Thank you very much, Madam Speaker. Allow me to thank you for the communication, but also salute you for always giving priority to matters that affect Ugandans. Madam Speaker, yesterday, after passing that great loan that Hon. Nambeshe has been referring to, I got numerous messages of gratitude to you that you made commitments to Ugandans at some forum that you will always give priority to matters that affect the local person. As your contacts outside, we speak with pride that you are delivering to Ugandans. That hospital has been sick while handling patients, but as we talk, people are now smiling, that yes, we are giving hope. Madam Speaker, the other day, when Luuka- Iganga-Kamuli Road had stalled, you put the minister, Gen. Katumba Wamala, to task here, and he committed that in October, things are going to take shape. That is the tarmacking of that great road that has been long-awaited. We salute you for always addressing and presiding over a House that speaks to the plight of Ugandans. I thank you and wish you well.

17881 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 9 SEPTEMBER 2025 and workshops is $4.11 million as observed in Table 4. The committee is concerned that these are consumptive items taking up a substantial amount of the loan proceeds. A case in point is the project plan to acquire 15 vehicles, which translates to a unit cost of about $ 186,000 per vehicle, which is equivalent to Shs 671 million. The committee requests the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) to share the costed units under the project component to facilitate oversight of the unit costs. However, by the time this report was made, this information had not yet been received. The committee recommends that, given the time constraints where the Government needs to sign the loan by 12 September 2025 and the opportunity cost of the Government not signing the loan in time is high, the Ministry of Agriculture Animal Industry and Fisheries finds time to discuss the costed outputs of the project even after the IFAD funding is considered. In addition, the loan should be renegotiated to remove resources from consumptive items to acquisition of goods and services and inputs, as well as equipment and materials. Geographical location of the project The committee observed that the project location is in the cattle corridor, and so all the districts in the cattle corridor were included. However, the selection criteria of projects had included some parameters related to poverty which saw some districts included in the project, for example, Luuka, Yumbe, Namutumba, among others. The committee noted that while the criteria for selecting beneficiary districts in the cattle corridor is very clear, other parameters are not, namely: i) The high incidences of poverty, food security and malnutrition; ii) The herd size by households and potential for dairy and beef value chain development; iii) High potential for women and youth to get involved in the dairy and beef value chain; iv) Climate vulnerability; and v) Subnational priorities and potential complementarities with the ongoing development in the dairy and beef industry. The committee was concerned that some sub- regions had no districts benefiting from the project, yet they fall under the other categories used to select the beneficiary districts. The committee was informed that most of the districts from those sub-regions had benefited from the Uganda Climate Smart Agricultural Transformation Projects, and so this project was benefiting the districts that did not benefit from the Uganda Climate Smart Transformation Projects. The committee recommends that the Government should always ensure that all loans have a national character. In conclusion, from the above detailed report, it can be inferred that the loan is highly concessional and the proposed project is viable and in line with the Government plans and aspirations. Subject to the above observations and recommendations, the committee recommends the approval of the proposed borrowing of up to $ 99.56 million from the IFAD to finance the proposed Resilient Livestock Value Chain Project (ReLIV). I beg to report.

