A member said that road equipment in Rukungiri Municipality is old and must be hired, which is costly, and that the district’s large size and difficult terrain make maintenance hard.

Thank you, Mr Speaker. I would like to thank the committee chairperson for the good report. However, my concern is on road equipment. Some districts are very big and the terrain is also very challenging. The road equipment that we have today - and I want to use an example of Rukungiri - is very old. In fact, for Rukungiri Municipality, we now have to hire; we cannot use our own equipment. Hiring is very expensive.
A member raised problems in Rukungiri Municipality: electricity is missing in Farmers and Butagatsi, transformers are failing, and the UEDCL capacity is unclear. The Kahengye Water Project is seen as a white elephant with no water, and an audit by the Auditor‑General and IGG is requested.

Thank you, Mr Speaker. I would also like to thank the committee for their good report. However, I have the following concerns. There was a recommendation for Shs 75 billion for the unfinished works for electricity connection, especially in areas where there are poles that are standing and are being destroyed. Recently, there was an advert for that, and I saw two districts there. I would like to seek a clarification from the minister on whether this advert will wait for this funding in the coming financial year. Secondly, there is the issue of UEDCL. I do not know their capacity, but I saw some money, in the recommendation, to functionalise UEDCL. For two weeks now, areas of Farmers and Butagatsi, in Rukungiri Municipality, do not have electricity. The transformer got a challenge. Despite the efforts to inform them, nothing that has been done. I am, therefore, wondering about the capacity of Uganda Electricity Distribution Company Limited and how they are going to handle our issues. Thirdly, we had Kahengye Water Project in Rukungiri, which I think is a white elephant. The Ministry of Water and Environment did the project and handed it over to National Water and Sewerage Corporation, but we do not have the water. National Water and Sewerage Corporation is struggling. I, therefore, want to call upon, maybe, the Auditor-General’s office that we need a serious audit of that project. If possible, the Inspector General of Government (IGG) should also come in. We need to understand what took place in the Kahengye Water Project. I thank you, Mr Speaker.
A member from Rukungiri Municipality complained that a water project was commissioned but the water stopped flowing after the official left, questioning why the supply dries up and suggesting a technical issue with the connection.

17075 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 15 APRIL 2025 also raised to the President. Then, I saw it in the news that you came and commissioned the project, but that the moment you left, you left with the water. It releases air – after spending how many billions. Therefore, when you see the honourable member from Rukungiri Municipality raising it, it is a very serious issue. How do you commission a project, you pump and it comes out but when you go, it dries up? Did you connect water by Bluetooth to make it release water for commissioning and then now network is not connected? (Laughter)

Thank you, Mr Speaker. I want to thank Hon. Sarah for bringing this petition, especially on the death of a woman giving birth. Today, the maternal mortality ratio stands at 336 per every 100,000. One hundred thousand is an average population of a constituency. You can imagine, at the end of the year, almost half of a constituency is dead in such a process. This is how one should appreciate our mothers. Otherwise, when we say it is 336 - You can imagine dead bodies given birth to by mothers in a playground. The biggest challenge is the system. The health centres II, as you know, are being phased out. Instead of increasing staffing to include a midwife at the health centre - that would help to save the situation. We have very many non-functional health centres IV. Mr Speaker, I would like to inform you that even in the municipalities mothers die yet in the municipalities, people are informed and can quickly access health care. In Rukungiri Municipality, we have Rukungiri Health Centre IV, which is non-functional – (Member timed out.)

