There is upgrading of Katine-Ochero. Hon. Ebwalu, Katine-Ochero Road is here. Kampala-Jinja Expressway – this is to clear the right of way. We also have an oil road from Karugutu- Ntoroko. I saw Hon. 17685 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 6 AUGUST 2025 Honourable members, you will also recall that you heard His Excellency the President publicly communicate about the matter of the roads. Some of the things that he mentioned are: 1) The dangers of excessive reliance on external financing for all the development projects, citing abrupt and disruptive donor decisions that may impede the realisation of planned projects; 2) The need for self-reliance in financing development projects; He categorised the projects into three: i) The well-done new roads, such as the Kampala-Entebbe Expressway, Kampala- Gulu Highway, the oil roads in Bunyoro, and excellent roads in municipalities such as Hoima, Gulu, Masaka, to mention but a few; ii) The very important roads that were initially good but have now deteriorated, such as Mityana-Mubende-Kyenjojo, Mukono-Jinja, Ibanda-Mbarara, and Mbarara-Ishaka highways. He attributes the deterioration to under-budgeting. iii) The local government roads used to be good, but have deteriorated because of the misuse of the Shs 1.3 billion allocated for maintenance. The President has directed the Minister of Finance, Planning and Economic Development to allocate Shs 3.2 trillion required for these roads alone. The President further undertook to have the following roads worked on: i) Mityana-Mubende-Kyenjojo; ii) Ibanda-Mbarara; iii) Ishaka-Mbarara; iv) Mukono-Lugazi-Jinja; v) Mpondwe; vi) Nebbi-Arua; and vii) Ntungamo-Rukungiri. His Excellency the President also indicated that the next manifesto will indicate other planned roads. In light of this, I will request the Minister of Works and Transport to explain to the Members, and then we will open the debate based on the President’s guidance.

Thank you, Madam Speaker. I am happy that the President has communicated on this matter because we met with him and the Minister of Finance, Planning and Economic Development on the issue of these roads. He appreciated that while we may not get all the money in one financial year, he directed that those critical roads be maintained in very usable conditions. The President said we have already started on the Mityana-Mubende Road, so we must finish it. Also, the section between Kyegegwa and Kyenjojo is terrible. As we wait for the funding from the Ministry of Finance, we are moving our unit, which has been working on Jinja Road, to Kyegegwa-Kyenjojo Road to fully rehabilitate that section. We are also already committed to China Railway 18 th Bureau Group, which will work on the Nebbi-Arua Road. They have already started forward maintenance, so they will start rehabilitating the road. A contractor is already working on the Kikorongo-Mpondwe Road. They are doing forward maintenance now, but after that, they will do the full rehabilitation with funds coming in from the Ministry of Finance. We have the Ntungamo-Kagamba-Rukungiri Road. We want to save it before it deteriorates further because it has reached the stage where we can save it with a resurface, just like what we did with the northern bypass, so that road will also be done. As regards Ishaka-Mbarara and Mbarara- Ibanda Roads, we already have a company identified to work on them. It is called Shandong

17690 MINISTERIAL STATEMENT He then categorises the roads, and he says the very well-done new roads, and he talks about them. Then he talks about the very important roads that were initially good but have now deteriorated, such as Mityana-Mubende- Kyenjonjo, Mukono-Jinja, Ibanda-Mbarara and Mbarara-Ishaka. That is why I was saying that you give a lower lifespan because of the low amount of money, rather than giving a higher lifespan by giving enough money for those roads to be worked on. However, they said this money should be given to complete the most important roads, which are mentioned. The roads are there, which the minister has talked about. The President further undertook to have the following roads worked on: Mityana- Mubende-Kyenjonjo. I know you are very interested in the Mubende Road. Ibanda- Mbarara, Ishaka-Mbarara, Mukono-Lugazi- Jinja, Kikorogo-Mpondwe, Nebbi-Arua, and Ntungamo-Rukungiri; there are a number of them and that is why I was referring you to the NDP IV. I am happy there is only one person here, Hon. Masaba. Hon. Masaba, next is you, because you are going to talk with authority. Yes.

Thank you, Madam Speaker. Honourable colleagues, I would like to thank the minister. For the first time, he has been very frank to this House. (Applause) I am saying this because He has been keeping quiet. When I told him that in taking UNRA, he was taking a big elephant, he did not know that he would go into this. This time, he was very frank to say, “There is no money.” Last financial year, he missed Shs 1 trillion. This time, he has another trillion missing. How do you expect the roads to be worked on? Two, we have 23 stations. All these stations have old equipment. He has not said it; they have no equipment. Most of them borrow equipment from the districts, which have slightly newer machines. It is high time, Gen. Katumba, you told this House that you need to buy equipment for your stations. If you have the equipment, they will be able to come in. For example, most of the contractors have refused to work, despite your giving them call-off orders, because they have so much money outstanding. Three, this issue of the managers - they are not active. I want to be open to you, Gen. Katumba. You have taken so long to formalise their work so that they can get money for fuel. They do not have money for fuel. The money is in the accounts, but they cannot access it. Gen. Katumba, the sector you are holding is so crucial. I told the people here that if you have children and you want to take them to school, or if they cannot go to a Government school, they can go to a private school. If my mother cannot go to an official hospital, they can go to a private hospital. How about the roads? It is the mandate of the Government to have roads done. In 2001, we gave the ministry Shs 1 trillion. That is what we begin with. Four, Ministry of Finance, Planning and Economic Development, you better stop being armchair people. Get out of your offices and move around the country. The roads are so important that you do not need to spare any time to give them money. It is high time this Parliament recognised that the roads are key to development. Lastly, Gen. Katumba and Madam Speaker, when you talk about these roads, you mention Ibanda to Mbarara, Ishaka to Mbarara, and Ntungamo to Mbarara roads. Why don’t you talk about Isingiro, where you get your matooke from?

However, due to the large funding gap, it will be impossible to undertake the activities in the work plan, with the potential catastrophic effects on the state of roads across the country. In line with this shortfall, the Ministry of Works and Transport has made allocations prioritising payments of arrears and acquisition of land for ongoing works. Most of the ongoing projects have not received sufficient funding to cover the planned scope of work. For example, the Mityana-Mubende Road requires an allocation of Shs 130 billion but was only allocated Shs 21 billion. Kampala-Jinja requires Shs 90 billion but was only allocated Shs 7 billion. Mbarara-Ishaka was not allocated any resources, despite being in very bad shape. The allocation projects are located in Annex 3 and if no extra funds are allocated, the result will be an increase in the domestic arrears, including interest on the unpaid sums. Impact of the funding gap Madam Speaker, the funding gap I have described will negatively impact the ministry’s ability to undertake land acquisition, complete ongoing projects, carry out urgently required maintenance works on the network, and commence strategic projects like from Bobi- Corner Ayer to support our expected AFCON 2027. This budget shortfall will also affect the implementation of externally funded projects, as resources are required for counterpart funding and land acquisition for the projects. Honourable members, if the extra allocation is not made now, the Government of Uganda will have to pay more in the long run due to the following factors; 1. Interest on delayed payments will increase. The estimated interest in the Financial Year 2025/2026 due to delayed payment is approximately Shs 48 billion. 2. In cases where contractors demobilise, when work resumes, it will include the extra scope of work to cover the damage done to the structure when the contractor was not on the site. You may have seen this in Ibanda; 3. Contractors’ claims for the demobilisation and also reputational damage to the country, which will cause contractors to increase their future bid prices to cater for the risk of non-payment; 4. Delayed utilisation of external finances, which results in increased financing costs for the loans; and 5. Increased accidents at the abandoned sites and across the road network where interventions are required. In addition to the direct costs mentioned above, Madam Speaker, there is a larger risk of losing the value of the road assets that the Government of Uganda has invested in over the last 15 years. The total paved network currently stands at 6,306 kilometres, as of Financial Year 2024/2025. This paved network is increasingly at risk of deterioration due to under-investment in timely maintenance. As a result of the underfunding, already, 615 kilometres of the paved network have deteriorated beyond maintenance levels and will require expensive interventions in the form of rehabilitation or, in some cases, full reconstruction. Madam Speaker, it is much cheaper to undertake periodic maintenance interventions such as resealing and local repairs compared to the full rehabilitation that is usually required when a road is neglected. The cost of the periodic maintenance ranges from Shs 646 million to Shs 1.14 billion per kilometre, while the cost of rehabilitation ranges from Shs 2.28 billion to Shs 2.66 billion per kilometre. The periodic maintenance activities renew the life of the road. A good example is the Kampala Northern Bypass, where the periodic maintenance currently being implemented will give the road a new lease of life at a reasonable [Mr Ecweru] MINISTERIAL STATEMENT

When I was going around doing my oversight role in schools, I realised that some schools had understaffing issues. If we are yearning for quality education in this country, we should consider the improvement of the teachers’ welfare so that our students can have the best service delivery. The second one is about salary enhancement for the arts teachers. I would like the honourable minister to update the people of Ibanda, especially the arts teachers, about that. We are also trying to have quality education as far as that is concerned. As you may be aware, there is a difference between the art teachers’ and science teachers’ salaries. The third one is about the infrastructure or staff quarters in Ibanda District, especially in the public schools. I would like the honourable minister to inform us when or if that budget is there for the improvement of the staff quarters, especially in the public schools. Mr Speaker, there is a policy that each parish should have a seed school but in Ibanda District, we have - sorry, subcounty, I beg your pardon. But when you –

