Hon. Nakimuli’s legacy teaches us that it is not about how long we live in this world, but how impactful our lives are. You may live longer, but have no impact. Nakimuli’s inspirational and transformational leadership so that your impact lives longer after you. While Hon. Nakimuli belongs to the National Unity Platform party, which is in the Opposition, she cultivated cordial relationships across the political divide. (Applause ) Personally, when I lost my mother-in-law the other weekend, Hon. Nakimuli came and stayed overnight in Buyende District. (Applause) She was such a compassionate and down-to-earth lady. When she debated, she did so with evidence. Hon. Nakimuli was not confrontational; she was a calm girl whom everybody admired. Ask yourself how many people admire you. She was admired because of what she was doing. While we dedicate today’s sitting to pay tribute to Hon. Nakimuli’s remarkable legacy, I urge you to keep her legacy alive by upholding the values that she stood for. She was a selfless, dedicated, compassionate, transformational and charismatic leader. She believed in unity, togetherness and practiced Ubuntu. As we send off Hon. Nakimuli, I urge you to pray for ourselves. This is the seventh Member of Parliament that the 11 th Parliament has lost. Today, it has happened to Hon. Nakimuli; tomorrow, you do not know who it will happen to. May the Lord safeguard all of us as we serve people on this earth. We relay our heartfelt condolences to His Excellency President Yoweri Kaguta Museveni, the leadership and Members of Parliament, the bereaved family, the people of Kalangala, the Orthodox fraternity, the sports fraternity – especially in Parliament – the National Unity Platform party and the people of Uganda at large for the loss of such a young, energetic and dedicated lady. Hon. Helen Nakimuli is gone, but her light still shines upon us – and, in a special way, on the people of Kalangala. She is survived by one daughter, Malanie - where is she? She is there and is in Senior One at Kibuli Secondary School. One thing we need to tell you is that you must keep your mother’s legacy alive. She is gone, but she left you behind. You must keep that name alive. The God we serve is the Father of orphans; He will see you through. As Parliament, we will ensure that we keep in touch with the family. We have just had a meeting with the parents. We received the post-mortem examination report about the death of Hon. Nakimuli. I have heard stories all over, but the post-mortem report has been handed over to the parents. We have also had an extensive meeting with the medics – and the Leader of the Opposition was involved. So, all the information is there. I request Members that as we pay tribute, let us pay tribute with dignity. Let us not bring politics or accusations because that is not who Hon. Nakimuli was. Let us give our friend, sister, and colleague a decent send-off. May the good Lord Rest Hon. Nakimuli’s soul in perfect peace. On behalf of Hon. Nakimuli – if there is anybody whom she ever hurt in this world, as she goes to be with the Lord, forgive her. I would like to recognise the presence of the Vice-President. Ssekabira, who, in turn, gave the money to Hon. Kirumira. I also have a condolence letter from the Inter- Parliamentary Assembly of the Orthodox church, sent to the Speaker, and I will still give it to Hon. Kirumira. We also have a condolence message from Kibuli Secondary School. Allow me to read this one. It is addressed to the Speaker of the Parliament of Uganda. The reference is Namirimu Melanie Suubi - Senior One, and it reads: “We express our heartfelt condolences to the Parliament of Uganda for the loss of the Member of Parliament and mother of our student, Melanie Suubi, Senior One, Hon. Helen Nakimuli. Namirimu Melanie Suubi is a student in our school in senior one. School name, Kibuli Secondary School, and her account number is…” They have put the account number. So, they are indirectly saying that here is your child. I have a condolence message from the Parliamentary SACCO. I know we are all friends with the Hon. Nakimuli, aren’t we? I would like to thank you for turning up in big numbers; the House is full. I would like to thank you for loving Hon. Nakimuli. Hon. Nakimuli has left us with a flower. Hon. Nakimuli is not dead; Hon. Nakimuli has left a daughter behind. On receipt of that letter, we thought twice, I, together with my family, decided that under our school, to pay the school fees up to Senior four. We have paid the fees, and here is the receipt. The money was paid in by Hon. Kirumira himself, up to Senior four. This was done under the Bukedea Comprehensive School and the Anita and Magogo Foundation. (Applause) Honourable members, a problem with one of us is a problem for all of us. Today it is happening to Hon. Helen, tomorrow it could happen to any of us. Any reaction to my communication? There is no reaction. MOTION FOR A RESOLUTION OF PARLIAMENT TO PAY TRIBUTE TO THE LATE HON. HELEN NAKIMULI, FORMER WOMAN REPRESENTATIVE, KALANGALA DISTRICT

Madam Speaker and colleagues, I move under Rule 58 of our Rules of Procedure, a motion for a Resolution of Parliament to pay tribute to the late Hon. Helen Nakimuli for her distinguished service to the nation. Madam Speaker and Members, the motion reads: “WHEREAS Parliament of Uganda received with profound sorrow the sad news of the demise of Hon. Helen Nakimuli, Woman Member of Parliament for Kalangala District, which occurred on Sunday, 19 April 2026; AND WHEREAS Hon. Nakimuli served the people of Kalangala District and the nation as Woman Member of Parliament from 2021 until her demise, and in that capacity, discharged her duties with commitment and diligence whilst steadily championing the interests of her constituents; AWARE that Hon. Nakimuli diligently served the people of Uganda in different capacities, including as a Community Development Officer of Kalangala District Local Government (from 2013-2020), a Shadow Minister for Agriculture, Animal Industry and Fisheries (from 2021-2023), and a Shadow Minister for Information, Communication, Technology and Anti-corruption (from 2023 until her demise);

18806 TRIBUTE TO HON. HELEN NAKIMULI FURTHER AWARE that Hon. Nakimuli distinguished herself as a hard-working and vocal legislator who remained firmly committed to the welfare of island communities and consistently drew the attention of Parliament and the Government to the peculiar social service challenges affecting the people of Kalangala District. She relentlessly advocated for improved transport infrastructure, especially improved ferry services, quality education, and healthcare access for the people of Kalangala District, which comprises 84 islands; RECOGNISING that Hon. Nakimuli was a humble, cheerful, and compassionate leader and an ardent advocate for social justice, women empowerment, girl-child education, improved livelihoods, and the fight against HIV/AIDS in Uganda, whereupon she served as the President of the Community-based approaches to HIV/AIDS Volleyball Club; FURTHER RECOGNISING that Hon. Nakimuli was widely known among her constituents as Mama Kalangala, a testament to her enthusiastic leadership spirit and a passion for closeness to the people she represented. Her approachable leadership and her unwavering commitment to the socio- economic transformation of her community, as she consistently brought to the forefront the particular challenges faced by vulnerable persons living in hard-to-reach island communities; APPRECIATING that Hon. Nakimuli was a passionate sportswoman who was, at the time of her death, the Captain of the Parliamentary Volleyball Team. She utilised sports as a platform to promote teamwork, mentorship, discipline, solidarity, and service both within Parliament and among the communities she served; FURTHER APPRECIATING that Hon. Nakimuli was an eloquent, courageous, approachable and compassionate leader who was committed to unity and consensus building and reached across party lines on matters she considered to transcend partisan interests and rendered distinguished service to her constituents and the people of Uganda with dedication and patriotism; NOW, THEREFORE, be it resolved as follows: 1. Parliament collectively conveys its deepest condolences to the bereaved family, relatives, friends, the people of Kalangala, the members of the National Unity Platform (NUP) and the nation as a whole for the loss of a distinguished and exceptional daughter of Uganda; 2. Parliament takes cognisance of the diligent service that Hon. Helen Nakimuli has rendered to the Parliament of the Republic of Uganda, the Kalangala community and the people of Uganda. Madam Speaker and honourable members, this is my justification: we are here today, to remember and bid farewell to an extraordinary colleague and friend. On Sunday, 19 April 2026, we received the sad news of the demise of Hon. Helen Nakimuli, the Woman Representative for Kalangala District in the 11 th Parliament of Uganda, at Alexandra Medical Center, Kitante Road, Kampala. Today, we grieve her loss and we hold in our hearts and prayers, her family.

18807 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 22 APRIL 2026 Madam Speaker, the late Hon. Helen Nakimuli was a great parliamentarian. She loved and respected Parliament and was, for five years, one of its finest debaters. She was a woman of great contrast:exceptionally formidable during debate, and admirably kind in private. The late Hon. Helen Nakimuli was one of the most vibrant people you could ever hope to meet and someone I was lucky enough to know closely. Madam Speaker, the outpouring of tributes we have seen in these past few days shows the impact of her leadership. While in the 11 th Parliament, the late Hon. Helen Nakimuli dutifully served on the Committee on Agriculture, Animal Industry and Fisheries, and the Committee on Information, Communication Technology and National Guidance. She served as Shadow Minister for Information and Anti-Corruption. She loved sports and was the captain of the Parliamentary Volleyball Team. Through these positions and many other leadership platforms, she was a voice of compassion and stood for her people. Madam Speaker, she was caring, eloquent, principled, and wise. Hon. Helen brought people together, as it was typical of her determination to reach across party lines on issues that she felt were more important than party politics. (Applause) Thank you. Above all, she was filled with love for the people and saw the best in them. Her enthusiastic spirit helped to give her determination and focus in politics. She was driven every day of her life by her passion for the great causes she believed in to help uplift people, especially children, women, the poor, and the oppressed. The late Hon. Nakimuli was a relentless campaigner for healthcare access, transport infrastructure, especially improved ferry services, equality, human rights, Government subsidisation of boat engine taxes, and the provision of fishing nets. The Government will continue to support development programmes in Kalangala District. I wish to convey my gratitude to the President of the Republic of Uganda, His Excellency Gen. Yoweri Kaguta Museveni, and also thank you, Rt Hon. Speaker, for according this distinguished and gallant citizen of Uganda a special recognition in her honour through the consideration of this motion before the House now. The Government of Uganda extends its deepest condolences to the bereaved family, relatives, friends, the people of Kalangala District, the members of the National Unity Platform (NUP), and the nation as a whole, upon the passing of this distinguished daughter of Uganda. May the Almighty God bless and receive the soul of Hon. Helen Nakimuli, in eternal peace . (Applause)

Madam Speaker, I rise to pay tribute to our departed colleague, the Hon. Helen Nakimuli, Woman Member of Parliament for Kalangala District, a dedicated servant of the people, and a member of the National Unity Platform. Hon. Nakimuli passed away on 19 April 2026, at Alexandra Medical Centre, where she had gone to undergo a surgical procedure. In fact, she drove herself to the medical facility, an indicator that she was not worried. I equally spoke to her that same morning at about 9.00 a.m., as we had been planning a meeting for Members of the Opposition in Parliament in regard to the impending sovereignty Bill, which meeting was due the next morning on Monday the 20 th . Tragically, she did not make it out of the theatre. This is not just a moment of grief; it is a moment of profound concern, and we hope that

18808 TRIBUTE TO HON. HELEN NAKIMULI all answers will be provided. This is not about apportioning blame prematurely; it is about restoring public confidence. As we pursue these answers, honourable colleagues, we must also confront the broader realities of our health sector. For many Ugandans, access to safe and quality health care remains uncertain. Incidents such as these deepen public anxiety and highlight systemic weaknesses in patient safety, regulation, and service delivery. If this can happen in a controlled medical environment, then we ought to ask ourselves: what safeguards exist for the ordinary Ugandan in less resourced settings? Hon. Nakimuli has been awaiting taking the Oath in just a couple of weeks to serve a second term in Parliament, having earned the trust and confidence of the people of Kalangala District one more time. That renewed mandate was a testament to her dedication, her connection to her constituents, and the faith they had in her leadership. Kalangala District, which she represented, is one of the most unique constituencies in our country, an archipelago of over 80 islands spread across Lake Victoria, commonly known as the Ssese Islands. Representing such a constituency requires exceptional commitment. It demands navigating geographical isolation, limited infrastructure, and the distinct socioeconomic challenges faced by island communities. Yet, Hon. Nakimuli embraced this responsibility with quiet strength and consistency. She ensured that the voices of her people, often physically distant and politically marginalised, were heard within this House. In the Shadow Cabinet, she has been serving as the Shadow Minister for Information and Anti- Corruption, a role she diligently executed for close to two and a half years. In this capacity, she stood firmly on the side of transparency, accountability, and responsible governance. She approached oversight with seriousness and clarity, contributing meaningfully to discussions of public accountability and the management of national resources. On the Floor of Parliament, she challenged the deployment of the Uganda People’s Defence Forces (UPDF) soldiers on Uganda’s lakes by the Fisheries Protection Unit, arguing that the army was complicit in illegal fishing and that criminalising vulnerable fishermen was unjust. She criticised the unit for confiscating equipment, confusing fishing communities with contradictory directives and politically motivated messages, and insisted that these communities needed real investment in boats, in nets, storage facilities, and training, together with practical support, not just harassment. Her contribution to this institution extended beyond legislative work. She served as our lady captain of the Parliamentary Volleyball Team, and under her leadership, our team recently secured another gold for Uganda at the East African Community Inter-Parliamentary Games . (Applause) This was not just a sporting achievement; it was a reflection of leadership, discipline, and the spirit of teamwork that she embodied. No wonder we are all here in numbers. (Applause) Those who had the privilege of working closely with the Hon. Nakimuli will remember her as calm, composed, and purposeful. Her work spoke for itself. She engaged thoughtfully, listened attentively, and contributed with intention. Even in her final days, she never stopped holding the Government to account. Her final submission on the Floor of this House was on 15 April 2026, last week, just four days before she died. She was questioning the Government’s preparedness regarding our sports facilities ahead of a Confederation of African Football (CAF) inspection, now that Uganda is set to host the African Cup of Nations 2027(AFCON) alongside other East African countries. She was still pressing for details, still demanding accountability. Even at the end, Hon. Nakimuli was working and holding the Government accountable, which was her cardinal duty as a Member of Parliament.

18809 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 22 APRIL 2026 It is particularly painful that her young life has been cut short at a time when she was just about to begin a renewed chapter of service under her second term. She had more to offer, more to build and more to contribute to this nation. Her passing is a loss to her family, the people of Kalangala, the National Unity Platform, this Parliament and, indeed, Uganda as a whole. As we mourn her, we must also honour her, not only with words, but with action. Honouring her means strengthening our systems so that no Ugandan loses their life the way she lost hers. It means recommitting ourselves to the values of accountability, service and integrity – values that she held dear. We owe it to her, we owe it to her family and we owe it to the people of Uganda. On behalf of the Office of the Leader of the Opposition, I extend deepest condolences to her family, her constituents in Kalangala District, her party, NUP, all colleagues in this House and the country at large. We stand with you in grief and in the pursuit of justice and truth. May the Almighty God grant us strength during this difficult time and may the soul of Hon. Helen Nakimuli rest in peace. Thank you. 18810 TRIBUTE TO HON. HELEN NAKIMULI she differed on certain matters and always expressed her feeling towards you, all in the name of the people she wanted to represent and make better. In her multi-faced character, the one where she would smile - I remember when there was humiliation of a woman and all the women in Parliament stormed out to go there, she said: “No; this is beyond. I will stand for the girl child and the woman.” That was the zeal and character in her. She would express her disappointment, but also remain respectful. As you lay there, Hon. Helen, I bear witness that, indeed, you were one of those who have always been in the House, performing their duties with dignity and respect. Dear honourable colleagues, just like Hon. Helen, we must remember that in this world, we are all travellers and at such a time, our departure note will be called upon. None of us knows the time, and this is what God has hidden from us. Imagine if God had made us aware of the real time to come, I do not think we would live comfortably. Just imagine if you knew that you were going tomorrow – I am not talking of Hon. Omona; please, do not worry just because I am looking at you. (Laughter) I imagine if you knew your date of departure, you would definitely sit down and not be comfortable. As I wind up, I send my special condolences to the family. I heard the speech of a father who was belled with pain, yet strong enough to call upon the deliverance of God. The daughter, who is my old girl at Kibuli Secondary School - I was the head prefect of Luwangula House. Two years ago, your mum came to attend the sendoff of my late father, but I have no doubt that we will do everything to pay her back for this golden heart that she had. As we reflect on the legacy of our late sister – Hon. Helen, as you lay down there, let us say something about you. You were good. You were courageous. You stood as an all-round representative who Kalangala must be proud of. (Applause) You did effective representation for your constituency. You were here as their advocate and you definitely served your party proudly and your country with honour. May your soul rest in eternal peace. (Applause)

On behalf of the people of Katakwi District, the NRM Party, the Government, and my family, I would like to extend sincere condolences to the family of the late Hon. Helen Nakimuli. Hon. Helen Nakimuli was a friend to all of us. She was indeed an active Member of Parliament whose actions were very visible in committee work, in the debates on the Floor of Parliament and on the ground. I visited Kalangala once and she was physically present to receive me. ( Applause) Hon. Nakimuli was a leader whose objective was the interest of her people. She did not have a lot of time for trivialities. Hon. Nakimuli would always reach out to any leader but with a reason for solving the problems of her people. It has already been said that Kalangala is a unique constituency. When I went there, she told me, you have come only to the mainland. Many of us here know that where we are now is the mainland. However, when you are in

