16643 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 6 MARCH 2025 He can probably explain whether the actions in Kawempe were a punishment in retribution and then probably educate us on their space in the laws of the land, given some illegal military parade alluded to in the statement. Secondly, the honourable member, I forget the name, referred to the fact that if the EC is constrained and stretched, they can make requests for backup. May we know from the minister whether there is such a request from the Electoral Commission, and if so, whether they specifically requested personnel from the Joint Anti-Terrorism Taskforce (JATT) to support them, not any other security agency? They need to also explain to us the nature of the stress that compelled them to make that request. Three, the people involved in the videos and on the ground are all hooded. May we ask the minister under what circumstances people enforcing the laws of the land would be hooded and hide their identity while executing a public duty? This can also help us advise citizens on their mode of hooding themselves to counter. The point I am making is that we are running into a dangerous territory where purported law enforcement is being done by people without identification, which is why you have heard between police and the army, each denying knowledge of the hooded individuals. So, may we know whether there was a mutiny in one of the security forces or whether the military is experiencing a mutiny, and therefore, some personnel are acting out of hand? If so, we can alert the nation that there are some hoodlums at large capable of harming the public because they have no identity; they have no identifiable command and control. They are like wolves on the street. Very finally, Mr Speaker, Hon. Bashiisha, a very honourable lady, with pain, alluded to the fact that she had that experience in her territory during the last election. The three people, the victims, were not even involved. Nobody involved or not involved should ever be a victim of a civil - (Member timed out.) MR ABDALLAH KIWANUKA (NUP, Mukono County North, Mukono:) Thank you, Mr Speaker. I happen to be one of the victims who were subjected to inhuman treatment on Sunday. I was bounded into a “drone”; tortured, slapped, pushed under the chairs of the “drone” and told not to look in front anywhere until I was - I found myself having been dropped at Kawempe Police Station. This happened in the eyes of only one person who I happened to identify; the Division Police Commander (DPC) of Kawempe. When I reached Kawempe, I was slapped in front of the camera at the reception of the police station. There is a camera. I was undressed of my red overall attire, and I was told that that is an army attire. I asked him to tell me when it became an attire. Mr Speaker, everyone here can tell his or her own story. In my own constituency, Mokono North, I take it that I went through the worst election, and I was the last to be declared, after everyone else here. Why? Somebody tried to use Special Forces Command (SFC) and the army to abduct me. It is from my constituency that most of those people you are hearing about, who were abducted, came from. It started like that, and this is what is happening in Kawempe. Muhammad Kanatta and Yudah Ssemmpijja, who are from my constituency, have never been traced again -(Member timed out.)

A member from Mukono North warned that KCCA’s plan to use land for waste dumping in Dundu, near Kampala, will shift problems from the capital to Mukono. Residents fear eviction and refuse to accept garbage, urging the government to keep the area residential and invest in proper waste management.

Thank you, Mr Speaker. I represent Mukono North which is 22 kilometres from Kampala via Gayaza Road, when you take that route. The immediate parish is Dundu which borders Mukono and Kira Municipality; it is densely populated. Ten years back KCCA purchased this land, but it very well knew that the area had people. However, they were never notified about their intention to use their land. It was gazetted as a purely residential area and we are imagining shifting disaster from Kampala to our area. We do not know how the Government does its work, but a few weeks back, we were here debating about the possible eviction that happened in Lubigi. Now here is a catastrophic eviction that is happening at Kiteezi. The way forward, honourable minister - Dundu is purely gazetted by Mukono District as a residential area. We are ready to accommodate those people. Shift them to Dundu and retain the land; shift all the machines to Kiteezi, other than shifting the problems. As you are cleaning Kampala, you are making Mukono dirty. We cannot contemplate it and we are not ready to receive and accept your garbage and waste. That is the position of Mukono. It is very unfortunate, Mr Speaker, that we tried several times to engage the minister and the Directors at KCCA - several people, as Hon. Teira has stated, are ready to invest in waste management. They are approaching us but the investment that the Government is willing to accept - for example, in power, the tariff is $0.05. Honourable colleagues, you are well aware that Kakira contributes to the national grid at $0.08. Recently, Karuma was contributing 18 cents. Why is there frustration with this investment at $0.05? You can easily know that-

A member complained that garbage trucks from Kampala dump waste along the road to Mukono North, causing bad smells and health risks. He urged the government to find new landfill sites, decentralise waste disposal, and decommission old sites, especially near Entebbe and Kyengera.

