About the names. Places are found using the official names of districts, cities and constituencies in Parliament's list of members (as at 12 AUGUST 2026). Sub-counties, parishes and villages are not included yet, so some mentions of places inside an area may be missing. A place named only as a member's seat is not counted.

Thank you very much, Mr Speaker. I have something very urgent. The landslide victims of Bukwo are right now in the camp almost dying of hunger. In June, the district disaster committee wrote to the Office of the Prime Minister requesting for food. From June up to now, people are doing badly. I called the commissioner for disaster but there were a lot of promises -

The government is boosting Uganda’s food and coffee sectors by building irrigation dams in Isingiro, Bulambuli, Pakwach, Bukedea, Bududa, Bukwo and Sipi, and by setting up mechanisation and animal health centres in Kiruhura, Kiryandongo, Nakaseke and other districts to improve productivity and resilience.

140 THE BUDGET SPEECH, 2026 a) Agro-industrialisation; b) Tourism development; c) Mineral-based industrial development including oil and gas; d) Science, technology, and innovations including ICT and the creative arts. These sectors are deliberately selected because they represent Uganda’s strongest comparative advantages and possess the greatest potential to generate exports, jobs, incomes and investment. Together, they form the engine of the Tenfold Growth Strategy. The objective is simple: To convert Uganda’s natural resources, human capital and innovation into wealth, jobs and prosperity. I would now like to detail each. Agro-industrialisation Mr Speaker, agriculture remains the backbone of Uganda’s economy. It employs millions of Ugandans, supplies raw materials to industry, produces exports and sustains livelihoods across the country. However, Uganda’s future prosperity will not come from producing more raw commodities alone. It will come from increasing productivity, expanding value addition, strengthening agro- processing and improving market access. The Government, therefore, continues to invest strategically across the entire agricultural value chain. Agricultural research and innovation Mr Speaker, agricultural transformation begins with science. This year, the Government made significant advances in agricultural research and genetics. The anti-tick vaccine facility at the National Livestock Resources Research Institute in Nakyesasa was completed and is now operational, producing about 36 million doses, serving 18 million livestock in the first year. The Government also produced Foot-and- Mouth Disease vaccines and continued to advance research on disease resistant crops and livestock breeds. These investments will reduce production losses, raise productivity and increase farmer incomes. Water for production and irrigation Climate change continues to expose farmers to significant weather-related risks. The Government is, therefore, accelerating investment in irrigation and water for production infrastructure to reduce dependence on rainfall. Progress was registered on several major irrigation projects including Kabuyanda Dam in Isingiro District, Atari in Bulambuli District, Wadelai in Pakwach District, Acomai in Bukedea District, Namaitsu in Bududa District, Chembombai in Bukwo District and Sipi Irrigation Scheme in Bulambuli District. Solar-powered irrigation schemes are also being rolled out across the country. These investments will support all-year-round production, increase resilience and improve agricultural productivity. Mechanisation and animal health The Government continued developing Regional Agricultural Mechanisation Centres and Animal Disease Control Centres to improve efficiency and productivity in the agriculture sector. Progress was registered in Kiruhura, Mbale, Kiryandongo, Bunyangabu, Nakaseke, Katine and several other districts. These facilities are improving access to modern agricultural equipment, veterinary services and disease surveillance systems. Expanding commercial coffee production Mr Speaker, coffee remains one of Uganda’s most important export commodities. The Government has, therefore, expanded coffee cultivation into northern and eastern Uganda. During the year, two coffee mother gardens were established and over 1.4 million coffee seedlings distributed to 7,532 farmers in

161 THE TWELFTH PARLIAMENT OF UGANDA THURSDAY, 11 JUNE 2026 come. Maracha, people are – I do not know what happened there. I was in Bukwo or Kween, I think it was Kween, and it was the same problem. Here in Kampala, Kawempe and Buwambo, PDM money was being stolen. What is the Member of Parliament doing? Even the Opposition ones. The ones of the NRM, I will struggle with them, but even the Opposition ones, as long as you are getting an allowance from Parliament and you do not go to check what is happening, I will ask the Attorney-General to see how I can deal with you. If you do not want to monitor, do not take the allowances. Say so. Go to the Clerk - But then why should you get a salary in the first place? It seems I have got a legal basis where to demand performance from both the NRM and also the Opposition. As long as you are getting money from the Government, you must check, because some of the Opposition say – they do it maliciously. They say, let the programmes not work so that the NRM is blamed. That is not good enough for you because these programmes are not for NRM; they are for your own people. Therefore, this service delivery: the drugs in the health centres, justice, corruption, security, law and order. The infrastructure of leadership is there. Member of Parliament for every constituency, LC III for every subcounty. Those are paid. The ones who are not paid, like the LC II, I do not want to blame them so much. However, the LC III, the Members of Parliament, the councillors are all paid people, and they have to monitor. Local government must monitor – the Chief Administrative Officer. That is why I put in local government – some people have been saying they are cantankerous, quarrelsome, like Hon. Barugahara and Hon. Nameere. Hon. Nameere is famous for quarrelling, so you go and quarrel with - ( Laughter ) When I went to Masaka to defend Hon. Nameere, because I had to go there, they said, “ Oyo omwana oba bamukuza batya, talina mpisa .” I said that if the lack of mpisa is to - because in Uganda, if you see a thief and call them a thief, they say tolina mpisa. They say you should have kept quiet. They call that mpisa . This is how you are going to destroy the country. Please, both for the economy but also for service delivery, the leaders must do their work. Fortunately, apart from this money which Hon. Musasizi is getting from all those taxes, we are going to get oil money. Government will be getting an extra $1.5 billion per year as its share of Government money. I will discuss with you how to save this money, first of all, to create a sovereign fund so that it can earn money because that is how some countries like Norway have used their money well. Instead of using it to buy perfumes and whiskies, they put their money somewhere and it gains interest. We need to use some of it to do the crucial infrastructure like the railway. We need to have the railway with Kenya, Tanzania, Congo, South Sudan and Rwanda, the ones near us, so that all heavy cargo moves from the road to the railway. Then the petroleum products move from the road to the pipeline. That will leave only the light cargo and passengers on the road. The economics there - you heard Hon. Musasizi telling you that it will bring down the cost of transport of cargo from 3,000 to something much less. I am saying all this so that we harmonise and do not have to waste time arguing, because sometimes we waste time. We have done well, but we can do much better. Uganda is a rich country. Finally, I will get time and talk about the environment and the trade order where we had to remove some of our people from the road sides and all that chaos, which was here. I want you people to support this. Do not go on with the cheap politics of misleading our people because a country is like a human body. This human body has got many systems, which must work in the way God designed them. There are whole systems aiding how you breathe, blood gets circulated, seeing, eating and hearing. Each system is separate but coordinated by the command post; the brain. The systems are diverse, specialised, but coordinated.

Now, what Mudebo is saying in Lumasaba, which you people do not understand, is that he was living in the town, in Namakwekwe Trading Centre, in the suburb of Mbale. I think this was one of the first NAADS programmes. He got a cow from NAADS and was keeping it in Namakwekwe. Eventually, he got money and bought, I think, two acres in Sironko. He moved from Namakwekwe, went back to Sironko, and bought land. Tsekaafu, tsekaafu, as he was saying, meaning the cattle, I think, are now giving like 60 litres. Is my Lugisu correct? Was it 60 litres or something like that? Enkaaga ! Now, with the milk and the cow dung, he went into coffee growing. We do not have time to listen to the whole story to do the kibalo , but he is doing very well. This is Mudebo, who started with NAADS long ago. Then, you go to somebody called Chelimo of Bukwo. (A video presentation was made.)