Thank you very much, Madam Speaker. Allow me to also thank the minister for the good work he is rendering to the country. Madam Speaker, on 20 December 2020, the Head of State, our President and the Minister came to Iganga and launched the tarmacking of Iganga–Walugogo–Luuka-Kamuli Road. The ground breaking ceremony was done, and everyone got excited. However, in an hour, the road unit disappeared, and to date, there is nothing, no drop of tarmac - (Interjection) – 20 December 2020. These are five years down the road. Madam Speaker, it is a season of politicking and electioneering. We are failing to explain to the four or five districts that use this road. 17708 MINISTERIAL STATEMENT that the roads we are doing are resilient to the environmental changes. Of course, it is a big challenge because, as you can see, it is unpredictable. I think you saw what happened in Texas recently. Within 45 minutes, things had changed. However, we have ESIA in all the projects which we do. Hon. Ssewungu, your road. I can bet with you that we can go and see the progress of the bridge on Upper Katonga. It is being done by a company called Rodo. Even as I leave here, I can give you their contact and you can check with them. They have done some work. They have now put up the pillars and are now doing the box culverts for relief. So, the two bridges are being done concurrently; the bridge downstream and the bridge upstream. (Interjections) The tarmacking may come later. (Laughter) Bobi-Iceme-Corner Aboke-Corner Ayer That road is under the AFCON project. Yes, it is under the AFCON project and we hope to do it together with Gulu Airport, which is going to be expanded. AFCON is planning to use Akii Bua Stadium, which is being done. We think that if they land in Gulu, they can drive shortly through Bobi-Iceme-Corner Aboke to Lira. It will be a faster movement. Training of operators and maintenance team Madam Speaker, we have established a training centre, again, with the assistance of JICA and the Japanese Government at Luweero and the centre is called the Mechanical Engineering Training and Advisory Centre (METRAC). This is where we are going to train operators and maintenance teams for our machines. It will be useless for us to keep buying machines if we cannot maintain them properly. They will not last. Therefore, we have that being done. We are also working with the National Council for Higher Education so that the people trained there can have certified certificates and they can be able to work anywhere within East Africa. Kitgum-Palabek-Lagoro, I talked about that. Iganga-Bulopa-Luuka The contractor who has now been identified for that role is Arab Contractors, the one who did Tirinyi-Pallisa-Kumi-Kamonkoli Road. He is going to be on site by the end of September to start setting. This time, the equipment will not walk away (Laughter) -(Interjections) – the railway to Masaka - good thought. I think we will think about it. There are a number of things we have been thinking about; how to link Masaka, including developing ports like Bukakata Port and Lambu Port and the bridge to Kalangala. (Interjections) - Yes, I have not yet promised that, but it is something we are investigating. Yes. (Laughter) Kyegegwa-Hapuyo-Kakumiro This is the road which is commonly known as the Liberation Road. It starts all the way from Kazo to Kabogole, Kyegegwa through Hapuyo to Kakumiro up to Kisiita - (Interjections) - Yes, it has been earmarked for tarmacking, but I am not sure whether we shall be able to do it in National Development Plan (NDP) IV. However, we are going to maintain it as good murram. Rescue Centres Yes, we have established the rescue centres. In Misonzi, we had a challenge because there was over-flooding and we could not put the - and when we got the contractor, he did not measure up and so we stopped him. We are re-engaging a new contractor. We had another site at Mwena, but we could not also work at Mwena because of the rising of the lake. However, the rescue centres are now functional. I agree with you that we need to mark the lake, but we are having a project under East Africa because, as you appreciate, Lake Victoria is an East African facility. It is for Kenya, Tanzania, and Uganda. Therefore, working with our partners, we have moved and also convinced the African Development Bank, which is supporting the

Thank you, Mr Speaker. Salutations to the Committee on Physical Infrastructure. I thank the Government for compensating my people who were affected by the standard gauge railway project. Compensation stands at 85 per cent as of today, and I pray that the remaining 15 per cent is expedited so that people get value for their money. The area where they have already compensated people and demolished houses is turning into a habitat for criminals because jungles and bushes have developed in this place. I request that you clear the neighbours that remained to be cultivating fast-growing crops instead of us having forests in this place and turning it into a security threat. I have two Roads that originally belong to Uganda National Roads Authority (UNRA) that are costing me a vote if at all I am not helped in the –(Interjection)- Yes, because people are saying the road is not accessible from Iganga district quarters through Nakigo to Bugweri, then from Iganga district quarters to Mayuge up to Bwondha. These are formerly UNRA roads but nothing is happening and they are impassable as we speak. Honourable minister, I request that you intervene as fast as possible. Finally, on 20th December 2020, the honourable minister, with your team, including the Head of State, the Rt Hon. Former Speaker, the Rt Hon. Former Secretary General, and the former Minister for Presidency, launched the tarmacking of Iganga-Luuka-Kamuli Road. People celebrated that this was a Christmas gift then. The equipment disappeared from then to date - (Member timed out.)

