Thank you, Madam Speaker. I will be careful not to go through the matters that could be internal affairs to the NRM, which will probably be handled by the Tribunal, but there are those broad issues that are cross-cutting, and on which side of the aisle you stand; they are here for Ugandans. As a result, I will talk about those that concern all of us, irrespective. The issue about violence meted out to the voters, and the systematic way – I pity and I do not envisage what is coming, whereby, for instance, there was a communication blackout, telephone masts were hacked, and we could not communicate, some were vandalised, and those who were able to communicate were communicating using military walkie-talkies. They continued communicating on walkie- talkies, whereas we had a communication blackout, the ordinary one we use. We had more than 40 vans commonly known as “drones” and double cabins with covered number plates. On top of the people who were dressed in civilian clothes in those vehicles, there was the outright use of military vehicles, particularly the notorious lorry, H4DF 3329, with the combat-ready soldiers driving around in support of the Nkoni Squad (people who are wielding sticks), using live ammunition, and the creation of a barracks, that is not known in our policy statements, because barracks are set up by the Commander-in-Chief of the Armed Forces, but in the Lwemiyaga case, a barracks was set up to incarcerate abducted election coordinators and agents. That cannot be an individual or Gen. Rwashande’s action; it has now moved from individual competition to adversaries, to enemies, to belligerents. In a country where there is no insurgency, there is no activity to warrant the establishment of a military barracks. Sadly, on the 26 th of April, we were having a peaceful rally, and soldiers came driving in a military truck – the H4DF 3329 – disembarked, and started shooting at us. They shot down and up, changing magazines. At that time, once you were being shot at from a distance of five metres, you could not run; you stood to die. You could not run – I cannot say I was strong- hearted, but it did not give one room to run, even if one wanted to. There was this young man who said, “Honourable, they have come to kill you.” He came and stood in front of me, and I thought – I pushed him away, saying “ Nvaako ”, meaning “Get away from me,” because he had life. Little did I know that as I was pushing him, a bullet hit my finger, and it took him, shattered his heart, and he collapsed. He died on the spot. That bullet was meant for [Mr Mao] COMMUNICATION FROM THE CHAIR

17559 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 29 JULY 2025 me because my yellow movement shirt was splattered with the blood of Fred Ssembusi. It is agonising that you cannot sleep to know you would not be here, you would be dead. You cannot be sure you would be here. I knew I would be dead once you realise the circumstances of Fred Ssembusi’s death, but most painful, the culprit, Lt Zziwa, who came aboard that truck and was commanding – at first, he did not have the rifle in his hands. He moved and picked one from one of the soldiers. He came and held it under his armpit, and he turned and released the bullet that shot Ssembusi. The issue of the killer soldier, Lt Zziwa, maintained his barracks at Lwemiyaga. He continues there, and today he is in Lwemiyaga. He is the same Zziwa who shot at us on the 17 th while we were having NRM primaries, shattering the glass of my vehicle. The same person is untouchable. I remember at the burial of Ssembusi, the Commandant of the Mechanised Division Masaka, Maj. Gen. Sunday assured the mourners that Lt Zziwa was being held by the army for interrogation. It was a lie. He is still around. He shot at me on the 17 th again. Even in the chairman’s elections, he was still there commanding the operations. Those who know the President’s intolerance of the use of a gun, how did we arrive at this? For a person to kill, injure an MP, but also there is another, Moses Tebingana, who had eight stitches on his head. He was lucky that the bullet went through the skin of his head. It is his vein that got ruptured. It bled for two days, but now he is okay. How come the guns that are supposed to be protecting civilians are being turned against the people? Madam Speaker, when all this is said and done, the level of impunity, the soldiers who retired to command, they were not merely opponents, but they took command of the UPDF. There is Gen. Phinehas Katirima, and he is the one who abducted the polling officials and removed the election materials – But the last one, Madam Speaker, before the last election, the Inspector General of Police, Mr Abbas Byakagaba, came to Ssembabule and assured all of us that the President of Uganda, His Excellency President Yoweri Museveni, had taken a decision to withdraw the army and allow the police to take the lead but what we witnessed was the total reverse. The army came back with vengeance. I remember when they were shooting at us, the police ran away. They abandoned us, and wherever the army could appear, the police would somehow find their way out and drive away. We have generals, Gen. Phinehas Katirima, Gen. Emmanuel Rwashande, who is a candidate, but has turned into commanding the UPDF. He is the one who ordered Zziwa to go and clear us, and when the officer reported back to him, he said, “I thought you had killed someone, you killed a dog”. That Ssekikubo was never killed because somebody else was killed –

14295 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 17 SEPTEMBER 2024 ON THE 16 TH OF AUGUST 2024, HON. THEODORE SSEKIKUBO, MEMBER OF PARLIAMENT, LWEMIYAGA COUNTY, SSEMBABULE DISTRICT RE: MOTION FOR THE REMOVAL OF PARLIAMENTARY COMMISSIONERS NAMELY; HON. ESTHER AFOYOCHAN, HON. MATHIAS MPUUGA, HON.PROSSY AKAMPURIRA AND HON. SOLOMON SILWANY Reference is made to the notice of motion that you filed with the Clerk to Parliament on 5 August 2024 in relation to the captioned subject matter. The Clerk to Parliament forwarded the same to my office in compliance with the Rules of Procedure of the Parliament of Uganda. I note that you are inviting me and by extension the House, to process the motion for the removal of parliamentary commissioners, namely; a) Hon. Esther Afoyochan b) Hon. Matias Mpuuga c) Hon. Prossy Akampulira and d) Hon. Silwany Solomon I am aware that on 24 May 2024, the Office of the General Counsel was served with the Miscellaneous Cause No. 0085 of 2024, Bwette Daniel v. Parliamentary Commission, wherein the applicant applied for judicial review against Parliamentary Commission, seeking, among others; The prerogative orders of certiorari to call for and quash a Parliamentary Commission’s decision of 6 May 2022 of granting a service award to four backbench commissioners and Leader of Opposition for being illegal, ultra vires, arbitrary, biased, irrational and unfair and other related matters. The grounds for the application were that: 1. The payment to the former leader of the Opposition and backbench commissioners was termed as “service award” a term that is alien in the parliamentary payments and does not form part of the legitimate benefits which accrue to a serving member of Parliament. 2. Neither Parliament nor any of its committees was involved and as such, the process leading to the impugning decision was tainted with illegalities, procedural impropriety, irrationality and so the impugning decision is inoperative, null, and void. 3. The respondents’ action of awarding themselves a service award was illegal, arbitrary, null and void. 4. The respondent’s actions complained of are an abuse of statutory powers and discretion, mismanagement of a statutory body and an abuse of constitutionally guaranteed rights of Ugandans, contrary to the constitution of the Republic of Uganda. 5. The respondents did not have any reasonable or lawful justification for making the impugning decisions which directly contravenes the Constitution. The matter in controversy in court was whether the decision of the Parliamentary Commission of 6 May 2022 to pay the outgoing Leader of the Opposition and backbench parliamentary commissioners, Shs 1,700,000,000 was illegal, procedurally improper and irrational. On the other hand, the base for your motion to remove the commissioners from office was that; 1. The commissioners’ participation in the meeting held on 6 May 2022, at which the service award was considerably approved by the Parliamentary Commission, was in contravention of paragraphs 3(a) and (f), 4, 5 and 7 of Appendix F of the Rules of Procedure. 2. The commissioners participated in a meeting that considered and approved a matter in which they had pecuniary interest.

