Thank you, Mr Speaker. I have a matter of national importance concerning Kaabong District Local Government. Kaabong District Local Government advertised jobs on 11 December 2025. On 6 May 2026, they brought a list of candidates for the various positions and they were interviewed from 13 th to 26 th of May 2026. On 16 th June, a list of successful candidates was released. However, on 18 th June, the district speaker convened a district council meeting where the resolution of the council denied the listed candidates, who were successful, the job appointments. This targeted candidates who were from outside Kaabong. Some of these successful candidates were from Kapchorwa District -

Thank you very much, Mr Speaker. I thank the committee for its report and the Ministry of Works and Transport for the support they are giving us. Mr Speaker, Bulambuli District is in a mountainous location. The terrain is very difficult, especially during the heavy rains when the volcanic soils are washed down. Our road of about 50 kilometres from Simu Corner going up to Bufumbo, bordering Kapchorwa District, winding up to Bulaago, which borders Mt Elgon National Park, with a tee-off to Buluganya up to Buyaga Town Council, where it joins the main road, was put in the manifesto in 2016. In 2021, the road was removed from the manifesto. His Excellency the President pledged that being a difficult terrain, let us use low-cost sealing technology. We welcomed that. However, up to now, I do not see our road surfacing anywhere. We are still struggling. When it rains, actually, we fail to get to our places because all the volcanic soils and the little murram that is put during maintenance are washed away. I would like the ministry to give us urgent attention – including the associated bridges, because we have many rivers from Mt Elgon flowing down to the valley. Thank you.

Thank you, Madam Speaker. I would like to report to this august House that three weeks ago, we lost a Ugandan student who has been studying in the USA. He hailed from Kapchorwa District. His name is Kiprodich Samuel Sugut. He has been pursuing studies in food science and technology at Minnesota University. He has been there for some years. He went there in 2023. He did his masters and then continued with a PhD, and he was now ready to come back home. He died suddenly. We have not yet known the cause of his death, but the body lies in a mortuary in Minnesota. This boy has been a total orphan – both parents are dead. Rt Hon. Prime Minister, how can the Government help to repatriate his body? Thank you.

Thank you, Mr Speaker, for giving me this opportunity. I would like to thank the committee for the report. Kapchorwa District received inputs from ACDP – they received fertiliser and tarpaulins. They even constructed the structures for grinding mills and coffee processing mills. They are all there because there is no power in many of those areas where the structures have been put up. As many people have said, they are not connected to power and, so, they have been to waste for all these five years. At first, this project was doing very well in our district. Many farmers were very happy to receive it. They received the inputs in time, but later on, things went wrong. They started delaying and our farmers got discouraged. Since the project is coming to an end now, our people have already stopped applying for anything from the project because of the delays. Whatever they asked for was not given to them. What they received was a decision by other people. So, this brought a lot of confusion. Even the percentage share was increased. It was first at 75 to 25. Later on, it came to 50 to 50. The farmers gave up and said: “No, we can stand on our own and buy these inputs at the right time.” This is because there were so many delays – (Member timed out.)

“Hon. Phyllis Chemutai, the Woman MP Kapchorwa District, raised a matter concerning lack of water in Kapchorwa District and the need for Government to fulfill a presidential PRIME MINISTER’S TIME”

