Mr Speaker, I rise to join my colleagues in expressing my sincere gratitude to His Excellency, the President of the Republic of Uganda, for his clear, precise and visionary exposition of the Government policy contained in the State-of-the-Nation Address delivered to this august House on 4 June 2026. The President addressed rightly and highlighted our national progress and underscored the Government’s commitment to socio- economic transformation, wealth creation and infrastructure development. However, Mr Speaker, as I commend the macro vision of the NRM Government, I am compelled by the constitutional duty to bring to the attention of this House and the line ministries the severe life-threatening gaps that my people in Namayingo South County and Namayingo District at large are currently facing. Mr Speaker, the grand vision of the national transformation must be reflected in the lived realities of our rural communities. The critical gap in Namayingo South County is the safe water crisis. Mr Speaker, while we talk of modernisation and socioeconomic reality, on the ground, in Namayingo South County, it is heartbreaking. A vast number of our people are still fetching and drinking contaminated running rainwater from open ponds. They share these stagnant

In Namayingo South County, ponds dry in the dry season, forcing people to walk 7–11 km for lake water. This lack of clean water causes deadly diseases and worsens the absence of a district hospital, threatening health and safety.

water sources with livestock during the rainy season. Now, during the dry season, all these ponds dry up, and our people walk over seven to 11 kilometres to access water from the lake, especially the people of Banda, Mutumba and Buhemba subcounties. This critical lack of clean water has triggered recurrent outbreaks of deadly waterborne diseases. Mr Speaker, we are not just talking about statistics here; we are talking about preventable loss of human lives, particularly among the young people, women and the elderly. The absence of a district hospital compounding this water crisis is a severe deficit in health care infrastructure. Namayingo South County - (Member timed out.)

420 PRIME MINISTER’S TIME 1. The Government supports farmers with rosette-tolerant groundnut seed varieties and planting materials for short-term food security crops in the next planting season; and 2. Agricultural extension services be strengthened to educate farmers on the best farming practices, especially the management and control of groundnut rosette. Mr Speaker, my response is that I have taken note of the Member’s prayer for the Government to support farmers with rosette- tolerant groundnut seed varieties and planting materials for short-term food security crops in the next planting season. I will inform the President accordingly, and the Minister of Agriculture, Animal Industry and Fisheries is hereby put on alert. However, in the meantime, those who can afford it can go and buy Serenut 2-14, which is a rosette- tolerant variety from open markets. Mr Speaker, the Ministry of Agriculture, Animal Industry and Fisheries extension technical teams are already engaging Ngora District, and every district has agricultural officers. The recommended practices are: use of certified seeds; early planting; proper spacing; inter-crop with beans or sorghum; uproot and bury infected plants; apply Cypermethrin 5-percent-EC or neem; extract if the infestation is high; and report symptoms to the subcounty extension workers. The fourth question came from Hon. Peter Okeyoh, the Member of Parliament for Bukooli Island County. According to our brother, His Excellency, the President of the Republic of Uganda did write a letter to the Minister of Energy and Mineral Development, directing that power be extended to Sigulu Island, Namayingo and Buvuma Island. His question is: what is the status of the project? My response is that the Ministry of Energy and Mineral Development has commenced the public investment management system process. The project is currently at the project profile stage, awaiting consideration by the development committee. Mr Speaker, the Ministry of Energy and Mineral Development is implementing a mini-grid project on Buvuma Island with support from the European Union, under the GET Access project. The contractor has been procured, while the submarine cable is being processed. I got a fifth question from Hon. Okeyoh, again. He stated that this Parliament amended the Mining and Minerals Act, 2022, to provide for artisanal miners. He asked: “Why are our people, in Namayingo, Kassanda and Buhweju districts, being harassed by armed men?” Mr Speaker, my response is that the Mining and Minerals Policy, 2018, the Mining and Minerals Act, 2022 and the Mining and Minerals (Artisanal Mining) Regulations, 2025, provide a legal and regulatory regime for the development of artisanal miners in Uganda. Mining is only permitted within gazetted artisanal mining zones. To enforce this, the Police Minerals Protection Unit is halting illegal mining activities outside gazetted mining zones. This is aimed at curbing environmental degradation, the spread of epidemics, occupational health and safety hazards, and the use of hazardous chemicals such as mercury. The ministry is currently organising and registering artisanal miners into associations and cooperatives, as a requirement before licensing them to operate within gazetted mining areas. The progress, so far, is that 20 artisanal and small-scale mining licences have been issued to miners in Namayingo, Kassanda and Buhweju districts. In addition, the Ministry of Energy and Mineral Development is engaging gold rush miners across the country. Mining in

Thank you, Madam Speaker. Honourable minister, thank you for the statement, but as people who come from the islands, I want you to help us. Like my colleague from Kalangala stated, moving from one island to another – for example, moving from Lolwe Subcounty headquarters to Hama, Siro or Wayasi – these people need fuel but they are not facilitated. That is a serious issue. Secondly, in the case of Namayingo. In the statement, you have stated these people have uniforms they wear for identification; I have not seen any. Was it in isolated places, or it is country-wide? And then finally, I would like to know from you, minister, about Ojambo who was arrested in Busia but you stated that he is on bail. In fact, Ojambo’s case is a serious one, and I would like to know, and for you to tell the country, what was the cause for Ojambo’s arrest, and what steps have been taken because people were there, gave their statements, and to date it has not been handled. Thank you.