15379 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 28 NOVEMBER 2024 iii. Non-provision of agricultural subsidies The sugarcane farmers are reported not to be receiving any agricultural inputs or subsidies from the Government through NAADs, like it is with other farmers. iv. Inadequate farmer representation The farmers report inadequate support from cooperatives or unions to advocate for better conditions. Madam Speaker, we have crafted some recommendations for the Government. 1. The first one is to do with pricing. Our economy was liberalised, meaning that forces of demand and supply will always be at play. However, this does not take away the Government’s role to regulate and ensure that people are not ripped off, and specifically, in this case, to ensure that sugar cane farmers earn a fair income from their toil. 2. Fast-tracking the fulfilment of the presidential pledge. The Government, through UDC, should fast-track the purchase of the land that was identified in Luuka District to pave the way for the construction of the promised sugar factory to be owned by the farmers, as a way of empowering them, as was promised. 3. Timely payments. The Ministry of Trade, Industry, and Cooperatives should take an interest in the issue of delayed payments to farmers and perhaps even set a minimum payment period for farmers for the supplied sugarcane. The other recommendations that to do with farmer empowerment: 1. The first one is about strengthening cooperatives. We are saying that the Government should aim to support sugarcane farmers’ cooperatives to negotiate better terms with millers, and to access bulk purchases of inputs. 2. Calibration of weighbridges, is another complaint that these farmers made. Uganda National Bureau of Standards should ensure that the weighbridges are accurately calibrated and periodically monitored to address the issue of weighbridges that are cheating farmers of the tonnage of sugarcane; they complained of being cheated by these weighbridges. 3. Then formula for pricing. Pricing of sugarcane should be calculated based on at least five major by-products of sugarcane, such as molasses, ethanol, spirits, and bagasse, among others, as compared to the current status of the price being based on only one by-product, which is sugar. Yet the other by-products fetch a lot of revenue too. 4. The last one is non-charge of VAT. The millers should stop deducting VAT from the money paid out to sugarcane farmers for the sugarcane supplied because the value has not been added yet to the sugarcane; they are raw materials. In conclusion, Madam Speaker, sugarcane farming in Busoga and indeed other parts of the country—because sugarcane is not only grown in Busoga— so it’s not the only region that faces significant challenges that undermine sustainability and profitability. Addressing these issues requires a multi- stakeholder approach, including Government intervention, farmer empowerment, and private-sector accountability. Implementing these recommendations will ensure a more resilient and profitable sugarcane industry. I hope that the Government will respond to these issues and address the concerns of sugarcane farmers, not just in Busoga but in other areas also. However, it is Busoga, which we visited so that they can profit from their toil. I thank you, Madam Speaker.