One time, she told me how she nearly drowned while taking children or a patient from one island to another in a boat. To speak on an occasion like this when we have lost a young legislator whom I met many times in the Orthodox Church – I met her at St Nicholas three times, Jinja Orthodox Church once, Gulu Orthodox Church once, when I would go there to articulate messages of His Excellency the President. She was a very committed Christian. ( Applause ) She was not only a Christian by word but by action and she was extremely respectful. She would call me “Mum” when receiving me in the church. She knew the history and the culture of the Orthodox Church deeply. She was always with Hon. Ssekikubo. When he was not present, she would be uncomfortable until Hon. Ssekikubo arrived. When you find Hon. Ssekikubo before she arrives, he would also be uncomfortable until Helen arrives. Madam Speaker, the Orthodox Church and indeed the Christian faith have lost a committed Christian. I am glad, Madam Speaker, you have given me an opportunity to pay tribute to her. I thank you for extending support to the young girl. Madam Speaker, I am willing to make a contribution to support the young girl who is in senior one, if the clan allows. (Applause) I would like to call upon that child to be strong, because there are many orphans out there, including myself. (Laughter) Madam Speaker, my dad died when I was a second lieutenant. I was relatively young. In Africa, a parent, even at 100 years, is still a parent, and you cannot compare. Therefore, look up to us who are orphans. We will give you a platform, the guidance that you need, role modelling, and mentor you to the logical conclusion. May the soul of the late - Nakimuli means flower. I used to joke with her and ask, “Which flower are you? Are you a rose, a sunflower or a lily?” She would say she will unveil the name of her flower at an appropriate time. She has not done it. May her soul rest in eternal peace. (Applause)

Thank you, Madam Speaker. I rise to support the motion moved by the Rt Hon. Prime Minister to pay tribute to our fallen sister, Hon. Helen Nakimuli. On behalf of the people of Kinkizi East and the Ministry of ICT and National Guidance – As you may be aware, she shadowed me, and we always made fun. She would say, “How can I shadow this huge man?” Even when we are of different sizes, we worked well as a Government minister and a shadow minister. I would like to convey our condolences to the members of the family, parents, the people of Kalangala whom she represented in this House as a Member of Parliament, the members of the National Unity Party and the Opposition, where she belonged, and to you, Madam Speaker, and colleagues in this Parliament. When I served in the Parliamentary Commission with Hon. Dombo, who is seated in the VIP Gallery, one of the challenging issues that used to confront us was drawing the budget of Parliament. We had to budget for how many Members of Parliament would die in that year. We would indicate four or five, but would be scared that we would probably be part of those four or five. I am saying this to encourage Members that death is there and at any time, God can call us. Madam Speaker, I came close to Hon. Helen when the Archbishop of the Orthodox Church died in September 2021. She had just come to

Thank you, Madam Speaker. As a Member of Parliament for Ngariam County and on behalf of my family, I would like to begin by extending condolences to the bereaved family of my sister, Hon. Nakimuli, and the people of Kalangala District. It is on record that the last time I appeared before this House was last Wednesday, when I presented a statement regarding a matter the Leader of the Opposition had requested in line with our preparedness for the Africa Cup of Nations (AFCON), 2027. Honourable colleagues, the late, as we all know, had a passion for sports. She was an athlete and one who played many disciplines of sports. Those who attended the East African Community Inter-Parliamentary Games can bear me witness. (Applause) If you all recall, the late got injured on the netball court and twisted her leg during the competition, which was in Kigali, Rwanda. However, that did not stop her from representing the Parliament of Uganda. Let us clap for her. (Applause) I am happy that my honourable colleague, the Shadow Minister for Sports, is here. In line with the discussion we had concerning our preparedness for AFCON, we had agreed to visit Hoima City Stadium this Friday and look at other attendant training facilities we are working on, including a visit to Kabalega International Airport. We are doing this because it is in line with the observations that my sister had raised on the Floor of this Parliament. It is unfortunate that today, as Uganda hosts the team of the Confederation of African Football (CAF) together with the Pamoja countries here in Kampala, which meeting started this morning up to now, I had to excuse myself to come and pay my respects to our dear fallen sister. Honourable colleagues, I have been here for some time. I am happy we are all here to pay respects to our departed sister. She has left us with a living flower. We are good at making speeches but what do we leave with the flower that our sister has left us with? It is my humble appeal, honourable colleagues - in the Ninth, 10 th, and 11 th Parliaments, we did it. If we truly believe in the love of our sister, why don’t we contribute, as Members of Parliament, to support the family of our departed honourable colleague, particularly regarding the education of the daughter? (Applause) Madam Speaker, it is my humble appeal that the Parliamentary Commission deducts a direct fee from each one of us, the 529 Members of Parliament, to contribute to the education of our late sister’s daughter who is here. I request that we deduct Shs 500,000 from each of our accounts. (Applause) I bring this up because as a sportswoman, the late gave her life to support and carry the flag of the Parliament of Uganda in the sports fraternity in the East African Community. This helped in widening, deepening and strengthening the East African Community integration. I beg to move.

Thank you, Madam Speaker. Through your Chair, Madam Speaker, allow me on behalf of the family of Rev. Fr Christopher Walusimbi, the Orthodox Church in Uganda and the Inter- Parliamentary Assembly on Orthodoxy to convey sincere appreciation towards you, Madam Speaker, Members of Parliament, the Leader of the Opposition and the National Unity Platform, the Government, all the staff and the public out there; the voters, the people of Kalangala and Uganda on this tragic moment. Madam Speaker, it is hard to stand here to imagine that one of us is lying there and has departed from us. It is painful to know that she was a first timer, but surprisingly, she caught up well; she had fallen in, and her immense contribution is far beyond any imagination. I thank her for that. Thanks to colleagues who have made it possible across the political aisle here. Thank you. I thank you, Madam Speaker and Members. You did not let us down because we are few. We were two. She is gone, and in May, I will also be gone. You can imagine the void that remains here. Imagine she had won a very bad election in the history of this country. She had scraped through. She had no petition. She was awaiting her swearing-in. That is life. I will not delve into a lot of things, but I was touched by the Leader of Government Business. She spoke so well. She appreciated the character, the steadfastness, and the candidness with which Hon. Nakimuli spoke and I was surprised. It means that even on this side, Members are just worried; once you stand firm and you speak well, even the Government recognises your contribution. (Applause) Madam Speaker, she paid glowing tribute, so it does not mean that really in this Parliament, you must say, “Aye” because you want to be good. She spoke well. She did. I thought the President would not come down to this situation, but, Madam Speaker, you have given us a message from the President. (Applause) She was part of the Opposition, but I thank the President for his message. It is good. When you are the father of the nation, you must do that, and it is a good example. I thank the Opposition for the solidarity. I thank you, members of the Opposition, for nurturing Hon. Nakimuli. You did not take her away from us. She remained a Ugandan. She remained a member of the Orthodox Church. She remained strong. Even if we have differences, you groomed her in a way that she was much appreciated. Thank you very much, Gen. Katumba Wamala. You were not in Kalangala, but your presence was felt. The enormous contribution you made, and the offer you have made for the islanders to come to the mainland and attend the burial of their representative, is commendable. (Applause) You touched me. Lastly, may God be kind to her. One last thing, Madam Speaker, I heard from Dr Chris, who is a doctor by profession, that there are things that must be explained. How does someone drive in without the formal procedures of receiving a patient? You had her admitted, checked on everything before you operated on her. Where are the procedures in this country? Even in our health centres, you do not just walk into the theatre. There must be measures. What are the qualifications of these doctors? We must

Thank you, Madam Speaker. From the onset, I want to state that I fully adopt the motion moved by the Rt Hon. Prime Minister and the Leader of Government Business. I also strongly associate myself with the submissions of the Leader of the Opposition and the motion for amendment made by the honourable minister of sports. Madam Speaker, when I was a member of the local government accounts committee in the 10 th Parliament, I first saw Hon. Nakimuli when we met a delegation from Kalangala who had appeared before us in Masaka. When she joined Parliament, I had the privilege of serving with her in the shadow cabinet , and I fully agree with many of her attributes that have been mentioned here. By way of paying tribute to her, I want to share a short story of what transpired between her and I. Our dear friend outside this House, Hon. Eng. Moses Magogo, invited me courteously to watch a game at Namboole Stadium. As a friend, the same invitation was extended to

I would like to, first of all, begin with a verse in the Book of Psalms 11:7. It says, “ For the Lord is righteous, He loves justice; the upright will see His face” . Hon. Helen Nakimuli has stood as a dedicated Member of Parliament. The few interactions I had with her here were that she constantly represented her people with commitment and purpose. Madam Speaker, she was known for her integrity and accountability; actively participated in law- making and continued to prioritise the needs and interests of her constituents. She served as a committed leader who focused on public service rather than personal gain, working closely with her community in Kalangala to promote development and improve the lives of the poor people there. Hon. Nakimuli was not transactional. I made several attempts to transact with her to join the NRM, but she did not allow it. I told her I would find more time to transact with her. Madam Speaker, she was not transactional. Madam Speaker, I would like to thank you and your family for paying our little girl’s school fees up to senior four. Madam Speaker, allow me to convey heartfelt condolences from my colleagues and leaders of the Patriotic League of Uganda (PLU) led by our Chairman, Gen. Muhoozi Kainerugaba, the Chief of Defence Forces (CDF). Madam Speaker, I will conclude with John 11:25. It says, “ I am the resurrection and the life. The one who believes in me will live even though they die .” Rest in peace, our sister, Hon. Nakimuli of the National Unity Platform. Thank you. Madam Speaker, just a second. Hon. Stella Isodo of Ngora, sometime back passed on and left five children. They are not doing well. Last week, I received a member of the family in my office to support her family. I want to appreciate Members including myself, who have allowed a deduction of Shs 500,000. However, Madam Speaker, can we also consider, if possible, supporting the late Hon. Isodo’s family because she was also a player. (Applause) She was a Member of Parliament from the Forum for Democratic Change (FDC).

Thank you very much, Madam Speaker. Madam Speaker, allow me to register my heartfelt and deepest condolences to you, the august House, the Leader of the Opposition, the people of Kalangala, Greater Masaka, and the entire Uganda. Madam Speaker, because of time, I want to inform this august House that Hon. Helen Nakimuli was all-round. In fact, she was a member of the Opposition, but you could not believe that she was indeed in the Opposition. However, she stood on the principles of her party. There are colleagues from the Opposition side who do not want to associate with ministers of the Government, even when their people yearn for development. (Applause) However, Hon. Nakimuli would not do that. I remember a day when I went to Kalangala. I was received by Hon. Nakimuli and Hon. Kabuusu, and we spent two days there. I received their requests and I worked on them. There are colleagues who have approached me and asked, can you give me this in private? Hon. Nakimuli was exceptional. Madam Speaker, allow me to also ask for one important thing from the Leader of the Opposition and my colleagues. Hon. Nakimuli deserves a decent send-off. Tomorrow, we are all ready to go to Luweero. However, this business of Ugandans trying to threaten the mourners – (Interjection) - yes, because I witnessed this in Kalangala Town Council yesterday when you attempted to stop the Resident District Commissioner from delivering his message.

Thank you very much, Madam Speaker, for giving me the opportunity to pay condolences to one of our own. Madam Speaker, for us in Kalangala - and I want to correct the impression which was created that in Kalangala, there were issues - we are like one family. We are a small community; we know each other - (Applause) - we are there for each other. I think the Members of Parliament who went to Kalangala yesterday, when they were giving tribute to Hon. Nakimuli at the district, saw this. All the RDCs were there, the Government was there and nobody was harassed. That is the spirit of Kalangala and that is how we have been operating. Hon. Kabuusu is here. Yes, we may have differences in political opinions but we do not hate each other. I want that to be corrected. Madam Speaker, the late Hon. Nakimuli has been an asset to the islands and the communities there. She was a person who dedicated her life to serving her community. You would find her getting into those small canoes, risking her life for the sake of the community. One time, she

18820 TRIBUTE TO HON. HELEN NAKIMULI was in an incident when her boat got stranded in the middle of the lake, and she was rescued by the RDC, who had to send spark plugs for the boat engine because it had a problem. All that was in the service of her people. She has been there to serve her people regardless of the political differences. She was young in political experience, and I used to call her my daughter because she used to come to consult me in my office. If NUP finds a problem, I do not know. She is not the only one, Hon. Kabuusu, too. Our problems on the islands affect all of us the same, so we work together as a team. She was beyond the political divide. She was about service for our people. Transport was an issue she always emphasised to me, and I feel like I owe her because the ferry for Kyamuswa Subcounty has not yet materialised, much as we have a ferry working in Kyamuswa now. I would like to thank Parliament. When we move in this life on our life train, we find so many people. Some leave and you do not even notice that they have left. Hon. Nakimuli has left and every one of us has noted. When I walked in here and I saw how full Parliament was, I said yes, she was young, she has served one term, but for Kalangala, she has been a star and we shall terribly miss her. Madam Speaker, just to inform you, another problem has happened to us. I think you may know the late minister, Hon. Monica Azuba. She passed on yesterday, so we have another Member who used to sit on this Bench who we are going to burry on Saturday.

I want to end by confirming to the people of Kalangala that the Government has provided transport at a reduced rate. The ferry will stay in Kyungu for the whole night, in Bukasa, leave in the morning for Lutoboka, and from there it will go to Nakiwogo at a reduced rate of Shs 20,000 instead of Shs 40,000. That will be the charge. Therefore, the people of Kalangala should be able to come and attend the burial of their own. Thank you very much, Madam Speaker. God bless her and may her soul rest in peace.

Thank you, Madam Speaker. It is so sad that we lost one of our own. I was lucky that I was among the few or many who have been very close to the late Hon. Helen Nakimuli. When she was going for the operation, she sent me a message that read: “ Honourable, pray for me. I am in for an operation.” Even during this time of sending her off, I wish each one of us could pray for her soul. I had the opportunity of being in Kalangala District from Monday to Tuesday. The people of Kalangala District have many questions. I am lucky that at least we have received a response that some of those questions will be answered. How I wish these questions were answered as soon as possible, because the people of Kalangala District and some of us believe that there is something wrong. We need those questions to be answered. We need to know how that operation was done so that the people of Kalangala District can send off their own, Mama Kalangala District, in the most befitting way. Thank you, Madam Speaker.

Thank you very much, Madam Speaker. On behalf of the people of Wakiso District and on my own behalf, together with my family, allow me to convey our condolences to the people of Kalangala District, you, the Parliament of Uganda, and everyone, especially the late’s family. As the person that Parliament sent to lead the team to Kalangala District, allow me to convey their appreciation and condolences to the Parliament of Uganda; they made it clear in their council sitting. They made several requests, and through the right channels, the council resolutions will be forwarded to the Government of Uganda. Hon. Kabuusu and the entire team will attest to this. Madam Speaker, we witnessed the kind of transport means in Kalangala and we also request that this be amongst the gifts given to the late Hon. Nakimuli’s people as she lies here. Let us improve transport means in the islands. It is not these usual times we are here; the other one is different. When the ferry leaves you, that is all. Finally, she was my captain in the volleyball team. Allow me to say that it is high time we rethought games and sports in this country. It was part of their requests in Kalangala District that we establish a sports recreation centre in Kalangala District. They will groom many of the young Nakimuli’s and we shall see many in this country. I thank you.

Thank you, Madam Speaker. I take note of the little time we have. To be brief, while we attended the council meeting where the district leadership of Kalangala paid tribute to the late Hon. Nakimuli, the district council and all the congregation requested me to thank you and Hon. Thomas Tayebwa, for having given the late Hon. Nakimuli the opportunities to speak. Due to this opportunity, she ably spoke and articulated issues affecting the islanders. Madam Speaker, they also asked me to request Parliament - this time, I request to move a motion to amend the motion of the Prime Minister to include a prayer they requested; this specifically touches the Youth and Women’s Skills Development Centre that Hon. Nakimuli had thought of building for the community. Two years ago, Hon. Nakimuli started a process of building a youth skilling centre. Many youths in our islands have not been to school and so, the young children have grown and have not gone to school. Therefore, those young children are not employable. The only way to make them useful in society was to establish a skills centre. She had acquired a storied building plan approved. She had also acquired land from the Buganda Kingdom. If she were to live and serve the next term, she would build that skilling centre. So, the council resolved, and Madam Speaker, I do report –

Madam Speaker, finally, there is a seed secondary school being built. It is called Bubeke Seed Secondary School, and it is at the foundation level. We thought, as leaders of Kalangala, that the Government should agree, and we have that school renamed “Helen Nakimuli Memorial Seed Secondary School”.

Those you left, Kalangala people, where you see something done, she was a humble but very audible voice. She did not have to shout to make a point. That was very important. Rest in eternity, sister. True. Thank you. Actually, we should take our next sitting to Kalangala so that we get to understand.

Madam Speaker, thank you. I associate myself with the kind words that have been spoken by colleagues who have spoken before me. I would like to add just one thing. Madam Speaker, in Nakimuli, remote Kalangala ceased to be remote. Every time, through her debate, we would think that Kalangala was just here in Kampala Central. She was, agreeably, the best this Parliament could give Ugandans. In her, we saw what Uganda had in what we call the “rural parts” of this country. I would like to thank Rev. Walusimbi and the family. I would like to thank NUP. This is because, through those two entities – (Member timed out.)

It is a pity that, today, she makes her final journey, not to debate, but instead we are honouring her. May her soul rest in eternal peace. Madam Speaker, I am an old girl of Hon. Helen from Our Lady of Good Counsel SSS, Gayaza. From Senior One to Senior Four, I was with this lady here. We were together. The sportsmanship you are all talking about was cultivated largely from Our Lady of Good Counsel SSS, Gayaza. She was part of the pioneering teams of so many sports clubs we had in the school. Team - (Member timed out ) - Just a minute. Team Molten, basketball, volleyball, badminton, basketball, and the rest. Today, I am paying my respects to the woman who is lying here in honour of the sisterhood that we have built across time. She has been a great fighter for women’s rights, and as a chairperson of the Women’s League in the National Unity Platform, I really appreciate her efforts towards the people of Kalangala, the women and girls. She has contributed immensely to their gender issues and I appreciate her very much. Helen, as a friend, as a sister, as a mother, lying here today, we appreciate you for the service cutting across political divides, across religious and political affiliations, but most importantly, for using your voice strongly to speak truth to power. Thank you very much. May your voice always be a reminder that even the loudest of voices will at one point come to – (Member timed out.)

