A member thanked the President for his State‑of‑the‑Nation Address and shared his family’s journey from Kazo District to Buwekula in Mubende District and then to Gomba District, noting how cattle‑keepers struggled to manage water and move with the rains.

Thank you very much, Mr Speaker, for giving me this opportunity to join my colleagues in appreciating the President’s State-of-the-Nation Address. I want to, of course, try to utilise my three minutes, Mr Speaker. What interested me in the State-of-the-Nation Address by the President was the way he packaged it. He did break his address into three phases. Phase number one: he talked about his work as a young man, not in Government but as a student in 1968, when he used his pragmatic leadership skills without resources to try to help the communities he came from. He gave us, those of you who attended, you remember my family was given as an example. Therefore, I stand here as a beneficiary of that phase because our people were cattle-keepers, but they did not have the skills to tame nature to benefit them. Instead, they followed nature. They were cattle-keepers. When it rains in a place, they settled to water their cows. When the water dried up, they did not know how to tap the water and harvest it, hence making them move from one place to another looking for water. My background: my parents moved from Kazo District, now to Buwekula in Mubende District, to Buremezi in Ngoma. That was where I was born 64 years ago, in Gomba District, Sembabule District, back to Ankole Region. That was where he met them in 1968. The second phase of his speech or address was his work after 1986, where he took over a Government that had actually collapsed. Uganda was a failed state where - the other day I was in Somalia; I bring greetings from Somalia. I do not live here; I work in Somalia, but while I was in Somalia, you passed a budget in this House of about Shs 84 trillion, if I can remember well, out of which -

A member praised the President for fighting corruption and urged industrialisation. He highlighted progress in sugar, soda, and steel production, and plans to process honey for export, aiming to reduce imports and boost local industry.

Hon. Mwiru, you can understand. The second-to-last issue concerned the honourable member from Gomba, who said that the President has been threatening to fight corruption. I have a different view. The President is not threatening, but is actually taking action, and the writing is on the wall. We are happy and glad to be having a President who says what he means and means what he says. He is walking the talk, and we should be proud of our President. (Applause) Hon. Molly asked an important question and said, “As sector commanders, what are you doing to fulfil the intention of the President in the State of the Nation Address?” In our sector of industry, we are focusing on creating value for the things that we are producing, especially agro-industrialisation and also import substitution. We would like to manufacture everything we import into the country. For example, honourable colleagues, you may need to know that almost 40 per cent of the honey taken in European countries is made in laboratories, yet here in Kabale, Buganda and Arua, we have a lot of honey. For example, our focus now is on processing honey so that we can export it to these countries – (Applause) - so that they get out of this honey made in laboratories and start enjoying the natural honey that comes from Africa. Lt Gen. Kavuma, I cannot agree with you anymore. We have made good progress over time. We used to import sugar, but now we have excess sugar and also industrial sugar. The sugar that is used to produce soda and others is processed here from Kinyara. We used to import carbon dioxide which is used in soda. We now have factories that manufacture it. We are currently importing close to $1 billion of steel and steel products, but we have now almost set up factories that have reduced this import substantially. So, we are producing steel here. Companies like Roofings and Tembo are setting up in Tororo and Kigezi Subregion to take advantage of the iron ore stocks that we have in our country, which is approximately 312 million tonnes. We want to utilise this to produce steel and steel products. Mr Speaker, the statement of the President was very important and I am glad that Members of Parliament are appreciating it. Let us join hands with the President to industrialise our country,

Hon. Origumisiriza, the challenge you had was that you went into too much detail. Then, you switched on the microphone yourself. Our system is automatic. If you do it yourself, you will be cut off - no maiden speech. - I am reserving it for the State of the Nation. Can I request that for a question of that nature, you write to the Prime Minister to give a written response after consulting different Government agencies? Thank you, Hon. Origumisiriza. I had earlier allowed Hon. Rwakoojo of Gomba. There are, however, those who are moving quickly. There are those who do not know how to fight the way some of you, honourable colleagues, move. So, let us have Hon. Robina Rwakoojo, the District Woman Representative of Gomba and then we go to Hon. Mutekanga. I am about to come back here.

That is Busia Municipality, then Gomba. The camera man, please give space to Members. Okay. Fifth row. Those standing, do not vote. You will vote differently. The team of Hon. Cissy Namujju. I hope you counted the two votes: Hon. Ochai and the colleague. Their suits are almost the same; you would think it is one person. Those standing here. Hon. Amelia Kyambadde is somewhere there. I can see Hon. Ssentayi, Hon. Freedom, Hon. Paula Turyahikayo, and Hon. Kiyonga – have you seen them? Hon. Cissy Namujju, Hon. Emaju, the Senior Counsel. Somehow, I can see just the hands and know. Okay. Have you counted the other side, Hon. Bagiire and group? Hon. James Kaberuka, and Hon. Ofwono Opondo – he says he is the MP for the elderly, but not for the old. We come to the other row, where Hon. Patrick Obura is, Maj. Gen. Ssemwanga, Hon. Kateshumbwa and the group. Hon. Akello, there. Okay. The middle one, from Hon. Frank Tumwebaze, the whole row up to Hon. Asinansi Nyakato, the former candidate for Deputy Speaker. She is from Bunyoro. She has voted “Yes”. Just for the record, Madam Prime Minister, she is supporting you. We can go to Hon. Mapenduzi, Hon. Machika, Hon. Achola, Hon. Alex, Hon. Harriet Ntabazi, Col Knight Ikiriza, Hon. Nathan Byanyima. There is somebody else there I cannot see. Have you counted them? We can do the first row here. Hon. Ssenyonyi is perpetual – the Speaker is only taking note. Alliance for National Transformation has one MP and is voting positively. Second row, we are done. Third row. Those standing, do not. Dr Batuwa, do not raise your hand. Mbale, Hon. Fiona Nakku. There is a hand on the other side. Clerk, are you seeing? Where are you beginning from? Are you done? Fourth row. Hon. Mutonyi, Hon. Ngabirano, MP representing Buhweju, Hon. Martin Drito, welcome back. The last row. Yes, Hon. Okot, Hon. Otim, Hon. Sarah, I cannot see the rest. Hon. Molly Kamukama, and then the Woman MP for Mbarara City, that is Hon. Charity Kibaaju. Okay. Those standing there: Hon. Aogon, Hon. Emmanuel, Hon. Opio, Hon. Charles Ngabirano, and Hon. Kinobere. Have you counted those ones? Hon. Betty Aol – there are two standing. Hon. Akol has not voted. Okay. The Uganda People’s Congress – already counted. MPs in the Gallery, we acknowledge you with a lot of difficulty. The corridor here. Hon. Lokii, Hon. Sam Engola. Apparently, he could not get a fitting seat. (Laughter) Have you counted this one? Okay. Hon. Cissy Namujju’s team is back there. Clerk, this problem must end. We should find a solution. Everyone is elected to sit comfortably in the House. The voters are looking for their MPs, and they cannot see them.

