“Mr Speaker and Members, my response is that the compensation process for tenants on land in Muhoro, Kagadi District was conducted with the involvement of all relevant Government institutions to ensure transparency.”

Read the full speech, word for word
Mr Speaker, as you are aware, our rules provide that we have written responses and those that are instant. I will begin with those that are written. Question number one came from Hon. Tom Aliti Candia, Maracha East County, who said that some districts are surrounded by refugee- hosting districts such as Koboko, Yumbe, and Terego, and, as a result, refugees access public and private services in these non-refugee- hosting districts such as Maracha, Moyo, and Arua. On top of that, the non-refugee- host districts have a number of unregistered refugees settled in their districts. His prayer, Mr Speaker, is that the Government change the policy and support refugee- impacted districts in major projects that benefit refugee-hosting districts. They also need to benefit from projects such as the Development Response to Displacement Impacts Project (DRDIP), which supports social protection and socio-economic transformation. Mr Speaker, this is my response: Development projects under the refugee hosting windows are designed for all districts, cities and urban councils, transit areas and communities that host refugees, but these keep changing depending on our open-door policy. Refugees are free because you know that refugees are free to move. Where assessments confirm refugee settlement in new areas or districts, such areas are included in the refugee programmes and both refugee-hosting and transit districts provide integrated services such as health, education, water, livelihoods to benefit both refugees and host communities. Mr Speaker, transit districts do not permanently host refugees but provide passage and so funds are therefore allocated for health, education, water and other services. Maracha District qualifies as a transit district and is eligible for support. Government shall undertake an assessment of the current number of refugees in Maracha and take appropriate action. Question number two came from Hon. Dennis Namara, where he says, Rt Hon. Prime Minister, the people of Muhorro Town Council, particularly residents of Kyamajaka LCI, have been gravely affected by repeated chimpanzee attacks resulting in loss of lives. While the Government initiated compensation processes, tenants have raised concerns of being cheated and unfairly treated. 1. His prayer is that the Government provide assurances that the compensation process for affected tenants is conducted transparently, with full disclosure of survey and valuation reports and equitable treatment of all claimants? 2. And could the Government further clarify what measures it is taking to resolve disputes among tenants who feel undervalued and ensure accountability in the compensation exercise? Mr Speaker and Members, my response is that the compensation process for tenants on land in Muhoro, Kagadi District was conducted with the involvement of all relevant Government institutions to ensure transparency. Officials from the Department of Surveys and Mapping under the Ministry of Lands, Housing and Urban Development carried out a detailed survey. The Chief Government Valuer conducted valuations of all land and property interests. Those who accepted, signed agreements and were duly compensated.

18648 CONSIDERATION OF THE BUDGET ESTIMATES FOR FY 2026/2027 Rugonjo-Nkenda, 132 KV rehabilitation. It is the reason the committee laboured this time to report in this format, so that people here know that if Government is placing money, we are placing it for this specific project. I beg to request, Madam Speaker, that we be given time.

Let me go to the piecemeal rehabilitation of general hospitals. The committee noted, with concerns, the piecemeal and adhoc nature with which government was coming up with the rehabilitation, expansion, and equipping of this general hospital, yet many of the old general hospitals across the country were in dire need for rehabilitation, expansion, and equipping, with the exception of a few general hospitals recently renovated, such as Kayunga, Kiryandongo, Yumbe, and Kawolo general hospitals. The Government, through the minister responsible for finance, intimated to the committee that it plans, in the medium term, to prioritise, among others, the construction and rehabilitation of more health infrastructure and the provision of medical equipment to improve quality of care, and the provision of specialised health care services. These include, among others, completion and refurbishment and the equipping of general hospitals that include Abim, Apac, Atutur, Bundibugyo, Kiboga, Kagadi, Kitagata, Kitgum, Pallisa, Itojo, and Masindi. Members noted the need to come up with a project model funding targeting all old and dilapidated general hospitals for rehabilitation. It is recommended that Government designs a comprehensive project model for the rehabilitation, expansion, and equipping of general hospitals across the country in a systematic way as opposed to carrying out piecemeal arrangements. This help us to match the current practices and technologies which were adopted in the new National Standards Designed for health centre facilities 2012. In conclusion, Madam Speaker, the committee has noted the Government efforts to address health systems bottlenecks and improve the effectiveness of the health sector. This project aims to enhance the quality of care in Bugiri General Hospital by upgrading and equipping it with the modern medical equipment and [Mr Ikojo] RESOLUTION TO BORROW

17543 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 12 JNUE 2025 the victims of corruption. The population that is deprived of these services are the victims of the corruption. In the 1960s, we would go to the people. They had all the information. The big changes that are happening in Uganda are being led by the following actors: 1. The National Resistance Army (UPDF) that liberated the country and has been ensuring peace ever since. 2. The wealth creators in the four sectors of agriculture, manufacturing, services and ICT; 3. The Government scientists who make innovations, and 4. The members of the political class are responsible for supporting the NRM programmes. It is, therefore, not fair for some actors to spoil these successes. Some people say that they give bribes because Mr Museveni is giving the khaki envelope to members of the population – mureke okutaha amizi ne byondo. (Do not draw water mixed with mud.) Do not mix up issues. The brown envelopes I give are part of the ancient tradition here. It is called Okurongora . It is the king who does that, to the singers or wrestlers, etc. The President is the modern king. (Laughter) You are not kings. I have a budget for that; I do not sell my cows to get money for the Okurongora singers. Mulekerawo omwenkanonkano. This is a Luganda word. It summarises the whole thing – omwenkanonkano. Stop trying to be like the one who is bigger than you. Tell those people that Museveni gives the envelope because he has a Budget for it. He is the President. Why do you want -? Fundraising was and is premature. The healthy fundraising is okusonda whereby you make small equal contributions but by many contributors. In the 1950s, Mzee Kaguta, sometimes, would participate in okusondera to contribute to enzoga , which is a potful of banana alcohol. At that time, enzoga , a potful was Shs 5. Five people would contribute Shs 1 each. That is the okusonda (fundraising). You contribute equal small amounts that you can afford. What is happening now with the rampant fundraising is that the MPs carry the whole burden. It is really extortion but it was instigated by the MPs who created the impression that they had that type of money when they did not have. Church leaders and other elders should ask those young mistake-makers the following question: “ Naye mwana wange, sente ezo zona ozijawa?” That is what I would ask my people, if I saw young people throwing around money. That is what a responsible parent should ask a son or daughter or a muzukulu (a grandchild), if he or she sees him or her throwing around money. The translation of that question is: “My child, where are you getting all this money that you are throwing around?” Responsible parents should not accept stolen gifts or mabanja from their children. This is what I wanted to comment on regarding the issue of political corruption and other corruption. Now, I am getting information about obutalondola (not supervising Government work). I keep hearing, for instance, of bad feeder roads – that feeder roads in some areas are not good. Yesterday, I was in Kakumiro, and the feeder road I rode on looked good when I was going to Kagadi. It was a short one, but it was good. The other time I was in Obongi and the feeder roads there were very good and we rode on them. The other time I was in the Bugweri area of Budaka, Pallisa, from the cassava factory – I think we were going to Kamonkoli; the feeder roads looked good but when I drove from Busunju to Mityana, the murram road there was bad and also the other road connecting to the tarmac road, but that one is being worked on. And when we were in Bunyangabu, this issue came up. The question is; what are the districts doing with the Shs 1.3 billion we are sending to them? What is happening? I am going to quietly send my spies to check on some of these roads and once I find that the road is not worked on and yet the Government people