16536 PRIME MINISTER’S TIME I have personally written letters to UNRA, Ministry of Works and Transport, Office of the Prime Minister, and the President’s Office, but no valid attention has been paid to my pleas. His prayer is a request that we take interest in this matter and provide an update. Madam Speaker, Bwizibwera-Nsiika- Nyakashaka-Nyakabirizi Road with a spur to Kabwohe, is in the National Development Plan (NDP) III and in the NRM Manifesto of 2021- 2026. The road is being implemented in phases. Even yesterday, the President, while in Bushenyi, talked about the same road and that the road will be implemented in phases; (i) A civil commercial contract for the upgrade of Bwizibwera-Nyakambu-Nsiika with a spur to Kabwohe road was signed in March 2023 and awaits confirmation of financing before physical works can commence. (ii) A detailed design for the upgrade of Nsiika- Nyakashaka-Nyakabirizi Road (48.3km) is currently ongoing and is expected to be completed by May 2025. Thereafter, procurement of civil works contractors will commence. Madam Speaker, upgrading of Nsiika-Ibanda- Kabujogera-Mashooro-Rwenjaza-Kyambura has been considered in National Development Plan IV (NDP IV) and will be prioritised subject to availability of resources. Madam Speaker, I want to thank you on this note because the Members do not give detailed information. That is why I am on question number eight. Hon. Shartsi Musherure, MP, Mawogola County North: Following the dissolution of both the Uganda National Roads Authority (UNRA), and the Uganda Road Fund as part of the rationalisation process, her prayer was: could the Office of the Prime Minister clarify how people of Mawogola North, Ssembabule will ensure the completion of the promised Akagari Bridge, which connects Gomba to Ssembabule District? I wonder how they will do it. Madam Speaker, my response is that the Akagari Bridge on River Katonga is on a district road. Following the request from the area Members of Parliament, the former Uganda National Roads Authority intervened and installed the culverts that made the location motorable. The district will be advised to complete the outstanding works using the Shs 1 billion. Hon. Michael Timuzigu Kamugisha MP, Kajara County, Ntungamo asked that all counties in Uganda be turned into districts except 19, which are in the districts of Ntungamo, Isingiro, Kasese and Tororo. These districts are treated like former counties in provision of all services and staff. Each has one road maintenance unit, one district hospital, gets the same share of Government-sponsored students in public universities, gets the same share of seed schools and construction of primary schools, to mention but a few. According to Hon. Timuzigu, these districts have, therefore, not been able to fairly benefit from the decentralisation policy and are slowly being left behind in development. For example, in Ntungamo, parents have to first build primary school classrooms up to window level for the district local government to come in and do the completion and this is against the Government policy of no-fees payment in Universal Primary Education (UPE) schools. Prayer: When is the Government going to complete the harmonisation of district sizes by giving the remaining 19 counties district status to start developing at the rate of other districts? Madam Speaker, my response is that the Ministry of Local Government issued a moratorium, suspending creation of any new local government units or alteration of boundaries in April 2021, under which we were still operating, until a new position is approved by the Government.

Thank you, Madam Speaker, for the opportunity. I want to first thank the Government for the electric fencing around Queen Elizabeth National Park in Kanungu. However, they did not do a good job because they left a gap through which elephants could pass. Unfortunately, two days ago, a man by the name of Agaba Albert was killed by an elephant because they were agitated after being fenced in. (Laughter) This guy had come from Ibanda to make a living in the Kanungu District. The elephants attacked him in his tomato garden. Madam Speaker, my prayer is that the Prime Minister directs the Uganda Wildlife Authority (UWA) and the Ministry of Works and Transport to install electric fencing or put gates at points where the elephants pass. 15843 THE E LEVENTH PARLIAMENT OF UGANDA WEDNESDAY , 29 JANUARY 2025 why they did not roll over because when the Attorney-General was reading his response for one financial year, I noted that while Shs 50 billion was budgeted for, nothing was released. Why wasn’t it rolled over to the subsequent financial year? Then, another question to the Attorney- General is: when it came to compensation of the identified and verified claimants, did you also use the pro-rata basis because you used it for districts? If yes, then, how come some claimants did not get compensated because if it is on a pro-rata basis, everyone would get within the limits of what is available? Did you also apply it when it came to top-up, as you said? Mr Speaker, compensation is touching. My senior, Hon. Fox Odoi, said that what we are discussing is actually ex-gratia. I support the committee that we need a comprehensive policy, to that effect. If what has been identified by Hon. Mujungu is not sufficient, we then need that comprehensive policy. This is because it would imply that the criteria would be very clear. It would have the law, and if need be, would have the regulations, which would really simplify everything. Hon. Cuthbert Abigaba, thank you for bringing up that issue. When one comes from Ankole, they will not think that it was ever affected. Hon. Basil Bataringaya raised issues here. When we were young - I am sure, Mr Speaker, you remember - Mbarara was in tatters. There was a group of people called the Anyanya - you would not go to Mbarara. It was put down. The Allied Defence Forces (ADF) from the Tororo Subregion terrorised Ibanda and some parts of Ankole. Hon. Cuthbert said during the Christmas celebrations of 2023, the ADF activities were still going on there. Hon. Cuthbert, for your information, more than half of the people who died were from Ibanda. Mr Speaker, in the circumstances that we need to have this comprehensive policy, we should note that even Western Nile was affected. Do not hear these issues of only northern, Teso and some others. That would mean, considering a cut-off - all those would be catered for within the policy and the Government would handle the issue of compensation with guidance either to finality or in bits. Otherwise, minus that, it will be done in bits or piecemeal, and it will remain ex gratia without any formula. Thank you.

Thank you, Mr Speaker. Ruhumba-Kashwa Road, a 31-kilometre national road, passes through my constituency. The road is impassable with gullies and big potholes. Actually, the small cars cannot go through that road. My engagement with UNRA station manager in Ibanda and the Permanent Secretary, Ministry of Works and Transport, have not yielded any fruit. My people are engaging me that I go and

I have always said here that, for example, people are looking for places for their children in private schools, and people will go to school. As for health, you can go to any centres - private ones, but for roads, it is a mandate of the Government. Money must be availed to the minister. I am happy the minister is here, but bambi he is helpless; he does not have the money. Money must be availed for the roads. You have seen a number of roads, for example, people who come from Ibanda; a road was done a few years ago, but because of a lack of maintenance, it is now no more. The moment you do not repair a road; it requires full rehabilitation. I think this Parliament, must get money and have these roads done. There was a road from Gayaza to Kalagi – some of us here never knew about Kalagi, but that road was very important in travelling to Jinja. Currently, there is no maintenance on the road; even people who used to take a shortcut can no longer go there because of the bad road. Even Mabira itself needs reconstruction because of lack of maintenance. I pray to you, Mr Speaker, that we resolve that money should be availed to the Ministry of Works and Transport because there is no machine in this country now on Ugandan roads.

Thank you, Madam Speaker. There was a question from Hon. Milton, that I should give the status of the industrial park. He is talking about the land in Iganga. The land that the former Prime Minister, Rt Hon. Dr Ruhakana Rugunda had started negotiating about with the people of Iganga, is available. However, the challenge was that we did not have money to acquire that land. To that extent, His Excellency, the President of the Republic of Uganda guided that we must go to areas where people can make local government land in their districts available free of charge. Madam Speaker, I would like to report that when we wrote to the local governments - I personally did land mobilisation - we were able to get land in 28 locations in the 18 zones of Uganda. I thank the Member of Parliament for Masaka because I was looking at a nationalistic character, regardless of the political party - I reached out to the former Leader of the Opposition, and he made land available in Masaka. I assure him that we will develop that land. Hon. Pius said that in Hoima District, land has been available but there are Government officials who are - Hon. Pius, if you can just tell us those Government officials who are - you can even come and tell me in secret; you might be fearing - I will read their names out. (Laughter ) I need to know who in Government is taking this land. In Hoima, the truth of the matter is that it is an oil region; we want to develop that industrial park. Hon. Ibanda, the Fort Portal Municipality land - we have land in Kabarole, and it is for the Fort Portal region. However, it has wrangles between the Ministry of Finance, Planning and Economic Development, the Uganda Investment Authority and the Ministry of Agriculture, Animal Industry and Fisheries, especially the National Agricultural Research Organisation (NARO). We have been wanting to solve the issue. I reached out to my senior colleague, Hon. Frank Tumwebaze and we are working on how to get the case out of court because the former Member of Parliament dragged us to court and we want to resolve that matter. Now the matter is in the hands of the Attorney-General who is here. Hon. Moses Aleper said that the Uganda Investment Authority has spent a lot of money

Thank you, Madam Speaker. My question to the Prime Minister is concerning the Buhweju tarmac road. Buhweju is the only district in Ankole that has no tarmac connection. So, the connection of Buhweju and the surrounding districts of Mbarara, Ibanda and Sheema is a problem. This road is not only a presidential pledge or a manifesto, but it is a priority in the National Development Plan III. The Prime Minister has talked about this road, and the President has called it a priority road many times, but the road construction is not taking off. Rt Hon. Prime Minister, who is delaying the start of construction on this road? Who is sabotaging the Government? Who is sabotaging the development plan?

