Mr Speaker, people who did not learn from the Buganda riots of 2009 are at it again, holding meetings in Bugerere and denouncing the Kabaka of Buganda and his institution, with a claim that President Museveni gave Kayunga District to be exclusively for the Banyala. Mr Speaker, I would like to know from the Prime Minister if it is true that the President has given Kayunga District to Banyala exclusively, and it is no longer part of Buganda Kingdom, which is under the Kabaka of Buganda. Two, what steps is the Government taking to stop people from making such reckless - (Member timed out.)

Thank you very much, Mr Speaker. Mr Speaker, allow me to also take this opportunity to congratulate you upon assuming that office. I also want to join my colleagues in thanking the President for his address on the 4 th of June. I want to draw your attention specifically to the first paragraph of the address, where the President thanked Ugandans and congratulated them for participating in the series of elections since the 15 th of January 2026. He also thanked them for massively supporting NRM. As you are aware, the 2026 elections were characterised by massive human rights violations as a result of the brutality from police, the army, and the unknown goons. As a result, many people died; for example, in my district, we lost about three people, and many people were injured, and they ended up admitted to hospitals. This did not only happen in Kayunga, but a case to note is Butambala District and so many other districts where people died. The public expected the President to condemn this act. The mothers who lost their children, the wives who lost their husbands, the surviving victims, expected the President to condemn these acts and also, where possible, give an apology. Mr Speaker, I want to give an example of my district. In my district, especially on tallying day, we had fabricated results, and as a result, we had very many cases right from the MP to the LCIII elections, where the people who did not win were declared winners. If you go to different Local Council III, LCV, and probably even here in Parliament, we have people who were declared winners when, in actual sense, they used fabricated results. Mr Speaker, it is our noble duty as Members of this Parliament –

Mr Speaker, the Kayunga-Bbale-Galiraya Road was actually prioritised for upgrading to paved standard since NDP II. Even in NDP III, it was there, and in NDP IV, it is still persistently there. We are lucky that we received a proposal that is very competitive from one of the contractors. The China Railway and Bridges Corporation gave us a very competitive proposal on a pre- financing arrangement with a grace period of two years and payment happening in the third and fourth year. The pre-financing period, or the entire period of this loan, does not carry any interest payment requirement. That is why it is very competitive. Also, the principal price for constructing this road is very attractive, with a maximum of $1 million per kilometre, including a landing site at the end of this road on Lake Kyoga. This road must have been done years ago because, considering the time taken to travel all the way to Lira in the current arrangement, I think people take more than six hours to reach MOTION FOR A RESOLUTION

18249 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 16 DECEMBER 2025 Lira. With this road, they will be in Lira in about two and a half hours, saving about four hours. It is, therefore, a very important road because Kayunga is strategically located in the middle of the country, and this is where the road is going to be found. Whereas it is going to benefit the people of Kayunga, the people who benefit most are the ones travelling to the northern region. At the moment, the road is very busy in terms of transporting sugarcane and other products. It is a very busy road, and we have been suffering for a very long time because the maintenance of this road has to be done after every two months if it is going to remain at the standard required for trucks to move in the current arrangement of a gravel road standard. Therefore, it is very important that we upgrade the standard of this road. We want to thank the Government for taking this decision. Mr Speaker, I believe that is enough justification for the construction of this road.

The member said the southern part of Lake Kyoga lacks roads to the north, so a new road will help Serere, Kasilo, Kaberamaido and Kalaki. He urged the finance minister to add a stop from Nakasongola to Galiraya and build roads from Kamuli to Irundu and Kaliro to Irundu, and to use ferries to cut travel time to Kampala.

Thank you, Mr Speaker. I stand here to support the motion. The southern part of Lake Kyoga lacks infrastructure to connect to the northern part of the lake. I am here to support it because this is one of the roads we have been advocating for in the physical infrastructure committee for the past 10 to 15 years. I am pleased that today this has reached what it is. Mr Speaker, additionally, the people of Serere – Kasilo – Kaberamaido and Kalaki will be beneficiaries of this project. It will improve the connectivity between the northern part and the southern part of Lake Kyoga. Needless to add, the Minister of Finance, Planning and Economic Development should also look into adding a stop in Nakasongola to Galiraya, so that if you are coming from Masindi, you do not have to go to Kampala. You can connect from Masindi, Nakasongola, Kayunga, Isimba Dam, then to Kamuli, Kaliro, and finally to Pallisa. The other two roads that the minister for finance needs to look into are: Kamuli to Irundu and then Kaliro to Irundu. Once you do those roads on the southern part of Lake Kyoga, you would have improved the connectivity between the northern and the southern parts of the country. Definitely, with the ferries that are already operating and those that we are proposing to introduce on Lake Kyoga, you would reduce the time that we spend getting to Kampala. I could sleep in Kasilo and come here; within two hours, I would be in Kampala from Kasilo, rather than spending five hours. On that note, Mr Speaker, I stand here to support this loan for the construction of this road. Thank you.

Thank you, colleagues, for standing with the people of Bbale, Kayunga and Uganda on the need to upgrade this road. Mr Speaker, allow me to put forward only three matters. Much has been said about the same road, but I see it as a way to reduce traffic congestion in Kampala and on Bombo Road. Given Uganda’s geography, goods exported from the east to the West Nile and the north must pass through Kampala and the Bombo Road. When this road is paved and tarmacked, it will reduce all of that. It will benefit not only the people of Bbale but also the business community and Ugandans in the city. Mr Speaker, I also request that, after tarmacking this road, the Ministry of Works and Transport assess the connectivity from Bbale to Nakasongola, as this is how the objective of reducing the traffic jam can be achieved. This way, all vehicles from the east can branch off from the Nile Bridge to Jinja, Kayunga, Nakasongola and Masindi. Then, the entire burden of the traffic jam will have been reduced. Mr Speaker, for the good of the Members on the other side, this is a road that the NRM Government has promised for a long time to the people of Kayunga. For your information, President Museveni has, on three consecutive occasions while campaigning in Kayunga, promised this road. It is a debt owed by the Government to the people of Kayunga. By tarmacking it, you are paving the way to justify at least some reasonable action for the people of Kayunga. Mr Speaker, I would also like to remind Members about the safety — it is not just security but safety. The connectivity of northern to central Uganda is not only serving a security matter, but ensuring the safety of the people in transit, and the goods can easily move. Lastly, Mr Speaker, the Obote government had promised to tarmac this road; in fact, we have the Obote Memorial Portrait in Kayunga, in Hon. Amos Lugoloobi’s constituency. The Obote government aimed to tarmac this road and name it “Obote Road”. Now that Obote is not in government and he did work on this road, and Tebandeke Charles, on behalf of the people of Bbaale, has toiled a lot and moved - (Interjections) – Members, I even reached the extent of going to the bush and people misunderstood my action. Thank you, Mr Speaker. As far as the Shs 4 billion is concerned, today, we interacted with the Permanent Secretary and officials from the finance ministry, and the Permanent Secretary assured us that they will provide the Shs 4 billion in the remaining two financial quarters. Mr Speaker, the other request that maybe the Government can take on, one of the quickest projects which is under implementation, is the Greater Kampala Metropolitan Project. One of the reasons is that people were offered free land. This is the first time that we approved a loan for a road in a term of Parliament and actually drove on the same road completed within the same term of Parliament. For the Kayunga-Galiraya road project, people also offered free land. This helps to cut down costs and fast-track the implementation. If we can adopt this procedure - if people are offering land within Kampala, where it is the most expensive, what about in the rural areas? Probably, we need to change the narrative. We should educate people so that they start offering land. The minister said that even in Karamoja, where land is huge, people are demanding compensation. Probably, that will help us to save lots of money and also fast- track the implementation of projects.

The committee also conducted a field visit to Kayunga District and assessed the performance of the project. The committee visited the Kayunga-Busaana Town Water Supply System. The construction of the main works had been completed and the scheme had been handed over to the Central Umbrella of Water and Sanitation for operation and maintenance. The committee visited the Kamuli Town Water Supply System. The construction of the main works had been completed, and the system had been handed over to the National Water and Sewerage Corporation. The committee looked at the performance of loans in the water sector. The Ministry of Water and Environment had about 14 donor-funded projects, with a total loan portfolio of about $1,346.98 million to finance them. As of the end of June 2025, 53.62 per cent of this money had been released—that is, about $722.23 million had been disbursed to the 14 projects. However, projects that were not performing well included irrigation scheme development in Unyama, Namalu, and Sipi regions; irrigation for climate resilience; supply and installation of solar-powered water supply systems in rural areas; construction of water and sanitation infrastructure; and associated activities in Isingiro District. Mr Speaker, phase two is taking over from phase one. Mr Speaker, this House, around December 2018, passed a loan of 44 million units of account, equivalent to Shs 59.4 million, to implement phase one of the project. Phase one covered substantially 96 per cent of the $59.4 million for the loan from the African Development Bank that had been released. The Government of Uganda, in totality, had released all the counterpart funding to 100 per cent. That was $6.6 million. Mr Speaker, the systems that were constructed under phase one included: Dokolo Town water supply system, improvement works in Kapchorwa Town water supply system, maintenance of Nakasongola Water supply system, Kyenjojo- Katooke Town water supply system, Buikwe Town water supply system, Bundibugyo water supply system, Kayunga - Busana water supply system and Kamuli water supply system. A total of about 40 institutional and public toilets were constructed, and detailed designs for an additional 10 water supply systems in the Upper Nile and the Kyoga catchment areas were done. Additionally, skilled training of women and youth in the water and sanitation business and the development of regulatory tools and review of the water and sanitation services tariff regime were completed under phase one. Mr Speaker, we also assessed that phase one had the following challenges: Phase one was affected by COVID-19, which led to an escalation in the prices of construction materials. Land acquisition was also a challenge for major installations, changes in the scope of works, and extreme weather conditions had an effect on phase one. Mr Speaker, the minister has already informed this House of the objectives of phase two of the strategic town water supply and sanitation