16664 MOTION FOR A RESOLUTION [Ms Nabbanja] PRIME MINISTER’S TIME in this region. Feasibility studies and site assessments are being conducted and plans are underway to secure funding and commence construction in the Financial Year 2025/2026. ii. On the support of Holy Family Missionary Hospital, given the critical role of the Holy Family Hospital in Nyapea in providing health care services to the people of Zombo District and neighbouring areas, the Government acknowledges the urgent need for infrastructure improvements. In 2019, assessments condemned key facilities, including the outpatient department and maternity ward. The Ministry of Health is exploring interim support measures such as the feasibility of allocating funds for renovations and deploying medical personnel to bolster the hospital’s capacity while plans for a new hospital are being finalised. Hon. Gafabusa Muhumuza, Bwamba County, Bundibugyo says, “The Bundibugyo General Hospital is in a very bad state in terms of physical infrastructure, obsolete medical equipment and gross inadequate medical personnel. The district leadership, including Members of Parliament, has raised this matter several times to the Government, but there has not been a satisfactory response. The X-ray machine stopped working last year and their people are suffering as they are referred to Fort Portal. His prayers are: i. When is the Government going to do general rehabilitation of the hospital? ii. When will the Government procure and deliver the necessary equipment, including the X-ray machine, operating tables, operating trolleys and lamps, and instrument sets for different surgical procedures.” Mr Speaker, my response is that Bundibugyo Hospital is currently facing challenges related to congestion, dilapidated infrastructure, outdated equipment and understaffing. That is true. The Ministry of Health is currently prioritising expansion and rehabilitation of hospitals to match the new structures at different levels. The Ministry of Health is currently assessing all the hospitals and facilities in order to come up with a comprehensive plan that includes the following: i. Infrastructure expansion and rehabilitation, increasing bed capacity and improving existing buildings to meet current health care standards and also reduce patient congestion; ii. Provide modern medical equipment; iii. Ensure that the utilities, that is water and power, are of quality in terms of reliability and stability; and iv. Recruiting additional health care professionals and providing continuous training to improve service delivery. Mr Speaker, the Government is exploring funding sources to expedite the renovation process and address the pressing needs of Bundibugyo Hospital and many others like Masindi, Kagadi, Bugiri, to mention but a few. The fourth question came from Hon. Dr Abdul Byakatonda, MP Workers and his prayers are: i. “What immediate measures is the Government implementing to mitigate the impact of the U.S funding freeze and ensure uninterrupted HIV treatment for 1.4 million Ugandans? ii. What strategies are in place to prevent job losses or reintegration to get high-level skills among Uganda’s 12,551 community health workers whose roles are now at risk due to the withdrawal of U.S support? iii. Given that Uganda currently allocates only 6.5 per cent of the national budget to health, when will the Government fulfil its Abuja Declaration commitment to increase health funding to 15 per cent?

Thank you, Madam Speaker and senior Member. What we are requesting - the LOP raised a very critical issue. He says, “You are sleeping on the job”. I would like to give an example of where you are sleeping on the job. The law provides that there shall be five members of the district service commission but you will find a district service commission functioning with just three members. Yes, the law provides that the quorum shall be three, but that does not mean that they should only appoint three. You can only quote that provision of the law when there are five members and the other two are absent. However, they should be there and in a very short distance or even a call away, they can report to the commission. But as long as they are not there it means that the district service commission is not duly constituted. This is where you are sleeping on the job. My district - Kagadi has just four. There was a reverend who resigned because he could not cope with the corruption scandals that were going on. You are aware that he tendered his resignation yet the commission continues to function under the provision that the quorum is three.

Thank you, Mr Speaker. I thank the honourable members for raising these pertinent issues. Number one, there is a hidden corrupt person who is not easily identified with pinning evidence: the chairperson LC V. For us to pin people, we must have evidence. People are not coming out openly. Even some of the members of the district service commissions bribe, because they know they will get money from candidates. We raised the same point in the Cabinet for these people to be interviewed or else we set regional service commissions and implement e-recruitment. So, we are in the struggle. It will soon come from the Cabinet to us. Secondly, we are not just silent. When we get reports, we act. Mr Speaker, this is my second time saying I cancelled 322 positions that were illegally recruited by the leadership of Ntoroko, which had only three members. The Chief Administrative Officer (CAO) signed and put a levy: if you want this job, Shs 5 million, Shs 3 million and so on. Bring for us those cases and we shall investigate and act. (Applause) It is the same with Kagadi and Kitagwenda, where the human resource officers had convinced all the teachers to join the Parish Development Model (PDM) to become Parish Chiefs so that they could steal Shs 100 million. So, once you report and there is evidence, we can administer the medicine. I would like to confirm that it is true that the chairpersons have a big arm. Busia District spent over two years without a service commission, because he had picked corrupt people, which the councillors rejected and he refused to pick any other. Tell us where the problem is, and we shall join hands. We need to improve and design a very strict law that pins the district and city service commissions. For example, in Fort Portal, they are lamenting. There are people who do not have qualifications. I wrote to the Inspector General of Government (IGG) in 2022 and appealed to the Prime Minister but, to date, nothing has been done. One of them sent me a message: “You started very actively, what happened?” What happened? I did my work. The State House Anti-Corruption Unit - Brig Gen. Isoke gave charge sheets, but the matter is still in the Anti-Corruption Court and those people are rejoicing. Some are coming up to contest. (Laughter) So, what should we do to the Arms of Government that intentionally delay to solve problems that are straightforward? We need - (Member timed out.)