Honourable colleagues. I welcome you to today’s sitting. On 15 July 2024, I received a petition from families in Lwemiyaga, Sembabule who claimed to have been illegally evicted from their lands and mistreated by Hon. Ssekikubo Theodore, Member of Parliament for Lwemiyaga County. In accordance with Rule 30(6) of our Rules of Procedure, I have considered to refer the same petition to the Minister of Lands, Housing and Urban Development who will coordinate with other relevant ministries whose issues have been brought to the Floor and report back within three months. It was a wide petition. Under Rule 30(6), in the opinion of the Speaker, a petition can be referred to a committee or a minister who is responsible. I feel the minister - it needed a lot of investigative work than the one we usually see in the press where people come and show whatever they can. The minister will go deeper, working with the relevant minister. PARLIAMENT OF UGANDA

Inputs are transported. Even the final products are transported. Therefore, Madam Chairperson, I urge the Government that the way the tax is, is already too much. I know some of my people from Lwemiyaga forego even coming to Kampala on very critical issues because they cannot afford the transport to and fro. Now, that we are officially increasing the price of fuel, the owners of taxis and buses are also going to officially increase the transport fares and charges. This is very negative on our communities. Let us maintain the tax the way it is. We can do something else, but not at this point in time when business is so bad and the economy is not doing well.

18647 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 16 APRIL 2026 Luwero, Nakasongola as well as water supply schemes in districts such as Terego, Moyo, Lamwo, Zombo, Agago, Pader, Namutumba, Mayuge, Ssembabule, Mityana, Isingiro, Kazo, Kyenjojo, Bukedea, Kanungu, Moroto, Kakumiro and Abim, among others. Colleagues, I can see that some of you are trying to keep pace. I jumped into the executive summary, which is on page, Page 3. However, the committee also notes material implementation constraints, particularly funding gaps, delayed counterpart funding, stalled contractor obligations, weak operation and maintenance financing, land acquisition delays, environmental compliance burdens, and institutional capacity limitations, which, if not addressed, will undermine the political credibility of the budget. Madam Speaker, the context of this report is that sectors and Votes under the committee’s purview are central to the Government’s broader economic growth for various reasons. First, energy powers production and industry, while the extractives are expected to create fiscal space and employment. On the other hand, water supports life and production, while environmental management protects the natural resource base on which the growth ultimately depends. The committee notes that the significance of these Votes is not abstract. In many constituencies, the Government is judged by whether power reaches the households, trading centres and industrial parks; whether piped water reaches institutions, towns and villages; whether boreholes and small schemes remain functional; whether the first oil is obtained and is properly regulated; and whether wetlands, forests and the fragile landscapes are actually protected for the benefit of all. This means that the budget scrutiny in these sectors must go beyond the aggregate figures and focus squarely on whether planned projects are financed, implemented, and sustained in actual locations where Ugandans live and work. Madam Speaker, I will go straight to Item 7.0: Programme budget allocations for Financial Year 2026/2027. Analysis of Vote 017 Vote 017: Ministry of Energy and Mineral Development contributes to the sustainable energy development programme and a sustainable extractives industry development programme of the National Development Plan IV (NDPIV), with policy priorities covering electricity generation, transmission, distribution, clean cooking, petroleum infrastructure, minerals development, geothermal development, and strategic industrial energy investments. Madam Speaker, the committee notes, from the updated submissions of the budget estimates, that the total budget allocation for vote 017 rises from Shs 1.844 billion, in the Financial Year 2025/2026, to Shs 2.282 billion, in Financial Year 2026/2027, representing an increase of Shs 438.11 billion. Table two thereby gives you, colleagues , an overview of how these resources have been allocated. The committee further notes that the ministry’s functional allocation reflects a major emphasis on transmission, distribution, petroleum, and administration-related land acquisition and institutional costs, alongside continued support to generation, minerals, and clean cooking. Colleagues, table 4 gives us an allocation of resources by major functional areas. Madam Speaker, the committee notes that the ministry has identified substantial project outlay for Financial Year 2026/2027, and the medium term, and many of these projects are location-specific and visible. Colleagues, the major planned projects under Vote 017 represent the following, which I believe is a point of critical concern to most of us here. There is a project of Mutundwe-Buloba- Kabulasoke-Masaka and Kabulasoke-Nkonge-

I want to thank you, Madam Speaker, and equally congratulate all honourable colleagues who made it to the 12 th Parliament. Madam Speaker, I appreciate you celebrating with the women of this country. Happy belated Women’s Day to the women of Uganda and colleagues in this House. The theme was very clear: “Justice, Action and Human Rights.” That is the matter that is on the table, and I implore you, Madam Speaker, to make sure that we observe human rights and justice for women in this country. And we should also remind colleagues that in the recently concluded election, women were mistreated. The use of guns in elections against women was so high, especially in Ssembabule. We were seriously brutalised. So, Madam Speaker, I implore you that as you do take charge of that Chair — I do not know what will happen in the 12 th Parliament but I pray that you give priority to issues of women, most especially women in leadership, and politics. I want to thank you, Madam Speaker, and I take leave of the Floor.

The parliament member listed many roads needing upgrades, noting that some, like Fort Portal‑Bundibugyo‑Lamia, lack budget funding, while others such as Koboko‑Yumbe‑Moyo and Luweero‑Butalangu have money available once approved. The focus is on improving national and oil roads across the region.

Under Annex 1, we summarised the amount of money which is budgeted for DUCAR, KCCA and road maintenance. There are national roads upgrades and rehabilitation. There are also ferry operations of about Shs 12 billion. Therefore, some of the roads like Fort Portal- Bundibugyo-Lamia - we all know that road. There was an estimate of Shs 118 billion. The requirement to do the phase for this year is Shs 50 billion. However, there was nothing provided in the budget. There is also Gulu-Atiak-Nimule Road – it is in bad shape. The other roads are Mubende- Kyenjojo Road and Ntungamo-Rukungiri Road. There is also the completion of the section of Tororo-Busia Road. We also have Najjanankumbi-Busabala Road and Rwenkunye-Apac-Lira-Puranga Road - Hon. Omara, thank you for lobbying. We also have Luweero-Butalangu Road. There is Koboko-Yumbe-Moyo – that road when you leave Koboko via Yumbe headed to Moyo. It is for upgrade. Money is being provided. There are also Yumbe-Ure, Kisubi-Nakawuka, Nakawuka-Maya, Nakawuka-Nateete, Nakawuka-Kasanje-Maya and Nakawuka- Buwaya – all those roads. The money is here. Once we approve, we are in business. There are also critical oil roads like Kabwoya- Buhuka, Kihura-Rwamwanja, Kahunge-Bwizi- Mpara, Namagumba-Budadiri-Nalugugu - these people of Mbale, the road is there to be completed. We have Moroto-Lokitanyala Road, Kira- Matugga Road – Hon. Ssemujju, thank you for lobbying - (Laughter). There is also Kabale- Bunyonyi Road – that is a tourist road, going up to Kisoro-Mahinga. We have Busega-Mpigi Expressway. We need that one badly. There is a road from Muyembe to Nakapiripirit as well as Lusalira-Nkonge- Lumegere-Ssembabule Road. Hon. Kabanda is in business. Thank you for lobbying. Hon. Namugga, the NRM Government does not discriminate. There is also Iganga-Bulopa-Kamuli – you will connect properly. This is for the former Speaker, and the current Speaker has implemented it. Thank you for lobbying. There are also critical roads like Kabale- Kiziranfumbi, Nyairongo-Kyarushesha and Masindi-Biiso. It seems nobody is excited about this one. This is an oil road.

Thank you, Madam Speaker. In some of the new districts, like Kalungu, we have original hospitals under the Catholic Church Foundation or the Church of Uganda. A member said that a soldier, Lt Zziwa, who lives in Lwemiyaga, shot an MP and others, and that the army has returned to attack civilians in Ssembabule, despite promises to hand control to the police. The incident shows ongoing impunity.

Thank you, Madam Speaker. The procedural issue for which I am seeking your guidance is on the matters we have raised. You set an investigation into Hon. Ssekikubo, yet these matters are not Ssembabule. For example, you had the Minister of State for Defence, Hon. Oboth-Oboth, using a UPDF chopper in his NRM election. I do not know whether a chopper is an NRM equipment. Therefore, the procedural issue I am raising is whether you should not allow an investigation into the messy NRM primaries.