18636 CONSIDERATION OF THE BUDGET ESTIMATES FOR FY 2026/2027 Madam Speaker, we have just passed an amendment on the copyright law. We strongly recommend that this money be provided to open up this facility. Office of the Directorate of Public Prosecutions (ODPP) Madam Speaker, despite the recent recruitment of 125 state attorneys for which the department is grateful, the Directorate of Public Prosecutions staffing stands at 759 against the approved 1,734, which represents 43 per cent staffing level. There is still a critical need for recruitment of both legal prosecutors and administrative staff to expand the scope of reach of criminal prosecution services. The office of the DPP requires an additional funding of Shs 10 billion for the recruitment of both legal prosecutors and administration. The committee notes that with the improved staffing, state attorneys will reduce the current workload and improve the perusal of case files. The committee finds this requirement critical and recommends an additional Shs 20 billion, instead of Shs 10 billion requested for, be provided to the Office of the DPP during the Financial Year 2026/2027 to facilitate the recruitment of staff to close the prosecutor- case ratio and increase the scope of criminal prosecution services across the country. Honourable colleagues, there is a need for a prosecutor for every magistrate at the district courts. This is because you find one prosecutor serving three magistrates. Therefore, you cannot have the proceedings continue unless this prosecutor has moved from this court to another, hence, the justification for an increase from the requested Shs 10 billion to Shs 20 billion. Establishment and operationalisation of offices in 32 districts The Office of the DPP is not present in 32 districts and more than 100 outer courts with Grade 1 Magistrates. This has affected the delivery of prosecution services. In order to establish and operationalise a Resident State Attorney station, the Office of the DPP requires an additional Shs 8 billion to establish a Resident State Attorney Station in each of these districts at a unit cost of Shs 250 million. The committee deems this requirement very important and, therefore, recommends that the Office of the DPP be provided with Shs 8 billion to implement the construction of these stations. Construction of offices and residential premises in hard-to-reach and hard-to-stay areas As part of strengthening criminal prosecution service delivery, the Office of the DPP has established 148 offices, both at the regional and district levels. However, officers fail to find decent offices and residences for accommodation in some of these areas. The Office of the DPP requires Shs 20 billion for the construction of offices and residential premises to attract officers to serve in the hard-to-reach and hard-to-stay areas. The committee makes a recommendation that Shs 20 billion be provided for the development budget of the Office of the DPP during this financial year to construct their own up-country offices and residential premises. Transport Equipment The committee observed that the Office of the DPP requires Shs 18 billion for the procurement of 72 vehicles to support the movement of officers to and from courts to avoid sharing public transport facilities with suspects, relatives and their accomplices while in prosecution of case files and other sensitive documents. Officers who serve hard-to-reach and stay areas of Bukwo, Yumbe, Pakwach, Maracha, Kalangala, Kotido, Koboko, Bwera, among others; including supervision by management. The committee recommends that Shs 18 billion be provided to the Office of the DPP during this financial year to provide transport equipment for those areas.

Thank you, Mr Speaker. I wish that the issue of migrating people from the Integrated Personnel and Payroll Management System (IPPS) to the Human Capital Management System could be interrogated. The problem raised here is an issue that concerns the policemen. However, I also have teachers who have called me and said that they have gone for over four months without receiving their salaries. The challenge is that they have not been moved to the Human Capital Management System from the IPPS. We are now saying that the same case also happened with the Police. The issue of the Police might have been raised but there could also be many other people who have not migrated on to the Human Capital Management System. I want to challenge the Ministry of Public Service. Almost every two or three years, we introduce different systems. These systems are bought very expensively from outside. We train people to use them and as they get used to them, we move away from them and another one is introduced. What is the intention? Why don’t we bring a system that can serve the country for at least 10 years? You bring a system, it serves for only two, three years, and you migrate to another one. What is the problem? This becomes very expensive. Mr Speaker, we used to move to do oversight in some of these local governments. There was a time we were in Bukwo and they told us that it would take time for them - if they were to work on their people - because they had to come up to Mbale. That was where they could access the internet and the system. I think we need to interrogate this. The issue is not only with the Police. It has affected very many people. Like I had said, teachers are also affected. Maybe if you opened up, we could even find that there are many other employees who have not got their salaries.

Thank you, Mr Speaker. I join my colleagues in supporting the report. However, I have noted that very critical areas in health, especially in Sebei, have been left out. I do not see anything supporting us. For example, when we came up with the policy to halt the creation of district hospitals, we accepted because we knew this would be a chance for us to have health centres III in all the subcounties, which has not happened. We already had a district hospital in Bukwo District but around 2023, it was downgraded to a health centre IV, Mr Speaker. Now Bukwo, which is a district bordering Kenya, does not have a district hospital and yet it is a highly populated area. I have also noted that the statement does not include the creation of a regional hospital in Sebei, which we were promised when we started this Parliament. We were told that the referral hospital for Sebei will be in the budget and now it is not there. Even the health centres IV that we were promised do not appear anywhere and yet they would help us, who are in areas without the district hospitals. For example, in Kween, we are patiently waiting for a district hospital which we thought would be covered by having more health centres IV and health centres III. I want to end by also adding to what Hon. Mudimi said about Mbale Hospital. The situation in Mbale Hospital is really bad and yet this is the referral hospital supporting all of us; the entire Sebei district. All of us go to Mbale Hospital. I request that even as we wait for others, help us allocate this Shs 5 billion to complete this structure in Mbale because it is highly – (Member timed out.)

Honourable member, I think your submission, especially the conclusion, is in line with my guidance – that this is for noting by the Government and if they find any issues, as the Members have said, they will investigate. I would not want Parliament to be involved in issues of marking, grading, and all that. Government, kindly take note and listen to the issues raised by the colleague. Honourable colleagues, in the Public Gallery this afternoon, we have pupils and teachers from Cheboi Child Development Centre located in Kongasis County in Bukwo District. They are represented by Hon. Chelimo Paul Reuben and Hon. Chemutai Everlyn. They have come to observe proceedings. Once again, join me in welcoming them. (Applause)

“I remember telling you, here, that in Bukwo, about 10 cows were shot dead along the road.”

Read the full speech, word for word
Mr Speaker, I rise on an issue of national importance about the killing of a person called Judah Mangusho Siwa, from my constituency on Sunday evening. This person was again killed along – (Laughter) – This is because we have lost very many people. This person was killed in Kapkwata, around the national park, when he had gone to collect the branches of cypress which we always get for building. He was found by Uganda Wildlife Authority (UWA) officers removing the branches, which has always been the norm. He was beaten and he died on Sunday evening. This same person lost his father through the killing, still by UWA officers about five years ago. Mr Speaker, this is a matter that has affected the entire Sebei Subregion for many years. I remember telling you, here, that in Bukwo, about 10 cows were shot dead along the road. We brought the same matter here. From 2021 to date, we have lost a total of 14 people and these were killed by trained officers who earn from our taxpayers’ money. Mr Speaker, today, allow me to give more than two prayers. Our prayers – and this is not from only me; it is from the leaders from Sebei – are: 1. We want to know whether UWA has a different law that has been enacted to kill at will; and 2. Are they still under the Ministry of Tourism, Wildlife and Antiquities or under the Government? I remember last year around May, they went and cut down many acres of people’s crops. I reported it here. The Prime Minister, who is seated in front here, wrote a letter, instructing UWA to stop cutting down crops and breaking people’s houses until a time that the Government would go to the ground and assess the situation, including whether there was encroachment. Mr Speaker – and, Madam Prime Minister, your letter was not honoured and everybody thinks that that letter was forged by me or us, the Members of Parliament from the subregion. We are completely frustrated and, probably, this is the last time I will present this matter; I will not present it again. I am requesting, Mr Speaker, that before we bury this person – we have not buried and we are not going to bury him. We request that before we bury, we want the Prime Minister, the minister for tourism – (Interjections) – not the Speaker – and the Attorney-General to visit the ground where Siwa was killed so that we can all appreciate what is happening there. Finally, along the same area, we have an internally displaced persons (IDP) camp called Kapkwata. We have nicknamed it “Rwanda” because it is rocky. When the Government turned the forest into a national park, they pushed people downhill. Mr Speaker, they have left people to stay near the rocks for the last 30 years. They have been in this IDP camp, but there is nowhere to dig a toilet or bury when they lose someone. That is why I am saying that, going with the Prime Minister and the other people I have mentioned above, would help us appreciate the entire situation of my people.