18634 CONSIDERATION OF THE BUDGET ESTIMATES FOR FY 2026/2027 Madam Speaker, we still grapple with the backlog of cases in this country. The Judiciary plans to increase the case disposal rate from 58 per cent in Financial Year 2024/2025 to 60.6 per cent in Financial Year 2026/2027. This will reduce the backlog from 24.2 per cent to 22.2 per cent and dispose of 291,544 cases by the end of 2026, hence the need for an additional Shs 20.12 billion in case backlog reduction strategies, such as special court sessions. The committee, however, noted that a significant number of cases committed to the High Court remained unheard for years alongside infrequent court appearances and extended intervals between hearings. Additionally, the committee is concerned that the Judiciary’s projected plan to reduce the backlog is not satisfactory due to the minimal percentage. The committee has recommended that the funding requested by the Judiciary to tackle the issue of case backlog be deferred temporarily until a comprehensive plan is provided. Implementation of the legal representation at the expense of the state in capital offences in line with the Judiciary Legal Representation at the Expense of the State The committee noted that Article 28(3) of the Constitution requires that every person who is charged with a criminal offence that carries a sentence of death or imprisonment for life is entitled to legal representation at the expense of the state. Similarly, the Judicature (Legal Representation at the Expense of the State) Rules, 2022 have revised the rates upwards for facilitation of advocates on state briefs. To be able to fulfil this mandate, the Judiciary requires an additional Shs 31.97 billion. The committee recommends that Shs 31.97 billion be provided to the Judiciary to facilitate advocates to hold these cases on a State brief. Automation of courts to eliminate delays in the management of cases The committee was informed that the Judiciary plans to roll out the Electronic Case Management System, ECMIS, to an additional 20 court stations, which include, among others: i) Masaka High Court; ii) Masaka Chief Magistrate’s Court; iii) Kalangala Chief Magistrate’s Court; iv) Sembabule Chief Magistrate’s Court; v) Kalungu/Lukaya Grade One Court; vi) Mpigi High Court; vii) Mpigi Chief Magistrate’s Court; viii) Gomba Chief Magistrate’s Court; ix) Butambala Chief Magistrate’s Court; x) Nsangi Chief Magistrate’s Court; xi) Masindi High Court; xii) Masindi Chief Magistrate’s Court; xiii) Kiryandongo Chief Magistrate’s Court; xiv) Buliisa Chief Magistrate’s Court; xv) Kigumba Chief Magistrate’s Court; xvi) Mubende High Court; xvii) Mubende Chief Magistrate’s Court; xviii) Mityana Chief Magistrate’s Court; xix) Kassanda Chief Magistrate’s Court; and xx) Kyegegwa Chief Magistrate’s Court. Madam Speaker, I have read all of them to show the balanced nature throughout the country. The committee recommends that Shs 13.739 billion be provided during the Financial Year 2026/2027 to enable the Judiciary to automate case management business processes, thereby quickening adjudication and reducing person- to-person interactions, thereby mitigating corruption incidents. Budget increase and misalignment The Judiciary’s proposed budget for the Financial Year 2026/2027 stands at Shs 633.97 billion, representing a 43.7 per cent increase from the Financial Year 2025/2026 approved budget of Shs 44.223 billion. The committee noted a 103.5 per cent increase in the travel budget of the Judiciary from Shs 43.79 billion to Shs 89.154 billion, with the Ministerial Policy Statement (MPS) showing extensive travel inland provisions totalling Shs 77.0 billion and travel abroad to Shs 12.2

18648 CONSIDERATION OF THE BUDGET ESTIMATES FOR FY 2026/2027 Rugonjo-Nkenda, 132 KV rehabilitation. It is the reason the committee laboured this time to report in this format, so that people here know that if Government is placing money, we are placing it for this specific project. I beg to request, Madam Speaker, that we be given time.

Thank you Madam Speaker. Allow me to thank the Hon. Gen. Katumba Wamala. Sincerely, he knows all the roads of cuff, but the issue is about money. Some of us come from smaller districts. Hon. Gen. Katumba, Kalungu District’s main road is less than 65 kilometres from Bukalasa to Lwabenge. You talked of the Katonga Bridge, which has two parts which broke. For the bridge in Lwabenge, there is no work going on. Honourable minister, let me inform you, as you are write - the Speaker has given me some time - Madam Speaker, what I was telling the minister is that some of us come from small districts. As for my district, the main road of the district is less than 65 kilometres from where it starts from Bukalasa Seminary to Lwabenge; that is the subcounty. We are not anywhere in any NDP. We are not known. However, we have the Katonga Bridge, which broke, that was connecting Gomba and Masaka, and a very useful road, but that bridge has not been worked on. Lastly, honourable minister, when you talk about a station being active to Members of Parliament, it is I, the Member of Parliament, calling the station manager about the broken roads to come and do routine maintenance. Failure of that, nothing is going on. We have called the ministry of works several times, but they say they have no money. I know you are doing a good job. As a minister, you have to take collective responsibility, but as Parliament, Madam Speaker, we must push money to this ministry. Thank you. We need to push for money; we must give you money to work on our roads.

A member asked about new school curriculum, jua kali industrial parks, and lack of radiologists. The government said it is revising curricula, planning SME parks in many districts, and noted the shortage of radiologists in regional hospitals.

Madam Speaker, he is too tall, so for people who are short like me, when you take a photo with him, you look like a dwarf. (Laughter) In brief, he should prepare a stool. Thank you so much. Madam Speaker, I have another question from Hon. Veronica Nanyondo, the District Woman MP of Bukomansimbi. Her prayer is that there is an effect on the implementation of the new lower secondary school curriculum on primary school leavers. Can the Government update us on this matter? My response is that at the moment, primary school leavers transition from the knowledge- based curriculum to competence-based curriculum in secondary school, under the revised lower secondary school curriculum. The process of revising the primary school curriculum to make it competence-based has already commenced to harmonise curriculum designs across primary and secondary level education. Once this is complete, the learners will be introduced to competence-based teaching and learning from primary school and progress with it to secondary education. I got another question from Hon. Ronald Balimwezo Nsubuga, MP for Nakawa Division East. He says that Uganda has very many experienced jua kalis, but they have no industrial parks and have continued to operate in a domestic setting, with very high electricity and water domestic tariffs. This is something that has crippled their businesses, yet they compete with investors who operate in Government industrial parks. These investors in Government industrial parks have always been incentivised in the form of tax exemptions, low electricity and water tariffs. This makes it harder for the jua kalis to compete favourably with them in the same market. His prayer is; When is the Government going to set up jua kali industrial parks? My response is that in this principle, for all Ugandan investors - if they all go through the Uganda Investment Authority, industrial parks have been designed with spaces specifically planned for setting up Small and Medium- sized Enterprises (SMEs), which cater for jua kali artisan activities. SME parks of 20 acres have been planned in all the operational industrial parks of Namanve, Soroti, Kasese, SINO-Mbale, and others. The Uganda Investment Authority also acquired the Mbarara SME Park of 12 acres that has been handed back to Gatsby Group, the SME artisans from Mbarara. The Government’s vision is to develop new industrial parks in phases, depending on the availability of resources in Gulu, Nebbi, Arua, Madi-Okollo, Yumbe, Pader, Paidha, Dokolo, Rukungiri, Isingiro, Oyam, Lira, Hoima, Buliisa, Kisoro, Kakumiro, Nakasongola, Luwero, Nakaseke, Mubende, Mityana, Masaka, Kabale, Bushenyi, Tororo, Rakai, Kamuli, Kween, Busia, Soroti, Gomba, Kayunga, Kyegegwa , and Iganga, where land has been mobilised by districts and already offered to Uganda Investment Authority for industrial development to foster innovation and equitable, sustainable industrial growth. Madam Speaker, the major infrastructure, for example, workplaces with shared common user facilities such as production equipment, showrooms for Small Medium Enterprises (SMEs) to use as they sell and grow their businesses, will be constructed within the said industrial parks. 10. Hon. Lucy Akello, the District Woman Member of Parliament for Amuru, raised an issue on the lack of radiologists in the regional referral hospitals like Gulu, Soroti, Mbale and others.