13466 PRESENTATION OF THE BUDGET SPEECH FY 2024/2025 iii. Improving the quality of power supply through the systematic operation and maintenance of existing power infrastructure; iv. Increasing access to clean energy by supporting clean cooking technologies; v. The development of five micro-grid power plants using wind and solar hybrids in Karamoja; and vi. Preparatory activities for the 8,400MW Nuclear Power Plant in Buyende District. Industrial development and manufacturing Madam Speaker, in our tenfold growth strategy, the Government is going to step up efforts to accelerate the diversification of the economy, add value to raw materials to boost exports and import substitution to continue reducing our import bill, and also build more basic industries to produce items that Ugandans use daily such as sugar, soap, cooking oil, clothes, medicines, construction materials, et cetera. Our industrialisation efforts are being undertaken mainly through the private sector, but with the State playing a de- risking role. The Government, through the Uganda Development Corporation (UDC), is undertaking targeted investments to increase Uganda’s manufacturing capacity. During the financial year we are ending, the following investments have been undertaken by UDC to increase local manufacturing capacity: i. The Atiak Sugar Factory has acquired modern mechanised equipment for the sugarcane fields in Amuru and Lamwo districts and installed modern irrigation systems; ii. Four tea factories have been supported to expand and process tea for both domestic market and export. These are: Kayonza Growers Tea Factory; Kigezi Highland Tea Factory; Mabale Growers Tea Factory; and Mpanga Growers Tea Factory; iii. Continued support to Mutuma Commercial Agencies (Ltd) in Luuka District to produce intermediary and final products such as surgical cotton, cotton cake, soap stock, and cotton-seed oil; iv. Investment in Bukona Agro-processors Ltd in Nwoya District to process cassava and cereals into ethanol for cooking. It produces 40,000 litres of ethanol per day; v. Investment in Budadiri Arabica Coffee Mills (Ltd) in Sironko District to process coffee for export; vi. Additional investment in Soroti Fruits Factory (Ltd) that is processing six metric tons of fruit (mangoes and oranges) per hour into fruit concentrates and juice; and vii. UDC has also invested in East African Medical Vitals (Ltd), manufacturer of examination and surgical gloves, to increase the company’s production capacity to create jobs and also save the country foreign exchange through import substitution. Madam Speaker, the Government is also continuing to develop industrial parks to provide investors with the required infrastructure and utilities. Work is in progress in Namanve Park (with 190 companies operating); Liao Shen Park in Kapeeka (19 companies); Sino-Uganda Industrial Park in Mbale (18 companies); Luzira Park (11 companies); Bweyogerere Park (eight companies); and MMP in Buikwe (seven companies). Other operational industrial parks include Jinja, Soroti, Kasese, Mbarara, and Tian Tang-Mukono Industrial Park. So far, over $3.5 billion has been invested in these parks in the form of foreign direct investment. Over 266,812 direct and indirect jobs have so far been created. Security, good governance, and rule of law Madam Speaker, peace and security, as well as the rule of law, are the foundation for all other

Those are the 15 that have offices. The rest do not have. Madam Speaker, the second issue is Cabinet support and policy development. We have a gap of Shs 1.976 billion. Our total request is Shs 4.579 billion. What was provided for is Shs 2.603 billion and we request for the balance to be provided. Regarding the facilitation for RDCs, our budget is Shs 21 billion, but what was provided is Shs 14.8 billion, leaving a gap of Shs 6.2 billion. That is what we are recommending. On facilitation of the project management team for the Intelligence Transport Monitoring System Aware that in July 2021, the Government signed an agreement with Joint Stock Global Security. Subsequently, a committee to oversee this project was established by the Office of the President and we request for the facilitation of this committee; we request for Shs 3.5 billion. Support to the Afro-Arab Youth Council for headquarters construction Madam Speaker, we are about to lose a prime opportunity to construct an office block, a stadium, and a cultural heritage centre, among others, because the Government of Uganda signed an agreement, in August 2023, to host the headquarters and the condition given to our government is to provide land. The duration of the project is only five years. We have only purchased 23 acres and we are left with 27 acres. The money we are demanding so that we comply is Shs 5.4 billion minus that we shall lose this prime opportunity. Thank you, Mr Speaker. I would like to thank the minister for the statement, but my issue is this continuous renewal after some time. What does it cost this country, if one clocks 18 years, to get the identity card until the time he departs? Secondly, we have very many activities ahead of us. I wonder whether the time frame that has been given in the report by the minister will be enough for all of us to enrol. Given the fact that we have moneylenders who have collected - I think this is all over the country. Even in Luuka, there are moneylenders who are giving loans and the security are the IDs. Can’t we have any other collateral that can be presented if one needs a loan other than the ID? I submit.