At 2.00 p.m., we shall have a session in the House. The body will be moved to Namungoona thereafter. On its way, it will pass via the NUP offices. On 23 rd April, Thursday, there will be a funeral service at Namungoona Orthodox Church, and burial will take place at their ancestral home in Luwero District. The Parliament of Uganda stands in solidarity with the bereaved family and the people of Kalangala District. We honour the legacy of the dedicated legislator and the tireless advocacy for her people. Last Thursday, she was here submitting. None of us knew that she would be gone too early like that. May her soul rest in eternal peace. May we stand up and observe a moment of silence. Honourable members, I welcome you to this morning’s sitting. As you are aware, Parliament is currently in a sorrowful state, following the untimely and sudden death of our beloved colleague, the Woman Member of Parliament of Kalangala, Hon. Nakimuli Helen. Words cannot explain the pain and grief that we feel, but we count on the Almighty Lord, who promises to renew our strength for all those who keep their faith and hope in him; Isaiah 40:31. Madam Speaker, I join you and colleagues in commiserating with the family of Hon. Helen Nakimuli, Woman Representative for Kalangala. It is shocking and devastating news. We hope that the family and all those who knew and loved her can find comfort during this time. It is a good thing that tomorrow, we shall have a session to pay tribute to her. Maybe we will get a chance to say a lot more about Hon. Helen and everything surrounding her passing, but we do commiserate with the family and all the other entities she belonged to. We look forward to that tribute session tomorrow to say a lot more. Away from that, I seek your procedural guidance on the Protection of Sovereignty Bill, which was read for the first time, and you referred it to the two relevant Committees of Defence and Internal Affairs, as well as the Legal and Parliamentary Affairs Committee, for processing. At the end of last week, as we went into the weekend, we saw a communication from the Office of the Clerk to Parliament inviting the public to provide input on this Bill. A number of us are interested in sharing our views. I wrote to the committee on Monday, because we could not do so over the weekend when the communication came out. The joint committee is yet to sit and embark on getting input from the different stakeholders. Meetings have not kicked off yet, but I got a bit confused when I saw on the Order Paper that the Bill had been scheduled for second and third reading. I was left in abeyance because the committee -

Further, the affected MDAs are also urged to incorporate within their budgets specified funds in order to enable them clear arrears accrued towards UCAA. The committee was informed that in regards to funds owed by the UN to the Uganda Civil Aviation, there is an MOU that states that the UN will operate at Entebbe International Airport at no cost and that UCAA will be compensated for the foregone income. The committee, therefore, recommends that the Ministry of Works liaise with the Ministry of Foreign Affairs and Office of the Prime Minister to have the matter resolved and report back to Parliament in the medium term. 7.1.6 The relocation of NAGRIC from the airport The committee was informed by the Uganda Civil Aviation Authority that it acquired 67.4 acres of land formerly owned by the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF)/ National Animal Genetic Resources Centre (NAGRIC) to facilitate the expansion of Entebbe International Airport. In order to facilitate the acquisition, Uganda Civil Aviation Authority paid Shs 2.4 billion on 20 August 2019 to MAAIF, which would enable them to relocate to land measuring 76.5 acres in Kyanuma village, Busiro. In respect to that, the committee noted that this issue was raised in the committee report of the Financial Year 2025/2026, urging MAAIF and NAGRIC to relocate and pave the way for the Uganda Civil Aviation Authority given that funds were received in lieu of the land by NAGRIC, but the status quo remains the same. The committee recommends and urges the ministers for Works and Transport and Agriculture, Animal Industry and Fisheries, in consultation with the Office of the Prime Minister, to come up with an amicable solution to the land under dispute and report back to Parliament in the medium term. 7.1.7 Ferries and inland water transport safety Ferry services in Uganda are primarily managed by Uganda National Roads Department in the Ministry of Works and Transport and private operators. They are critical infrastructure in connecting rural communities and bridging road networks across Lake Victoria, Kyoga, Albert, and the River Nile. These services significantly reduce travel times for people and cargo by serving key areas like Kalangala, Buvuma, and the Buyende-Kaberamaido route. The committee noted that inland water transport has been neglected over time with concerns about limited connectivity, ferry breakdowns, and makeshift boat use, persisting with up to 5,000 deaths occurring annually on Lake Victoria alone due to boat accidents. Madam Speaker, in respect to that, the committee takes into cognizance the ministry’s efforts towards construction of the Search and Rescue (SAR) centres and recommends that SAR centres be evenly distributed, constructed across all major water bodies. Further, island communities should be regularly sensitised on safe water transport usage given that most accidents are due to human error, like overloading, and most boats being in poor mechanical conditions. Further emphasis should be placed on regular vessel inspections in order to ensure compliance with set standards. 7.1.8 Operationalisation of the Meter Gauge Railway (MGR) Project. The committee noted that the Uganda Railways Corporation (URC) is in the process of rehabilitating and upgrading the aging MGR network, including Malaba-Kampala, Tororo- Gulu, and expanding the commuter passenger services in the greater Kampala Metropolitan area under their strategic plan for Financial Year 2025/2026-2029/2030. Madam Speaker, the committee noted that in Financial Year 2026/2027, the Government has allocated Shs 161 billion to the Uganda Railways Corporation (URC) towards the

18634 CONSIDERATION OF THE BUDGET ESTIMATES FOR FY 2026/2027 Madam Speaker, we still grapple with the backlog of cases in this country. The Judiciary plans to increase the case disposal rate from 58 per cent in Financial Year 2024/2025 to 60.6 per cent in Financial Year 2026/2027. This will reduce the backlog from 24.2 per cent to 22.2 per cent and dispose of 291,544 cases by the end of 2026, hence the need for an additional Shs 20.12 billion in case backlog reduction strategies, such as special court sessions. The committee, however, noted that a significant number of cases committed to the High Court remained unheard for years alongside infrequent court appearances and extended intervals between hearings. Additionally, the committee is concerned that the Judiciary’s projected plan to reduce the backlog is not satisfactory due to the minimal percentage. The committee has recommended that the funding requested by the Judiciary to tackle the issue of case backlog be deferred temporarily until a comprehensive plan is provided. Implementation of the legal representation at the expense of the state in capital offences in line with the Judiciary Legal Representation at the Expense of the State The committee noted that Article 28(3) of the Constitution requires that every person who is charged with a criminal offence that carries a sentence of death or imprisonment for life is entitled to legal representation at the expense of the state. Similarly, the Judicature (Legal Representation at the Expense of the State) Rules, 2022 have revised the rates upwards for facilitation of advocates on state briefs. To be able to fulfil this mandate, the Judiciary requires an additional Shs 31.97 billion. The committee recommends that Shs 31.97 billion be provided to the Judiciary to facilitate advocates to hold these cases on a State brief. Automation of courts to eliminate delays in the management of cases The committee was informed that the Judiciary plans to roll out the Electronic Case Management System, ECMIS, to an additional 20 court stations, which include, among others: i) Masaka High Court; ii) Masaka Chief Magistrate’s Court; iii) Kalangala Chief Magistrate’s Court; iv) Sembabule Chief Magistrate’s Court; v) Kalungu/Lukaya Grade One Court; vi) Mpigi High Court; vii) Mpigi Chief Magistrate’s Court; viii) Gomba Chief Magistrate’s Court; ix) Butambala Chief Magistrate’s Court; x) Nsangi Chief Magistrate’s Court; xi) Masindi High Court; xii) Masindi Chief Magistrate’s Court; xiii) Kiryandongo Chief Magistrate’s Court; xiv) Buliisa Chief Magistrate’s Court; xv) Kigumba Chief Magistrate’s Court; xvi) Mubende High Court; xvii) Mubende Chief Magistrate’s Court; xviii) Mityana Chief Magistrate’s Court; xix) Kassanda Chief Magistrate’s Court; and xx) Kyegegwa Chief Magistrate’s Court. Madam Speaker, I have read all of them to show the balanced nature throughout the country. The committee recommends that Shs 13.739 billion be provided during the Financial Year 2026/2027 to enable the Judiciary to automate case management business processes, thereby quickening adjudication and reducing person- to-person interactions, thereby mitigating corruption incidents. Budget increase and misalignment The Judiciary’s proposed budget for the Financial Year 2026/2027 stands at Shs 633.97 billion, representing a 43.7 per cent increase from the Financial Year 2025/2026 approved budget of Shs 44.223 billion. The committee noted a 103.5 per cent increase in the travel budget of the Judiciary from Shs 43.79 billion to Shs 89.154 billion, with the Ministerial Policy Statement (MPS) showing extensive travel inland provisions totalling Shs 77.0 billion and travel abroad to Shs 12.2

18636 CONSIDERATION OF THE BUDGET ESTIMATES FOR FY 2026/2027 Madam Speaker, we have just passed an amendment on the copyright law. We strongly recommend that this money be provided to open up this facility. Office of the Directorate of Public Prosecutions (ODPP) Madam Speaker, despite the recent recruitment of 125 state attorneys for which the department is grateful, the Directorate of Public Prosecutions staffing stands at 759 against the approved 1,734, which represents 43 per cent staffing level. There is still a critical need for recruitment of both legal prosecutors and administrative staff to expand the scope of reach of criminal prosecution services. The office of the DPP requires an additional funding of Shs 10 billion for the recruitment of both legal prosecutors and administration. The committee notes that with the improved staffing, state attorneys will reduce the current workload and improve the perusal of case files. The committee finds this requirement critical and recommends an additional Shs 20 billion, instead of Shs 10 billion requested for, be provided to the Office of the DPP during the Financial Year 2026/2027 to facilitate the recruitment of staff to close the prosecutor- case ratio and increase the scope of criminal prosecution services across the country. Honourable colleagues, there is a need for a prosecutor for every magistrate at the district courts. This is because you find one prosecutor serving three magistrates. Therefore, you cannot have the proceedings continue unless this prosecutor has moved from this court to another, hence, the justification for an increase from the requested Shs 10 billion to Shs 20 billion. Establishment and operationalisation of offices in 32 districts The Office of the DPP is not present in 32 districts and more than 100 outer courts with Grade 1 Magistrates. This has affected the delivery of prosecution services. In order to establish and operationalise a Resident State Attorney station, the Office of the DPP requires an additional Shs 8 billion to establish a Resident State Attorney Station in each of these districts at a unit cost of Shs 250 million. The committee deems this requirement very important and, therefore, recommends that the Office of the DPP be provided with Shs 8 billion to implement the construction of these stations. Construction of offices and residential premises in hard-to-reach and hard-to-stay areas As part of strengthening criminal prosecution service delivery, the Office of the DPP has established 148 offices, both at the regional and district levels. However, officers fail to find decent offices and residences for accommodation in some of these areas. The Office of the DPP requires Shs 20 billion for the construction of offices and residential premises to attract officers to serve in the hard-to-reach and hard-to-stay areas. The committee makes a recommendation that Shs 20 billion be provided for the development budget of the Office of the DPP during this financial year to construct their own up-country offices and residential premises. Transport Equipment The committee observed that the Office of the DPP requires Shs 18 billion for the procurement of 72 vehicles to support the movement of officers to and from courts to avoid sharing public transport facilities with suspects, relatives and their accomplices while in prosecution of case files and other sensitive documents. Officers who serve hard-to-reach and stay areas of Bukwo, Yumbe, Pakwach, Maracha, Kalangala, Kotido, Koboko, Bwera, among others; including supervision by management. The committee recommends that Shs 18 billion be provided to the Office of the DPP during this financial year to provide transport equipment for those areas.

Thank you, Mr Speaker, for allowing me. I thank the minister for laying all these loan proposals. However, we raise eyebrows on these loans and complaints from honourable members because there are several new districts, including mine, which do not have a single tarmac road, but when it comes to paying back the loans, we are always part of the payment scheme. One time, Mr Tortoise visited heaven and borrowed feathers from the birds. He told them that when we reach and they bring food, we should ask whose food it is. The birds that gave him feathers never ate because whenever they asked whose food, the response was “All of you.” Mr Tortoise had named himself, “All of you,” and all the food was his! Therefore, my procedural matter is: Why don’t we give priority to some of these new districts whenever we borrow so that three or five of them will have some money, through these loans, for tarmac every financial year? In Kalungu, we only have one tarmac road from the church to the Nuns, which was given during the celebration of 100 years. I have been to Kalangala and visited several districts; many loans are brought, but no consideration. Lwemiyanga-Sembabule have some small tarmac these days. Isingiro District has. Mr Speaker, why don’t you help us - when these loans come, even people from Kalungu and Mitooma are paying, but there is no benefit - not a single tarmac road for new districts - apart from those leading us from the main road that we have made. (Hon. Musasizi rose) - Honourable minister, that is my prayer. So, I am tired of having all of you, and yet when it comes to eating, I do not get anything - (Member timed out.)

Thank you, Madam Speaker. I thank the committee for the report and the minister for the response. On this note, I request the Ministry of Health to look at the water ambulances that were given to all our island constituencies. These water ambulances will face mechanical challenges because they are non-operational. A boat should be seen at least once a month. They should find fuel. Madam Speaker, the health centre IV in Kyamuswa got a doctor and a medical officer, and it is now operational. However, the Ministry of Health should provide fuel for generators. When a patient comes for a medical operation, he must carry a jerry-can of diesel, even for simple operations like on a hernia. The Ministry of Health should make us love this Government by operationalising that health centre IV. Finally, on the Kalangala Hospital which was promised, the minister came here and read a report which suggested that they would build a health centre at the level of a hospital for Kalangala, because of the peculiar circumstances. However, we do not see anything forthcoming. Thank you, Madam Speaker. (Hon. Barugahara rose_)

17703 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 6 AUGUST 2025 On page 418, there is what my brother Hon. Okeyoh talked about; the Multinational Lake Victoria Maritime Communication and Transport Project. Communication is about rescue centres and boats. The Government has so far bought rescue boats but the rescue centres have not yet been constructed. In Misonzi, in my area of Kalangala, the contractor was withdrawn. He was not given the contract because he failed. I would like to know from the minister how far you are with getting another contractor to construct the rescue centre in Misonzi. Madam Speaker, we want to have rescue centres to rescue people from accidents on the lake. Unfortunately, we are not looking at marking dangerous spots on the lake. You, at one time, guided that I talk to the minister about it. I did but nothing has yet been done. If we want to remove this problem, the solution, honourable minister, is for us to mark the dangerous spots on Lake Victoria to avoid getting these accidents. Also, we need to survey the lake. Lake Victoria was last surveyed in 1955 and if we do not do this, accidents are going to happen. We shall have the rescue centres but they are going to rescue dead bodies. Therefore, we need to survey the lake to ensure we do not have accidents. Thank you.

17708 MINISTERIAL STATEMENT that the roads we are doing are resilient to the environmental changes. Of course, it is a big challenge because, as you can see, it is unpredictable. I think you saw what happened in Texas recently. Within 45 minutes, things had changed. However, we have ESIA in all the projects which we do. Hon. Ssewungu, your road. I can bet with you that we can go and see the progress of the bridge on Upper Katonga. It is being done by a company called Rodo. Even as I leave here, I can give you their contact and you can check with them. They have done some work. They have now put up the pillars and are now doing the box culverts for relief. So, the two bridges are being done concurrently; the bridge downstream and the bridge upstream. (Interjections) The tarmacking may come later. (Laughter) Bobi-Iceme-Corner Aboke-Corner Ayer That road is under the AFCON project. Yes, it is under the AFCON project and we hope to do it together with Gulu Airport, which is going to be expanded. AFCON is planning to use Akii Bua Stadium, which is being done. We think that if they land in Gulu, they can drive shortly through Bobi-Iceme-Corner Aboke to Lira. It will be a faster movement. Training of operators and maintenance team Madam Speaker, we have established a training centre, again, with the assistance of JICA and the Japanese Government at Luweero and the centre is called the Mechanical Engineering Training and Advisory Centre (METRAC). This is where we are going to train operators and maintenance teams for our machines. It will be useless for us to keep buying machines if we cannot maintain them properly. They will not last. Therefore, we have that being done. We are also working with the National Council for Higher Education so that the people trained there can have certified certificates and they can be able to work anywhere within East Africa. Kitgum-Palabek-Lagoro, I talked about that. Iganga-Bulopa-Luuka The contractor who has now been identified for that role is Arab Contractors, the one who did Tirinyi-Pallisa-Kumi-Kamonkoli Road. He is going to be on site by the end of September to start setting. This time, the equipment will not walk away (Laughter) -(Interjections) – the railway to Masaka - good thought. I think we will think about it. There are a number of things we have been thinking about; how to link Masaka, including developing ports like Bukakata Port and Lambu Port and the bridge to Kalangala. (Interjections) - Yes, I have not yet promised that, but it is something we are investigating. Yes. (Laughter) Kyegegwa-Hapuyo-Kakumiro This is the road which is commonly known as the Liberation Road. It starts all the way from Kazo to Kabogole, Kyegegwa through Hapuyo to Kakumiro up to Kisiita - (Interjections) - Yes, it has been earmarked for tarmacking, but I am not sure whether we shall be able to do it in National Development Plan (NDP) IV. However, we are going to maintain it as good murram. Rescue Centres Yes, we have established the rescue centres. In Misonzi, we had a challenge because there was over-flooding and we could not put the - and when we got the contractor, he did not measure up and so we stopped him. We are re-engaging a new contractor. We had another site at Mwena, but we could not also work at Mwena because of the rising of the lake. However, the rescue centres are now functional. I agree with you that we need to mark the lake, but we are having a project under East Africa because, as you appreciate, Lake Victoria is an East African facility. It is for Kenya, Tanzania, and Uganda. Therefore, working with our partners, we have moved and also convinced the African Development Bank, which is supporting the

Thank you, Madam Speaker. Honourable minister, thank you for the statement, but as people who come from the islands, I want you to help us. Like my colleague from Kalangala stated, moving from one island to another – for example, moving from Lolwe Subcounty headquarters to Hama, Siro or Wayasi – these people need fuel but they are not facilitated. That is a serious issue. Secondly, in the case of Namayingo. In the statement, you have stated these people have uniforms they wear for identification; I have not seen any. Was it in isolated places, or it is country-wide? And then finally, I would like to know from you, minister, about Ojambo who was arrested in Busia but you stated that he is on bail. In fact, Ojambo’s case is a serious one, and I would like to know, and for you to tell the country, what was the cause for Ojambo’s arrest, and what steps have been taken because people were there, gave their statements, and to date it has not been handled. Thank you.