Read the full speech, word for word
Madam Speaker, I got a question from Hon. Andrew Ojok Oulanyah, Member of Parliament for Omoro County. He would like to seek guidance from Government and an update on the status of the compensation of Omoro war debt claimants. He said the people of Omoro were yet to receive their compensation from the Government. His prayer was that I update the House on the compensation of the war debt claimants of Omoro. Madam Speaker, my response is that on 26 March 2022, His Excellency the President of the Republic of Uganda launched payments for war debt claimants and beneficiaries for cattle lost in the subregions of Acholi, Lango and Teso at Soroti University grounds, Soroti City. Following the launch, the Ministry of Justice and Constitutional Affairs started processing payments of livestock compensation for beneficiaries and claimants in the sub-regions of Acholi, Lango and Teso. A total of 92,634 data cards, in triplicate copies, were distributed to the 29 districts in the subregions of Acholi, Lango and Teso. The data cards were distributed as follows: 45.4 per cent (42,024) to the districts of the Lango sub- region, 36.3 per cent (33,664) to the districts of Teso sub-region and 18.3 per cent (16,946) to the districts of Acholi sub-region. Madam Speaker, by 30 June 2022, the Ministry of Justice and Constitutional Affairs had received 33,017 (35.64 per cent) livestock claimants and beneficiaries records, out of the 92,634 data cards submitted. Omoro District had submitted hardcopy data cards accompanied by soft copy information. However, when the data cards were subjected to verification, the ministry realised that the data cards had been wrongly filled, that is to say, each claimant/beneficiary had filled triplicate copies, each with a different serial number (0001, 0002 and 0003) instead of a set of triplicate data cards bearing the same serial number (0001, 0001 and 0001). The ministry procured 2,000 new data cards from Uganda Printing and Publishing Corporation, which were sent to Omoro District for the claimants/beneficiaries to fill in, again. A total of 1,258 data cards were resubmitted by Omoro District in July 2022 and have since been verified. Madam Speaker, this current Financial Year 2022/2023, the Ministry of Justice and Constitutional Affairs has allocated Shs 30 billion to pay verified and validated war debt claimants/beneficiaries in the subregions of Acholi, Lango and Teso. Hon. Phyllis Chemutai, the Woman MP Kapchorwa District, raised a matter concerning lack of water in Kapchorwa District and the need for Government to fulfill a presidential PRIME MINISTER’S TIME

7841 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 30 MARCH 2023 pledge by implementing the gravity flow scheme to ensure one pump stand per household in Kapchorwa District. Her prayer was that I update the House on the status of safe water provision in Kapchorwa, as well as the status of implementation of a presidential pledge by implementing the gravity flow scheme to ensure one pump stand per household in Kapchorwa District. Madam Speaker, the Ministry of Water and Environment has undertaken and continues to plan various activities across the country with the objective of increasing access to safe water in rural and urban areas, while ensuring availability of at least one source of water per village and promoting improved sanitation with the aim of providing a water source in every village. To date, the national rural safe water coverage and the one water source per village is estimated to be at 67 per cent, while for Kapchorwa District, the safe water coverage in rural areas stands at 75 per cent. Madam Speaker, the district local governments receive District Water and Sanitation Conditional Grant disbursed directly from the Ministry of Finance, Planning and Economic Development for implementation of water and sanitation programmes in all districts across the country. Over the last three years – that is, financial years 2019/2020 to 2021/2022 – the Ministry of Finance, Planning and Economic Development disbursed a dedicated conditional grant amounting to Shs 938 million for the implementation of water supply and sanitation activities for Kapchorwa District alone. Kapchorwa District, over the years, using the conditional grant, has constructed new piped water systems and made extensions on the existing piped water supply systems in rural areas as follows: Kabeywa-Gamogo Gravity Flow Scheme, covering Kabeywa, Gamogo and Chepterech. Chema-Tegeres Gravity Flow Scheme, covering Chema Subcounty and Upper Tegeres. Cheptalal Water Supply System, covering Tumboboi Parish and Kaptanya Subcounty. Sanzara Water Scheme covering Sanzara Parish, in Kawowo Subcounty. Kapenguria Water Scheme covering Kapenguria area. Amukol Gravity Flow Scheme covering Amukol. Kapchorwa Town Water Supply System was constructed by the ministry through the Water and Sanitation Facility. East Kapchorwa Municipality is currently being served by this town water supply and the Kapenguria system, which is supplying the central and eastern divisions. Madam Speaker, in response to the presidential pledge, this Gravity Flow Scheme was constructed by the ministry to address the shortage of safe water in the district. The scheme supplies safe water covering the four subcounties of Kapsinda (24 villages), Kaserem (18 villages) Amukol (35 villages) Kawowo (41 villages) and the surrounding communities with a current population of 13,814 and 2,792 households in Kapchorwa District, with 674 connections. A total of 118 villages are served in the four subcounties. Madam Speaker, the ministry is currently constructing Kapchorwa Water Supply System, Phase II, under the Strategic Towns Water Supply and Sanitation Project. The system will cover the Koki area and the western divisions. The ministry also plans to expand and extend the water supply on the Upper Sipi piped water system to serve Munarya and Sipi subcounties. Madam Speaker, Government, through the ministry has put in place all the workable strategies to ensure that there is at least a safe water source in every village, not only in Kapchorwa, but across the whole country. Hon. Aber Lillian, the District Woman Representative for Kitgum District, said that the fishermen on the lakes are under threat of eviction by Government, coupled with forceful registration of fishers and boats, yet most of