18036 RESOLUTION TO BORROW loan fail to comply with the third condition of contracting non-concessional loans. The committee recommends that the Government, through the Ministry of Finance, Planning and Economic Development, renegotiate the loan terms with the proposed creditor or identify another creditor whose terms are consistent with the 2023 Public Debt Management Framework. Elimination of Ugandan and East African contractors during implementation The committee noted that during the implementation of phase one of the Strategic Towns Water Supply and Sanitation Project, several contractors were awarded contracts for the different clusters. For example, in Kamuli, the contractor was Vidas Engineering Services Co. Limited, with a supervision consultant: Jos Hansen and Sohene (East Africa) Limited and in Kayunga-Busana, one of the contractors was Vambeco Enterprises Limited, Supervised by Alliance Consultants Ltd. The ministry did not communicate any concerns on the ability of the various contractors to deliver similar outputs under phase two. The committee recommends that as a commitment to the African Continental Free Trade Area (AfCFTA), Government, through the Ministry of Water and Environment, reviews its contract of awarding all the clusters to one company, CHEC and open up implementation of the project to include East African companies in order to maximise local content, since their ability in construction and supervision was observed in phase one. Need to review the project cost The committee observed that the total investment cost under the project is Shs 802.22 billion, which is the contract sum. The committee was concerned that some of the project’s planned investment items should be implemented using Government revenues, not borrowing. For example, Shs 34 billion under the project is to construct public toilets observed in the table below. Members can read through the table. The committee, using information from the respective feasibility studies, observed variances in the unit costs. For example: 1. The diesel storage shed, whose price range was between an equivalent of Shs 72.9 million in Nakasongola and Shs 252.7 million in Mayuge-Idudi cluster; 2. Generator house that ranged between an equivalent of Shs 333 million in Alebtong to Shs 1.319 billion in Kamuli-Kasambira cluster; 3. The operation and administration building ranged from an equivalent of Shs 755.38 million in Alebtong to Shs 1.433 billion in the other cluster. The committee recommends that the cost of the project be reviewed in view of bringing down the unit costs and reducing the cost of designs and scaling down expenditure on public toilets and guard houses, among others. Madam Speaker, in conclusion, the committee appreciates that the proposed project is consistent with the objectives of NDP IV, specifically natural resources, environment, climate change, land and water programme and human capital development programme. The project has social ramifications and builds on phase one projects. The committee recommends that the proposal by the Government to borrow €183,309,947.16 from Standard Chartered Bank and Shs 120,395,249,259, approximately €29,572,296, from the domestic market-Six- month Treasury Bill for financing the Strategic Towns Water Supply and Sanitation Project — Phase II(STWSSP II) be approved, subject to the above committee observations and recommendations. Also, permit me to Table our report on the Revenue Collection Account of URA. I would like to lay on the Table but also provide a copy to the Speaker. This report equally raises salient issues that require the attention of the House. I do not intend to go through the preliminary pages or chapters, but take you straight to page six on the revenue collection trend. It is analysed on page six through to page seven. The Authority’s actual gross revenue was Shs 27,938.694 trillion, compared to Shs 25,751.729 trillion for the Financial Year 2022/2023, and the performance represents a revenue growth of 8.5 per cent. However, the above performance resulted in a revenue shortfall of Shs 1,917.470 trillion, as analysed in Table 2. The Auditor-General noted that failure to attain the set revenue targets affects the overall revenue and cash flow performance of the Government. The accounting officer or management responded that the shortfall of the Shs 2,101.522 trillion reported by the Auditor-General, was noted. However, on reconciliation, confirmed that the shortfall was actually as reported. A number of initiatives to enhance revenue collection are being undertaken, and these include the following: i) Enhanced compliance initiatives, which focused on field inspections, return vetting, alternative dispute resolution to free revenues tied up in disputes, and improved arrears management; ii) There are also ongoing taxpayer engagements coupled with intensified enforcement actions targeting non- compliant taxpayers; iii) Opening up new stations in areas where we have had limited visibility, like Gayaza, Bweyale, Kayunga. Let me go to the piecemeal rehabilitation of general hospitals. The Government, through the minister responsible for finance, intimated to the committee that it plans, in the medium term, to prioritise, among others, the construction and rehabilitation of more health infrastructure and the provision of medical equipment to improve quality of care, and the provision of specialised health care services. These include, among others, completion and refurbishment and the equipping of general hospitals that include Abim, Apac, Atutur, Bundibugyo, Kiboga, Kagadi, Kitagata, Kitgum, Pallisa, Itojo, and Masindi. Members noted the need to come up with a project model funding targeting all old and dilapidated general hospitals for rehabilitation. Regarding Malaba-Jinja-Kampala-Masaka to Katuna, this is our artery, and as a ministry, we have decided to focus fully on those roads to address whatever requirements there are. We have been addressing those bad spots with our in-house team. However, as far as the Mukono- Lugazi-Jinja-Malaba Road is concerned, China Road and Bridge Corporation (CRBC) is fully committed to that road. Right now, we have called the Katonga Bridge, and it is going to concentrate on that section. They have already made the estimates for Masaka to Kampala. As they are doing the bridge, they will also be doing the bad sections as we address the Kalandazi and Lwera swamps, which they are working on now. We hope that once we get the money, we will pay and encourage Abubaker Technical Services to speed up the Busunju-Kiboga- Hoima Road. He is doing a good job, but he needs our full support to pay him in time. This is a local contractor who has proven himself that if supported, he can do good work; he has already proven this on the section we are seeing between Busunju and Kiboga, but he is supposed to complete up to Hoima, including the Kafu Bridge. We are also rehabilitating the Ssezibwa Bridge on Kayunga Road, which is already being worked on by, again, a local company called Dynaco Engineering that is now doing the remaining stages. They have already done the box culverts to take the extra water, and they can do the bridge. On the northern side of Katonga from Kabulasoke, a local contractor called Rodo Contractors Limited is building the bridge. I can discuss these efforts, and we have images of Rodo Contractors Ltd, which even the Minister of Water and Environment can confirm.

Madam Speaker, he is too tall, so for people who are short like me, when you take a photo with him, you look like a dwarf. (Laughter) In brief, he should prepare a stool. Thank you so much. Madam Speaker, I have another question from Hon. Veronica Nanyondo, the District Woman MP of Bukomansimbi. Her prayer is that there is an effect on the implementation of the new lower secondary school curriculum on primary school leavers. Can the Government update us on this matter? My response is that at the moment, primary school leavers transition from the knowledge- based curriculum to competence-based curriculum in secondary school, under the revised lower secondary school curriculum. The process of revising the primary school curriculum to make it competence-based has already commenced to harmonise curriculum designs across primary and secondary level education. Once this is complete, the learners will be introduced to competence-based teaching and learning from primary school and progress with it to secondary education. I got another question from Hon. Ronald Balimwezo Nsubuga, MP for Nakawa Division East. He says that Uganda has very many experienced jua kalis, but they have no industrial parks and have continued to operate in a domestic setting, with very high electricity and water domestic tariffs. This is something that has crippled their businesses, yet they compete with investors who operate in Government industrial parks. These investors in Government industrial parks have always been incentivised in the form of tax exemptions, low electricity and water tariffs. This makes it harder for the jua kalis to compete favourably with them in the same market. His prayer is; When is the Government going to set up jua kali industrial parks? My response is that in this principle, for all Ugandan investors - if they all go through the Uganda Investment Authority, industrial parks have been designed with spaces specifically planned for setting up Small and Medium- sized Enterprises (SMEs), which cater for jua kali artisan activities. SME parks of 20 acres have been planned in all the operational industrial parks of Namanve, Soroti, Kasese, SINO-Mbale, and others. The Uganda Investment Authority also acquired the Mbarara SME Park of 12 acres that has been handed back to Gatsby Group, the SME artisans from Mbarara. The Government’s vision is to develop new industrial parks in phases, depending on the availability of resources in Gulu, Nebbi, Arua, Madi-Okollo, Yumbe, Pader, Paidha, Dokolo, Rukungiri, Isingiro, Oyam, Lira, Hoima, Buliisa, Kisoro, Kakumiro, Nakasongola, Luwero, Nakaseke, Mubende, Mityana, Masaka, Kabale, Bushenyi, Tororo, Rakai, Kamuli, Kween, Busia, Soroti, Gomba, Kayunga, Kyegegwa , and Iganga, where land has been mobilised by districts and already offered to Uganda Investment Authority for industrial development to foster innovation and equitable, sustainable industrial growth. Madam Speaker, the major infrastructure, for example, workplaces with shared common user facilities such as production equipment, showrooms for Small Medium Enterprises (SMEs) to use as they sell and grow their businesses, will be constructed within the said industrial parks. 10. Hon. Lucy Akello, the District Woman Member of Parliament for Amuru, raised an issue on the lack of radiologists in the regional referral hospitals like Gulu, Soroti, Mbale and others.

The contractor, China Railway 7, together with NEC, demands about Shs 20 billion. d) Busunju-Kiboga-Hoima Road is under reconstruction again by Abubaker, who is demanding another Shs 30 billion on this particular road. e) Karuma-Olwiyo and Olwiyo-Pakwach sections are being addressed, and very soon, they will be finished. Additionally, key bridge projects remain under construction but are constrained because of funding, and it would be better if we had a reliable fund release. a) Katonga Bridge, including Lweera and Kalandazi swamp crossings along Masaka; and b) Then the upper Katonga Bridge, that’s Kabulasoke-Villa Maria Road and Ssezibwa Bridge on Kayunga-Mukono Road. The cumulative effects of these suspensions and delays have led to slow absorption of project resources, exposure to financial claims, risk of asset deterioration, and reputational concerns. If not urgently addressed, these disruptions will compromise Uganda’s ability to deliver critical national infrastructure and maintenance of the existing network. Impact of inadequate funding The funding shortfall of Shs 2.472 trillion in this financial year has had far-reaching consequences on the implementation of the National Roads Programme. These impacts manifest across land acquisition, ongoing project performance, the paved road network, and maintenance of gravel roads. Impact on land acquisition and project commencement Land acquisition remains a prerequisite, and this is in the Constitution of the Republic of Uganda, Article 26, for access to the site and commencement of physical works. The delay or absence of funds for land composition has constrained progress on both the Government of Uganda projects and externally funded projects. The lack of access to the site has: a. Prevented contractors from mobilising, leading to suspension of activities; and b. Triggered claims for idle equipment - because it is in the law that if you cannot give the contractor access to land, then we charge you for idle equipment.

The strategic bridges to be prioritised in the next financial year include the Sezibwa Bridge along Kalagi-Kayunga Road, Katonga Bridge, Lwera Swamp, and Kalandazi Swamp. Electricity In 1986, the whole country had only one hydropower plant; Nalubaale, formerly called Owen Falls Dam, built by the British in 1954, and commissioned by our late auntie, Queen Elizabeth, with the maximum capacity of 150 megawatts of hydroelectricity. There are now four large hydropower plants at Nalubaale, Kiira, Isimba and Karuma, with a combined generation capacity of 1,163 megawatts. Other sources such as Kigwabya and XsaboKonge Solar Power in Mubende have added another 888 megawatts. This brings the total installed electricity generation capacity to 2,052 megawatts. However, given the growing electricity demand arising from the new manufacturers, this is very inadequate and the available capacity will run out in about five years from now. When people talk of surplus, there is no surplus. It will very soon be overtaken.