13873 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 13 AUGUST 2024 The trucks that carry garbage from Kampala are may be supposed to be carrying firewood but they go dropping garbage from every point. Hon. Abdallah Kiwanuka said that he does not want garbage taken, but they will pass through my constituency; we will also stop you because we do not want to be turned into another site. By the time these trucks reach Kiteezi, they have dropped 10 per cent of the garbage along the way. (Laughter) That is why that whole area smells. The road from Gayaza goes through my constituency to Mukono North. Please find another way; maybe you can ask the President to offer his chopper because we will not allow you to use our villages on your way to Mukono. I have visited two sites of the National Water and Sewerage Corporation. They process and turn faeces into fertiliser. What stops you from acquiring equipment to process this garbage that you go and deposit there? That is all that you are doing. Mr Speaker, finally, this disaster that Hon. Muwada has reported here, even when I was the MP for the whole area before it was subdivided, I came here and cried. The World Bank, as early –(Interjections)- yeah, for us, we can only cry; we are not in the Government. I am only surprised that even the Government people cry. (Laughter) It is understandable. Hon. Muwada can cry, but when the minister for Kampala joins him in crying, then you wonder who is in charge. So, the World Bank that sponsored that dump site recommended in a report written more than five years ago that, please, decommission. The minister says, “We have also been saying the same thing”. I do not know where we should go. The point I am making, finally, Mr Speaker, is that, first, I do not think it makes sense to transport garbage from Kyengera, Entebbe – from everywhere – and move in one direction. We need to start – because we do not have a landfill. My proposal would be to spread them – to decentralise this service – such that people on Masaka Road can find a place there and people on Mityana Road can also find a place there. Otherwise, this disaster has killed people, but you do not know how many people are now diseased as a result of the dropping of garbage from almost every point from Kampala to Kiteezi. We may not have done research – maybe that needs to be done. I should have appealed to the Government to do something, but I do not know who I should ask there because they are also crying. (Laughter) Maybe, Mr Speaker, you will be the one to go and speak to the one person who runs this country, on our behalf. It is not only garbage, but everything. This is because once it comes to the time for decommissioning and you do not decommission, it becomes a problem. Even the NRM itself, I think the time to decommission it came long ago. (Laughter) These problems that we are seeing now are as a result of not decommissioning NRM at the right time. We are now paying the price. This is just one illustration, Mr Speaker. I thank you very much.

