In Ndorwa East, a member says the area has missed government benefits for 20 years and needs affirmative action. Residents of Maziba Subcounty suffered war losses and lack compensation, while nearby villages lack electricity from two dams. Telecom and landfill problems also affect the community.

Thank you, Mr Speaker. It is my maiden speech. Allow me to congratulate you on attaining this high office. I also thank the President for the State- of-the-Nation Address. I picked several issues. One is on an attempt to eliminate poverty – the first Strategic Development Goal (SDG 1), the issue of getting everybody into the money economy and infrastructure. In Ndorwa East County, we need affirmative action. For 20 years, we have missed all the good things offered by the NRM Government. For example, the people of Maziba Subcounty were affected by the 1994 Rwandan war. We lost 36 people. Over 800 people lost their assets. They have never been compensated for over 30 years. I am sure that if they get this compensation, it will reduce poverty in their homestead. Mr Speaker, we have a problem in parts of Buhara Subcounty. The network in areas of Rwantambara and Ntarabana are affected by Rwanda’s strong telecom network. My people need a boost of their telecom network so that they can also communicate. We have two dams in my constituency. They are all located in Maziba: the old Maziba Dam and Muvumbe Dam. However, the people of Kahondo, Kavu and Kigalama all live in darkness, yet we have two dams. Can the old dam of Maziba be revamped? Can we be helped so that Muvumbe Dam gives power to the people who live nearby? People wonder how they produce power, yet they do not have it. Mr Speaker, I have another problem in Kyanamira, in a place called Kabaraga. There is a risk of another “Kitezi” in my constituency. The landfill has reached its maximum carrying capacity. Anytime we get rains, everything could go down, and it could carry – (Member timed out.)
The government plans to build 40,000 megawatts of electricity in ten years to support industrialisation. It is also working on two local issues: compiling a list of people affected by the 1994 Rwanda war for compensation, and meeting to discuss alternative livelihoods for wetlands residents in Kigezi, Busoga and Bukedi.

Honourable colleagues, Uganda is now producing 2,000 megawatts. East Africa is producing 10,626 megawatts, compared to South Korea, which is now producing 159,000 megawatts. For us to industrialise, we need electricity. The Ministry of Energy and Mineral Development has a plan to construct over 40,000 megawatts in the next 10 years. For the honourable colleagues who raised the issues about electricity, we want to confirm to you that Government has a big plan to produce electricity to be able to power the industrialisation agenda. Mr Speaker, the other two issues were raised by Hon. Protazio Begumisa from Ndorwa East and Hon. Enid Origumisiriza from Kabale District. The first one was to do with the wetlands. Rt Hon. Speaker, I know that you are also in this category; the wetlands of Kigezi, Bukedi, Teso and Busoga were given to the people of those regions by the then colonial governments. Some of them have titles. What the Government has done, through His Excellency the President, is that in March this year, he directed the Prime Minister and the Attorney-General to do two things. First, to answer the question raised by Hon. Protazio, to compile a list of those people who were affected by the Rwanda war in 1994 and compensate them. I am truly informed that the district, through the district chairman, Mr Denis Nzeirwe, has started compiling the list of those who are affected. The Prime Minister and Attorney- General will receive this list and start the compensation through the normal budgeting process. That is work in progress. The second issue is that the President told us in March that the meeting regarding the wetlands will be convened by him to talk about the alternative livelihood of the people of Kigezi, Busoga and Bukedi. That is a commitment that I can give at this time from Government. There is work being done to resolve these issues. Mr Speaker, in the interest of time, there are two other issues -

13929 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 14 AUGUST 2024 bring some sanity. I know you have been busy with oil, but take it up; take up the electricity sector very seriously. There is a lack of equity, especially when it comes to my constituency. I can tell you I have two power stations, one of which you have kept dis-used, and there is one which is running, but unfortunately, the power generated is evacuated to the national grid, leaving my people in darkness. I had wanted to revolt and cut the wires, but I said let me be a good citizen. One of the good aspects of a good citizen, for us, we have agreed in Ndorwa East, if there is a government project, be it power, be it roads, our people will not seek compensation – (Member timed out).