17499 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 5 JUNE 2025 schools under the Uganda Inter-Governmental Fiscal Transfers (UgIFT) programme, bringing the cumulative total to 161 seed schools, out of the 259 planned. The majority of the remaining schools are progressing well and are on schedule for completion by June, 2025. The total number of Government-aided primary schools in the country is now 12,550. People normally talk of parishes which do not have Government-aided primary schools. But how many parishes are there in Uganda? It is because some of the parishes have got more than one primary school. Otherwise, 12,000 could have covered every parish because remember, the villages are 72,000 and they are normally about five or 10 villages in a parish. The primary schools, supported by the Government, are now quite many but some of the parishes may have more than one. The total number of Government-aided secondary schools is 1,416. The technical and vocational schools are 189 and Government degree-awarding universities are 12. That is the infrastructure of education in the country now. Clean water and sanitation The proper management of our water and environmental resources is a major contributing factor to public health, agricultural productivity and climate change adaptation. The National Population and Housing Census Report of 2024 showed that at least eight in 10 households now have access to improved water sources, that is, piped water, protected springs, etc. In 1986, only 10 per cent – that is one out of 10 households – had access to a clean and safe water source. Today, 81.1 per cent of the households in Uganda are in the radius of one kilometre from a safe water source. This is on account of the Government’s prioritisation of the construction of piped water systems in both rural and urban areas. Government has constructed a number of solar- powered piped water systems in the districts of Agago, Alebtong, Kayunga, Mityana, Pader, etc. There are ongoing construction works in other districts like Buhweju – for Bisya water supply system; Kasese – for Nyamugasani gravity flow scheme; Ala-Ora water supply system to serve the districts of Terego, Madi- Okollo and Nebbi, among others. Additionally, through the District Water and Sanitation Conditional Grant, the local governments have been able to boost access to improved water sources across the country. The local governments have constructed a total of 2,564 taps, serving 452,000 persons; drilled 709 deep boreholes, serving 212,000 persons and 128 protected springs, serving 43,000 persons. They have also constructed 109 rainwater harvesting tanks, serving 654 persons and 79 production wells. A total of 1,333 boreholes and 28 piped water systems have been rehabilitated across the country, thus restoring service to 417,000 persons. Regional integration The political balkanisation of Africa created small states, many of which have small populations. Uganda, with 46 million people, is one of the bigger states. The solution to this problem is regional integration. The whole of Africa has got a very high population of 1.4 billion people but this population is broken up into small units. Small populations mean small markets. The problem is compounded by a low purchasing power because of low incomes. So you have got small populations with low incomes. How will they support business? There are also problems in the regional market such as lack of roads and lack of communication to enable us to fully exploit the regional market. That is why, for instance, Uganda has undertaken the construction of the Mpondwe to Beni highway to ease connectivity between Congo and Uganda. If we mobilise the whole of Africa to remove all trade barriers, we shall no longer worry about being shut out of markets in Europe or the USA. In the Budget speech, I will speak more about this issue of integration. I think for now, let me finish so that people can survive and go home.

The IGG has just cleared that this land was not fraudulently acquired. I think two or three months ago, I wrote a letter to the Ministry of Lands, Housing and Urban Development to help us open up boundaries and demarcate. We are currently going to put roads so that we can have access to the whole land. Thereafter, we shall demarcate two acres per person. So, we are aware. I am one of those who directed that this land be bought. Thank you so much.

Sections 5 and 6 of the Act empower the advisory services to promote food security, household nutrition and income, provide agricultural advisory services, support technology development and linkages with farmers, among others. Moreover, this has been effectively and efficiently achieved by NAADS. The minority report notes that cash crops like tea and cocoa, which have no regulation agencies, are being promoted by NAADS. As a result of NAADS interventions, production in the tea sector has steadily increased in units countrywide and it has gone to 81,675 metric tonnes of tea in 2022, worth $38.36 million in comparison with the 50,055 tonnes produced in 2017. NAADS has provided dairy heifers, beef cattle, pigs, poultry birds and associated feeds. In order to improve livestock breeds, NAADS has promoted artificial insemination by distributing 39,371 doses of cattle semen and 33,399 litres of liquid nitrogen in partnership with the National Animal Genetic Resource Centre and Data Bank. NAADS distributed livestock input to various local governments across the country in addition to the distribution of livestock, fish fingerlings for tilapia, catfish and mirror caps, as well as the fish feed for income and the Government. In a bid to support storage, value addition and agro-processing, NAADS has set up community grain stores, milk coolers with their matching generators, maize milling equipment, feed milling equipment, rice milling equipment, among others. The entity has also established the following fruit processing factories: Yumbe Mango Processing Factory, Kayunga pineapple processing plant, Kapeeka multi fruit processing plant, Floki wineries in Bunyangabu for grapes and five mini dairy processing facilities. The minority report notes that Uganda has achieved - The NAADS - Now we are answering another question of whether the NAADS services have served the purpose for which it was established. NAADS has served 100 per cent of the purpose to which it was established. The main purpose was to promote food security, nutrition and household income, provide agricultural advisory services, support technology development and link farmers. This has been fully and efficiently achieved. Given that the main report was also concurring with the minority report, I wish to go to another question; whether NAADS services costs are so high that they drain the Treasury at the expense of service delivery. The answer is a very big, no. NAADS services do not drain the Treasury because of the following reasons:

14606 STANDING COMMITTEE REPORT [Ms Nabbanja] COMMUNICATION FROM THE CHAIR Mr Speaker, I asked a question when they were giving me this global award. I said, “Why me?” Then they played videos; there is when our country was hit by floods - in Kayunga; when we were going to Kawongo landing site, the vehicle stopped about five kilometres away. We used a small boat, and then after that, where the people were staying, there were no vehicles because they were cut off completely. I used a boda boda - they had that clip, which they played and said; “Service beyond self.” (Applause) Mr Speaker, they also had another clip, when we went to Ntoroko - I do not know whether my brother is here – (Interjection) - yes. We went to Ntoroko, and remember that time when we had people who were stuck in the waters. They had nowhere to go. All their land had submerged. We went there with a boat, and there was a crawling baby. They had that photo when a crawling baby was on top of the water, and the way we were giving them support. They also had another one, when I represented Mama, the First Lady, in Japan. We did a lot of communal work in Japan. They also added so many other things; I did not know; they were always following us. I want to take this opportunity, Mr Speaker, to lay on the Table this global award as an inspiration to other leaders.

Thank you, Mr Speaker. Kiteezi was a disaster waiting to happen. I express my heartfelt condolences to the bereaved families. My grief has been exacerbated by the information I have received from the area Member of Parliament, Hon. Muwada Nkunyingi. He has said that some of those who are homeless, hopeless, and devastated are from Mbale. You know Bududa is synonymous with disaster. This could be people who have moved from a frying pan to a fire. Most of the Internally Displaced People (IDPs) in Bududa are either in Kiryandongo, Bulambuli, Mbale, Kayunga, Buikwe, and/ or the suburbs of Kampala. I want to bear with the new minister and salute her zeal and zest with which she has come to this disaster preparedness ministry. Much as we have been lamenting about the ill- preparedness - and you mentioned it in your statement; the contingency fund - Mr Speaker, this fund is provided for in the Public Finance and Management Act. Most of the thorny issues revolve around limited funding or constraints in finances or lack of funding by KCCA - but we have a provision. Section 26 even gives the formula. Three and a half times - that is what is calculated. The annual appropriated budget of the previous year is supposed to be in the Contingencies Fund. However, this is not the case – (Mr Musasizi rose_) - no, I am extremely informed on this one. (Laughter) I know why you have not been allowed. Mr Speaker, thank you for the protection.

13812 PRIME MINISTER’S TIME [Mr Barugahare] Affairs) needs to work on together with the Parliament so that these matters are addressed as soon as possible so that these children’s homes get cars. I am inspecting the homes - I was in Mbale two days ago, Fort Portal the other day, and Masindi on Friday, I intend to go to Gulu next week and Arua a week after and then Kampiringisa. So let Parliament and Cabinet work together to have this budget for the juvenile and rehabilitation centres increased so that – (Interjections) - I will give you an example of Fort Portal remand home. It has a block with asbestos and these are condemned materials. So, why don’t we remove the asbestos and put iron sheets? We need to work jointly as Parliament and Cabinet to have this addressed. Hon. Nakato of Buyende raised the issue of having only Nakabango where 16 youths were selected from every district. So far the Government has started with 18 skilling centres country-wide in every sub-region but out of those 18, they allocate every district – like in the central region -Buganda, you have one in Kayunga but the capacity to hold so many is not there. That was a Presidential Initiative; the budget has not been expanded for the same. Hon. Okot Boniface thanked the President and the Government for celebrating International Youth Day on the right day. I want to thank the President as well for having allowed this to happen. Hon. Namugga raised the issue of the Shs 43 billion that was meant to be revolved as per the Auditor-General’s report and it has not been revolved. This will be investigated and we shall report back to Parliament.

Thank you, Mr Speaker. Once again, my name is Patrick Nsanja Kayongo, the Member of Parliament for Ntenjeru County South, Kayunga District. I am an Independent Member of Parliament and, for the record, we are 74 Independent Members of Parliament, including the Vice-President. (Laughter) Mr Speaker, this is my second term in Parliament and in the Ninth Parliament, I was Independent as well. I got the opportunity of closely interacting with the late. However, before I go into the details, let me take the opportunity to thank you, Sir, for organising this special session. Yesterday, when Parliament was called off, there were some disregards from a few Members, little did we know that the office of the Speaker was getting involved in the preparation of this special session. We are grateful, as Members of Parliament. Also, what must be known here is that death is a fact of life. We are grateful, Mr Speaker. Thank you. In times like this, a lot is lingering in our minds. Having interacted closely with the late, allow me to share two experiences – giving the background for the love I have for Karamoja subregion and the Karamojong people as a whole. Mr Speaker, in the Ninth Parliament, we lost a colleague, the then Butaleja Woman Representative, Hon. Cerinah Nebanda. I was closely involved in the collection of signatures for the recall of Parliament because, then, it was in recess. I was with Hon. Kiwanda Suubi, the then Mityana North MP. At the time we were trying to collect the signatures from the Karamoja subregion’s Members of Parliament, I can tell you that it was a good reflection because they exhibited the spirit of togetherness, collectiveness and solidarity. The other experience I can talk about is that when I joined Makerere University for my law degree, I met a Karamojong girl with whom I studied in the same class. (Laughter ) Mr Speaker, we have kept the friendship from 2004 to date and our friendship is like this - (Laughter)- tight. I can confirm to you that I did not find any difficulty in building a concrete friendship with the late and that is why most of the Karamojong Members of Parliament here are, indeed, my good friends. Mr Speaker - (Interjections) - yes, she is a friend and she is around town here. I would like to borrow the wording of the Rt Hon. Prime Minister while she was moving the motion. Somewhere on page 2, in her justification – I want to quote verbatim – she said: “The late Hon. Aleper was a competent professional in handling social and technical work. He was able to work in the field under emergency conditions and in a multi-cultural environment and this is ably portrayed in his career…” – giving the various departments where he worked and the positions he held. Mr Speaker, I would like to make it known to the Members here because in our interactions with the late, he used to emphasise the issue of loyalty and respect, especially when we are in a multi-party system of governance. Even in the arguments we had, we were wondering why party members were not giving enough respect to the top leadership of their parties.