Thank you very much, Madam Speaker. We also had our Teachers’ Day, some time back in Bukwo District. However, it was the worst Teachers’ Day attended by teachers in the life of Bukwo. Why? Because most of our teachers are so demoralised. Honourable colleagues have talked of the discrimination between the science teachers and the arts teachers. But there was also another issue during the validation exercise by the Auditor-General, so many people were affected in Bukwo District and over 250 teachers were affected. They have been coming to Kampala to make clearance with the Auditor-General. The Chief Administrative Officer (CAO) and his team have been coming, but all the same, up to now, those people have not been paid. It is my opinion that the minister gets concerned and sees how best these teachers can be helped because most of them are not being paid. They have children to educate. They have other issues to handle, like any other human being or parent. So, these people need to be helped, Madam Speaker. Thank you very much.

Thank you, Mr Speaker, for giving me this opportunity. I would like to say that I am really saddened by the death of Sgt Cheptegei Rebecca. It really paralysed the whole of the Sebei region. I want to thank all those who went to bury her on Saturday. To lose such a person of such a calibre is really very, very bad. Getting somebody like her is not easy. Somebody who has trained to her level and has done a lot for this country should really be remembered. She has left her children; they should be supported. I want to say that some years back, the President visited Bukwo District and promised to build a stadium. I am now requesting the minister for sports to build this one in the name of Cheptegei Rebecca. (Applause) My other prayer is that this lady, this champion, this heroine should be promoted, and should be given a posthumous promotion from Sergeant to Warrant Officer. That is my request to the UPDF, the Ministry of Defence and Veteran Affairs, or to Captain - to a higher level so that the benefits – my prayer is that Cheptegei Rebecca be given a posthumous promotion to Commissioner Officer so that the benefits can be given to the children. The other one is - I am wondering about the Teryet National High Altitude Training Centre. I would like to ask the minister - he is saying that it has been completed, but I do not think it is complete yet. Do we have enough dormitories for these people to stay in? Not yet. Even according to the plan, it is not yet finished. We need a three-star hotel in that place.

14270 TRIBUTE TO THE LATE SGT REBECA CHEPTEGEI from Sebei, I do not have that talent. These are the God-chosen few. I do not know - it is unfortunate that this guy died. How I wish he was living to see what we would do to him. Honourable minister, Hon. Peter, it is my humble plea and prayer that you kindly work hand in hand with the Minister of Sports in Kenya, Mr Murkomen, the Kenyan Cabinet Secretary, to see to it that justice is brought to the family of Rebecca Cheptegei. I remember when we had just concluded the burial, the burial committee wanted to get the Shs 50 million for the burial expenses. However, I would like to appreciate you so much, honourable minister, because you stood your ground and said, “No, that money is meant for the siblings. Where do you expect them to go?” I remember your words. You said, “I know what a burial entails. The moment it is done, people take off.” The bereaved family members are the ones left there with the innocent children. He said no, and it was a strong no. I appreciate you 100 per cent, honorable minister. (Applause) Regarding the High Altitude Training Centre that we have in Kapchorwa, I appreciate the Government of Uganda for that facility. It is my humble admiration. I encourage our sports fraternity to learn to love what we have. Why would we cross boundaries and borders and come back dead when we have the same facilities? It is unfortunate; it could be because of the love - but when I saw her in the casket, I said, “All the way from Kampala to Sebei, Kapchorwa, Kween, to Bukwo, she managed to cross the borders to Kenya but came back in the coffin?” It was really painful. To us, it matters. The idiot who killed our beautiful daughter just because of her money was a boda guy. To the Government, my other prayer is to support Hon. Phyllis and Hon. Twalla’s suggestion that a five-star hotel be put in the Teryet High Altitude Centre so that it can attract tourists and also the people who would want to train from other regions. Why would you train and at the end of the day, you do not have where to refresh and eat something, to get more energy? We must have a hotel at the high- altitude training ground for the betterment of the sports fraternity in Sebei. Last, but not least, let me conclude like this: I appreciate Team Uganda for always supporting our athletes each time they win the gold medals. I know so many gold medals have been won by sports people in the Sebei Subregion. When we talk about some of these roads being put or named in remembrance, at one time some of the serious athletes - talk of Joshua Cheptegei - after all the medals he has earned - even Kiprotich - they are many, but at least Joshua Cheptegei, more so in this Kampala, we may be the C’s - if our efforts have been seen, not only in Uganda or Africa alone but the world at large, why can’t we lift or appreciate this son of the soil by just naming one of the roads, even here in Kampala, as Joshua Cheptegei Road? To run is not a simple thing and we have even seen them many times collapse, but at least he has done his best, severally, to earn us medals, together with his friends. To the family of Joshua - darkness, I do not know why -(Laughter)- I think I better summarise. To the family of Rebecca - there is something I have remembered directed to the gender minister. It is very crucial for the female athletes to be talked to. They are being counseled so that they do not make errors in as far as choosing their loved ones to be -

This stadium is a multi-sports stadium. In our mapping of Uganda, we have defined this country in various disciplines. Hoima is a centre we have selected to host the National Sports Academy, which is meant to be for talent development across the country. (Applause) Therefore, when my colleague, the shadow minister, spoke about academies - I was with him in France where we met some of the serious investors who want to come and invest. I invited him to that meeting because I know he is a colleague in sports. My Leader of the Opposition (LOP), that is how we work in the sports sector. He was part of the meeting and I want to confirm that there are serious people who want to come and help us invest in the sports academy, so that helps us a lot in terms of work. The other one is that while in Bukwo, there has been a question of what to name after our daughter. It is true I have got this from here. It is true I have the Head of State and the Cabinet. It is also true I have my senior minister. The people of Bukwo requested that the field in Amanang Senior Secondary School, where people paid their last respects to this dear daughter of ours, be named after her. I would like to pledge that as the Minister of Education and Sports and the National Council of Sports, we will work within our means to improve, first of all, that facility, which will help our children in Bukwo to continue running and training. Then, the question of giving a big place to be named after her can be handled. The last one, Mr Speaker, is one of the two things which Hon. Aza mentioned here. First of all, I want to allay his fears that his daughter is safe because the Government of Uganda sponsors these children to go to international competitions. I congratulate you that your daughter has been identified through talent identification and development in line with what the honourable Woman Member of Kyegegwa raised here. I do not concentrate on Sebei. I have been asking a question to all of us. Why should it only be the Sabiny who go and represent Uganda? What is our role as leaders in the promotion of sports where we come from? The Sabiny have agreed and accepted that this is a business. The Government has appreciated their efforts by constructing a national high- altitude training centre. In Kyegegwa, it is true - I accepted to come to Kyegegwa and I will come because I go to every part of Uganda.

“For example, districts like Kole and Bukwo struggled to retain staff in hard-to-reach areas.”