I am going to get additional money for these roads because we have been talking about them for a long time. These will be in addition to the completion of the following roads: 92km Muyembe- Nakapiripirit and 25 kilometres of service roads; 21km Kira-Matugga Road and improvement of five junctions, 26 kilometres of Tororo-Busia Road and Mayuge and Busia Town Roads, 6.6 kilometres of Kawuku-Bwerenga Road, the 100-kilometre Apac-Lira-Puranga road – these are already being worked on. They are going to be finished – and 1.6 kilometres to Namugonde-Bugiri fuel tank reservoir. The roads for maintenance or reconstruction include – 1. Kampala-Jinja Highway – 72 kilometres; 2. Busunju-Kiboga-Hoima – 145 kilometres; 3. Mityana-Mubende Road – 86 kilometres; and Mubende-Kyenjojo Road, 95 kilometres; 4. Mityana Town roads – 14 kilometres – ab’eMityana mutereze akalulu banange. The strategic bridges to be prioritised in the next financial year include the Sezibwa Bridge along Kalagi-Kayunga Road, Katonga Bridge, Lwera Swamp, and Kalandazi Swamp. Electricity In 1986, the whole country had only one hydropower plant; Nalubaale, formerly called Owen Falls Dam, built by the British in 1954, and commissioned by our late auntie, Queen Elizabeth, with the maximum capacity of 150 megawatts of hydroelectricity. There are now four large hydropower plants at Nalubaale, Kiira, Isimba and Karuma, with a combined generation capacity of 1,163 megawatts. Other sources such as Kigwabya and XsaboKonge Solar Power in Mubende have added another 888 megawatts. This brings the total installed electricity generation capacity to 2,052 megawatts. However, given the growing electricity demand arising from the new manufacturers, this is very inadequate and the available capacity will run out in about five years from now. When people talk of surplus, there is no surplus. It will very soon be overtaken.

Read the full speech, word for word
I am going to show you photographs; wait. (Laughter) Next page. As you can see in this schedule, as of 13 July 2022, we had given Pinetti this amount of money. We have now increased. You can go to page 14. They are not putting them properly, but you can see Pinetti and President Museveni. (Laughter) Continue below. I think it was deliberate, but here it is, very clear. You have Pinetti addressing Hon. Matia Kasaija and the Secretary to the Treasury. So, Pinetti is now addressing the workers of the President. She is a very special person. You may deny it, but she is; that she can meet the President and then summon the whole of the finance ministry. I am now on page 15; paying Mubajje debts Also in the budget, there is Shs 14 billion to help Mufti Ramadhan Mubajje repay his debt. Sheikh Mubajje sold the Uganda Muslim Supreme Council farmland in Ssembabule to two different people. One of the buyers took him to court and obtained an order to attach Uganda Muslim Supreme Council property, including the national mosque. Now President Museveni has ordered that taxpayers’ money be allocated to Mubajje to help him repay the money he ate. This allocation is captured in the second budget call circular. Like President Museveni, Mubajje changed the Uganda Muslim Supreme Council Constitution to remain in office when he clocked 70; birds of the same feathers. Page 16; I have finished 38 per cent of the budget which is going to pay debt. You need to know at the end of this debate that actually there is no budget you are passing. 38 per cent has gone to the debt. 16 per cent of the budget is to Government employees, including ourselves here. Wage will consume Shs 8.5 trillion of the budget, representing 11.5 per cent. It takes the second biggest share. The Auditor-General in his annual report, dated December 2023, said that verified public employees on the payroll are 396,997 which is 0.8 per cent of the total population. Uganda’s population is 45.9 million. So you, who are less than 1 per cent of the population, you are taking 11 per cent of the total budget. The President on Labour Day, May 1, in Nakapiripirit District said that Public Service now employs 480,000. This would still be less than 1 percent. And wage is not the only expense taxpayers are incurring on public servants. There are other direct expenses listed below, which totals to about Shs 4.4 trillion. Taxpayers are spending, if you add, Shs 12.8 trillion on public servants, representing roughly 16 per cent. You can look at that table. After paying us a salary of Shs 8.5 trillion, then we are the ones travelling using these vehicles, we are the ones in consultancy, special meals and drinks, buying fuel, workshops, welfare and entertainment, research, vehicle maintenance, donations, advertising and public relations, beddings, clothing and footwear, travel abroad, residential building acquisitions, vehicle acquisition, books, periodicals, newspapers, furniture fittings, official ceremonies and functions. When you add wage and these attendant costs, you come to Shs 12.8 trillion. Mind you, Shs 37 trillion has already gone to debt servicing. You are now chopping off Shs 12 trillion to just less than 1 per cent of the population. Interestingly, 1 per cent is wondering why the Parish Development Model (PDM) is not making the rest of the population wealthy. The rest of the population; you give them one per cent of the budget, which is Shs 1 trillion. The President is Uganda’s employee number one. He is the head of all of us, the 400,000 public servants. His residence has been given Shs 500 billion, and his office Shs 306 billion. This financial year, the budget for the residence alone, after the supplementaries, came to Shs 1 trillion, the same amount that you give to PDM. So after consuming Shs 16.7 trillion of the entire budget, number one employee fuels his

17149 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 16 APRIL 2025 Matete Road, Ssembabule-Mbirizi, you do not have money. Hon. Musasizi has to come and explain. Why are you putting us in a circus of budgeting yet you do not have money? You have repeatedly come to this Parliament to lie to people. Honourable colleagues, you do not have a budget. You are here lamenting over the roads; these people have no money. When you look at the unfunded priorities, you can do nothing. We should get back to the consolidated report on financial statements from the Auditor-General; you have nothing. We waste time and taxpayers’ money here for you to lament about roads when you cannot even afford to work on a single kilometre next financial year. He is here nodding his head here (Laughter)- We do not have money to work on roads, honourable colleagues. You will talk about the equipment. But the Ministry of Finance, Planning, and Economic Development needs to be here to explain where they will obtain the funding. Look at this – (Interjections) – I am guiding you; we are wasting money. He should respond. I am telling you, Mr Speaker, we have no money. Getting back to the private sector, look at the contractors. They borrow at 23 per cent interest, but for the foreign contractors, it is three per cent. Why are you frustrating the private sector? You no longer give contracts to the local contractors. We are here suffering with foreign contractors. You come here and say, “Buy Uganda, Build Uganda.” From where? You are giving all the contracts to foreigners; who will make money? Unemployment among the youth – how are you going to give them jobs? Mr Speaker, we need to become serious. The Auditor-General submitted a report, and as the Committee on Public Accounts (Central Government), we guided that why don’t we first – (Member timed out.)

“My response is that based on the above project design, Ssembabule is a beneficiary of the Electricity Access Scale-up Project.”