He will take long, but did you hear how he started this modern farming in 2019? He is earning quite a lot of money. So, the coffee, dairy industry, poultry, and Kalangala Palm Oil Project are projects pushed by the Government that have transformed people’s lives. Not petty money from MPs for fundraising or bribes. So this is suicide for nothing. The voters need to know that these practices of bribes and fundraising are overthrowing the voters’ power. Voters, you are overthrowing your own power by electing people because they have given you money. Then, your power to elect leaders that will work with the Central Government to solve the problems of the voters, such as infrastructure, supervised wealth funds that are being stolen by the parish chiefs, etc. Do not accept petty money from politicians and throw away your power to elect a leader who can kwemerera . Kwemerera is a Runyankore word, meaning to supervise the money sent to you through the parish or to fight corruption in your area. Once we solve the problem of political corruption that has paralysed the populist politicians, it will be easy to fight the corruption of public servants. Why? It is because we have a reliable source of Okulega. Okulega is whistleblowing. These are

17496 ADDRESS ON THE STATE OF THE NATION 6. The PCR kit developed by scientists at Makerere University to conduct more than two million tests at 50 per cent of the cost of imported alternatives. This has saved the country $37 million in imports per year; 7. Gulu University developed highly effective rapid test kits for crop diseases – for cassava and sweet potatoes; 8. The engineering development and innovation centres in Rwebiteete, Kiruhura District and Namanve are enhancing capacity for industrial technology, metallurgy, electrical and electronics, civil engineering, automotive technology, agricultural mechanisation, and construction machinery. 9. The Presidential Initiative on the Banana Industrial Development (PIBID) plant in Bushenyi – can you show us that one? Bushenyi banange! If you don’t want to die from a heart attack, you eat our bananas. They have got potassium for your heart muscles. The Presidential Initiative on Banana Industrial Development plant in Bushenyi has significantly increased commercial production capacity to 140 metric tonnes of fresh Matooke – “Matooke” is bananas – per day. The plant has sales orders from the Royal Kingdom of Saudi Arabia, Qatar and Italy. Over the last 17 years, the NRM Government has prioritised infrastructure development, especially the roads, railways and electricity. We now have a solid foundation to support industrial development. All parts of the country are interconnected using tarmac and good murram roads. This means that whatever is produced in the country can easily reach the markets. It also means that the cost and time of moving goods has reduced significantly, facilitating both investments and trade. The stock of tarmac roads is now 6,199 kilometres, compared to only 1,900 kilometres when the NRM took power in 1986. Of these 1,900 kilometres, only 114 kilometres were in fair condition, while the rest, totalling 1,786 kilometres, were in poor condition. The roads to commence construction to tarmac standard next financial year include: 1. 23.6km., Yumbe-Ure Road and bridge. Are my people from Yumbe happy? Awadifo. (Applause) 2. 69.3km., Katine-Ochero Road – apwoyo, apwoyo, apwoyo – and 2.9 kilometres of town roads in Kaberamaido and Kalaki towns. 3. 105km. of Kyenjojo-Kihura-Bwizi-Rwamwanja- Kahunge and Mpara-Bwizi. Mwebale muno. 4. 56.3km., Iganga-Bulopa-Kamuli-Jinja. Mwebale ino . 5. 127km Mbulamuti-Kamuli-Bukungu – at long last. 6. 10km., Jinja City roads. 7. 115km., Kitgum-Kidepo. Apwoyo, apwoyo! (Applause) 8. 88km, Ishasa-Katunguru Road. Mwebale munonga . 9. 65.3km, Luku-Kalangala-Mulabana Road. Do the bassesse have their own language? Bogera Luganda? The Government is repairing the 78.9km road from Nebbi to Arua and I am also negotiating for more money to tarmac other roads, namely: Kabujogyera-Kitagwenda-Kamwenge Road – a batagwenda bangye mutebwo amastiko; Muhaanga-Rwamuchuuchu-Kisiizi-Rubaare Road with a branch to Nyakisheenyi and another one to Kebisooni – Abahooro, Abakiga tindabasa kubebwa; Lyantonde-Lumbugu- Rakai – abakooki baffe eyomunda eyo;

Thank you. Now that the list is no longer part of the report, we can move very well, honourable colleagues. We do not discuss what has been withdrawn. On a very selfish note, I will start with Mitooma, then Kalangala, Hon. Santa, Hon. Karubanga, Hon. Chemaswet and honourable members for Ibanda and for Apac. I know why I picked those special cases - and Hon. Bumali Mpindi, and Member for Youth. I will give you time, honourable colleagues, but let us use our style of two minutes so that we get more people.

Thank you, Mr Speaker. Thank you, chairperson for your able presentation of the reports. I would implore the Committee on Education and Sports to also consider island districts, for example, Kalangala where I come from, Namayingo, Buvuma and all those other islands. Government schools have been constructed in our island districts. They have pupils and students. Unfortunately, we do not have transportation from those schools to other areas of the district. For example, I have two constituencies, that is, Kyamuswa and Bujumba. Kyamuswa has four subcounties that are on the waters. These pupils cannot access the headquarters. If there is an activity and they have to get to the district headquarters, they would have to hire boats. Therefore, I implore the Government that, if you put infrastructure or a school in a far- off island, please also consider transportation of those pupils from that far area to the headquarters for purposes of either learning or travelling. 17005 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 15 APRIL 2025 3) Oxygen plants Page 18, the committee recommends that additional Shs 8.6 billion be provided to the Ministry of Health to complete and commission the remaining oxygen plants and additional Shs 11.85 billion be provided to procure transformers that will stabilise the power supply for the oxygen plants and newly acquired medical equipment. 4) Medical equipment The Ministry of Health reported that it had acquired new imaging equipment, like CT scans, MRI, and ultrasound machines, for regional referral hospitals. This equipment requires constant maintenance that can cost Shs 7.7 billion annually. The committee recommends that additional Shs 7.5 billion be provided for the maintenance of that equipment. 5) Upgrade of health centres We can go to the recommendations on page 19. i) We need Shs 60 billion to complete the upgrade of health centres that had already been started. ii) We need an addition of Shs 7.6 billion for equipment that will be required to functionalise the upgraded health facilities. 6) Inadequate funding for the renovation and equipping of health facilities. In the second-to-last paragraph, the Ministry of Health reported that in 2024/2025, it had planned for the partial rehabilitation of 13 general hospitals. These include Kambuga, Masindi, Apac, Koboko, Kotido, Kamwenge, Kitgum, Katakwi, Amuria, Kasana Luweero, Kapchorwa, Itojo, and Muko. The total budget was Shs 39 billion, but the cumulative release from quarter 1 to quarter 3 was only Shs 12.7 billion, which is only 32 per cent. Recommendations on page 20 (i) The Ministry of Finance, Planning, and Economic Development should provide additional funds amounting to Shs 46 billion to complete rehabilitation, expansion, and equipping of Masindi, Kambuga, and Itojo General Hospitals, which are currently very old and dilapidated. (ii) The Ministry of Finance should provide Shs 20 billion, which is required to commence the rehabilitation of the foreign general hospitals, Apac, Koboko, Kotido, Kamwenge, Kitgum, Katakwi, Amuria, Kasana Luweero, Kapchorwa, in a phased manner. The Ministry of Finance should prioritise the release of the transitional development grant to address the issues of delayed rehabilitation completion. Hard-to-reach areas, such as Mayuge, Namayingo, Kalangala, Buvuma, and the rest, should be given affirmative action regarding health service delivery. 7) Status of ambulances There are 158 constituencies that have not received ambulances. The honourable members are complaining. Also, we have 14 boat ambulances, but very expensive to maintain in terms of fuel and servicing. The recommendations i) The Ministry of Finance, Planning and Economic Development provides additional Shs 54 billion to procure 158 ambulances for the remaining constituencies, including mine. (Laughter) ii) Additional funds amounting to Shs 17 billion, that is, fuel – Shs 12.8 billion and Shs 5.6 billion for servicing, be provided for the maintenance and functionalisation of the current fleet of ambulances under the National Ambulance Call and Dispatch System.

Thank you. I agree with you, honourable colleague, because the finance ministry has many ministers. However, it seems like when Hon. Musasizi is not around, no one else can be – it is a pity – yet the budget is their process. I had picked Hon. Joan Namutaawe, Hon. Zaake, Member for Kalangala, Member for Bukomansimbi, Hon. Ebwalu and Hon. Santa.

Thank you, Mr Speaker, for the opportunity. The people of Kalangala are proud of you. I commend the committee for such a wonderful report, especially on the hard-to-reach areas. We feel represented very well. Committee chairperson, thank you for listening to our cry, especially on the issue of ambulances, which were not given fuel in the National Development Plan IV (NDP IV). Now that you have brought it out, we are grateful and hope that this fuel will come to us, not only in words, but in action. On 29 March 2025 – I want to explain why we are happy about getting fuel – there was a lady who was coming from Banda Island to give birth, but she gave birth in the middle of the lake in a very ugly boat. Therefore, when we have these ambulances functional and fuelled, we will be happy and honoured. Secondly, on page 21, the committee recommends that the ministry allocate specific times and days when the boat ambulance should move so that the public is aware of the schedule. Mr Speaker, a health condition cannot be allocated time. You cannot tell somebody to get sick tomorrow; I do not agree with the committee on this recommendation. For example, in the islands, you cannot tell somebody to get sick for the ambulance to move or not. The ambulance must be stationed somewhere, ready to move at any time. For example, if somebody gets COVID-19 with signs, will you wait for Sunday, when it is a Monday? I believe this recommendation should be removed from the committee’s report because it does not make sense to me as a Member of Parliament from the hard-to-reach areas.

16769 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 12 MARCH 2025 Vote 016: Ministry of Works and Transport – Shs 955.812 billion The committee observed that the Ministry of Works and Transport requires Shs 955.812 billion to be provided as follows: 1. Shs 63.512 billion to cover the cost of terminal benefits for staff impacted by RAPEX under UNRA and Uganda Road fund; 2. Shs 61 billion for outstanding obligations on the SGS compensation for the non-tax revenue (NTR) (Shs 15 billion), Soroti Flying School/East African Civil Aviation Academy, Railways, Kalangala, and National Review Board; 3. Shs 500 billion, outstanding debt against the interim payment certificates for the National Roads Projects and the District and Urban Community Access Roads (DUCAR); 4. Shs 40.2 billion for the construction of a steel jetty at Pakwach Bridge and access roads to a cement factory in Karamoja; and 5. Shs 291.1 billion for the preliminary works for the commencement of the Malaba- Kampala SGR project to finance the works under the limited notice to proceed. The committee recommends approval of Shs 955.812 billion to Vote 016. Vote 017: Ministry of Energy and Mineral Development – Shs 928.014 billion The committee observed that the Ministry of Energy and Mineral Development requires Shs 928.014 billion for the following: 1. Umeme buyout (Shs 725.42 billion), and Capital Expenditure (CAPEX) Shs 190 billion; 2. Shs 7 billion for the construction of a dedicated power line in Ntungamo, to provide reliable power to the Inspire Africa Coffee Factory and H5 Tin Factory. The line will pick its supply from the Mirama Hills substation and will be completed in six months; and 3. Shs 5.59 billion reimbursement of funds utilised from the electricity transmission infrastructure project which were used to pay for outstanding thermal power capacity charges. The committee recommends the approval of Shs 928.014 billion to Vote 017. Vote 018: Ministry of Gender, Labour and Social Development – Shs 8.53 billion The committee observed that the Ministry of Gender, Labour and Social Development required: a. Shs 4.6 billion for the national celebrations - Women’s Day, Youth Day, Day for Older Persons and People with Disabilities and Labour Day; and b. Shs 3.88 billion to support Masuulita Remand Home. The committee recommends approval of Shs 8.53 billion to vote 018. Vote 022: Ministry of Tourism, Wildlife and Antiquities – Shs 3.24 billion The committee observed that the Ministry of Tourism, Wildlife and Antiquities requires Shs 3.24 billion for additional NTR. The committee was informed that the NTR collected by the Uganda Hotel and Tourism Training Institute in Jinja from school fees and hotel revenue is to be used for the payment of contractual gratuity, training, and operationalisation of the new administration block. The committee recommends approval of Shs 3.24 billion to Vote 022.

Thank you. Mr Speaker. Rt Hon. Prime Minister, a serious storm hit Lujabwa Island, Mazinga subcounty, in Kalangala, leaving over 50 homesteads homeless.

Thank you, Madam Speaker. Given the rising water levels on the lakes, in Kalangala, crocodiles are eating women and children when they go to fetch water on the lake shores. Madam Speaker, as we speak, in my fishing village, Misonzi, a 14-year-old boy went to fetch water, and the crocodile “went” with him. People watched the boy “going” with the crocodile. It has now taken four days, and the boy has not resurfaced. My prayer is that the Ministry for Tourism and Wildlife sends for us a team of people who can harvest or pick these crocodiles. Secondly, Madam Speaker, UWA could give some basic skills or training on how our people can harvest these crocodiles and hand them over to the Uganda Wildlife Authority people. Those crocodiles are eating women -

Madam Speaker, I have taken note and want to use this opportunity to direct the Ministry of Tourism, Wildlife and Antiquities, together with UWA, to go to Kalangala and Namayingo. Where possible, we shall definitely budget for the caging so that members of the community know the safe areas.

Thank you, Mr Speaker. Like a colleague has said, the budget should speak to the people and it should be people-centred. Mr Speaker, the budget does not specify, show or include the money to fund fuel for ambulances on the lake. We are grateful we got boat ambulances to help our people in all the islands – Buvuma, Namayingo and Kalangala. Unfortunately, they have not been funded in terms of fuel. A boat cannot consume water to take somebody from one island to the next or to Entebbe or a main hospital. I do not know what these people were thinking by procuring ambulances without fuel. We were even thinking that they should give them to some of us to use them as maybe tourism boats or leisure boats. What are they doing there? They are just parked somewhere and they are not helping our people. Actually, the Government should think of giving island districts hospitals. If you buy an ambulance and this ambulance has to take people from Kalangala to Entebbe to access a hospital and you have not given us fuel, it means you would rather construct hospitals for these island districts. Mr Speaker, Kalangala District is next to Masaka and one of the main means of transport from Bukakata is a ferry, but that place is a very short distance; the Government should construct a bridge. Mr Musasizi, what are you thinking about that? Can’t you, in your – you know. Can’t we - [Mr Kiryowa Kiwanuka: “Order.”]- Mr Speaker, I need protection from –(Laughter)

Mr Speaker, I apologise. Hon. Musasizi, please go back, sit down, look at Kalangala as a business centre and as a district that has people that we represent, and give us a bridge. It is a distance of just about four kilometres. We are tired of dying on the lake as we cross over from there to here. I thank you, Mr Speaker.

Mr Speaker, I also rise on a matter of urgent importance. The night that made yesterday, there were heavy and strong winds - in our language, we call them “ Ensoke ”. They blew away houses, crops, animals and fishing boats. Mr Speaker, the affected villages are Bubeke Fishing Village, Kande and Bulega of Bubeke Island in Bubeke all in Kalangala Subcounty. Over 50 homesteads or people who were living there were left homeless. The rains on the islands are very serious and a number of people have nowhere to settle. Mr Speaker, my prayers are: 1. The Ministry of Disaster Preparedness visits and assess - but not only visiting - it should go with some immediate items to start with; food, relief, shelter and iron sheets; 2. It was formerly the Meteorological Authority but the department in that ministry should now carry out more research. With the climate change, even though the weather has changed on the lake. This is in order for them to give our people reliable information on how the climate has changed. This will help our people to prepare for that. It is possible; and 3. I pray that our people are also given some medication because the nature of life now they live requires urgent attention. Thank you, Mr Speaker.

My appeal is that we could profile the successes and the pending issues. For example, recently, they have come up with a programme to have pre-activities. They are normally building amenities like health centres. That has spoken volumes, and members of the communities appreciate that. Recently, I was in Kalangala. I found the Uganda People’s Defence Forces (UPDF) building a maternity facility. In Kibuku, they had a maternity facility in a place called Kadama, Kirika and in a number of other districts; Budaka and many other places. Therefore, I urge that we have maybe, a two- week activity, for example, tree planting, so that the masses understand the importance of the revolutionaries and what has been achieved. Mr Speaker, when you talk of pledges, recently the Government compensated the war claimants under the co-operatives. This was quite a substantial amount of money. Therefore, honourable minister, the Govern - ment should profile the successes and pending issues so that we can be able to conclude on this. Like Oliver Twist puts it, we are asking for more. Otherwise, I would like to congrat - ulate the President, the team and all of us for reaching this day. Thank you.

Yes, the honourable member for Kalangala.

Thank you, Mr Speaker, for the opportunity. I want to give information that when we ask our fishermen who exactly they think is doing this, some of them tell us it is the men in uniform. As he said, they have bigger engines, fuel and big boats, but they are always clad in army uniform, and they also have guns and machetes -(Interjections)- yes. We would want the minister to explain to us the Uganda Peoples Defence Force (UPDF) uniform and also the police uniform. It is happening between Mazinga subcounty, Bubeke, Kyamuswa, and Bufumira. All these islands are in Ssese or Kalangala. Mr Speaker, we all know that we have the UPDF on the lake to guard or man the lake in the fishing sector. If they can have guns to man the lake or the fish, why not secure the people who make money to pay them? Thank you.