Thank you very much, Mr Speaker. I want to thank the committee chairpersons for the good reports. Mr Speaker, I thank this Government for the good policies in place. Among them, are the seed schools in every sub-county. Whereas we are aware that we are supposed to provide accessible and feasible education as much as possible, several schools have been constructed in this country, though with fewer staff, with laboratories that are not equipped and the schools not equipped. Mr Speaker, we have so many sub-counties that do not have schools, yet we have a policy in place. I come from Kagadi, which comprises 35 sub-counties. Out of these, only 12 have the seed schools. Mr Speaker, the good thing, in the House, we have the minister in charge of planning; honourable minister, is it really tenable to implement this policy as planned? The other observation is that I would like to implore the Ministry of Local Government and Ministry of Finance, Planning and Economic Development to study this carefully and rethink the policy of creating new administrative units, vis-a-vis the implementation of the policy on seed schools - ( Member timed out. )

13958 PRIME MINISTER’S TIME I represent a district that borders the Democratic Republic of Congo. We are aware that we have several rebel activities as a result of the M23 activities there. Several people keep crossing the border points; moving from DRC, and coming into those districts that border DRC. Currently, in my district, we have several people who are coming from DRC to Kagadi before they are moved to Kyangwali Refugee Camp. I don’t know how the minister is ready in mitigating those other issues that may come in, well knowing that the source of the problem for our country together with a number of epidemics, are these border points - Kasese, Bundibugyo, Kagadi, and all those areas. Is there any mechanism the ministry is putting in place to manage this cross-border movement as a result of the M23 and the other rebels? Thank you.

We got written questions from a number of Members and I want to start with Hon. William Museveni, Member of Parliament for Buwekula South County, Mubende District. “Mityana-Mubende Highway construction, by Energo Construction Company was supposed to be completed this year, that is 2024, but they have not reached even halfway. Why is it that the work is too slow? Since the contractual time has elapsed, what is the way forward for this road?” Mr Speaker and honourable colleagues, his prayer is, Rt Hon. Prime Minister, “can you please update the House on the status of this road?” Here is my response: The Mityana-Mubende 86-kilometre road is a national road in the central subregion. The road connects the capital city of Kampala to the western region towns of Fort Portal, Kasese, Kagadi, among others. The road is an important international route, used to access Uganda’s borders with the Eastern Democratic Republic of Congo and crucial for agriculture, trade, and security. The Government of Uganda, through the Uganda National Roads Authority, signed a contract on 4 January 2021 for the reconstruction of the Mityana-Mubende road which is 86 kilometres, as I have already told you, including upgrading the 14 kilometres of towns in Mityana Town or Municipality. The construction works will improve rebuilding the road, which had deteriorated, and was affecting the traffic flow along the major route, including repairing the drainage facilities, installing new road signs and road markings. The project is fully funded by the Government of Uganda. The project was originally intended to be completed by 15 April this year. However, the progress of works has been affected by limited resources in the last financial years. This lack of resources forced the contractor to slow down the implementation of the project. The contractor had implemented 40 per cent of the works when the financial challenges were encountered. Currently, the contractor has completed work worth Shs 32 billion and the project is expected to be completed by the end of this financial year. Government is working

Some claimed lives; we lost seven people. Recently, Uganda National Meteorological Authority released a 10-day rainfall forecast from 1 st to 10 th of May 2024, which indicates a continuation of wet conditions over most parts of the country. The heavy to very heavy rainfall events were expected over southwestern in some of the areas in Kigezi and greater Bushenyi districts. In the northeastern, in districts of Karamoja and Teso subregions and neighbouring Acholi subregions. Other areas expected to receive enhanced rainfall are in mid-western subregions in the districts of Masindi, Kiryandongo, Kagadi, Kabarole and Elgon Highlands. The 10-day rainfall forecast by Uganda Meteorological Authority indicates that very heavy rainfall events are expected to cause potential hazards, such as flash floods, debris flows, landslides, in addition, water logging, contamination of water sources due to increased surface rain off into such sources. Disruption of traffic flow along transportation routes as some bridges may be washed away or collapse, an example of the bridges you have already mentioned earlier. Thank you, Madam Speaker. Allow me to present an issue that has to do with the cost of doing business in Uganda. The cost of doing business in Uganda is a little bit difficult and when you look at the business mortality rate, it is too high. If you look at how businesses can survive even for a year; we are looking at the other issues that help a business to survive, say water and electricity connectivity, among others. That is why we are looking at several businesses across business centres collapsing. Honourable minister, I would implore you to look into a system of enabling business practitioners to manage business because we are fighting the high level of unemployment in Uganda and the only way out is to support these people to run these businesses, and then see how we can move on. Lower taxes, and let taxes be regulated very well. Do not look at Kampala only, but other areas including these other upcoming towns. I was surprised to see these people in my town of Kagadi; URA moving and closing shops so you can imagine such a situation, Madam Speaker.

What criteria does finance ministry or Government use to bail out particular companies or people in Uganda, yet the poor people are suffering? 12666 SECTORAL COMMITTEE REPORTS Madam Speaker, through to the Minister of Works and Transport who is here represented by Hon. Byamukama, the committee brought out the issue of performance of contractors. This needs to be taken very seriously. Why? We have contractors that have been awarded some work to be done, like the Lusalira-Nkonge Road which is in Mubende. These contractors who do not perform to the expectation should be changed and we get contractors who are willing to do the work. The other concern I have is about the Uganda Road Fund. We appreciate that the rest of the regions are benefitting from it but there are some subcounties that were created by the previous Parliament and have not had their codes; so, they are not getting the Road Fund. The minister should take this seriously and know that some sub-counties have to tap into the mother subcounties to have the roads done. We have examples in Mubende such as Kayebe, Kalonga, Kyenda, Lubimbiri and Nabingola should be considered. I know this applies countrywide. The other issue is about the PAPs, people that are affected by some projects. We have a Government school, Nakawala Primary School that was affected by road works that were supposed to be done; Lusalira-Nkonge that I am talking about but it has not been done and time is moving. The school itself had structures which were marked that they were supposed to be brought down. Madam Speaker, I want to thank you so much for the time given but allow me to talk about the land titles of people who are affected by some programmes. We have Mubende-Kakumiro- Kagadi Road. This road was commissioned a long time but the people who were affected up to now have not been compensated. Some even gave their titles to UNRA but the residual titles have not been returned. In this budget, they should prioritise that. Thank you.