16534 PRIME MINISTER’S TIME My response is that over the last 10 years, the Government concentrated on grid extensions across the country with minimum service connections. The Electricity Access Scale- UP Project was, therefore, designed to make service connection for optimal utilisation of the existing network. The project covers no-pole connections, one-pole connections, transformer injections in a radius of about three kilometres from the existing network. The third prayer from the honourable member was: on what basis were the beneficiaries selected? Given that the project obtained financing of more than $600 million, the Government must justify why people of Mawogola North remain underserved. My response is that based on the above project design, Ssembabule is a beneficiary of the Electricity Access Scale-up Project. The Government is also developing the Grid Expansion and Support to Parish Development Project to address issues of un-electrified administrative offices, public institutions and value addition centres, of which Ssembabule is a beneficiary. Surveys have started from West Nile and will soon roll out to other parts of the country. The next question was from Hon. Rose Obigah, the Woman Representative, Terego District. She requested for an update on the illegal mining activities in Onivu Village, Okavu Parish, Odupi Subcounty, Terego District. My response is that on 20 January 2025, a joint team visited the site where the illegal mining activities were reported. Upon investigation, it was established that the illegal mining activities were being conducted by Li Kuang Mining Co. Ltd, a company holding Exploration Licence EL00383, with jurisdiction of operation in Yumbe and Obongi districts. The company was found to be operating outside its licensed area, specifically in Terego District, in violation of the terms of its licence. As a result, all mining activities at the site were immediately suspended, and operations were halted to prevent further environmental degradation and oil spills in the area. To further address this matter, the ministry, through the inspector of miners for the West Nile region, undertook a detailed inspection visit to the area on Tuesday, 4 February 2025. It was confirmed that the operations were not within the jurisdiction of the company licensed. The operations were illegal, being undertaken under an exploration licence. Li Kuang Mining Company Limited was directed to remove all its machinery and equipment from the site, and vacate the site entirely. The company was advised to restore environmental damages caused by its activities. Madam Speaker, artisanal miners were encouraged to form associations to register and acquire artisanal mining licences. Madam Speaker, a Show Cause Notice will be issued to the company for potential cancellation of its licence (EL00383) due to non-compliance. Hon. George Bhoka Didi,MP, Obongi County:the Obongi-Sinyanya ferry operations have been on halt since the 10 th of February this year, due to a bad landing site and mechanical problems. Efforts have been made to contact the Minister of Works and Transport regional and national offices, to provide urgent repairs to the Obongi ferry, but repairs have not been done up to now. The breakdown of this ferry affects pupils who cross from Sinyanya on a daily basis to attend classes in Obongi, patients who access health services in Obongi Health Centre IV, and the business fraternity that transports goods from Arua and Adjumani, to Juba in South Sudan. His question is that: what steps have been taken by the Ministry of Works and Transport to expeditiously restore the Obongi ferry operations? My response is that between August and early December 2024, the water levels, as you all know, at the Obongi-Sinyanya ferry crossing,

His prayer is a request that we take interest in this matter and provide an update. Madam Speaker, Bwizibwera-Nsiika- Nyakashaka-Nyakabirizi Road with a spur to Kabwohe, is in the National Development Plan (NDP) III and in the NRM Manifesto of 2021- 2026. The road is being implemented in phases. Even yesterday, the President, while in Bushenyi, talked about the same road and that the road will be implemented in phases; (i) A civil commercial contract for the upgrade of Bwizibwera-Nyakambu-Nsiika with a spur to Kabwohe road was signed in March 2023 and awaits confirmation of financing before physical works can commence. (ii) A detailed design for the upgrade of Nsiika- Nyakashaka-Nyakabirizi Road (48.3km) is currently ongoing and is expected to be completed by May 2025. Thereafter, procurement of civil works contractors will commence. Madam Speaker, upgrading of Nsiika-Ibanda- Kabujogera-Mashooro-Rwenjaza-Kyambura has been considered in National Development Plan IV (NDP IV) and will be prioritised subject to availability of resources. Madam Speaker, I want to thank you on this note because the Members do not give detailed information. That is why I am on question number eight. Hon. Shartsi Musherure, MP, Mawogola County North: Following the dissolution of both the Uganda National Roads Authority (UNRA), and the Uganda Road Fund as part of the rationalisation process, her prayer was: could the Office of the Prime Minister clarify how people of Mawogola North, Ssembabule will ensure the completion of the promised Akagari Bridge, which connects Gomba to Ssembabule District? I wonder how they will do it. Madam Speaker, my response is that the Akagari Bridge on River Katonga is on a district road. Following the request from the area Members of Parliament, the former Uganda National Roads Authority intervened and installed the culverts that made the location motorable. The district will be advised to complete the outstanding works using the Shs 1 billion. Hon. Michael Timuzigu Kamugisha MP, Kajara County, Ntungamo asked that all counties in Uganda be turned into districts except 19, which are in the districts of Ntungamo, Isingiro, Kasese and Tororo. These districts are treated like former counties in provision of all services and staff. Each has one road maintenance unit, one district hospital, gets the same share of Government-sponsored students in public universities, gets the same share of seed schools and construction of primary schools, to mention but a few. According to Hon. Timuzigu, these districts have, therefore, not been able to fairly benefit from the decentralisation policy and are slowly being left behind in development. For example, in Ntungamo, parents have to first build primary school classrooms up to window level for the district local government to come in and do the completion and this is against the Government policy of no-fees payment in Universal Primary Education (UPE) schools. Prayer: When is the Government going to complete the harmonisation of district sizes by giving the remaining 19 counties district status to start developing at the rate of other districts? Madam Speaker, my response is that the Ministry of Local Government issued a moratorium, suspending creation of any new local government units or alteration of boundaries in April 2021, under which we were still operating, until a new position is approved by the Government.

Thank you, Mr Speaker. I have a very simplified but important matter in regard to regulated labour externalisation. Mr Speaker, in December, not only on social media but in the newspapers, we saw cases of children and people working from abroad – the migrant workers - complaining about the situation that there is, especially in Saudi Arabia. To be specific, we had a case of Prossy Nambalirwa, from Mawogola County, Ssembabule District, who was stuck in Madinah in the hospital. I thank the embassy that they intervened and this girl was picked from Madinah and taken to Riyadh at the embassy. However, to date, she is stuck at the embassy because the company only managed to get an air ticket for Nambalirwa, but they could not get an air ticket for the embassy staff to escort her to Uganda. The ministry says it has no money, but this is not the only case. We have so many cases of migrant workers who are stuck in other countries, inclusive of Saudi Arabia. Mr Speaker, number one, my prayer is that the ministry should intervene immediately to ensure that Prossy Nambalirwa gets home as soon as possible so that she can get treatment. Number two, the Labour Externalization Bill must be fast-tracked into law by the Ministry of Gender, Labour and Social Development to ensure that the dynamics within this sector are managed and followed up. The other prayer is that expanding the scope of the external employment management information system is vital in obtaining comprehensive labour externalisation data but currently this system does not cover all the areas that would help to bring this sector to order, and so, essential information is left out. Mr Speaker, I implore this Parliament to get interested in what migrant workers go through in all the countries, not only in Saudi Arabia but the United Arab Emirates too. This matter has been on the Floor of Parliament several times, but the Ministry of Gender, Labour and Social Development has remained adamant. A lot of taxes are picked from this sector. This should not only be a source of revenue to the country; the migrant workers should be protected. Thank you.

A member asked the government to revolve unused youth fund money, release politically imprisoned youths, and create more skilling centres in Ssembabule District, especially in Mawogola County, where only one distant polytechnic exists.

I would like to thank the honourable minister, for his submission and also appreciate the contribution of the Government towards skilling the youth in this country. I have a comment about the Youth Livelihood Programme that has now lasted for some 10 years and above. This is a revolving fund but some amount, close to Shs 43 billion has not been revolved. Therefore, the Ministry of Gender, Labour and Social Development must ensure that this money is revolved. This is according to the Auditor-General’s report; the money was recovered, but it was not revolved. That should be noted. Two, we should listen to the plight of the youth who engaged in the demonstrations against corruption. Many of them are in prison on charges of being a public nuisance. How I wish on this International Youth Day celebration, honourable minister, the incarcerated youth get released unconditionally. Also, we have many youths in prisons for political reasons; four years, five years yet they have not appeared before courts of law. If the Government really cares for the youth, it should look into this matter by ensuring that the youth get justice. Lastly, Mr Speaker, we all know that we have just concluded the population census and it is clear that Uganda is among the countries with a youthful population but unemployed. The youth have been made unproductive. Honourable minister, can you think about the youth that are very skilled but redundant in the homes of their parents? Kindly think about them, so that this country can serve us as a whole nation, non-selectively. Mr Speaker, Ssembabule District has been left out on issues of skilling centres yet it is one of the most populated districts. Think about Ssembabule District. We only have one vocational school, Lutunku Community Polytechnic that is in Mawogola County North, far away from the most populated constituents of Mawogola County. Therefore, honourable Minister of State for Youth and Children Affairs, think about how you can uniquely cater for Ssembabule. Even Mawogola County West which is represented by Hon. Anifa Kawooya - Mawogola County South represented by Hon. Namugga is more vulnerable. It is not being selfish but Ssembabule is very vulnerable in many areas. Thank you, Mr Speaker.