This was in the 1950s. Oyo omwaana agamba 1970s . Some people were claiming that coffee – this one – You remember there was a group called – the one we abolished; what was it called? The one that we rationalised – Uganda Coffee Development Authority (UCDA). (Laughter) They said, “Oh, we are the ones who developed coffee.” Coffee was saved by NRM, working with the scientists. When we developed, they improved the Clonal Coffee, which was yielding much more than the other coffee of the 1960s and 1950s. To prove that, we had very important coffee growers in Bushenyi – people such as Mukaira, Kikuri, Kekuruso, and others who were growing coffee. However, because the coffee price collapsed in the 1960s – I think – they abandoned it and went to cows. Up to now, they are big dairy farmers. They had abandoned coffee. We are the ones who rescued coffee. So, it is the Government. The current coffee boom is due to the Government scientists who developed the improved Clonal Coffee, which is different from the old variety that people in Bushenyi had abandoned for the dairy industry. The dairy industry in the Cattle Corridor – you can see for yourself what it is doing there. If you can show us people such as Kabeera – the one of Gomba. Can you show us Kabeera of Gomba? 17491 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 5 JUNE 2025 To achieve this goal, the Government is accelerating the construction of solar-powered irrigation schemes; medium-scale irrigation schemes, earth dams, communal and individual valley tanks, and large-scale irrigation schemes across the country. The construction works for 92 solar-powered irrigation schemes have been completed, adding an irrigation area of 900 acres. These are in the districts of Apac, Buhweju, Buikwe, Bukomansimbi, Buliisa, Bushenyi, Butambala, Buvuma, Gomba, Hoima, Isingiro, Kakumiro, etc. The new solar-powered irrigation schemes have benefitted 110,000 farmers and production yield from 120 schemes has increased to 3,600 tons per season. The major crop enterprises in these irrigation schemes include green pepper, onions, Irish potatoes, watermelons, tomatoes, apples, cabbages, pineapples, coffee, eggplants, vanilla, grapes, mangoes, and pumpkins. The construction works are also ongoing for 22 solar-powered irrigation demonstration sites in the districts of Kabarole, Kyenjojo, Kole, Gulu, Napak, Abim, etc. In Nakaseke District, the construction works for the Kirema Phase 1, a medium-scale irrigation scheme, have been completed; thus adding a total of 124 hectares and benefitting 50 farmers engaged in coffee growing, passion fruits, maize, and bananas. The construction works for the Wadelai Irrigation Scheme, 1,000 hectares in Pakwach District, stands at 93.5 per cent. The construction works for the Namaitsu medium- scale Irrigation Scheme in Bududa District stands at 70 per cent. Kawumu Irrigation Scheme, which is in Luwero District, is at 90 per cent, among others. A mega irrigation scheme, Nyimur, covering 3,300 hectares, has been constructed in Lamwo District. Do you know where Lamwo is? You people, you do not know where Lamwo is? Lamwo is far away, on the South Sudan border. Other construction works include the Acomai Irrigation Scheme in Bukedea District, covering 1,480 hectares, and targeting 1,600 households; Atari Irrigation Scheme in Kween/ Bulambuli districts, covering 680 hectares, targeting 2,667 households; and Namatala Irrigation Scheme in the Budaka, Mbale, and Butaleja districts, covering 3,450 hectares, targets 4,923 households. The current production of milk stands at 5.4 billion litres at the end of 2024, compared to 2.5 billion litres in the Financial Year 2017/2018. We have also identified and secured foreign markets through government-to-government interventions, e.g. Algeria and Nigeria. These countries are now buying our powdered milk. This has resulted into an increase in the value of milk and milk products, as already pointed out, from $28.7 million in the Financial Year 2014/2015 to $285 million in the 2024 year. A new processing factory, Benni Foods, has been commissioned and is currently operational with an installed capacity of 10,000 litres of milk per day. The total value of fish catches from all the water bodies has steadily increased since the Government deployed armed forces to assist in fisheries enforcement. Currently, we are producing 658,000 metric tonnes of fish annually. The availability of raw material fish sustained operations of 12 fish processing factories; you know that debate. The fisheries unit has been able to stop overfishing or reduce it, although they have also been accused – once in a while – of being sinners, but we can audit their work by looking at the 12 factories that are now processing fish. Many of these had closed. I will meet the fisheries people soon; I will meet the traditional fishing communities, but this is one of the facts. Are the factories operating or not? Had they closed or not? When we meet, we shall discuss this. According to this one here, 12 factories are now operating, processing 658,000 metric tonnes.

16536 PRIME MINISTER’S TIME I have personally written letters to UNRA, Ministry of Works and Transport, Office of the Prime Minister, and the President’s Office, but no valid attention has been paid to my pleas. His prayer is a request that we take interest in this matter and provide an update. Madam Speaker, Bwizibwera-Nsiika- Nyakashaka-Nyakabirizi Road with a spur to Kabwohe, is in the National Development Plan (NDP) III and in the NRM Manifesto of 2021- 2026. The road is being implemented in phases. Even yesterday, the President, while in Bushenyi, talked about the same road and that the road will be implemented in phases; (i) A civil commercial contract for the upgrade of Bwizibwera-Nyakambu-Nsiika with a spur to Kabwohe road was signed in March 2023 and awaits confirmation of financing before physical works can commence. (ii) A detailed design for the upgrade of Nsiika- Nyakashaka-Nyakabirizi Road (48.3km) is currently ongoing and is expected to be completed by May 2025. Thereafter, procurement of civil works contractors will commence. Madam Speaker, upgrading of Nsiika-Ibanda- Kabujogera-Mashooro-Rwenjaza-Kyambura has been considered in National Development Plan IV (NDP IV) and will be prioritised subject to availability of resources. Madam Speaker, I want to thank you on this note because the Members do not give detailed information. That is why I am on question number eight. Hon. Shartsi Musherure, MP, Mawogola County North: Following the dissolution of both the Uganda National Roads Authority (UNRA), and the Uganda Road Fund as part of the rationalisation process, her prayer was: could the Office of the Prime Minister clarify how people of Mawogola North, Ssembabule will ensure the completion of the promised Akagari Bridge, which connects Gomba to Ssembabule District? I wonder how they will do it. Madam Speaker, my response is that the Akagari Bridge on River Katonga is on a district road. Following the request from the area Members of Parliament, the former Uganda National Roads Authority intervened and installed the culverts that made the location motorable. The district will be advised to complete the outstanding works using the Shs 1 billion. Hon. Michael Timuzigu Kamugisha MP, Kajara County, Ntungamo asked that all counties in Uganda be turned into districts except 19, which are in the districts of Ntungamo, Isingiro, Kasese and Tororo. These districts are treated like former counties in provision of all services and staff. Each has one road maintenance unit, one district hospital, gets the same share of Government-sponsored students in public universities, gets the same share of seed schools and construction of primary schools, to mention but a few. According to Hon. Timuzigu, these districts have, therefore, not been able to fairly benefit from the decentralisation policy and are slowly being left behind in development. For example, in Ntungamo, parents have to first build primary school classrooms up to window level for the district local government to come in and do the completion and this is against the Government policy of no-fees payment in Universal Primary Education (UPE) schools. Prayer: When is the Government going to complete the harmonisation of district sizes by giving the remaining 19 counties district status to start developing at the rate of other districts? Madam Speaker, my response is that the Ministry of Local Government issued a moratorium, suspending creation of any new local government units or alteration of boundaries in April 2021, under which we were still operating, until a new position is approved by the Government.

Whenever we would make 20 recommendations, he would pick at least five in the next financial year without us going to him to ask for such. And he would add them on. I am sure if the ministers that are there are like him, something is being done. Secondly, the most crucial issue that Hon. Sseggona raised in the report is about the servers. The issues the Member for Gomba raised - digital transformation - is crucial, and the Service Commission should be facilitated. On a bigger strategic view, the Ministry of Information, Communications Technology and National Guidance should also be facilitated to implement the Digital Transformation Roadmap because it integrates all the ministries. This will help us solve most of the problems we have in the public service. It would even help us to tackle the issue of understaffing because some of the positions that are not filled and considered redundant can be covered by the IT system in digital transformation. Thank you, Madam Speaker.

13650 THE OPPOSITION RESPONSE TO THE ADDRESS ON THE STATE OF THE NATION guidelines to enable the ministry determine whether the roads qualify re -classification or not. The increased funding for the roads on DUCAR network over the past years has yielded some improvements. However, the network still faces significant challenges due to aging infrastructure and harsh weather conditions that further worsen their conditions. Mr Speaker, the Government through the Ministry of Works will conduct thorough inspections of the bridges on Nyaravur- Parombo Road including Ayira Bridge to assess their condition for appropriate action. Mr Speaker, the fourth question came from Hon. Byakatonda Abdul, Workers’ Representative. “Rt Hon. Prime Minister, I raise a matter concerning the Government’s commitment to promoting silkworm farming in Uganda.” His prayer was, what specific measures are being put in place to operationalise this key investment? Mr Speaker, the Government proposed to prioritised certain projects both in NDP III and the NRM manifesto. This is in line with the Government’s objective for the planning period which includes improving household incomes and generating forex for the country through exports. Whereas the Government identifies sericulture as a potential area of investment, there was insufficient data available to inform the economic and technical viability, guide the design, and implement full-scale investments in the sericulture industry in Uganda. Mr Speaker, since 2012, the Government has been engaged in action research using a two- pronged approach to; 1. Support private investors to bring in their capital with standard incentives such as land; 2. Support the public sector investment through the Public-Private Partnership (PPP). Mr Speaker, in 2012, the Government supported private sector investors by allocating land to establish a silk production and processing facility in Gomba. And in 2017/18, the Government initiated an action research project into the sericulture industry development using the PPP approach. This was meant to generate information to guide the strategic investment into and adoption of sericulture as a key economic driver in the country should it prove viable. Mr Speaker, in 2022, the Government initiated a detailed evaluation of the economic viability, technical performance, and implementation efficiency of the sericulture investments in the country. Several MDAs have participated in these efforts including my office, the Ministry of Agriculture, Animal Industry and Fisheries, the Ministry of Science, Technology and Innovation, the Ministry of Finance, Planning and Economic Development, the National Planning Authority, Economic Monitoring- Unit Office of the President; and In addition, multiple committees of Parliament have been involved in monitoring including the committees on Presidential Affairs and Science, Technology, and Innovation whose reports and recommendations have been considered. The reports and recommendations are going through the process of the Government to guide the next steps in sericulture investments in this country. Prayer number two from Hon. Byakatonda is, “How does the Government plan to ensure the successful establishment of mulberry plantations and silk processing facilities and exports?” Mr Speaker, information derived from action research should inform meaningful investments into the entire sericulture industry including mulberry plantations, processing facilities, and export activities. As of June 2023, there is evidence that we had guided some key strategic decisions including the need to have silk-warm egg production in [Ms Nabbanja] PRIME MINISTER’S TIME