13908 MINISTERIAL STATEMENT several ministers here means they should work together collectively to respond to the concerns of Ugandans. When we come and ask questions and we do not get answers, these questions are repeated. Sometimes I sympathise with Members when they speak here every day. There is a Member from Ntoroko, but he is not here, Hon. Rwemulikya – no, I think he is from Ibanda, who has been raising, in the last five years, the challenges he has faced with the floods and roads there, every three months. He is a member of NRM. Therefore, Mr Speaker, I want to suggest – while we, as Members of Parliament, have been taken through orientation, I think our ministers have not. I do not know whether the Cabinet has that, but they have to do that. You cannot get these ministers in their offices. If you go to their offices and you write a chit, and they see that it is from an MP, you will hardly access them. If you send them a text message - most of them – (Interjections) - I and colleagues have a testimony about this. Even when you send them a text message, you do not get a response -(interjections) - the last time, before – (Interruption)

13926 MINISTERIAL STATEMENT I will start with the table. I appreciate that the update is on two projects. However, the biggest concern is whether electricity is under these projects or others. I have focused specifically on Ibanda, and I have detected that all the write-ups we made were not captured. It is only in Sub-county Kijongo where the issues were captured. The rest, including Ishongororo Town Council, where power passes over the biggest market in the constituency, were not captured. I believe that since the minister has been choosing regions, most of the colleagues are affected in the same way so it would be prudent that at another time, the minister gives us a comprehensive report so that we know that if Ishongororo is not in the scale-up project, it is captured in other projects. Compensation is a big challenge. Those who accessed compensation find that instead of getting Shs 30 million, they are given Shs 3 million, omitting one zero, which is a big concern. Some are compensated while others are not. We have raised all these issues. Mr Speaker, the minister raised two challenges; counterpart funding. The good thing is that the minister for finance is here. Why would we fail to counter-fund these crucial projects for rural electrification? The minister will give us an answer. Then there is vandalism. This has happened everywhere, Mr Speaker. The wires that are vandalised cannot be removed by ordinary people from the constituencies. This must be insider work, done by either the contractors or subcontractors, as Hon. Dr Keefa Kiwanuka mentioned. When that is done, it takes a lot of time before they are fixed. May I know whether that is done during the defect liability – (Member timed out.)

13515 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 2 JULY 2024 and these are funds required to commence establishment of mineral regulations, revenue collection infrastructure and implementation of the minerals law. These include weighbridges and Government regulated markets for precious stones et cetera. 11581 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 Introduction Mr Speaker, FMD is a highly contagious viral disease that affects all cloven-hoofed (two hoofed) animals. These include cattle, goats, sheep, pigs and wild animals such as buffaloes, deers and antelopes. The disease spreads very fast, through close contact between infected and non-infected animals. The disease is transmitted through aerosols (fluid droplets) breathed out by infected animals and contact with affected surfaces. The aerosols can be transported by wind to far areas. The affected animals get wounds in the mouth, feet and teats in female animals. FMD is the most dreaded disease in international trade of animals and animal products. Countries that have eradicated the disease do not allow trade with affected countries, or those that control the disease by vaccination. The disease causes significant economic losses to the farmers and to the country due to disruption in animal production, productivity and in trade of animal and animal products. Scientists and economists have estimated the economic cost of FMD to a farmer per unit livestock to be $20 per infection. The cost can be higher with repeated infections. Our target, therefore, as Government, is to not only control the disease but eradicate it. Mr Speaker, the ideal situation that enables any livestock producing country to fully control and eradicate FMD requires the following interventions: i) Undertaking a bi-annual compulsory vaccination exercise of the entire susceptible animal herd in the country (all two hoofed animals; cattle, sheep, goats and pigs). For purposes of universal coverage, compliance and bio-security considerations (since vaccines are live organisms), governments normally offer the vaccines as a public good. This, however, varies from country to country, depending on the number of animals and the budget implications for buying the vaccines recurrently. ii) Another control and eradication approach is the “test and slaughter” followed by safe disposal of the carcasses (burning and/or burying). When the veterinary authorities confirm the outbreak, they determine the affected animals and those at risk for destruction. This, however, is followed with compensation by the government, which is a very expensive practice. This is the practice in developed livestock-producing countries like the United Kingdom, among others. You kill or destroy, but compensate the farmer. iii) In addition to the above, movement control restrictions (quarantine) are always imposed either in part or as a whole in the affected geographical location depending on the epidemiological assessment by the competent authorities. The competent authorities, Mr Speaker, are veterinary authorities. These animal movement restrictions, however, are temporary measures to disrupt transmission but their duration depends on the discipline and compliance of the different stakeholders (farmers, traders, processors and enforcement agencies) and also on the country’s ability to implement interventions (i) and (ii) above. Current situation in the country Mr Speaker, there are 36 districts currently affected and under quarantine. These are; Budaka, Bukedea, Bukomansimbi, Bunyangabu, Butaleja, Fort Portal City, Gomba, Ibanda, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiboga, Kibuku, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mbarara City, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Namisindwa, Ngora, Ntungamo, Rakai, Rwampara and Ssembabule. All districts neighbouring the aforementioned districts are at high risk, under strict surveillance and the authorities are advised to remain vigilant. 11047 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 22 NOVEMBER 2023 14) There are districts that were performing exceptionally well, for example, Kisoro, Tororo, Rukungiri, Ibanda, Kumi, Apac, Kakumiro, Bukedea, and others, with performance standing at above 90 per cent.

Thank you, Mr Speaker, for giving me the opportunity to raise this matter concerning Nyakambu Bridge which is on the verge of collapsing. It serves various districts, and there is a lot of traffic carrying commercial goods along that place. The Uganda National Roads Authority (UNRA) in its usual maintenance routine cannot manage that bridge. They had hoped that with the long- awaited upgrading of Bwizibwera-Nyakambu- Nsiika with a spur to Sheema-Kabwohe would work on that bridge. Now during these rains, people find it difficult to pass there. Actually, it is going to result into loss of many lives of people who get tempted to pass there. It is equally becoming very expensive. If you are crossing to Ibanda, to Kashari, Mbarara, people have to pass through Kabwohe-Mbarara road and then to Ibanda road which is costly. The Prime Minister met with the Ankole group Members of Parliament in March this year, and told them that the road was a priority and that it would be among the very first roads to be worked on. 10388 PRIME MINISTER’S TIME Government, through the Ministry of Water and Environment and the National Forestry Authority embarked on systematic reopening of the boundaries of the forest reserves (Central Forest Reserves and Local Forest Reserves) to deter encroachment by the forest adjacent communities. At gazettement, the forest reserve boundaries were marked with underground and above- ground mark stones which over the years have been used by the community in construction thereby demolishing the boundaries. NFA is currently using concrete mark stones (pillars) of about one metre, as I told you earlier, to mark the forest reserve boundaries. In some instances, we continue to register illegal land titles in forest reserves by individuals and/ or forest-adjacent communities who knowingly encroached on the forest reserves and do not want the boundaries to be reopened. The forest reserves are a national good; therefore, I request all leaders from the LCI up to MPs to sensitise the public on how to preserve our heritage. Question 5: Hon. Rwemulikya Ibanda, Member of Parliament, Ntoroko County on the dire situation of health care services in Ntoroko District. His prayer is that Government should undertake an onsite assessment of the situation of health care services in Ntoroko District and report back to the House. Mr Speaker and colleagues, as you all know, I moved around the country. I have personally been able to go to Ntoroko a number of times. My Office has been able to construct a health centre III at Kanara. The Ministry of Health together with the political and technical leadership of Ntoroko District inspected four facilities to assess the state of health services with a particular focus on the state of the health infrastructure. The findings are as follows: Musandama Health Centre II, Karugutu Health Centre IV, Rwebisengo Health Centre IV and Rutungamo Health Centre III, which were started in the Financial Year 2019/2020 under UgIFT programme were all identified to have some gaps. Mr Speaker, in view of the above findings, Government shall consider this by providing both short-term and medium-term solutions or interventions to address some of the critical health infrastructure gaps in Ntoroko. Question No.6: Hon. Catherine Lamwaka, the District Woman Representative, Omoro District that the Ministry of Health and respective local governments should review the recruitment of local askaris (health facility watchmen) and their deployments. According to her, the watchmen of these health facilities in most cases have remained suspected for either conniving with or being accomplices to these criminals. Her prayer is: Can Government review the recruitment of local askaris in health facilities? Mr Speaker and honourable colleagues, I wish to inform this august House that Government is equally concerned about the issues raised by the Hon. Lamwaka, regarding the safety of medicines and health supplies from health facilities. The Ministry of Health undertook a restructuring exercise together with the Ministry of Public Service, for the local government health facilities and there was an increase in the number of askaris for health centres IV from three to five, and for health centres III from two to three. Mr Speaker and colleagues, you need to know that the responsibility of ensuring that these askaris are recruited lies in the local governments and I believe that they will ensure that there are regulatory provisions for supervising these people and how to appraise them. The name of the grant be changed from “Road Rehabilitation” to “Road Maintenance.” Honourable Attorney- General, we agreed that if there is any minor rehabilitation to be done, it shall be done but let the fund be a maintenance grant. 2. The grant be managed under Uganda Road Fund Act, 2008 and all the regulations thereunder. 3. For avoidance of doubt, Shs 1 billion, in addition to the prior budgetary allocation for road maintenance to the districts, cities and municipalities as such the Ministry of Finance, Planning and