6733 THE ELEVENTH PARLIAMENT OF UGANDA FRIDAY, 6 JANUARY 2023 session early; I immediately transmitted the same to the President, whereby the rules require that the President ensures that it reaches Hon. Persis Namuganza. Therefore, on our side, we did our part, as per the rules. In this process, where we have reached, we are being commanded by the law. It is not being commanded by someone talking to me; by someone whispering. It is implementing the law the way it is. I will follow the law and the rules, as they are. This is because rule 109(9) is very clear that after 14 days of transmitting it to the President, I must cause Parliament to sit and appoint a select committee that will investigate the minister with the aim of establishing a prima facie case. A prima facie case is the case on the surface; evidently visible. That will be the role of the committee. Therefore, I am commanded by rule 109 of our Rules of Procedure to cause the House to appoint that committee. That committee is supposed to process the motion within 15 days, as provided for under rule 109(10) of our Rules of Procedure. That committee, in the process, under the same rule: 1. It to co-opt any Member to support it in its duty. 2. Any Member accused to appear before the committee either directly or through their representative and defend themselves. It would ensure that indeed the rules of natural justice are followed. I have proposed the names clearly and I have avoided names of people who already debated this matter on the Floor. I want the people who have not debated this matter to be part of this matter. People like Hon. Macho –(Laughter)- we have to protect the integrity of this House. We do not want anyone to claim that they are being victimised. The moment something is done, we want to give you a fair chance of defending yourself. We want you to appear before people who are fair and have not yet pronounced themselves. The process has to be thoroughly done. We do not want anyone to claim that they are being victimised. No. This is within the rules; whatever is being done is being done because the rules and the law provides for that. I, therefore, propose the following Members: 1. Hon Mwine Mpaka Rwamirama - Member of Parliament for Mbarara City South, as the chairperson of the committee. 2. Hon. Wilfred Niwagaba - Member of Parliament for Ndorwa East, as one of the senior legislators and custodians of the rules, to ensure that the rules are well followed. 3. Hon. Mpindi Bumali - Member of Parliament representing Persons with Disabilities. 4. Hon. Charles Bakkabulindi - Workers Representative. 5. Hon. Nancy Acora - Woman Member of Parliament for Lamwo District. 6. Hon. Betty Ethel Naluyima - Woman Member of Parliament for Wakiso District. 7. Hon. Geofrey Ekanya - Member of Parliament for Tororo County North. Members, I now put the question that the committee be approved. (Question put and agreed to.)

Thank you. I rise to thank and commend His Excellency, President Yoweri Kaguta Museveni for his inspiring State-of-the-Nation Address delivered on 4 June 2026. On behalf of the people of Kabale District, I appreciate his leadership that has ensured peace, stability, social and economic progress in Uganda. We are grateful for the remarkable transformation registered. Mr Speaker, I respectfully appeal to the Government to explain and provide a comprehensive plan for sustainable alternative livelihoods for the people of Kigezi Subregion whose incomes have been affected by the wetland restoration programme. While environmental conservation is necessary, interventions such as climate-smart agriculture and income-generating projects should be introduced to prevent increased household poverty and ensure inclusive development. Mr Speaker, while I commend the success of the Parish Development Model, which is already improving production and livelihoods in Kigezi Subregion, I am equally concerned that many of our youths remain unemployed, idle and outside the money economy, exposing them to insecurity and moral decay. Kigezi Subregion is richly endowed with tourism resources and significantly contributes to Uganda’s tourism earnings. I, therefore, appeal to the Government to consider establishing a tourism and hospitality training institute in Kabale District, which is centrally located to equip the youth with skills needed to participate meaningfully in the region’s growing tourism industry. I thank you, and I beg to submit.

We have noted the concerns of the Members and I am sure that they have come at an appropriate time when we are actually going to start the budget preparations and we will have the Budget Framework Paper. This Budget Framework Paper lays out the strategy and the outlook of how things will work in the next financial year. Therefore, we hope that through this Parliament, the Members of Parliament will have valuable input in the Budget Framework Paper. I want to mention two things. One, to confirm that all the issues that have been raised - I do not know, Madam Speaker, how you want us to take this, but I would propose that the Minister of Health comes, if you accept, to again make a presentation here on how we are moving in terms of the health sector and then maybe the Committee on Health can also look at this matter. As we debate and discuss the Budget Framework Paper, we can improve how the health sector will look next financial year. As you know, the policy of the Government on health is to have, among other things, a national referral hospital, a regional hospital, a district hospital, a health centre IV and a health centre III. We are making some good progress out of this. In some districts, we have covered this. For example, in Kabale District, where I come from, most of these things are in place. We have seen the benefits of the things that can be done when you have a good functional health centre III. In my constituency alone, health centre IIIs help over 600 mothers to deliver every month. Therefore, this can really make some good progress. Also, you made a point, Madam Speaker and other Members, that there are foundational bodies that have health units. There are even private sector hospitals. I know some of the hospitals that have 200 beds, but they are not supported by the Government. I know we have PHC money that comes from the Government to support these foundational bodies, but it is not enough. Therefore, these are some of the things that the Minister of Health will be able to discuss when you give her an opportunity to make a presentation. I think it is a good idea for the Government to work hand-in-hand with the private sector. I know for sure, for example, that in Nansana, one of my friends has a hospital with more than 20 dialysis beds, more than what is at Mulago and other hospitals. We can achieve a lot if we work with the private sector. I will be able to convey the message and request that when you avail the opportunity, the Minister of Health will be able to make a presentation here on the Floor.