The list is there, Hon. Ssekikubo. When you go to the education and health sector, there is a list of money we have borrowed but it also remains unutilised. The list of the institutions that are supposed to benefit is there. Money is borrowed and not utilised. Reason, if you read the report of the Auditor-General, they first borrow, like they did with Kampala- Jinja Expressway, as the Speaker was noting. We have already borrowed money and they are looking for money to compensate for the passage. This is the NRM style of doing stuff. Go to other sectors, regional development on page 53, energy development and money borrowed for energy sector is not utilised; yet, they come here and bring more loans. When you go to page 55, natural resources, towards the end of the page, money borrowed not utilised; up to page 57. I am concluding now. Finally, domestic arrears are killing local businesses. The total, according to the Auditor- General, on page 58 - which is the last point I make - is Shs 10.8 trillion. However, Hon. Musasizi, my friend, has provided only Shs 200 billion. Hon. Musasizi is 42 years. It will take another 42 years to clear the domestic debt if we provide Shs 200 billion, yet the total amount outstanding is Shs 10.8 trillion. Honourable members, on page 59, you have colleagues who have signed this report. Since I knew there would be people who would be angry with this information, I have also provided annexes. You can look at the staff of the President, including those the Speaker told me to withdraw the word of the recently appointed RDC for Gomba. They are also on this list. The list is also provided in other booklets. I want to thank you, honourable members, for listening to me. I ask you to consider this information as you appropriate for next financial year. (Applause)

13305 THE E LEVENTH P A RLIAMENT OF UGANDA MONDAY , 6 MAY 2024 The Government’s taxation policies on fuel in Uganda reveal a glaring contradiction between its revenue-generation strategies and its responsibility towards citizens’ well-being, as noted earlier in the finance ministry’s letter. Despite being fully aware of the adverse effects of escalating oil prices on both production costs and individuals’ disposable income, this Government under President Museveni, continues to burden its citizens with exorbitant taxes on fuel. Let me illustrate this point. To transport one bunch of matooke from Kyazanga – I have used Kyazanga because that is where I was born - costs Shs 3,000. The bunch is bought at Shs 13,000 and it costs Shs 100,000 to transport a cow from Mbarara and Shs 80,000 to transport a cow from Gomba or Ngoma. Please, know that the tax increase burden will be borne by the poor because the trader will factor in transport costs as he buys his motooke or cattle. The Government should not be greedy; you are already over-taxing fuel, so why do you turn it into a soft target for tax increments all the time? (Applause) Parliament passed a law in November last year 2023, giving the Government exclusive rights to import and supply fuel and petroleum products. The Government promised that fuel prices would come down after the elimination of Kenyan middlemen. Kenya has now removed the roadblock for Uganda to import fuel. Let citizens first enjoy low prices resulting from the change of policy before you think of a tax on fuel. (Applause) Let the prices come down first before any new tax proposal. We continue to warn this Government that the consequences are there. As fuel prices soar, production becomes costlier, hindering economic growth and potentially leading to job losses. Moreover, the average Ugandan faces a significant reduction in disposable income as higher fuel costs trickle down into increased prices for goods and services across the board. This scenario not only jeopardises individual financial stability, but also undermines consumer confidence and investment, exacerbating economic instability, which is the reason why many businesses close every year. Furthermore, the lack of consistency and transparency in fuel pricing within Uganda reflects a failure of regulatory oversight. Despite being the responsibility of the Ministry of Energy and Mineral Development, there is a noticeable absence of effective intervention to curb speculation and ensure fair pricing practices. The result is an environment where citizens are left vulnerable to the whims of market forces and profiteering by fuel dealers. In light of these concerns, the Government’s insistence on maintaining or increasing excise duty on fuel amounts to a blatant disregard for the welfare of citizens. Such policies prioritise short-term revenue gains over long- term economic stability and the well-being of the population. Therefore, we call upon all Members of Parliament to reject any further tax hikes on fuel. (Applause) Tax on mobile money withdrawals There is a 0.5 per cent tax on mobile money withdrawals already. The Government, through this Bill, is expanding the net to include other platforms such as Mcash, Micropay, Wave, etc. Before this expansion, the Government must present a study on how the introduction of a 0.5 per cent tax on mobile money withdrawal has affected the population especially the poor who receive money from their homes. A 0.5 per cent tax on withdrawal means a Shs 50 per every 10,000 This is what it translates into. Taxes must be introduced after a thorough study of how they will affect the economy –

Thank you, Madam Speaker. It is important that we also keep educating ourselves about our roles. The role of the Leader of the Opposition is to keep the Government in check. I just thought that I should educate my colleague. Back to the issue I was raising, the Government has been pushing us to rationalise, the justification being to cut down on Government expenditure. As I was saying, that is a compelling argument. However, while we are rationalising to save taxpayers’ money and to cut down on Government expenditure, here comes another huge Government expenditure that we need to understand. You cannot preach water and then drink wine. What do I mean? You cannot say, “Let us rationalise and cut down on Government expenditure” and in the same breath, you are bringing in new people within the system that have got to be paid by the taxpayer. What sense does it make, Madam Speaker? What role are the Assistant RDCs going to play that RDCs and Deputy RDCs cannot play? We need to have a good understanding of that. The Minister for the Presidency has said, in her communication, that the Assistant RDCs are going to play three roles: 1. To promote patriotism; 2. To carry out mobilisation; and 3. To fight corruption. We need to be helped to understand whether Assistant RDCs are now taking over the work of the Inspectorate of Government because there seems to be a lot of duplication. Also, if you are saying they are meant to carry out mobilisation, what is it for exactly? Is it mobilisation for the NRM? Is it mobilisation for Parliament? Mobilisation for what exactly? This needs to be broken down. Finally, Madam Speaker, when you read Section 70 of the Local Governments Act, it provides for the calibre of people that should be appointed RDC. That is the legal provision, but by extension, we can cascade that down to anybody occupying or within the Office of the RDC. Section 70 provides that these are meant to be people of high moral integrity; people whose conduct is not questionable. One of the people that have been appointed to this position of Assistant RDC, which position we are yet to fully understand, is a one Yiga Kisakyamukama. This person has been posted as Assistant RDC to Gomba District. In 2021, videos of this person made rounds –

12626 SECTORAL COMMITTEE REPORTS On the ping-pong between the Ministry of Finance, Planning and Economic Development, and the National Medical Stores (NMS), the report clarifies the funding gap, including the failure of delivery of medicines and supplies. NMS says they have the medicines but that they do not have money to supply them. Unfortunately, in the report, we do not have a figure of how much they needed to supply but did not supply. They are inordinately saying that the finance ministry delays making money available for them to deliver supplies. The finance minister is here so, between yourselves, may this House be informed on who is telling the truth? Madam Speaker, you are aware I did a lot of field tours in many districts. The National Medical Stores was supplying drugs that have no demand. I was informed, particularly in Gomba that when they asked for malaria drugs, they gave them diarrhea drugs. See this mismatch. Who is communicating the truth to citizens about supplies and the failure thereof? Thank you.

Madam Speaker, you are right – and there are very many hovering around here –(Laughter) - but I represent all of them. Madam Speaker, I would like to seek your guidance on the road they have talked about, which matter is going to the Committee on National Economy. The road they have given – and the ministers for finance should pay attention because Madam Speaker has allowed me - the road from Nyendo to Bukalasa is tarmacked, but had challenges when Katonga River was flooded. There is a very serious road from Bukalasa to Gomba, which is just 35 kilometres. I do not know why they are not including that road. I met the Executive Director of Uganda National Roads Authority. When you look at the money they have spent on this small murram road, it would have been saved by constructing a tarmac road. My prayer, if permitted, is that the road from Nyendo up to Gomba should be tarmacked because it is a shortcut if there is a problem along Masaka Road. When I go to the Committee on National Economy, I will raise my issues. As you seek for this loan, attention should be given to Villa Maria-Kalungu-Kyamulibwa- Gomba Road. It will solve all problems. Katonga is already damaged yet UNRA is going to repair it. Why don’t you work on the same road? When you go to Bukomansimbi- Sembabule Road, it is tarmacked. Sembabule to Gomba Road is tarmacked, save for the work on that small part such that my constituency also benefits. Madam Speaker, new districts with no tarmac roads should be given some attention. (Applause) You create a new district, but you do not give them a simple tarmac. In my constituency, the only tarmac I have is from one Catholic who built a short tarmacked road from the main road to the Catholic Church. That is the tarmac road we have. If that road is given attention under this loan, it would – (Interruption)

Thank you. Honourable colleagues, this has come at the right time when we are in the budgeting process, we have passed the Budget Framework Paper. We are now going into the Ministerial Policy Statement. I hope this is fully reflected because there is willingness from the Cabinet and Parliament so we should have a solution for this instead of all this money continuing to go out of the country. I will pick Hon. Christopher Komakech, Hon. Katusabe, the honourable member for Kyotera, the honourable member for Ik, honourable member for Gomba - cattle corridor here - and Hon. Tom Aza. Honourable colleagues, I am going to give you a chance. The disease is spread across the country, so that is why you all have to speak to this item.