Muhoro-Bwikara- Kyaterekera-Ndaiga is one of those roads that were earmarked for tarmacking in 2016. That road is in our National Development Plan III. In fact, it was supposed to be tarmacked together with the road from Mubende to Kakumiro and Kagadi. However, this was not possible because it is an escarpment – this is the answer they gave me; remember I am part of you. The soils in that area are so porous in a sense that we need a lot of technology. So, the ministry gives that as an excuse, but by all standards – (Break in recording) - connects us to our neighbours, the Democratic Republic of Congo and, so, we need to look for money, though they say it is a lot. They talk in terms of trillions of shillings. They say it is very expensive because it is an escarpment - on the Western Rift Valley; it is not an easy road. They say that the cost of the road from Mubende, Kakumiro to Kagadi - yet those are only 31 kilometres – is four times the money that we use to construct 109 kilometres. It is an expensive road to construct and that is why the ministry has been fearing to start on it. Whenever they do feasibility studies, they realise it is too expensive. That is the only answer I can give. However, that does not mean that, that area should be denied – (Break in recording)- Mr Speaker, we shall continue to engage.

Honourable members, I welcome you to this afternoon’s sitting. This afternoon, I was on social media, much as I do not believe so much in social media because they only want to destroy people. I saw what happened in Kagadi; how a Government car ran over a person. Those people were demonstrating over the bad roads. This driver, of an LC V chairman, could not afford to respect these people who were holding a peaceful demonstration. He ran over a person - I do not even know if that person is alive. It is so unfortunate. That kind of impunity should not continue in this country. An accident is something that we can avoid. It is not like a gun. People are being killed using guns and now, they are even intentionally knocking people dead. I call upon the lawmakers to make sure that these people are brought to book. MP for Kagadi, we want you to give us a report on what is happening. It is very bad. As the Parliament of Uganda, we convey our condolences to the family of that innocent soul who was killed

Thank you, Madam Speaker, for condoling with the people of Kagadi. On behalf of the people of Kagadi, I also condole with the family of a one Tuhaise who died in an accident on 26 February 2024 during a road demonstration. He left behind four children and a pregnant wife. It is so sad that there was a demonstration on the state of Muhorro-Ndaiga Road that we have been crying for in this Parliament for many years. Madam Speaker, sometime back, I almost died on the same road in 2020. This has been an outcry, but as a result of the demonstration that took place on the 26 th , a car rammed over this gentleman and he died on the spot. This is very sad, Madam Speaker. I have not gathered all the details, but what I know so far is that the driver of the vehicle has been arrested and the police is doing its best to get all the information regarding this incident. When you look at the video, it is alarming. It is as if it was an intended accident. Being that it was a demonstration, we cannot get the full details right now. Madam Speaker, I would like to thank you. However, I will bring the full report after the investigations. In fact, today, they are burying the person. Otherwise, it was a very bad incident. I call upon the Ministry of Works and Transport and Uganda National Roads Authority (UNRA) in particular because this road has been a pertinent issue in Kagadi. Unfortunately, as leaders, we no longer have anything to say because this is a road that cuts across many subcounties; it is around 42 kilometres, but it has never received any attention. After this incident happened, UNRA deployed its equipment on the road and they have started working on the road this morning. You can see that they come when a crisis has happened. Thank you. Madam Speaker, this House directed the ministry to come with a status report on the roads in the country. We pleaded with the House to give us a bit of time so that the Rt Hon. Prime Minister could put us together with the Ministry of Finance, Planning and Economic Development. The truth, honourable colleagues, is that, at the risk of pre-empting what will be in the report, if I presented the status, I would be lamenting because a lot of work has been done by this Parliament to allocate resources for road maintenance. However, the tragedy is that the money has not come through to the sector for road maintenance. That is why we thought that being a family, we have the Prime Minister to harmonise us first then I will come here with a presentation that gives hope to colleagues. On Kagadi in particular, it is very unfortunate that the situation of roads in that part of the country is just like it is in Kigezi and other parts of the country. I will be capturing everything in the report. The sad thing is that the driver responsible unfortunately killed an innocent person. The positive development is that the police have taken it up and I am sure the department responsible for police will inform Parliament on the progress of the investigations and what has been done. We regret what has happened, but it is not something that was intended.

Madam Speaker, I thank the minister for coming. I also condole with Hon. Ongiertho - we are together in the Committee on Education and Sports - and the people from Kagadi. Madam Speaker, we need to know from the minister whether these people have contracts and what type of contracts they signed; taking four months, as he has said, is quite long. Secondly, when you look at these ladies, the labour laws are very clear for such workers. They must be given gadgets to protect them from being endangered in any form. However, they wear aprons. We need to know if they provide those things to them. Madam Speaker, there is a big challenge about accidents. As of now, in Uganda and Kampala, there are no road signs and no road paintings. For example, Members crossing from the Development House to Parliament is a hurdle. When you go to Entebbe Road, after Kibuye, people cannot cross. What is happening now is that pedestrians are not given respect at all. We used to have spot areas for zebra crossings. They are not anywhere in Kampala. 10510 MINISTERIAL STATEMENT Enactment of the Physical Planners Registration Act, 2022 was also done and we are now in the process of looking at the regulations. The Permanent Secretary requested the Ministry of Finance, Planning and Economic Development and the National Planning Authority to ensure that all infrastructure developments by MDAs with a special component comply with the fiscal planning. Mr Speaker, the ministry with the support from World Bank - that is Competitiveness and Enterprise Development Project (CEDP) - prepared the first National Fiscal Development Plan and Cabinet approved it in November last year. Regional plans have also been prepared for the Albertine Region and the Northern Uganda Economic Corridor. Districts of Wakiso, Moroto, Nwoya, Kikuube, Kabarole, Bududa, Bunyangabu, Nakaseke and Budaka have physical development plans. There are a number of physical development plans still under preparation, which include the Bwebajja Physical Development Plan, the Greater Kampala Metropolitan Area Physical Development Plan, and the Jinja/Kampala and Mpigi Infrastructure Corridor Plan. A number of urban councils have prepared physical development plans and it is noteworthy that many of these have attained high levels of implementation. They include Gulu, Arua Cities, Pader, Kagadi, Bulisa Town Councils, among others. The table below summarises the status of physical development plans in the country and the details of the specific local government are also attached as Annex 1. We have one National Physical Development Plan, two regional physical development plans, then out of the 135 districts, we have nine that have complied. Out of the 11 cities, we have three; out of the 31 municipalities, we have 17. Out of the 1,488 subcounties, we have 198; for town councils, we have 47 out of 585. Challenges While Government has made effort to support physical planning in the country, a lot still remains undone. The number of planned local governments above speak for themselves. Even where physical development plans have been prepared, their implementation still remains a challenge. A lot of the challenges are faced in the implementation of the Physical Planning Act can be attributed to the increasing land use pressures, occasioned by the country’s quest for economic development, high rate of population growth and inadequacies in physical planning. The latter is mostly attributed to inadequate funding levels and governance gaps. The following are the specific challenges that the country has to deal with in the implementation of the Physical Planning Act; 1. Most of the planning that should result in visible results is done at the local government level. Unfortunately, these local governments are grossly underfunded, resulting into low prioritisation exhibited through low budget allocations to develop, review and implement the physical development plans, especially at subcounty and district level. 2. Capacity gaps, human resource, equipment and training. Inadequate awareness creation on physical planning, hence low levels of appreciation of physical planning and development control. 4. Ineffective coordination at central and local government levels. 5. Weak enforcement mechanisms. 6. Failure to formulate ordinances; for cities and bylaws for municipalities and town