15642 MINISTERIAL STATEMENT I am pleased to provide an update on the progress of this exercise and to inform the House that electricity distribution companies have achieved a significant progress, as I will highlight. a) About 2.2 million customers have successfully upgraded their meters, representing 95.5 per cent of the connected businesses or households for both Umeme and UEDCL customers combined. However, there are some service providers that have attained 100 per cent. Such companies are Kalangala Infrastructure Services and West Nile Rural Electrification Company (WENRECO), which is supplying West Nile. b) As of early January, 2025, 108,758 Umeme customers and 17,122 UEDCL customers had not yet completed the upgrade of their meters. So, that is where there is a problem. There are those who have not actually heeded the advice. The reason for noncompliance could be in one of these unique categories: (i) Unoccupied rental properties; (ii) Unoccupied homes upcountry; (iii) Homeowners currently abroad or in urban areas/towns; (iv) Customers bypassing meters to steal power – so, those could actually not be benefiting from this; and (v) Other circumstances such as deceased property owners, properties under sale, or legal dispute. Efforts to ensure 100 per cent token identifier rollover To assist customers in the upgrade, electricity distribution companies took the following steps: (i) Deployment of technicians to help those who cannot actually upgrade their meters, possibly because of illiteracy or something like that; and (ii) Enhanced communication efforts. We have repeatedly made announcements on social media, radios, and even SMS are being sent to notify the customers and some of them are heeding the advice. How to check if your prepayment meter is upgraded or not Customers were also guided on how to check if their meters were upgraded, and this is how to do it: 1. For customers using INHEMETER prepayment meters, you press “873” and press “enter”. If you get “01” as a response, it means your meter is not upgraded. If it is “02”, it means your meter is upgraded. 2. For customers who are using CONLOG, you press “#005#”. And in case r1:t2 appears, it means you are not upgraded. And if it is r1:t2 or r2:t10, it means you are upgraded. 3. For HEXING, ITRON, and CHINT Prepaid Meters, you press 873 and press ‘Enter.’ 01 means not upgraded and 02 means you are upgraded. 4. For SAMSUNG and SUNRISE prepaid users, press 005 and press ‘Enter.’ 01 means not upgraded and 02 means you are upgraded. 5. For REA prepaid users, you press 011 and press ‘Enter.’ 01 means not upgraded and 02 means upgraded. A sample of the adverts run by the Electricity Regulatory Authority (ERA) complements the distribution company’s effort in showing how you can access and test whether your meters are upgraded or are not upgraded. These have been published in the media, but you can also get to the website of ERA, and you will get it but it is in a picture form here, and this report is available. You can actually get guidance from that publication. Status of the newly acquired prepaid meters There are those meters that were issued recently. It is also important to note that all

Yes, Madam Speaker. In May 2023, President Museveni commissioned Shs 52 billion - Gen. Katumba, you remember in Kalangala - which was for oil palm growing. However, ever since then, the ministry for agriculture has never organised a single meeting with the farmers in Kyamuswa even with the Shs 52 billion. The questions my coffee farmers in Kalangala have raised - even with the capacity and competence of the ministry for agriculture to handle coffee that was growing on its own - are many. My farmers suggested that I bring you their opinion that coffee should be left the way it has been managed.

Thank you, Mr Speaker. I rise on a matter of national importance, urging the Government for a speedy intervention in a calamity that is about to befall the education sector, especially in the Universal Primary Education (UPE) schools. Mr Speaker, you are aware that UPE caters for 85 per cent of the local population in Uganda, and there is a move to parallelise the whole process. How? We are having teachers, more especially in primary schools, who are registering for early retirement. It is affecting service delivery in most of the schools. As I speak now, in a school of seven classrooms, apparently, there are four teachers catering for all the classes. We are facing a challenge, not only in Butaleja, but countrywide. As a member of the forum for children, we moved to many districts – Butaleja, Jinja, Arua, Koboko and Kalangala – and they are all facing the same issues. How does this come about? The teachers, at one point, are forced to seek for contributions from the parents and we are all aware that the President came out very clearly on this matter, that there should not be any parent making any contribution towards UPE schools. We are all aware that the budget for primary schools is very small for any school to function. We are faced with a challenge on the ground, between the offices of the Resident District Commissioners (RDC) and the headteachers in school. As I speak now, in Butaleja, we have headteachers who have been arrested. All this is affecting the services, as I have said. It is leading to an unconducive environment for the schools. My prayers are; 1. Who is going to teach the children of the poor if the rate of early retirement is not deterred? 2. Secondly, is the –

13922 MINISTERIAL STATEMENT for Parliament to support the ministry to raise the Umeme buyout amount, as well as giving the successor of Umeme access to financing for the dilapidated grid infrastructure. Umeme’s concession is ending seven months from today and to be specific, 28th February next year at midnight – (Interjections ) - You extended it to March? Okay, I stand to be corrected. The signed agreement provided for Uganda to undertake a study of the status of the grid assets managed by Umeme in the 17th year of the concession. Now, in the 19th year, the minister has not given this House a report on the status of the electricity grid managed by Umeme and by the extension of Uganda Electricity Distribution Company Limited. It has taken Hon. Lumu Richard’s lack of electricity infrastructure in Mityana South, for the minister to respond to the matters of energy governance with a budget implication. Liquidation of Umeme In this period of rationalisation of Government agencies, it was mooted and the minister informed the Parliament of the intention to merge the successor companies of the Uganda Electricity Board (UEB). From 2001, now 23 years down the road, UEB has been under liquidation. One of her babies, the Uganda Electricity Distribution Company Limited (UEDCL), is about to repossess some of the assets that belonged to the board that has failed to die. We know that the former employees of UEB are dying without payment of their terminal benefits and many have lost hope for receiving their benefits in their lifetime. The minister, for some unknown reasons, never mentioned UEB in liquidation. Umeme’s Successor Uganda has nine electricity distribution companies; Umeme Limited, West Nile Rural Electrification Company (WENRECo), Uganda Electricity Distribution Company Limited (UEDCL), Bundibugyo Electricity Cooperative Society, Kyegegwa Rural Energy Cooperative Society, Pader-Abim Community Multipurpose Electricity Cooperative Society, Kilembe Investment Limited, Hydro Max and Kalangala Infrastructure Services Limited (KIS). Umeme is Uganda’s main electricity distribution company with a market share of over 95 per cent. UEDCL, the owner of the network, currently operated and maintained by Umeme, is slated to take back its assets and manage them. For UEDCL to expand the current network after taking over from Umeme, the minister should inform this House of the proposed source of financing for those investments. Other rural distribution challenges Mr Speaker, supply and tariffs in West Nile and Kalangala are unique. Both areas have just been connected to the national grid through the electricity transmission infrastructure and a marine cable, respectively. Kalangala, which was previously running on supply from a hybrid of solar and diesel engines, has now been connected to the national grid and joined the problems of the mainland. The tariffs are higher and there is power outage that never used to exist and is now so common in those two respective areas. In Kalangala, a unit of electricity is sold to domestic consumers at Shs 1,269.5 excluding VAT by a distributor, Kalangala Infrastructure Services Limited. This district is also unable to benefit from the one-pole service under the Electricity Access Scale-Up Project. We congratulate the people of West Nile upon joining the usual national grid challenges. The

Honourable colleagues we are debating and I want you to bring out all these questions because, in the end, this is a matter which must go to the Natural Resources Committee. When they bring these risks here, it is very difficult to scrutinise deeply. I know the minister can engage with the committee very well. They scrutinize, in detail, and then Members can appear before the committee, for those who have issues. Then we have this matter well concluded. I have picked mostly men; I want to pick ladies first. Therefore, I request all men to sit. I will start with ladies who have been here, not those who just entered. The ones who just entered know themselves. Honourable members for Kiboga, Kalangala, Dokolo, Gulu, you are very many. Honourable member for Mukono, because you have complained, honourable member for Mbale. This is time for ladies, you are men. Honourable members for Masindi, Buhweju, Sheema, Kumi, Napak, Bugiri, Fort Portal, Jinja, Abim, and Adjumani.

Kalangala?

Thank you, Mr Speaker, and thank you, honourable minister, for your statement. I want to first of all congratulate the people of Kalangala and you honourable minister for allowing the people of Kalangala to access electricity being connected to the national grid. Thank you very much. Unfortunately, we were using solar power and we had electricity from morning to morning. However, with this connection, it is very disturbing. We do not have power. The power supply is on and off and it is a disturbance to the people of Kalangala, especially the business community. Mr Speaker, we are connected to the line from Vila Maria, which goes through Bukakata, the marine cable to Kalangala. This one is very congested and we, through the Kalangala Infrastructure Services, request that we get a dedicated line for Kalangala. I request, it is my humble request. Thank you so much for noting that down.

Mr Speaker, another is about the tariff. When we got connected to the main grid, I thought the tariffs were going to be lower than what we were using before. However, as we speak, it is Shs 1,265.5 per unit, which is very high for my people. Madam minister, please try as much as possible to see that my people also enjoy. It is very high. Finally, Mr Speaker, in Kalangala District where we have gotten the marine cable, the commercial consumption tariff is higher than the domestic. However, on the main grid, the people in Kampala and this side, the commercial consumption is lower because the Government has, I think, subsidized the business community because we get revenue out of all the businesses. In Kalangala, it is the reverse. We would request the government to ensure that the people of Kalangala in the business community also enjoy this. Finally, the no - (Member timed out.)

Thank you, Madam Speaker. ii. The Government of Uganda should procure a loan or grant for addressing a problem of the dilapidated health centres IV, and 125 constituencies that do not have health centres IV. Madam Speaker, the committee thinks that this should really address the issue of health centres IV, the way we did for health centres III. iii. For Karamoja Subregion, funds have been provided under the Italian-Karamoja Infrastructure Development Project. The procurement process, which is ongoing, should ensure that credible contractors are sourced, and the project is completed in the stipulated time. It is one of the annexes. 4. Non-functional ambulance system i. The committee recommends that the Ministry of Health should be provided with Shs 12.8 billion, for the Financial Year 2024/2025, to enable it to establish, in a phased manner, the national ambulance system. ii. It should be provided with Shs 54 billion to procure 158 ambulances for the constituencies that have not been allocated any ambulance. (Applause) The existing fleet has 83 type B ambulances and 14 ambulances. Madam Speaker, for reasons that are very obvious, it would not be very wise for us to go into the next two financial years if some of these constituencies do not have the 158 ambulances. (Applause) Therefore, we beg that this is a matter of importance. iii. An additional Shs 17.6 billion to enable it to maintain and functionalise the current fleet of ambulances under the Emergency Services Department. Madam Speaker, ambulances, both road and water, are very expensive to maintain. From Koboko to Kampala and back using an ambulance, it costs about Shs 900,000 for fuel. From Kalangala to the mainland and back in a motorboat, is 200 litres, which is about Shs 1 million. The money that we are requesting for should be provided for the maintenance. 5. Page 24, functionalisation of the community health programme

Thank you, Madam Speaker. We have digested a number of the issues raised. The issue of VHTs was raised by National Medical Stores and it is an unfunded priority – procurement of gumboots worth Shs 5 billion for VHTs. This is because they have to traverse – and it is part of the personal protective gear. Madam Speaker, I will conclude by saying that health is consumptive initially but the gains of investing in health are cost-cutting in the future. We may want all these but at the end of the day, it comes down to resources. Where we put the resources, we should first do a cost-benefit and effective analysis. The running costs of ambulances – I give an example that we should invest in the health centre IV on Kalangala Island because the cost of transporting him in a boat ambulance to the mainland and back is 200 litres, which is Shs 1 million. We need to do a cost-benefit analysis before we prioritise our investments and we need to look at diagnostics, human resource, legislation, infrastructure and equipment. For the issue of Matany Hospital, the Government, through subventions, annually appropriates Shs 600 million to church-based hospitals – the likes of Rubaga, Lacor and so forth. Maybe it is time that those figures are revised to a figure that is commensurate with the pressures on the hospital. We shall look into it. On Adjumani Hospital, the Ministry of Health told us there were issues to do with shoddy work in Adjumani Hospital; so, they withheld development budget going to the hospital.

Kalangala -

Honourable minister, we are going to say you bring stainless steel material. Shadow Minister for Internal Affairs, the Honourable Member from Kalangala and then Hon. Lucy.

Thank you, Mr Speaker. Thank you, Minister, for that statement. Mr Speaker, we have had illegal immigrants into the country - There is an island in Tanzania that is next to Kalangala. They come into the country, and they get IDs. Actually, they come during that time of issuance of IDs. I do not know who informs them, but they come to the country during issuance of IDs. They get our IDs, and they purport to be Ugandans and yet they steal property of people in Kalangala; fishing nets and even kill our people. Recently, there were two fishermen who were burnt; they wanted their nets, but they refused to give them and they burnt them. One of the survivors is the one who told the story. You should take this issue up, especially when issuing national IDs. Mr Speaker, he also talked about issuance of generators to especially hard-to-reach areas. We, the islanders, are told that the Government property does not cross the waters to go to further islands because I hear there is insurance and all that. I would like you to confirm to us - are these generators going to cross to the deeper islands. I have 84 islands and Buvuma has about 54, but the Government only looks at the main island where the district headquarter is and they put their property there. Mr Speaker, for reference, we got an ambulance for Kyamuswa constituency. We asked for a ferry for this to be taken and the person we asked said, no, we have to inquire from the minister to see if Government property can go there. Yet the ministry said it is supposed to go to Kyamuswa constituency. I am wondering because people in Kyamuswa also pay taxes and they need to get the services. Therefore, are these generators also going to go to the islands or they need insurance to stay at the main island? Thank you.

Mr Speaker, I want to ask the Rt Hon. Prime Minister, whether she is aware of the seed secondary schools that were built under the UgIFT loan facility. Those of Kalangala District, whereas some were built and completed, no teachers have been sent to run them. For the few where teachers have been deployed by the ministry, they just get to know it is in Kalangala and you cross using a wooden boat and they do not report there. What is the Government going to do such that our children who should study in those seed secondary schools also get to study?

Thank you, Mr Speaker. I thank my colleague for the question. First of all, it is true. We are aware that we have hard-to-reach districts in this country and Kalangala is one of them. There are case- by-case areas where we discuss how specific teachers can be recruited in that specific area. Still, it is the Education Service Commission that does the work, not the District Service Commission. Secondly, I might not be aware of the case of some of our UgIFT schools, which might have not been completed or do not have teachers. However, as I have said here, we have 4,000 teachers that we are deploying. I implore my colleague to come to the Ministry of Education,

Thank you so much, Mr Speaker. Of late, we have heard from the Ministry of Internal Affairs the matter concerning the renewal of national identification cards through its agency, the National Identification and Registration Authority (NIRA). Most of us here got our national identity cards and were part of the first batch that was in 2015, and many of our IDs shall expire on 2 December 2024. Whereas we are wondering how the national identification can get expired, we would like to get clarity. As I speak now, many of the people in Wakiso and several other areas consult me about this matter. We have conmen who are taking advantage saying, “We shall follow this and that.” Mr Speaker, before our people and the public get conned, can we get a justifiable process? My prayers to this extent are: 1. Can the Minister of Internal Affairs come to this Floor and fully explain what process will be followed? Could we know whether it is going to attract any fee, like many times we see that if someone has lost an ID, there is a fee to pay? 2. After every nine years, are we continuously going to have this renewal? Could we have that statement? 3. When we start the process, hard-to-reach areas like Bussi Islands, a whole sub- county, neighbouring Kalangala have alternative measures? These are some of the issues they face. For example, when there is a national activity like mass enrolment, the way it will be, they have to do it yet their transportation - could we have an online alternative such that when people have smartphones, they have forms provided online? I beg to pray.

Thank you, Mr Speaker, for the opportunity. The fisheries subsector is one area, if properly explored, can bring a lot of money to this country but this is an area that is never given attention. The fisheries subsector is always put at the periphery of the agricultural sector, yet it can earn this country a lot of money. It is my humble appeal that when we are looking for sources of funding our budget, this subsector is considered and given allocation. Government gets taxes from the fisheries subsector but little is put in to make them generate more funds. Another area that we are also likely to reap from - honourable minister of sports, with due respect to you, I happen to be your friend and a friend of your colleague, the minister of sports in Kenya - and Pamoja (AFCON). If our country is not careful, we are likely to lose out because what Kenya and Tanzania are doing is ahead. I am patriotic enough –(Interjections) - what I am saying is that it would be embarrassing for us if we do not march at the same level with our colleagues. This is an area - honourable minister, I seek your indulgence. Mr Speaker, protect me. I am so patriotic that I do not want us to lose out on Pamoja (AFCON). If we do not work on our stadium, we are likely to lose out. So, honourable Minister of Sports and the entire Parliament, it is my humble appeal that we allocate money to build this stadium and help our country host this function. It is going to bring in many tourists who will generate money through sale of our products. Finally, inland water transport - There are accidents on water that are never highlighted. Recently, we had an accident in Kalangala but there are also accidents in Bukooli Islands, Buvuma. Our people are not protected. They always pronounce a lorry or a bus accident but little is mentioned when it comes to water transport. This is an area that we should also look at if we are to develop this country on affirmative action. Thank you.