Madam Speaker, Hon. Musherure raised a matter concerning the need for Government to stress its commitment to road safety through implementation of the existing rules and regulations. Her prayer was that she wanted me to update the House on the timelines for approval of Traffic and Road Safety Regulations. I had highlighted a number of regulations and Members have them on Alfresco. The answers are almost similar to what we have just resolved. Therefore, I request that you allow me to go to another question. Hon. Dr Ayume Charles, Member of Parliament for Koboko said that there is a high number of road traffic injuries reporting to public hospitals in Uganda and increasing cost of treatment. His prayer was whether Government can update the House on the intervention to reduce road carnage. It is almost the same; I feel the answers I gave are similar to what we discussed with the Speaker this morning. I, therefore, request that you allow me to go to another question. Honourable members can read on their iPads because we have uploaded this. Hon. Atkins Katusabe, Member of Parliament for Bukonzo County West, Kasese District. He raised a matter of concern about the floods that ravaged parts of Kasese District, submerging houses and sweeping away bridges and the threat of a resultant crack on a massive rock. His prayer was that the Prime Minister gives a status update and interventions made. Madam Speaker, Government is aware of the above concern. Through the Ministry of Works and Transport and the Uganda National Roads Authority, Government undertook short-term, medium and long-term interventions in Kasese. Among the short-term actions, the ministry has to date constructed three cable footbridges. That is Kyabayenze Cable Foot Bridge on Lhubiriha River, of Mihani, Karichadi Cable Foot Bridge and Ruboni-Kyambogho Cable Foot Bridge. Further, the ministry is doing protection of River Nyamugasani eroded banks using force on account. In addition, the ministry rehabilitated Mubuku-Karusandara Prison Road is measuring 12 out of 22.4 kilometres affected by floods. The Ministry of Works and Transport also extended additional support in form of metal culverts and equipment to Kasese District Local Government to enable it to reinstate the damaged infrastructure. Clearing of flood debris on the affected roads, repair of damaged bridges, protection works and desilting of blocked drainage structures, has been done. In terms of medium and long-term actions, the Ministry of Works and Transport designed and is constructing Karujumba Bridge connecting Kyarumba and the Kisinga subcounties. The structures consider the climate effects already experienced in the region. The Government through UNRA is constructing a number of bridges that are climate resilient, including: i) Nyamugasani Bridge (Lower) on Rwentare-Katwe-Katojo Road, ii) Kyanya Bridge on Mobuku-Maliba- Kyanya-Ibanda Road, iii) Isango Bridge on Bwera-Kithoma-Kiraro Road, iv) Rwembyo and Kajwenge Bridges on K i n y a m a s e k e - K i s i n g a - K y a r u m b a - Kibirizi Road, v) Kanyampara Bridge on Kinyamaseke- Kisinga-Kyarumba-Kibirizi Road, all of which are ongoing.

Honourable members, as I was telling you about the towing on the roads, in 2019, we passed a law on traffic and road safety. Section 58 of the Traffic and Road Safety (Amendment) Act talks about the towing of vehicles. However, to-date, nobody is implementing that. Are we going to continue passing laws and nobody implements them? Operationalisation of the laws is not being done and we are losing people. We give you money to operationalise laws and you do not do it. We want to know what is happening. I thank you once more, honourable members. Madam Speaker, I would like to inform the House that we have taken some time without answering some questions, but I have been updating the questions as time went on. On the 25 th of April, Hon. Rwemulikya Ibanda, MP Ntoroko, raised a concern regarding the delay by the Ministry of Public Service to recruit critical staff for Ntoroko District Local Government. His question was: “Why has the Ministry of Public Service delayed to approve the recruitment of critical staff for Ntoroko District Local Government?” My response is that Ntoroko District Local Government undertook recruitment without clearance by the Ministry of Public Service. They did not follow the laid-down recruitment procedures and the relevant appointing authority, the District Service Commission. As a result, a number of people who were recruited were eventually deactivated from the payroll, a matter which is before the court. The wage, which the district indicated to be in excess, therefore, includes wage for positions that were contested. Additionally, whereas some payroll categories are indicated to have excess wage, other categories have a deficit. The above situation of excess wage in the payroll category and deficit in the other category is the situation in most local governments. It is for this reason that a tripartite meeting was held between the Ministry of Public Service, the Ministry of Local Government, and the Ministry of Finance, Planning and Economic Development on votes and wage

9121 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 15 JUNE 2023 Madam Speaker, after the on-going audit of the Government payroll, the ban on recruitment will also be lifted to enable cover the staffing gaps in education. Government will continue to support sports activities and entertainment talents and enforce copyrights for performing artists. Safe Water The national coverage for safe and clean water for human consumption now stands at 70 per cent; with 67 per cent in rural areas and 72 per cent in urban areas, but we still need more. In rural areas, gravity flow schemes have been completed at Lirima in Manafwa, Lukalu- Kabasanda in Butambala and Nyabuhikye- Kikyenke in Ibanda. Piped water systems have also been constructed at Nyakabingo in Rukungiri, Kabuyanda in Isingiro, and Orom Water Supply System in Kitgum-Lamwo. In addition, 40 solar-powered mini-piped schemes serving 173,000 persons have been constructed across 15 least-served districts including Lyantonde, Sembabule, Yumbe, Rakai, Buyende, Kamuli and Kakumiro. In urban areas, nine piped water supply and sanitation systems have been completed in Dokolo, Padibe - Lamwo, Odramacaku - Arua, Kagadi, Morulem and Alerek (Abim), and Kambuga II in Kanungu. Access to safe and clean water will be enhanced to achieve 85 per cent coverage in rural areas and 100 per cent coverage in urban areas by the year 2025. Next year, the main activities towards this goal include the construction of 1,540 boreholes in 1,050 villages and town wards; building 49 large, 67 medium and 80 small piped water schemes in both urban and rural areas, and the rehabilitation and maintenance of 50 water systems in growth centres. Interventions that build human capital have been allocated Shs 9.57 trillion, representing 18.2 per cent of the total budget. In addition, the Government, together with the World Bank, are implementing the $500 million in Uganda through the Intergovernmental Fiscal Transfer programme to construct health centres III, IV, seed secondary schools and micro-scale irrigation facilities in local governments that do not have these facilities. Enhancing Infrastructure Stock and Quality The stock and quality of infrastructure is a key enabler for economic growth, development and social transformation. Transport Infrastructure Transport infrastructure development has been a major hallmark of Uganda’s recent economic development. The road sector in 1986 totalled 7,900 km. Today, it has expanded twenty-fold to almost 160,000 km. While only 6,700 km of today’s road network is paved, the road network now allows access to even the remotest parts of Uganda. Next financial year, we will substantially complete 16 national road projects including Atiak-Laropi, Moroto-Lokitanyala, Kawuku- Bwerenga, Namugonde-Bugiri, Nsambya- Mukwano, the Kampala Flyover and Rushere Town and Kyamate Access roads. In addition, priority will be accorded to maintenance of existing road networks, both national and District Urban and Community Access Roads (DUCAR). The Bukungu-Kagwara- Kaberamaido (BKK) Ferry and related landing sites, and Lake Bunyonyi ferries and their landing sites will also be completed. Madam Speaker, emergency repairs of the Kampala-Malaba Metre Gauge Railway were completed this year. (Applause) My team will have to come and explain this. The full rehabilitation of the Kampala–Malaba and Tororo–Gulu Metre Gauge Railway will

They will sort it out. Here, they are saying districts of Buhweju, Bushenyi, Ibanda, Isingiro, Kabarole, Kamwengye, and Kanungu. They are talking about irrigation and saying, as a result, 2,373 acres have been added to the area under irrigation enabling 14,961 farmers to produce cabbages, tomatoes, apples, onions, pineapples, watermelons, green pepper, etc. They are still talking about irrigation. The following medium-scale irrigation schemes have been completed: Ngenge 808 hectares - Honourable Members of Parliament, get to know these things. These people may say “completed” when it is not. So, this is an opportunity for you to help them. We have: 1. Ngenge in Sebei - 808 hectares irrigated; 2. Rwengaju - 116 hectares; 3. Tochi - 500 hectares; 4. Mubuku II - 480 hectares; 5. Doho II - 1,000 hectares; 6. Olweny - 600 hectares and so on. Communal Valley Tanks The Government has constructed 44 communal valley tanks in Nabilatuk, Kotido, Amudat, Kaabong, Karenga, Soroti, Butebo etc. This has created a storage capacity of 6.6 billion litres serving 89,000 livestock. This is where they have mixed up. They put page 20 after page 21 but this is not the end of the world. (Laughter) Ekitatta muyima- ffe abaganda, tulina eddagala ly’ebizibu bino. Awo wengambila nti kasita obeera n’obulamu, ensobi zingenda kutelera. These people put page 21 before page 20. Somehow you can combine them. There has been a major disruption to transportation arising from the damage of Katonga Bridge which was washed away by floods. The floods also led to the eroding of wetland vegetation and gardens in the upstream parts of the catchment. This flooding was caused by a dam breach along the four- kilometer stretch of the Kalungu- Gomba Road in Bugomola Village, Lwabenge Subcounty in Kalungu District. The water had progressively built up on one side of the road due to blocked culverts, creating a damming effect. This created a massive force beyond the capacity of the road, creating a dam breach, which led to a sudden release of a large volume of water that moved downstream the Katonga River. As the flood wave moved downstream with a lot of papyrus and gardens causing significant damage to infrastructure. The interventions to address the problem of floods involve the protection of water catchments and the general environment so that they perform their function of storing and releasing water safely, even when there is increased rainfall. Regular maintenance of water bodies and rivers so that they perform their water storage and conveyance function. Demarcation and protection of lake shores, riverbanks and wetlands. To limit encroachment by settlements, construction of water storage facilities, agricultural activities and other developments. Strengthening of the early warning systems and enforcement of the water and environmental laws at all levels. People who damage the environment, do so at their own risk. Have we not seen enough examples? Nantabulirwa yasabala bwa bbumba . That is what we say in our language here. “The one who does not listen to advice insisted on using a clay boat on the lake and drowned in the lake”. Somebody made a boat from clay and people told him that clay cannot make a boat, do not do it but he could not listen. He made a clay boat, put it in the lake and drowned there. And that is how our people here in Buganda got a proverb, Nantabulirwa yasabala bwa bbumba . We tell people that please - in the book of Genesis- Ate bino bya Katonda - this is now