Madam Speaker, I had talked of insecurity in two places. The lower part of Sebei, that is, Kween, Tingey and Bukwo, in a place called Tek. The security is not good. When you come to the upper part, that is, Benet, there is a very unhealthy relationship between the UWA rangers – the park rangers – and the community. There is a lot of shooting, day and night, even without proof that someone is entering into the forest with animals. We have lost a lot of lives. So, it is my humble prayer –

People in Bukwo and surrounding Sebei subregion have trouble getting land titles because survey coordinates show their land in neighboring Kenya, Kween, or Bulambuli districts. A member asked the government to clarify borders so residents can properly survey and title their land.

Summary written by a computer

Thank you very much, Madam Speaker. I come from the border district of Bukwo that borders Kenya to the east and Kween District to the west. Our people are facing a lot of challenges in surveying and titling their land. Whenever people try to survey and title their land in Riwo Subcounty, the coordinates read that the land is in Kenya. This extends almost one kilometre into Ugandan territory. Madam Speaker, when you try to survey and title some parts of land in Chesower, Tulel and Lwongon subcounties, it reads that the coordinates are in Kween District. People in the lands office in Bukwo are having difficulties in surveying and titling lands. This is a general problem in Sebei subregion. Recently, in Kapchorwa, a health centre called Sanzara in Tingey County had its land surveyed but the coordinates read that it was in Bulambuli District. This means that our borders in Sebei subregion are not clearly marked. I do not know what we can do. Recently, when I went to the education office to follow up on the construction of Riwo Secondary School and Kortek Secondary School, they told us about the ownership of the land. This means we have to get a title. I wonder how our people are going to get titles, if the coordinates are not reading well. My prayer, Madam Speaker, is that the Government should go to Sebei subregion, starting with T’oo County, and open the boundaries such that our people can survey and title their land. Thank you.

Madam Speaker, first of all, on a personal note, Hon. Okupa stated that I have investments in Kapchorwa. I want to thank him for wishing me well. If I had the capacity – but I want to state on record that I do not whatsoever have any investments in Kapchorwa. On the issue of water, I am the immediate past minister of state for sports and Kapchorwa used to be the second district that I visited regularly, after Alebtong. The Minister of Water and Environment is the MP for Kapchorwa Municipality. I will, therefore, to remind him of the challenges raised by the District Woman Representative and request him to ensure that it is worked on. I thought my senior colleague, Hon. Oboth, was following the report but when I presented the report, my view was that we need to have a way of intensifying more of our people who are investing in rural areas like - because when you look at people investing in Kampala, urban areas and the developed national parks, they have the capacity. But there are people who are investing in the tourism sector in areas that are still underdeveloped, like Kapchorwa. You will not find anyone investing $ 5 million in Kapchorwa or Wanale.