Thank you, Mr Speaker. Thank you, chairperson for your able presentation of the reports. I would implore the Committee on Education and Sports to also consider island districts, for example, Kalangala where I come from, Namayingo, Buvuma and all those other islands. Government schools have been constructed in our island districts. They have pupils and students. Unfortunately, we do not have transportation from those schools to other areas of the district. For example, I have two constituencies, that is, Kyamuswa and Bujumba. Kyamuswa has four subcounties that are on the waters. These pupils cannot access the headquarters. If there is an activity and they have to get to the district headquarters, they would have to hire boats. Therefore, I implore the Government that, if you put infrastructure or a school in a far- off island, please also consider transportation of those pupils from that far area to the headquarters for purposes of either learning or travelling. In addition to what my honourable colleague said, I am in support of the report of the committee when they say that we need to harmonise salaries because in the hard-to- reach areas, you will only find the science teachers teaching and the arts teachers are not

This equipment requires constant maintenance that can cost Shs 7.7 billion annually. The committee recommends that additional Shs 7.5 billion be provided for the maintenance of that equipment. 5) Upgrade of health centres We can go to the recommendations on page 19. i) We need Shs 60 billion to complete the upgrade of health centres that had already been started. ii) We need an addition of Shs 7.6 billion for equipment that will be required to functionalise the upgraded health facilities. 6) Inadequate funding for the renovation and equipping of health facilities. In the second-to-last paragraph, the Ministry of Health reported that in 2024/2025, it had planned for the partial rehabilitation of 13 general hospitals. These include Kambuga, Masindi, Apac, Koboko, Kotido, Kamwenge, Kitgum, Katakwi, Amuria, Kasana Luweero, Kapchorwa, Itojo, and Muko. The total budget was Shs 39 billion, but the cumulative release from quarter 1 to quarter 3 was only Shs 12.7 billion, which is only 32 per cent. Recommendations on page 20 (i) The Ministry of Finance, Planning, and Economic Development should provide additional funds amounting to Shs 46 billion to complete rehabilitation, expansion, and equipping of Masindi, Kambuga, and Itojo General Hospitals, which are currently very old and dilapidated. (ii) The Ministry of Finance should provide Shs 20 billion, which is required to commence the rehabilitation of the foreign general hospitals, Apac, Koboko, Kotido, Kamwenge, Kitgum, Katakwi, Amuria, Kasana Luweero, Kapchorwa, in a phased manner. The Ministry of Finance should prioritise the release of the transitional development grant to address the issues of delayed rehabilitation completion. Hard-to-reach areas, such as Mayuge, Namayingo, Kalangala, Buvuma, and the rest, should be given affirmative action regarding health service delivery. 7) Status of ambulances There are 158 constituencies that have not received ambulances. The honourable members are complaining. Also, we have 14 boat ambulances, but very expensive to maintain in terms of fuel and servicing. The recommendations i) The Ministry of Finance, Planning and Economic Development provides additional Shs 54 billion to procure 158 ambulances for the remaining constituencies, including mine. (Laughter) ii) Additional funds amounting to Shs 17 billion, that is, fuel – Shs 12.8 billion and Shs 5.6 billion for servicing, be provided for the maintenance and functionalisation of the current fleet of ambulances under the National Ambulance Call and Dispatch System.