13101 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 2 4 APRIL 2 024 (d) 1705- Rehabilitation and upgrading of urban roads. Status of the project 4.2.1 Status of Project 1558 - Rural Bridges Infrastructure Project Madam Speaker, this project focuses on improving connectivity in rural areas by constructing bridges and improving swamp crossings. The project also focuses on constructing cable-stayed footbridges and metallic ladders in mountainous areas. The project was formulated in 2019/2020 for a period of five years with the following targets: (i) 15 bridges to be constructed; (ii) 17.5 kilometres of swamp crossings to be constructed; (iii) 30 alternative bridge mechanisms constructed, which would include arc bridges, footbridges and metallic ladders; and (iv) 25 new bridges designed. The above outputs were estimated to cost Shs 300 billion over a period of five years. To- date, just a total of Shs 99.6 billion has been received, and out of that, this is what has been achieved: a. Seven bridges have been constructed, two bridges are under construction, and two other bridges have been procured; b. One swamp crossing of one kilometre has been constructed, eight swamp crossings are under construction, and one swamp crossing is designed for construction; c. 18 cable bridges and footbridges have been constructed, and one cable bridge is under construction; and d. Two metallic ladders constructed in the Elgon areas, and another metallic ladder is under construction. The details of these bridges and swamp crossings, cable footbridges, and metallic ladders are contained in Annex 6 of the document. 4.2.2 Project 1564 - Community Roads Improvement Project This project was developed to rehabilitate community roads across the country. The goal was to improve the standard of living of the rural community by improving their connectivity, accessibility to markets, and social and administrative services. Improved access inevitably leads to better farm-gate prices and increased production, reduced travel time, and transport costs, and improved access to social and administrative services. This project is also in line with the PDM as pillar two. The project was formulated in the Financial Year 2020/2021 for a period of five years with a target of rehabilitating 7,905 kilometres of community access roads. The estimated cost was Shs 391.6 billion. To date, only Shs 127.3 billion has been released and 1,392 kilometres of community access roads have been rehabilitated, 225 kilometres are still under construction. The details of the roads rehabilitated and those under construction, under this project, are in Annex 7. 4.2.3 Project 1703 - Rehabilitation of District Roads Madam Speaker, this project was formulated to support district local governments to reduce the rehabilitation backlog of district roads. Through this project, my ministry introduced low-cost sealing technology, which involves tarmacking of roads that carry traffic of less than 300 vehicles per day using locally available materials and non-conventional bituminous surfaces. Madam Speaker, through this project we introduced a technology called Probase, which is appropriate and applicable in tarmacking of medium volume traffic roads, for example, roads that carry up to about 3,000 vehicles per day. We have already tested this project and tested this technology on the Kayunga- Nabuganyi road and it is working well. We have also used it in Nansana and we are also going to use it to do the road from Kakiri to

When I inquired, I found out that in that forest reserve in Bbaale, there are some land titles owned by one of our flagship projects in this country, Kira Motors and Kayunga sugar. I wonder how a minister could break the law by obstructing an authorised officer from carrying out their official duties. Forest reserve is land set aside for forestry development. I wondered and they told me that the minister is a lawyer moreover from Makerere University - (Laughter)- Mr Speaker, if we do not harmonise with Ministry of Lands, most of the encroachment is caused by illegal land titles, which are created by the Ministry of Lands. Thank you, Mr Speaker. I would like to thank you for your time and patience that we have burnt our candles for the nation. I would like to start by saying water is life and the environment is health. With that in mind, it means that this budgeting process touches all of us and once more, I thank you for the time you have put in. Mr Speaker, you alluded to the fact that funds are allocated to the various Ministries, Departments and Agencies (MDAs), yet one of my sectors, the National Water and Sewerage Corporation has outstanding bills that have not been paid. I would like to say, Mr Speaker, that when we are budgeting like this, I think the allocated funds to the different MDAs for paying the utilities should come in accountability. It should be of interest to note that if funds were allocated, for instance, for water, but the water bills were not paid, where did the money go? I leave that to the House to help us. Mr Speaker, Hon. Siraji alluded to the refugee hosting areas. I would like to let my colleagues know that there are a number of interventions coordinated by the Office of the Prime Minister. As the Government, my ministry has partnered with the refugee hosting districts. We have incorporated the refugees in the tree planting which is going on because we have an open- door policy on refugees. Mr Speaker, I would like to thank Hon. Arinaitwe for the issue he raised. Unfortunately, you find government officials contradicting themselves. However, for information purposes, I would like to assure you that since then we have engaged ourselves with the Ministry of Lands, Housing and Urban Development. As you are aware, several illegal titles that were created are in the process of being cancelled and it takes a process which we set here. We have some incidences in Kayunga where we have been taken to court; Hon. Arinaitwe asked whether our forests are safe in Kayunga. We are in court defending what is in our mandate. In Bajjo, we have gone ahead to demarcate, put pillars and we are in the process of re-planting. As a ministry, we are trying to do what we can. However, we still have a challenge as a ministry. This House okayed the tree-fund which is supposed to help the ministry to do the tree planting and perhaps colleagues in this House could comfortably have seedlings to take to their constituencies. However, this has not yet been operationalised, but there is some engagement with the Ministry of Finance, Planning and Economic Development that we could use the budget we have within ourselves to cater for this. I thank the committee chairperson for having had a very passionate consideration and we have some allocation. Mr Speaker, Hon. Dr Didi also raised issues about our environmental officers who are in the district and are on the ground, but have little facilitation. I agree that we do not have much money that we have given them and we do not have many of them. You can imagine that we could have maybe one officer for the whole district. We have put them under Local Government. Supervising and coordinating them from the ministry is also becoming a challenge. If this House finds it fit, it would be prudent that they are brought back to the ministry for supervision and coordination for ease. As per now, they fall under the management and coordination in the function of the Local Government. That has created a gap between us.

The Government remains committed to the development of these projects and will provide further updates as they progress. Question No.4 This question came from Hon. Joy Waako, National Female Representative for Older Persons, and the question was that the Ministry of Gender, Labour and Social Development publicised the National Guidelines on Healthy Ageing, which were launched during the celebrations of the International Day of Older Persons on 1 October 2023, in Kyegegwa District. The guidelines are to be used by all persons, especially the older persons to manage their lives so as to attain optimum health, functioning and productivity. Under topic one of the guidelines on nutrition and toileting, it is observed that older persons have a tendency of restricting food, water and fruit consumption due to the fear of frequenting the toilet which sometimes are not user-friendly. This has negative consequences on healthy aging such as constipation and malnutrition. Prayer Which measures has the Ministry of Gender, Labour and Social Development put in place to avail user-friendly toilet facilities for older persons, especially in public places? Response Mr Speaker, the Ministry of Gender, Labour and Social Development, as a ministry in charge of disability affairs, is represented on the National Building Review Board (NBRB), whose functions include overseeing public buildings to cater for such matters of safety, health and inclusion. Mr Speaker, the ministry, through Occupational Safety and Health Department, is mandated to ensure workplace safety. This is done through undertaking occupational safety and health plan approval of public buildings and occupational safety and health inspections of all workplaces, including public buildings. A committee said that people in Nakasongola District, especially in Budyebo County, cannot reach valley dams because routes are blocked or too narrow, hurting cattle and causing damage to homes. They asked the National Forest Authority to build six‑metre routes along forest borders within six months and open alternative paths at Bamusuuta Dam within two weeks.

11701 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 7 FEBRUARY 2024 6. Payment of adequate compensation or restoration for the loss of public dams and resources, which are no longer recoverable. 7. And a declaration that the wetlands are only water catchment resources for the survival of the main animals. The committee adopted the following methodology; held meetings with petitioners, undertook physical visits, reviewed some documents, and desk review of the triangulation of data from various documentation relevant to the assignment. The relevant regime, Mr Speaker, in regards to assessment, the legal regime considered the Constitution of Uganda, the National Forestry and Planting Act, the National Environment Management Act, the Forest Management Plan, the Land Act, the Local Government Act. The demographics of Nakasongola Nakasongola District is located in central Uganda. It was created in 1997, prior to which it was part of Luwero District. The district borders the district of Apac to the north, Masindi in the west, Luwero in the south, and Kayunga in the east. The district is composed of three counties namely Kyabujingo County, Buruuli County, and Budyebo County. Nakasongola has a total population of 181,000. Mr Speaker, I can now skip through to the observations. Findings and recommendations The committee observed that the petitioners expressed dismay at the limited access of valley dams due to the fact that existing routes were either blocked due to the restrictions by NFA or were too narrow to contain large herds of cattle. This was evidenced by abandoned watering troughs in Bamusuuta Valley Dam. However, at Mikanzi Valley Dam, the committee observed that the animals had been drinking from the available troughs and were drinking from there at the time of the visit to the district, contrary to the petitioner’s claim. The committee observed that; (i) The existing routes availed by NFA were supposed to be jointly used by both animals and humans, thereby making the routes highly susceptible to traffic congestion. (ii) The available routes are in close proximity to residential areas, hence making the people’s property prone to destruction by animals. (iii) There is a need for NFA to avail alternative routes for the farmers to use the access valley dams, and the committee emphasised that the routes by NFA should be along the external boundary of the forest reserve and not through the forest in order to limit movement. The committee recommends that; (i) National Forest Authority fulfils its commitment to establish six metric-wide routes along the external boundaries of the Central Forest Reserve to facilitate movements of animals to existing water points within six months from the time of the committee visit. (ii) The alternative routes by Bamusuuta Dam should be opened up within two weeks from the time of the committee’s visit. (iii) The demarcation of the boundaries should be done in the presence of the district surveyors, NFA surveyors and the farmers, with the aim of GPS meters and GIS equipment to promote transparency. (iv) The Chairperson LCV spearheads the establishment of the proposed routes on behalf of the petitioners together with NFA and the District Local Government team to proper accountability. (v) Funds should be appropriated by NFA and the Government to facilitate the construction of proper routes with the aid of equipment such as wheel loaders along the proposed six-metre routes.