8605 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 10 MAY 2023 Without having to give the background – of course you already know the background – during Financial Year 2021/22, 169 local governments had an approved total budget of Shs 175,429,879,581 for PDM activities. Out of this, the entities received Shs 108,857,715,367 only (representing 62 per cent), leading to a total shortfall of Shs 66.5 billion (38 per cent). Madam Speaker, a review of the audit on government preparedness to implement this intervention indicated that during the financial year mentioned, a number of local governments received funds for implementation of PDM activities without guidance on how funds would be used, contrary to Regulation 16(1) of the PFMR, 2016. Therefore, the initially planned activities under gadgets and tools and staff cost and administrative expenses were not implemented. iii) Underfunding of PDM SACCOs Madam Speaker, the audit report noted that a number of SACCOs received varying amounts in the particular financial year we are reporting on, ranging from Shs 2.3 million to about Shs 17 million, while other SACCOs did not receive any funding. The funding variations were due to lack of accurate data on the number of parishes. iv) Payment of PDM SACCOs before registration Madam Speaker, the audit report revealed that in some local governments, money for revolving funds was transferred to the SACCOs that were neither registered under the Cooperative Societies Act nor had signed Parish Revolving Fund financing agreements. v) Failure to send funds directly to the PDM SACCOs Madam Speaker, audit report revealed that in some local government entities, funds were released by the Ministry of Finance, Planning and Economic Development to the district accounts instead of the beneficiary PDM SACCO accounts, contrary to the guidelines. As a result, some of these local governments diverted the money from the revolving fund to administrative activities without the PS/ST’s guidance. For example, in Ibanda Municipal Council, a total of Shs 32,787,050 was diverted from “gadgets and tools” to the revolving fund for subsequent disbursement to registered SACCOs. vi) Unutilised funds on SACCOs accounts Again, the committee realised that there are several SACCOs that have redundant money on their accounts – even the money sent during the last financial year has not been utilised. vii) Irregularities in the recruitment of Parish Chiefs These were people meant to carry out mobilisation, sensitisation and creation of awareness on the PDM programmes. Madam Speaker, the committee would like to recommend that; i. The PS/ST should always ensure that funds are channeled directly to the registered PDM SACCOs, in line with the guidelines. ii. The Government, through the Ministry of Finance, Planning and Economic Development, should harmonise the issuance of guidelines. Madam Speaker, there are a lot of contradictions. The PDM Secretariat would send a guideline and then another one comes from the Ministry of Finance, Planning and Economic Development. This is causing a lot of conflict and the entities are failing to do their part. iii. Release of funds and issuance of implementation guidelines should be handled concurrently. Madam Speaker, you find that money is sent today and the guideline comes after several months – and that is causing problems. iv. All monies that were sent back, relating to PDM activities, be re-Voted for continuity of the project. 3.3 Payroll management and local governments Madam Speaker, the audit report revealed a

Thank you, Mr Speaker, for the consideration. I also commend the committee for the report well done but as you all know, in our villages, even in my constituency in Ibanda, we have very many special-needs children. The Government has managed to give free primary and secondary education but it has not considered special-needs children. Kyambogo University is training special-needs teachers. In Western Uganda, where I come from, there is no fully-sponsored Government school for special-needs children. I am requesting the ministry to consider these children because very many parents come to me asking where to take their blind and deaf children. The schools that are nearby are all private; they need a lot of money and as a Member of Parliament, I cannot handle. So, I am asking the ministry to consider putting at least three schools per region for special-needs children. Thank you.

Thank you, Mr Speaker, for the opportunity. I am rising on a matter of national importance regarding the road in my constituency and in Ibanda District, that stretches from Bisheshe, Rwenkobwa, Nyansiimbu, Kasinga, Nyamarebe-Rushango and Kamwenge. This road actually connects Ibanda to the rest of the country as well as other districts like Kamwenge and Kitagwenda. The contractor started work on this road in early 2021. One part of the road was worked on and the other part was abandoned with open trenches, culverts were left just on the road surface and piled heaps of murram. Now, because of the heavy rains, it has become totally impassable because all the motorists and road users are using one part of the road. Trucks are stuck and they cannot move any farther and all the economic activities have been negatively impacted on. My prayers are two: 1. To request the Minister of Works and Transport to urgently attend to this road. I have really put it to his attention and that of the Executive Director, Uganda National Roads Authority and nothing has been done. 2. To identify this contractor and other similar contractors who breach their contracts with an aim of blacklisting them according to the provisions of the PPDA law. I beg to submit, Mr Speaker.

Thank you, Madam Speaker. I have two concerns: In Ibanda, we have got minerals and as you may be aware, the district officials - the people from Ibanda, are the ones supposed to benefit from these minerals. Madam Speaker, you will be surprised to know that some of our local leaders in the district, especially in the areas of Irimya and other areas where we have minerals, had their mining licenses cancelled, and some of them are being denied mining licenses. My prayer is that let the first beneficiaries of the minerals be the residents of the district. The second concern is about our roads. In Ibanda, we have got terrible roads and most of them are UNRA roads. We have Kagongo Road. It has been the talk of the day in the district.

Madam Speaker, the hailstorms are mostly in the western part of the country, right from Rakai, Ibanda -

Rt Hon. Prime Minister, National Medical Stores (NMS) supplies drugs to our health centres and hospitals in cycles. Cycles one and two are usually supplied in July and September, respectively. However, both cycles were combined and supplied in December. As I speak, Cycle three that is supposed to be supplied in December and Cycle 4, which is supposed to be supplied in February, have not been supplied. Right now, health centres in Ibanda – and this is not in Ibanda only, but all health centres in Uganda, including those in Kakumiro, Bukedea and other districts - (Laughter) - do not have even the cheapest drugs like Panadol – my nickname – in those health centres. The National Medical Stores says they are going to continue combining cycles, time after time. It is like missing lunch and you are given dinner and lunch at the same time. This results into wastage, theft and, to some extent, drug expiry. Therefore, the NMS is essentially asking whoever got sick in those previous months to be sick again at the time when they would be supplying medicines. My prayer is that the NMS should start supplying drugs as per the cycles rather than combining them. This is because, first of all, when you bring drugs for, say four cycles, you will not have stores in which to keep those drugs. So, somehow people end up stealing drugs, yet our people are suffering. Therefore, Rt Hon. Prime Minister, kindly, give us a stand as a country and what the Ministry of Health is supposed to do to make sure our poor people are able to access free health care.

People need patient sensitisation and not bureaucrat kweheneenga . Kweheneenga - you remember the story in the Bible when Jesus visited two sisters; Mary and the other one. I know them in Runyankore; Mariam na Mariza . The other one was okweheneenga; busy cooking and washing dishes while Mariam was sitting listening to the word of Jesus. Jesus said, “This one is blessed because she has been here listening to the message.” The other one was just cooking, washing plates, running up and down but with no value addition. When cooking and washing plates, what value addition are you making? Mariam was adding value to herself by listening to the message of Jesus. It is in the Bible; I am not the one who wrote it. Therefore, we do not want these people running up and down doing nothing; no. Let us take time and convince them. By the way, you should be very careful because some years back, I went to Kasese, to Mubuku Irrigation Scheme where I found a man called Mudusu, growing mangoes. I think he must still be there. He said, “I did this when I heard your speech” - My speech on the radio. I also went to Rwengaaju and our man there told me, “We heard what you said.” Recently, I was in Paicho and a man there who I visited with his wife told me, “I heard what you were saying on the radio.” Just imagine Museveni from Kampala but these people in Paicho heard me and the one of Kasese also heard me - You can go and check with them. Did you hear Museveni? Did you do what you heard him saying? If they can hear me who is so far away, how about the people who are near? Therefore, we are the ones to cause socio- economic transformation and this is principle No. 3 of the NRM principles. You, the Members of Parliament, should take more time with the people. Do not go and just lecture, “Si ndio?” The man is just talking to himself, sibwekityo ? No, talk and let them also talk to you and then try to discern what is holding them back. Do not buy food and all these things. If they do not want to come, let them not come. Tell them, “I don’t have money to buy food and all that,” because you are not a hotel. They are laughing at me because they think I am an idiot. Awo Omusoga wakobera nti, ono omusadha tayidhi kyalikukoba. Nkiidhi . The people who go to church; does the Reverend feed them? It is because you have misled them. In the United States - because I hear many people like the United States - if you want to be President, you declare. You say, “I want to be president and this is what I want to do.” And the people who believe in what you are saying fund you. If they do not bring enough funds, you leave it and say, “I have not got enough funders.” These are the democracies you admire, but here, you have turned it upside down – and it is not correct. I will also be involved because I am going to tour all the zones. I will be touring two zones per month and I am sure some people will listen to what I am saying because they have done it before. I have succeeded in the Cattle Corridor with the dairy. I have succeeded in the Kisozi area with the four-acre model or less. We have succeeded in Rwengaaju – Nyakana is our active person there. We have succeeded in Masaka – there is some little progress with coffee in Masaka. Even in Ibanda, there is some progress with coffee. We have succeeded in Kalangala with palm oil and in Bundibugyo with cocoa and coffee as well as vanilla – although vanilla is very erratic. So, we can succeed. So, please, do not start talking of changing modes. This is their money and we must insist on that – Mukungaanye ekibiina kyamwe ekya SACCO. Somebody wrote to me about the “Bol i Cups ” in Acholi. Thank you, Mr Speaker. I thank Hon. Ibanda. First of all, I have picked the information that he has given me. I am going to take this to the ministry, follow up and look at our budget line for purposes of seeing how Government can support this seed secondary school like any other seed secondary school we are supporting in the country. I thank you.