Mr Speaker, whereas I am a beneficiary of the Nyendo-Villa Maria-, however, when this loan was brought on this very Floor, I raised issues about that road, of why not include Nyendo-Villa Maria- Kyamulibwa-Kabulasoke. The reasons that I gave here were that when Katonga bridge broke, people were driving 228 Kilometres from Kampala to Masaka through Ssembabule. And yet, when you drive from Kampala through Kalungu from Nyendo to Kabulasoke it is only 48 kilometres. People were going an extra 60 kilometres because of the breakage yet the shortest distance to Masaka is that road, which is part of Nyendo-Villa Maria. I wrote a letter to the Committee on National Economy and Hon. Migadde will bear me witness. I would like to know whether they have paid attention because Nyendo-Villa- Maria Road is tarmacked but it broke down because of the traffic incurred during the breakage of Katonga-Masaka. Mr Speaker, as I conclude, I would like to know: why leave out a road, which is a short- cut, when there are challenges on Kampala- Masaka Road which is shorter than going through Ssembabule to Masaka and then Mbarara? Fortunately, we are all beneficiaries of that road, which is very key. I did write to you but you did not invite me to justify; tell me, through the Speaker.

The Government will also be responsible for any tax that may arise under this loan. The civil works commercial contract was signed on 12 September 2022, and works are expected to commence upon signing the financing agreement. Financing terms Mr Speaker, for the loan amount, I have already stated it as Euros 126.44 million. The maturity period is 10 years including three years of a grace period. The interest rate is six months Euribor plus a margin of 5.0 per cent per annum, of which the insurance premium is 2.25 percent per annum, of which insurance premium is 2.25 per cent per annum. Thank you, Mr Speaker. I have heard the matter of national importance raised by Hon. Bataringaya. First of all, I want to correct the dates. The bridge was not washed away two years ago. It was washed away last year in May, so, it was not two years ago. This is what we are doing: as you have rightly said, Hon. Bataringaya, when the safety of the bridge was compromised, we did the following: 1. Created a diversion for most of the heavy trucks to go through the longer route of Mpigi, Ssembabule, Masaka and then re- join Mbarara; 2. Put a temporary crossing for light vehicles including pedestrians; and 3. Put up a bailey bridge, which serves the crossing of all trucks, including heavy trucks. A bailey bridge is not a permanent structure. That bridge was compromised because of the change in the environment – meteorological changes; the change of behaviour of Katonga River. We had to study the meteorological behaviours of that river so that we can make a new structure, which is resilient and can stand the test of time. We could not rush into re- establishing more or less the same bridge, which had been compromised. Therefore, what has been done is that a contractor has already been identified and given the contract to conduct the new design of that bridge. This was a design-and-build contract. The design was made, reviewed and passed. The construction of the bridge will start around October when everything else has been done. The contractor is not only addressing Katonga Bridge, but will also address the challenges in

You are debating in anticipation. Honourable members, as I said, I am going to read the President’s letter. The letter is addressed to the Right Honourable Speaker, Parliament of Uganda, Kampala. It is dated 22 June 2024. The Reference is: “Budget Reallocation by Parliament.” The letter reads: “The recent case of the Members of Parliament that were arrested for some alleged offences has again highlighted the mistake of Members of Parliament interfering with the constitutional mandate of the President of budgeting for the Country by reallocating monies budgeted for the core sectors of the economy. In the last four financial years, the Members of Parliament have reallocated a total of Shs 3.71 trillion. This is real sabotage. When we reconstructed the Kampala-Masaka Road, we used Shs 440 billion. Therefore, diverting Shs 3.71 trillion in four years is equivalent to aborting nine big roads of the Kampala-Masaka type, or a much larger number of smaller roads. You know very well the important roads that we have been struggling with. You have seen how much the Tirinyi-Pallisa- Kumi Road has helped the people of the area by avoiding the need to pass through Mbale City when they are travelling to Soroti. You have seen how the Musita-Mayuge- Namayingo-Busia Road has helped the people of that area. You have seen how the Mukono- Katosi-Nkokonjeru-Nyenga Road has helped the people of that area. Yet, for the Tirinyi- Palisa-Kumi Road, we used Shs 443.42 billion only. How much happier would Ugandans be, if we had tarmacked the Kumi-Ngora-Serere- Bugondo Road; the Soroti-Amuria-Acan Pii- Patongo-Abim Road; the Kanoni-Mityana Road; the Myanzi-Kassanda-BukuyaKiboga Road; the Ssembabule-Lyantonde-Rakai Road; the Luwero-Butalaangwa-Ngoma–Masindi Road; the Bwizibweera-Nsiika-Nyakabirizi Road; the Nakivaale-Rakai Road; the Fort Portal-Kijura Road, etc.? I have written on this issue - see my letter dated 28th April 2020. The Attorney-General has guided on the matter. The courts have guided, yet the practice goes on. There are three mistakes involved here and these are: (i) Indiscipline in budgeting; (ii) Sabotaging national priorities; (iii) And now the suspicion of massive corruption. I am, therefore, writing to request that this practice stops. As per Article 91(3)(c) of the Constitution of 1995, I decline to assent to the Appropriation Bill, 2024 and return it to Parliament, and request that no reshuffling of the Budget should ever happen again without the input of the Executive. Apart from the legality and constitutionality of the issues involved, there is common sense. Sprinkling money by MPs to get cheap popularity in constituencies will make us lose to focus on core items. How can patriots be part of this mistake? Signed by the President, Yoweri Kaguta Museveni.”

This program is being implemented in two phases. The works under phase 1 were completed in 2020 and the system is operational now. The scope of works included the following: 1. Rehabilitation and expansion of Oyitino Dam, raw water intake and Gulu water treatment plant run raw water intake and good water treatment plant from 4,000 cubic metres per day to 10,000 cubic metres per day. This also included development of ground water capacity of 2,000 cubic metres per day; 2. The rehabilitation and expansion of the sewage system; 3. The construction of a faecal sludge treatment facility at Pece–Cubu; 4. The construction of 20 water-borne toilet facilities in public places; and 5. The construction of 30,000 cubic metres per day water intake in the River Nile at Karuma. The scope of work under phase 2 includes the following: 1. Construction of a Water Treatment plant of capacity 10,000 cubic metre per day at Karuma; 2. Construction of 5,000 cubic metre capacity reservoir at Customs Corner in Gulu City; 3. Installation of reservoirs in the six small towns along Gulu Highway, namely Karuma, Kamdini, Minakulu, Bobi, Koro- Abili and Palenga; and 4. The construction of a sludge storage facility at Pece-Cubu. Works under Phase 2 are at 43 per cent progress, and the project is expected to be completed by July, 2024. Ongoing projects scope includes only towns that are en-route to Gulu along the highway (Karuma, Kamdini, Minakulu, Bobi, Kolo- Abili, Palenga). Apparently Oyam North is not en-route and will only benefit from other National Water and Sewerage Cooperation (NWSC) budgetary arrangements that are gazetted by the Ministry of Water and Environment. 11581 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 Introduction Mr Speaker, FMD is a highly contagious viral disease that affects all cloven-hoofed (two hoofed) animals. These include cattle, goats, sheep, pigs and wild animals such as buffaloes, deers and antelopes. The disease spreads very fast, through close contact between infected and non-infected animals. The disease is transmitted through aerosols (fluid droplets) breathed out by infected animals and contact with affected surfaces. The aerosols can be transported by wind to far areas. The affected animals get wounds in the mouth, feet and teats in female animals. FMD is the most dreaded disease in international trade of animals and animal products. Countries that have eradicated the disease do not allow trade with affected countries, or those that control the disease by vaccination. The disease causes significant economic losses to the farmers and to the country due to disruption in animal production, productivity and in trade of animal and animal products. Scientists and economists have estimated the economic cost of FMD to a farmer per unit livestock to be $20 per infection. The cost can be higher with repeated infections. Our target, therefore, as Government, is to not only control the disease but eradicate it. Mr Speaker, the ideal situation that enables any livestock producing country to fully control and eradicate FMD requires the following interventions: i) Undertaking a bi-annual compulsory vaccination exercise of the entire susceptible animal herd in the country (all two hoofed animals; cattle, sheep, goats and pigs). For purposes of universal coverage, compliance and bio-security considerations (since vaccines are live organisms), governments normally offer the vaccines as a public good. This, however, varies from country to country, depending on the number of animals and the budget implications for buying the vaccines recurrently. ii) Another control and eradication approach is the “test and slaughter” followed by safe disposal of the carcasses (burning and/or burying). When the veterinary authorities confirm the outbreak, they determine the affected animals and those at risk for destruction. This, however, is followed with compensation by the government, which is a very expensive practice. This is the practice in developed livestock-producing countries like the United Kingdom, among others. You kill or destroy, but compensate the farmer. iii) In addition to the above, movement control restrictions (quarantine) are always imposed either in part or as a whole in the affected geographical location depending on the epidemiological assessment by the competent authorities. The competent authorities, Mr Speaker, are veterinary authorities. These animal movement restrictions, however, are temporary measures to disrupt transmission but their duration depends on the discipline and compliance of the different stakeholders (farmers, traders, processors and enforcement agencies) and also on the country’s ability to implement interventions (i) and (ii) above. Current situation in the country Mr Speaker, there are 36 districts currently affected and under quarantine. These are; Budaka, Bukedea, Bukomansimbi, Bunyangabu, Butaleja, Fort Portal City, Gomba, Ibanda, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiboga, Kibuku, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mbarara City, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Namisindwa, Ngora, Ntungamo, Rakai, Rwampara and Ssembabule. All districts neighbouring the aforementioned districts are at high risk, under strict surveillance and the authorities are advised to remain vigilant. These include; Apac, Amolatar, Bugiri, Bushenyi, Butaleja, Hoima, Iganga, Jinja, Kabale, Kaberamaido, Kaliro, Kamuli,