Mr Speaker, they raised another critical point, particularly in the area of rehabilitation of children. Rehabilitation, resettlement and education of those at the remand homes is very critical if we are to have a chance of seeing this generation not being wasted away when they are in remand homes. Mr Speaker and colleagues, like I told you earlier, the President, in May last year, wrote and gave me six policy guidelines, and one of them was on extension services. As you are aware, the Office of the Prime Minister, the Ministry of Agriculture, Animal Industry and Fisheries, the Ministry of Works and Transport and the Ministry of Water and Environment are moving around the country, to sensitise people and find out the gaps when it comes to extension services. We have so far covered eight districts in greater Mubende and greater Luweero. Tomorrow, we are going to greater Kibaale; these are districts of Kagadi, Kibaale and Kakumiro. From there, we shall go to other areas. Mr Speaker, while the extension grant had not been provided for in our budget, the President directed that that money be included in the supplementary. So, we are going to have some money for extension services. I think it had been an oversight, but that money is going to be reinstated so that our extension workers can have fuel to move, mobilise and educate our farmers for production.

10423 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 5 OCTOBER 2023 relatives, and I am told some of them paid averagely Shs 2,000,000 to get the job. So, we ended up with parish chiefs who are below standard. So, when it comes to issues of entering data, these people do not know anything and so, they keep deceiving our villagers to move here and there because they are not able. The community development officers at subcounty level, according to the Ministry of Local Government and the Parish Development Model Secretariat, were called upon to come in and help. In fact, a subcounty can register over 100 people in a day, in a parish. Mr Speaker, what we did was to ask the parish SACCOs to come up with an identified list of people, come with the people physically at the subcounty and enter the names of the people in the database. One can actually register names of individuals in a parish in a day. Also, we added the technical people and we received support from the Minister Information, Communication Technology and National Guidance. The ministry gave us two officers who helped us at the subcounty level. Mr Speaker, that big team would handle a subcounty per day. They enter the data, but this data does not mean people must go through the data to get money. The money does not come from the data. We need the data to ensure our people can be identified to avoid duplication because someone can get money from Kakumiro - and - some people have multiple families. I can get money from one parish in Kakumiro and get money from Kagadi. To manage that, we agreed that we need data to avoid double or even triple payments. Therefore, honourable colleagues, I would like to interest you to use this approach. Get in touch with your Chief Administrative Officers (CAOs), commercial officers and district planners so they can go and handle each subcounty because they have the knowledge. Otherwise, some of them are waiting for Government to give them money, which money is not there. It is just patriotism that can help us move this project called PDM. I am requesting you, honourable colleagues, to use this approach because for us, we are now at 100 per cent. All the districts I asked to adopt this idea are now at 100 per cent. We are now waiting for the Shs 50 million they are going to send to our district this quarter. In fact, that money should be sent to only districts that have completed entering the data of its people in the subcounty. If we do not do that, they will - honourable members, banks are using our money; they are taking advantage of the delay to give beneficiaries money and lending this money out. It is a planting season and people should have used this money to buy seedlings and empower themselves economically. Let us all go back to our districts and ensure the district officials help our subcounties by training especially our parish chiefs who do not have the knowledge. Thank you very much.

Thank you, Madam Speaker, for your communication. As we debate this afternoon, my constituency, the entire Kagadi District plus Kyenjojo, was gripped with grief last weekend when an accident happened in Kangombe Forest in a village called Karalike. A trailer, which was carrying fish – I do not know from where - it could have either been to Congo or around Lake Albert – knocked head on a taxi, which had 18 occupants. They were coming from a burial of one of their friends. It crashed the taxi, killing all passengers. Other than the loss of our people, we had difficulties particularly with police trying to retrieve the bodies in the wreckage. They did not have the means to pull off the trailer. It attracted very many people trying to push to remove the trailer manually. Police sensed chaos because people started rioting. Those of you who watched the news could have seen that people blocked the road because they were dissatisfied - that they could have such a nasty accident and Government was not coming to their rescue. Madam Speaker, it took an entire day - the accident happened at 8.00 p.m. on Sunday. The whole of yesterday, this truck was still lying on some bodies and Government had not mobilised any minister from Hoima to remove the wreckage from the dead bodies. My prayer is that in such circumstances, Government should respond quickly. The area of the accident scene used to have two roads while it was still a murram road; we used to call it “Ku-bbiri”. However, when they tarmacked it, they removed the two roads and created one road; it still remained with a very sharp corner, to an extent that somebody driving from up the hill cannot see whatever is coming from down the hill. It is in a forest and I did not see any sense why they remained with that corner because this is Government land. If they were worried about compensation, they would sort out themselves by cutting off that corner; unless they have engineering reasons. I pray that corner –

