Thank you, Mr Speaker. Rt Hon. Prime Minister, I received a letter from the Minister of Energy and Mineral Development, around March of this year, requesting me to mobilise the people they had given CG Company to construct power lines in Pallisa County. However, to date, that company has never appeared on the ground. When we try to call the numbers that were given to us, they are elusive. Could you, Rt Hon. Prime Minister, direct this company to come to the ground? My people need power in Pallisa County. Thank you.

Thank you, Madam Speaker. On behalf of the people of Pallisa County and Pallisa District, I send my condolences to the family of the late Hon. Okabe. For the little time I knew Bishop Okabe, he was a great mobiliser. He mobilised for you and he mobilised for us regarding the unity of Teso and we got united. I now want to request honourable colleagues, Members of Parliament, to live with our people in a simple way. When we become Members of Parliament, we are still the same people created by God. Know your bosses, know that this is the Speaker and I am a minister or a Member of Parliament, and we shall move in peace. Lighting fires on TVs and being seen is not very important. Let us live with humility. May his soul rest in peace.

Rainer Kafiire, was a member of the Constituent Assembly, 1994-1995, that enacted the 1995 Constitution. During that period, she also served as the National Vice President of the Democratic Party up to about 2006, providing leadership at the highest level of multi-party politics in our country. Her service to constitutionalism, to us, to the members of her constituency, and the political party development remains a legacy that this Parliament must recognise. I pray that this 12 th Parliament pays tribute to her memory, observes a minute of silence, and that a formal condolence message be sent to the family through your office. 16535 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 27 FEBRUARY 2025 increased tremendously, and this necessitated us to raise the landing sites to match the new water levels, in order to ensure safe ferry operations. Between mid-December 2024 and January 2025, the water levels at the same ferry crossing dropped significantly, making the ferry operations risky and challenging. Despite the operational difficulties, the ferry team was able to continue with ferry operations up to the 10 th of February this year, when the ferry itself experienced a fatal challenge on one of its three operational engines. The new engine challenge led to the temporary closure of the ferry crossing in order to safeguard passengers and the ferry crew. Madam Speaker, the repair of the faulty engine is ongoing and will be fully restored. In addition, temporary civil works should also be completed by – that was 26 February 2025 – I think they must have completed by now. It is expected that the ferry operations at Obongi-Sinyanya ferry will resume today. I hope, today, they resumed. We shall find out whether they have resumed. The sixth question came from Hon. Juliet Achayo, MP Ngora County. She started by thanking the Government for constructing a bridge at Aleles, that connects Ngora to the neighbouring Pallisa District. The construction of the bridge is complete and the road is, by and large, usable. However, since the completion of the bridge, part of the road that connects to the bridge has not been properly worked on to provide seamless transition from the road to the bridge structure. There is a sudden change in elevation at the bridge, that is a potential cause of accidents. Furthermore, after heavy rains, water tends to flood in the area surrounding the bridge, making it look like an island and rendering the road impassable. Her prayer is that the Ministry of Works and Transport quickly responds to this concern, and ensures that a proper approach is constructed to allow a smooth access to the bridge, and also introduce culvert crossings that are necessary to eliminate the flooding at Aleles. My response was that the Ministry of Works and Transport signed a contract with M/s Coil Ltd and Motorways Construction JV, on 21 April 2019 for the construction of Aleles Bridge in Pallisa District. At the time these concerns were raised, the contractor had completed the bridge, although the approach road work was still ongoing. The contractor provided a temporary diversion to allow limited access to the community. I am pleased to report that the project, including the bridge and the approach road, has since been substantially completed and is now being used by the community for its intended purpose. The seventh question came from Hon. Ephraim Biraaro, MP, Buhweju West County. As we may be aware, His Excellency the President, through the NRM Manifestos of 2016-2021 and 2021-2026, and his several public pronouncements, has been pledging Bwizibwera-Nsiika-Nyakashaka-Nyakabirizi Road, with two spurs; Kabwohe and Bihanga- Katerera. Madam Speaker, the process has not only been delayed, but tampered with. According to the current plans geared by the Uganda National Roads Authority (UNRA), the road now apparently stops at Nsiika, but priority is given to the Kabwohe Spur. While we would not envy any question of the road being worked on, our concerns are raised by the total neglect and side-lining of an important section of 45.8 km of Nsiika-Nyakasharara-Nyakabirizi Road, which was meant to serve several tea factories, traversing these three districts of Buhweju, Sheema and Bushenyi.