144 THE BUDGET SPEECH, 2026 Macrohaem Scientifics has established itself as a leading African manufacturer for rapid diagnostic kits, recording annual sales of approximately $75 million from products used in a diagnosis of malaria, HIV/AIDS, and sickle cell diseases. Dei BioPharma has operationalised manufacturing lines for generic oral solid and liquid medicines and secured approvals from the National Drug Authority for a range of essential medicines. Jena Herbals, the manufacturer of Covidex, has established a pharmaceutical manufacturing facility in Soroti, expanding Uganda’s capacity to produce health products locally and strengthening the country’s pharmaceutical value chain. These investments are improving health security, reducing imports, and creating high-value jobs. On advancing Uganda’s space science, the Government has strengthened Uganda’s space science and satellite technology capabilities. Government established modern ground satellite infrastructure at the Uganda National Space Centre at Mpoma, Mukono District. This has enabled our scientists to successfully deploy a climate camera to the International Space Station. This has expanded the country’s capacity to generate real-time data for climate monitoring, environmental management, disaster preparedness, and evidence-based decision making. On value addition under STI, the Government has intensified agro-industrialisation initiatives driven by scientific innovation aimed at increasing value addition, branding, and export competitiveness. The banana value addition facility by Prof. Muranga strengthened its production capacity for banana value-added products and fulfilled export orders from South Korea, Saudi Arabia, Qatar, and Italy. In addition, the Government has invested in the establishment of the coffee park in Ntungamo. The Africa Coffee Park has innovated 18 products of value-added coffee, ready to go into the market for roast, freeze dry, and spray dry high-level technology. On digital transformation, the Government continued expanding digital infrastructure to improve the availability, reliability, affordability of ICT services, as well as access to the services. During the year, an additional 879 kilometres of fibre optic cable were installed, bringing the national fibre backbone to approximately 62,941 kilometres. As a result, internet costs declined from $70 to $35 per megabit per second. Active mobile internet subscriptions stand at 18.5 million, while the number of smartphones connected to Ugandan networks has reached 20 million. Total registered mobile telephone subscriptions have reached 57.3 million, placing Uganda among the most connected markets in the region. The increased penetration of mobile telephones has increased financial inclusion and improved access to e-commerce, telemedicine, marketing, and agricultural information for farmers. In the year ending March 2026, mobile money transactions rose by 29 per cent to Shs 392.7 trillion. Active mobile money accounts stood at 36.7 million. As at 31 March 2026, the number of mobile money agents had reached 1.22 million. I now come to creative arts. Mr Speaker, to protect intellectual property and artistic works, Government enacted the Copyright and Neighbouring Rights (Amendment) Act, 2025. Government also established the Uganda Creatives Revolving Fund to provide affordable financing to SACCOs in the creative economy. By December 2025, approximately Shs 18.99 billion had been disbursed to 50 SACCOs of musicians, benefitting 3,047 individuals, of whom 62 per cent are youth and 43 per cent are women. Government is also finalising the acquisition of a dedicated home for creative

Thank you, Mr Speaker. I appreciate both reports – the minority and the main report. My concern is on Kome Island, in particular, in Mukono District. In Kome Island, we have a health centre II, but due to the growing population, we request for a health centre III. More to that, I want to urge and support the Government to put more money on the medical supplies, most especially the medicines. This is because as much as we have the health centres II, there are no medicines in those health centres. My request is for Kome Island to have a health centre III. Thank you so much, Mr Speaker.

The structure is in a poor state, with cracks on the slaughter slab, stained walls with a lot of decay, poor drainage and waste disposal. At the time of the oversight, 5.00p.m, it had rained and therefore the place was clogged with water and smelly hides. Generally there is need to overhaul the structure to achieve public health standards of clean meat and a modern municipal abattoir. 6.6 Mukono District The Committee visited one slaughter house in Mukono; Kamme Valley Slaughter House. Kamme Valley Slaughter House is a privately owned slaughter house that operates in a government owned market known as Kamme Market in Mukono Municipality. It is the main and biggest slaughter house in Mukono District. Mukono District has about five other privately owned slaughter slabs in the five sub counties. 6.7 Jinja City The Committee visited the Jinja City abattoir which is a government facility located in Jinja Southern Division. There are four privately owned slaughter slabs in Jinja City. The Jinja City abattoir was constructed around 1950, hence quite colonial and in dilapidated state. As seen in Fig. l, the abattoir was under renovation by the city council at the time of the committee visit. L4 sn

