17727 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 7 AUGUST 2025 in Ntungamo District, had been fully upgraded to health centres III by the time the committee did the oversight. Works to upgrade 41 health centres II were ongoing, with the majority of the projects making less than 50 per cent progress. The details are attached in Annex II. Upgrade of the remaining 81 health centres II had not started. The committee established that out of the 62 health centres III earmarked for new construction under the UgIFT II programme, only three: Kasangati Health Centre III, Kakindo Health Centre III in Kakumiro District, and Kikooma Health Centre III in Kyankwanzi District had been completed. Construction of 28 health centres III was still ongoing, while works for 31 health centres III had not yet started. See details in Annex III. The committee further established that the progress on implementation of various construction projects of new health centres III and upgrade of health centres II to III was largely characterised by defective works, prolonged delays in completion by contractors, including the UPDF Brigade, due to lack of supervision by local government leadership. All project- related decisions, including contract award and the procurement of equipment, were managed by the Central Government. Non-compliance with the standard project design The committee discovered that essential documentation regarding contracts and BOQs was absent, and the Ministry of Finance, Planning, and Economic Development delayed releasing funds, all of which affected the effective execution of the projects. There were double payments to some of the contractors by the Ministry of Health arising from a change of policy to award contracts, particularly to the UPDF Engineering Brigade. A case in point is Shs 400 million for the completion of the Ober Health Centre IV in Lira City maternity ward and theatre that was channelled directly to the Ministry of Defence by the Ministry of Health, well aware of another running contract with BP Enterprises and Construction Company Limited. See the letter attached in Annex IV. Other specific examples of such construction and upgrade projects include Kachuru Health Centre III in Butebo District, Rushare Health Centre III and Ruhare Health Centre III in Mbarara District, Kichwamba Health Centre II in Mbarara City, Kyabakuza Health Centre II in Masaka City, and Kabbo Health Centre II and Gayaza Health Centre II Mubende District. The committee observed that whereas Parliament approved Shs 552.6 billion to address infrastructure gaps in local government countrywide, a significant number of subcounties and town councils across the country still do not have health centres III. No work had been done on 81 out of 124 health centres II earmarked for upgrade to health centre III. Similarly, 31 out of 62 planned new construction of health centres III in subcounties without any Government health centres III had not even started. The committee observed that the upgraded health centres II and the newly constructed health centres III were not fully functional, largely due to inadequate staffing. There was adverse mismanagement of contracts by the Ministry of Health that involved re- awarding of already running contracts to the Uganda People’s Defence Forces (UPDF) Engineering Brigade in total violation of the Public Procurement and Disposal of Public Assets (PPDA) Act. There was a likelihood of fraud in the management and implementation of various Uganda Intergovernmental Fiscal Transfers Program (UgIFT) projects across the country. The Government had not yet fulfilled its pledge of establishing health centres III in every sub- country across the country.

Thank you, Mr Speaker, for granting me the opportunity to present this issue. There are persons registering and extorting money from people in Butebo District, purportedly as agents of the association of Teso war victims, with the promise that they are working on their forms to benefit from the Government compensation. My prayers are as follows: i. The responsible minister should come up with an explanation of the legality of these activities and save the people from such extortion; ii. The persons who are collecting the money from the public should be investigated and possibly the money be refunded; and iii. The Government should streamline and strengthen its responsiveness in regard to such activities. I emphasise prayer number three because it has been a habit for people to come to that side of the district and extort money. A few years ago, somebody was collecting money and promised the people that he was going to take them to His Excellency, the President. Indeed, they boarded two buses, brought the people to Kampala, drove them around and told them that the program had changed. (Laughter) Another incident involved people paying money that they would get chicken from Operation Wealth Creation and the chicken never appeared. I wonder why the security system does not pick up the nitty-gritties. Indeed, one Gombolola Internal Security Officer (GISO) told me -

Mr Speaker, first of all, I sympathise with the Butebo District Woman Representative and also confirm that we live in a society where we still have fraudsters. I would also like to confirm that when you are receiving items from Operation Wealth Creation, there is no payment; it is completely free. I also wish to confirm that the ongoing compensation by the Government in Teso, Lango and Acholi has nothing for one to pay. You go through the due processes and you are paid. For those who are yet to be paid, subject to the availability of funds, they will be paid. I request my colleague to furnish me with details of what is happening in Butebo such that even right now we can be able to - together with you - take appropriate action with the security apparatus in Butebo and that greater region, superintended over by the Regional Police Commander. It is something that we need to take up. Thank you.

Third row? Fourth row? Fifth row? The MP representing Butebo. Gallery, zero. (Applause) Those abstaining, you have your right. Hon. Ssewungu, you voted “Yes”. (Laughter) Do you want to make an invalid vote? There are only two abstentions. At least, this vote is better than what we went through at the Kololo Ceremonial Grounds. This is faster than the other one, which had a lot of stress. For this one, you can see who is voting for you properly. (Laughter) Unless you are not sure - (Voting by show of hands continued.)