Read the full speech, word for word
14220 SECTORAL COMMITTEE REPORT Mr Speaker, the committee also noted cases where jobs that should have been internally advertised were advertised externally, neglecting the existing experienced staff. Some job adverts even failed to list job experience or some important qualifications as a requirement for job positions, even at senior level. In some cases, key documents like independent score sheets were missing from their recruitment files during the committee’s interview. Mr Speaker, a general concern was noted, that local governments deliberately keep positions vacant and ring-fenced for years until their preferred candidates meet the qualifications. The committee recommends the following; (i) The Minister of Public Service should ensure that members of the District and City Service Commission implicated in corruption tendencies and investigation by anti-corruption agencies should step aside until such investigations are concluded to preserve the integrity of the Commission and to prevent inter-meddling in evidence. (ii) The police Criminal Investigations Directorate (CIDs), in liaison with the Public Service Commission, should investigate the appointments that have been highlighted in the report with a view to possible prosecution. Mr Speaker, we have attached and referred several of these matters to the police and we appeal to Parliament to ensure as recommended. (iii) The committee acknowledges that being a child or a relative of a civil servant or politician should not be a barrier to employment. However, all applicants should have equal employment opportunities based on merit. (iv) The investigation by the Inspectorate of General Government (IGG) and other anti- corruption agencies should be concluded and pending reports should be released. Mr Speaker, we realised that in many districts, there are several investigations that have taken so long. Therefore, all the processes get affected. Mr Speaker, on 3(2) factors affecting staffing in the district and cities. The committee noted the following. Failure to attract staffing in key positions. There were difficulties in filling critical roles like the district health officers and district engineers due to low wages and high qualification requirements. For example, districts like Kole and Bukwo struggled to retain staff in hard-to-reach areas. The committee recommends the following: i. The Ministry of Public Service working with professional bodies should review the requirements for recruitment of critical positions such as district engineers, with a view to addressing the challenge of failure to attract registered engineers at the local government level. This will address the gap where currently, there are only 25 substantially appointed district engineers across the entire country. The rest are all acting. There should be special consideration for hard-to-reach areas. On long-acting periods and delayed promotions, Mr Speaker, staff often remain in acting positions and on assignment beyond the period mandated under the law and also face delays in the promotion. There are local governments that have not had substantive staff for many years and local governments have no heads of department. Mr Speaker, we discovered that in Arua District there is only one head of department, substantially appointed, and is due for retirement next month. The rest have been acting. The committee recommends that local governments should, subject to the relevant laws and guidelines, enable accelerated promotion for qualified and deserving staff, especially those that have been in acting capacity and assignment for long.

Thank you, Mr Speaker. I also want to join my sister and honourable colleagues, including the honourable minister, to thank Team Uganda and congratulate the able boys and girls, the gentlemen and ladies, who have made Uganda a very proud country and always the “ Ches ” have made it a point that the flag of Uganda is raised in the whole world. Mr Speaker, these boys and girls come from very humble backgrounds, and it is through their efforts that they are what they are. As we speak, we have so many unidentified talents that are wasted in the villages. They have not tapped those talents. What they do now is come to the villages and form clubs but with no single support. We have young upcoming businessmen who are supporting whoever is willing to run. So, they formed their small clubs. For example, in Bukwo, we have 12 clubs that are self- sustaining. Whoever comes in gives food; you can give clothing, or you can offer housing to those young men. What has happened of late is that the few clubs have formed an association. They now go to the district, register and then try to get support at the national level. Therefore, I am also requesting the Minister of Education and Sports to have a special budget for these districts that have the people who run, so that they can be supported from the primary level and we have more of these talents. I would also like to request the Government that every year, we have a Heroes Day celebration. I would have asked that maybe we set aside a day to recognise these young men. However, we can also have an element of recognising these young men who are always running up and down to make sure that Uganda’s flag is raised in the whole world. So, every year, they must be recognised with the other heroes. I also request that maybe, if it pleases the Government, we can have some of the stadiums named after, for example, Joshua Cheptegei, who has done the best, or Peruth Chemutai. We can have a stadium named after them. I would like to thank, first of all, the coaches and the managers. Some of them are not paid, but they are here standing with these young girls and boys. You find that they are not on payroll, they are running up and down, and they make sure that the flag is raised. Next time, honourable minister, I request that when we have such an occasion, they should be brought to the House so that they can also be recognised for the achievements they have made. Finally, Mr Speaker, through you, I pray that the Ministry of Education and Sports organises for the big celebration back in Sebei so that all these people from the three subregions, neighbours and all the Members of Parliament go and celebrate from Teryet High Altitude Training Centre to encourage other upcoming sportsmen and sportswomen. I get ashamed to talk about it every time, but I have no alternative. I have got to repeat it. This matter is one of those that we have failed to get a solution. Last week, my colleague, Hon. Evelyn, talked about it, when the Uganda Wildlife Authority (UWA) officers shot five cows along the main road in Bukwo. Not even a month has passed, but they cut over 30 acres of Irish Potatoes and maize, which is now remaining with one month to be harvested. Mr Speaker, yesterday I sent you the photos - and you can check on WhatsApp when you are free - of women crying and holding their maize. My Resident District Commissioner (RDC) went to UWA offices and showed them to their bosses. The director and others there looked shocked. Thank you, Mr Speaker. I join colleagues in thanking the committee for the elaborate report that they have given. The intention of this project was actually to relieve our farmers from the burden that they have been failing to take their products to the market. However, the implementation of this project has brought a lot of problems. As a Member of Parliament, I have been following in my constituency and my district and the work that has been done there is so much wanting. You remember Bukwo District has very loose soils that a contractor works on a road and once he delays until the rainy season, that road goes back to square one. We have roads like Kortek Kezima Road, which had been worked on and our farmers had started ferrying their produce to the market easily, and they were very comfortable. However, because of the delays, this road has gone back to square one, and I believe across the country, that could be the problem now. The contractor has to go back and work afresh. Our farmers are now using donkeys to ferry the crops to the markets. My suggestion is that the ministry should see how best they can harmonise when making payments to these contractors. When you go to the contractor, they complain a lot that they are not being paid by the ministry. Therefore, the ministry should see how best they can pay these contractors and some of them have make huge losses. They borrowed loans from the banks so that they could run this contract, more especially in supplying these farm inputs. I know of contractors who are suffering because they have not been paid. The interest rates have gone very high. So, the ministry should see how best to pay these contractors so that they do their work. Thank you, Mr Speaker.

Thank you very much, Mr Speaker. I rise on a very urgent and important issue that is happening in Bukwo or Sebei subregion. We have a conflict between the community and the Uganda Wildlife Authority (UWA) rangers. In the last year, over 50 people have been killed in the Sebei subregion. The latest case was three weeks ago when a young boy of 16 years was gunned down by the UWA rangers because of reasons that are not known. We have had very many – actually, over 50 are also hospitalised with gun wounds. Many cows and other animals have been killed. They shoot them when they are walking along the road because we share

Thank you, Madam Speaker. I take concern on item number 7, page 28, on the reaffirmation of the international borders. I entirely agree with the committee that if we do not reaffirm our boundaries, it is likely to cause us chaos. I have been on the Floor of this Parliament – and we have got a problem in Bukwo. We have tried to survey land for our institutions because as you know that the Government has a policy not to develop any institution until they have a land title. The problem I have been telling this House is that we have tried as much as possible but the coordinates do not match the physical boundaries of Bukwo District. If you take coordinates in areas of Chesower, Tulen, Lwongon they read in Kween District. In areas of Riwo, the coordinates that you are in Kenya. Our people have completely failed to get the land titles. I entirely agree with the committee that the ministry should take charge and work on these things because if we do not work on them, we may not benefit from the Government service. Thank you.

Mr Speaker, apologies for; I was being engaged by the Member from Bukwo on a matter of one of the schools in Bukwo. As far as we are concerned, as the Ministry of Education and Sports, it is true that we continue to face a lot of challenges of fire outbreaks in most of the schools. Our inspectorate department in the ministry is also picking it up to check on how some of the schools are operating. If you look at some of the schools, that are catching fire, most of them are privately owned, and that tells you that there is a mind of some of the private owners to fill up the numbers into the areas in terms of the dormitories, which congests these specific schools. We are also trying to beef up the inspection of those schools by the district inspectors to give us routine reports, but for now, I want to call upon colleagues; it is our responsibility to sensitise the public on how to manage issues of fire in our respective schools and where we come from. Thank you.