Pending the debate of this House on the address of that day, we alluded that this debate would be allocated time. The motion would be presented to the House on Thursday, 29 July 2025. I undertook to allot time for the debate on the President’s State-of-the-Nation Address. To pave the way for debate, we will have a motion presented and seconded, then wait for a response from the Leader of the Opposition on the State-of-the-Nation Address. We will then give time for debate of both reports; the one from the motion and from the Leader of the Opposition. I would like to call Hon. Faith Nakut to move the motion.

“Why wouldn’t we do e-registration and have things online so that I do not have to come to Kampala or move from Rukiga to Kabale District to look for a NIRA office to put my details?”

Thank you, Mr Speaker. I would like to take this opportunity also to add my voice in thanking the minister for his statement. Number one, as a Parliament, I think we owe our people a duty to guide this country on so many matters. The issue I would like to raise is the different government agencies’ failure to work together to develop solutions for our people. For example, we have just had a census conducted by the Uganda Bureau of Statistics (UBOS). Now, we have registration being done by NIRA. Then the Electoral Commission is also updating the voters’ register. If those agencies could come together – and we have the same information because we are talking about the same Ugandans - we would not have many challenges. As raised by Hon. Basil, I do not know if the registration of births, and deaths is being done. If it were being done, then that information would be readily available. Mr Speaker, imagine an era where we were in analogue, and our people were registered in the books at the subcounty. Even today, an old person of 60 years can go to the subcounty and find their details there - the date of birth or if someone died, they would register them. Why wouldn’t we do e-registration and have things online so that I do not have to come to Kampala or move from Rukiga to Kabale District to look for a NIRA office to put my details? Finally, the matter I would like to raise is about the expiry. The minister says it is a long-term objective. Why don’t we do it right now? Is the software to do that lacking? We should understand if, during this budget process, we can give you money to procure software from which all the people can be registered, and then the data is captured so that it is seamless. Thank you.

14255 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 10 SEPTEMBER 2024 missed the cow. The people were appreciative. So, her impact was not only in Kigezi but also in central Uganda. We last met when we had an ordination for Catholic priests in Kabale. Immediately after the ordination, that was I think on 10- 16 August, I requested her to join us at the Bishop’s residence for lunch but she said she was rushing but promised to meet us again. However, she took three of her friends to a shop - this is a story from one of her friends. She told one to pick a dress and another a suit. Now, the one who was offered a dress said, “You will buy me a dress when I come to Kampala.” She was asked, “How sure are you that you will find her alive? Better take it now, if not -” So, she was forced to take something and the Personal Assistant (PA), a man, went away with the suit. There is a way God does His things. When she was narrating that story to me, I said, “Oh my God!” The late Hon. Sarah was extremely humble; you would never hear of any pomposity. Most of us in leadership and especially those on the Front Bench, want to lead a pompous life. She was extremely humble, social and down-to- earth. (Applause) You would wonder – some of the places where she and I used to meet for “one, one”, goat ribs and the like were not these classy places. They were very humble places. Hon. Kasolo, you may know some of them, but I hope you are not pompous. So, Hon. Sarah was very humble and sociable. Yes, the Leader of the Opposition has talked about her integrity, and it relates back to when she was a district employee in Kisoro. Up to now, you cannot hear about any scandal of a financial matter or otherwise connected to Hon. Sarah. Lastly, it is about her loyalty to the people and her constituents. Hon. Sarah was in the constituency almost every weekend whenever she would not be outside the country. At least, personally, whenever I would be in Kisoro - I occasionally go to Kisoro for some business – I would meet Hon. Sarah. If I did not meet her in Kisoro, I would meet her in Kabale District, literally every weekend. I think it could be part of the reasons why she has gone very fast. She loved her people and worked for them. Madam Speaker, you mentioned the pending projects: there are projects which had been begun across the country – roads, bridges, schools and health centres. These projects were partly – actually, contracts had been signed, works had started, but all of a sudden they stopped because of the changes we made in the budget. Madam Speaker, I would implore you to talk to the Executive. Let us look at those projects in the entire country, especially for us who come from these areas that are prone to landslides. Honestly, for the bridges, roads and schools that had begun to be constructed, if we do not complete them, we are going to see deaths. So, talk to the Executive. The Prime Minister is here, the finance minister is here – there are a few ministries: works, health and education. Sit with them and look at those particular ones countrywide and let us have them completed, in memory of Hon. Sarah. May my late sister’s soul rest in eternal peace. (Applause)