Thank you, Mr Speaker. I join the rest of the Members in thanking the chairperson of the Committee on Budget and Hon. Ssemujju for his minority report. I want to speak on the health and agriculture sectors. Unfortunately, the health sector has not been considered so much, bearing in mind that “Health is wealth”; when you have health, you have wealth. I want to bring to the attention of this House a key point: Pallisa District; as we speak, the district hospital is a post-independence hospital. The infrastructure has never been renovated and as I speak, male, female, and children are sharing wards; there is a lot of congestion in the hospital. Pallisa District neighbours several districts like Ngora, Kumi, Butebo, Kibuku, and part of Kamuli. They all come to Pallisa District. It is too congested; people are sleeping on the floor because there are no beds. I urge the Minister of Finance to consider us during this budgeting process – to at least construct new buildings. We have a unit for sickle cells but they meet under a shade every Tuesday and yet they are very many. As I speak now, because of the accumulated water bills, the hospital cannot afford to pay the water bills. We do not have running water in the hospital – (Member timed out.)

Thank you.

Thank you, Mr Speaker. I thank the committee for the report. I have two issues. Butebo was a beneficiary of this project, but the project was tied to two commodities: cassava and maize. In Butebo, we do not have land, so, they were not the right crops to promote. Secondly, there is the issue of the roads. Honourable minister, there is a road of two kilometres that was done at Shs 200 million. Please, I would like answers. The terrain of that place is flat. There was no swamp. How was the road done at Shs 200 million? Thank you.

A member complained that corruption is widespread, citing expensive roads like the Entebbe Express Highway and a 200‑million Shs road near Mbale. He urged the government to act on food security, noting a bumper bean harvest in Rushenyi that was sold cheaply to middlemen.

13783 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 7 AUGUST 2024 Mr Speaker, corruption has been mentioned in Butebo which is near Mbale that was a beneficiary; a road with two kilometres took Shs 200 million. To us, that is not shocking. If you are looking for the most expensive road in the whole world, it is here in Uganda incidentally where close to Shs 35 billion was spent on a kilometre; the Entebbe Express Highway. Therefore, corruption here is endemic, systemic and we are not about to nip it in the bud, even with this threat by our President that he is crashing it sooner than later. It is more on talk but short on action. Mr Speaker, I am about to seek your indulgence to put your office on notice to grant me space on the Order Paper to sponsor a motion urging the Government to implement the National Objective and Directive Principle XXII on food security and nutrition. It states that: “The state shall establish national food reserves” and the able minister knows this. I heard from a Member here, Hon. Naome Kabasharira, that there was a bumper harvest in Rushenyi. They harvested beans and they were exploited by middlemen at throwaway prices. I have heard about milk mentioned by a doctor. I also heard from Hon. Christine Apolot of Cassava rotting. We have had a bumper harvest, even of maize. However, here is a Government that is sleeping on the job. It has failed. It is coming to 40 years down the road and they are failing to implement it. Moreover, we have this National Food Reserve, de facto -

12135 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 5 MARCH 2024 Mr Speaker, we need to put our feet firm on the ground. The $1 million that has been outstanding for a long time deprives this country of an opportunity that we would get from this broadcaster to serve our people. For us from the east, we have known Radio Butebo for a very long time and old men keep searching for its frequency all the time and asking whether they can still tap into Radio Butebo. The 17 upcountry stations that are not running are still depriving many of our people of the good opportunities that the Government has offered and are known for in the past. For us who come from the east, especially, I, along Kilometre Zero and across the other side, Kenya Broadcasting Corporation (KBC), which broadcasts from very far is one of the darling stations we tune into. For any sensitive Government information, it is always relayed by those official stations. That is why what Hon. Dr Nsaba Buturo said is very important and we need to come in. I appreciated the chairperson and the committee when they talked about getting decoders that are cheap. This would be an opportunity for us to also create competition for DSTV. When you ask what their corporate social responsibility is, you do not see anything. So, let us support UBC such that we can get those cheap decoders and our people can view many channels that are associated with it. You have also talked about recommendations by the review committee. I am not surprised that those recommendations have not been implemented to date. Maybe they are supporting other private entities that are running. You know how the Government always generates good ideas but which end up going to other players. I thank the committee and request that this House takes a stand and supports the Government in whichever way such that we can fund the activities of our broadcasters. Thank you very much.