Thank you very much, Mr Speaker. First of all, I want to thank very much the committee for the report which is a fair representation of what is happening in the country. I come from Sebei Subregion which grows maize and that is maize grain. I have been interacting with one of the health officers in my district and they told g me that the cases of cancer especially, liver cancer has tripled for the last five years. That means, Mr Speaker, like the committee has said, that these mycotoxins could have been the cause of all those problems that we are facing. The Government has tried its part and I want to believe that they have constructed some warehouses across the country. Unfortunately, those warehouses in Bukwo have not been completed and their completion date is over. Those warehouses could have been places of checking these things because we could have some testing kits in every warehouse so that the community can utilise those testing kits. I, therefore, request the relevant authorities to ensure that these warehouses, in which the Government has injected a lot of money, are completed and used. Secondly – (Member timed out.)

Thank you, Mr Speaker. In 2022-2023, the Government of Uganda gave Shs 167 million to Bukwo Local Government, and they were supposed to renovate two schools; Amanang Secondary School and St Joseph Secondary School. The work was done and the contractors did their work. However, at the time the contractors were supposed to be paid, their money was swept back. Bukwo Local Government has been making a follow-up since that time. To- date, that money has not been paid back. Now, the contractors have gone to the courts of law and the district has been summoned to go and answer the charges. Mr Speaker, I would like to know from the minister why districts are given work to do, and when the money is swept back, it is not reverted. What happened to the money? Thank you.

“I need to check whether what happened in Bukwo forms part of our domestic arrears stock.”

Thank you, Mr Speaker. There are two issues in one. One, is the failure to pay the contractor in time and the other issue is re-voting. Mr Speaker, I wish to respond as follows: First, when the Government fails to pay, this results in domestic arrears. I need to check whether what happened in Bukwo forms part of our domestic arrears stock. After checking that, I can guide when and how we shall process the payment. Secondly, on re-voting, the law is very clear. On 30 June, at the end of every financial year, the appropriation expires. Once appropriation expires, if we were ending the year with a positive balance, this money would return to the Consolidated Fund. However, what happens is that that money which is not utilised at the end of the financial year, forms part of the Consolidated Fund. Under programme-based budgeting, we do not carry forward programmes. When the financial year ends, in another financial year, we will budget again. Therefore, if he says that this activity – First, we cannot re-budget because the activity was done and the schools were constructed. What we need to do is to pay the money. That is why I ask for time, Mr Speaker, to check with the treasury, find out what exactly happened and process the payment. Otherwise, Mr Speaker – (Ms Amero rose_)- Clarification.

Our people are facing a lot of challenges in surveying and titling their land. Whenever people try to survey and title their land in Riwo Subcounty, the coordinates read that the land is in Kenya. This extends almost one kilometre into Ugandan territory. Madam Speaker, when you try to survey and title some parts of land in Chesower, Tulel and Lwongon subcounties, it reads that the coordinates are in Kween District. People in the lands office in Bukwo are having difficulties in surveying and titling lands. This is a general problem in Sebei subregion. Recently, in Kapchorwa, a health centre called Sanzara in Tingey County had its land surveyed but the coordinates read that it was in Bulambuli District. This means that our borders in Sebei subregion are not clearly marked. I do not know what we can do. Recently, when I went to the education office to follow up on the construction of Riwo Secondary School and Kortek Secondary School, they told us about the ownership of the land. This means we have to get a title. I wonder how our people are going to get titles, if the coordinates are not reading well. My prayer, Madam Speaker, is that the Government should go to Sebei subregion, starting with T’oo County, and open the boundaries such that our people can survey and title their land. Thank you.

Madam Speaker, the Member is raising a very pertinent issue. In March this year, the President directed the Ministry of Lands, Housing and Urban Development to demarcate boundaries in the districts of Kween, Bulambuli and Bukwo, and make them clear. It has been an issue for quite some time. I request you, Madam Speaker, to allow the Member to bring this question in a written form so that I can give a concrete answer because it is quite technical. Thank you.

Thank you, Madam Speaker. I thank God for another year that He has added you and the bundle of joy of the twins. In 2004, the President gave Bukwo District hospital status. However, last year, in the wisdom of the Ministry of Health, the district hospital was downgraded to a health centre IV. As we speak, the National Drug Authority has also decided to cut off drugs for the same district hospital. We are now in trouble and we do not know where to take patients. Therefore, I would like you, Rt Hon. Prime Minister, to please take this up so that Bukwo General Hospital can be reinstated and given back its status as a district hospital. Thank you.

Thank you, Madam Speaker. During the COVID-19 period, the Government identified some schools across the country to expand their infrastructure because they realised that some of our children were very congested in the schools. They had a programme called the “Rehabilitation Fund.” In Bukwo District, a school called St Peter’s Kapkware Primary School was identified. Shs 218 million was given to the district to do some works that they had agreed upon. The ministry instructed the district to identify a contractor, which was done. Unfortunately, this was done towards the end of the financial year. As such, as soon as the contractors started mobilising to do the work, the money was swept back to the Centre. Since that time, we have been following up on that money and we have not received it. Our children are still struggling under trees. The contractor is taking the district to the courts of law very soon. We have failed to understand where this money went yet other districts received theirs. My question to the minister is, when will St Peter’s Kapkware Primary School receive this service? It is overdue and the district is in panic because very soon, the contractor will take the district to court. Thank you.