Thank you for giving me the opportunity. I also want to appreciate the chairperson and the committee for the good report. The committee observed that Namayingo is among the hard-to-reach districts. I want to appreciate the committee for that observation. It is very true that Namayingo is one of the districts that received the water boat ambulance with joy and we thought it would help our people. However, as we speak, the water boat ambulance has no fuel. For the last three weeks, I was in the island of Lolwe and the people were telling me, “Tell your Government that the ambulance is not helping us.” They ask the public to provide money for fuel. They have now asked us to buy canoes and engines so that they can go back to the old methods of saving lives. Ministry of Health, please, can you find the fuel? Can you make sure that these ambulances are of help? Mr Speaker, the second challenge is that Namayingo has one constituency in the island, and two on the mainland. On the mainland, we have no ambulance to complete the travel cycle. When you come out of the water-boat ambulance you are put on a motorcycle or a bicycle, it makes no sense. I ask that they provide Namayingo with road ambulances so that we can make the travel cycle complete. Mr Speaker, Namayingo has various scattered islands. Yesterday, I was on two of the islands, that is, Yebe and Biisa. They do not even have a clinic, and they requested me to put there at least a health centre II. As a Member of Parliament, where do I get the resources to provide a health centre II for my people? I ask the minister in charge of health that as we look for the resources, consider the people of Namayingo so that those scattered islands, which also have Ugandans who pay taxes, can also be attended to. As Members of Parliament, it becomes very hard for us to check on these people because of the cries in the health sector are beyond our ability to handle. When you talk of PDM, they ask you how they can benefit from it. Shs 1 million of the PDM cannot help a fisherman. I, therefore, request the Government that if it wants to help people, if it is affirmative action for the fishing communities, let us put money there. It is us who are in charge of passing the budget. Let us find the money, so that we can help our people. The Shs 1 million, which you always talk about cannot be of help to the fish - ing communities. Thank you, Mr Speaker. Like a colleague has said, the budget should speak to the people and it should be people-centred. Mr Speaker, the budget does not specify, show or include the money to fund fuel for ambulances on the lake. We are grateful we got boat ambulances to help our people in all the islands – Buvuma, Namayingo and Kalangala. Unfortunately, they have not been funded in terms of fuel. A boat cannot consume water to take somebody from one island to the next or to Entebbe or a main hospital. I do not know what these people were thinking by procuring ambulances without fuel. We were even thinking that they should give them to some of us to use them as maybe tourism boats or leisure boats. What are they doing there? They are just parked somewhere and they are not helping our people. Actually, the Government should think of giving island districts hospitals. If you buy an ambulance and this ambulance has to take people from Kalangala to Entebbe to access a hospital and you have not given us fuel, it means you would rather construct hospitals for these island districts. Mr Speaker, Kalangala District is next to Masaka and one of the main means of transport from Bukakata is a ferry, but that place is a very short distance; the Government should construct a bridge. 15398 MINISTERIAL STATEMENT the Constitution. Other forms of statutory instruments include rules, orders, ordinances and by-laws. In the process of making the principal legislation or an Act of Parliament, Parliament may confer or delegate its legislative power to another person who may be the President, a minister or any other authority, like a Board or Council. This delegation is expressly conferred by the Act of Parliament and there should be a specific provision in the Act that provides for the making of regulations that states; The minister may by statutory instrument, make regulations for the better carrying out of, or giving effect, to the provisions of this Act. The power given to the minister by an Act of Parliament to make regulations is discretionary, hence the use of the word “may”. Where the minister is constrained to implement the Act as a result of the nature of the Act, the minister may go ahead and make regulations to implement the Act. However, there are other instances where the Act is self-implementing and may not require regulations. In this case, the minister may not necessarily make regulations. Section 14 of the Interpretation Act, Cap 2 gives Parliament powers to confer its law- making power on another person or body, thus enabling that person or body to make laws. This process is the delegation of Parliament’s legislative power and resulting laws are known as statutory instruments which include regulations, rules, orders, ordinances and by- laws. As a general rule, such delegation needs to be expressed by an Act of Parliament as required under the Constitution in Article 79(2). For regulations to be brought to Parliament, the Act of Parliament must specifically provide either that; i. the regulation be laid before Parliament; ii. a resolution of Parliament is required; or iii. the regulation be made with the approval of Parliament. There is consequently no legal obligation for all regulations to be brought to Parliament except where the Act of Parliament provides for it. Question 4 is from Hon. Peter Okeyoh, Member of Parliament for Bukooli Island, Namayingo District. His prayer is; what plans does the Government have for constructing a secondary school per subcounty, especially in the hard- to-reach areas like the islands of Namayingo? My response is that the Government of Uganda, as you all know, has a policy to ensure that each subcounty has at least one secondary school. This is part of the broader goal to improve access to education, especially in remote and hard-to-reach areas, including island districts like Namayingo. The focus is on constructing schools in underserved regions to enhance education equity across the country. Namayingo has 11 subcounties out of which 5 subcounties have public secondary schools. It has three islands out of which one, Sigulu has a public secondary school leaving out Bukana and Lolwe islands that will be planned for in the medium term. In addition, the Government has already completed and operationalised Mwema Seed Secondary School in Mutumba Subcounty under the first phase of the Uganda Intergovernmental Fiscal Transfers (UgIFT) programme. The construction of Buhemba Seed School under the second phase is also underway under the same programme. Madam Speaker, Namayingo Town Council has also been earmarked for a seed secondary school under the Uganda Secondary Education Expansion Project (USEEP). [Ms Nabbanja] PRIME MINISTER’S TIME