11581 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 Introduction Mr Speaker, FMD is a highly contagious viral disease that affects all cloven-hoofed (two hoofed) animals. These include cattle, goats, sheep, pigs and wild animals such as buffaloes, deers and antelopes. The disease spreads very fast, through close contact between infected and non-infected animals. The disease is transmitted through aerosols (fluid droplets) breathed out by infected animals and contact with affected surfaces. The aerosols can be transported by wind to far areas. The affected animals get wounds in the mouth, feet and teats in female animals. FMD is the most dreaded disease in international trade of animals and animal products. Countries that have eradicated the disease do not allow trade with affected countries, or those that control the disease by vaccination. The disease causes significant economic losses to the farmers and to the country due to disruption in animal production, productivity and in trade of animal and animal products. Scientists and economists have estimated the economic cost of FMD to a farmer per unit livestock to be $20 per infection. The cost can be higher with repeated infections. Our target, therefore, as Government, is to not only control the disease but eradicate it. Mr Speaker, the ideal situation that enables any livestock producing country to fully control and eradicate FMD requires the following interventions: i) Undertaking a bi-annual compulsory vaccination exercise of the entire susceptible animal herd in the country (all two hoofed animals; cattle, sheep, goats and pigs). For purposes of universal coverage, compliance and bio-security considerations (since vaccines are live organisms), governments normally offer the vaccines as a public good. This, however, varies from country to country, depending on the number of animals and the budget implications for buying the vaccines recurrently. ii) Another control and eradication approach is the “test and slaughter” followed by safe disposal of the carcasses (burning and/or burying). When the veterinary authorities confirm the outbreak, they determine the affected animals and those at risk for destruction. This, however, is followed with compensation by the government, which is a very expensive practice. This is the practice in developed livestock-producing countries like the United Kingdom, among others. You kill or destroy, but compensate the farmer. iii) In addition to the above, movement control restrictions (quarantine) are always imposed either in part or as a whole in the affected geographical location depending on the epidemiological assessment by the competent authorities. The competent authorities, Mr Speaker, are veterinary authorities. These animal movement restrictions, however, are temporary measures to disrupt transmission but their duration depends on the discipline and compliance of the different stakeholders (farmers, traders, processors and enforcement agencies) and also on the country’s ability to implement interventions (i) and (ii) above. Current situation in the country Mr Speaker, there are 36 districts currently affected and under quarantine. These are; Budaka, Bukedea, Bukomansimbi, Bunyangabu, Butaleja, Fort Portal City, Gomba, Ibanda, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiboga, Kibuku, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mbarara City, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Namisindwa, Ngora, Ntungamo, Rakai, Rwampara and Ssembabule. All districts neighbouring the aforementioned districts are at high risk, under strict surveillance and the authorities are advised to remain vigilant. These include; Apac, Amolatar, Bugiri, Bushenyi, Butaleja, Hoima, Iganga, Jinja, Kabale, Kaberamaido, Kaliro, Kamuli,

Thank you. Honourable colleagues, I saw the letter from the Permanent Secretary of the Ministry of Agriculture, Animal Industry and Fisheries and I saw the districts of Budaka, Bukedea, Bukomansimbi, Butaleja, Fort Portal City, Gomba, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Ntungamo, Rakai, Rwampara - This is what I was talking about: when you have such interventions, use a platform of Parliament to engage because these Members of Parliament will be questioned in their constituencies and they will be stuck. As Parliament, you do not want to have a situation whereby one day, you will be accused of fighting Foot and Mouth Disease (FMD). We put a quarantine, Parliament came and stopped it and therefore, we allowed it and it went on. This is why I felt that it would be imperative for the minister to bring a statement here and then we debate it and put him on the spot-on issues of the law and what he would have told us here. But then again the urgency of it - I know some of these districts depend on cows and their children are going back to school. What are we going to do about it? Honourable colleagues, are we going to resolve that go and lift the quarantine so that people sell cows and you cause another crisis? You know! It is better we have ministers here and they give us clear information. Hon. Kivumbi, do you want to guide on the same? COMMUNICATION FROM THE CHAIR