Thank you, Mr Speaker. I join the rest of the Members in thanking the chairperson of the Committee on Budget and Hon. Ssemujju for his minority report. I want to speak on the health and agriculture sectors. Unfortunately, the health sector has not been considered so much, bearing in mind that “Health is wealth”; when you have health, you have wealth. I want to bring to the attention of this House a key point: Pallisa District; as we speak, the district hospital is a post-independence hospital. The infrastructure has never been renovated and as I speak, male, female, and children are sharing wards; there is a lot of congestion in the hospital. Pallisa District neighbours several districts like Ngora, Kumi, Butebo, Kibuku, and part of Kamuli. They all come to Pallisa District. It is too congested; people are sleeping on the floor because there are no beds. I urge the Minister of Finance to consider us during this budgeting process – to at least construct new buildings. We have a unit for sickle cells but they meet under a shade every Tuesday and yet they are very many. As I speak now, because of the accumulated water bills, the hospital cannot afford to pay the water bills. We do not have running water in the hospital – (Member timed out.)

13760 MINISTERIAL STATEMENT In the table here, it shows the overall project’s financial performance as of 30 September 2022. Honourable members, I hope you have seen. Loan expenditure by subcomponent By April 2022 and 30 September 2022, the project spent a total of $106.9 million. Table 4 below shows the expenditure by sub- component. I am not going to read that. Government and management challenges The committee established that some guarantees were marred with complex governance and management challenges, including but not limited to leadership wrangles, weak management, poor record-keeping, conflict and interest, non-accountability of grants, limited members’ participation, and low firm prices. Some of the management and governance cases the committee encountered during the oversight visit were as follows: a) The Bugweri Maize Farmers’ Cooperative Union and Ayer Joint Youth Farmers’ Cooperative Society Limited. The members of Bugweri Farmers’ Cooperative, made accusations of their leadership on misappropriation of this grant disbursed to the union for implementing this project; b) There were also reported cases of impersonation like the case with Limoto Farmers’ Cooperative Society Limited in Pallisa District; c) Reports from Dokolo Young Oil Seed Farmers’ Cooperative Society Limited of multiple special interests in the management of the grantees’ affairs on account of financial contributions made by several donors; d) Lack of accountability of funds received by some corporations was likely evident with the improper and no bookkeeping when the committee requested to see the books of accounts. 9622 PRIME MINISTER’S TIME impairments. His prayer is that I update the House on the matter. Madam Speaker, Section 15(A) of the Persons with Disabilities Act, 2020, provides for deployment, training and use of sign language, and tactile sign language interpreters in all public institutions, and this includes the courts of law. The revised National Policy on Persons with Disabilities, 2023, under priority area 2(ii), of the strategies and actions, enhancement of communication in different formats is emphasised, and sign language is explicitly mentioned. The Judiciary has got one sign language interpreter deployed at Buganda Road Court, Kampala. The sign language interpreter was recruited purposely to assist persons with hearing impairments. Since the cases involving persons with hearing impairments are very few, the sign language interpreter is facilitated to go to any other court where there are such cases, to assist as required and there are no complaints. Apart from sign language interpreters, the Judiciary employs more than 348 court interpreters who are deployed in various courts across the country, to assist interpretation of court proceedings. For example, the Family Division Court, Buganda Road Court, Mityana Chief Magistrates Court, Mbarara High Court, Koboko Chief Magistrates Court, Moyo Chief Magistrates Court, Kasese Chief Magistrates Court, etcetera. Number two, Hon. Kevin Kaala, the District Woman Representative, Pallisa, raised a concern on the heavy downpour on Thursday, 28 April 2022 in Pallisa District that led to floods that washed away Kaboloi, Ometai and Otuti Bridges that link Pallisa to Ngora District. She asked: “Can the Prime Minister inform the House on interventions instituted by the Government to remedy the situation?” Madam Speaker, the Government, through the Ministry of Works and Transport, on 4 August 2022 provided Pallisa District with 32 meters of length and 2.1 meters of diameter metal culverts wide and 40 pieces of gabion boxes two by one by one (two meters wide, one- meter-deep and one-meter width). The ministry also advised the district to write to the Uganda Road Fund for emergency funding to allow maintenance works on Kaboloi Bridge. The Ministry on 26 April 2023 held a meeting with the honourable Members of Parliament for Gogonyo and Kibaale Counties after the temporary intervention by the district. As a result, on 4 May 2023, the ministry inspected Kaboloi Bridge with a view of carrying out major works to restore connectivity. Madam Speaker and colleagues, the ministry undertook to install the metal culverts to restore connectivity. The provision of Shs 40 million was made in fourth quota of the Financial Year 2022/2023 under project number 1558 for intervention, particularly, installation of culverts as a means of restoring connectivity. These works are expected to commence in July this year. This financial year, Government has prioritised rural bridges under infrastructure development to enable the ministry to reconstruct dilapidated bridges and construct new bridges that are currently timber-made - temporary bridges in the districts, urban and community access roads network across the country that are estimated to be 1,636 bridges. Hon. Musherure Shartsi Nayebare Kutesa, Member of Parliament Mawogola – (Interruption)