I thank you, Madam Speaker, for the opportunity, and I thank the minister for the statement. We celebrated World Teachers’ Day in Namayingo on the 5 th and many teachers were not contented with what is happening. Madam Speaker, teaching is very critical. I am a teacher by profession, and I know that we were all taught by teachers and if we want to have real development as a country, then we must strengthen the education sector. As we speak, there are many challenges which the sector is facing. For teaching to be effective, the environment must also be good. We still have schools in this country where pupils learn under trees. And now for a teacher to go and teach under a tree with no chalkboard, the environment cannot be conducive enough for learning to take place. We also have a challenge, Madam Speaker, of some of us who come from hard-to-reach areas. We want to be considered when it comes to staff quarters because some areas are hard to reach that you cannot even have a house to rent. So, you find that teachers do not go to schools to teach because they do not have even where to sleep. I, therefore, pray to the Government to at least build staff quarters for teachers in hard-to- reach districts like Namayingo District. Thank you.

Thank you, Mr Speaker, for giving me the opportunity. I thank the chairperson of the committee for the good report. It is very unfortunate that we are here discussing the post-mortem but let us not be like the bourbon monarchs who learned nothing and forgot nothing. Although Namayingo is not a beneficiary of this project, we also expect to benefit from the National Oil Seeds Project. I am now scared because if this one has failed, where do I get the confidence to mobilise my people to come and embrace the National Oil Seeds Project? It is like we have people who have planned to loot this country and are deliberately failing the projects. What scares and worries me is that this is borrowed money. Some people are going to pay for the money that has not benefited the country. Why can’t we deliberately bring to book some of these people who are defrauding this country? We should not just talk, lament, and then walk away. I want to see the minister responsible doing something so that we can crack down the list of some of these people who are deliberately failing the goodwill of the Government. If we do not do anything, then other projects will also just go on like that because they know nothing can happen. It is my prayer that we bring these people on record. Thank you.

You are debating in anticipation. Honourable members, as I said, I am going to read the President’s letter. The letter is addressed to the Right Honourable Speaker, Parliament of Uganda, Kampala. It is dated 22 June 2024. The Reference is: “Budget Reallocation by Parliament.” The letter reads: “The recent case of the Members of Parliament that were arrested for some alleged offences has again highlighted the mistake of Members of Parliament interfering with the constitutional mandate of the President of budgeting for the Country by reallocating monies budgeted for the core sectors of the economy. In the last four financial years, the Members of Parliament have reallocated a total of Shs 3.71 trillion. This is real sabotage. When we reconstructed the Kampala-Masaka Road, we used Shs 440 billion. Therefore, diverting Shs 3.71 trillion in four years is equivalent to aborting nine big roads of the Kampala-Masaka type, or a much larger number of smaller roads. You know very well the important roads that we have been struggling with. You have seen how much the Tirinyi-Pallisa- Kumi Road has helped the people of the area by avoiding the need to pass through Mbale City when they are travelling to Soroti. You have seen how the Musita-Mayuge- Namayingo-Busia Road has helped the people of that area. You have seen how the Mukono- Katosi-Nkokonjeru-Nyenga Road has helped the people of that area. Yet, for the Tirinyi- Palisa-Kumi Road, we used Shs 443.42 billion only. How much happier would Ugandans be, if we had tarmacked the Kumi-Ngora-Serere- Bugondo Road; the Soroti-Amuria-Acan Pii- Patongo-Abim Road; the Kanoni-Mityana Road; the Myanzi-Kassanda-BukuyaKiboga Road; the Ssembabule-Lyantonde-Rakai Road; the Luwero-Butalaangwa-Ngoma–Masindi Road; the Bwizibweera-Nsiika-Nyakabirizi Road; the Nakivaale-Rakai Road; the Fort Portal-Kijura Road, etc.? I have written on this issue - see my letter dated 28th April 2020. The Attorney-General has guided on the matter. The courts have guided, yet the practice goes on. There are three mistakes involved here and these are: (i) Indiscipline in budgeting; (ii) Sabotaging national priorities; (iii) And now the suspicion of massive corruption. I am, therefore, writing to request that this practice stops. As per Article 91(3)(c) of the Constitution of 1995, I decline to assent to the Appropriation Bill, 2024 and return it to Parliament, and request that no reshuffling of the Budget should ever happen again without the input of the Executive. Apart from the legality and constitutionality of the issues involved, there is common sense. Sprinkling money by MPs to get cheap popularity in constituencies will make us lose to focus on core items. How can patriots be part of this mistake? Signed by the President, Yoweri Kaguta Museveni.”