A member from Gomba West says foot‑and‑mouth disease is spreading and cattle numbers are high, so Gomba should get storage facilities. He complains that vaccines are sold cheaply, that cattle farmers get no support, and that school fees are unpaid, asking for help.

Thank you, Mr Speaker. Like you said, I speak for the people of Gomba West, where we have Foot and Mouth Disease spreading like wildfire. That is part of the cattle corridor and is iwhere we have the national herd. I was wondering, after the minister said that they are going to have storage facilities, whether he is going to look at the population of the cattle in the area to determine this. I think Gomba should be one of the districts that should have one, considering the number of cattle that we have. Secondly, we have really been putting in so much. Every time in the agriculture budget, provision comes for pesticides and things to do with fisheries, but animals are left out. Why do you want to sell us those vaccines in the short run? First give them to us for free, then after that, we start buying – (Interjection) - yes, you people cannot believe it. But I am entitled to speak for the people with cattle and I am hurting. (Applause) We cannot sell cows or milk. People are asking us for school fees. I thought some provision would be made in some of those schools at the beginning of this term. Honestly, pupils are seated at home; they do not go anywhere. They look up to us and say, “You MPs get cash”. Even for us who have cows, they say the same, “You do not rely on the cows; you get cash”, which is wrong. I get money from the dairy and cattle sales. In a way, I look at it as a disadvantage. Please do something; give us some affirmative action in the meantime. Thank you. (Applause)

11581 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 Introduction Mr Speaker, FMD is a highly contagious viral disease that affects all cloven-hoofed (two hoofed) animals. These include cattle, goats, sheep, pigs and wild animals such as buffaloes, deers and antelopes. The disease spreads very fast, through close contact between infected and non-infected animals. The disease is transmitted through aerosols (fluid droplets) breathed out by infected animals and contact with affected surfaces. The aerosols can be transported by wind to far areas. The affected animals get wounds in the mouth, feet and teats in female animals. FMD is the most dreaded disease in international trade of animals and animal products. Countries that have eradicated the disease do not allow trade with affected countries, or those that control the disease by vaccination. The disease causes significant economic losses to the farmers and to the country due to disruption in animal production, productivity and in trade of animal and animal products. Scientists and economists have estimated the economic cost of FMD to a farmer per unit livestock to be $20 per infection. The cost can be higher with repeated infections. Our target, therefore, as Government, is to not only control the disease but eradicate it. Mr Speaker, the ideal situation that enables any livestock producing country to fully control and eradicate FMD requires the following interventions: i) Undertaking a bi-annual compulsory vaccination exercise of the entire susceptible animal herd in the country (all two hoofed animals; cattle, sheep, goats and pigs). For purposes of universal coverage, compliance and bio-security considerations (since vaccines are live organisms), governments normally offer the vaccines as a public good. This, however, varies from country to country, depending on the number of animals and the budget implications for buying the vaccines recurrently. ii) Another control and eradication approach is the “test and slaughter” followed by safe disposal of the carcasses (burning and/or burying). When the veterinary authorities confirm the outbreak, they determine the affected animals and those at risk for destruction. This, however, is followed with compensation by the government, which is a very expensive practice. This is the practice in developed livestock-producing countries like the United Kingdom, among others. You kill or destroy, but compensate the farmer. iii) In addition to the above, movement control restrictions (quarantine) are always imposed either in part or as a whole in the affected geographical location depending on the epidemiological assessment by the competent authorities. The competent authorities, Mr Speaker, are veterinary authorities. These animal movement restrictions, however, are temporary measures to disrupt transmission but their duration depends on the discipline and compliance of the different stakeholders (farmers, traders, processors and enforcement agencies) and also on the country’s ability to implement interventions (i) and (ii) above. Current situation in the country Mr Speaker, there are 36 districts currently affected and under quarantine. These are; Budaka, Bukedea, Bukomansimbi, Bunyangabu, Butaleja, Fort Portal City, Gomba, Ibanda, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiboga, Kibuku, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mbarara City, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Namisindwa, Ngora, Ntungamo, Rakai, Rwampara and Ssembabule. All districts neighbouring the aforementioned districts are at high risk, under strict surveillance and the authorities are advised to remain vigilant. These include; Apac, Amolatar, Bugiri, Bushenyi, Butaleja, Hoima, Iganga, Jinja, Kabale, Kaberamaido, Kaliro, Kamuli,

Thank you, honourable minister. No, colleagues, at the time of debate we do not deal with clarifications; it is a debate. Honourable minister, I thank you for the vibrancy you have brought to the ministry and the passion you have for the agricultural sector with the support of your colleagues, Hon. Afande Rwamirama, Hon. Adoa, and Hon. Kyakulaga. I visited the National Agricultural Research Organisation (NARO). Honourable colleagues, I urge each one of you - the minister kept calling me to visit NARO and I kept wondering what I could do at NARO, but now, I think I should visit NARO every month because they are doing a fantastic job. (Applause) These are our professionals who do not know about our politics. They know technical work. The only thing they need is our support because when you look at - if we can commercialise what they are doing, or can even bring down the cost of these vaccines by more than a half. But also, the steady and quick supply instead of waiting for all this period. During this budgeting period, the Committee on Agriculture, Animal Industry and Fisheries, and the Committee on Budget - please, issues of NARO need support. We are an agriculture- based economy; we cannot run away from this and I promise I will follow up because they are doing a fantastic job. Honourable colleagues, you have heard the minister so, allow me to start with Members from the cattle corridor and professionals in the area. Yes, when Dr Bwanika is presenting on these matters - members of the Committee on Budget, I beg you to listen so that you know what you are going to implement. Let me start with Hon. 11589 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 been clearly articulated by the minister. At least let us go for cost sharing. Let us manage a process, which enables us to have security within the system. I would also like to mention that amongst the other policies, which you may wish to consider, and I have said this many times here, is that you are going to work towards ensuring we export the cattle, it must be disease-free. We should be engaging ourselves in policies and implementation of methods, which will allow us to have disease-free cattle, like feed- lotting. Let us start progressing towards feed- lotting. I have seen someone whom I know from Gomba. Her place is disease-free. She does not treat and there are no ticks. Certainly, there is no foot and mouth disease there. That is the right way to go. Thank you.

Thank you , Mr Speaker. I also begin by thanking the honourable minister, for the statement and honourable colleagues, for their submissions. I have been able to read the non-verbal communication of the minister when he was presenting. I can tell you he is very concerned. However, from his statement, he came up with three approaches. First, is the biannual compulsory vaccination, to which he alluded that the Government can only vaccinate 1.1 per cent of the susceptible animals. I happen to be a teacher by training. If a student scores 1.1 per cent, I would be ashamed to say that the student sat for the exam. So, I can say that there is no vaccination being done by the Government. Second, is the proposal of “test and slaughter” followed by the safe disposal, which he said is not possible, so, we rule out that. Now, we are left with only one option that is quarantine. Unfortunately, it is not productive. My honourable colleagues have already submitted that our cattle keepers are dependent on their animals and animal products, 99 per cent. In my constituency Butemba, people are not poor. Mr Speaker, you put it right when you said that these people could afford to do away with a few animals to spare the others. I liked the submission of my honourable sister from Gomba. (Laughter) She put it right. The problem is that these vaccines perhaps are not available. Now, that the honourable minister is aware that there are strain-specific vaccines. Can’t the ministry avail these vaccines, put them somewhere in vaccine centres, and these people buy the vaccines?

Mr Speaker, the issue of saying that they have managed emergencies is unprecedented. I wish the minister said that they have at least tried. In Kalungu, we have a road from Gomba through Kyamulibwa where Katonga washed away a bridge. The people there are now using boats to cross that river. The best evidence can come from the minister next to you, on your right. He can tell you more because that area is in his constituency. He also crosses that river with his vehicles and the lead car, using a boat. (Laughter) Therefore, if you talk about trying to manage emergencies - these Members of Parliament have always raised matters of national importance and they are not yielding results. I pray, honourable minister, that maybe you say that you are trying though in actual sense, you are not trying. Thank you, Mr Speaker.