15095 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 23 OCTOBER 2024 informed the committee that whereas the entity requested Shs 1,122,022,625 for wages, Shs 5,560,783,170 was released to the district, as per the auditor’s analysis, hence resulting in some funds not being absorbed. Similarly, Kitgum District Local Government received a supplementary funding of Shs 2,855,427,080 which was not requested by the accounting officer and out of it, Shs 1,914,099,546 was not utilised by the entity. Committee observation Madam Speaker, the committee observed that: i. Most local governments were unable to carry out the planned activities because they did not get all the funds from the approved budget. ii. The Ministry of Finance, Planning and Economic Development, in some instances, released funds to entities over and above what was requested by the entities. iii. The Ministry of Finance, Planning and Economic Development, in some cases, released funds late to entities. Several entities informed the committee that funds were received at the end of the last quarter of the financial year, which made absorption of the same impossible. Committee recommendation The committee recommended, Madam Speaker: i. An investigation should be carried out on why the Ministry of Finance, Planning and Economic Development releases funds over and above what has been requested by the entities. ii. Accounting officers should follow up with the Ministry of Finance, Planning and Economic Development on the shortfalls affecting service delivery. Madam Speaker, we looked at the utilisation of warrants. The Auditor-General noted that there was under-utilisation of warrants, which affected performance as planned activities were either partially implemented or not implemented at all. The accounting officers explained that much of the unobserved funds were meant for planned recruitment, which did not materialise due to a ban on recruitment. That was issued by the Government, while others did not have functional district service commissions, for instance, Mukono District Local Government. They also explained that there was also a delayed procurement process due to the hybrid procurement process, which the entities had no control over, as it was handled by the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF). MAAIF delayed to provide the pre- qualified list of service providers. The accounting officers also attributed the underutilisation of funds to the delayed release of funds by the Ministry of Finance, Planning and Economic Development (MoFPED), as most funds were released in the last month of the financial year. Accounting officers from some entities informed the committee that they received funds over and above what they had requested, which they could not absorb. For instance, the Accounting Officer of Butambala District Local Government, as I read earlier, and all those. Committee observations Madam Speaker, the committee observed that: i. Whereas the Ministry of Finance did not release all the funds budgeted for, most entities did not utilise the warrants, which greatly affected the implementation of plan activities. ii. The unspent balances were attributed to a number of factors, including failure to recruit due to the ban on recruitment,

Thank you very much, Mr Speaker. I was on the humanitarian assistance that has so far been provided. I did mention that; b) The Office of the Prime Minister provided relief food items, 40 tons of maize flour, 20 tons of beans, and 250 tarpaulins. c) Uganda Red Cross Society provided non-food items, which include blankets, saucepans, plates, tarpaulins, and other items; energy-saving stoves, and solar lights to support the victims. d) The Rt Hon. Prime Minister visited the site and provided Shs 200,000 shillings to each individual of 54 beneficiaries who are currently in emergency shelters. e) The President provided Shs 5 million to each household that lost a person and Shs 1 million per injured person. f) Mortuary services and care are being handled by the Government and the services are free of charge. g) Owino Traders under KCCA donated food and non-food items, sacks of clothes, bags, shoes, sanitary towels, and matooke. Preventive and mitigation measures: 1. The Government is to fast-track the opening up of another landfill site in Menvu, Nansana and other areas which have been identified; this is still a process. 2. A radius of 200 meters is to be preserved as a buffer zone to avoid the reoccurrence of the disaster as the field has already been identified as having some cracks. As a measure to avoid a similar incidence, we have gazetted an area of 200 metres. 3. The Flattening of the garbage hill to stabilize the landfill is ongoing. As I speak to you, the engineers and a team from KCCA are already on the ground handling that. The short-term requirements. 1. Recovery efforts are ongoing. We are working day and night to ensure that we recover the bodies; 2. A comprehensive assessment of persons displaced and affected is ongoing; 3. Mapping and registration of households at risk of relocation, as per the President’s directive; 4. Coordination of Humanitarian Partner Agencies, is also ongoing; and being managed under the Office of the Prime Minister; 5. Urgent negotiations on alternative waste disposal sites to mitigate the impending waste crisis and the proposed sites have also been identified. A team was dispatched to go and ascertain the viability of different sites that include; Menvu in Nansana, Wakiso District, the four acres that are still in Kiteezi to be utilised, Dundu, Mukono District, Nkumba, Kyengera, and Nabugabo Updeal; 6. Provide security for the persons at the resettlement camp. The Police and the military are stationed to provide security for people who are settled in the camps.