They are here for a two-day training on capacity building for local leaders and the role of Members of Parliament. By the time the councillors go back, they will have known the role of a Member of Parliament – not buying an ambulance, doing burials – (Laughter )- you are most welcome. Thank you so much for coming. (Mr Muzaale rose_) There is a procedural matter from the Member for Buzaaya.

Thank you, Mr Speaker. I thank the chairperson for the report. Mr Speaker, the issue of Kiswahili as an official language is very paramount and I think if it is one of the unfunded priorities, then we are being unfair. Kiswahili is the only language that unifies Africa and I would urge this House that let us take the first step when we are looking at our Rules of Procedure and have Kiswahili as one of the languages that we can use in the House. I think that will be a good gesture to the entire country that Parliament is championing the use of Swahili. Secondly, when it comes to our education system, Kiswahili is not one of the compulsory languages. Why do we preach water and take wine? Let us lead by example. Let us prioritise Swahili, as one of the languages in our schools and this will help to cement the East African community. Mr Speaker, I come from the border district of Namayingo, where we have Kenya in the east and Tanzania in the west, but even in business, you find that our people, actually, like the report indicates, Uganda is always given a raw deal when it comes to business. You find that our goods cannot easily access our sister countries, and their goods have a field day in our country. I think we should look at this critically and help the Ministry of East African Community Affairs. I am very grateful to the minister. She has tried her best to make sure that Uganda is always given a fair deal, and it is upon this House that – (Member timed out.)

12119 THE ELEVENTH PARLIAMENT OF UGANDA T HURSDAY, 29 F EBRUARY 2024 First of all, I thank the committee for a very good report and for the recommendations therein. Most of the issues revolve around the artistes. What could solve this is the amendment of the corporate law and we are working with the Attorney-General’s office to see how we can conclude whatever is required and then we bring it to Parliament. That is the only medicine that we have. We have looked at the law in Kenya - they amended it recently and it is working very well for the artistes. We are going to handle that, Mr Speaker. On the issue of lack of network in Namayingo and other places, we now have the licensing condition, Mr Speaker. For us to renew a licence of any service provider, they must have covered at least 90 per cent of the country – all telephone operators and other service providers. If you look at the loan which we passed recently - Uganda Digital Acceleration Project (UDAP) – we are going to put up masts in areas where the service providers feel are hard to reach, including national parks for tourism. Therefore, that will be sorted out soon. As soon as we start implementing the project, we shall start with those – (Member timed out.)