11282 SUPPLEMENTARY SCHEDULE NO.1 FOR FY 2023/2024 Public Debt Portfolio Analysis The committee observed that the preliminary country’s total nominal public debt stock stood at Shs 86.779 trillion as at the end of June 2023. This is equivalent to 46.9 per cent of GDP compared to 48.4 per cent as at June 2022. Of the total public debt stock as at June 2023, external debt constituted 60.2 per cent, which is US$ 14.24 billion while domestic debt constituted 39.8 per cent, which is US$ 9.4 billion. Preliminary findings from the annual debt statistical bulletin indicated that a total of approximately US$ 3.29 billion external debt was committed and remained undisbursed as at 30 June 2023. This debt would increase Uganda’s stock in the medium-term, even without signing any new loans. With the growing level of public debt due to its significance in meeting the country’s huge financing development needs, there is need to pay close attention to the cost of debt and the economic rate of return of projects financed through debt. The committee recommends as follows; (i) Given the existing global uncertainties (lower global growth, persistent high inflation in advanced economies, tight global financial conditions, slow growth in domestic revenue and climate change disruptions), the Ministry of Finance, Planning and Economic Development should prudently project and manage the funding mix as well as review its priorities to avoid escalation of debt beyond a sustainable level. (ii) The Ministry of Finance, Planning and Economic Development should fast- track implementation of strategies to enhance domestic revenue generation for the country and reducing or rationalising government expenditure. (iii) Acquisition of additional debt should be targeted towards those sectors that trigger export growth and contribute to domestic revenue mobilisation. Criteria for selection of beneficiary districts The committee was informed that the selection of the beneficiary districts was based on the following; climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation. The committee, however, notes that some of the districts which met the criteria were omitted. For example; Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma. The committee, therefore, recommends that the districts of Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma should be absorbed on the climate smart project due to the climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation concerns in these districts. The inclusion of these districts will not alter the value chain in their respective subregions. Conclusion The committee, therefore, recommends that the request by Government to borrow up to US$ 325 million and receive a grant of up to SDR 19.5 million (equivalent to US$ 25 million) from the International Development Association (IDA) of the World Bank Group to finance the Uganda Climate Smart Agricultural Transformation Project be approved subject to these recommendations. Vote 016: Ministry of Works and Transport The committee recommends approval of Shs 40.328 billion to the Ministry of Works and Transport as subvention wage and non- wage to cater for the National Review Board, MV Kalangala and Mt Elgon Labour Based Training Centre (MELTC). 3.11. Vote 017: Ministry of Energy and Mineral Development This one is of course a correction of errors that could have arisen during budgeting and new opportunities arising - a total of Shs 118 billion to cater for; i. Shs 27 billion which was to cater for part payment of deemed energy obligations under Lira-Agago transmission line for the Achwa-Agago dam. We are getting to the last part of clearing deemed energy because now it is connected. Therefore, soon there is no deemed energy. They are only to pay the last residue, ii. Shs 50 billion was to bridge the demand gap through the accelerated rural electrification program. (Applause) That one which Hon. Kivumbi one time was about to strangle himself. Therefore, we are putting back the money which was erroneously - this is Shs 50 billion, there is another Shs 50 billion in the other part, so it is even more. iii. Shs 10 billion was to cater for the Mineral Regulation Infrastructure Project - this is now for minerals; we are now to get serious with the regulation of minerals; and iv. Shs 31 billion to cater for shortfalls on contractual obligations for deemed energy under Lira-Agago transmission line for Achwa-Agago dam. 3.12. Vote 018: Ministry of Gender, Labour and Social Development The committee recommends approval of Shs 32 billion, of which; a. Shs 30 billion would cater for wage and non-wage shortfalls for food for remand homes and special grants for persons with disabilities; and b. Shs 2 billion for the rehabilitation of the National Mosque at Old Kampala - the ayes have it. (Laughter). 3.1. Vote 019 –

10845 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 31 OCTOBER 2023 Annual Report of the Uganda Human Rights Commission for the year 2022. The committee report is a 94-page document with two annexures. Permit me to highlight only the first 14 pages because they deal with the issues that the Uganda Human Rights Commission raised in respect of the Ministry of Finance, Planning and Economic Development. These recommendations have far-reaching implications on all matters of human rights. I will go to page 8 of the report. Recommendation one: The Ministry of Finance, Planning and Economic Development should prioritise support for the Kalangala Oil Project to boost domestic production of palm oil and its alternatives to reduce the country’s dependence on imports. Government reported that it is committed to continue supporting oil palm project production in Kalangala. To date, palm oil smallholder farmers have been supported to establish 5,891 hectares of oil palm, exceeding the original target of 4,700 hectares. The Government reported that this intervention has reduced Uganda crude palm import by approximately US$ 30 million per annum. The committee recommends that the scope of the Kalangala oil palm project should be reviewed and expanded, given its role in the import substitution. Recommendation two: the Ministry of Finance, Planning and Economic Development, Ministry of Works and Transport, as well as the Ministry of Science and Technology, should, as a long- term measure, fast-track investment in electric transport to reduce dependency on fossil fuel. Government remains committed towards the investment in electric transportation to reduce dependency on fuel through Kiira Motors Corporation (KMC). In the FY 2023/2024, Shs 20 billion has been appropriated to KMC to support them through their commercialisation phase. The committee recommends that KMC should be supported with more funding to expedite the transition to the commercialisation phase. Recommendation three: The Ministry of Finance, Planning and Economic Development should increase funding to the Uganda Police Force to facilitate it in the construction of decent offices with the requisite facilities and amenities that are in line with human rights standards on police stations, the provision of adequate equipment, supplies and dissemination of laws to all personnel. The Government of Uganda reported that it is committed to providing decent offices for police stations with requisite equipment, facilities and amenities, in line with international policing standards. The committee recommends that the Uganda Police Force should be availed with adequate resources, in a phased manner, to facilitate the construction of decent offices for police stations with requisite equipment, facilities and amenities across the country. Recommendation four: The Ministry of Finance, Planning and Economic Development should avail sufficient funding to all districts so that they can adequately respond to environmental crises. The Government’s position was that the overall budget for environment across all local governments was enhanced from Shs 700 million in the Financial Year 2020/2021 to Shs 3.5 billion in Financial Year 2021/2022 and Financial Year 2022/2023. Shs 4 billion was provided to local governments in the budget for the Financial Year 2023/2024 to cater for environment related interventions. In addition, local governments can allocate funds from their respective unconditional grants for the same purpose. The committee recommends the timely release of funds to enable all local governments to respond to environment-related interventions.

10847 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 31 OCTOBER 2023 Further, the Government reported that salary enhancement was suspended by one year for the Financial Year 2023/2024 and the implementation of the comprehensive salary enhancement plan will commence effective Financial Year 2024/2025, as per the 2 nd Budget-call circular, page 3(iv) issued on 15 February 2023. Recommendation 10: The Ministry of Finance, Planning and Economic Development should allocate funds to Uganda Human Rights Commission to acquire at least 43 new vehicles and maintain the existing fleet. The Government reported that in the Financial Year 2021/2022, the Uganda Human Rights Commission was allocated an additional Shs 1 billion specifically for the procurement of motor vehicles. A significant allocation to the procurement of vehicles was also maintained in the budget for the Financial Year 2022/2023. The Government further reported, that vehicle purchase was frozen in the Financial Year 2023/2024, with the exception of the purchase of hospital ambulances, vehicles for medical supplies and distribution, agricultural extension services, security and revenue mobilisation (Refer to the 2 nd budget-call circular on page 4 (vi)). Recommendation 11: The Uganda Human Rights Commission should be allocated funds to acquire speed boats for two field offices (Buvuma and Kalangala) based on the islands. The Government reported that this will be considered in the medium term. In the meantime, the Vote could utilise transport means provided by the Government of Uganda through the Ministry of Works and Transport. Recommendation 12: The Ministry of Finance, Planning and Economic Development should sufficiently fund the Uganda Human Rights Commission so that it stops depending on donor funding for the execution of its core activities. Over the years, the Uganda Human Rights Commission has been supported to cover the gap created by the exit of donors. For example, funds were provided to absorb into the structure, the staff previously facilitated by donors. This information is in the second budget-call circular number 14, page 3. Recommendation 13: The Ministry of Finance, Planning and Economic Development should make budgetary provisions for capital development to construct the Uganda Human Rights Commission Headquarters and regional office premises. The Government reported that the construction of new offices was halted, awaiting the finalisation of a Government campus. Only allocations for ongoing commitments under the multi-year projects and retooling projects have been provided. This information is in the second budget-call circular (page 4) (ix). Recommendation 14: The Ministry of Finance, Planning and Economic Development should provide adequate funding for Uganda Human Rights Commission to invest sufficiently in Information Communications and Technology (ICT). This includes affordable internet of appropriate speed, equipment, software and applications to support case management, human rights education and monitoring. The Government reported that Uganda Human Rights Commission has an annual budget allocation of Shs 276 million for ICT. The Government committed that additional resources shall be considered in the medium term. Recommendation 15: The Ministry of Finance, Planning and Economic Development should increase budgetary allocations for the health sector in line with the Abuja Declaration to improve the health needs of all citizens, specifically, including women. Mr Speaker, the fate of missing Ugandans On more than one occasion, I have tabled to this honourable House a list of Ugandans missing over the last two to four years. These people were picked from their workplaces and homes by State security agencies. The detailed accounts of their arrest and eventual disappearance have been provided by families and friends to whoever cared to listen; only the State can account for their whereabouts. Mr Speaker, is Parliament so frightened, complacent or disinterested in demanding that the Government prioritises human rights guarantees before anything else for the sake of building a durable rights record and entrenching the rule of law? Did the Parliament buy into the flimsiest and derogatory reasoning of the Government and its agencies? That the addresses and next of kin of the missing persons are not known? Mr Speaker, for the benefit of those who might for one reason or another missed out on the record of missing persons for whom the Government has ignored accountability and justice, the following Ugandans matter; 1. Mr Speaker, I know you are a neighbour. Of course, we shall not compensate those who came from Tanzania. We shall only compensate the bonafide occupants. Mr Speaker, remember how we suffered as a country because we had a problem of lack of soap, cooking oil and many other products that come from palm oil. Therefore, honourable colleagues, I request that we support this initiative. The people of Kalangala have benefitted from growing palm trees. And so, as people of Kyotera, this will help you greatly too.

Thank you, Mr Speaker, for this opportunity. I rise on a matter of national importance regarding a disaster that happened in Kalangala. On the 2 nd Day of October, that was Monday, we had a heavy downpour and 78 people lost their property, including houses and different belongings such as crops and animals. This was in Mwena Landing Site in Kalangala Town Council. Mr Speaker, a total of 34 females, 25 males, 11 children and eight elderly people were affected. My prayers are: 1. For the Prime Minister’s office to go on ground and assess the level at which this has affected our people; and 2. Secondly, for the very first time in the history of Uganda, for Kalangala to get relief items, because we have never got any from this Government – (Interjection) Yes, relief items. I represent Kalangala; I know what I am saying. Thank you, Mr Speaker, for the opportunity.

That is a loaded statement, saying Kalangala has never - anyway. Hon. Prime Minister, is it true that Kalangala has never received any relief items? (Laughter)

Mr Speaker, we have to check our records to ascertain whether Kalangala has never received any relief items, but sorry for what happened. Thank you, Mr Speaker. I also thank my colleague for raising the issue. Like he said, I agree and request the Government, if it is okay, to reduce the cost of the life jackets. When it comes to the health sector, they say Kalangala District has the highest HIV prevalence rate, at 18 per cent, which is much higher than the national rate – and we are given free condoms. If the Government can give us free condoms, they can also give us free life jackets because you cannot say that you are protecting the lower part and you are not going to protect the upper part. (Laughter) Life jackets are worn to protect the upper body and they also save lives. So, if condoms save lives, the Government should also consider [Mr Ssewanyana] COMMUNICATION FROM THE CHAIR

Thank you, Mr Speaker. I also thank my honourable colleagues from Kalangala. The islands are really disadvantaged and, like my colleagues have stated, it is time that Government looked at the transport in the islands. For example, the Government has now put up a policy that you should not travel at night. These are places that, sometimes, when you are halfway the journey, the engine breaks down and you have to float. The idea should actually be that the Government should help us with a number of safe transport means. My colleagues are talking about life jackets, but there is even the issue of boats. We pay taxes, but – if the Government could inspect the boats, there is wear and tear. The islands pay a lot of taxes because even the consumption of fuel is high. What you would require to travel from here to Jinja is about 10 litres. However, on water, it would be 25 litres. So, we pay a lot of taxes. It is time that the Ministry of Works and Transport on water. Thank you, Mr Speaker.

Thank you, Madam Speaker, for your support. First of all, the report talked about juvenile cells and, like Hon. Balimwezo said, some places do not have juvenile cells and these children are put in the same cells as adults. However, in the island districts, probation officers have to transport children from, for example, Kalangala and Buvuma to Naguru and Kampiringisa. This is very costly for them, yet they are not well funded. Therefore, I suggest that the committee chairperson adds that recommendation. Also, when we talk about local councils, the people in charge of children’s affairs are the secretaries for children’s affairs – that is, the deputy chairperson of a village. This brings us back to the need to elect these people into those positions and we make them legal such that they help us with this issue of parenting. Finally, Madam Speaker –(Member timed out.)

Thank you, Madam Speaker. Arising from your communication, the voters in Kyamuswa in Kalangala, asked me to raise this as a matter of national importance. Since tomorrow, the management will discuss issues arising out of accidents on water and land - they are saying, when accidents occur on land, they have been seeing the President or senior political leaders, in your capacity, Madam Speaker, as the great leader - However, for people who drown in the lake, not even a single penny is sent to the families to manage or look for bodies or to transport the dead bodies or burial-

Honourable members, as you look at this, Government needs to tailor the beneficiary criteria to ensure the needy students are sponsored, not students who are able to afford. Let it be a priority area. This should be followed by establishing what the committee has recommended; the district quota system. Once you have that and a clear monitoring system, then you can be able to achieve it. Once you are monitoring, the aspect of saying the people coming from Nakaseke are from Kalangala will stop because you are able to monitor.

Thank you, Madam Speaker. As we talk about road carnage, we should also look at the accidents on the water. A couple of weeks ago, people lost their lives in Kalangala as they were travelling on a boat. Yesterday, at around 4.00 p.m, we lost nine out of 12 Karimajong who had been hired out by Kinyara Sugar Works to go and work on the farm. Their boat capsised on their way back.

9448 STANDING COMMITTEE REPORT House on the Greater Masaka Industrial Skilling Centre. The Greater Masaka Industrial Skilling Centre is part of the 19 zonal industrial hubs countrywide. This Industrial Skilling Centre was launched by the President on 24 May, 2023. I participated fully in this launch because I was present. The hub offers free hands-on training to the youths aged between 18 to 35 years drawn from the nine districts that make up the Greater Masaka Subregion and the Masaka City. These include; Rakai, Lyantonde, Kyotera, Masaka, Masaka City, Lwengo, Bukomansimbi, Kalangala, Kalungu and Ssembabule. The industrial hub is a presidential initiative by His Excellency, Yoweri Kaguta Museveni. The objective of the hub is to, among others, eliminate unemployment among the youth and change the economic status of the people who never had the chance to attain formal education. The hub offers services such as: (i) Hands on training to the youths (skilling); (ii) Value addition; that is coffee and maize hullers have been delivered to add value to coffee and maize respectively; (iii) The common user facilities are also there. State of the art machines in welding and carpentry. Trades have been installed for common use by both graduate trainees and the community. This will enhance their income through increased production; and (iv) There is a Four-Acre Demonstration Farm to train farmers in the respective regions. This is across the country. This will contribute to the transformation of Uganda into a middle-income economy through imparting skills. The courses offered, among others, include tailoring, hairdressing, building and construction, carpentry and joinery, metal fabrication, food processing and bakery. Currently, the hub has a total of 221 trainees who are undertaking this training at Masaka Zonal Industrial Hub. Upon completion of the six months’ hands-on training, the trainees will obtain a minimum level one certificate of Uganda Vocational Qualifications under the Directorate of Industrial Training and the Ministry of Education and Sports and are ready to be self-employed. The Youth Skilling Hub was launched at Kiyimbwe Village in Bugabira Parish in Masaka. Mr Speaker, this is a great opportunity and I urge the youth to take advantage of this presidential initiative that will improve their livelihood. The second question came from Hon. Oguzu Lee Dennis, a Member of Parliament, Maracha County. The Uganda Intergovernmental Fiscal Transfers Program-

Mr Speaker, I am the voice of the people of Kalangala. (Interjections) I beg for your protection. I am the voice of the people of Kalangala and they tell me this. The fishermen tell me the condoms are very small in size; they do not fit them and yet we are fighting HIV; so, it is a point of worry. Secondly, when we come to the legal issue, you cannot say that the legal firm that is being used is incompetent. That means there is something wrong happening in the NMS. Maybe, they hire firms that are incompetent in order to lose and we look stupid. For example, how does Parliament have an incompetent legal firm? How does the NMS have incompetent legal firms to handle their cases? This is something we need to look into and investigate, as Parliament, to avoid losses for the Government. I thank you.