6211 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 10 NOVEMBER 2022 teacher and staff recruited by the Government to run the school. The second one is: aware that Government policy does not support boarding seed secondary schools, is there any special way Nekemia Memorial Seed Secondary School in Buuvu, Kalangala District can be opened as a boarding seed secondary school, since it is meant to serve primary schools in Kachanga, Luramba, Kotobo and Bufumira, which are all in different islands. Madam Speaker, my response is, the Education Service Commission has finalised the recruitment of 4,805 teaching and support staff for seed secondary schools. Among these are 126 head teachers and 156 deputy head teachers. The ministry has already issued appointment letters awaiting posting instructions and deployment to the various seed secondary schools, including Nekemiah. It is true that the current scope of seed secondary schools do not have boarding facilities. This is in line with the USE School Policy. However, the ministry and Government have noted the need to have exceptions for districts located in Karamoja and the islands, where operation of day schools is very challenging. Assessment is on-going by the ministry engineers to ascertain that the cost needed to provide the above facilities are budgeted for in the medium term. Question No.7 came from Hon. Naome Kabasharira, Member of Parliament, Rushenyi County in Ntungamo District. Madam Speaker, the Member says that there is a constant outcry by truck drivers plying the Kampala-Masaka- Mbarara route over the mismanagement of the Lukaya and Mbarara weighbridges and alleged misconduct of the officers in charge. Truck drivers complain of harassment and extortion by some officers in those respective weighbridge stations. This unprofessional conduct of business by the officers manning those stations may cause financial loss to the Government as the money extorted from the drivers does not reach public coffers. Her prayers are that: 1. The relevant agencies streamline the operations of the weigh bridges across the country. 2. An investigation should be conducted on the two weighbridges to establish the extent of the problem and the errant officers be prosecuted. Madam Speaker, Mbarara and Lukaya fixed weighbridges are located along the Masaka- Mbarara Road and are used to regulate the overloading of trucks for purposes of protecting the road infrastructure from premature damage. The two weighbridges are managed by the Ministry of Works and Transport through the Uganda National Roads Authority (UNRA). The Government is in advanced stages of installing the first phase of a high speed weigh- in motion system at Mbarara, Magamaga and Luweero. The high speed weigh-in motion systems for other weighbridges including Lukaya will be installed in the subsequent phases. These systems will allow compliant transporters to move on the road without having to stop on the weighbridge. Data centralisation has been done for Mbarara, Lukaya, Luweero, Magamaga, Mubende and Mbale weighbridges. This increases visibility of weighing operations at each weigh station for monitoring purposes. Madam Speaker, I would like to inform this House that the matter reported by the honourable member in Rushenyi is being followed and those officers will be brought to book. Question number eight: Hon. Naboth Namanya, Member of Parliament of Rubabo in Rukungiri District says that Kahengye Water Project commenced in 2015 with a projection to provide a lasting solution to water shortages in the constituencies of Rubabo, Rujumbura, Rukungiri Municipality and the neighbouring areas of Mitooma District.

Read the full speech, word for word
Thank you, Mr Speaker. I will speak about the agriculture sector, especially on the water for production component. In the report, they have provided some funds for irrigation schemes, especially in water-stressed areas, so that we can increase productivity, which I agree with. However, in 2020 — which I thank the Government for — they gave Rukungiri District three irrigation schemes in Garuka, Kahimbi, and Nyakabungo, which are in Bwambara Subcounty. Since that year, only one of them has been able to function for just a month – Garuka. The other two have never functioned at all. Much as I agree with the fact that we allocate funds for the irrigation schemes in water- stressed areas, why can’t we also get money to repair these irrigation schemes that have never worked at all? Let there be funds so that we relieve the people. It is embarrassing for people to always pass by those sites and see machines, but nothing is going on. So, I request the finance ministry to also get money to repair these irrigation schemes, so that they can work. On water for production, the report says that they are going to make sure that all water- stressed areas get solar-powered boreholes, which is a good idea. I see that we are moving, in relation to new technology. However, I would like to know whether we have failed to manage the manual boreholes we have. Some cannot be repaired at all; we are bringing in solar-powered boreholes for these areas. How sure are we that they will be working and sustainable? Are we not also going to see Members of Parliament repairing these solar- powered boreholes? I implore the finance ministry to find a solution for these manual boreholes that are not working before we implement the new technology of solar-powered boreholes. This would relieve our people, especially the women and children who walk long distances to find clean and safe water for both home and agriculture use. Thank you.

11149 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 28 NOVEMBER 2023 country. We have reports for two sub-regions now. We will adopt this, which will form a basis. After adopting this report, I expect the minister with his team to go on the ground and see whether what the committee is reporting is really correct and then take action. We need action, not lamentations. Honourable members, in the public gallery this afternoon, we have the staff members of Nyakibale Upper Primary School in Rukungiri District. They are represented in Parliament by Hon. Dr Rutahigwa Elisa. He is the tallest man in the House and very active and Hon. Natukunda Midius. She is a nice girl there. She is one of our little girls, but very active. (Applause) The people of Rukungiri, bring back our people. We are comfortable with them. (Applause) I thank you very much, honourable members –you do not have the locus to discuss this. Let them bring a report from Tororo and – Honourable members, I now put the question that the report of the Committee on Agriculture, Animal Industry and Fisheries on a field visit to Karamoja and Teso Sub-region to assess the water for agricultural production facilities be adopted by this House with amendments. (Question put and agreed to.) Report adopted.