The schools that had been built in those days cannot accommodate the increased number of children – and the facilities that are there. Some local governments that have local revenue can contribute facilities such as desks to schools. However, for some, because of their geographical location and the fishing that has collapsed, we are overwhelmed by requests for schools, scholastic materials, desks and so on. I would like the ministry - whether in charge of education or finance - that sends the capitation grant - to come in and help these schools in the islands. 11282 SUPPLEMENTARY SCHEDULE NO.1 FOR FY 2023/2024 Public Debt Portfolio Analysis The committee observed that the preliminary country’s total nominal public debt stock stood at Shs 86.779 trillion as at the end of June 2023. This is equivalent to 46.9 per cent of GDP compared to 48.4 per cent as at June 2022. Of the total public debt stock as at June 2023, external debt constituted 60.2 per cent, which is US$ 14.24 billion while domestic debt constituted 39.8 per cent, which is US$ 9.4 billion. Preliminary findings from the annual debt statistical bulletin indicated that a total of approximately US$ 3.29 billion external debt was committed and remained undisbursed as at 30 June 2023. This debt would increase Uganda’s stock in the medium-term, even without signing any new loans. With the growing level of public debt due to its significance in meeting the country’s huge financing development needs, there is need to pay close attention to the cost of debt and the economic rate of return of projects financed through debt. The committee recommends as follows; (i) Given the existing global uncertainties (lower global growth, persistent high inflation in advanced economies, tight global financial conditions, slow growth in domestic revenue and climate change disruptions), the Ministry of Finance, Planning and Economic Development should prudently project and manage the funding mix as well as review its priorities to avoid escalation of debt beyond a sustainable level. (ii) The Ministry of Finance, Planning and Economic Development should fast- track implementation of strategies to enhance domestic revenue generation for the country and reducing or rationalising government expenditure. (iii) Acquisition of additional debt should be targeted towards those sectors that trigger export growth and contribute to domestic revenue mobilisation. Criteria for selection of beneficiary districts The committee was informed that the selection of the beneficiary districts was based on the following; climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation. The committee, however, notes that some of the districts which met the criteria were omitted. For example; Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma. The committee, therefore, recommends that the districts of Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma should be absorbed on the climate smart project due to the climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation concerns in these districts. The inclusion of these districts will not alter the value chain in their respective subregions. Conclusion The committee, therefore, recommends that the request by Government to borrow up to US$ 325 million and receive a grant of up to SDR 19.5 million (equivalent to US$ 25 million) from the International Development Association (IDA) of the World Bank Group to finance the Uganda Climate Smart Agricultural Transformation Project be approved subject to these recommendations. 11169 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 29 NOVEMBER 2023 Possibilities and opportunities have, therefore, been opened for everyone thanks to the Government’s big tent approach. In summary, the space that allows for the emergence of such diverse but special and expression can be anything but shrinking. Issues to do with the November 2020 riots and attendant loss of lives, injuries, destruction and related matters - Madam Speaker, this is yet one other additional response on this matter and all others incidental thereto. Contrary to what the Leader of the Opposition claims, an investigation was done immediately after the riots and a report to that effect was presented to the last Parliament by the then Minister of Internal Affairs. That, in addition to other subsequent numerous responses made about the subject matter, including in this Parliament, I needed to make that clarification from the onset to clear the air. That said, and by way of a recap, violent riots broke out and rocked various parts of the country in November 2020 before they were quelled by police and other security agencies. These riots covered Kampala and Wakiso, which were the epicenter of the riots, as well as Mukono, Masaka, Kyotera, Lwengo, Mpigi, Luwero, Wobulenzi, Mityana, Lugazi, Njeru, Jinja, Buwenge, Iganga, Namayingo, Namutumba, Luuka, Kamuli, Budaka, Busia, Mbale, Arua and Gulu, respectively. During these riots, extensive loss of property, (private and public) and damage to and loss of lives were registered. The destruction incidental to the riots, or directly arising from the various riotous acts, was immense. This included; deliberate acts of arson, or torching of buildings and vehicles, use of stones and other objects to hit innocent members of the public, motorists, security personnel and property, physical assault, manhandling and abuse of members of the public as well as law enforcement officers, staging of illegal roadblocks and demanding money with menaces from members of the public. There was also burning of tires to damage and block public roads and throwing petrol bombs into buildings and at security/law enforcement officers, among others. During this chaos, even ordinary sanctified places like court premises were not spared. Wobulenzi Court premises were set ablaze. Fifty six people lost their lives, including those by gunshot wounds and others whose deaths were through other causes incidental to the riots. The latter category includes those that lost their lives as a result of motor vehicle accidents, involving for example, vehicle registration number UAN 827N, whose driver lost control after being hit by a stone and knocked two people dead namely; Nalwada Kevin and Nsimbe Shafik. Forty six people out of the 56 victims were male adults and three were male juveniles. Forty eight of the victims were from Kampala metropolitan areas. This includes Kampala, Wakiso and Mukono. Two were from Jinja, two from Luwero, one from Rakai, one from Kinoni in Lwengo, one from Butambala and one from Mpigi, respectively. Madam Speaker, security operations are governed by the law to ensure and guide the participating forces on the employment of lethal force. This is ensured through a number of ways, including training, briefing before operations, and debriefing post-operations, as well as dissemination of rules of engagement, which have been distilled and reduced into pocketbooks for the tactical operators. The standard operating procedures on the use of force booklet is attached as Annex B to this statement. These are the aid memoirs to assist operators to make informed and rational judgment depending on the circumstances of each case and the prevailing situation, but mindful of the principles of necessity and proportionality in the use of force. These measures, Madam Speaker, were in place. The investigations done post the riots established the cause of death and injury without conclusive findings about the circumstances of each of the deaths and injuries; save for Auxiliary No.01700LDF Mustapha Ssali, who was charged and convicted for the killing of

Read the full speech, word for word
Thank you, Mr Speaker. This question was raised by my colleague, Hon. Geoffrey Macho. I come from the border, like you have clearly stated. Namayingo, Mayuge, Bugiri, and as far as Mubende and Mityana, have been the sole suppliers of maize to the border. However, as we speak now, people are stranded with maize in Busia, and they are mainly women - I was there on Friday and Saturday. These are women who have borrowed money from the Microfinance Support Centre. They have got money from the Parish Development Model, moneylenders - and are now stranded with their maize. Maize is not going to Kenya through Busia and even through the lake - Much of the maize had been going through the lake to Busia. Actually, we cannot talk of standards because the maize we have been supplying has mainly been going to institutions like schools, but the Kenyan authorities stated that they no longer want our maize. The question is: Are we really in the East African Community? Why is it that Uganda is the one always suffering when it comes to business? When it comes to supplying maize, eggs, and even fish, we are always the victims. I think the Ministry of Trade, Industry and Cooperatives and our Government should find out why we are always given less, and yet we are the ones propagating the East African Community. Why are we always given a raw deal? I feel like the minister has not substantially answered the question. There is a problem and our people are likely to lose out. Even the Parish Development Model may not work.