Thank you, Mr Speaker. On 13 July 2023, you guided that a joint statement be made by the Ministry of Water and Environment, Ministry of Agriculture, Animal Industry and Fisheries and the Ministry of Lands, Housing and Urban Development on the status of Namyoya Forest Reserve in Mukono together with the status of the land title bearers on the said land. In the Mukono District Council meeting that sat on 13 December 2013, the council approved a motion of degazetting Kifu, Nabugulu, and Namyoya Central Forest Reserves. Furthermore, in the district council meeting that sat on 28 March 2017, Mukono District Council approved a motion mandating the District Executive Committee to consider offering land to Victorious Car Bond Limited for the development of a High-Tech Industrial Park. The land hosts Kifu, Nabugulu and Namyoya Forest Reserves. The same matter was again discussed in the district council meeting that sat on 29 March 2019 during which the district chairperson moved the motion seeking the council’s approval for degazettement of Kifu, Nabugulu and Namyoya Forest Reserves. 10821 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 31 OCTOBER 2023 The chairperson said that Mukono District Council, in fulfilment of the Government’s goal of transforming Uganda from a peasant economy into a middle-income country as enshrined in Vision 2040, is desirous of offering land for the development of a high-tech park. In addition, the high-tech park is to provide state- of-the-art infrastructures and support facilities including housing services and amenities as a critical part of asset complementariness, employment opportunities for the community and generate local revenue for the district. Subsequently, the council once again approved the motion to degazette the forest reserves. However, it is worth noting that the technical report by the Ministry of Water and Environment on the degazettement of the Namyoya Forest Reserve noted that Mukono District did not meet the procedural and legal requirements and therefore, recommended that the process be halted until the district meets all the requirements for degazettement and gazettement. Mr Speaker, with regard to the status of the land title bearers in Namyoya Forest Reserve as of August 2021, the ministry, through the Office of the Commissioner, Land Registration, issued a notice in the print media on certificates of titles that were erroneously and illegally issued on the land forming part and partial of the central forest reserves in Uganda, Namyoya Forest Reserve inclusive. The issuance of the affirmation titles contravenes Article 237 of the 1995 Constitution of the Republic of Uganda and Section 44 of the Land Act Cap 227. In view of the above, the Executive Director of the National Forestry Authority recommended the cancellation of the certificates of titles for having been illegally issued and wrongfully obtained. The process of cancellation of the land titles is still ongoing. I beg to submit.

Mr Speaker, I am glad that the Prime Minister confirms that Kibalama was arrested in 2019. Of course, as an advocate, that is a very good starting point. (Applause) The Leader of the Government Business is a supervisor of all these agencies and she can trace the people who arrested Kibalama in 2019. If he was burnt in an acid tank, we can take the tank. At least, he was arrested and there is only one agency that can arrest. Therefore, you still have a duty to trace from your arresting agencies, where Kibalama is. I would like to assure you that his blood is on your hands. I have a document on my file, which I submitted on the Floor of Parliament in 2021, including addresses and telephone contacts for every next of kin. I even supplied telephone contacts of the next of kin from whom some state agencies were asking for ransoms to release their family members. Clearly, with the statement saying, on this one, they were demanding for ransom. It is on the record of Parliament. Mr Speaker, before we go into the others that have no record, at least those in the Human Rights Commission record have addresses. In fact, on the day this statement was released, the chairperson purported to say that they were missing some record. The following day, family members delivered National Identification Cards of these missing persons. Hon. Abdallah Kiwanuka, my shadow minister of internal affairs, even offered to deliver the Minister of Security to the home of a one Kanatta Mohammed, who was picked by security in uniform in Walusimbi, Mukono District, 2021. I can recall one by one, so, it is flimsy and it is hiding away from the responsibility of a Government with DISOs, GISOs and PISOs. I even heard that there are now FISOs for families. I know how governments collapse unless we are seeing traits of a collapsing regime that cannot make a trace even with the information of missing citizens. If the minister does not need time to come back here and he has information, we are waiting for it. What we