9121 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 15 JUNE 2023 Madam Speaker, after the on-going audit of the Government payroll, the ban on recruitment will also be lifted to enable cover the staffing gaps in education. Government will continue to support sports activities and entertainment talents and enforce copyrights for performing artists. Safe Water The national coverage for safe and clean water for human consumption now stands at 70 per cent; with 67 per cent in rural areas and 72 per cent in urban areas, but we still need more. In rural areas, gravity flow schemes have been completed at Lirima in Manafwa, Lukalu- Kabasanda in Butambala and Nyabuhikye- Kikyenke in Ibanda. Piped water systems have also been constructed at Nyakabingo in Rukungiri, Kabuyanda in Isingiro, and Orom Water Supply System in Kitgum-Lamwo. In addition, 40 solar-powered mini-piped schemes serving 173,000 persons have been constructed across 15 least-served districts including Lyantonde, Sembabule, Yumbe, Rakai, Buyende, Kamuli and Kakumiro. In urban areas, nine piped water supply and sanitation systems have been completed in Dokolo, Padibe - Lamwo, Odramacaku - Arua, Kagadi, Morulem and Alerek (Abim), and Kambuga II in Kanungu. Access to safe and clean water will be enhanced to achieve 85 per cent coverage in rural areas and 100 per cent coverage in urban areas by the year 2025. Next year, the main activities towards this goal include the construction of 1,540 boreholes in 1,050 villages and town wards; building 49 large, 67 medium and 80 small piped water schemes in both urban and rural areas, and the rehabilitation and maintenance of 50 water systems in growth centres. Interventions that build human capital have been allocated Shs 9.57 trillion, representing 18.2 per cent of the total budget. In addition, the Government, together with the World Bank, are implementing the $500 million in Uganda through the Intergovernmental Fiscal Transfer programme to construct health centres III, IV, seed secondary schools and micro-scale irrigation facilities in local governments that do not have these facilities. Enhancing Infrastructure Stock and Quality The stock and quality of infrastructure is a key enabler for economic growth, development and social transformation. Transport Infrastructure Transport infrastructure development has been a major hallmark of Uganda’s recent economic development. The road sector in 1986 totalled 7,900 km. Today, it has expanded twenty-fold to almost 160,000 km. While only 6,700 km of today’s road network is paved, the road network now allows access to even the remotest parts of Uganda. Next financial year, we will substantially complete 16 national road projects including Atiak-Laropi, Moroto-Lokitanyala, Kawuku- Bwerenga, Namugonde-Bugiri, Nsambya- Mukwano, the Kampala Flyover and Rushere Town and Kyamate Access roads. In addition, priority will be accorded to maintenance of existing road networks, both national and District Urban and Community Access Roads (DUCAR). The Bukungu-Kagwara- Kaberamaido (BKK) Ferry and related landing sites, and Lake Bunyonyi ferries and their landing sites will also be completed. Madam Speaker, emergency repairs of the Kampala-Malaba Metre Gauge Railway were completed this year. (Applause) My team will have to come and explain this. The full rehabilitation of the Kampala–Malaba and Tororo–Gulu Metre Gauge Railway will

8604 STANDING COMMITTEE REPORT iii. Local government absorption capacity The 35 local government votes considered were warranted to a total of Shs 1,278.2 billion an equivalent of 21.3 per cent of the total warrants to the local governments’ budget during the Financial Year 2021/2022 and this excludes the local revenues. Out of the Shs 1.278.2 billion resources warranted to 35 local governments, only Shs 1,163.9 trillion was expended representing 91 per cent absorption of the budget released. In this regard, Shs 114 billion was returned to the consolidated fund as a result of failure to absorb the resources, and this is from the 38 local governments that we are reporting. Madam Speaker, in overall out of the Shs 5,426.9 billion that was appropriated to all local governments, Shs 4,723 billion was utilised hence leaving unspent balance of Shs 703 billion return back to treasury. Madam Speaker, I have provided a detailed breakdown and even indicated the performance of the respective local government entities, showing those that performed well and those that did not perform well. (Laughter) Mr Speaker, whereas last week, I was given an opportunity to raise the issue of the chimpanzees, I want to report that the minister responsible for tourism responded with a team. They are now on the ground handling the matter I raised. (Applause) The matter I did not raise concerns land grabbers in my constituency. At the beginning of the year 2000, Kagadi District had some political turmoil, which settled down, but it has now moved from politics to land grabbing, where some people settled in a particular place are using GPS to title areas where people have settled, without their knowledge. We came to learn about these land titles when some people started selling them. We raised the matter to the Government because the people who were involved in getting these land titles were seen to be indigenous people and very “big” in Bunyoro. The President chose the option of talking and compensating them. There was an agreement that all the people who had obtained titles in the subcounties of Mpeefu, Kyaterekera and Ndaiga be compensated by the Government. Mr Speaker, as the Government is still preparing the process, the same group that agreed with the President for compensation are selling these land titles to the so-called powerful people in this land. Those so-powerful people move with Army men, for instance, there is one called Willy Rwomwojo. I do not know whether he is a soldier or a businessman -

Thank you very much, Madam Speaker. You talked about the protection of the environment. In my constituency, I have a big problem. Around four families of chimpanzees have been living in some private forest. Due to population pressure, the owner has constantly used the forest land, which has forced the chimpanzees to go into the communities. We have complained to the Government to relocate these chimpanzees from this private land but that has fallen on deaf ears. We have persistently seen these chimpanzees brutally kill children. In the last four years, they have killed five children –(Interjections)- they do not eat them; they only brutally kill by tearing their bodies apart. Those of you who are on social media may have seen a picture posted by someone in Kagadi; it is a terrible picture. One cannot even look at it for two minutes. A child was buried yesterday after being attacked. He was being carried by his mother on her back; and these animals know the soft targets. They attacked the mother and pulled off the child and tore the entire face of the child and the child died; that child was buried yesterday. The district is confused and so are the leaders. When people kill an animal like a chimpanzee, UWA and the Government run to see what has happened. A human being has died but there is no Government official that has gone to the ground to at least see what is going on. I am raising this matter, Madam Speaker, for Government to take immediate action to solve this problem of chimpanzees in this place called COMMUNICATION FROM THE CHAIR

Thank you, Madam Speaker. Allow me to also thank the chairperson of COSASE and the members for the detailed report. I also concur with most of the members that we badly need to have UNRA remain a standalone institution. However, the observations that have been made by the committee are realistic and are the very issues that our people in Mubende and various other regions within Uganda are facing. We have PAPs on Mubende-Kakumiro- Kagadi Road, which have up to now not been paid. We have held several meetings with UNRA that have raised the hopes of the people of Mubende, but the hopes were watered down by their unresponsiveness after the very many meetings that have failed. About the delayed payment of funds to UNRA, we have a road that is under maintenance from Mityana to Mubende. This work has stalled for many months and we have had a number of accidents on that road. We recently visited UNRA with Hon. Kabanda, the MP of Kasambya and we were told that they do not have money for this project. Madam Speaker, we need the minister and the responsible agency to speed up this project. The other thing is the Lusalira-Nkonge Road. Like the COSASE Chairperson presented, we have a number of projects that, sometimes, the President directs they should be given to particular people. These should follow the law, like the Rt Hon. Speaker has guided so that we see these projects moving. Our people were told not to develop the land anymore, if it is on the road side. They have over waited and nothing has been given to them; neither have we seen the road works start. Madam Speaker, I would like to thank you and beg the minister and the responsible authorities to take charge so that we can have all these projects worked on. Otherwise, I thank the committee chairperson and the members. Thank you.