9300 RECONSIDERATION OF THE NATIONAL SPORTS BILL, 2023 [Ms Nabbanja] The outcome remains small. The most affected places include the west Nile region, the greater North and Karamoja regions together with the Islands of Kalangala and Buvuma. Madam Speaker and Colleagues, affirmative action has been put in place to carry out further and intensive sensitisation on the Student’s Financing Scheme Opportunities in order to attract more applicants for all regions in the Country. On Gender, the scheme has a strong affirmative policy practice that ensures that girls get additional points to qualify for funding much as the scheme attracts fewer girls in the field of science where the scheme is mostly funding the applicants. Madam Speaker, the delayed disbursement of funds to the Higher Education Students Financing Scheme was occasioned by the budget cuts in the Financial Year 2021/2022 because of COVID-19 whereby out of a total budget of Shs 29.752 billion, only Shs 15.2 billion was realised creating a shortfall of Shs 14.5 billion. However, this issue of delays in releases is being addressed together with the Ministry of Finance. 3) Hon. Komakech Christopher, Member of Parliament, Aruu County raised a matter concerning the proposal for redesigning the National Identity cards to have the feature of an individual’s contact or email and the Ministry’s plan to improve the identity card accessibility. His question is: what is the ministry’s plan to improve the accessibility of the National Identity card and position on the proposal. Madam Speaker, my response is that a proposal that seeks to improve the functionality and accessibility of the National identity cards is commendable. National identity cards play a crucial role in establishing and verifying the identity of individuals and enhancing their features can help to make them more effective in achieving these goals. Regarding the inclusion of an individual’s contact or email on the National identification card, there could be potential benefits of this feature such as the individual could easily be traceable in case of lost cards. However, it is also important to consider the flip side of it, for example, the potential security risks, personal data privacy, and the legal concerns that could arise from including such sensitive personal information on the cards without the individual’s consent. There is also the risk of enabling wrong elements to have instant access to an individual or masquerading as an individual upon the loss of a card. Madam Speaker, telephone numbers are now used for bank authentication and email verification. This move will give easy access to an individual’s finances and aid fraudulent financial transactions due to these risks as well as the ever-changing telephone and electronic addresses of individuals coupled with a legal requirement for consent regarding the availability of privacy personal data. These futures went omitted in the designing of the new National ID. Madam Speaker, regarding the issue of access, National Identification Regulatory Authority has come up with the following plans to improve identity card accessibility: 1. The mass enrolment and mass renewal exercise targeting about 17.2 million citizens is due to start in the Financial Year 2023/2024 at parish level throughout the country. Ugandans are advised to take advantage. 2. Simplification of the registration process and improvement of the online portal. The current process is complex and time- consuming due to the use of obsolete technology and equipment. The system overhaul will make the system user- friendly by simplifying the process. It is anticipated that the traffic to registration centres will be greatly reduced. 3. The number of district offices around the country increased. The newly recreated districts where there was no physical NIRA presence will be created for. STATEMENT ON BUSINESS FOR SUCCEEDING WEEK

9230 MINISTERIAL STATEMENT district as a hard-to-reach area so as to benefit from funds earmarked for such areas. His questions are: a) What criteria is used to determine hard-to- reach areas? b) What is the possibility of including other areas in the hard-to-reach areas category? c) Which areas are categorised as hard-to- reach? My response is that the Ministry of Public Service observed that there were areas in some local governments that had consistently failed to attract and retain skilled and capable human resource, leading to inadequacies and gaps in the delivery of services. This was observed through inspection reports, support supervision exercises and payroll status reports. These areas were, therefore, defined as hard to reach. Hard-to-reach areas are defined as remote or insecure areas that are unable to attract and retain sufficient numbers of motivated staff because of difficult living conditions. They are, therefore, “hard to work in and hard to stay in.” These areas are characterised by remoteness, insecurity and poor infrastructure, among others. In the Financial Year 2010-2011, Government approved payment of hardship allowances of 30 per cent of the basic monthly salary for public officers working in the local governments defined as hard to reach. The following 24 areas are categorised as hard-to-reach: Kotido, Nakapiripirit, Abim, Moroto, Kaabong, Pader, Kitgum, Nwoya, Amuru, Kalangala, Gulu, Bundibugyo, Adjumani, Kisoro, Kanungu, Bukwo, Ntoroko, Buvuma, Lamwo, Namayingo, Napak, Mayuge (specifically Malonge Island), Bugiri (specifically Sigulu Island), and Mukono (specifically Koome Islands). Over the years, the Ministry of Public Service has received requests from various local governments to be considered hard-to-reach areas. Consequently, the ministry carried out a study, in the year 2020, in order to review the hard-to-reach and hard-to-stay areas in the country based on the criteria of remoteness, insecurity and poor infrastructure. Out of the 63 districts that had requested to be considered, 54 were found to have hard- to-reach and hard-to-stay spots eligible for payment of the hard-to-reach allowance. In total, 340 hard-to-reach spots were identified as the qualifying localities within the 54 districts. Madam Speaker, allow me to lay, on the Table, a full list of the hard-to-reach and hard-to-stay areas in the country. In the interest of time, Members can access it. Madam Speaker, based on the criteria used, I would like to inform the honourable member that Rubanda was not categorised as a hard-to- reach and hard-to-stay district. It is also important to note that the Ministry of Public Service has not yet implemented the revised Hard-to-Reach Framework. The current priority of the Government is the salary enhancement of all public officers in a phased approach. Madam Speaker, I got another question from Hon. Francis Adome, MP for Moroto Municipality. His question was to know the Government’s plan to rehabilitate government- aided schools in Karamoja. My response is that the Government of Uganda, in collaboration with education development partners, has been providing infrastructure support to both primary and post-primary institutions in the Karamoja subregion. All the post-primary institutions (11 secondary schools and two PTCs) benefitted from infrastructure support under the Irish Aid. All secondary schools in the Karamoja subregion implementing Universal Secondary Education were provided with additional infrastructure under the World Bank support and were provided with additional classrooms to attain the recommended classroom-student ratio of 1:60. SUPPLEMENTARY RECURRENT EXPENDITURE FOR FY 2022/2023

Thank you, Mr Speaker, for this opportunity. Parliament, through the HIV/AIDS committee, together with our implementing partners, have organised an HIV/AIDS advocacy week that started yesterday and will run until tomorrow. Mr Speaker, the reason for this advocacy week is to bring Members of Parliament on board. We are not doing very well as far as the new infections are concerned and we want to rejuvenate the country in the fight against HIV. The infections are especially high among teenage girls. Out of the five teenagers who are infected with HIV, four are girls between 15 and 25. This is a very dangerous age because the girls are sexually active and are involved with different men. Mr Speaker, we are also noticing a lot of low viral suppression amongst young children, mainly in the islands of Kalangala and Buvuma – where children are dying in big numbers because they are failing to suppress the viral load. We appeal to Members of Parliament – (Member timed out.)

Thank you, Mr Speaker, for giving me this opportunity. The Ministry of Works and Transport made a commitment that they will build rescue centres. Accidents are incidents that are not planned, but some accidents, after their occurrence, can be managed. The Ministry of Works and Transport promised to build rescue centres at least in some of the districts on the lake: Namayingo, Buvuma, Kalangala, Koome Mukono, and some other districts that have islands. However, Mr Speaker, there are no signs of the rescue centres or that there are any efforts of them being built. We cannot continue having accidents, year after year and we come to mourn or to inform Parliament. This Government should be urged or we should be seeing some efforts that when our people, especially those in the lake, get into accidents, there are efforts by Government to rescue them. Thank you.

7845 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 30 MARCH 2023 the confiscation of drones at Entebbe International Airport, especially from students studying information and communication technology and the professionals that use them as work instruments. His prayer is that Government clarifies the policy on drone use in Uganda? My response is that cognisant of the threats to national security facilitated by advancement in scientific and technological innovations, unmanned aerial vehicles (UAVs) or drones have become weapons of war with lethal capabilities, including surveillance, target identification, acquisition and named engagements with precision strikes. Madam Speaker and colleagues, as a security measure, all entry points have been scrutinising the importation of drones and the other equipment that can potentially endanger national security. It is upon this background that the joint security at Entebbe International Airport got involved in the securing and declaring of all drones imported in the country. The procedure involves withholding imported drones on entry to allow due diligence by competent security authorities before security clearance is granted. After due clearance, the drones are forwarded to URA for customs and licensing as required. Many drones have since been cleared in line with this procedure. However, as of now, there are 243 uncleared drones for various reasons, which include 177 drones under security custody pending clearance at Entebbe Airport for reasons including: Verification; Lack of contact and proper addresses of the importers as well as consigners; and Reluctance of importers to follow the security procedure. Sixty-six drones, which were unclaimed, abandoned for more than two years, were recently forwarded to URA Nakawa for further management, in accordance with the customs law. Madam Speaker, the Government urges the concerned importers to follow up and undertake the process of security and customs clearance of their items still in Government custody. Furthermore, private importers are encouraged to always engage with the responsible Government agencies for recommendation and quick clearance. Hon. Thank you, Madam Speaker. Our sister raised a matter of concern that there are illegal detentions and killings of people in Kalangala District. For instance, the death of Masaba Stephen of Buyange Landing Site on 29 January 2023, claimed to have been fishing using illegal fishing gear. Her prayer is: can Government explain the circumstances of his death?

7846 MINISTERIAL STATEMENT My response - this is the last point; I beg your indulgence colleagues. On 20 January 2023, the fisheries protection staff at Buyange Landing Site, Bubeke Subcounty Kalangala District arrested Zanga Stephen aka Masaba for illegal fishing using prohibited fishing gear and dealing in immature fish. He was detained at Bubeke Police Post pending further investigations and prosecution. Case reference number is CRB/078/2023. On 25 January 2023, he appeared before court, under case number 074/2023, pleaded not guilty, and he was remanded to Kalangala Prisons until the next hearing of February 2023. Madam Speaker, on the 28 th of January, while on routine prison outdoor labour, Masaba attempted to escape prompting the prison warder to shoot in the air in order to prevent his escape. While running, Masaba fell into a ditch with rocks, sustaining a deep injury -

He was evacuated to Kalangala Health Centre IV where he was later pronounced dead because of over-bleeding. Madam Speaker. I beg to submit.

Thank you, Madam Speaker. I thank the Prime Minister for her response. This House passed the Fisheries and Aquaculture Bill to the effect that the army or the Fisheries Protection Unit be banned from manning the lakes. However, up to now, they are still surfacing, causing most of these deaths and unwarranted arrests. Is it procedurally right that the Prime Minister keeps mentioning the Fisheries Protection Units that are causing mayhem on almost all these landing sites, especially Bussi Island and Kalangala Island. There are numerous deaths and unwarranted arrests almost every week. Madam Speaker, I beg your indulgence.

We respect time, Madam Speaker, but because the Prime Minister is very important, we cannot allow her to get away with unanswered questions. The second last is on the issue raised by Hon. Helen Nakimuli regarding the murder of a one Masaba, in the islands of Kalangala. I think this is a very serious matter. The Prime Minister said that while running away, he fell in a ditch and died on his way to hospital –

Those are the answers we got. Remember the answer on how Mzee Muhojo of Kasese died. It sounds like the same answer given by the Prime Minister. I think what we need to do - and I am aware the honourable member from Kalangala is ready with her motion and I gave this House notice about it - to investigate the abuse of human rights on landing sites. That motion, Madam Speaker, once carried by the House, will give us an understanding of who is actually killing our people on the lakes. We live with these people; they tell us who is fishing illegally and accusing them of doing so in return. Our people have been rendered slaves. I know them in Runyankore; Mariam na Mariza . The other one was okweheneenga; busy cooking and washing dishes while Mariam was sitting listening to the word of Jesus. Jesus said, “This one is blessed because she has been here listening to the message.” The other one was just cooking, washing plates, running up and down but with no value addition. When cooking and washing plates, what value addition are you making? Mariam was adding value to herself by listening to the message of Jesus. It is in the Bible; I am not the one who wrote it. Therefore, we do not want these people running up and down doing nothing; no. Let us take time and convince them. By the way, you should be very careful because some years back, I went to Kasese, to Mubuku Irrigation Scheme where I found a man called Mudusu, growing mangoes. I think he must still be there. He said, “I did this when I heard your speech” - My speech on the radio. I also went to Rwengaaju and our man there told me, “We heard what you said.” Recently, I was in Paicho and a man there who I visited with his wife told me, “I heard what you were saying on the radio.” Just imagine Museveni from Kampala but these people in Paicho heard me and the one of Kasese also heard me - You can go and check with them. Did you hear Museveni? Did you do what you heard him saying? If they can hear me who is so far away, how about the people who are near? Therefore, we are the ones to cause socio- economic transformation and this is principle No. 3 of the NRM principles. You, the Members of Parliament, should take more time with the people. Do not go and just lecture, “Si ndio?” The man is just talking to himself, sibwekityo ? No, talk and let them also talk to you and then try to discern what is holding them back. Do not buy food and all these things. If they do not want to come, let them not come. Tell them, “I don’t have money to buy food and all that,” because you are not a hotel. They are laughing at me because they think I am an idiot. Awo Omusoga wakobera nti, ono omusadha tayidhi kyalikukoba. Nkiidhi . The people who go to church; does the Reverend feed them? It is because you have misled them. In the United States - because I hear many people like the United States - if you want to be President, you declare. You say, “I want to be president and this is what I want to do.” And the people who believe in what you are saying fund you. If they do not bring enough funds, you leave it and say, “I have not got enough funders.” These are the democracies you admire, but here, you have turned it upside down – and it is not correct. I will also be involved because I am going to tour all the zones. I will be touring two zones per month and I am sure some people will listen to what I am saying because they have done it before. I have succeeded in the Cattle Corridor with the dairy. I have succeeded in the Kisozi area with the four-acre model or less. We have succeeded in Rwengaaju – Nyakana is our active person there. We have succeeded in Masaka – there is some little progress with coffee in Masaka. Even in Ibanda, there is some progress with coffee. We have succeeded in Kalangala with palm oil and in Bundibugyo with cocoa and coffee as well as vanilla – although vanilla is very erratic. So, we can succeed. So, please, do not start talking of changing modes. This is their money and we must insist on that – Mukungaanye ekibiina kyamwe ekya SACCO. Somebody wrote to me about the “Bol i Cups ” in Acholi. Bol i Cups are the village-based

7170 SECTORAL COMMITTEE REPORT is not COVID-19. The problem is different; go for it. Otherwise, the sector still begs answers. Children go hungry at school. The Vice- President issued a statement last week; “Go to school, you have no demand, just take the kids to school.” Those blanket statements disorient education; we must go back to the basics. Without being populist, we need to rethink this sector and help our children. How do we have children go hungry at school? And we encourage parents - not to part with Shs 10,000 for food - but instead part with Shs 30,000 to go and report to the Resident District Commissioner? So, where is the balance? It is a big problem, Prime Minister; please, do not run away from it. Mr Speaker, we expect, on resumption, the Minister of Education to come to the House and explain the rising failures and dropouts. 1.8 million pupils enrolled in primary one but only 800,000 completed primary seven; where are these children? Thirdly, the question raised by Hon. Kabuusu about the problem of a health centre in Kalangala could have been supplied with a more contingent answer from my sister, the minister. He needed probably a timeline; we are processing a National Budget Framework Paper and consequently, the budget. Is it one of them? Because it is a facility in a hard-to-reach area. Members need assurance, especially those coming from highly vulnerable communities like Kalangala; assurances in terms of timelines to calm people’s nerves. I know the honourable Minister for Health is a very sensitive person and cares; please, do more on this question. Probably the honourable Member should come to you and get more assurance that in the NBFP and the final documents of the ministry, this facility is included. The question raised by the learned Attorney- General on my side about the statement issued by the Minister of State for Lands, the Prime Minister believes that since the approval is done by the ministry, so there is no problem. Approval is not control. Parliament approves the Auditor-General, the Inspector-General of Government but we do not control them. This minister has been seen frolicking all over the place, making uncoordinated statements; the Prime Minister needs to rein in this minister. He is attacking individuals, institutions, the Kabaka. And when you do not rein him in, we believe it is the position of Government. So, Hon. Sam Mayanja needs to be reined in. Otherwise, he is going to raise unnecessary sentiments amongst people, when he is frolicking out of his appetite and happiness for being a minister, as if he is the first minister. (Laughter) The question of frustrating local governments raised by the honourable Member from Gomba remains pertinent. Sometimes I feel pity on comrades here because they come from suffering local governments. Actually, you are now dealing with the fossils, not local governments – the remains of local governments. Government has since re-centralised; control is back at the centre. This Parliament has to rethink whether the planning, and budgeting is still localised. Local governments are dead. How do you send Shs 1 million to a district to do roads? I was in Budiope over the weekend for burial and the leaders there are all from the NRM; they were calling out to me to rescue them. They were desperate. Of course, I promised a rescue in the immediacy. They are saying we are doing nothing. One Subcounty chairperson said, “We received Shs 500,000 to do roads and we were musing as to whether we should sit and share it out and go home and everyone goes on their own.” It is terrible. 6761 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 17 JANUARY 2023 Madam Speaker, uncontrolled encroachment on forest land, illegal harvesting and titling renders the future generation vulnerable to the impacts of climate change. Uncontrolled deforestation stands as number one of the major threatening factors against the sustainability of the environment. Deforestation de-stabilises the ecological and environmental functions (soil and water conservation) – we always attribute loss of soil fertility to very many factors, but the moment we have no forests, the deterioration of soil fertility will be high and so, the functions of trees render the areas vulnerable to externalities. We have significant encroachment on forestS like Budongo Forest, which has been encroached on by Kakira Sugar Works. Bugoma Forest has been encroached on by Hoima Sugar and Mabira Forest in Lugazi has been encroached on by Lugazi Sugar Works. Other forests that have been encroached on include: 1. Kisisita Central Forest Reserve in Ssi Subcounty; 2. Malibwe Forest in Ngogwe Subcounty in Buikwe South Constituency; 3. Namyoya and Namanve in Mukono; 4. Bajjo 5. Kiula and Wamale in Kayunga; 6. Mbarara Central Forest Reserve; 7. Mugomba and Kitubulu in Wakiso; 8. Lutoboka Central Forest Reserve in Kalangala; 9. Lira Central Forest Reserve; 10. Rwamunda and Walumanyi in Mpigi; 11. Luweero and Butebe; and 12. Other forests in Kabarole, Kiboga, Masaka and across Uganda. At the moment, there are over 1000 illegal land titles fraudulently created on central forest reserve land under the watch of the National Forest Authority (NFA) and Government is not doing anything enough to evict encroachers. Madam Speaker, we have a big problem created by licensees of the NFA who do not comply with the terms and conditions stated therein such that in the process of restoring degraded areas of the central forest reserves, they have instead cut down, destroyed and completely removed the natural forests in the central forest reserves and planted pine and eucalyptus trees on the bare forest land created. The most affected areas that we visited are Mabira National Forest Reserve, Uganda’s natural heritage that has been left along Jinja Road, while its integrity internally has been deplorably destroyed as NFA looks on. Natural forests and plantations play important roles, which are recognised locally and internationally, in terms of inter alia, biodiversity conservation, climate stability, carbon sequestration, water catchment, medicinal and the production of various forest products for livelihood improvement. Madam Speaker, when we retain pine and eucalyptus alone and do away with the rain forests, many of these functions and benefits can no longer be got from the gazetted forest reserves. A total of Shs 628 billion was approved in Financial Year 2022/2023 for actions to mitigate and adapt to climate change. The first activity was to resurvey and mark 6,200 square kilometres of boundary to increase the national forest cover from the current 12.4 per cent to 15 per cent and restore 850 square kilometres of wetlands and forests. The other provision in that budget was demarcating and gazetting of central forest reserves and wetlands and also eviction of encroachers on forests and wetlands. The process of cancellation of titles in wetlands had started. However, no significant funds were allocated for actual tree planting to restore significantly deforested areas. We have tree nurseries, but the dissemination of tree seedlings is left to volunteerism. The NEMA efforts to restore forests are selective in that major encroachers are side-lined as efforts are concentrated towards driving away small encroachers. Unless this is halted, we risk losing tree cover by 2040. There are some