6153 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 9 NOVEMBER 2022 Shs 15.68 billion out of the required Shs 36.68 billion was appropriated in the budget for the current financial year, leaving a funding gap of Shs 20 billion. The Electoral Commission had planned the election activities to take place commencing in June 2022 in order to avert a vacuum that would arise when the term of the current women council office-bearers expired on 23 August, 2022. Therefore, the Electoral Commission embarked on preparatory activities for the conduct of the elections hoping that additional resources would be provided by the Ministry of Finance, Planning and Economic Development. On release of details of the approved budget estimates for Financial Year 2022/2023, the Electoral Commission realised that the approved budget levels were not sufficient to conduct the activities. Without the required funding, the Electoral Commission had to indefinitely suspend the activities geared toward elections of women councils because there were no funds. It should be noted that the term of women councils and committees elected in 2018 expired and therefore lapsed on Tuesday, 23 August 2022 and therefore, there is currently no women council or village committees at national level. The Electoral Commission was invited and, indeed, appeared before the Committee on Legal and Parliamentary Affairs to brief them on the status of women councils and their Vote 102 for Financial Year 2022/2023. This matter was brought to their attention, including the activities, which had been completed at the time of the suspension of the women council elections. The Electoral Commission received Shs 12.5 billion non-wage for both operations and electoral activities for the first quarter of which Shs 3.613 billion was allocated toward the conduct of by-elections for directly elected Members of Parliament for Soroti East constituency in Soroti City, Gogonyo County in Pallisa District, Bukimbiri County in Kisoro District, Busongola County in Kasese District and local Government councils by-elections in 26 districts across the country. The balance of Shs 8.445 billion went to the operational costs whose actual requirement for the quarter was supposed to be Shs 9.252 billion. Accordingly, the Electoral Commission is constrained to pay the outstanding obligations, yet, service providers and ad hoc staff that were engaged during the concluded activities are agitating for their pay. The Commission can only resume activities when the requisite funds are provided. Consideration should be given to the Electoral Commission’s request for a supplementary budget of Shs 20 billion to bridge the funding gap and immediately release the appropriated Shs 15.68 billion. This will enable the Electoral Commission to settle outstanding obligations and also fulfil the statutory requirement of organising and conducting elections for new office bearers for women councils and committees from village to national level. I beg to submit.

Name could mean more than one place

The speaker used a name that fits several places, for example just “Soroti”, which could be the city, the district or an area within them. We show these exactly as spoken and do not choose a meaning for the speaker.