Thank you, Madam Speaker. I congratulate you upon your new bundle of joy, and I wish you good luck. I thank the chairperson together with the committee members for the report. I agree with the observation they made about the leadership challenge and I will mainly stick to the parishes. When I went for oversight role, especially in my parish in Rubanga, Buyanja Subcounty, Rukungiri District, I realised that the leadership has got a challenge of changing the parish chiefs and the community development officers. This is a very big problem in Rukungiri. In my parish, a parish chief does not last more than three weeks; after every three weeks, we have a new parish chief. The community development officer changes them every month. When you ask them why this is so, they say that they are incompetent. If it is incompetence, why don’t they remove them? Why change them to different parishes and subcounties? This hinders PDM. When the new parish chiefs come, they say that they have not received the reports of the Members and it delays disbursement of these funds. I kindly ask the minister to look into this and liaise with the chief administrative officers so that they stop this challenge. Thank you.

Madam Speaker, as I had said, there are local government entities that are equally performing well, with very high absorption levels. These local governments include Bushenyi-Ishaka Municipality, Ibanda District, Rukungiri District, Kamwenge and many others. There are also districts that have performed terribly and need to be mentioned. These include Mbarara City with 67 per cent absorption capacity, Ntungamo (64 per cent), Ntoroko (76 per cent), Fort Portal City (77 per cent), Hoima City (77 per cent) and Kabale Municipal Council (77 per cent). These were below expectations. Madam Speaker, we have provided recommendations – and just to be specific, most of the local governments explained that their poor absorption was majorly rotating around the failure to recruit, failure to have teachers posted by Ministry of Education and Sports as well as the issue of USMID, where large sums of monies meant for road works were returned because the procurement processes got delayed. There was also the issue of delayed completion of projections under UGIFT. Madam Speaker, we have provided recommendations. 1. The Ministry of Finance, Planning and Economic Development should account for the under-release of funds to the local governments. 2. Entities whose absorption of funds was below 80 per cent should be subjected to further investigation to ascertain the underlying factors for the gross underperformance. 3. The accounting officers should develop clear revenue enhancement plans to assist the districts in future revenue mobilisation. 4. Finally, accounting officers should make a follow up with the Ministry of Finance, Planning and Economic Development on the shortfalls affecting service delivery. 3.2 Government preparedness to implement the Parish Development Model (PDM)

6454 ACTION TAKEN REPORT ON THE RESOLUTIONS OF THE 11 TH PARLIAMENT In spite of the progress made, there is still unfinished business. About 1,000 people get infected with HIV every week, and about 326 people die weekly due to AIDS-related deaths. Infections among young people (15 to 24 years) accounted for 37 per cent of all the new HIV infections in the year 2021, with the new infections occurring three times more amongst the young girls, compared to the boys in the same period. (Ministry of Health Annual Estimates, 2021.) Mr Speaker and honourable colleagues, the drivers of new HIV infections include: Multiple sexual partnership, sexual and gender- based violence, negative social cultural norms and values, for example, early marriages and widow inheritance, transactional sex, income inequality and poverty, high level of school dropout, stigma and discrimination, inequity in access to prevention, and care and treatment services. Concerted efforts by all stakeholders are required to address these challenges. Mr Speaker and colleagues, each year in December, the Uganda AIDS Commission, under the Office of the President, mobilises partners at national and sub-national level to observe and participate in HIV/AIDS advocacy events. Key among them is the World AIDS Day. These events provide a powerful advocacy platform that is well aligned to the Presidential Fast-Track Initiative for ending AIDS as a public health threat in Uganda by 2030, and mainstreaming HIV for epidemic control. The Presidential Fast-Track Initiative aims to ensure that nobody is left behind and promotes increased focus on proven effective interventions of HIV response and addressing prevailing gaps in coverage of key services in the country. Mr Speaker and honourable colleagues, currently, Uganda like other countries globally, is undergoing the post COVID-19 pandemic recovery where services were halted due to the lockdown. The impact of COVID-19 was immense across the country, such as disruption of social services in education, health, livelihood, rise in teenage pregnancy, and increase in gender-based violence across the country. This, therefore, escalated the HIV infections among the young people across the country. Mr Speaker and honourable colleagues, the global World AIDS Day 2022 theme is: “Equalize”. “Equalize” is a call to action; it calls on each of us to do all we can to address the inequalities which are holding back progress in ending AIDS. The national theme for this year is; “Ending Inequalities among Adolescent Girls, Young Women and Boys.” With the 2030 target in sight, it is critical for everyone to reflect on their individual and collective responsibility towards ending AIDS in Uganda. The objective of this motion is to inform you and seek your support towards the commemoration of the World AIDS Day that will be held on 1 December 2022. The national commemoration will be held in Rukungiri District. As a country, we always commemorate this day to take stock of achievements in the fight against HIV/AIDS and rededicate more efforts to the fight against the epidemic. Mr Speaker, every year, Uganda joins the rest of the world to commemorate the World AIDS Day. His Excellency the President has, since the early 1980s, spearheaded the fight against HIV/AIDS in the country, winning various accolades at continental and global levels. Mr Speaker, in 2017, the President launched The Presidential Fast-track Initiative to end AIDS as a Public Health Threat in Uganda by 2030. Since then, the country has registered many achievements. It is, therefore, critical to have increased and consistent sensitisation of the public about the prevalent risk of new HIV infections and what individuals need to do in order to mitigate the risk. 6455 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 29 NOVEMBER 2022 Commemoration of World AIDS Day provides a strategic opportunity for engaging the public. This is even timelier because of the highly festive season where some people tend to indulge in irresponsible sexual behaviour thus acquiring HIV. The Office of the President will provide oversight to the Uganda AIDS Commission to ensure that community sensitisation is intensified as part of the commemoration activities. Mr Speaker, in conclusion, my prayer, therefore, and to inform honourable colleagues that: 1. Cabinet has agreed that World AIDS Day takes place in Rukungiri District main stadium. 2. The preparations for the commemoration of the World AIDS Day 2022 have commenced. 3. The World AIDS Day will be commemorated on Wednesday, 1 December 2022 under the theme: “Ending Inequalities among Adolescent Girls, Young Women and Boys.” 4. To support the preparations for the commemoration of World AIDS Day and relay HIV messages across the country as national leaders to increase HIV awareness and advocacy. 5. To support the funding for HIV interventions to ensure we achieve The Presidential Fast- track Initiative for ending AIDS by 2030 in Uganda. 6. To participate in the commemoration of World AIDS Day. Mr Speaker, I beg to submit.