Thank you, Mr Speaker. Regarding UBC and its matters, it is a double-edged sword be - cause on one side, every nation needs a nation - al broadcaster and the purpose for creation of these national broadcasters is basically to dis - seminate such information that might not nec - essarily be carried by private players for lack of profit. A case in point, it has been long since Uganda Broadcasting Corporation (UBC) broadcasted this Parliament live and I do not remember when we paid UBC. The figures can be brought forward and I do not know how many broadcasters can go into such a venture. However, the rationale is very simple; it is to support the legislative agenda by transmitting information from both committees and Plenary to the most remote viewer – (Applause) - to provide connectivity and access to information. Therefore, it might not necessarily look profitable but in the long run, the easy access to information that we debate here is not quantifiable. Assuming every legislator would carry his or her programme to transmit what they submitted, whether in committees or here, you would find it so costly. Secondly, there are very many programmes that are not profitable in the short-run but they are in the long-run. For example, the educational programmes on agriculture. There is no sponsor who is ready for that, and that is where the national carrier must come in and buffer . (Applause) I will give you more examples; on issues of education, private broadcasters cannot carry programs to do with education because the appetite for sponsors on issues of education is less than “Lugambo” - rumour-mongering or musical programs. The difference with UBC is that it has many stations to perform this and many languages for connectivity, which, as a private player, I would not find profitable. For example, there is Butebo FM to transmit in Ateso. However, UBC, under its Act, holds the duty to transfer information in languages understandable by people all over this country. (Applause) Therefore, you might find it not profitable in the short-run in terms of money, but in the long- run, it is quantifiable in form of awareness. I would like to agree with my colleagues on digital transformation that it is true that all national broadcasters - I was looking at Kenya Broadcasting Corporation (KBC), they pumped in money but they are struggling. The reason is, no one can run such a payroll. However, let us come back to reality.

10848 STANDING COMMITTEE REPORT allocating 15 per cent of their annual budget to improve the health sector. The health sub- programme budget has been increased in nominal as well as in percentage terms. In the Financial Year 2021/2022, the allocation had reached 14 per cent. Government enhanced the salaries of scientists, mainly the medical personnel. This will push the ratio even higher. Government also reported that in the medium term, given the change in focus in the National Development Plan III to prioritise enhancing the productivity and social well-being of the population in the country, more investment is expected in the sector in the medium term. In the budget for the Financial Year 2023/2024, Government has prioritised the human capital development programme to which the health sub-sector belongs. Starting with the Financial Year 2023/2024, Government is committed to annually increasing the budget for antiretroviral treatment by Shs 50 billion per annum. The committee recommends the provision of adequate funds to the health sector as per the Abuja Declaration to enable the sector improve the health needs of the citizens. Recommendation 16: The Ministry of Finance, Planning and Economic Development should provide adequate funding to the National Environmental Management Authority to maintain and sustain early warning systems where applicable. The Government reported that the total budget for Vote 150 for National Environmental Management Authority has been increased from Shs 18.943 billion in the Financial Year 2022/2023, to Shs 41.360 billion, in the Financial Year 2023/2024 to facilitate recruitment of additional staff and strengthening environmental protection. The committee recommends that this should be done. Recommendation 17: The Ministry of Finance, Planning and Economic Development should increase funding to provide adequate accommodation to police officers - Mr Speaker, there is a long narrative that follows; I will try to summarise it. In the budget for the Financial Year 2022/2023, the Ministry of Finance, Planning and Economic Development provided Shs 26.212 billion for the following: i. The construction of seven accommodation blocks - 10 units per block - in the districts of Nakasongola, Sheema, Busolwe, Mitooma, Kanungu, Kakumiro, Katwe- Kabatoro and Ntungamo; ii. Completed the construction and commissioned seven blocks, a total of 420 housing units of the Naguru Apartments; iii. Construction of Kira Division staff apartments, 24 units is at 80 per cent; iv. Erected and installed 5,410 double- occupancy uniports out of 6,446; a total of 84 per cent across the country; and v. Constructed 45 housing units, five units each block, in Butebo, Bukwo, Namisindwa, Amudat, Alebtong, Nabilatuk, Karenga, Kwania and Obongi, pending commissioning. In the budget for the Financial Year 2023/2024, the budget for residential buildings is Shs 26.412 billion, a slight increase of Shs 0.2 billion from the level of Financial Year 2022/2023. The committee recommends that the Ministry of Finance, Planning and Economic Development should give special consideration to the development budget of Uganda Police Force. Mr Speaker, by way of summary, permit me to state the following – that the report captures recommendations in respect to: i. The Ministry of Water and Environment (page 21); ii. The Petroleum Authority of Uganda, (page 23); iii. The Office of the Director of Public Prosecutions (page 23);

Thank you, Mr Speaker. Rt Hon. Prime Minister, the Ministry of Agriculture, Animal Industry and Fisheries got some money to buy fertilisers for the rice- growing districts of eastern and Northern Uganda and the ministry has embarked on the exercise. Mr Speaker, it is to our surprise and dismay that the districts famously known for rice growing, especially in North Bukedi and others like Budaka, Pallisa, Kibuku and Butebo were not considered. The people are complaining. We want to know, as area leaders, what the criteria were. Can you reconsider the decision so that those districts also benefit from those fertilizers? Those are my simple prayers. Thank you.