Thank you very much, Mr Speaker. I would like to lay on Table a letter of clearance from the President, as far as this loan is concerned. I want to lay on the Table, the minutes of the committee meetings processing this loan. Mr Speaker, this is the report of the Committee on National Economy on the proposal by Government to borrow up to Special Drawing Rights (SDR) at 374.8 million (equivalent to $518 million) from the International Development Association (IDA) of the World Bank Group and receive a grant of Special Drawing Rights 34.8 million (equivalent $48 million) from the International Development Association (IDA) of the World Bank Group, and also borrow up to € 40 million (equivalent to $42.66 million) from the Agence Française de Développement (AFD) to finance the Greater Kampala Metropolitan Area Urban Development programme. Mr Speaker, this loan is going to benefit a number of local governments: (a) Kampala Capital City; (b) Makindye-Ssabagabo; (c) Nansana Municipality; (d) Mukono Municipality; (e) Kira Municipality; (f) Wakiso District; (g) Mukono District; (h) Mpigi District, and; (i) Entebbe Municipality. A total of 550 kilometres will be constructed, tarmacked in those various local governments, in addition to other deliveries. In terms of the loan, the $518 million has a grace period of six years and 30 years of maturity. The second loan, which is € 40 million has a grace period of seven years and maturity of 25 years, with interest rate of one per cent. The concessionality of the loan Mr Speaker, the first loan which is € 518 million is highly concessional, at 46 per cent in terms of grant element. The second loan, which is € 40 million is 41 per cent concessional, in terms of grant element at a discount rate of five per cent per annum. In terms of budget implications, the project is included in the Financial Year 2023/2024 approved budget estimates. Economic benefit and return on the project Given that the Greater Kampala Metropolitan Area will invest 80 per cent of the loan in mobility, accessibility and connectivity, the benefit-cost ratio for the programme at a 12 per cent discount rate is calculated to be 5.7, and net present value (NPV) - so the loan has a higher rate of return. In terms of project implementation arrangement, it is going to be a central coordination team involving different local governments, in addition to the Ministry of Local Government and Kampala Capital City Authority (KCCA). The loan current debt situation Mr Speaker, the loan will definitely impact our current debt situation, but at a later date we shall present performance of loans and the other issues.

Mr Speaker, I acknowledge the report of the honourable minister. However, I would like to say that his orders are appreciated but he should understand that orders on actions illegally done really do not matter; an illegality with or without an order is an illegality. We wait for action on the officers that manhandled these honourable Members of Parliament. Mr Speaker, for the record, the Members are 11 and I want this to be on record so that when we are looking for culprits, they know the victims are known: i. Hon. Joan Namutaawe, Woman MP of Masaka District; ii. Hon. Betty Ethel Naluyima, Woman MP of Wakiso District; iii. Hon. Juliet Kakande Nakabuye, Woman MP of Masaka City; iv. Hon. Manjeri Kyebakutika Woman MP of Jinja City and Deputy Opposition Chief Whip; v. Hon. Nyakato Asinansi, Woman MP of Hoima City; vi. Hon. Joyce Bagala Ntwatwa, Woman MP of Mityana District; vii. Hon. Florence Kabugho, Woman MP of Kasese; viii. Hon. Stella Isodo Apolot, Woman MP Ngora District; ix. Hon. Helen Nakimuli, Woman MP of Kalangala District; x. Hon. Hanifa Nabukeera Woman MP of Mukono District; and xi. Hon. Joan Acom Alobo, Woman MP Soroti City. Mr Speaker, this comes against the backdrop of what you explained in your opening statements that honourable members had lodged a petition to the Speaker over this mistreatment. Mr Speaker, they logged the complaint in their own right. That complaint is not a legal battle, but a public demonstration of their dissatisfaction.