As Parliament, you do not want to have a situation whereby one day, you will be accused of fighting Foot and Mouth Disease (FMD). We put a quarantine, Parliament came and stopped it and therefore, we allowed it and it went on. This is why I felt that it would be imperative for the minister to bring a statement here and then we debate it and put him on the spot-on issues of the law and what he would have told us here. But then again the urgency of it - I know some of these districts depend on cows and their children are going back to school. What are we going to do about it? These are the identified vulnerable areas along the diversion: (a) Sitabale corner (b) Mpenja corner (c) Nabwoledde swamp (d) Namajuzi swamp. The diversion route has no CCTV cameras to support physical deployments. The major causes of accidents are: (a) Reckless driving and improper overtaking in areas without climbing lanes. (b) Sections of the road have been damaged by heavy trucks and have been prone to accidents. (c) Heavy trucks slide back on steep slopes and collide with others, particularly at Nabwoledde Swamp. (d) There is no weighbridge along the diversion route. (e) In addition, there are inadequate humps, especially as one approaches the intersections and roundabouts, that could alert the drivers. (f) Fatigue, especially by the heavy cargo vehicle drivers. Some interventions carried out at the diversion route: (a) Permanent deployment of traffic police to oversee the day and night movement of the traffic. A permanent police post at Nabwoledde has been established to support the traffic officers. (b) Between Sembabule and Bukomansimbi, four police pickup vehicles of integrated highway command and a traffic patrol vehicle have been deployed to secure the route. [Mr Oboth] MINISTERIAL STATEMENT

I agree. We are doing a baseline such that before we start on new ones, we functionalise the existing stores. Mr Speaker, as I wind up, Hon. Acon wants me to visit villages and communities. Member from Kapelebyong, we will coordinate together. Hon. Herbert Tayebwa wants more seeds. Yes, I made a case for this. Hon. Silwany, I would like to assure you that our seeds are safe. Genetically improved seeds are different from genetically modified seeds. Therefore, our researchers are improving our local seeds; the parent line is our indigenous seed. They improve it by doing hybrid breeding and they get a high-yielding variety. Hon. Kajwengye, we can desilt the dams in Nyabushozi like we have been doing in some areas in Karamoja, but as you know, most of the areas, especially in southwestern Uganda, land is individually owned. You have fenced all your dams, so, we will have to discuss with you your priority; is it more community dams or individual dams? The reason why those community dams keep silting is because they are only used by people who graze animals along the road, but most people have their own dams. Therefore, we will come with the excavators and if you think we should – we are not only desilting those dams, it is reconstruction because they were almost spoiled. We will agree with you and your leadership on the best intervention. Hon. Simon Opolot wishes to see a situation where people do not throw away food. However, I would like to tell you, honourable, that I wish to see more land opened up. Let us make a call to our people to work. A total of 35 per cent of arable land is the only one we are using. The big chunk is still not utilised. That is why I need your support to give more tractors to open more land. Hon. Atuto asked about the strategies for agriculture. Our emphasis is from research to increased production, to marketing and value addition, working together with the Ministry of Trade, Industry and Cooperatives and our embassies abroad that look for markets. Hon. Bashiisha, your comment is noted, as I have explained. Hon. Esenu, I can work with you and we visit Kapelebyong. Hon. Onzima, the quality of our products is going to continuously be improved through improving on-farm agronomical practices and post-harvest handling. Hon. Kyinyamatama, Rakai is water stressed and we have agreed to put an excavator in your area and Gomba for the farmers to dig dams. Finally, Mr Speaker, once again I invite you and the leadership of Parliament, to visit us at Nakyesasa and many other stations to see what NARO is doing and to seek your support. I thank you. 10385 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 5 OCTOBER 2023 (e) Section l0(l) and (2)(b), (c) and (d) of the Persons with Disabilities Act, 2020. (f) Sections 3, 4, & 5 of the Persons with Disabilities Act, 2020. (g) The Building Operations and Works of Engineering Construction (BOWEC). Question No.3, came from Hon. Godfrey Saazi, the Member of Parliament for Gomba East in Gomba District. He says that: “The Mpigi-Kanoni-Sembabule-Villa-Maria route became an alternative route after the collapse of the Katonga Bridge on Masaka Road. This road contains a lot of sharp corners without signs for speed limits, hump warnings, and other risky features coupled with the absence of direction guides. Consequently, road accidents have become the order of the day, and many accidents have been witnessed between Mpigi and Kinoni. This was brought to the attention of the Executive Director of the National Roads Authority (UNRA), and nothing much has been done about it.” His prayers: (a) That the Ministry of Works and Transport through UNRA installs road signs for speed limits, hump warnings and direction guides as a way of preventing these accidents from happening since most drivers are not familiar with this road. (b) More traffic officers will be deployed by the Uganda Police as we wait for the restoration of activities of Katonga Bridge to be concluded. My response is that the Mpigi-Kanoni- Sembabule-Villa Maria route is a tarmac road which was constructed by the Government of Uganda during the Second National Development Plan (NDPII). The road was constructed to provide reliable all-weather access to the agricultural productive areas. The traffic expected on the road was mainly passenger cars and some agricultural heavy goods vehicles carrying produce from the farms to the markets. Mr Speaker, you will recall that in May 2023, the main Kampala-Masaka Road was cut off by flooding at the Katonga Bridge crossing. The Mpigi-Kanoni-Sembabule-Villa Maria route was chosen as the most appropriate diversion for the traffic going from Kampala to Masaka and other destinations. This increased traffic levels on the road above what had been envisioned during the design of the road. The traffic from the main road, that is Kampala- Masaka Road, also includes heavy goods vehicles meant for international trunk roads. When the Government of Uganda restored the existing Katonga Bridge, a decision was made that the heavy trucks would continue using the diversion through Kanoni until a permanent bridge will be constructed. The increase in the number of vehicles has resulted in more accidents on the same Mpigi-Kanoni- Sembabule-Villa Maria route. Through me, His Excellency the President guided the Ministry of Works and Transport and a team from UNRA to visit the road and undertake a technical assessment of what can be done to reduce the rate of accidents on that route. The team found out that, there was indeed an increase in accidents due to; 1. The lack of signs along the road and faded road markings made it unsafe for new drivers along the route. 2. The change in the type of traffic using the road to include; 3. International heavy goods vehicles which experience difficulty in some of the corners and the hills along the road. 4. The over-speeding by motorists along the road. The Government of Uganda has already come up with short-term solutions to address the challenges that are being faced along this route as below:

9093 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 24 MAY 2023 My people have mixed up my papers but I will manage them. They have put page 21 before 20. Let me read it the way it is. They will sort it out. Here, they are saying districts of Buhweju, Bushenyi, Ibanda, Isingiro, Kabarole, Kamwengye, and Kanungu. They are talking about irrigation and saying, as a result, 2,373 acres have been added to the area under irrigation enabling 14,961 farmers to produce cabbages, tomatoes, apples, onions, pineapples, watermelons, green pepper, etc. They are still talking about irrigation. The following medium-scale irrigation schemes have been completed: Ngenge 808 hectares - Honourable Members of Parliament, get to know these things. These people may say “completed” when it is not. So, this is an opportunity for you to help them. We have: 1. Ngenge in Sebei - 808 hectares irrigated; 2. Rwengaju - 116 hectares; 3. Tochi - 500 hectares; 4. Mubuku II - 480 hectares; 5. Doho II - 1,000 hectares; 6. Olweny - 600 hectares and so on. Communal Valley Tanks The Government has constructed 44 communal valley tanks in Nabilatuk, Kotido, Amudat, Kaabong, Karenga, Soroti, Butebo etc. This has created a storage capacity of 6.6 billion litres serving 89,000 livestock. This is where they have mixed up. They put page 20 after page 21 but this is not the end of the world. (Laughter) Ekitatta muyima- ffe abaganda, tulina eddagala ly’ebizibu bino. Awo wengambila nti kasita obeera n’obulamu, ensobi zingenda kutelera. These people put page 21 before page 20. Somehow you can combine them. There has been a major disruption to transportation arising from the damage of Katonga Bridge which was washed away by floods. The floods also led to the eroding of wetland vegetation and gardens in the upstream parts of the catchment. This flooding was caused by a dam breach along the four- kilometer stretch of the Kalungu- Gomba Road in Bugomola Village, Lwabenge Subcounty in Kalungu District. The water had progressively built up on one side of the road due to blocked culverts, creating a damming effect. This created a massive force beyond the capacity of the road, creating a dam breach, which led to a sudden release of a large volume of water that moved downstream the Katonga River. As the flood wave moved downstream with a lot of papyrus and gardens causing significant damage to infrastructure. The interventions to address the problem of floods involve the protection of water catchments and the general environment so that they perform their function of storing and releasing water safely, even when there is increased rainfall. Regular maintenance of water bodies and rivers so that they perform their water storage and conveyance function. Demarcation and protection of lake shores, riverbanks and wetlands. To limit encroachment by settlements, construction of water storage facilities, agricultural activities and other developments. Strengthening of the early warning systems and enforcement of the water and environmental laws at all levels. People who damage the environment, do so at their own risk. Have we not seen enough examples? Nantabulirwa yasabala bwa bbumba . That is what we say in our language here. “The one who does not listen to advice insisted on using a clay boat on the lake and drowned in the lake”. Somebody made a boat from clay and people told him that clay cannot make a boat, do not do it but he could not listen. He made a clay boat, put it in the lake and drowned there. And that is how our people here in Buganda got a proverb, Nantabulirwa yasabala bwa bbumba . We tell people that please - in the book of Genesis- Ate bino bya Katonda - this is now