Thank you, Mr Speaker, for giving me this opportunity. For the record, I would like to say that I chair the Ankole caucus and the issue I am speaking about also concerns you, Mr Speaker. During the Christmas season, I had the chance of attending functions of many Members of Parliament around the region and I was also in your constituency. I saw how bad your roads are. You might not have a chance to speak here on the Floor of Parliament because you preside over us, but your roads are also badly off. Honourable minister, please attend to the roads of our Rt Hon. Speaker. (Laughter) When you talked about Galilaya, I also have a Galilaya in my area; it is the road between Mbarara and Ibanda. That Galilaya is about 29 miles from Mbarara, there are about six potholes in a space of 100 metres. Vehicles overturn there. Please, preside over UNRA which you supervise. In addition, the road at Buzibweera–Rutooma Town Council looks like a cloth eaten by rats. These accidents on our roads are sometimes as a result of unmarked roads. Some drivers may have poor sight, but when there is a marked road, it means somebody can keep to his lane. However, you cannot mark a road that looks like a cloth eaten by a rat. I wanted to raise this. Over the years, they should maintain and mark the roads, like they do on the Entebbe Expressway which is newly constructed, but already, they are remarking it and yet there are many unmarked roads across the country. I also have a very major murram road from Kakiika in Mbarara to Kachwangobe on the Ruhumba–Kiruhura Road. This road has potholes; a lorry can disappear into the pothole. This road is very big; Kakiika– Kachwangobe via Mutonto-Kyenshama. The LC 3 chairpersons have constantly petitioned me, as a chairman, and I brought them to your office, Mr Speaker, when they complained about these roads. Lastly, Mr Speaker -

The quotas were distributed as follows: a) 8,400 were shared nationwide based on the district population size. b) 1,000 were mechanics and drivers. c) 600 were scientists qualifying to join the Air force. d) 100 Medical personnel e) 100 brass band musicians f) 50 specialised sportsmen and ladies The committee findings The committee observed that the recruitment covered 146 districts and the recruitment plan covered 134 districts. The 12 districts were accommodated within their former districts, since their district headquarters were not yet established. Quotas allocated to each district were based on the Uganda Bureau of Statistics population data of 2020. On this note, districts like Mitooma, Sheema, Rubirizi, Bushenyi and Buhweju had their recruitment centre at Bushenyi District Headquarters, which was their mother district as well as Greater Mbarara of Rwampara, Isingiro, Ibanda and Mbarara City and Mbarara District as well. Due to COVID-19 restrictions, the recruitments were done on zonal levels. For instance, the UPDF recruited a total of 163 people from the districts of Nebbi, Zombo and Pakwach. Here the recruitment centre was in Nebbi. All those that attended were recommended by LCIs and DISOs. Nebbi District was a recruitment centre hosting the other two districts. Despite their quota being 57 for Nebbi District alone, 163 recruits were recruited at the zone. While recruitment is not based on tribe, most of the recruits that came from Nebbi were the Alur, as per their identity cards. The committee was informed that a total of 195 people were recruited from Tororo District and most of their documents were verified by LCI chairpersons of various villages of applicants to ensure that they had no criminal record - and not necessarily to prove their ethnicity, tribe or place of abode. Attached are the copies of IDs and letters of recommendation; letters from LCs and recommendations by GISOs as well. However, this was misunderstood to mean proof of nationality. The committee recommends that LCs and the general public should be sensitised on recruitment procedures and guidelines, in accordance with the UPDF Act of 2005. Advertisements should be clear, easy to understand and should be published in all local newspapers and local radios for wider coverage. There were alarming numbers of forged academic documents and the Uganda national identity cards. Recruits who did not have national IDs, but had already applied were not allowed to use their national identification numbers because it was difficult to attach the face to the NIN. Verification of all other documents required more time and finances, which had its own limitations. The recruitment period should be long enough to allow time to verify all the required documents by the relevant Government institutions and agencies. The national identification numbers should be allowed as long as their genuineness can be verified. The recruitment process should be financed to undertake most of the required activities to avoid haphazard work. The recruitment was done for all Ugandans, as long as they had national identity cards and their LCI or GISO or DISO confirmed that they had the required documents verified by LCIs, DISOs, GISOs, as proof of no criminal record. The committee recommends that there should always be proper scrutiny or vetting of these

6813 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 18 JANUARY 2023 Therefore, we strongly opine that the accounting officer should ensure that the reporting in the financial statements is made in line with the actual expenditure to avoid this confusion. Also, the accounting officer should always seek the necessary authority to reallocate funds. The next item is revenue performance. There is the performance of NTR. I am going to skip a few things again for lack of time, as you guided Madam Speaker, and look at observations. The Ministry of Works and Transport did not make a provision for non-tax revenues in the ministerial policy statement. Thus, UNRA did not budget for the same. Failure to set NTR collection targets in the budget affects the assessment of revenue performance to ascertain whether the forecasted revenue was realised as planned and managed as per the established laws and guidelines for development purposes. Our recommendation is that the Ministry of Works and Transport should always provide for NTR in the ministerial policy statement to enable UNRA to budget as provided for in section 13(15) (f) of the PFMA, 2015, as amended. This is a ball we are throwing back to the ministry because the excuse of UNRA is the ministry - and rightly so-within the law, supposed to deal with this issue. The next item is quantification of outputs under activities. Again, Madam Speaker, I will skip part of that body and look at observations. Here, we were talking about failure to plan and report on the quality and quantity of activities that are implemented, which renders it difficult to establish individual activity costs for each planned output, and thus curtails effective accountability when funds are subsequently spent. Further, without clearly spelt out planned outputs, it is difficult to ascertain whether funds appropriated by Parliament and released were spent and the intended objectives achieved. Again, this was a question of a bit of disorganisation in as far as the documentation and the paperwork is concerned. We opine that the accounting officer should ensure that unit costing at activity level is provided to facilitate linkage of inputs to expenditure and physical achievements, which are in line with the budgeted amount. That is what was missing. It is important that this costing is done as such. The other item is implementation of quantified outputs. 35 outputs worth Shs 2.49 trillion were quantified and we noted a couple of things. 19 of these were implemented, 14 partially achieved and two were not implemented at all. UNRA did not implement the following planned activities despite having received the required funds: 1. Procurement of rescue and support under the improvement of ferry services; 2. Construction of 10 kilometre equivalents along package six; that is, Karugutu, Ntoroko and Kabwoya-Buhuka; 3. Construction of 10 Kilometre equivalents along Rwenkunye- Apac-Lira-Acholibur Road; 4. Civil works for the construction of UNRA offices, works for construction of Kamdini Weigh station; 5. Design and build of Ibanda Weighbridge; 6. Rehabilitation of 40 Kilometre equivalents along North Eastern Road-Corridor Asset Management Project. The accounting officer explained that the non- implementation of some key activities was due to inadequate funds for planned projects coupled with the diverting of funds from slow moving projects to fast moving projects. This was, however, not supported with the revised work plan. The accounting officer also provided the following reasons for implementation of the sampled projects:

The Members are complaining that the Ministry of Local Government is rotating thieving Town Clerks and Chief Administrative Officers. He steals money in Fort Portal; they take him to Ibanda and from Ibanda, to another place. I want to tell you the truth: that has stopped and I will give you evidence – (Interjection)– yes, that I, Victoria Businge, personally wrote to the Public Service Commission stopping interviews in respect of one of the town clerks that had been shortlisted for a promotional interview – (Interjection)– you will - Oh, you are appraising me! Thank you. Anyhow, I wrote to the Public Service Commission -

Thank you, Mr Speaker. Rt Hon. Prime Minister, I want to help my neighbour, Hon. Francis Mwijukye, to be specific because that is what you wanted from him. There is a UNRA road that connects Ibanda and Buhweju. There is a bridge called Kyangwahanda; it was washed away by running water on the 21 st of November. On the 23 rd , a boda boda cyclist called Turyasiima Chrysostom, drowned at the same point. If we do not handle this Kyangwahanda Bridge as an emergency, more people are going to die. Kindly, Madam Prime Minister, give me the exact time when that bridge is likely to be worked on.

Mr Speaker, I thank you for the opportunity. This statement by the minister is not about corruption; it is a statement on the commemoration of a day. I want to ask, Mr Speaker, that the minister should bring a statement on corruption and we debate it because this is an invitation to Parliament. Actually, on page 5, the minister says, “The day will be celebrated in Ibanda. The President is not available - Hon. Norbert Mao will be the chief guest.” (Laughter) This is what this statement is about. Be that as it may, I thank the minister. I am happy the President is not available because he can sometimes be a very stubborn guest. If you want to know, ask the IGG. They went to launch the lifestyle audit. He said, “Please, do not disturb corrupt people; they will take the money outside Uganda. It is okay if they invest here.” The only problem I have is the way Hon. Norbert Mao was procured to become a minister. That is the only problem I have but I like him. He can be a good guest. (Laughter) Mr Speaker, by this statement of the President, I actually think he is now the patron of corruption in Uganda. Therefore, I sympathise with those who are in his Government because if someone says, “Please, do not touch the corrupt; they will take away the money” – If you wonder, ask Hon. Miria Matembe who was the minister for ethics. I went to cover a movement meeting in Kyankwanzi in – (Member timed out.)

Thank you, Mr Speaker. I take this opportunity to thank all the honourable colleagues for their submissions. I would also like to thank you, Mr Speaker, because you have guided that we bring a comprehensive statement on anti-corruption and debate it. I am going to do that and we shall bring it here with details of the people convicted, how much money has been recovered and also brief the House on the lifestyle audit. The legal framework is already being worked upon, which will be taken to Cabinet and then, brought to the House. Otherwise, I thank you once again and invite all Members of Parliament to Ibanda.