9093 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 24 MAY 2023 My people have mixed up my papers but I will manage them. They have put page 21 before 20. Let me read it the way it is. They will sort it out. Here, they are saying districts of Buhweju, Bushenyi, Ibanda, Isingiro, Kabarole, Kamwengye, and Kanungu. They are talking about irrigation and saying, as a result, 2,373 acres have been added to the area under irrigation enabling 14,961 farmers to produce cabbages, tomatoes, apples, onions, pineapples, watermelons, green pepper, etc. They are still talking about irrigation. The following medium-scale irrigation schemes have been completed: Ngenge 808 hectares - Honourable Members of Parliament, get to know these things. These people may say “completed” when it is not. So, this is an opportunity for you to help them. We have: 1. Ngenge in Sebei - 808 hectares irrigated; 2. Rwengaju - 116 hectares; 3. Tochi - 500 hectares; 4. Mubuku II - 480 hectares; 5. Doho II - 1,000 hectares; 6. Olweny - 600 hectares and so on. Communal Valley Tanks The Government has constructed 44 communal valley tanks in Nabilatuk, Kotido, Amudat, Kaabong, Karenga, Soroti, Butebo etc. This has created a storage capacity of 6.6 billion litres serving 89,000 livestock. This is where they have mixed up. They put page 20 after page 21 but this is not the end of the world. (Laughter) Ekitatta muyima- ffe abaganda, tulina eddagala ly’ebizibu bino. Awo wengambila nti kasita obeera n’obulamu, ensobi zingenda kutelera. These people put page 21 before page 20. Somehow you can combine them. There has been a major disruption to transportation arising from the damage of Katonga Bridge which was washed away by floods. The floods also led to the eroding of wetland vegetation and gardens in the upstream parts of the catchment. This flooding was caused by a dam breach along the four- kilometer stretch of the Kalungu- Gomba Road in Bugomola Village, Lwabenge Subcounty in Kalungu District. The water had progressively built up on one side of the road due to blocked culverts, creating a damming effect. This created a massive force beyond the capacity of the road, creating a dam breach, which led to a sudden release of a large volume of water that moved downstream the Katonga River. As the flood wave moved downstream with a lot of papyrus and gardens causing significant damage to infrastructure. The interventions to address the problem of floods involve the protection of water catchments and the general environment so that they perform their function of storing and releasing water safely, even when there is increased rainfall. Regular maintenance of water bodies and rivers so that they perform their water storage and conveyance function. Demarcation and protection of lake shores, riverbanks and wetlands. To limit encroachment by settlements, construction of water storage facilities, agricultural activities and other developments. Strengthening of the early warning systems and enforcement of the water and environmental laws at all levels. People who damage the environment, do so at their own risk. Have we not seen enough examples? Nantabulirwa yasabala bwa bbumba . That is what we say in our language here. “The one who does not listen to advice insisted on using a clay boat on the lake and drowned in the lake”. Somebody made a boat from clay and people told him that clay cannot make a boat, do not do it but he could not listen. He made a clay boat, put it in the lake and drowned there. And that is how our people here in Buganda got a proverb, Nantabulirwa yasabala bwa bbumba . We tell people that please - in the book of Genesis- Ate bino bya Katonda - this is now

Let UPDF get a finished product of who has been shortlisted in a particular district from where they have a pool of people to select from. Thank you, Madam Speaker. I thank the honourable colleague for raising this issue and I also thank my honourable senior colleague. The honourable member from Butaleja is right. In our statistics here, Butaleja has the highest number of malaria cases, but the deaths he has reported are higher than what we have – unless people are dying in homes. However, for those who die in health centres, we always record. Since this year started, I remember in May, we raised a red flag over the upsurge of malaria cases in many districts. It has come down though, from 65 per cent to about 30 per cent. The places, which are really badly hit are Bukedi, Teso, Lango, Busoga, Karamoja and Acholi. When we raised the red flag, it was in western Uganda, especially Ankole and Toro. Right now, we have Budaka, Busia, Butaleja, Butebo, Kibuku, Pallisa and Tororo – but Butaleja has the highest number of cases. Nonetheless, the National Medical Stores has been going around, giving out mosquito nets. Also, the ministry - together with partners – has been putting out a lot of adverts for people to sleep under mosquito nets and to close their houses a little early so that we can, together, fight this malaria. Thank you, Madam Speaker.