11429 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 25 JANUARY 2024 you and the Government for what has been going on. Mr Speaker, I would like to put the record right. Before I came to the front bench, for the last 21 years, I have been a member of the Committee on Environment and Natural Resources. I can say that at that level, I provide institutional memory on that committee. Mr Speaker, Bukomansimbi is my neighbour. I recall vividly that my brother knows that under the Government of Uganda project, Bukomansimbi benefited from a line that was supposed to continue and it was installed and we inspected it. Therefore, it is not true that there has never been electricity in Bukomansimbi before or after independence. I can take him -(Interjections)- yes, it is true some projects are not finished and some poles even in Ssembabule, where I come from - (Interjections)- Mr Speaker, having been here for 20 years on the same committee, even my house is not connected , but as you have said, there is a programme for scaling up. Mr Speaker, you are aware that even when I was a member on that committee, two two- thirds of your constituents were scheduled for connection, but they have not been connected. Therefore, it is a national concern that we should handle together. The Minister of Energy will come here as you have said and bring a comprehensive report showing us what is going on and what is remaining. I do not want us to generalise that since independence, nothing has been done in Bukomansimbi. Mr Speaker, I offer to go with my colleague tomorrow evening, so that I show him where electricity is connected. Thank you.

Through you, Madam Speaker, to the Prime Minister, you are in real trouble. There is no way you can conduct business here without your office being serious because you are the Leader of Government Business. The Government Chief Whip has always been writing; even to us on matters that we raise. We have a challenge along Masaka Road; buses go through Ssembabule yet they are not meant to go through axle points. The prayer I would like to make regarding this matter of fuel is, allow buses to go through Katonga. People are failing to travel because transport is very expensive. They carry only 59 people on the bus. Who can help us since the Minister of Works and Transport is not here? The people conducting transport business are collapsing because people no longer use those buses. Instead, coasters are plying that road. Madam Prime Minister, I inquired with the engineers and they said that there is no reason as to why buses cannot use that road. It is becoming very costly for them to go through Ssembabule yet nothing is being done about fuel prices. Rt Hon. Deputy Prime Minister, you should come out directly and tell us where the real Prime Minister, Hon. Nabbanja, who is fully facilitated to appear here every week, is. Madam Speaker, everyone is aware of Katonga Bridge along Masaka Road. Ssembabule- Mbirizi is the alternative route for heavy trucks now, but the road is impassable- the dust is simply too much. Trucks from Congo and Rwanda use that route. I advise that to avoid accidents, especially for school-going children, the Government should intervene by gravelling that road, not spot grading. I encourage the Government to kindly intervene otherwise, Ssembabule is in trouble. The community is seriously complaining, businesses have been frustrated, boda bodas are no longer using that road, and all the light trucks cannot use the road. 9448 STANDING COMMITTEE REPORT House on the Greater Masaka Industrial Skilling Centre. The Greater Masaka Industrial Skilling Centre is part of the 19 zonal industrial hubs countrywide. This Industrial Skilling Centre was launched by the President on 24 May, 2023. I participated fully in this launch because I was present. The hub offers services such as: (i) Hands on training to the youths (skilling); (ii) Value addition; that is coffee and maize hullers have been delivered to add value to coffee and maize respectively; (iii) The common user facilities are also there. State of the art machines in welding and carpentry. Trades have been installed for common use by both graduate trainees and the community. Thank you, Mr Speaker. Yes, the issue of Katonga is a concern because this is our main trunk road; it manages not only internal trade, but also external trade. We have already put a contractor on site; China Communications Construction Company (CCCC). The contractor who did the Nambigirwa Bridge on the expressway is the same contractor who has done the Paraa Bridge connecting Masindi to Nwoya. It is also the same contractor who has done Lugogo Bridge in Luwero. We are sure of his capacity and competence and we have instructed him to do this in three phases namely: phase one will create an avenue to enable small vehicles, boda bodas and pedestrians to move. That is his first priority. As he does that, he will also create a bypass. We will also undertake a full redesigning of the bridge so that we have a more resilient bridge for that position. That is for the main road. For the Kabulasoke-Kalungu part, we have another contractor; a local one. Of course, he is still challenged with the volume of water in that section because Kyoga overflowed and as a result, Katonga was affected. The contractor is assessing how much can be started and done but please, appreciate that this is not a culvert crossing; it is a bridge. 8635 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 10 MAY 2023 Many people who sell fish, mchomo and all these kinds of things have been affected economically but we have not seen anything being done. In fact, even the other side of Lwera has sunk in. So, we are completely cut off. This would have been worse if loss of lives was involved. I think God is warning us but we are not listening. We have raised the issue of having an alternative route. That is why the route is longer now. There is an alternative route which only needs to be fixed; it is only 48 kilometres from Villa Maria to Kabulasoke but it has never been worked on. They have given us a deaf ear. When the route to Ssembabule gets cut off, we shall have nowhere to pass. That is the information I am giving. (Laughter)

Madam Speaker, with your indulgence, we pray that the Minister of Internal Affairs comes here and gives us a comprehensive statement on what exactly is happening. When you listen to the spokespersons of police, Mr Enanga and his friend, Mr Onyango, one sheds tears out of pain because they give a lot of misleading information. Recently, following Jajja Ichuli’s death, Mr Enanga said that the killer had a pistol and a gun. If he had both then you know him. Why don’t you apprehend him? Such questions are valid. This business of giving misleading information will not solve the problems of killings in this country. Even the security organs that have been put in place by private developers are doing the same. Madam Speaker, I pray, with your power and indulgence, that you ask the Minister of Internal Affairs to come and give us a comprehensive statement and that the Committee of Defence and Internal Affairs handles this matter comprehensively because, as you said, Madam Speaker, none of us is safe. As I conclude, regarding the issue of Masaka Road, we had the Executive Director, Ms Allen Kagina and the Minister of State for Water and Environment in the area. The short cut, like my honourable colleague stated, is around Kalungu. Again, River Katonga crosses the same area, but that bridge is also broken. When we went there with the Executive Director, she said that she never knew there was a road as short as that going to Masaka. Now, people are suffering because they have refused to work on the road from Bukalasa to Kabulasoke, which is around 45 kilometres. That would save people from going through Ssembabule to Mbarara and other parts of the country – (Interjection) - Let me conclude. Madam Speaker has given me room. The issue -

Thank you, honourable colleague, for giving way and I thank you, Madam Speaker. The alternative route is Ssembabule -Mbirizi. From Kampala to Masaka, the route is 120 kilometres. From Kampala through Mpigi - Gomba to Ssembabule Town is 146 kilometres. The alternative route would have been Ssembabule - Mbirizi; that is a distance of 36 kilometres from Ssembabule Town to Mbirizi. When you get to Ssembabule Town, you are diverted through Bukomansimbi back to Masaka. For those of you who can look at that route, it gives you an additional 80 kilometres. Therefore, economically, it is not viable and this will get back to the common user of commodities because they are going to be automatically expensive since that is the route used for trade. I know it is raining but can we have graders on Ssembabule-Mbirizi road to divert traffic from Bukomansimbi to Masaka and then to the western region? I would like to appeal to the House to recommend that all machines in Uganda should go to Ssembabule-Mbirizi road. Thank you.