I am moving, under rule 59(1)(k), a motion without notice. “NOW THAT the House has listened to the statement by the Minister of State for Ethics and Integrity regarding commemoration of the Anti-corruption Day; AND HAVING listened to the response from the shadow minister; AND HAVING debated the same statement; THE House is moved to urge the Government to channel the funds so allocated for commemoration - the equivalent of more than Shs 450 million - to support the victims of corruption in Ibanda District and do away with the celebration or the commemorations. THAT the same money, by staying in Ibanda, the community will not be disadvantaged or undermined but instead, schools and health centres are selected to benefit from this money instead of raising banners, balloons and tents.” I so move, Mr Speaker.

Mr Speaker, I was actually expecting Hon. Norbert Mao to rise in support of the motion so that instead of giving a flowery speech, he moves with cement, sand and all manner of paraphernalia required for these facilities. However, having said that in jest, the minister indicated that at her disposal is Shs 1.9 billion for the anti-corruption campaign. The budget for commemoration is a Shs 452 million. DANIDA is giving an extra Shs 150 million for other activities. This is the invitation I am openly making for the minister - because the buck stops with you. In commemoration, the people of Ibanda will not understand your motivation. However, in diverting this money to support and tell them; “We are coming to you as victims of corruption on this Anti-corruption Week, here is the money for your centres,” that will be a bigger commemoration. Probably, the minister is late on some activities but maybe, that is the sacrifice. In fact, by disrupting commemoration, the minister will have sought a higher pedestal against corruption.

(Applause) I had handled this matter; I did not want to handle it again and I had excluded myself as a conflicted party but the Speaker has said, “No, go, I have allowed this on the Order Paper.” Otherwise, I had handled it with Gen. Jim Muhwezi. Anyway, honourable members, as I have been advising you, usually, when you start fighting in your constituencies, you are the ones who lose it. We have a very good and live example in Ibanda District. We had fights among MPs from Ibanda and all of them lost. When you start fighting that way, you all end up losing; you do not deliver for your areas. Therefore, I urge you to work together. I urge you to cooperate. Where you cannot do it, use leaders in your areas but also whips and caucus leaders, on all sides. You can also consult Hon. Kayemba-Ssolo, in case you have problems; that is what he had demanded. 6580 ACTION TAKEN REPORT ON THE RESOLUTIONS OF THE 11 TH PARLIAMENT Integrity Focal Persons in all MDAs, whose role is to sensitise fellow staff on the values of integrity and corruption prevention measures. The DEI coordinates the partnership with religious and faith organisations, civil society organisations, development partners, the private sector and media institutions, which is the new strategy to fight corruption. Mr Speaker, this year’s anti-corruption campaign theme is: “ Citizens Must Own Their War to Eliminate Corruption”. The objective is to make the war against corruption a people’s war rather than a Government war. In this campaign, the masses are being empowered through mass mobilisation, education and empowerment to take ownership of this war and fight it by demanding better service delivery from duty-bearers. The anti-corruption campaign runs for the whole of this financial year and a number of activities have been and are still being undertaken. Some of the activities: i) The Africa Anti-Corruption Day, 11 July 2022 was commemorated with a national conference at Imperial Royale, Kampala and attended by ambassadors from African countries, anti-corruption agencies and non-state actors. ii) The National Inter-Denominational Prayers against Corruption were organised on Friday, 29 July 2022 at Kololo Independence Grounds. The Chief Guest was her Excellency the Vice President, Maj. Jessica Alupo Epel. She officially launched the last Friday of July as the annual National Inter-Denominational Prayer Day against Corruption and launched the Anti-Corruption Campaign 2022-2023. iii) The National Schools Anti-Corruption Challenge is being conducted in coordination with the National Debate Council to engage the youth in anti- corruption initiatives. The activity has already commenced at the regional level. The grand finale will take place in Parliament where the students will debate the cost and effect of corruption in Uganda with Members of Parliament. Since the school term has ended, the grand final will be held in May 2023. iv) Anti-Corruption Drive Caravans will be conducted in district local governments to facilitate engagement with the citizens. The activities for the drive include community meetings and spot checks on service delivery. During the drive, service delivery clinics will be conducted where citizens’ complaints will be received and where possible resolved on site. Those that cannot be resolved on site will be handled and feedback will be given to the complainants. v) Media engagements are being conducted by the anti-corruption agencies to ensure effective communication with the citizens. The media engagements include the dissemination of short anti-corruption videos, press briefings, radio and television talk shows and social media engagements. The International Anti-Corruption Day will be commemorated on Friday, 9 December 2022 in Ibanda District. Ibanda was chosen to host the commemoration because in the 2021 performance appraisals, it was rated the best-performing local government in service delivery. The activities in Ibanda District will commence on Thursday, 8 December 2022 with anti- corruption football and netball matches at Kagongo Primary School playground on International Anti-Corruption Day, 9 December 2022. The activities will begin with a procession through Ibanda town. Thereafter, a rally will be held at Ibanda Integrated Primary School grounds where an exhibition will also be held by the anti-corruption agencies, local governments and non-state actors. [Ms Akello] MINISTERIAL STATEMENT

The expected outcome of the Anti-Corruption Campaign is improved citizen participation in anti- corruption initiatives, improved transparency and accountability in the delivery of public services and improved service delivery. Mr Speaker, the estimated cost of the Anti- corruption Campaign is Shs 1.909 billion. The budget for this commemoration of International Anti-Corruption Day is Shs 442 million, which has been provided by the Government of Uganda to the Inspectorate of Government. The Danish International Development Agency (DANIDA) has provided Shs 150 million to the Inspectorate of Government to support the campaign activities. Mr Speaker, the major challenge faced by the anti-corruption agencies is inadequate funding, which forces them to forego some of their planned activities. My prayer is for Government to increase the funding of the anti- corruption agencies so that they can effectively fight this vice because the corrupt are richer than the agencies. Lastly, Mr Speaker, it is my honour and privilege to invite you, the Members of this House, to the commemoration of the International Anti-Corruption Day at Ibanda Integrated Primary School in Ibanda District on Friday, 9 December 2022, beginning at 9.30 a.m. Mr Speaker, I beg to move. Thank you, Madam Speaker. I would like to thank my senior colleague for raising this issue concerning Kasese. I also had a one-on-one with him yesterday on this same issue. We know very well that Kasese is one of the most vulnerable districts in the country with disaster issues. Madam Speaker, you gave me a directive last week to respond to Tororo, Ibanda and Kasese. The team has already done its assessment and we are preparing to send food to these three districts as you directed. The issue of the land is very serious. The alarm was raised and the Office of the IGG is handling it. It is also very unfortunate that someone has gone ahead to put landmarks on this land, yet it has a contentious issue yet to be resolved. Nonetheless, it is being handled by the IGG and the staff who handled the administrative issues. Thank you.

6127 THE E L E V E N TH PARLIAMENT OF UGANDA TUESDAY, 8 N OVEMBER 2022 THE MINISTER OF STATE FOR AGRICULTURE, ANIMAL INDUSTRY AND FISHERIES (ANIMAL INDUSTRY) (Lt Col (Rtd) Bright Rwamirama): Madam Speaker, on behalf of Minister of Agriculture, Animal Industry and Fisheries, I wish to respond to the questions raised about the status and the actions of Government in controlling animal disease, specifically the Foot and Mouth Disease (FMD). We have uploaded this report on the intranet. We have an introduction where we are talking about how FMD affects animals and its economic consequences, and how it is spread. I wish to state the status. From January to October 2022, 22 districts reported FMD outbreaks. These include Adjumani, Amuru, Bukedea, Ibanda, Jinja, Kalungu, Kapchorwa, Kayunga, Kiruhura, Kween, Kyotera, Lyantonde, Masindi, Mpigi, Nakapiripirit, Nakasongola, Napak, Ntungamo, Sembabule and Tororo. It is also important to note that quarantine restrictions were lifted in 11 districts, which is 50 per cent of the affected districts since then. Action taken by the Government In Uganda, FMD prevention and control is achieved through animal movement control (quarantine restrictions) strategic/ring vaccination and awareness creation campaigns. With regard to vaccination, given its cost implication, the strategy adopted by the ministry is to conduct strategic/ring vaccination where an outbreak is reported. Ring vaccination entails vaccinating all the immediate herds surrounding the affected herd so that the disease can be contained and eventually, controlled without causing serious socio-economic consequences. Colleagues, the success of ring vaccination hinges on the timely reporting of the diseases. It is, therefore, important that disease outbreaks are reported as early as possible so that measures of prevention can be instituted in a timely manner and cost effectively since only surrounding herds will be vaccinated to prevent the spread of disease to other areas. We have insisted on this strategy because we do not get enough doses to vaccinate the national herd. You must be aware that Uganda has almost 17 million herds of cattle, 17.4 million herds of goats, five million sheep, 4.5 million pigs and all these are susceptible animals to FMD. Due to limited resources, we came up with this strategy. When it is reported early, this strategy works but we are looking forward to when we have enough resources to make sure that we do it and cover the entire national herd. Currently, a combination of animal movement regulations through quarantine restriction and ring vaccination remains the most appropriate approach for FMD control in Uganda. Colleagues, the following actions have been undertaken to contain the current FMD outbreak in these affected areas. These include: i) Institution of quarantine restriction at the subcounty level and areas within the 20-kilometre radius to prevent the spread of disease. This involves the prohibition of the movement of cattle, goats, sheep, pigs, their products and by-products from, to, through and within affected areas. Livestock markets, slaughter places including butcheries and animal shows within the affected subcounties were also closed. This is premised on the “prevention is better than cure” adage; ii) The ministry plans to vaccinate the susceptible livestock in the affected 22 districts listed above with 930,200 doses of FMD vaccine expected in the country this week on 10 November 2022. The next consignment, which is 1.6 million doses is expected in the country in two months’ time. You must observe that this is not adequate but once deployed effectively, it does prevent FMD to some extent;

Thank you, Mr Speaker. About eight years ago, the road to Buhweju was surveyed for purposes of tarmacking it; through Buhweju, Ibanda, Kitagwenda, and some parts of Kamwenge, up to Rubirizi District. People’s buildings were marked. It is now over eight years and people cannot sell their buildings or develop them. They are stuck and do not know what to do. I ask the Prime Minister to update us on what the people whose buildings were marked following that process can do, because they are stuck.