I tell you, Mr Speaker, even during that time of “ Nyege Nyege” , where my people would enjoy, they never enjoyed because they had no access to “ Nyege Nyege .” Somebody had to pay about Shs 2 million – (Interjection) You see, it is not all about “ Nyege Nyege”, but we also used to use the same route to cross to Kayunga, but up to now, my people cannot use it to cross to Kayunga. Mr Speaker, NFA needs to be like Uganda People’s Defence Forces (UPDF) and I am sorry to say this, but you see, when UPDF goes to a community, they show them the reason as to why they are there. They are close to the people and if NFA can implement the Act as it is by giving the locals the feeling that they are part and parcel of the forest reserve, we shall have forests in this country.

11581 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 Introduction Mr Speaker, FMD is a highly contagious viral disease that affects all cloven-hoofed (two hoofed) animals. These include cattle, goats, sheep, pigs and wild animals such as buffaloes, deers and antelopes. The disease spreads very fast, through close contact between infected and non-infected animals. The disease is transmitted through aerosols (fluid droplets) breathed out by infected animals and contact with affected surfaces. The aerosols can be transported by wind to far areas. The affected animals get wounds in the mouth, feet and teats in female animals. FMD is the most dreaded disease in international trade of animals and animal products. Countries that have eradicated the disease do not allow trade with affected countries, or those that control the disease by vaccination. The disease causes significant economic losses to the farmers and to the country due to disruption in animal production, productivity and in trade of animal and animal products. Scientists and economists have estimated the economic cost of FMD to a farmer per unit livestock to be $20 per infection. The cost can be higher with repeated infections. Our target, therefore, as Government, is to not only control the disease but eradicate it. Mr Speaker, the ideal situation that enables any livestock producing country to fully control and eradicate FMD requires the following interventions: i) Undertaking a bi-annual compulsory vaccination exercise of the entire susceptible animal herd in the country (all two hoofed animals; cattle, sheep, goats and pigs). For purposes of universal coverage, compliance and bio-security considerations (since vaccines are live organisms), governments normally offer the vaccines as a public good. This, however, varies from country to country, depending on the number of animals and the budget implications for buying the vaccines recurrently. ii) Another control and eradication approach is the “test and slaughter” followed by safe disposal of the carcasses (burning and/or burying). When the veterinary authorities confirm the outbreak, they determine the affected animals and those at risk for destruction. This, however, is followed with compensation by the government, which is a very expensive practice. This is the practice in developed livestock-producing countries like the United Kingdom, among others. You kill or destroy, but compensate the farmer. iii) In addition to the above, movement control restrictions (quarantine) are always imposed either in part or as a whole in the affected geographical location depending on the epidemiological assessment by the competent authorities. The competent authorities, Mr Speaker, are veterinary authorities. These animal movement restrictions, however, are temporary measures to disrupt transmission but their duration depends on the discipline and compliance of the different stakeholders (farmers, traders, processors and enforcement agencies) and also on the country’s ability to implement interventions (i) and (ii) above. Current situation in the country Mr Speaker, there are 36 districts currently affected and under quarantine. These are; Budaka, Bukedea, Bukomansimbi, Bunyangabu, Butaleja, Fort Portal City, Gomba, Ibanda, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiboga, Kibuku, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mbarara City, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Namisindwa, Ngora, Ntungamo, Rakai, Rwampara and Ssembabule. These include; Apac, Amolatar, Bugiri, Bushenyi, Butaleja, Hoima, Iganga, Jinja, Kabale, Kaberamaido, Kaliro, Kamuli,

As Parliament, you do not want to have a situation whereby one day, you will be accused of fighting Foot and Mouth Disease (FMD). We put a quarantine, Parliament came and stopped it and therefore, we allowed it and it went on. This is why I felt that it would be imperative for the minister to bring a statement here and then we debate it and put him on the spot-on issues of the law and what he would have told us here. But then again the urgency of it - I know some of these districts depend on cows and their children are going back to school. What are we going to do about it? Honourable colleagues, are we going to resolve that go and lift the quarantine so that people sell cows and you cause another crisis? You know! It is better we have ministers here and they give us clear information. Hon. Kivumbi, do you want to guide on the same? COMMUNICATION FROM THE CHAIR

Madam Speaker, it is true I was in Ntoroko together with all the teams from the Office of the Prime Minister. We identified three issues and agreed that we needed to move people. The challenge then – he is aware that the neighbouring land is Semuliki National Park. We even went to the extent of coming up with a resolution that we could de- gazette part of that land. They then said we have to change the Constitution. We left that path and agreed that we get people who can sell land to the Government. Since that time, I am just getting information now. Because some of the facilities had been submerged, we relocated and constructed a health centre III. Madam Speaker, the Office of the Prime Minister is doing a lot. Now that we have people who are willing to sell their land, we shall get to Ntoroko and buy that land for the people. We even bought land in Kayunga. Honourable members, everybody is aware that there are a number of factors that affect the cost of a kilometre of road. I will give you an example of Entebbe Express Highway and Entebbe International Airport. The President directed me – remember we were testing COVID-19 in one of the facilities. Now we are completing Entebbe Airport using our army brigade at a cost of only Shs 15 billion and yet China Communication Construction Company (CCCC) wanted to complete that work at Shs 36 billion. The President has been asking us and Parliament; can’t we build our own capacity? Because most of our local contractors do not have money, they simply borrow and the cost of our roads construction pays the interest to the banks and yet these banks are very expensive. We end up paying almost three times as much. For example in Financial Year 2021/2022, they said that Hon. Nabbanja, together with the Ministry of Relief and Disaster Preparedness, were struggling for Shs 5 billion. Do you remember that circus? The Prime Minister’s Office contracted the army brigade and out of Shs 5 billion, we were able to buy 200 acres of land in Kayunga - Mama is there. We were able to construct a primary school at Shs 680 million- The contractor wanted to construct it at Shs 1.4 billion, but we constructed it at Shs 669 million. I will bring a report here for you to appreciate. Using the same Shs 5 billion, we were also able to construct a health facility called at Rwampanga at Shs 1.05 billion. Mr Speaker, this is a ministerial statement about incidents involving security officials, the National Unity Platform (NUP) President and some NUP Members of Parliament in the Kampala Metropolitan Police Area and Kayunga on 5 and 9 October 2023. Introduction Mr Speaker, you directed that a statement be made by the Government in response to the incidents of Thursday, 5 October 2023 in Entebbe and in Kampala, as well as on Independence Day, Monday, 9 October 2023 in Kampala Metropolitan Police Area and Kayunga District, involving NUP party leaders and some party supporters respectively. Background In the months of August and September 2023, we witnessed nationwide mobilisation tours, and opening of party offices by the NUP party president in the various parts of the country. These tours were punctuated with some incidents of public disorder, damage to property, fatal and serious traffic incidents, as was the case in Hoima on 11 September 2023, as well as inciting violence and uttering defamatory statements against the person of the President of the Republic of Uganda. Our country is governed under the law that creates rights and obligations for all manner of people including the citizens as well as the law enforcement agencies. That is why, consequent to the stated infractions, the police sought a commitment from the NUP organisers of these activities to avoid the repetition of these breaches and to ensure orderly and regulated conduct going forward.

10567 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 17 OCTOBER 2023 On 9 October 2023, NUP leaders and supporters arranged to have a parallel Independence Day celebration in Kampala at Kamwokya. They intended, thereafter, to make a disruptive illegal procession from there in order to depict the national celebrations in Kitgum as a sham. They also intended to announce their next course of action during this function. Part of the mobilisation was under the guise of holding prayers for their alleged fallen comrades and those in prison. As a result of their proclaimed aims and anticipated consequences, security intervened and disrupted their intended illegal activities. Consequently, 14 of their leaders were arrested, detained at Kira Road Police station, charged and later released on police bond the same day. There is a prescribed way of doing everything appropriately in all civilised societies. There are also designated places for particular activities, including, by analogy, the activities of this honourable House and holding prayers. Where they are to be conducted in places that are not ordinarily where they are usually conducted, there is an official process of designating such other chosen places for these functions, as and when this is desirable or required. The Kayunga incident of 9 October 2023, involving the area MP and others, was dubbed, “Black Independence” - Ennaku Y’enfuufu celebration that was organised by Hon. Charles Tebandeke, Member of Parliament for Bbaale County in Kayunga District. He and others mobilised to hold demonstrations purportedly over the delayed tarmacking of the Kayunga- Bbaale-Galiraya Road on Independence Day, 9 October 2023. He had written to the Inspector General of Police notifying him about the intended activity and was advised by police to raise the said grievances in Parliament, where he is a representative of his people. The timing of this planned activity was also intended to tarnish the National Independence Day celebrations. The honourable MP and some of his supporters, however, chose to defiantly continue with their intended unlawful activities. Some of the groups that had been mobilised started burning tyres in the areas of Gayaza trading centre and Bbaale County in Kayunga district, which vindicated the advice given to him by the police to call off the planned activities, having anticipated riotous intentions by the organisers, as it eventually happened before they were dispersed by law enforcement and calm was restored. Two individuals were arrested and charged with inciting violence vide Bbaale SD REF: 16/10/2023, and these were: Mr Ronald Kawuzi, male adult aged 23, resident of Gayaza village and Mr Moses Dwaya, male adult aged 29 of Gayaza village in Bbaale Subcounty. Their case file is with the Resident State Attorney for perusal and sanctioning. From the foregoing, the incidents and the response of law enforcement arose from the intent and activities to cause public disorder and breach of peace in the stated places. The Police will and should fulfil their mandate and utilise their authority and powers given by the law to keep law and order and to maintain public order and peace for the common good of all. The repeal of Section 32 of the Police Act (CAP 303) and the Public Order Management Act did not remove the mandate of the police to keep law and order, as provided for under Article 212 of the Constitution, as well as the relevant provisions of the Police Act. Where there is a breach or the police detects a likelihood of breach of the law or threat to public order and safety, action should and will be taken. It is also reasonable, in some instances, to act pre-emptively where a breach is imminent, relying on available and credible intelligence, rather than waiting to react, which may be very disruptive and expensive. The law enforcement agencies, depending on the circumstances of different scenarios, will always strive to ensure that law and order, as well as public peace and safety, are safeguarded. In conclusion, the Government shall, at all times, promote human rights and the rule of

“There is also Ssezibwa Bridge which connects Nakasongola to Kayunga; that place is not secure.”