Read the full speech, word for word
Regarding the grabbing of land and the local government keeping quiet, I want to say that there are some roles that are multi-sectoral. Like the land issue, we have a fully-fledged Ministry of Lands, Housing and Urban Development. I think matters that clearly belong to the Ministry of Lands can be addressed. However, as an institution, if we are informed on time, we can also intervene or inform accordingly. When it comes to reviewing the Local Governments Act, I want to report to this House that today, we met the Committee on Local Government and Public Service. In that meeting, we informed the committee that we have already embarked on a major review because since decentralisation started in 1992, now 20 years down the road, we really need to make a detailed analysis, and where need be, we amend this law, accordingly. On illegal recruitment and protecting people without qualifications, Madam Speaker, I would like to be on record that the Ministry of Local Government has tried. Where we are informed on time or through our inspection and evaluation staff, we take action. This is why we nullified all the appointments of parish chiefs in Kagadi where there were a lot of forgeries and people didn’t have the requisite papers. We also nullified appointments in Ntoroko District - the Member was here, I don’t know where he has gone - but they would be a witness. We nullified appointments for all the 70 positions and requested them to re-advertise. Regarding staff serving in acting capacity, Madam Speaker, there are some rules indeed that must be changed because for one to be appointed a district engineer, they must be certified and registered. Now very few engineers can meet this criteria and to become a district health officer, one has to have the requisite requirements. Therefore, some districts fall prey because these two positions are very dear and pertinent. But I don’t know whether the money sent to districts is really sent to the personal accounts of these people. We need evidence on this because someone tagged it to this. Then when it comes to inconsistencies on payrolls, it is true, Madam Speaker, that there are some human resource officers that are on interdiction, the latest being the one for Bunyangabu District. So, when we move and get information, we give it out. The problem is that in some districts, they are not giving us such information. And I would like to report to you, Madam Speaker, that we are not exceptional at the Ministry of Local Government. Our Budget for monitoring and evaluation was cut halfway and so, conducting this exercise is not that easy. I wish Members - and I have been appealing to you very genuinely and humbly, that do not wait to bring everything on the Floor of Parliament. Those who come and whistle blow to us, we act immediately. Yes, it is our role, but let us try to inform the relevant ministries on time so that they can take action. Another problem was on the slow absorption of funds. Madam Speaker, I concur with the Members on this matter because it even appeared before Cabinet. It was brought to our attention that high-breed procurement is really deadly. For example, it was said that the person building the two seed schools in Ntoroko District at a tune of Shs 1.4 billion is the same person building schools in Bundibugyo District and others in different districts. It came to our attention that that same person was the one building Kiyombya Secondary School and St. Paul’s Kasenda in Bunyangabu and Kabarole districts respectively. The man does not have enough machines and enough workers; in totality, he does not have the capacity. I stand to join Members to refuse hybrid procurement. Let us stand on our two feet - and let it start from Cabinet level and give work to people