Madam Chairperson, I request the minister to be realistic. The Bill he has brought concerns developers of hotels or tourism facilities. A tourism facility could be a cable car on Sipi Falls in Kapchorwa. You are not going to invest $5 million, which is about Shs 20 billion, to do a cable car in Kapchorwa or on Rwenzori. It is certainly less than that cost –(Interjections)- no, because the amendment is talking of hotels or tourism facilities. Therefore, our proposal is that even if you are looking at the hotel, Madam Chairperson, you cannot over-invest in an area where the return on investment is so small that it will not make you to recoup the investment. You cannot put a Shs 20 billion hotel in Budadiri or Kapchorwa because the return on investment is very low – the occupancy rate. We have 1.5 million tourists coming into the country. If you are going to invest in a 200-bed hotel -

18313 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 29 JANUARY 2026 Many of the projects for which we have borrowed gross sums of money are either behind schedule or have completely stagnated. Here we are being asked to recklessly approve further borrowing. I now turn to the ministry of finance report on externally funded projects. The Ministry of Finance, Planning and Economic Development has been monitoring performance of these projects and done some reports. The latest report samples 66 externally-funded projects, as the table below illustrates. We have borrowed money to finance projects. Even in this budget, they are saying we should borrow another Shs 10 trillion. But look at the table. The projects in Agro-Industrialisation; seven projects here, only two have been completed. One is on track, others behind schedule. Digital Transformation: two projects, one on track. Human Capital Development: 14 projects, only one completed, one on track, 12 are behind schedule. Integrated Transport Infrastructure and Services: 12 projects for which we have borrowed money, only two completed, one on track, 18 behind schedule. I do not need to go on, but the total below is that you have a total of 66 projects sampled by the finance ministry. Only six are completed, five are on track, 55 of these projects are behind schedule, including the ones that you will see that have stagnated. I will give a list here. I will be very brief because this is not my list, it is a list of Hon. Musasizi: Kampala-Jinja Expressway. We borrowed money to do this road. Let me go to the last line. This is how the finance ministry has assessed this. The physical progress of the project is zero. Money borrowed; progress is zero. They are saying let us borrow more. That is what is in the Budget Framework Paper. Busega-Mpigi Expressway. Construction is at 46 per cent. This road was supposed to have been completed years ago. They are at 46 per cent. Part of the reason you will see, they are saying they do not have counter-funding, and then they are saying let us borrow and begin more projects. That is why I said you even offend common sense. Entebbe Airport Rehabilitation. This one, there is progress but the point is because of the delays, we are now required to pay to the contractor the total sum of $34.9 million because we delayed. The contractor says you delayed here and here, pay me money. Even this one, although progressing, it was never delivered on time. The Development of the New Bukasa Port Project. This one has not started at all, still in the preliminary. Kampala Flyover Construction. The Finance ministry says it has stagnated. Kampala City Roads Rehabilitation Project. They are now revising it. Time elapsed. They are revising it, yet you know each revision comes with money. Multinational Kapchorwa-Suam-Kitale and Eldoret Bypass Road Project. This one has almost been completed but after a delay. Kyenjonjo-Hoima-Masindi-Kigumba Road. The project has not been completed; more money is needed. Multinational Lake Victoria Maritime Communication and Transport Project. Here, the overall progress is from 37 per cent by the end of April. All these projects have delayed, no counter-funding, they are contracting more. Luweero-Butalangu Road. Work is at 67 per cent. A road that they started nearly 10 years ago, they have not completed a short stretch. Moyo-Yumbe-Koboko Road Project, and you keep asking why the President repeat these roads in every budget? The progress, as you have seen, on some projects, is zero. Every