The health management and response teams are handling COVID-19 as well as Hepatitis B and extending effective services to host communities and refugees. Madam Speaker, we enjoin our political leaders and other community leaders to take lead in the vaccination and screening exercise of COVID-19 and Hepatitis B so that the population embraces the exercise to save the host communities and refugees in Adjumani District. Hon. Norah Bigirwa Nyendwoha, Woman Representative for Buliisa, said that many parts of the country are facing drought, which is affecting the production of food and cash crops. The farmers are entering the first season of the year and usually, it is very short with little rain. Government, over time, has been promising to support Ugandan farmers - both small and large scale - with irrigation schemes for the farmers to access water for production. However, this seems not to have taken off and many farmers are worried. Her prayers are that: I should assure this House and our farmers the extent of Government’s assurance to access water for production. When is the Government fulfilling the promise on the solar power irrigation systems? My response is that the Government has continued its efforts to invest and improve access to water for production. The Government, through the Ministry of Agriculture, Animal Industry and Fisheries, is supervising the construction of six irrigation schemes in different parts of the country including Mubuku II, Doho II, Ngenge and Rwengaju, to mention, but a few. Construction of the irrigation schemes including Acomai in Sironko and Atari in Kween have started. The Government has supported farmers and farmer groups by installing solar-powered irrigation schemes in various sites in the districts of Ntungamo, Hoima, Mubende, Kamuli, Koboko, Kumi, Kabale, Mukono, Kiboga, Buvuma, Ssembabule, Kayunga, Yumbe, Kaberamaido, Kaliro, Buikwe, Masindi, Butambala, Bukomansimbi, Kapachorwa, Iganga, Kaabong, Rukungiri, Amolatar, Adjumani, Mbale, Pader, Rukiga, Nakaseke and Katakwi, among others. This is to promote adoption of improved and efficient water for agricultural technologies for the crops and livestock. The Government has constructed over 1,555 valley tanks with a total holding capacity of 10,840,000 cubic metres in order to address the challenge of water for animals, especially in the cattle corridor and drought prone districts. Honourable members, even Buliisa will eventually benefit. Hon. Geoffrey Macho, Member of Parliament for Busia Municipality asked that Busia Boarder Seed Secondary School is located in Mukungu B Village, Central Parish, Eastern Division in Busia Municipality. The school was started in 2019 and had an enrolment of 497 students by the close of year 2022. The school was started as a response to Government’s policy of having public secondary schools at subcounty level. It also came as a result of a Presidential pledge. Though Busia Municipality donated land of approximately 25 acres, the Government has not come up clearly to ensure that people benefit from the Uganda Secondary Education Expansion Programme (USEP). His prayers are that: 1. The Ministry of Education and Sports comes out clearly on the USEP in relation to this school before term one of 20 – Madam Speaker, these questions came earlier, but since we have not had a chance – it says at the start of the term. 2. The ministry should implement the Presidential pledge.

7607 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 16 MARCH 2023 Comparing with our school studies of what had happened in Europe and North America, we started wondering why there was no similar socio-economic transformation in Africa, starting with Uganda. We soon found out, through analysis, that indeed Uganda’s society can change through two routes. These are: universal free education for all Ugandan children, and all families joining the money economy. I am glad the women came to Kiruhura District and I was able to show them how the pastoralists, in that whole huge area of: Isingiro, Kashari, Kiruhura, Kazo, Lyantonde, parts of Rakai, Ssembabule, Gomba, Kyegegwa, parts of Mubende, what we call Kiyoonga, Kiboga (Ddwaniro), Kyankwanzi, Ngoma- Wakyato, Buruuli (Nakasongola), Masindi, etc. had partially undergone socio-economic transformation by stopping nomadism, adopting dairy farming for cash and sending children to school at their cost. I would like to discuss that partial success with the NRM caucus for us to harmonise our thinking. I want to call a special meeting of the NRM caucus - because I do not want to continue talking as if I am begging people to come and cultivate my garden when I am engaging Ugandan leaders to see how to rescue their people from poverty. It is not correct that we should go on like I am begging people to do something for me, when we need to do this for our people. I call the success in the cattle corridor “partial” because elements in the society still have irrational practices, carried on from tradition, that negate progress; what we call reactionary, reacting negatively, vis-a-vis positive progress. These are the practices of fragmenting land on inheritance and depending on only nature to provide the pasture yet it is more reliable if we grow the pasture. Once I had that partial success by 1995, I went to the whole country and gave all the message of transformation. However, like the Jews, many people are either not bothered or are waiting for another Messiah even when the message is clear and verifiable. Verifiable, how? Visit the cattle corridor that used to be wilderness, ( engaando countryside like Acacia hohii), which is now an area of semi-modern farms, producing millions of litres of milk per day for the local markets and for export. The exports have hit $106 million per year. Algeria is going to also buy our powdered milk worth $150 million. If this area could transform, so could the others. In the manifesto of 1996, we put forward the four-acre model of coffee, fruits, pasture for zero-grazing dairy, food crop production, piggery and poultry in the backyard and fish farming near the wetlands. This was the medicine for the small holders. Those with bigger pieces of land were more flexible and could help the country grow and participate in producing products that needed large scale production to make economic sense that the country needed such as cotton, maize, sugarcane and ranching for beef. In terms of funding, the latter group would be supported by the Uganda Development Bank. It is the four-acre model group that I decided needed grants or soft loans direct from Government. We started with Entandikwa , Plan for Modernisation of Agriculture, this was all money put aside for this purpose, the National Agricultural Advisory Services (NAADS), Operation Wealth Creation and now the Parish Development Model. These efforts were for agriculture. With the non-agricultural or broad-spectrum activities, we have put in place the following: the women fund, the Youth Fund, microfinance and now recently, “Emyooga”. With all the pre-Parish Development Model funds, the modes were that Government officials were the ones selecting the