Thank you, Mr Speaker. Mine is a matter of national importance. We have a road from Ibanda- Kanjogera to Rwengyaja. However, there is a bridge called Mpanga Bridge; that bridge was temporarily constructed and it has developed cracks. Therefore, I request the government to work on that bridge. I thank you.

Mr Speaker, you are aware that Parliament appropriated money to work on electric fencing and I believe Ibanda is one of those districts that will benefit from this project. I request the Member to get in touch with me so we can, together, engage the Minister of Tourism, Wildlife and Antiquities to work on her problem.

Thank you, Mr Speaker. On Tuesday, I raised a matter with respect to the disconnection of Buhweju and the neighbouring districts, due to the heavy rains. The bridges were washed away, roads were cut off and we cannot go to Ibanda, Sheema and Buhweju. We are really stuck; we are now landlocked like I said the other day. Whereas I am supposed to go to Buhweju tomorrow, I cannot go. I have to remain here. It is an emergency for which I needed their attention. I have been communicating with the Prime Minister, and I need assurance that I can go to Buhweju tomorrow or something be done urgently.

Thank you very much, Mr Speaker. My matter is also connected to what is being discussed. The situation in Buhweju is worrying. Currently, Buhweju is now landlocked. One cannot connect to Ibanda from Buhweju and neither to Sheema or Mbarara. The bridge at Nyakambwe that connects Mbarara, Buhweju and Sheema - and Hon. Itungo would bear me witness - was washed away and it had even cracked a few months ago. The bridge at Kabera was washed. We have bridges in Bisha Subcounty at Mushasha, schools have been destroyed. We grow food crops in the hills; the millet and beans gardens, and the banana plantations were washed away. Therefore, whereas we are talking about waiting to see how to deal with the law, there is an emergency that needs immediate attention in respect to the crops and the bridges that have been washed away, and now, how we connect - I had whispered to the minister and I said that as he plans to visit the districts, people can’t move from Buhweju to other districts. What do we do? The UNRA roads are now impassable, the district roads - first of all, the district has no money, but now, the roads are impassable. How do we move, Mr Speaker?

Thank you, Mr Speaker. The committee conducted field activities in the following districts: Pader, Agago, Alebtong, Kole, Napak, Ngora, Kaliro, Sheema, Buhweju, Mitooma, Bushenyi and Ibanda - that is on page 5. We are going to the findings, observations and recommendations. These are the areas that we were looking at during our visit to those districts. However, before we went to those districts, we had a meeting with the Minister of State for Education and the management of Higher Education Students Financing Board. At a later stage, I will also come with that report and read it as it is included in this report. Therefore, I would like this House to know what we did and the observations we made. So, the following key findings, observations and recommendations have been identified for immediate action for various programmes under affirmative actions and other equalisation programmes to be implemented in the short to medium terms. Mr Speaker, the status of equal opportunities in the education sector; and the attainment of equality and inclusivity in development, is significantly predicated on the state of wellbeing, skills and competitiveness of the various categories of individuals and groups in society, as cited with the Sustainable Development Goal for quality education. While, wellbeing is dependent on the quality of healthcare services. Considering that Government of Uganda has over the past decades made significant gains in education through, inter alia, universalising primary and secondary education, according to the recently released results, the performance of Primary Leaving Examination (PLE) in northern Uganda and northern subregions, for instance, is below the national average. Therefore, the committee noted the average distance travelled by students or pupils to reach their respective schools; majority of the districts visited reported that students cover a distance of more than five kilometres. And, learners complained about long distance travel from home to school. They reported that this was associated with the challenges of rape, late reporting to school, early departure and inability to complete school homework due to fatigue or late arrival at school. Therefore, regarding access to the school environment, especially for visually impaired learners, members observed that most of them could not easily reach school since they lacked landmarks. While, wheelchair users also find it very difficult to access educational facilities in these districts. Mr Speaker, the distance to the nearest facility influences access to education services. The Ministry of Education and Sports standard is that every parish should have a primary school; and there should be a secondary school in every subcounty. So, this policy would make education accessible at that level. The committee findings also revealed that, secondary and tertiary institutions were far and inadequate in many parts of the sampled areas. This made it very hard for most of the children from hard-to-reach areas to progress to secondary level. Other children keep repeating primary seven because of no access to secondary education. Sustainable Development Goals will be evaluated in the next nine years, yet districts are performing badly with only one secondary school in each district. Teenage pregnancy has also increased due to the lockdown. The committee further observed that the cost of education services is a determinant in access to education, and many people pay highly for education in private schools. And, those who did not pay any money to schools meet the cost of scholastic materials, between Shs100 to Shs150, which is very costly for the rural people. However, in private schools, especially in urban areas, the cost is much higher compared to Government-aided education facilities. The committee also observed that the dropout rate is very high. For instance, in Napak District it is at 84 percent. The committee visited special

4977 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 16 AUGUST 2022 5. The Ministry of Education and Sports should prioritise special needs education. A Special Needs Grant should be allocated to all districts and regional special needs schools to be created at regional level; 6. The Ministry of Education and Sports should ensure equitable recruitment of teachers trained in special needs who can handle students with disabilities in all Government-aided schools to ensure easy access to education for such students to; 7. The committee further recommends that the Ministry of Education and Sports should set concrete targets for improving the quality of primary education, particularly in rural areas, and in reducing the high dropout rates in primary schools, improving literacy and numeracy; and increasing enrolment in secondary schools; 8. Government should establish a special curriculum for the youth who can no longer join formal education. This can be a vocational school that targets skills development; 9. The Ministry of Education and Sports should explore the viability of availing relevant textbooks to public schools in some of these marginalised communities. The ultimate goal of such interventions should not only be to increase enrolment, but also aid retention and improve learning outcomes at all levels in the education value chain; and 10. The Ministry of Education and Sports should implement the Government policy of having Government-aided primary schools in all parishes to reduce inaccessibility to education. Status of equal opportunities in the health sector During the field visit, the committee observed that availability of health facilities has enhanced physical access to health care by communities. However, long distances to health facilities is one of the barriers to accessing health care services. Most communities travelled more than five kilometres from their households. In Ngora District, for example, not every subcounty has a health centre III. The policy of availability of health centres III in every subcounty should, therefore, be implemented to reduce the long distances of more than five kilometres to the nearest health facility. There is need, therefore, for affirmative action in the construction of health facilities in rural areas,. In some of the districts visited, the number of patients is overwhelming in the existing few health centres. For example, in Bumanya Health Centre IV in Kaliro District, the committee found patients sharing in-patients rooms; both women and men were sleeping in the same rooms. While in Kabwohe Health Centre IV, the committee observed that the buildings were all dilapidated, with no space for admission and no running water in place. Water was being ferried in jerrycans; and the oxygen cylinders were available, but without heads, hence, they were non-operational. The delivery room in the maternity ward is very small. Two delivery beds are available, but are too inadequate given the number of deliveries per day. The maternity ward is also in a very poor shape. The committee also observed that Government policy was intended to have health centres III in every subcouny, and health centres IV in every county. This is not, however, the case in many districts. Women are still dying while giving birth due to limited access to health care facilities. The committee also observed that in some of the districts visited, such as Ibanda, there was a training committee that coordinates career development activities for healthcare workers. The training committee reviews staff applications for training, and makes recommendations to the district service commission for authority to award study leave with pay as a means to support and guide career development accordingly.

I will now go to works and transport. The committee could not easily move from Ibanda to Buhweju districts due to the bad road network. We had to travel back to Mbarara in order to connect to Buhweju. Roads in such areas with very poor road network should be improved. This is something that we have complained about before. In Ngora District, the road to Pallisa is also a menace. It is not accessible due to the bad state of the bridges that need upgrading. In Napak District, the roads are also very bad, and are worse during the rainy season because they become impassable. This hindered our oversight visit to those districts. We, therefore, recommend that: 1. The Ministry of Works and Transport should evaluate the state of all the major roads and establish a redevelopment strategy so as to improve accessibility and livelihood; and 2. Government should devote resources to the improvement of roads in the mentioned districts. This is a pre-condition for the movement of people, goods and services and meaningful engagement in production. The Water and Environment Sector The committee observed that other areas in the country lack clean water. Access to clean water is not easy in Buhweju District, where women move long distances to access clean water. In Napak District, there is need to dig deep wells, because access to clean water is a major problem in that area. We realised that water distribution is not balanced in all the communities, such as in Apac where 146 villages do not have any water sources. They obtain their water from ponds, and it is not very clean; and they move very long distances to access this water. The committee further observed that latrine coverage in Napak was at 37 per cent and most of the community members still practice open defaecation and the district has very high levels of poverty. Recommendations 1. The Ministry of Water and Environment should make a detailed assessment of the water scarcity in hard-to-areas and provide possible solutions to that effect; and 2. The Ministry of Agriculture, Animal Industry and Fisheries should support the marginalised groups with improved seedlings and farming tools. The Youth Livelihood Programme This is a programme we also considered as affirmative action given to the communities. Our findings and observations are on page 17.