Thank you, Mr Speaker. I rise on a matter of national importance. On 25 September 2023 at 9.30 p.m., unknown assailants murdered three people in my constituency namely; Julius Mutimba, his wife Resty Nakayima and their daughter, aged six months. These assailants used swords and killed these people who were coming from Nalubobya from their clinic, and were going back to their residence in Bamugolode. Nakayima Immaculate was the woman councillor for Bamugolode Parish and she was the Secretary for Education and Health for Kalongo Subcounty. The police arrested one suspect and they have the suspect in custody at Nakasongola Police Station. However, the suspect has not been taken to court since 26 September 2023. My prayers: The police should investigate and arrest the remaining assailants and have them brought to book. The Ministry of Internal Affairs should put police posts in strategic areas. For example, when you go to Bamugolode Trading Centre, it is equivalent to some town councils. It is a big town without the Police. Mr Speaker, there are also some other outlets which these assailants and thieves are using. There was a police post in Kaleile, but it was removed. There was another one at Kalungi, it was also removed. There is also Ssezibwa Bridge which connects Nakasongola to Kayunga; that place is not secure. We need a police post there. The Ministry of Internal Affairs should increase manpower. You go to a police post and find three policemen with three guns; there is a problem. I want to encourage the Ministry of Internal Affairs to take it up and add manpower. I beg to submit.

No, I withdraw the statement. Mr Speaker, the kind of maintenance being done is a mere collection of mud and silty soils beside the road, which is heaped and compacted. It lacks the marram that makes it a real concrete marram road for usage yet the road is very busy with trucks that carry sugarcane regularly from Galiraya and other places. During the sunny season the dust is too much. The cyclists and pedestrians can neither see behind nor in front. This causes serious accidents where people have lost lives. I pray that the Ministry of Works and Transport accounts for such regular kind of work done by UNRA along the Kayunga-Bbaale-Galiraya Road. Secondly, Government updates us on how far the engagements on upgrading this road have reached because it is a road that is used by very many investors. Even as I speak, I guess there is someone being crushed by a truck. 12 people in three days is an average of three people dying per day. Mr Speaker, I also pray that as a norm, Government compensates the families of the people who died not out of their own making but may be due to the work being -

Thank you so much, Mr Speaker. As a Committee on Science, Technology and Innovation, based on our mandate, we took a visit to a number of projects where TRIDI undertook the sericulture project. Sericulture is the growing of silk worms and silk worms are fed on mulberry leaves. This is a project that came into being under the Innovation Fund, which His Excellency, the President advocated for saying we should give more funds to scientists to innovate. One of the principal investigators wrote a project, which was successful, titled, “Evaluating the Utility of Sericulture and Apiculture Technologies and Innovations as tools for Household Wealth Creation and Employment Generation in Uganda.” This project was carried out in 24 districts. I am sure some of you, Members, could be having a lot of information about some of these projects, which are in your districts. So far, Government has injected Shs 31,235,912,000. As part of our mandate, we noted that there were a number of management challenges and so, we took it upon ourselves to go and visit these projects. We had also received a petition from Sheema Sericulture project because of the way the project was being handled. It is based on this background that we visited the areas of Bulambuli, Mukono, Kayunga, Kamuli, Iganga, Kween, and Sheema. The report is already uploaded. Members can have a look it. Because of time, I am going to go straight to the observations and later, I will go to the way forward.

…that a man favoured wins to replace a noble man, the Rt Hon. Speaker. The script that the Government has recurrently read from has formed the cast to cast a grim theatre in Kayunga and recently in Bukedea. The ghastly stain on the state of democracy undermines the principle that holding regular, free and fair elections is the hallmark of building a democratic society, especially that we feature very embarrassingly on this front as a country. It is concrete proof of the failure by the Government to offer and manage the basics of an election and a vote of no confidence in the Government and its rhetoric that democracy can be a principle of reference in Uganda. The wanton electoral irregularities like ballot stuffing, voter bribery and use of force, and intimidation by security operatives and other government officials exhibit a high degree of primitivism. We, therefore, re-emphasise the need for constitutional and electoral reforms targeted at enhancing democracy, rule of law and constitutionalism in the country.

8591 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 10 MAY 2023 scrapped some of the police stations, creating a vacuum and a challenge for us who have vast areas in the remote places that need security. Therefore, it is my polite request that the Minister of Internal Affairs - since he is not here - but this is a matter of legality and the Attorney- General is here, can create for us foster measures on how to curb the ongoing undefined murders in our society, and specifically, I would beg, by powers entrusted to the Attorney-General - because even the directive was not properly scrutinised - to reinstate Nakyesa Police Post in order to minimise such incidences. Away from that, Kayunga District is becoming a place affected by the same incidents. Mr Samanya George of Busaana-Kiwangula in Wanteete Parish was also murdered in the afternoon. Mr Speaker, the health sub- programme has 29 reports. Allow me to cruise through and slow down, where I think we need some more clarification and more explanation. There has been a decline from 7.3 per cent of the health sub-programme budget in relation to the total budget to 6.5 per cent. I would like to draw your attention to page 9, table 3.2 which shows the overall health sub-programme budget for the Financial Year 2023/2024. The categories are; wage, non- wage, domestic development and external development. Mr Speaker, you can see from the Financial Year 2022/2023 to Financial Year 2023/2024, there has been an overall decline of Shs 181.86 billion, which represents a negative drop of 6.8 per cent. However, there were projected increases in wage and non-wage of Shs 48.16 billion and Shs 54.97 billion. The decline was in domestic development and external development. One of the factors that were attributed to that was that some of the projects were exiting, and a ban on development. Mr Speaker, I would like to draw your attention to page 11. I encourage IT to flash it up, that is, table 4. It shows the specific allocations for various Votes, that is, the Financial Year 2023/2024 and it gives us the nominal change for all the Votes. For Financial Year 2022/2023, it was Shs 2.679 billion, for Financial Year 2023/2024, Shs 2.497 trillion, meaning there was a negative drop of Shs 366 billion. I would like to draw your attention to page 13, table 5 on Vote-specific allocation for wages. We see an increment of wage across all the Votes combined, of Shs 48.16 billion. That represents an increment of Shs 16.7 billion. Let me now go to the committee observation and recommendations. Under the Ministry of Health, there have been health budget cuts to the tune of Shs 181.86 billion. The committee recommends that Parliament reverses the proposed cuts under non-wage amounting to Shs 74.5 billion and adequately provides for resources to facilitate the provision of subventions to the affected services in order to avoid a likely crisis during budget implementation in the Financial Year 2023/2024. Mr Speaker, there is an annex attached; Annex A shows the subventions that were affected. In Annex A, there is an allocation to private not-for-profit hospitals. These play a very big role in the health service delivery in this country and they have been affected by these cuts. I beg that the budget cuts are restored. Otherwise, there has been a budget cut to Uganda Red Cross services. Uganda Red Cross Service is usually the first responder whenever we have emergencies. They are also involved in blood recruitment drives. Otherwise, we foresee a situation of inadequate blood in the country getting worse. Mr Speaker, I would like to draw your attention to table 12 which shows staffing levels for the newly elevated hospitals. On page 26, there is an inadequate budget for wages - and this cuts across all hospitals - to the tune of Shs 40.78 billion. Table 12 singles out the regional referral hospitals of Entebbe, Kayunga, Yumbe, Kawempe and Kiruddu, which shows positions filled at 28 per cent, 24.7 per cent, 23 per cent, 33 per cent and 35 per cent. Kawempe, for instance, delivers between 60 to 100 babies per day, yet their staffing is at 33 per cent. It is our humble wish that these wage percentages are increased between 65 and 70 per cent which tantamount to an increment of Shs 40.78 billion. Mr Speaker, I would like to draw your attention to page 28 on inadequate funding to support the renovation and equipping of hospitals. The committee recommends that an additional Shs 24.1 billion be provided in the Financial Year 2023/2024 to ensure the renovation and equipping of hospitals and health facilities is fast-tracked as a means of decongesting

Thank you, Mr Speaker, for the opportunity. I also thank you for putting our report on the Order Paper. Before I present my report, I beg to lay on the Table the minutes of the proceedings of the committee in respect of the matter, together with a contract document for the provision of consultancy services, as Owners Engineer for Isimba Hydropower Project between Uganda Electricity Generation Company Limited (UEGCL) and the Artelia and others. I beg to lay. This assignment was committed to us way back in August last year, but the recommendations of this committee are very much alive although this matter has taken quite long. During the Plenary Sitting on 18 August 2022, Hon. Ruth Nankabirwa Ssentamu, the Minister of Energy and Mineral Development made a statement to this Parliament on the total emergency shutdown of the 183 Megawatts Isimba Hydropower Plant located in Kayunga District. Following the debate that ensued on the matter, the presiding officer referred the matter to the Committee on Environment and Natural Resources for further investigation. In response, the Committee on Environment and Natural Resources undertook an oversight field visit on 6 September 2022 to the power plant in Kayunga to investigate the circumstances surrounding the emergency shutdown. This is the committee’s report being presented in accordance with Rule 189(a) and (e) of our Rules of Procedure. Background -

Madam Speaker, it was demolished. They alleged that it carried some ghosts and that some women were suffering miscarriages because of that machine. I do not know. Disaster Risk Management Plan The Disaster Risk Management Plan was approved by Cabinet and presented before Parliament in November 2022. The document was launched in a bid to attain donor support on 21 September 2023 with a letter requesting for support also written. Funds are still being awaited from the Ministry of Finance, Planning and Economic Development to embark on the implementation of the planned activities. Disaster Preparedness and Management Bill The regulatory impact assessment was conducted and the principles are ready to be tabled before Cabinet this April. A tentative roadmap was developed as we await the approval of the principles. Resettlement through physical relocation and cash transfers to vulnerable households Following the completion of the additional 42 houses in Bunambutye Resettlement Area in Bulambuli District, a team is on the ground right now to ensure that 42 households that are highly prone to landslides are relocated and resettled from across five districts in Elgon subregion by the end of this week. This shall bring the total number of houses completed in Bunambutye to 305. An additional 50 houses have been planned for construction during quarter four of Financial Year 2022/2023. Further to the above, we are implementing a cash transfer strategy that was approved by the Cabinet on 12 September 2022 as a suitable option to resettle people at risk of landslides in Elgon sub-region. With the support of Give Direct International, a partner, 4,000 households have been targeted from the high-risk districts of Bududa (2,050), Manafwa (900), Namisindwa (500) and Sironko (550). Identification and registration in Bududa District has been completed for 2,116 households and validation is ongoing. Registration is on-going in Manafwa to be followed by Sironko and Namisindwa districts respectively. Each registered household at high risk of landslides in Elgon sub-region will be supported with around Shs 17 million. Shs 10 million is from the Government of Uganda and the NGO – Give Direct – will give Shs 7 million to each beneficiary. The internally displaced persons (IDPs) in the districts of Kasese, Kayunga and Ntoroko Land was identified and bought to resettle internally-displaced persons from the districts of Kasese and Kayunga. A total of 200 acres has been secured in each of the districts.