11169 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 29 NOVEMBER 2023 Possibilities and opportunities have, therefore, been opened for everyone thanks to the Government’s big tent approach. In summary, the space that allows for the emergence of such diverse but special and expression can be anything but shrinking. Issues to do with the November 2020 riots and attendant loss of lives, injuries, destruction and related matters - Madam Speaker, this is yet one other additional response on this matter and all others incidental thereto. Contrary to what the Leader of the Opposition claims, an investigation was done immediately after the riots and a report to that effect was presented to the last Parliament by the then Minister of Internal Affairs. That, in addition to other subsequent numerous responses made about the subject matter, including in this Parliament, I needed to make that clarification from the onset to clear the air. That said, and by way of a recap, violent riots broke out and rocked various parts of the country in November 2020 before they were quelled by police and other security agencies. These riots covered Kampala and Wakiso, which were the epicenter of the riots, as well as Mukono, Masaka, Kyotera, Lwengo, Mpigi, Luwero, Wobulenzi, Mityana, Lugazi, Njeru, Jinja, Buwenge, Iganga, Namayingo, Namutumba, Luuka, Kamuli, Budaka, Busia, Mbale, Arua and Gulu, respectively. During these riots, extensive loss of property, (private and public) and damage to and loss of lives were registered. The destruction incidental to the riots, or directly arising from the various riotous acts, was immense. This included; deliberate acts of arson, or torching of buildings and vehicles, use of stones and other objects to hit innocent members of the public, motorists, security personnel and property, physical assault, manhandling and abuse of members of the public as well as law enforcement officers, staging of illegal roadblocks and demanding money with menaces from members of the public. There was also burning of tires to damage and block public roads and throwing petrol bombs into buildings and at security/law enforcement officers, among others. During this chaos, even ordinary sanctified places like court premises were not spared. Wobulenzi Court premises were set ablaze. Fifty six people lost their lives, including those by gunshot wounds and others whose deaths were through other causes incidental to the riots. The latter category includes those that lost their lives as a result of motor vehicle accidents, involving for example, vehicle registration number UAN 827N, whose driver lost control after being hit by a stone and knocked two people dead namely; Nalwada Kevin and Nsimbe Shafik. Forty six people out of the 56 victims were male adults and three were male juveniles. Forty eight of the victims were from Kampala metropolitan areas. This includes Kampala, Wakiso and Mukono. Two were from Jinja, two from Luwero, one from Rakai, one from Kinoni in Lwengo, one from Butambala and one from Mpigi, respectively. Madam Speaker, security operations are governed by the law to ensure and guide the participating forces on the employment of lethal force. This is ensured through a number of ways, including training, briefing before operations, and debriefing post-operations, as well as dissemination of rules of engagement, which have been distilled and reduced into pocketbooks for the tactical operators. The standard operating procedures on the use of force booklet is attached as Annex B to this statement. These are the aid memoirs to assist operators to make informed and rational judgment depending on the circumstances of each case and the prevailing situation, but mindful of the principles of necessity and proportionality in the use of force. These measures, Madam Speaker, were in place. The investigations done post the riots established the cause of death and injury without conclusive findings about the circumstances of each of the deaths and injuries; save for Auxiliary No.01700LDF Mustapha Ssali, who was charged and convicted for the killing of

Thank you, Mr Speaker. Allow me join the rest of my colleagues in supporting the motion to pay tribute to a gallant son of Uganda who has lived a life worth celebrating. On behalf of the people of Luuka, I send my heartfelt condolences to the family of Hon. Kyemba, the people of Busoga, the Kyabazinga of Busoga and the Government of Uganda. I would also like to thank the President of Uganda for according Hon. Kyemba an official burial. Hon. Kyemba was an icon, a true statesman, patriot and politician with a very unique and humble character that made him serve in three governments, some of which were very hostile and difficult. Hon. Kyemba’s maternal grandfather, Daudi Mutekanga, was my maternal great- grandfather. When I was appointed as a Minister in charge of the Presidency, Hon. Kyemba felt as though they had appointed his own. He called me, with love and humour, to his home to take me through what is entailed in the Presidency. He, indeed, told me the dos and don’ts of the Presidency. Among others, he told me to respect authority and never to fight useless wars, but to concentrate on doing my assignments well. Mr Speaker, the discussion I had with Hon. Kyemba included the story about when he went to Singapore with then President Dr Milton Obote in a delegation of 30 officials. At that time, he was the Principal Private Secretary (PPS) to the President. While they were in Singapore, the Government was toppled and it was he who whispered to the President: “Your Government has been toppled”. Gaining such courage to tell the Head of State: “You have been overthrown!” He told me that they did not think about what to do next until they heard a pronouncement that President Idi Amin Dada had allowed the officials who had gone with Dr Milton Obote to return, but not Dr Milton Obote. When he came back, he was taken to meet President Gen. Idi Amin Dada. They had a meeting and after the meeting, Gen. Idi Amin told him to go and occupy his office, where he would meet him. However, he said: “Your Excellency, I do not have an office because I was the PPS to the former President.” That was when Gen. Idi Amin told him: “You are now the PPS to me.” He was later appointed the Permanent Secretary (PS) of the Ministry for Culture. He had an assignment to organise a graduation ceremony at Nsamizi Institute for Social Development. The one who was supposed to officiate at that function was the then minister, the late Hon. Josephat Engu. However, a day before the function, an announcement was made that that minister, together with others, had been dropped. Hon. Kyemba gathered the courage to call the State House and talk to President Idi Amin Dada. He said: “Your Excellency, tomorrow we have a function and I do not know who is going to officiate because the