Read the full speech, word for word
Thank you, Madam Speaker. I want to thank the committee for their report, but what I noticed, and that has been followed by the discussion, which is taking place, is that we are looking at the reformatory element and not looking at something that is positive for the children. Even in the report, clearly, they have stated the places they visited, and you hear it is mainly the reformatory places where children are taken. However, in this country, Madam Speaker, there are international organisations, that are doing a great job for our children and our communities. For instance, we have Plan International, Save the Children, Child Fund, etc. These organisations are doing great jobs out there. I thought they would balance up, apart from going to these reformatory centres, they would have also gone to these organisations and looked at what those organisations are doing. I want to believe that if they saw, probably from there they would have made better or more recommendations. People are talking about schools. My sister from Namayingo, told us how we could help these children before they go into problems. They are taken through a process where they learn and they are okay. I am giving one example: you go to communities where Plan International is working and see how they are dealing with the issues of child-centred development and early childhood education, and how they are managing the transition of these children from the early childhood centres into the primary schools. You will be surprised to see what is happening. I worked in Luweero, and in Luweero, Madam Speaker, what happened was that we followed up with the children who came from the early childhood care centres and transited properly to the primary schools. Some of them are now in secondary. The majority of them are disciplined children, they are bright, they are doing very well and I would like to imagine if we had such examples we would have known.

Thank you, Mr Speaker. I want to join colleagues to thank His Excellency the President for the State-of-the- Nation Address. The President clearly indicated that the fisheries sub-sector brought to this country Shs 166.9 billion. This is a goldmine. If properly put to use, fish can turn around the economy of this country. What the fisheries sub-sector requires is to energize our people and provide them with affordable loans so that they get the necessary gear. Once this is provided, the fishery sub-sector will contribute a lot to the economy of this country. The President also talked about water for production, that is, irrigation. Some of us who come from Namayingo, Busia, Mayuge, and Bugiri have plenty of water. It is not good that we have one season in our country, yet we have plenty of water that could be put to use for irrigation. This is an area clearly the agricultural ministry and the water ministry have to look at and ensure that Uganda is a food basket for this region. Thank you.

9230 MINISTERIAL STATEMENT district as a hard-to-reach area so as to benefit from funds earmarked for such areas. His questions are: a) What criteria is used to determine hard-to- reach areas? b) What is the possibility of including other areas in the hard-to-reach areas category? c) Which areas are categorised as hard-to- reach? My response is that the Ministry of Public Service observed that there were areas in some local governments that had consistently failed to attract and retain skilled and capable human resource, leading to inadequacies and gaps in the delivery of services. This was observed through inspection reports, support supervision exercises and payroll status reports. These areas were, therefore, defined as hard to reach. Hard-to-reach areas are defined as remote or insecure areas that are unable to attract and retain sufficient numbers of motivated staff because of difficult living conditions. They are, therefore, “hard to work in and hard to stay in.” These areas are characterised by remoteness, insecurity and poor infrastructure, among others. In the Financial Year 2010-2011, Government approved payment of hardship allowances of 30 per cent of the basic monthly salary for public officers working in the local governments defined as hard to reach. The following 24 areas are categorised as hard-to-reach: Kotido, Nakapiripirit, Abim, Moroto, Kaabong, Pader, Kitgum, Nwoya, Amuru, Kalangala, Gulu, Bundibugyo, Adjumani, Kisoro, Kanungu, Bukwo, Ntoroko, Buvuma, Lamwo, Namayingo, Napak, Mayuge (specifically Malonge Island), Bugiri (specifically Sigulu Island), and Mukono (specifically Koome Islands). Over the years, the Ministry of Public Service has received requests from various local governments to be considered hard-to-reach areas. Consequently, the ministry carried out a study, in the year 2020, in order to review the hard-to-reach and hard-to-stay areas in the country based on the criteria of remoteness, insecurity and poor infrastructure. Out of the 63 districts that had requested to be considered, 54 were found to have hard- to-reach and hard-to-stay spots eligible for payment of the hard-to-reach allowance. In total, 340 hard-to-reach spots were identified as the qualifying localities within the 54 districts. Madam Speaker, allow me to lay, on the Table, a full list of the hard-to-reach and hard-to-stay areas in the country. In the interest of time, Members can access it. Madam Speaker, based on the criteria used, I would like to inform the honourable member that Rubanda was not categorised as a hard-to- reach and hard-to-stay district. It is also important to note that the Ministry of Public Service has not yet implemented the revised Hard-to-Reach Framework. The current priority of the Government is the salary enhancement of all public officers in a phased approach. Madam Speaker, I got another question from Hon. Francis Adome, MP for Moroto Municipality. His question was to know the Government’s plan to rehabilitate government- aided schools in Karamoja. My response is that the Government of Uganda, in collaboration with education development partners, has been providing infrastructure support to both primary and post-primary institutions in the Karamoja subregion. All the post-primary institutions (11 secondary schools and two PTCs) benefitted from infrastructure support under the Irish Aid. All secondary schools in the Karamoja subregion implementing Universal Secondary Education were provided with additional infrastructure under the World Bank support and were provided with additional classrooms to attain the recommended classroom-student ratio of 1:60. Thank you, Mr Speaker, for giving me this opportunity. The Ministry of Works and Transport made a commitment that they will build rescue centres. Accidents are incidents that are not planned, but some accidents, after their occurrence, can be managed. The Ministry of Works and Transport promised to build rescue centres at least in some of the districts on the lake: Namayingo, Buvuma, Kalangala, Koome Mukono, and some other districts that have islands. However, Mr Speaker, there are no signs of the rescue centres or that there are any efforts of them being built. We cannot continue having accidents, year after year and we come to mourn or to inform Parliament. This Government should be urged or we should be seeing some efforts that when our people, especially those in the lake, get into accidents, there are efforts by Government to rescue them. Thank you.