7420 SELECT COMMITTEE REPORT ON THE STATE OF AFFAIRS IN NSSF Muhonja, 75, died in police custody, following his abduction from his cotton plantation in Katholhu, Nyakiyumbu in Kasese District. Madam Speaker, I remember you copying me in, in one of your correspondences to security, to explain the circumstances surrounding his death. As the trend has always been, he was bundled into a drone van, driven to Masaka Police Station, then to Ssembabule and, later on, to the Special Investigation Unit, Kireka, where he died after two weeks. This entire time, the police found no reason to inform his family that they were holding him. Instead, after his death, they stealthily buried him. The police later claimed that Mzee Muhonja slid and fell in the bathroom, which caused his death. To the contrary, a post-mortem examination report suggests that he died of pneumonia. Before we knew it, the police went and exhumed his body from the KCCA Cemetery and handed it over to the family without following due process. We all know the nature of due process in exhuming a body, but this was never done. This means that it was a well-coordinated move by security to cause disappearance of evidence for the murder of the 75-year-old citizen. Madam Speaker, on this, we demand that the Prime Minister comes here and explains to the country the steps taken to apprehend and prosecute the people behind the killing of this citizen. The beauty is that the person who commandeered his abduction was named. His name is Maganda. We would like to know what the Government has done to prosecute all those involved in his killing and trying to hide evidence by burying him stealthily in a cemetery and, later on, trying to hide evidence of the cause of death. Madam Speaker, I will not speak a lot on the second issue of corruption in the Office of the Prime Minister since the House is undertaking inquest on this subject matter. However, I can only state that the Office of the Prime Minister is turning out to be a cursed office. I hope somebody can go and exorcise the ghosts of corruption in that office. We shall debate more when the report of the House comes here. The second last issue, Madam Speaker, is that on 8 February 2023, NEMA instituted express penalties in respect of various environmental breaches, ranging between Shs 3 million and Shs 100 million. The fines are not only unrealistic, but also inequitable and, therefore, should be clarified, at least, for the benefit of the citizens. We recognise the fact that there is a huge negative impact of improper waste management on the ecosystem. We observe that the express penalty scheme was drafted in haste. We request that the minister for environment comes to the House to explain the cascading nature and hierarchy of these penalties because as Parliament, we are the best educators of our citizenry. Therefore, we need to understand how the ministry came up with these penalties and the figures that look arbitrary and the way they were fixed. Madam Speaker, two weeks ago, Senior Health Officers (SHOs) laid down their tools – we all know what happened. We demand that the Minister of Health explains circumstances under which these public servants stopped working and caused suffering in our health facilities. The minister should be able to explain how many people lost their lives as a result of that industrial action – which is legitimate in the first place – and who caused the delay in meeting the Government’s part of the bargain. They laid down their tools because of the Government supplying them air and promising them lies overtime. We want to know who we should blame and who should be hanged for that action of not paying the salary promised and on the roll? This is so that it does not happen again in future. Madam Speaker, we need to be very careful and not allow ministers – and the Government in general – to get away with this kind of negligence. While we blame health workers for industrial action, somebody responsible for their action must come and explain whether they slept on duty so that we can know what to do with them. The beauty is that this House is very warm for action on ministers sleeping on [Mr Mpuuga] STATEMENT

Under Rule 73 of the Rules of Procedure, some of the allegations the honourable member raised are sub judice, as they are matters before the courts of law. A case in point are the five people the honourable member alleged that were her supporters and I had arrested them and that they have not been produced in courts of law. I do not have the powers to arrest any person. These people were arrested by the police upon complaints reporting a case for which I am among the complainants. The matter is before Court under reference SDO 2/31/10/22. On the allegations of land, Mr Speaker, it is also untrue as the said land is registered and titled under Anifa Foundation, a Non-Governmental Organisation (NGO) - a large agricultural producer in agroforestry, fish and subsistence farming. There is no way I can grab land, which has documentary proof that it belongs to an organisation. Under Rule 84 of the Rules of Procedure, I find the allegations unbecoming, and imputing improper motives on me personally. They are full of personal allusions and very speculative without substantial and supporting evidence. The fact that they are not supported by any evidence and were not substantiated, they fall below the Parliamentary standard under matters of national importance. In accordance with Rule 229 of the Rules of Procedure, the allegations are defamatory, undignified, very offensive and criminal in nature that need –

Thank you, Mr Speaker. I was saying that in accordance with Rule 229 of the Rules of Procedure, the allegations are defamatory, undignified, very offensive and criminal in nature that they need to be subjected to an investigation. It is not true that I have ever threatened Hon. Mary Begumisa or her family members or supporters. At no single time have I come closer or met the honourable member in Ssembabule District, save for when all the honourable members from the district were invited to a district roads committee, and when the technical staff from the Ministry of Health, led by the Permanent Secretary, carried out support supervision on health facility units in the district. My colleagues are here to bear me witness. I have never ever met Hon. Begumisa at any function, any place, or anywhere other than those two times. Mr Speaker, the honourable member, having failed to lay supportive evidence to justify that her life and that of her family were in danger, and to compel them to camp at the parliamentary parking yard and not having reported to the Parliamentary Police Unit or any other unit, is demonstration that the honourable member is seeking cheap popularity and attention. It is not true that the family of the honourable member is camped at this parliamentary parking yard due to insecurity. I know for a

6638 SECTORAL COMMITTEE REPORT fact that Mr Wilber Begumisa, the husband to the honourable member, whose home in Lwebitakuli Trading Centre, is about three miles from my home and whenever the honourable member is in Parliament, Mr Begumisa is always seen parked in the parliamentary parking yard, waiting for the honourable member; which is okay. (Laughter) The honourable member’s allegation that Lwebitakuli District, composed of three subcounties and other local units, had been authorised by the Ministry of Local Government by “orders from above” and as a presidential directive, is very outrageous because the creation of a district is a process and a preserve of Parliament under Article 179 of the Constitution of Uganda. Furthermore, Article 179(4) states: “ Any measures for the alteration of boundaries or creation of districts or administrative units shall be based on a number of considerations, among which are the wishes of the people concerned .” It is not a preserve of an individual. No matter how one is perceived to be untouchable, it is a preserve of this Parliament. The allegation that there is political chaos in Ssembabule District is unfounded and absolutely untrue. For the record, Hon. Begumisa in 2001 unsuccessfully attempted to join this august House. She stood as a candidate for Reform Agenda and miserably lost to me.

6639 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 7 DECEMBER 2022 or administration units in Ssembabule District threaten the honourable member and her family or cause political chaos in the district? I am aware that some of you, my colleagues, are waiting for an opportunity when Article 179(4) will come - maybe in 2025 - to have creation of new units in your areas and I will be supportive. For the record, Mr Speaker, I want to say that immediately after our elections - honourable colleagues, this is not something that is just coming up today. These allegations were made in 2021. Similar ones were made before the Minister of Security and the Government Chief Whip – by then yourself, Mr Speaker. All of us - MPs from the district - were invited. I made my case and you, with the honourable Minister of Security, well guided that Hon. Mary Begumisa should find ways of harmoniously working with the rest of the Members from the district. Furthermore, in 2021, the honourable member alleged that her upcountry home was under attack. Police carried out investigations and established that the attacker is a person who was suffering from mental disturbance; he was a mad person, and her neighbor, moreover. And there is evidence at the police. On 2 November 2021, the honourable member wrote to the Rt Hon. Speaker asking her to define for her the role of the Woman Member of Parliament vis-à-vis the role of a constituency MP. Mr Speaker, roles of Members of Parliament are well-defined in the Constitution. It was, therefore, not necessary for the honourable member to request the Speaker to do research and to interpret the law. The allegations made in that letter were established to be null and void because, again, I defended myself before the Rt Hon. Speaker and I am sure the allegation that I am the one who should have caused insecurity because of being in the constituency - Mr Speaker, my short background, as I finalise: I participated in the 1995 Constitution making process. I have been in this august House for over 20 years, consecutively. (Applause) I have represented this august House at the Pan-African Parliament for five years. I have represented the Pan-African Parliament both at the African Union and the UN for a, on issues of gender and human rights. I was a district local council Speaker in the 1990s. I am a seasoned politician. Honourable colleagues, this long record of my legislative profile is a testimony that I am well conversant with both the legislative law and local government procedures. At no single time of my tenure have I ever made a personal statement. In conclusion, the current allegations of the honourable member are not new. They are not backed by evidence and they are speculative. As I said, they are only calculated to attract sympathy and to cause tension between us, the two Members. Honourable members, the issue is not one that should have been brought under the issues of national importance because in Ssembabule District, there are many issues of concern that the Member should have raised in this august House. Mr Speaker, my prayers are: 1. Matters that are before courts of law should be left to run their own course for justice to prevail; 2. Other matters raised should be thoroughly investigated and for all so that this matter is put to rest; 3. Finally, it is my humble prayer that I and the honourable colleague strive for coherence and harmony in our respective constituencies. Once again, Mr Speaker, I thank you for this opportunity. (Applause)