Thank you, Madam Speaker, for your right and timely ruling. I actually said that we were collecting data and our technical teams were in Kassanda yesterday to pick information that we needed and that is why we are bringing this today. Secondly, this lies in my docket of Primary Health Care, and so, we have made no mistake. On the 20 th of September 2022, the Ministry of Health declared an outbreak of the Ebola Sudan Virus in Mubende District. The outbreak then spread and now, it is in four districts of Kassanda, Kagadi, Bunyangabu and Kyegegwa within a period of two weeks. Subsequently, due to movements of contacts and symptomatic individuals for health services, the outbreak spread to Wakiso District and Kampala City, bringing the total number of affected authorities to seven. All the affected local authorities had been categorised as very high risk or high risk based on the assessment done by the Ministry of Health. Madam Speaker, allow me to give the status of the outbreak. It is 43 days today since the declaration of the Ebola Virus Disease outbreak and the total number of confirmed cases stand at 130 of whom 43 have succumbed to the disease and 45 have been treated and have improved, and 40 are still undergoing treatment. The table, which we have already uploaded will give you the statistics from Bunyangabu to Kagadi and Kampala, and also give the subcounties that were affected and the number of people who are in those districts. Kassanda and Mubende will remain the epicentre. And now, we have a new district of Wakiso, specifically in Busiro and Nansana, as you can see in the table. Among the confirmed cases, there have also been health workers. To-date, 15 health workers have been infected, of whom six have succumbed to the deadly infection. May their souls rest in eternal peace. Out of the 15, six were from private facilities and nine were from the public health sector. This includes the team of medical students who got infected in Mubende Regional Referral Hospital. We have noted that most of the cases tend to visit several private clinics for care before finally going to the public facility. This exposes the health workers to infection. We have been engaging and appealing to all health workers (public and private) to use appropriate protective gear when in facilities attending to patients. Every Tuesday morning, we do programmes to inform our people. Madam Speaker, we have been mobilising resources to respond to this outbreak. To guide response to the outbreak, a three-months’ response plan costing Shs 75 billion was developed, presented to Cabinet and submitted to the Ministry of Finance, Planning and Economic Development for funding. To-date, we have not received any response. Several partners have mobilised resources but they are yet to be formally communicated to the Ministry of Health, how each have been mobilising. The partners, however, have been supporting several interventions on the ground, including surveillance, contact tracing, risk communication, case management, transport and safe burials. We are organising an accountability forum and we expect all partners to declare the resources mobilised towards the epidemic. However, to urgently support the affected districts to carry out response activities, the Ministry of Health through internal re-organisation of resources, disbursed Shs 2.12 billion to the districts as you will see in the table below. Mubende Shs 500 million, Kyegegwa Shs 305 million, Kassanda Shs 305 million, Kagadi Shs 305 million, Bunyangabu Shs 305 million and Mubende Regional Referral Hospital Shs 400 million. 6032 The moment you feel any symptoms, please, go for treatment. We are banking on you, honourable members, because when you speak, your people listen. Early treatment, as we have seen in the 45 recovered individuals, is associated with a good outcome. For most of the individuals that have died, time was lost while running from one clinic to another, including going to shrines to consult witch doctors. The population understanding the signs and symptoms of Ebola Virus Disease and avoiding exposure to it; especially, contact with the sick persons’ body fluids vomit, stool, faeces, blood, saliva, sweat, urine - all these can infect you if you are in close contact with a patient. This exposure may be through direct handling, deliberate or incidental, or even accidental of linen, surfaces, cleaning, sharing of lavatories, beddings, or through handshaking, hugging, or caring for a confirmed case. Madam Speaker, I would like to inform this House and the entire population that the symptoms of Ebola in the early phases are similar and consistent with most common febrile illnesses like malaria, where the clinical cause of the disease begins with high-grade fever, headache, sore throat, abdominal pain, in the upper abdomen especially, fatigue, general body weakness, intractable vomiting and diarrhea, plus bleeding manifestations, may not be an early presentation. So, if you feel some fever, please, do not stay at home because you can be helped. This emphasises the aspect of seeking care early if you had contact with anybody who has Ebola. The outbreak epicentre remains Mubende and Kassanda specifically. In the Mubende District, the most affected subcounties are Madudu, Kiruma and East Division of Mubende Municipality. While in Kassanda, the subcounties of Kikandwa and Kalwana are the most affected. At the beginning of the outbreak, the epidemic spread to the three districts of Bunyangabu, Kagadi, Kyegegwa. Two districts have completed the 21 days of contacts follow up and even individuals have been retired from the contact list. They are back home and do not have the Ebola virus. Since there has been no second retransmission, we believe transmission may have been interrupted. However, intensified surveillance continues in these districts for another 21 days to complete the 42 days cycle before they can be cleared. A new case appeared in Kyegegwa late last week, and so, we have restarted the countdown afresh. To stop further exportation of cases into other parts of the country, His Excellency, the President of Uganda directed the restricting of movements into and out of the districts of Mubende and Kassanda. However, internal movement is allowed and transit vehicles are free to cross through to other districts; if one is going to Kakumiro, Kabarole, Fort Portal, they can cross through but not stop anywhere in Mubende. The President’s directive of restricted movement was based on optimising control effects in the same geographical area and minimising the spread to other areas. The penetration of Ebola in heavily populated areas creates a situation of rapid spread and is associated with sustained and protracted person-to-person transmission. Urban Ebola transmission is complex and Government will do it takes to ensure control of transmission in the urban settings, especially the Kampala Metropolitan Area, which includes Wakiso. To illustrate the extent of the spread in urban transmission, a single case can quickly set up several transmission lines. In short, in a very short time, as shown in this graphics, just one person in this congested city can spread Ebola to very many other people. [Ms Muhanga] MINISTERIAL STATEMENT

Having said that, I need some clarification; I have noted that in the statistics they give, they indicate Kikandwa and Kalwana as different subcounties in all the ministry’s statistics. I want to take this time to say that there is no subcounty in Kassanda called Kikandwa. Kikandwa is a parish in Kalwana Subcounty. Honourable minister, I also noted that in your statistics, you indicate that we have a subcounty called Gombe in Kassanda District. We do not have a subcounty called Gombe. Please, take note of that. I have been following up how you have been reporting. We have only one subcounty, Kalwana, that is affected by the Ebola virus. In that subcounty, there is only one parish called Kikandwa that is affected currently. I needed to clear that. The next thing that I need the minister to clarify is the issue of the leaders, as it is stated in the statement. I think it was unfair to say that the leaders in Kassanda are weak. Despite the fact that - I am not on ground - the leadership there is willing to participate and make a contribution; they have been excluded in the process of managing Ebola. Therefore, it is not right to say that the leaders in Kassanda are weak. Probably, if the ministry said that they have a weak health team, I can agree. However, it is not true that the leaders in Kassanda are weak. That noted, I also need clarification on the money. When you look at how the money that first came was distributed, you will notice that despite the fact that the two districts are on lockdown – Mubende and Kassanda - they gave out money equally even to those districts, which are not under lockdown. How can Kassanda get the same amount of money as Kagadi, which is not under lockdown? I need the justification for that. The other issue is that Mubende District has 10 subcounties, while Kassanda has 15. When you look at the money indicated to have been given out, Mubende got Shs 500 million and Kassanda Shs 300 – even in food. I have seen the Prime Minister around. She can also clarify why Mubende, with fewer subcounties, is given much more, even in terms of food, than Kassanda. Having said that –

Mr Speaker, I was also in the 11 th Parliament. In Australia, there is a type of hunting done by people using what they call a boomerang. When you are using a boomerang, you throw a stick to kill a bird in the air. At the end of the day if you do not catch that bird, the boomerang comes back to you. The honourable member from Buyaga West County, it is very imperative to know whether this is the first assignment he has from his constituent to come and table such an amendment. I have been reading his Tweets and everything here is a boomerang on him.

Thank you, Madam Speaker. Allow me to raise my voice and congratulate you for being a Nalongo. Congratulations from the people of Buyaga East. Madam Speaker, you have given very thorough communication about how Kampala Capital City Authority (KCCA) is doing great work on patching up these potholes within the city. Given that we have serious rains disrupting us, and given that we also have issues to do with environmental challenges and changes in weather patterns, our roads are impassable. When we go to rural areas, the local person is having challenges. When you go to our constituencies, honourable members, you will agree with me, that most of the swampy areas are now a problem to our communities. Madam Speaker, it would be very well if the Uganda National Roads Authority (UNRA) would interest itself in ascertaining the number of bridges that have broken down. For example, now, you may have difficulty connecting to Hoima because River Kafu is completely broken and the people surrounding the river are in dire need. That is only in Kafu, but we have several areas that have murram roads. Madam Speaker, you also remember that heavy rains come with several challenges, including diseases, cholera, malaria, and typhoid. We would like to interest UNRA and the Ministry of Works and Transport to intervene and mitigate the problem. Thank you.