To Omutwale Philemon Mateke who is watching us on television, Justice Garabushi, sisters and brothers of Hon. Sarah Mateke, accept my condolences and those of the people of Ndorwa County West, Kabale District and Kigezi at large. Madam Speaker, before I comment on the death of our sister, I just want to say that we are very grateful for what you did on Saturday. I saw you in Mengo Hospital and Nsangi . (Applause) We are truly grateful for the contribution and comfort you gave us. Hon. Sarah Mateke now belongs to ages but we, the living, shall miss her greatly in many ways. We gather here to celebrate an extraordinary woman, a patriot who embodied so much that our country needs; unity, humanity and hard work. Hon. Sarah Mateke was born - as you have been told - from a privileged - you could say, home of Mzee Mateke, but she could have decided to be a proud girl; she chose to be humble and lived a humble life. (Applause) She followed the footsteps of her father to promote the unity of the people of Kisoro and that of the country. She worked long hours and hard for the development of our country and at heart,

Thank you, Mr Speaker. I want the attention of my very good friend, Hon. Ruth Nankabirwa because I want to quarrel with her today. I want to quarrel with you today although you are my good friend. One, I am surprised that Kabale District was left out of the rural electrification programme, and yet at the time this loan was procured, Kabale was one of the benefiting districts and in particular my constituency which has always been marginalised simply because Wilfred Niwagaba belongs to this side. I would want to know why you ultimately removed Kabale – (Interjection) - no, I was that side but I was chased - why did you remove Kabale from the benefiting districts? Could that explain the reason why, when the Rural Electrification Agency (REA) was disbanded, all the poles it had planted in some of the parishes remained with no wires to date? I would pray Mr Speaker, that an investigation be made on this particular loan, on how it was applied by REA and subsequently when it was transferred to the ministry. Who performed? Who failed to perform? And where is the money? 2. On the electricity access scale-up project, you have mentioned the number of health centres to be connected, water stations, schools and the like. I would like to know the list of these water stations in western Uganda, specifically for Kabale, Rubanda and Rukiga districts. I also want to know which schools and health centres in western Uganda, particularly Kabale, are going to benefit. Because there is a lack of equity in your ministry. Maybe you will

10446 PRIME MINISTER’S TIME By 2031, we expect to produce at least 1,000 Megawatts of nuclear power; but the total capacity for nuclear potential of Uganda is 24,000 Megawatts. The electricity transmission network increased from 2,364 kilometres in 2018/2019 to the current 4,142 kilometres, against the NDP III target of 4,354. This network is expected to increase once the ongoing transmission projects are concluded across the country. For those who go to West Nile, from Karuma, you will see power lines that have passed Pakwach up to Arua and the substations in Nebbi and Arua are almost 95 per completed. That is the national grid and transmission network I am talking about. On the other side where we have Mirama- Kabale, that line is completed. In Kabale District, the land was given to us for –

Thank you. On financing for lower administrative units with respect to the ones we call “the newly created”, Mr Speaker, in the Financial Year 2021/2022, we provided Shs 29.2 billion to take care of start-up costs for all those newly created administrative units. We went further to provide for a Wage Bill for the key positions. In the constrained resource envelope, our understanding was that these new administrative units would share the resources with the mother units where they came from. In the same way, I remember when Rubanda and Rukiga Districts were created out of Kabale District; we had a Budget that time for Kabale District of Shs 54 billion. This Budget was apportioned among the three districts initially. We expect the new administrative units, on top of the start-up- because they did not have where to begin from- the Wage Bill for the town clerk and other key staff for the new - we expect them to share the existing budget as we hope for the better in the medium-term. Thank you.

9863 Thursday, 17 August 2023 Youth Day celebrations, which will take place on 18 August 2023 at Kigezi High Primary School in Kabale District. You will recall that every year, Uganda joins the rest of the UN fraternity on the 12 th of August to commemorate International Youth Day. The commemoration of the day is consistent with the UN General Assembly Resolution 54/120 of 1999, that designated this important day of reflection and rededication to youth development. The day was designated for purposes of celebrating the youth potential and taking stock of what has been accomplished in the area of youth empowerment, growth and development. The day provides us with an excellent opportunity to review our interventions, reflect, refocus and strategise for the coming year. This year, we could not, as a country, celebrate the day on 12 August 2023 due to circumstances beyond our control. The theme for this year’s commemoration is “Accelerating Recovery from COVID-19 and Full Implementation of the 2030 Agenda”. The theme enjoins us to take stock of how young people’s businesses have taken advantage of the micro and macroeconomic policies to recover from COVID-19. At the same time, we reflect on how we are faring in attaining the 17 Sustainable Development Goals. Mr Speaker, since the previous commemoration of 2022, the Ministry of Gender, Labour and Social Development has spent the bigger part of 2022 to 2023 consolidating the gains of last IN THE PARLIAMENT OF UGANDA Official Report of the Proceedings of Parliament THIRD SESSION - 19TH SITTING - FIRST MEETING Parliament met at 2.02 p.m. in Parliament House, Kampala.