Thank you, Mr Speaker. The procedural matter I am raising is that Luuka is a neighbour to Bugabula South. I would like to inform my honourable colleague that this group is spilling over to Luuka. In fact, the man he is referring to as Kisa Alamanzan, is my brother. After those people beat him thoroughly, I found him at home, crawling. They even took away the motorcycle that I had given him. So, the procedural matter I am raising is that the internal affairs ministry should, as it does the investigations, also consider Luuka on the matter of those money lenders.

Thank you very much, Mr Speaker. Hon. Kibalya has raised a very important issue. This team, I think, is not isolated to the area raised by Hon. Kibalya; they seem to have spread across. In my constituency, I have a team of money lenders who are now popularly referred to as “Daily Daily”. They have made women run away and, sometimes, the women hide in Kenya. I have been trying to find out where this team called “Daily Daily” comes from. So, I think the investigation should be extended beyond Luuka. These are money lenders, as I have been told. I have not had the opportunity to meet them, but the whole community is living in fear because of “Daily Daily”. I thank you, Mr Speaker.

Thank you, Mr Speaker. What my colleague, my able friend from Luuka, raised on the AIDS Trust Fund, is true; it is a creature of the law vividly enshrined in the HIV/AIDS Prevention and Control Act, which provides for creation of a Trust Fund. Mr Speaker, if you go through the figures provided by the minister in her statement – I have just calculated - it means we are losing, on average, 47 Ugandans per day to HIV/ AIDS. That, therefore, means that we cannot nip it in the bud at the target of 2030, like Hon. Gilbert put it. Mr Speaker, even operationalising - If you, for instance, go to the AIDS Commission Vote in the national budget, the budgetary allocation has always been Shs 25 billion. However, what is always provided, for the last three consecutive years, is Shs 15 billion. That, in itself, hampers and actually paralyses the operations of the commission to do its oversight role and even the fight against this serious disease of HIV/ AIDS. Therefore, for the minister to get serious, the funding bit must be put right. Thank you.

Thank you very much, Mr Speaker. Rt Hon. Prime Minister, there is a death trap at the junction running from Iganga around Walugogo, on the road that goes to Luuka. In 2020, His Excellency the President, with the then Speaker of Parliament and ministers, commissioned the construction of this road from Walugogo-Luuka-Bulopa to Kamuli. Road equipment were assembled from the biggest to the smallest during that commissioning. Rt Hon. Prime Minister, to-date, all these equipment were removed and nothing has taken place. I am inquiring why the road equipment –(Member timed out.)

Mr Speaker, on behalf of the people of Luuka that I represent and on my own behalf, I join colleagues in mourning and paying tribute to Her Majesty Queen Elizabeth II, who was a regnant of 32 sovereign states during her lifetime and 15 at the time of her death. Her Majesty Queen Elizabeth II executed her duties excellently. As the keeper of the nation’s constitutional flame, the monarch used the powers to appoint and dismiss ministers, summon Parliament and give royal assent to the Bills passed by Parliament. The interesting facts about Her Majesty Queen Elizabeth II are that she was not born in a palace, yet lived there most of her lifetime. She was in Kenya when her father died – (Member timed out.)