Thank you, Mr Speaker. I would like to thank Hon. Sarah Opendi for this important presentation and I want to agree that there is inadequate provision for health facilities in our health centres. In Gomba, for example, there are no ultrasound scans yet women need to be checked while pregnant. The attitude of the health workers contributes a lot. They delay to come; they first go to their gardens and come after 11.00 a.m. They sell mama kits and they are rude to women. The

Thank you, Mr Speaker. I would like to thank the Government of Uganda and the President for the Mpigi- Kanoni-Maddu-Sembabule-Villa Maria road. It eased communication in Gomba and often acts as an alternative route like during the Christmas Season when traffic is high on the Kampala-Masaka road. I am concerned about the very high density of traffic in the form of big buses, trailers, omnibuses and personal vehicles. The road has several corners and the new users are just getting to understand the shape and condition of the road. There is a lot of reckless driving, overspeeding even in the corners, trailers overtaking other trailers and yet they are slow. People are losing lives almost every day and schools are about to begin. I fear that as people are crossing the road, they may lose their lives. There is increased human activity in our district and new people are coming into the district. So, we have both positive and negative things that have been happening. The positive ones: increased business and increased travel, but the negative ones: increased deaths on the roads, and breaking of traffic rules and regulations. My prayer: I would like the intervention of a joint agency team comprising the Ministry of Works and Transport, Uganda Roads Authority (UNRA), Uganda Police Force and Gomba District officials and other relevant stakeholders. I also request for temporary zebra crossing and weighbridges. I beg to submit.

“From Kampala through Mpigi - Gomba to Ssembabule Town is 146 kilometres.”

Read the full speech, word for word
Thank you, honourable colleague, for giving way and I thank you, Madam Speaker. The alternative route is Ssembabule -Mbirizi. From Kampala to Masaka, the route is 120 kilometres. From Kampala through Mpigi - Gomba to Ssembabule Town is 146 kilometres. The alternative route would have been Ssembabule - Mbirizi; that is a distance of 36 kilometres from Ssembabule Town to Mbirizi. When you get to Ssembabule Town, you are diverted through Bukomansimbi back to Masaka. For those of you who can look at that route, it gives you an additional 80 kilometres. Therefore, economically, it is not viable and this will get back to the common user of commodities because they are going to be automatically expensive since that is the route used for trade. I know it is raining but can we have graders on Ssembabule-Mbirizi road to divert traffic from Bukomansimbi to Masaka and then to the western region? I would like to appeal to the House to recommend that all machines in Uganda should go to Ssembabule-Mbirizi road. Thank you.

8379 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 26 APRIL 2023 The committee was further informed that a team composed of personnel from the Directorate of Research, Planning and Development, Human Resource Development, Human Resource and Management, crime intelligence and logistics and engineering was constituted to review the applications and come up with a short list for applicants for the post of PPC general duties and PPC drivers to be invited for interviews. Recruitment criteria for PPCs, a total of 9900 applications were received out of which 1846 including 1261 males and 585 females, qualified to be shortlisted for interviews. Of the 15 applicants Uganda police received from Buhweju District, none of them qualified, some districts failed to meet there quarter namely: Nabilatuk, Koboko, Yuymbe, Kakumiro, kibale, kikube, KIryandongo, Kyegegwa, Kitagwenda, Rakai, Lwengo, Kalungu, Kazo, Bududa, Sironko, Kaabong, Mityana, Mpigi, Gomba, Nakaseke, and Buyende. Police Force leadership explained the allocation of these quarters was in line with the constitutional requirement of nationalistic and patriotic police forces and shall ensure that members of the Uganda police force are rec recruited from every district in Uganda. It was further explained that quotas allocated to districts are based on the population projections as provided by the Uganda Bureau of Statistics (UBOS). The committee observed that the recruiting exercise had variances in the number of short- listed candidates per district. For example, Masaka City had 14, Masaka District had seven, Gulu City had 32, Soroti had 22 and Mitooma four. The committee queried the criteria used to allocate the said numbers. It further noted that in the circumstance where a district or a city did not meet the number for the quarter, the balance was given to the neighbouring district since districts are being cut often but stay within the geographical area. The committee was informed that variance in recruitment is based on the population quarter of which the formula is provided by the constitution and based on UBOS figures. The committee is satisfied that the variance in quarters given to different districts is justified. The committee noted that the recruitment exercise was centralised with the application being submitted at regional police offices and forwarded to police headquarters for processing. The committee recommends that whereas the Police Force conduct the recruitment exercise at the regional level due to COVID-19 pandemic, in future, the exercise should be done at the district headquarters as has been the practice. This will promote transparency in the exercise. Recruitment criteria for UCE leavers A total of 1488 applications were received and of these, 853 were found suitable for the next stage. These cut across all classes of driving permits. The recruitment exercise was in accordance with the second advert run by the Ministry of Internal Affairs. The committee noted that all interested persons had to file applications accompanied by a recommendation letter from local authorities, as proof that the applicant is a resident of a particular district, a Uganda Certificate of Education (UCE) with 4 credits including English and at least a pass in mathematics obtained not earlier 2018, a valid driving license for those applying for the position of PPC drivers and a national id card as proof of Nationality. The committee recommends that there should be a verification committee comprised of the LCIII chairperson, subcounty chief and GISO before the applicant submits the application to the police force to minimise forgeries. The committee is satisfied that the advert for recruitment was made public on print media, radio and television and therefore applicants were aware of all the requirements for the positions they applied for. Originality and Identity of Applicants It was alleged that most of the people shortlisted per district were not residents of the said district. A case in point was Masaka City

7605 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 16 MARCH 2023 We have been through so many calamities. The calamities were the following: 1. The locusts, do you remember the locusts? 2. The landslides; 3. The floating islands; 4. The rising waters of the lake; 5. The COVID-19 pandemic; 6. The bijambiyas, do you remember the bijambiyas?; 7. The problem of the high commodity prices caused by the Russian-Ukrainian war; 8. The Ebola epidemic; 9. The suicide bombers, etc. The NRM assured you that with God’s help, we would go through these calamities and we did. Indeed, our economy by the end of this financial year, will grow by 5.3 per cent to attain the GDP size of US$ 49.3 billion by the exchange rate method and Shs 142.9 billion by the Public Private Partnerships method. However, I want this economy to grow by a factor of 10 to half-a-trillion US dollars in the next few years. If you aggressively support my policy measures, we shall achieve it. How? I will tell you in the course of this speech. Once again, let me congratulate Ugandans on account of going through the calamities enumerated above. I told you we would and we did, all inconveniences and losses notwithstanding. It is in such circumstances that our Baganda people and Banyankole say, “ Akutwala ekiro, omusiima bukedde; Owakutwara ny’ekiro omusiima bwashesha.” ( The one who successfully guides you on a journey in the night, you thank him in the morning). Jesus had harsher words for his disciples. In the Book of Matthew 8: 26, he rebuked them for panicking in the storm when they were crossing the lake by saying, “O ye of little faith…” “Mwe ab’okukkiriza okutono!” He did that because those same disciples had seen the miracles Jesus had performed, yet they panicked in the storm, when Jesus was with them although asleep on the boat. Although I do not want to compare the NRM with Jesus, there is no doubt that the NRM has, over the last 60 years, solved quite a number of historical problems. It is, therefore, fallacious for some elements to panic when we face any challenges. There are solutions to those challenges as long as we are patriotic, genuine and not parasitic. However, before I go into the purpose of today’s meeting, through the Speaker, I would like to request that we stand up for a minute of silence, to remember the 3,632 people that were killed by the Coronavirus, the 55 that were killed by Ebola, those that died in the landslides and recently, the four students of Kasaka S.S in Gomba that were killed by a lorry that lost control, according to what the Prime Minister told me. Madam Speaker, if you do not mind, we could stand up in memory of these people. I am sure the Speaker has allowed me.