The health management and response teams are handling COVID-19 as well as Hepatitis B and extending effective services to host communities and refugees. Madam Speaker, we enjoin our political leaders and other community leaders to take lead in the vaccination and screening exercise of COVID-19 and Hepatitis B so that the population embraces the exercise to save the host communities and refugees in Adjumani District. Hon. Norah Bigirwa Nyendwoha, Woman Representative for Buliisa, said that many parts of the country are facing drought, which is affecting the production of food and cash crops. The farmers are entering the first season of the year and usually, it is very short with little rain. Government, over time, has been promising to support Ugandan farmers - both small and large scale - with irrigation schemes for the farmers to access water for production. However, this seems not to have taken off and many farmers are worried. Her prayers are that: I should assure this House and our farmers the extent of Government’s assurance to access water for production. When is the Government fulfilling the promise on the solar power irrigation systems? My response is that the Government has continued its efforts to invest and improve access to water for production. The Government, through the Ministry of Agriculture, Animal Industry and Fisheries, is supervising the construction of six irrigation schemes in different parts of the country including Mubuku II, Doho II, Ngenge and Rwengaju, to mention, but a few. Construction of the irrigation schemes including Acomai in Sironko and Atari in Kween have started. The Government has supported farmers and farmer groups by installing solar-powered irrigation schemes in various sites in the districts of Ntungamo, Hoima, Mubende, Kamuli, Koboko, Kumi, Kabale, Mukono, Kiboga, Buvuma, Ssembabule, Kayunga, Yumbe, Kaberamaido, Kaliro, Buikwe, Masindi, Butambala, Bukomansimbi, Kapachorwa, Iganga, Kaabong, Rukungiri, Amolatar, Adjumani, Mbale, Pader, Rukiga, Nakaseke and Katakwi, among others. This is to promote adoption of improved and efficient water for agricultural technologies for the crops and livestock. The Government has constructed over 1,555 valley tanks with a total holding capacity of 10,840,000 cubic metres in order to address the challenge of water for animals, especially in the cattle corridor and drought prone districts. Honourable members, even Buliisa will eventually benefit. Hon. Geoffrey Macho, Member of Parliament for Busia Municipality asked that Busia Boarder Seed Secondary School is located in Mukungu B Village, Central Parish, Eastern Division in Busia Municipality. The school was started in 2019 and had an enrolment of 497 students by the close of year 2022. The school was started as a response to Government’s policy of having public secondary schools at subcounty level. It also came as a result of a Presidential pledge. Though Busia Municipality donated land of approximately 25 acres, the Government has not come up clearly to ensure that people benefit from the Uganda Secondary Education Expansion Programme (USEP). His prayers are that: 1. The Ministry of Education and Sports comes out clearly on the USEP in relation to this school before term one of 20 – Madam Speaker, these questions came earlier, but since we have not had a chance – it says at the start of the term. 2. The ministry should implement the Presidential pledge.

Thank you, Madam Speaker. I want to refer to the statement by the minister, which she has just presented on the Floor. In that statement, she informed Parliament that 200 acres of land have been procured to resettle the people in Kayunga who are affected by the recent floods. I want to extend my sincere appreciation to the Prime Minister, because when you directed her to visit, she indeed conducted several visits, and she delivered relief items. She is now working on the road that had been washed off by the floods and she has bought us land. My only issue is that she bought only 200 acres, yet we have over 5,000 people who are affected. This land is so small and it cannot accommodate each and every one. My simple request is that the Prime Minister considers procuring more land because we will have more land. She assigned the Attorney-General and the Minister of Lands to take up that matter. Indeed, they tried to do that and they sent surveyors, who surveyed other portions of land, but all those have not been paid. We pray that money is located to have these other portions of land paid for such that we can resettle the affected persons because we do not even know who to settle, and who to leave out. That is already an issue. We thank her so much and request that she responds as soon as possible.

7226 THE PHYSICAL ACTIVITY AND SPORTS BILL, 2022 As of June 2022, the total asset value of paved roads is estimated at US$ 5.2 billion and the replacement value at US$ 6.9 billion. This shows an asset loss of 21 per cent. The total asset value of the National Road Network, including unpaved roads and bridges, is about US$ 7 billion with a replacement cost of US$ 9.5 billion. International best practices in road maintenance dictate that about 3 per cent of the replacement value should be availed for preventive maintenance each year. Over the last nine years, however, allocation to maintenance has been an average of about one per cent of the value of the road network against the requested budget of Shs 690 billion per year. This allocation is only enough to maintain about 24.5 per cent of the national road network. It is for this reason that we have a backlog of maintenance and often let most roads slide into rehabilitation and reconstruction stages before intervention. Requested budget for adequate maintenance From the recent analysis, about 28 per cent, that is 1,590 kilometres of the paved road network was found to exhibit wide cracking and moderate roughness, which triggered periodic maintenance while seven per cent has severe to warning roughness and this requires light or heavy rehabilitation. A case in point is Kampala-Masaka road. Furthermore, there are about 8,800 kilometres of unpaved roads that are due for upgrading because of the increased traffic volumes on these roads and they have been identified under NDP III. This category requires increased periodical maintenance. Even if they are still in their gravel stage, we need to maintain them and respond, especially when heavy rains happen and they damage the structures. It is therefore recommended that at least Shs 690 billion per year be allocated and committed to sustainably undertake preventive maintenance of the national road network. This figure shall be updated annually, depending on the annual assessments undertaken. In conclusion, before we embark on a structural sustainable maintenance strategy, we need to complete the ongoing projects. We cannot start new projects. As guided by the National Planning Authority, commence projects with confirmed external financing, reduce the current maintenance backlog created by inadequate allocation of maintenance funds and reconstruct aged and damaged small bridges, for example, the Sezibwa Bridge on Kayunga Road. In summary, the cash flow requirements for the national roads and bridges can be stated as follows: i) Total funds requirements for all ongoing periodic maintenance, rehabilitation, upgrading projects and bridges projects is estimated at Shs 3.26 trillion over the next three years. This necessitates an allocation of about Shs 1 trillion per financial year in the medium term. ii) Total requirement for rehabilitation projects under procurement and Government of Uganda counterpart funding for externally-financed national road upgrading and town roads project is approximately Shs 1.2 trillion in the medium term. This necessitates an allocation of about 20 per cent advance payment, which is about Shs 240 billion in the next financial year to enable commencement of civil works on these roads. iii) Total requirement for national road upgrade projects in procurement but without confirmed source of funding is approximately Shs 3.7 trillion. Most of these projects were proposed for financing under the alternative financing mechanism whose terms and conditions appear to be very stringent for the potential contractor and Ministry of Finance is yet to advise on the way forward. However, the little we understand is that the Ministry of Finance says it may not be tenable to employ this kind of funding. [Gen. Katumba] MINISTERIAL STATEMENT

7227 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 1 MARCH 2023 iv) Total requirement for critical national roads and small bridges assessed for immediate maintenance intervention is estimated at about Shs 1.2 trillion. Therefore, in light of the budget suppression and inadequate releases, it is our prayer that adequate resources are located to prioritise and clear the following backlog: i) Ongoing national road projects ii) Counterpart funding for externally- financed national road projects and procurement because these attract interest if we do not implement them and already, the contractor is on site. If they are not financed, they will charge for idle equipment. iii) Rehabilitation projects under procurement. Some of these are very critical as you will see in the tables, for example: Mutukula- Kyotera-Masaka, Kikolongo-Bwera- Mpondwe, Nebbi-Goli and Nebbi-Arua. These are very critical roads, which we need to respond to now. iv) National roads and bridges assessed for immediate periodic maintenance and intervention v) There are a number of bridges, which are very critical and we cannot afford to postpone. For example, the Sezibwa Bridge I was talking about on Kayunga Road is over 70 years old and it is really gone. Katungulu Bridge in Kasese needs intervention as well as other bridges on major roads. Madam Speaker, in the document, there is also another set of documents, which give the details about the DUCA Roads (District and Urban Community Access Roads.) In that document, you will find reports about the damage on our national roads, which happened during the rains where regions and districts have submitted for intervention. We visited the sites and costed them. There was a directive that we get money to intervene immediately after the rains but we have never received any money. Therefore, those roads have remained in those bad conditions - that is on the DUCAR network. Also in the document, you will find ongoing projects which we are implementing, including the names of the contractors carrying out those projects. That is so that you can also be able to supervise and check on some of those projects. There are many tables - I do not know if I can comment on some of them or I leave Members to - The Members must have gone through them and they can raise issues on specific ones. Thank you, Mr Speaker, for the opportunity granted. I appreciate the Chairperson of the Committee on Physical Infrastructure for the report which is well elaborated. I have also noted the enormous challenges that affected the performance of the physical infrastructure action onto our roads. Mr Speaker, to my dismay, the committee did not note the comparison between the action taken on a number of resolutions we passed here. Also, the matters of accountability are not yet well elaborated; we admit that. However, Mr Speaker, I remember in August last year, I raised a matter of urgent national importance over the same and over my road, the Mbale-Kayunga-Galilaya Road and the only affected area just on the portion of the road - four kilometres out of 89 kilometres that are affected was submerged by water from the tributary of River Nile and the swamp and you did direct the honourable minister – and unfortunately he is a potential minister. I may not bring a motion to censure to him – (Laughter) - but you directed him to go and visit the area and carry out a survey on how to help the people over there. Mr Speaker, we have lost four people on just the four-kilometre section of the road that was submerged by water. Now, if the able Government, as you call it, cannot work on the section of only four kilometres that was affected out of the 89 kilometres where people are suffering with dust and potholes, how are we going to convince Ugandans? Much as the finances have been affected, even the minister failed to go on the ground. What are we going to tell our people? Mr Speaker, this matter is beyond just lamenting, but I am resorting to shading tears over here; in this House. I beg that the minister today gives me a direct answer; a take-home answer to my people who have lost their dear ones - who have lost their daughters, who are failing to go and achieve any would-be services across because the water submerged the road. Can this Government really show us mercy and give us an answer to explain to the people who are suffering, much as the finances are low. I beg to submit.