6212 PRIME MINISTER’S TIME This project cost the Government Shs 54 billion and it had been estimated to be commissioned in the year 2017. Later, an extension was made by the Ministry of Water and Environment in conjunction with a contractor to complete this project in the year 2018. The Government is at the verge of losing this huge sum of money because after seven years, the project has not been completed and commissioned and Rukungiri District is still facing the challenge of water shortage. His prayer is, can I provide this House with the progress report and the reasons the project has not been completed for five years beyond its completion date? Madam Speaker, my response is that it is true the Rukungiri project, which was constructed by M/S Techno Fab Engineering Limited, was expected to be completed by the year 2018. The contractor progressed well until the company faced legal and financial challenges in 2018 due to the death of the main stakeholder. Re-organisation of the company following the demise of the principal stakeholder took some time. Work resumed seriously in 2019. However, the progress faced a setback following the outbreak of COVID-19 in 2020. During this period, importation of materials was not possible and movement to sites within the country was affected by the lockdown. In addition, the ministry faced cash flow constraints occasioned by the COVID-19 budget cuts. Madam Speaker, currently the system is undergoing test running and full operations and commissioning of the completed project is scheduled to take place by the end of the year 2022. I was told by December this year. On the issue of cracks that are said to have developed on the water treatment and collection tanks at Lilima and Nabweya gravity flow schemes, a team of engineers from the Ministry of Water and Environment have visited the installation at the two water supply systems. The micro cracks occurred because of the settlement of the foundations of some of the structures at the water treatment plants, mainly on the aprons at the veranda, due to change in soil conditions because of rains. The ministry is undertaking remedial works. Madam Speaker, I had more questions, which I will answer next week. Honourable colleagues, thank you for listening to me.

I do not know how many of you were here then, but I remember the people who inspired me - I do not know whether the Hon. Cecilia Ogwal is here. Those were the women that opened the way for people like me to stand here, as a woman, and ask for votes. I have not looked back and I am very thankful to all of you, who nominated me to come here and further my bid to represent my country at the highest level possible. I thank all of you, who nominated and have supported me this far. Honourable members, often times, we have heard people refer to Africa as the last frontier of the world. The honest truth is that East Africa is the last frontier of the world, given its positioning on the African Continent but that is not even enough; our location in the Great Lakes Region with our natural resources makes us a very enviable region. (Interjections) Mr Speaker, I request that you intervene so that I can be heard. I beg your indulgence.

Name could mean more than one place
The speaker used a name that fits several places, for example just “Soroti”, which could be the city, the district or an area within them. We show these exactly as spoken and do not choose a meaning for the speaker.