7607 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 16 MARCH 2023 Comparing with our school studies of what had happened in Europe and North America, we started wondering why there was no similar socio-economic transformation in Africa, starting with Uganda. We soon found out, through analysis, that indeed Uganda’s society can change through two routes. These are: universal free education for all Ugandan children, and all families joining the money economy. I am glad the women came to Kiruhura District and I was able to show them how the pastoralists, in that whole huge area of: Isingiro, Kashari, Kiruhura, Kazo, Lyantonde, parts of Rakai, Ssembabule, Gomba, Kyegegwa, parts of Mubende, what we call Kiyoonga, Kiboga (Ddwaniro), Kyankwanzi, Ngoma- Wakyato, Buruuli (Nakasongola), Masindi, etc. had partially undergone socio-economic transformation by stopping nomadism, adopting dairy farming for cash and sending children to school at their cost. I would like to discuss that partial success with the NRM caucus for us to harmonise our thinking. I want to call a special meeting of the NRM caucus - because I do not want to continue talking as if I am begging people to come and cultivate my garden when I am engaging Ugandan leaders to see how to rescue their people from poverty. It is not correct that we should go on like I am begging people to do something for me, when we need to do this for our people. I call the success in the cattle corridor “partial” because elements in the society still have irrational practices, carried on from tradition, that negate progress; what we call reactionary, reacting negatively, vis-a-vis positive progress. These are the practices of fragmenting land on inheritance and depending on only nature to provide the pasture yet it is more reliable if we grow the pasture. Once I had that partial success by 1995, I went to the whole country and gave all the message of transformation. However, like the Jews, many people are either not bothered or are waiting for another Messiah even when the message is clear and verifiable. Verifiable, how? Visit the cattle corridor that used to be wilderness, ( engaando countryside like Acacia hohii), which is now an area of semi-modern farms, producing millions of litres of milk per day for the local markets and for export. The exports have hit $106 million per year. Algeria is going to also buy our powdered milk worth $150 million. If this area could transform, so could the others. In the manifesto of 1996, we put forward the four-acre model of coffee, fruits, pasture for zero-grazing dairy, food crop production, piggery and poultry in the backyard and fish farming near the wetlands. This was the medicine for the small holders. Those with bigger pieces of land were more flexible and could help the country grow and participate in producing products that needed large scale production to make economic sense that the country needed such as cotton, maize, sugarcane and ranching for beef. In terms of funding, the latter group would be supported by the Uganda Development Bank. It is the four-acre model group that I decided needed grants or soft loans direct from Government. We started with Entandikwa , Plan for Modernisation of Agriculture, this was all money put aside for this purpose, the National Agricultural Advisory Services (NAADS), Operation Wealth Creation and now the Parish Development Model. These efforts were for agriculture. With the non-agricultural or broad-spectrum activities, we have put in place the following: the women fund, the Youth Fund, microfinance and now recently, “Emyooga”. With all the pre-Parish Development Model funds, the modes were that Government officials were the ones selecting the

7170 SECTORAL COMMITTEE REPORT is not COVID-19. The problem is different; go for it. Otherwise, the sector still begs answers. Children go hungry at school. The Vice- President issued a statement last week; “Go to school, you have no demand, just take the kids to school.” Those blanket statements disorient education; we must go back to the basics. Without being populist, we need to rethink this sector and help our children. How do we have children go hungry at school? And we encourage parents - not to part with Shs 10,000 for food - but instead part with Shs 30,000 to go and report to the Resident District Commissioner? So, where is the balance? It is a big problem, Prime Minister; please, do not run away from it. Mr Speaker, we expect, on resumption, the Minister of Education to come to the House and explain the rising failures and dropouts. 1.8 million pupils enrolled in primary one but only 800,000 completed primary seven; where are these children? Thirdly, the question raised by Hon. Kabuusu about the problem of a health centre in Kalangala could have been supplied with a more contingent answer from my sister, the minister. He needed probably a timeline; we are processing a National Budget Framework Paper and consequently, the budget. Is it one of them? Because it is a facility in a hard-to-reach area. Members need assurance, especially those coming from highly vulnerable communities like Kalangala; assurances in terms of timelines to calm people’s nerves. I know the honourable Minister for Health is a very sensitive person and cares; please, do more on this question. Probably the honourable Member should come to you and get more assurance that in the NBFP and the final documents of the ministry, this facility is included. The question raised by the learned Attorney- General on my side about the statement issued by the Minister of State for Lands, the Prime Minister believes that since the approval is done by the ministry, so there is no problem. Approval is not control. Parliament approves the Auditor-General, the Inspector-General of Government but we do not control them. This minister has been seen frolicking all over the place, making uncoordinated statements; the Prime Minister needs to rein in this minister. He is attacking individuals, institutions, the Kabaka. And when you do not rein him in, we believe it is the position of Government. So, Hon. Sam Mayanja needs to be reined in. Otherwise, he is going to raise unnecessary sentiments amongst people, when he is frolicking out of his appetite and happiness for being a minister, as if he is the first minister. (Laughter) The question of frustrating local governments raised by the honourable Member from Gomba remains pertinent. Sometimes I feel pity on comrades here because they come from suffering local governments. Actually, you are now dealing with the fossils, not local governments – the remains of local governments. Government has since re-centralised; control is back at the centre. This Parliament has to rethink whether the planning, and budgeting is still localised. Local governments are dead. How do you send Shs 1 million to a district to do roads? I was in Budiope over the weekend for burial and the leaders there are all from the NRM; they were calling out to me to rescue them. They were desperate. Of course, I promised a rescue in the immediacy. They are saying we are doing nothing. One Subcounty chairperson said, “We received Shs 500,000 to do roads and we were musing as to whether we should sit and share it out and go home and everyone goes on their own.” It is terrible. Thank you, Mr Speaker. I would like to thank the minister for her statement. I would like to talk about electricity in Kyayi Subcounty. When I did my investigations from the ministry, I was told that it was under the EXIM loan. Gomba West has five subcounties and, of those, it is Kyayi, which does not have electricity. It has no inch of electricity at all. It has no pole, no wire and no transformer. In 2016, electricity to Kyayi was a presidential pledge and it was reaffirmed about a month ago by H.E. the President. I pray that electricity lines be installed from Maddu, down to Ddegeya, Nyabugando , Nyakitembe, Lwaweba, Biyanja, Bugula, Nsororo and Kyayi itself and within the 19 villages of Kyayi Subcounty. Secondly, I pray that vandalised lines in Mawuki Parish, Kabulasoke Subcounty, Lugaaga Parish in Kabulasoke Subcounty and others be replaced and the transformers be provided in Bulwadda, Kakubansiri, Rubaale, Bukundugulu, Matongo, Kyamboobo and Nsozibiri. We have a solar power project in Kabulasoke – I do not know if this is out of it. It is the biggest in eastern and central Africa. I would like the ministry to find out the status of that land because it would be an embarrassment if it no longer was to be – if the power were not to go to the national grid. Thank you, Mr Speaker.

Thank you. (Applause)

Thank you, Mr Speaker. For correction, I raised the same issue three times before Hon. Saazi. I thank my honourable colleague for raising it in detail, especially concerning Gomba East County. I would like to thank the Minister of State for Defence and Veteran Affairs, on behalf of his colleague, for coming up with this response. I would like to note that what he has said is true. In addition, UNRA withdrew the buses from the time I came here to report last because the tonnage was now acceptable for the Katonga Bridge and it reduced the traffic. The lorry drivers from Tanzania who used to drive badly are driving better than they used to. For almost a month, it was only on Monday that I saw another accident and the police came on time. What is left is for the district to form a multi-sectoral committee and create a parking facility for the trailers in town from 6.00 p.m. to 6.00 a.m. daily. I thank the minister for the response and my honourable colleague for the additional question. Thank you.

Mr Speaker, on behalf of the people of Gomba West, I rise to support the motion moved by the Rt Hon. Prime Minister to pay tribute to Her Majesty the Queen. She shared a bit of herself with all of us across the world and demonstrated an admirable work ethic. We remember her in Uganda because of the physical features and parks named after her and her visits thereto. She was a remarkable dresser – ever smart; the hat, the dress, the shoe and the jewellery were a good example to ladies all over the world. She feared God and dedicated her work to God’s guidance. We thank her for coming to grace the Commonwealth Heads of Government Meeting (CHOGM) in 2007, and for all the benefits we obtained. We thank her for being a