10848 STANDING COMMITTEE REPORT allocating 15 per cent of their annual budget to improve the health sector. The health sub- programme budget has been increased in nominal as well as in percentage terms. In the Financial Year 2021/2022, the allocation had reached 14 per cent. Government enhanced the salaries of scientists, mainly the medical personnel. This will push the ratio even higher. Government also reported that in the medium term, given the change in focus in the National Development Plan III to prioritise enhancing the productivity and social well-being of the population in the country, more investment is expected in the sector in the medium term. In the budget for the Financial Year 2023/2024, Government has prioritised the human capital development programme to which the health sub-sector belongs. Starting with the Financial Year 2023/2024, Government is committed to annually increasing the budget for antiretroviral treatment by Shs 50 billion per annum. The committee recommends the provision of adequate funds to the health sector as per the Abuja Declaration to enable the sector improve the health needs of the citizens. Recommendation 16: The Ministry of Finance, Planning and Economic Development should provide adequate funding to the National Environmental Management Authority to maintain and sustain early warning systems where applicable. The Government reported that the total budget for Vote 150 for National Environmental Management Authority has been increased from Shs 18.943 billion in the Financial Year 2022/2023, to Shs 41.360 billion, in the Financial Year 2023/2024 to facilitate recruitment of additional staff and strengthening environmental protection. The committee recommends that this should be done. Recommendation 17: The Ministry of Finance, Planning and Economic Development should increase funding to provide adequate accommodation to police officers - Mr Speaker, there is a long narrative that follows; I will try to summarise it. In the budget for the Financial Year 2022/2023, the Ministry of Finance, Planning and Economic Development provided Shs 26.212 billion for the following: i. The construction of seven accommodation blocks - 10 units per block - in the districts of Nakasongola, Sheema, Busolwe, Mitooma, Kanungu, Kakumiro, Katwe- Kabatoro and Ntungamo; ii. Completed the construction and commissioned seven blocks, a total of 420 housing units of the Naguru Apartments; iii. Construction of Kira Division staff apartments, 24 units is at 80 per cent; iv. Erected and installed 5,410 double- occupancy uniports out of 6,446; a total of 84 per cent across the country; and v. Constructed 45 housing units, five units each block, in Butebo, Bukwo, Namisindwa, Amudat, Alebtong, Nabilatuk, Karenga, Kwania and Obongi, pending commissioning. In the budget for the Financial Year 2023/2024, the budget for residential buildings is Shs 26.412 billion, a slight increase of Shs 0.2 billion from the level of Financial Year 2022/2023. The committee recommends that the Ministry of Finance, Planning and Economic Development should give special consideration to the development budget of Uganda Police Force. Mr Speaker, by way of summary, permit me to state the following – that the report captures recommendations in respect to: i. The Ministry of Water and Environment (page 21); ii. 10675 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 19 OCTOBER 2023 Mr Speaker, the Ministry of Health has updated its specifications and only allows robust solar systems that can work up to a minimum of l5 years. A few facilities that have so for benefited and the systems have been installed and commissioned, are as follows; 1. Kiboga - Bukomero Health Centre IV; 2. Kazo - Kazo Health Centre IV; 3. Buhweju - Nsika Health Centre IV; 4. Kamwenge - Rukunyu Government Hospital; 5. Kakumiro - Kakumiro Health Centre IV; 6. Omoro - Lalogi Health Centre IV; 7. Kapelebyong - Kapelebyong Health Centre IV; 8. Bukedea - Bukedea Health Centre IV; 9. Sironko - Budadiri Health Centre IV; 10. Manafwa - Bugobero Health Centre IV; and 11. Oyam - Anyeke Health Centre IV. Mr Speaker, these health centres have their power reliability at 100 per cent for the last two years and that is the direction that the Ministry of Health has taken to reduce the recurrent expenditure to the minimum. My response to the second prayer is that the standard for the general wards provides for separate sections for male, female and children. Once funds are realised, the required infrastructure shall be put in place at Kassanda Health Centre IV. My response to the third prayer is that on 20 September 2021, the Emergency Medical Services Policy was approved by the Cabinet of Uganda, and it spells out the allocation of ambulances to defined catchment areas. The new policy is to allocate one Type B ambulances per 100,000 population equivalent to one constituency in Uganda. The allocated ambulance serves the population in that constituency. The policy disbanded the prior arrangement of the issue of allocating ambulances to health facilities in order to serve a wider population better. Mr Speaker, the ambulance vehicle is situated at the most accessible and secure health facility in the constituency, preferably on the highway. In the year 2020/2021, Kassanda District was allocated an ambulance registration UG6859M for Bukuya Constituency. For now, though situated in one of the constituencies, the ambulance is provided with fuel to respond to emergencies across Kassanda North and Kassanda South constituencies, in Kassanda District. In the Financial Year 2024/2025, we plan to procure additional 180 Type B and Type C ambulances to fill the gaps. The Government is committed to fill the gaps in ambulance vehicles at the constituency level for the Financial Year 2025/2026. The fifth question came from Hon. Chelangat Alinga Solomon, Member of Parliament, T’oo County, Bukwo District. He stated thus: “ Bukwo District is predominantly an agricultural district. People mainly grow maize for both commercial and subsistence purposes. However, the President has been discouraging people from maize farming unless on a large scale because it is not economically viable. Therefore, our people were advised to shift to short term crops, which are more profitable. The Government of Uganda thought of giving our people some incentives through the Agriculture Cluster Development Program (ACDP), under the Ministry of Agriculture Animal Industry and Fisheries. Rt Hon. Prime Minister, I have issues of concern that have discouraged our people from taking the good advice from the President. i. Government through ACDP, procured a contractor, Bold Energy, in April 2021 to supply farm inputs, like maize seed and fertiliser. The contractor did their part, but the Government has never met its obligation of paying the contractor. This has put the contractor in a very fragile

10676 STATEMENT BY THE LEADER OF THE OPPOSITION situation because he seems to have gone for loans to do the supplies. ii. The Government thought of constructing some roads in Bukwo District such as the 11.6 km in the Financial Year 2021/2022, to allow farmers to access markets for their produce. This contract has stalled because the contractor has not been paid. Our farmers are making big losses because most of these short-term crops are perishable and need to reach the market as soon as they are harvested.” His question is: what plan does the Government have to ensure that they meet their obligation of paying contractors their money so that our people get the intended service since the project is coming to an end? Mr Speaker, my response is that the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), through the ACDP accredited agro- input dealers to supply subsidized agricultural inputs such as seeds/planting materials, fertilizers, agro-chemicals, post-harvest materials and tractor-hire services. MS Bold Energy is one of the companies that were accredited. It signed a Memorandum of Understanding with MAAIF to supply post- harvest materials only. However, during the first and second planting seasons of 2021, a number of companies were found to have been involved in suspicious transactions (supplying inputs not accredited for, redeeming inputs not supplied to farmers among others), and the ministry took a decision to suspend payments pending verification. The ministry carried out both physical verification of the farmers within the district and system verification of all the dealers’ transactions on 8 September 2023. The MAAIF communicated to MS Bold Energy the results from the verification exercise and the verified amount to be paid to the dealer. On 15 September 2023, the company concurred with MAAIF and requested it to pay only the amount that had been verified. Payment for the verified and agreed amount has since been effected to MS Bold Energy. So, I request the honourable member to get in touch with this company if he still has interest. On the matter concerning the rehabilitation of farm access roads in Bukwo District, I want to say that Bukwo District Local Government prioritised rehabilitative works on 11 kilometres of farm access roads in Senedet and Kortek subcounties. Works were jointly inspected, measured and certified at the end of March 2023 to generate Interim Payment Certificate (IPC) No.1. In July 2023, MS Crescent General Company Ltd (the contractor) received advance payment and IPC1. The contractor has recently notified MAAIF and Bukwo District Local Government of substantial completion of the works. A joint inspection and verification of the works is scheduled for in this month. It is upon this joint technical inspection that the works will be declared complete or not with a snag list developed for omissions and defects that the contractor will rectify during the defects liability period. The contractor will be paid as soon as the works completion report is approved by the MAAIF and Bukwo District Local Government joint inspection team. The sixth question was from Hon. Etuka Isaac Joakino, the Member of Parliament, Upper Madi County. Mr Speaker, his question reads: “ Rt Hon. Prime Minister, as you may already be aware, the Government under the ACDP allocated funds for the Rehabilitation of road chokes in Madi-Okollo District. However, up to now, we see no progress on the ground. Can the Rt Hon. Thank you, Mr Speaker. I thank the minister for the report. As for us in the Sebei Region, we have the main grid which crosses three districts – Kapchorwa, Kween and Bukwo. However, our main problem is the extension of power from the main grid to other areas. We need transformers and more poles to reach all the subcounties of Sebei. In Sebei, we are blessed with a mini hydro- power station but our people have not accessed that power; it is produced from River Siti which lies between Bukwo and Kween. At first, we thought it was the time for all our people to access electricity. However, the ministry connected it to the main grid. Therefore, we have no power right now in all the three districts. 10046 THE VETERINARY PRACTITIONERS’ BILL, 2023 [Mr Ogwang] hours 8 minutes 53 microseconds and is the 5 th youngest Ugandan athlete in world history to win a gold medal after Dorcus Inzikuru. I want us to commend our young athlete, Kiplangat, because he has a bright future. (Applause) I also thank the entire team which participated in the just concluded event. Some of the factors, which I know, because I was there, that affected some of the athletes was the weather. Honourable colleagues, some of these children were running at temperatures of about 42 degrees. Had it been in Africa, that would have been news, but because we were in Europe, I do not think any of you saw that anywhere in the international press. That is why they resorted to making sure that the championship only happened at night, with the exception of the marathon and walking race. Even then, at 7.00 p.m., we were at 35, 36 or even 37 degrees. So, I commend them for their individual performance as Team Uganda in the just concluded championship. In a special way, I thank the coaches. Most times, they are unsung heroes. We only concentrate on the individual winners of the gold, but let me ask the coaches to stand up, if they are there. Where are the coaches? Yes, the coaches are here. (Applause) With these medals we see, the hard work comes from these coaches. They are the ones who do all the donkey work to support our athletes. Now that we have the Sports Act and a provision in the law which talks about reward and recognition of these sports personalities, can I ask this Parliament to help me to begin appropriating money in the budget for purposes of us recognising these outstanding athletes who make our flag fly in the entire world, wherever they go? That has been lacking. Finally, we have the law in place. Secondly, there are some individual requests that I am following up, we need some specific infrastructure for some of them. For instance, where they train from - I know they come from the districts of Kween, Kapchorwa, and Bukwo. Thank you, Mr Speaker. I want to thank the committee for a wonderful report. The report has given us an overview of how KCCA operates. It has shown that there is a lot of connivance in KCCA. In this era, to imagine KCCA is still using a manual method of accountability shows that some people are benefiting from that system. It is not only KCCA where there is a lot of convenience. Imagine when making roads, a contractor makes his/her BoQs after being guided by the technical people. Those BoQs are made in the interest of the technical people. In fact, the technocrat takes more than even the profit of the contractor. The result is the contractor making poor roads thus the substandard work we see in our country. 9230 MINISTERIAL STATEMENT district as a hard-to-reach area so as to benefit from funds earmarked for such areas. His questions are: a) What criteria is used to determine hard-to- reach areas? b) What is the possibility of including other areas in the hard-to-reach areas category? c) Which areas are categorised as hard-to- reach? My response is that the Ministry of Public Service observed that there were areas in some local governments that had consistently failed to attract and retain skilled and capable human resource, leading to inadequacies and gaps in the delivery of services. This was observed through inspection reports, support supervision exercises and payroll status reports. These areas were, therefore, defined as hard to reach. Hard-to-reach areas are defined as remote or insecure areas that are unable to attract and retain sufficient numbers of motivated staff because of difficult living conditions. They are, therefore, “hard to work in and hard to stay in.” These areas are characterised by remoteness, insecurity and poor infrastructure, among others. In the Financial Year 2010-2011, Government approved payment of hardship allowances of 30 per cent of the basic monthly salary for public officers working in the local governments defined as hard to reach. The following 24 areas are categorised as hard-to-reach: Kotido, Nakapiripirit, Abim, Moroto, Kaabong, Pader, Kitgum, Nwoya, Amuru, Kalangala, Gulu, Bundibugyo, Adjumani, Kisoro, Kanungu, Bukwo, Ntoroko, Buvuma, Lamwo, Namayingo, Napak, Mayuge (specifically Malonge Island), Bugiri (specifically Sigulu Island), and Mukono (specifically Koome Islands). Over the years, the Ministry of Public Service has received requests from various local governments to be considered hard-to-reach areas. Consequently, the ministry carried out a study, in the year 2020, in order to review the hard-to-reach and hard-to-stay areas in the country based on the criteria of remoteness, insecurity and poor infrastructure. Out of the 63 districts that had requested to be considered, 54 were found to have hard- to-reach and hard-to-stay spots eligible for payment of the hard-to-reach allowance. In total, 340 hard-to-reach spots were identified as the qualifying localities within the 54 districts. Madam Speaker, allow me to lay, on the Table, a full list of the hard-to-reach and hard-to-stay areas in the country. In the interest of time, Members can access it. Madam Speaker, based on the criteria used, I would like to inform the honourable member that Rubanda was not categorised as a hard-to- reach and hard-to-stay district. It is also important to note that the Ministry of Public Service has not yet implemented the revised Hard-to-Reach Framework. The current priority of the Government is the salary enhancement of all public officers in a phased approach. Madam Speaker, I got another question from Hon. Francis Adome, MP for Moroto Municipality. His question was to know the Government’s plan to rehabilitate government- aided schools in Karamoja. My response is that the Government of Uganda, in collaboration with education development partners, has been providing infrastructure support to both primary and post-primary institutions in the Karamoja subregion. All the post-primary institutions (11 secondary schools and two PTCs) benefitted from infrastructure support under the Irish Aid. All secondary schools in the Karamoja subregion implementing Universal Secondary Education were provided with additional infrastructure under the World Bank support and were provided with additional classrooms to attain the recommended classroom-student ratio of 1:60. Thank you, Mr Speaker. I take this opportunity to thank Hon. Sarah Opendi and I support this petition 100 per cent. Mr Speaker, as we talk about the budget for health, the Ministry of Health has also taken up the fight against health centres and district hospitals. For example, they decided to cut the annual budget of Bukwo District Hospital; moreover it is a district hospital that is handling referrals from health centres II and health centres III. We lost two mothers two days ago because the district has no finances to buy gloves to help these women. So, I ask the Ministry of Health to reinstate the budgets for health centres and district hospitals so that they can be able to handle issues of mothers and the referrals from the health centres III. Thank you.