6761 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 17 JANUARY 2023 Madam Speaker, uncontrolled encroachment on forest land, illegal harvesting and titling renders the future generation vulnerable to the impacts of climate change. Uncontrolled deforestation stands as number one of the major threatening factors against the sustainability of the environment. Deforestation de-stabilises the ecological and environmental functions (soil and water conservation) – we always attribute loss of soil fertility to very many factors, but the moment we have no forests, the deterioration of soil fertility will be high and so, the functions of trees render the areas vulnerable to externalities. We have significant encroachment on forestS like Budongo Forest, which has been encroached on by Kakira Sugar Works. Bugoma Forest has been encroached on by Hoima Sugar and Mabira Forest in Lugazi has been encroached on by Lugazi Sugar Works. Other forests that have been encroached on include: 1. Kisisita Central Forest Reserve in Ssi Subcounty; 2. Malibwe Forest in Ngogwe Subcounty in Buikwe South Constituency; 3. Namyoya and Namanve in Mukono; 4. Bajjo 5. Kiula and Wamale in Kayunga; 6. Mbarara Central Forest Reserve; 7. Mugomba and Kitubulu in Wakiso; 8. Lutoboka Central Forest Reserve in Kalangala; 9. Lira Central Forest Reserve; 10. Rwamunda and Walumanyi in Mpigi; 11. Luweero and Butebe; and 12. Other forests in Kabarole, Kiboga, Masaka and across Uganda. At the moment, there are over 1000 illegal land titles fraudulently created on central forest reserve land under the watch of the National Forest Authority (NFA) and Government is not doing anything enough to evict encroachers. Madam Speaker, we have a big problem created by licensees of the NFA who do not comply with the terms and conditions stated therein such that in the process of restoring degraded areas of the central forest reserves, they have instead cut down, destroyed and completely removed the natural forests in the central forest reserves and planted pine and eucalyptus trees on the bare forest land created. The most affected areas that we visited are Mabira National Forest Reserve, Uganda’s natural heritage that has been left along Jinja Road, while its integrity internally has been deplorably destroyed as NFA looks on. Natural forests and plantations play important roles, which are recognised locally and internationally, in terms of inter alia, biodiversity conservation, climate stability, carbon sequestration, water catchment, medicinal and the production of various forest products for livelihood improvement. Madam Speaker, when we retain pine and eucalyptus alone and do away with the rain forests, many of these functions and benefits can no longer be got from the gazetted forest reserves. A total of Shs 628 billion was approved in Financial Year 2022/2023 for actions to mitigate and adapt to climate change. The first activity was to resurvey and mark 6,200 square kilometres of boundary to increase the national forest cover from the current 12.4 per cent to 15 per cent and restore 850 square kilometres of wetlands and forests. The other provision in that budget was demarcating and gazetting of central forest reserves and wetlands and also eviction of encroachers on forests and wetlands. The process of cancellation of titles in wetlands had started. However, no significant funds were allocated for actual tree planting to restore significantly deforested areas. We have tree nurseries, but the dissemination of tree seedlings is left to volunteerism. The NEMA efforts to restore forests are selective in that major encroachers are side-lined as efforts are concentrated towards driving away small encroachers. Unless this is halted, we risk losing tree cover by 2040. There are some

“Madam Speaker, my humble plea is that you help intervene to repatriate the remains of Lydia Aliba, a daughter of Kayunga, and more so, next to the village I come from.”

Thank you, Madam Speaker, for giving me time to present the plight of a mother who also happens to be a widow. She lost her daughter in Saudi Arabia last week. Madam Speaker, this lady has two daughters whom she had sent abroad to search for greener pastures. One of them has passed away under very suspicious and unclear circumstances because her boss alleges that she died of an accident, and yet the last video she captured was when she was in her boss’ car with her boss, the children and another worker. However, the evidence coming out shows that her last time was with everyone else in the house in that very car. Nonetheless, she eventually passed on. The mother has appealed to me, as a Member of Parliament, to intervene. She is a widow and she is helpless. She does not work and has no money to repatriate the remains of her daughter. Her only other daughter who is now in Saudi Arabia, called Jackie, has been crying and sending audio messages to me, appealing for help, but I cannot afford to repatriate the body. The costs are too huge for me to handle. I have reached out to the Ministry of Gender, Labour and Social Development, through the minister. I think she is handling the situation, but I have not yet got a positive response. The company that hired this lady is called Dream Connect Limited in Kibuli. They have instead advised Jackie, the sister, to obtain a death certificate and a police report regarding the circumstances under which this girl died. The girl is also another worker in someone else’s house. Helpless as she is, she has been asked to obtain all these documents and present them to the embassy in order for them to start the process of repatriating her remains. This is a huge burden for the widow and I request the Minister of Gender, Labour and Social Development; the Prime Minister or whoever is responsible, to intervene by way of helping this family, at least, to have their daughter’s remains repatriated. The daughter also alleges that her organs were all removed and yet, the accident story was very unclear. How would only one person die when the car was full of everybody else from the same home? Madam Speaker, my humble plea is that you help intervene to repatriate the remains of Lydia Aliba, a daughter of Kayunga, and more so, next to the village I come from. I am bearing the burden and it is too much. It is now one week and the mourners are in the house. I have to foot the bills of those who come to mourn with the family, but it is too much for me. It is not only that, but there are four other girls stranded, stuck and sick at one of the offices in Saudi Arabia. We were able to get one of the girls from Saudi Arabia two weeks ago, who came back and said, “Honourable member, you have helped me, but there are other workers

Madam Speaker, honestly speaking, the issue of our young girls being killed in Saudi Arabia and the suffering they go through has kept on coming here since the Ninth Parliament. Madam Speaker, I remember the other time, you asked the minister to come and tell us what they have done and I picked interest. We have had so far, two or three meetings; officials have gone to the Government of Saudi Arabia to make sure that our girls are protected. Madam Speaker, the issue of Hon. Nantaba and our sister or our daughter of Kayunga, who is now the late, will be handled. I promise that soon after this Parliament sitting, I will make a follow-up; Hon. Nantaba and my sister, let us link up to help bring the body come back. (Applause)

6127 THE E L E V E N TH PARLIAMENT OF UGANDA TUESDAY, 8 N OVEMBER 2022 THE MINISTER OF STATE FOR AGRICULTURE, ANIMAL INDUSTRY AND FISHERIES (ANIMAL INDUSTRY) (Lt Col (Rtd) Bright Rwamirama): Madam Speaker, on behalf of Minister of Agriculture, Animal Industry and Fisheries, I wish to respond to the questions raised about the status and the actions of Government in controlling animal disease, specifically the Foot and Mouth Disease (FMD). We have uploaded this report on the intranet. We have an introduction where we are talking about how FMD affects animals and its economic consequences, and how it is spread. I wish to state the status. From January to October 2022, 22 districts reported FMD outbreaks. These include Adjumani, Amuru, Bukedea, Ibanda, Jinja, Kalungu, Kapchorwa, Kayunga, Kiruhura, Kween, Kyotera, Lyantonde, Masindi, Mpigi, Nakapiripirit, Nakasongola, Napak, Ntungamo, Sembabule and Tororo. It is also important to note that quarantine restrictions were lifted in 11 districts, which is 50 per cent of the affected districts since then. Action taken by the Government In Uganda, FMD prevention and control is achieved through animal movement control (quarantine restrictions) strategic/ring vaccination and awareness creation campaigns. With regard to vaccination, given its cost implication, the strategy adopted by the ministry is to conduct strategic/ring vaccination where an outbreak is reported. Ring vaccination entails vaccinating all the immediate herds surrounding the affected herd so that the disease can be contained and eventually, controlled without causing serious socio-economic consequences. Colleagues, the success of ring vaccination hinges on the timely reporting of the diseases. It is, therefore, important that disease outbreaks are reported as early as possible so that measures of prevention can be instituted in a timely manner and cost effectively since only surrounding herds will be vaccinated to prevent the spread of disease to other areas. We have insisted on this strategy because we do not get enough doses to vaccinate the national herd. You must be aware that Uganda has almost 17 million herds of cattle, 17.4 million herds of goats, five million sheep, 4.5 million pigs and all these are susceptible animals to FMD. Due to limited resources, we came up with this strategy. When it is reported early, this strategy works but we are looking forward to when we have enough resources to make sure that we do it and cover the entire national herd. Currently, a combination of animal movement regulations through quarantine restriction and ring vaccination remains the most appropriate approach for FMD control in Uganda. Colleagues, the following actions have been undertaken to contain the current FMD outbreak in these affected areas. These include: i) Institution of quarantine restriction at the subcounty level and areas within the 20-kilometre radius to prevent the spread of disease. This involves the prohibition of the movement of cattle, goats, sheep, pigs, their products and by-products from, to, through and within affected areas. Livestock markets, slaughter places including butcheries and animal shows within the affected subcounties were also closed. This is premised on the “prevention is better than cure” adage; ii) The ministry plans to vaccinate the susceptible livestock in the affected 22 districts listed above with 930,200 doses of FMD vaccine expected in the country this week on 10 November 2022. The next consignment, which is 1.6 million doses is expected in the country in two months’ time. You must observe that this is not adequate but once deployed effectively, it does prevent FMD to some extent;

Thank you, Mr Speaker. Rt Hon. Prime Minister, the three times you have visited Kayunga, you have seen the situation on Kayunga-Bbaale- Galiraya road and the bridge that connects us to Nakasongola. Recently, when you visited, you promised to rehabilitate the road and work on the Kanda Swamp that cut off the road. Up to now, the Uganda National Roads Authority (UNRA) has never turned up. You actually promised to open up the bridge by October, but nothing is being done. What happened to the road? Otherwise, the waters are reducing and drying because of the accidents by sugarcane trucks.

Mr Speaker, Ssezibwa Bridge is going to be commissioned by the end of December because it is almost motorable now. I expected you to say, “thank you”. Then the road from Kayunga to Galiraya is one of the country’s priority roads. There is even a contractor earmarked to work on that road. The money we were supposed to use - because of COVID-19, you know what happened. Once we get the money, that road will be worked on.