6740 STANDING COMMITTEE REPORT The worst performing entities in this regard in terms of absorption capacity were Hoima City at 30 per cent, Kitgum Municipal Council at 36 per cent, Gulu City at 36 per cent and Masaka City at 37 per cent while those that absorbed 100 per cent of their releases were Arua City, Kitagwenda District Local Government, Terego District Local Government and Madi- Okollo District Local Government. (i) Cost of service in local governments The Auditor-General’s report highlighted the amount of resources spent on non-core service delivery activities such as employee costs and transfers to other units like subcounties, schools and health facilities. These amounted to Shs 1,101.75 billion, equivalent to 74 per cent of the expenditure made by the entities. In other words, on average, the Government spent three shillings on each shilling for outputs that directly affect service delivery. The entities with the highest cost of administration of over six and above, include Masaka at eight, Nakasongola at seven, Gulu City at seven, Bundibugyo at six, Mbale City at six, Kiboga at six, Mpigi at six and Arua City at six, while the most efficient local government was Kalangala and Obongi District Local Governments at 0.4 per shilling for output service delivery. (ii) Local revenue performance of Financial Year 2020/2021 The audit reports for the 60 entities reported on indicated that some local governments’ local revenue was not reported on, well aware that this is a core source of revenue for the functioning of the district councils. This denied the councils facilitation to supervise and monitor the works of local governments. These local governments included Mitooma District, Nakasongola District, Kyankwanzi District and Lamwo District. Mr Speaker, details of these are provided in Annex one. Overall, the local governments underperformed on local revenue, registering revenue underperformance of Shs 30.4 billion of the target of Shs 68.248 billion, translating into local revenue performance of only 56 per cent. The local governments that performed dismally were Kole District, Soroti City, Zombo District, Kitgum Municipal Council and Moroto District Local Government. (iv) The performance of salaries, gratuity and pensions The report of the Auditor-General highlights the planned salaries, gratuity and pensions by the entities for the financial year. The reports overall indicated that Shs 632.75 billion was approved for salaries, gratuities and pensions at the close of the financial year. And at the close of the financial year, Shs 610.543 billion was availed to pay salaries, gratuities and pensions. However, only Shs 571.3 billion was actually absorbed by the entities, causing a return of Shs 38.6 billion to the Treasury, indicating underperformance of 6.3 per cent in the budget item. Mr Speaker, the committee made observations and request Members to look through those observations. I will take you directly to recommendations: The committee recommends that – i. The Ministry of Finance, Planning and Economic Development accounts for the under-release for funds to the local governments. ii. Accounting officers under whose supervision local governments fail to utilise funds released to them be held personally liable. iii. entities whose cost of administration was above six times the cost of output service delivery be subjected to further investigations to ascertain the source of the abnormality in the operation cost of the local government.

Mr Speaker, I heard the Prime Minister in her response say that the President gave a directive that they should utilise part of South Busoga Central Forest Reserve, which they gave to the community. However, the law says that any change of use of land or forests has to be degazetted. I do not remember - and I have been around for some time - whether Government brought that instrument to degazette that area. On top of that, there are districts and cities, which submitted areas to degazette - Mbale, Mbarara, Pakwach (in West Nile), Kalangala - to compensate. I want the Prime Minister to tell us the progress so far.

On Friday, 18 November 2022, we received sad news of the death of Hon. Dr Paul Kawanga Ssemogerere, an accomplished politician and leader. Mr Speaker, Hon. Dr Paul Kawanga Ssemogerere was born on 11 February 1932 at the Bumangi Catholic Mission in Ssese Islands, present day Kalangala District, to the late Joseph Bagenda Kapere, a fisherman, and the late Maria Lwiza Namwendero, a homemaker. He completed his primary education at Kisubi Primary School, and his O’ level at St Henry’s College Kitovu, and he joined St Mary’s College Kisubi for high school in 1946. He was a cadet, head prefect and president of the debating society. In 1952, he completed the Cambridge Intermediate Examinations and was admitted to Makerere University, where he joined the local students’ union. In 1954, he was elected Vice-President of the Students’ Guild. In 1955, he was selected as an exchange student, to attend Allegheny College in USA, before returning to Uganda to graduate as a biology and chemistry teacher in 1957. In his brief teaching service, he carried out teaching practice at Namilyango College, where two of his best students were Mr Aloysius Njala, later a Director of Bank of Uganda, and Justice Francis Ssekandi. He later moved to St Leo’s Kyegobe in Fort Portal. In 1990, he was awarded an Honorary Doctorate in Humanities and Letters by his Alma Mater, Allegheny College, Meadville, USA. In 1961, Paul Ssemogerere contested as the DP candidate in Mengo North (part of Bulemeezi County), where he was elected. He travelled with the late Ben Kiwanuka across the country and internationally. Dr Paul Ssemogerere became DP Publicity Secretary from 1962 until 1969 when political parties were banned, and, together with Ben Kiwanuka, he was arrested and detained without trial under the Public Order and Security Act of 1967. In 1972, he replaced Ben Kiwanuka as the leader of the Democratic Party, having served him as the Parliamentary Secretary. After a reported staged car accident in 1972, Paul Ssemogerere escaped the servicemen aboard a railway freight car disguised by a friend and later Editor of the Citizen , Mr Kyeyune. He crossed into Kenya and was admitted as a refugee in Baltimore in 1972. Mr Speaker, this reminds us of the political journey Uganda has gone through since independence up to when the NRM Government took over power. In 1973, he joined Maxwell School of Citizenship and Public Affairs, Syracuse. In May 1974, he married Ms Germina Namatovu and, together, they have children. In 1980, he assumed leadership of the Democratic Party and contested for president and became Leader of the Opposition in Parliament from 1981 to 1985. From 1986 to 1995, Dr Ssemogerere was appointed and served as Minister for Internal

6406 TRIBUTE TO THE LATE DR PAUL KAWANGA SSEMWOGERERE to appraise the life of Dr Ssemogerere is odious an exercise and a tall order at the same time. I will only attempt, all the same, in the hope that I will do justice to his larger-than-life profile. I knew Dr Ssemogerere from childhood as a close friend to my late father and as our representative both in Parliament and the Constituent Assembly, representing the people of Busiro South constituency where I was born. From humble beginnings, he was the last of the eight children born to Joseph Bagenda Kapere, a fisherman – as mentioned by the Prime Minister – and Maria Louisa Namwendero on 11 February 1932 at Rumangi Catholic Mission in Ssese Islands, in the present-day Kalangala District. He came early to grief when he lost his father in 1933, only one year after his birth; he grew up under the Church of the Catholic White Sisters in Kisubi, where his mother worked as a domestic cook to support the young family. He would later attend St Mary’s College Kisubi, Makerere University, Allegheny College in Meadville, Pennsylvania and obtained a Doctorate in Public Administration, in addition to the Honorary Doctorate mentioned earlier by the Prime Minister. Mr Speaker, Mahatma Gandhi remarkably stated that the best way to find yourself is to lose yourself in the service of others. I could not agree more, that the life and career of Dr Ssemogerere resonates accurately with Gandhi’s timeless discourse. In 1958, at the age of 27, he resigned from his comfortable teaching job to join and work with the late Rt Hon. Ben Kiwanuka here at Parliament. From 1961 to 1962, he was a member of the LEGCO where he represented the country with diligence and later, represented North Mengo in Parliament. It is also true that in 1969, together with the late Ben Kiwanuka, he was detained under the Public Order and Safety Act, passed by the regime in power in 1967. He has witnessed and personally taken the brunt of the state’s repression of political opposition and its reliance on security responses to political matters. I personally witnessed how he was brutalised with tear gas and bullets, while attending graduation parties of two Young Democrats he had helped to educate at Nkozi and Kamuli. I was in attendance, in addition to the brutality he suffered at the Constitutional Square during the quest for the restoration of multiparty democracy in Uganda. Dr Ssemogerere was again thrust into the deep affairs after the National Consultative Council (NCC) voted Prof. Lule out of office on 20 June 1979. All of you still have memories - if you were born then – of the famous “No Lule, no work,” and what followed at the current Constitutional Square. He continued to be a member of the Democratic Party for as long as political parties were allowed to operate, and I wish to make a correction; it is not true that while he served under the NRM Government, he was President of the Democratic Party, because political parties had been suspended until the promulgation of the 1995 Constitution under Article 269, that he fought with vigour until it was amended or repealed. The late Dr Ssemogerere would go on to lead the Opposition in Parliament under those very difficult circumstances where he served both as Leader of the Opposition and Shadow Minister of Defence. When the Government in power in the 1980s was being fought on several fronts by among others; the Rwenzururu Movement, the Uganda Freedom Movement (UFM), Uganda National Rescue Front, the Former Uganda National Army (FUNA) and then the National Resistance Army (NRA), Dr Ssemogerere resorted to serving as Leader of the Opposition and used that office to rescue countless lives from the infamous “panda gari”.

The districts to be connected are: Buikwe, Bukomansimbi, Butambala, Buvuma, Gomba, Kalangala, Kalungu, Kampala, Kassanda, Kayunga, Kiboga, Kyankwanzi, Kyotera, Luwero, Lwengo, Lyantonde, Masaka, Mityana, Mpigi, Mubende, Mukono, Nakaseke, Nakasongola, Rakai, Ssembabule, Wakiso, Bugweri, Kitagwenda –(Interjections) - that is central. I am going region by region. In eastern Uganda, we have Amuria, Budaka, Bududa, Bugiri, Bukedea, Bukwo, Bulambuli, Busia, Namayingo, Butaleja, Butebo, Buyende, Iganga, Jinja, Kaberamaido, Kaliro, Kamuli, Kapchorwa, Katakwi, Kibuku, Kumi, Kween, Luuka, Manafwa, Mayuge, Mbale, Namisindwa, Namutumba, Ngora, Pallisa, Serere, Sironko, Soroti, Tororo, Kalaki and Kapelebyong.

6210 PRIME MINISTER’S TIME A total of 1,572 schools had been cleared by 27 September 2022. Head teachers who have challenges have also been handled differently. I want to report that there is no school that has been denied examination materials, as alleged. Madam Speaker, Secondary Science and Mathematics Teachers (SESEMAT), is a programme that started in 2005 between the Japanese Government and the Government of Uganda, through the Ministry of Education and Sports, to improve the teachers’ delivery, which would, in turn, lead to improvement in the performance of science and mathematics education. This intervention was started in 2005 and underwent three phases and thereafter, JICA phased out. For the sustainability of the programme, a fee of Shs 1,000 was levied on each student. Due to the non-commitment of the head teachers in remitting these funds, it was decided to tag the collection of UNEB materials to the certificate remittance of SESEMAT funds, as it was seen as the most suitable alternative to boost these collections because it targets both private and Government-aided schools. Because COVID-19 left schools closed and, therefore, no collections from students were made for the years 2020 and 2021. These years were waived off and the collections being demanded are for those of the current year 2022 and the arrears of 2019, if any. The Ministry of Education and Sports is engaging all head teachers in the country. Hon. Joseph Ruyonga, Member of Parliament, Hoima West, Hoima City stated that Government of Uganda has, over time, prioritised education reforms as an anchor of socio-economic transformation and development, as demonstrated in the various policy reforms, such as the Universal Primary Education (UPE) of 1997, and the Universal Secondary Education (USE) of 2007, among others. The introduction of UPE has led to increased demand for secondary education services by learners who complete the Primary Seven level. Nyarugabo Seed Secondary School, located in Nyarugabo Cell, Kiduma Ward, Busiisi Division in Hoima West started a community school in 2019. In June 2020, the Church of Uganda Bunyoro- Kitara Diocese donated 6.9 acres of land to the then Hoima Municipality and the land title was transferred to the names of Hoima Municipal Council, Nyarugabo Seed Secondary School. The school has 114 students from Senior One to Senior Four, studying from a community hall. The school was supposed to be constructed by the World Bank under the Uganda Secondary Education Expansion Project and all the necessary documents were submitted, including the land title. The council had been assured that the school was included in the Financial Year 2020/2021 budget. His prayer is that: can I please update this House on the status of this project? Madam Speaker, my response is that the Government, through the Ministry of Education and Sports, is waiting for a no-objection from the World Bank before commencing the procurement process under the Uganda Secondary Expansion Project. Question No.6 is from Hon. Moses Kabuusu, Member of Parliament, Kyamuswa, Kalangala District. The Government of Uganda obtained a loan to construct seed secondary schools in all subcounties in the country. As a result, Nekemia Memorial Secondary School was built in Buuvu Island – I think it is Buvuma –(Interjection)- okay, let me read it as it is; Buuvu Island in Kyamuswa County in Kalangala District, in the first phase under Uganda Inter-Governmental Fiscal Transfer Programme (UGIFT) and was meant to be officially opened early this year, which has not happened. It is now the third term and there is no sign of the school opening. His prayer is to know when Nekemia Seed Secondary School in Buuvu Island in Kyamuswa County in Kalangala District will be opened, as there is no substantive head

The second one is: aware that Government policy does not support boarding seed secondary schools, is there any special way Nekemia Memorial Seed Secondary School in Buuvu, Kalangala District can be opened as a boarding seed secondary school, since it is meant to serve primary schools in Kachanga, Luramba, Kotobo and Bufumira, which are all in different islands. Madam Speaker, my response is, the Education Service Commission has finalised the recruitment of 4,805 teaching and support staff for seed secondary schools. Among these are 126 head teachers and 156 deputy head teachers. The ministry has already issued appointment letters awaiting posting instructions and deployment to the various seed secondary schools, including Nekemiah. It is true that the current scope of seed secondary schools do not have boarding facilities. This is in line with the USE School Policy. However, the ministry and Government have noted the need to have exceptions for districts located in Karamoja and the islands, where operation of day schools is very challenging. Assessment is on-going by the ministry engineers to ascertain that the cost needed to provide the above facilities are budgeted for in the medium term. Question No.7 came from Hon. Naome Kabasharira, Member of Parliament, Rushenyi County in Ntungamo District. Madam Speaker, the Member says that there is a constant outcry by truck drivers plying the Kampala-Masaka- Mbarara route over the mismanagement of the Lukaya and Mbarara weighbridges and alleged misconduct of the officers in charge. Truck drivers complain of harassment and extortion by some officers in those respective weighbridge stations. This unprofessional conduct of business by the officers manning those stations may cause financial loss to the Government as the money extorted from the drivers does not reach public coffers. Her prayers are that: 1. The relevant agencies streamline the operations of the weigh bridges across the country. 2. An investigation should be conducted on the two weighbridges to establish the extent of the problem and the errant officers be prosecuted. Madam Speaker, Mbarara and Lukaya fixed weighbridges are located along the Masaka- Mbarara Road and are used to regulate the overloading of trucks for purposes of protecting the road infrastructure from premature damage. The two weighbridges are managed by the Ministry of Works and Transport through the Uganda National Roads Authority (UNRA). The Government is in advanced stages of installing the first phase of a high speed weigh- in motion system at Mbarara, Magamaga and Luweero. The high speed weigh-in motion systems for other weighbridges including Lukaya will be installed in the subsequent phases. These systems will allow compliant transporters to move on the road without having to stop on the weighbridge. Data centralisation has been done for Mbarara, Lukaya, Luweero, Magamaga, Mubende and Mbale weighbridges. This increases visibility of weighing operations at each weigh station for monitoring purposes. Madam Speaker, I would like to inform this House that the matter reported by the honourable member in Rushenyi is being followed and those officers will be brought to book. Question number eight: Hon. Naboth Namanya, Member of Parliament of Rubabo in Rukungiri District says that Kahengye Water Project commenced in 2015 with a projection to provide a lasting solution to water shortages in the constituencies of Rubabo, Rujumbura, Rukungiri Municipality and the neighbouring areas of Mitooma District.

Thank you, Mr Speaker, for giving me this opportunity. I would like to appreciate the chairperson and the committee for the good report they have presented here. I support you, Mr Speaker, on what you have said. It is high time Government gazetted forested areas. At the same time, people have settled in these places - like you had said – in different towns and areas. Now they are coming up and telling people that this is a forest reserve. People have spent 20 or 30 years in these places. In my area, we have a place called Kalangala. People have spent around 20 years there, but Government is not sure whether it is a forest reserve or an empty area where people should stay. People are not entitled – (Member timed out.)

Thank you, Mr Speaker. I would like to thank the committee for the work well done. My captain talked about distribution of resources fairly. When it comes to payment of civil servants – Kalangala District is an island district. I think when they hear “Kalangala Town Council”, they think it is somewhere in Kampala. (Laughter) Kalangala Town Council’s civil servants are given different allowances as compared to those in the deeper islands. It would, therefore, be fair if civil servants in Kalangala Town Council also receive hard-to-reach allowances like others do. It is only those in the faraway islands that receive it, yet these ones also travel on water to go and work. It is unfair. On page 24, they talked about poverty and insecurity, but the committee did not give us recommendations. I do not know why, but I think one of the recommendations is that we should reinstate YLP, UWEP and SAGE to ensure that the poor people are reached. When we talk about - our good minister here, Hon. Kasolo, has visited Kalangala and taught our people about Emyooga, but the Microfinance Centre - the funds we get from there –(Member timed out.)