“As we speak now, we have two resettlement camps in Bukwo District.”

Read the full speech, word for word
Thank you very much. Madam Speaker, Hon. Chemonges is talking about is really a thorn in the flesh of the Members of Parliament from Sebei. The issue of the Ndorobos cuts across the Sebei Subregion. As we speak now, we have two resettlement camps in Bukwo District. There is Yatui Resettlement Camp in Chesower Subcounty and Teriet Resettlement Camp in Kapkoros Subcounty. Madam Speaker, we were moving up and down and talking to the Prime Minister. The President and the Prime Minister have made communications about the resettlement of these people. However, up to now, these people are just stranded. They were given some support as a resettlement package in their camps but for the last five years or so, this support has failed to come through. Therefore, Madam Speaker, these people are looking at us as if we have abandoned them yet we have made a lot of noise; these people have been killed. While their source of livelihood is through cattle keeping, they do not have land where they can graze their cattle on. And when they try to take their cattle to the forest for grazing, they collide with UWA rangers and many of them have been killed. It is my prayer that we see how best to support these people. Thank you.

Thank you so much, Mr Speaker. I want to thank the committee for this very good ministerial statement. I have read it because I am much more interested in this matter. I come from Sebei where we border a national park on the upper side and another national park on the lower side. Members have been talking about compensating people for their crops, but in Sebei, we have instead lost people; hundreds and hundreds of people, yet in the report, I do not see any plan for compensation. We have people who need to be resettled and have been staying around the boundaries of the national park for the last 30 years. I do not see any plan by the Government to resettle them. Last year, we went to Sebei with the Minister of Tourism, Wildlife and Antiquities. The topic that time was wildlife-human conflict. The minister got there and listened to all the people. He saw people with wounds and even witnessed graves. He got all the stories but up to now, the minister has never brought back a report to this House. Two months ago, we lost two people in Kween and one in Bukwo who were shot by the UWA officers still because of the fight over the boundary. Lastly, I want – (Member timed out.)

My name is Chelangat Alinga Solomon. I represent the people of T’oo County in Bukwo District. I join colleagues in congratulating the chairperson and his team for that brilliant report. However, I have one item that I got some concern on. In the report, there was where one supervisor – the Head of Business - was supervising his close relatives in his office. That shows that there must be a lot of problems as far as recruitment of staff in the NSSF is concerned. I propose that we include an item where we have a human resource audit for the entire NSSF, such that we get to understand how the recruitment has been done henceforth. Thank you, Madam Speaker.

“His place of birth is Bukwo.”

Madam Chairperson, I would like to speak with evidence in support of the committee’s proposal. When I was Minister of State for Sports, we were faced with all these challenges where, first of all, a school gets a non-student. After getting the non-student, they move ahead to even process our passport, but when the age is reduced. I can print and lay it on the Table the evidence, but I may not go into the details of the name. This particular student, in his first passport, was born on 9 October 1996 and the passport number is A00236115. In the second passport, procured by the school that wanted to use him as their athlete, but in the league of those who are younger, his date of birth is 9 October 2004. He reduced his age by eight years and the passport number is A00444668. I may not mention the name, but if you want me to print, I can print and lay it on the Table. Now, on the first passport of 1996, where does he come from? His place of birth is Bukwo. In the second passport – this is a runner, for clarity – his place of birth is Chelelelec Bay, but this is the same person with the same picture. Now, if we cannot criminalise such - Someone has reduced his age by eight years. At 40 plus years, I want to run with those who are 30 years. Isn’t that criminal?