Thank you, Mr Speaker. The question regarding salaries for scientists is a key issue. As we speak, in most schools where head teachers are scientists, they are opting to go back to the classroom because the salary difference is too high. In other districts like Namayingo, teachers are now paid in turns. The district officials argue that the money they have can only pay scientists. As such, arts teachers have not received their salaries since December and they are not teaching yet these are rural districts where people need these services. So, as my colleagues have said, when it comes to the results at the end of the year, the performance is low. The question of paying scientists, especially in police, prisons and the Ministry of Defence is touchy, especially for us who sit on the sectoral committee that oversees Defence and Internal Affairs. We are always bombarded by colleagues in these sectors asking: “Why are we paid differently?” So, it is a question to which the minister should comprehensively give an answer but not to just tell us that it is embedded in the supplementary. Supposing the supplementary is not approved?

Thank you, Mr Speaker. I would like to take the opportunity to appreciate the chairperson of the committee for a great report. It is important to note that agriculture is the backbone of our country. It is also very unfortunate that although many of our people are in the agricultural sector, we still face food insecurity, implying that as a country, we have not given priority to the sector, so, we produce enough food for ourselves and our neighbours. Given the fact that we have fertile soils and fresh water bodies compared to other countries we can utilise - I come from Namayingo, which is surrounded by Lake Victoria but we do not have irrigation schemes in the area. Therefore, I would like to call upon the committee to allocate more money for irrigation, especially for people surrounded by the fresh water, so we can utilise production. This will help the regions around the water bodies during the dry spell to be in position to produce enough food. It is unfair for us to be in a fertile country, yet we hear other regions dying of hunger, like you saw in Karamoja where people literally had no food to eat. I would like to, therefore, call upon us to put more money in this sector. Also, as we put money in the PDM and NAADS, I would like to call upon NAADS to distribute the seeds timely because at times, they distribute the seeds very late and in most cases – (Member timed out.)

Thank you, Mr Speaker. I rise on the matter concerning the Namutumba-Bulange-Bugiri-Muterere and Nakivumbi-Bugiri-Namayingo Road, which connects Busoga and Bukedi districts to Lake Victoria for economic reasons. Mr Speaker, Government promised to upgrade those roads from gravel to tarmac in the manifesto of the 2011 Presidential campaigns. This was the main reason our people voted the ruling government. Mr Speaker, today, the mentioned roads are rugged, tattered and they cannot enable an ambulance during the rainy season to fetch sick persons from their homes to the health facilities for treatment. My prayers: 1. They said that roads should be included in the docket of the Prime Minister. 2. Traffic lights, a fly-over and a roundabout should be set up at the juncture of Namayingo and Lumino to reduce the accidents that have already claimed 10 Ugandans, including one teacher since 2019. I rest my case.

Thank you, Mr Speaker. I want also to thank the chairman for the report. The committee report clearly indicates the question of irregular deductions on the salaries of the staff workers. This has been the root cause of absenteeism in most Government institutions. It is my humble appeal that administrators look at this. It demoralises the staff and even causes corruption. If somebody does not get his or her salary, what should they resort to? They end up misappropriating. Secondly, the committee also talks about ambulances. This House appropriated money and water ambulances were procured. To-date, these have not been given to Island districts. This House has been prevailing on the minister but it is not helping. Madam Speaker, in my remaining one minute, the minister talked of having a priority route for our fuel to come from Kenya to Uganda. That was the Lumino- Majanji up to Musita. That route goes via Namayingo. Already, the road is okay, but what has made the route unutilised for us to get to the extent of the fuel prices going up - the crisis coming up? All this can affect our economy. Therefore, I would like to implore the minister to put in place what is required so that we can get this fuel via that route because it is now okay and clear. I appreciate you, Madam Speaker, for the opportunity.