6957 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 24 JANUARY 2023 on the alleged unfair and discriminatory recruitment by the Uganda Peoples’ Defence Forces. The Rt Hon. Speaker referred the matter to the Committee of Defence and Internal Affairs for consideration and report back to Parliament. The committee considered the issues and hereby reports. Background In 2004, the Ministry of Defence and Veteran Affairs undertook a comprehensive programme to transform the UPDF into a modern, professional and accountable force, subordinate to civilian authority. Part of this is recruiting Ugandans who meet the standards prescribed in the UPDF or the Uganda Peoples’ Defence Forces Act, 2005, sections 51 and 52; details of who qualifies. Methodology The committee held meetings with the following: the Minister of State for Veteran Affairs and officials from the Uganda Peoples’ Defence Forces, Hon. Sarah Opendi, the District Woman Representative for Tororo District, Hon. Evelyn Chemutai, and the District Woman Representative of Bukwo District. The committee also received submissions from Hon. Faith Nakut, District Woman Representative of Napak District. Queries raised by Parliament Tororo District Allegations raised by Hon. Sarah Achieng Opendi, the District Woman Representative for Tororo District was that people from elsewhere were recruited from Tororo and people from Tororo did not benefit from their quota. It was also alleged that the local leaders were not allowed to verify the list of recruits; RDCs and LCs were not given a copy of the recruits for reference. Nebbi District It was alleged that out of the 57 slots allocated, only 11 were from the district. Lira District The allegations were that in Lira District, most applicants were dropped for reportedly being HIV positive. The committee interacted with Hon. Sarah Achieng Opendi and Hon. Evelyn Chemutai and received written submissions from Hon. Faith Nakut. UPDF recruitment procedures The Minister of Defence and Internal Affairs and the Uganda Peoples’ Defence Forces carried out a national recruitment exercise from 18 June to 4 July. The recruitment coverage was for all Ugandan nationals and was based on a quota system. LCI chairpersons provided documents to the applicants to prove that one has no criminal liability and the National ID proved one’s nationality and presumes all biometrics and other details are with NIRA. At the recruitment centres, the RDCs, RCCs or GISOs signed on the dispatch forms before departure of the candidates to training schools. However, not everybody who came met the criteria to be recruited, as there were various tests undertaken to eliminate some people because of limited slots. The committee was informed that the UPDF followed the process of recruitment. The criteria for being an eligible applicant were: a) Be a citizen of Uganda; you would prove this with the national ID. b) Adult male or female (18 to 30 years of age). c) Uganda Certificate of Education or its equivalent certificate or qualifications or any of the above.

I have tried to research on the side of Police. Regarding the recruitment of assistant superintendents of police, in the entire Sebei region, from Kween I think we only have one. My colleague from Bukwo, do you even have one? I do not know. You may not have. But when you look at the people on the list, they are very many so sometimes we feel left out. My prayer, Mr Speaker, is that we should have a committee to handle this investigation comprehensively in all the sectors and agencies that I have mentioned. Thank you very much, Mr Speaker, for giving me your time.

Thank you, Madam Speaker. I join my colleagues, on behalf of the people of Bukwo District and Sebei Subregion and on my own behalf, to condole with the family on the loss of a great servant of God. Hon. Okabe, like everyone has said, was a peaceful man. Every time he met me, he would ask me, “Are you standing in the gap?” He had always told me that together with him, we would pray for Parliament and this country. In 2018, I had a function in my constituency and he decided to bring me the entire public address system because it was a church function. He told me that was his contribution. Every other time, he encouraged all of us to keep praying for our families, for our nation and our Parliament. That is the man lying there before us. I stand to pray for the family and the children. May his soul, together with that of his wife, rest in peace. Thank you, Madam Speaker.

Thank you, Mr Speaker. I just want to add to what the honourable member has just said; that the same issue happened in Sebei region. We heard in the news last year around October, that Government had come up with a policy to phase out PTCs. Sebei had only one PTC and that is Kapchorwa Primary Teachers College. It is a shock to the entire region that even after phasing out, the five core PTCs, which remain in the eastern region include one in Mbale, Tororo, Bukedi Subregion and two in Teso; there is only one in Moroto. From Kapchorwa, Kween, Bukwo to reach a nearest core PTC is about 250 kilometres. Mr Speaker, my prayers are that Government upgrades Kapchorwa PTC into a core PTC. Thank you.

Yes, under the Ministry of Defence. The resolution is cast out there. That Government, in accordance with Articles 26, 209, 212 and 222 of the Constitution of Uganda, urgently and adequately deploys security forces in Karamoja and districts bordering it from the subregions of Teso, Lango Acholi, Bugisu and Sebei, with adequate logistical material and financial resources to stop cattle rustling that is illegally depriving people of their right to own property and subjecting people to torture, cruel and inhuman treatment, and thereby restore peace and security. Actions taken a. Mr Speaker, the UPDF has made commensurately robust deployment by enhancing troop levels. These have been further boosted by local defence personnel from various training wings of the UPDF. With these enhancements, each district in Karamoja has a force for zonal security supported by the intelligence. b. In the neighbouring subregions, the UPDF has enhanced troop levels in Kitgum, Agago, Abim, Otuke, Kapelebyong, Katakwi, Kumi, Bulambuli, Kween and Bukwo, to prevent and curtail incursions by cattle rustlers in the respective districts. c. While recognising that adequate security calls for the participation of the public, as well as local leaders, we have integrated into our operations, the anti-cattle rustling mobilisation and sensitisation. Important to note is that His Excellency, the President of the Republic of Uganda, has traversed the subregions, leading the mindset change effort by encouraging the population to engage in other productive activities, such as goat rearing. Resolution No.2 Relatedly, that Government, in accordance with Article 17B to D of the Constitution, reinstates the local defence forces from the affected districts as a permanent auxiliary force under the command and coordination of the UPDF, with improved management and remuneration, trained, armed and deployed within their villages, communities to support and work with the UPDF and the Uganda Police Force in deterring raids, protecting lives and property, plus tracking and recovering of stolen animals from the armed raiders.

Thank you very much, Mr Speaker. Like the saying goes, we are all candidates for prisons. Therefore, we should not make prisons a torture chamber. I come from Bukwo. I would like to thank Government for constructing a prison that is relatively good, though it does not have all the required structures. Government has also constructed courts, but the problem is that the prisons and the courts are almost 15 kilometres apart. When these prisoners are brought to the courts, they have to travel on foot with handcuffs for 15 kilometres. Mr Speaker, that is torture; we, therefore, request Government to provide transport for offenders so that they do not over disturb the magistrates. Otherwise, these magistrates waste a lot of time waiting for these prisoners to come. Mr Speaker, water is life. In my district, there is no water in the prisons. The prisoners travel almost five to six kilometres to fetch water. I pray that Government takes water closer to these prisons so that our people can access – (Member timed out.)

Thank you, Mr Speaker. I must thank His Excellency the President of Uganda for giving us direction as a country, specifically the points I raised within my constituency, to extend the electricity grid to the subcounties. However, my constituency is off the grid, with only a few subcounties connected to electricity. Being a one-stop border point constructed in Kongasis County, it is my prayer that the Ministry of Energy and Mineral Development extend the electricity grid to Kongasis County so that some of these institutions can operate. For example, with the country’s large population, we need electricity in the health and education sectors. The other day, there was a report from Health Centre IV of a maternal death because they used torches to do the operation because we did not have electricity. I urge the Government, specifically the Ministry of Energy and Mineral Development, to extend electrification in the county. This county is a border point; there is a road that connects us to the other side of Kenya, stretching from Suam-Kapnandi to Kaptererwo. How I wish the Ministry of Works and Transport would have this road tarmacked, because we are now looking to establish a market to promote the integration of East Africa. I beg to end there.