18324 MOTION experience of the four years I have been here, honourable minister, you know. I have read and understood it, but we need clarification on education majorly. For example, the coding of primary schools. We have many parishes that do not have primary schools - many of them. Then, on issues of water, you find we have districts with town councils. Personally, Kween District has three town councils without water. They should actually be closed. Then, we have issues of power. This is a very serious issue. We have invested money in industrial skilling centres. We are now thinking about many other ways of creating jobs, like we talk about industrialisation. However, the issue of power - Even in the seed schools where we have invested money, you find we have computers, but we do not have power. We have health centre IIIs without power. For the last three years, we have been talking about power. We have gotten money from here, but Members, there is nothing like power in our areas. Therefore, I want to say - this is where I almost agree with Hon. Ssemujju. For example, when he talked about roads, we have the Kapchorwa- Suam Road. They are saying the road is complete, but there are many components that came with the road that are not complete - the town council roads. In my town council, that is Binyiny, we were given three kilometres of town council roads. They have only done one, and everybody is worried. They even prepared the roads that we had to be tarmacked. Mr Speaker, thank you for giving me the opportunity. I, and even Members, would be happy if such things were clarified. Thank you.

18032 RESOLUTION TO BORROW viii) Strategic Water Towns Supply and Sanitation Project - Phase 2 Implementation Plan, ix) The Resettlement Action Plan, x) The Ministry of Finance, Planning and Economic Development letter dated 14 January 2025; confirming Government’s will and availability of counterpart funding for the Strategic Water Supply and Sanitation Project - Phase 2, and xi) The Strategic Towns Water Supply and Sanitation Project - Phase 1, physical and financial project progress reports, as of January 2025, xii) The Strategic Water Supply and Sanitation Project - Phase 2, Project Management Structure. The committee also conducted a field visit to Kayunga District and assessed the performance of the project. The committee visited the Kayunga-Busaana Town Water Supply System. The construction of the main works had been completed and the scheme had been handed over to the Central Umbrella of Water and Sanitation for operation and maintenance. The committee visited the Kamuli Town Water Supply System. The construction of the main works had been completed, and the system had been handed over to the National Water and Sewerage Corporation. The committee looked at the performance of loans in the water sector. The Ministry of Water and Environment had about 14 donor-funded projects, with a total loan portfolio of about $1,346.98 million to finance them. As of the end of June 2025, 53.62 per cent of this money had been released—that is, about $722.23 million had been disbursed to the 14 projects. However, projects that were not performing well included irrigation scheme development in Unyama, Namalu, and Sipi regions; irrigation for climate resilience; supply and installation of solar-powered water supply systems in rural areas; construction of water and sanitation infrastructure; and associated activities in Isingiro District. Mr Speaker, phase two is taking over from phase one. Mr Speaker, this House, around December 2018, passed a loan of 44 million units of account, equivalent to Shs 59.4 million, to implement phase one of the project. Phase one covered substantially 96 per cent of the $59.4 million for the loan from the African Development Bank that had been released. The Government of Uganda, in totality, had released all the counterpart funding to 100 per cent. That was $6.6 million. Mr Speaker, the systems that were constructed under phase one included: Dokolo Town water supply system, improvement works in Kapchorwa Town water supply system, maintenance of Nakasongola Water supply system, Kyenjojo- Katooke Town water supply system, Buikwe Town water supply system, Bundibugyo water supply system, Kayunga - Busana water supply system and Kamuli water supply system. A total of about 40 institutional and public toilets were constructed, and detailed designs for an additional 10 water supply systems in the Upper Nile and the Kyoga catchment areas were done. Additionally, skilled training of women and youth in the water and sanitation business and the development of regulatory tools and review of the water and sanitation services tariff regime were completed under phase one. Mr Speaker, we also assessed that phase one had the following challenges: Phase one was affected by COVID-19, which led to an escalation in the prices of construction materials. Land acquisition was also a challenge for major installations, changes in the scope of works, and extreme weather conditions had an effect on phase one. Mr Speaker, the minister has already informed this House of the objectives of phase two of the strategic town water supply and sanitation

Thank you, Mr Speaker, for giving me this opportunity. I want to add onto what my colleagues have talked about, especially on grant-aiding. We have schools that communities have constructed, all classrooms; everything is there. They have teachers who have been there for years, teaching and expecting to be taken up by the Government. I request the minister to look into this. More especially this one that I have been telling you, Kworus SS in Kapkwata subcounty and the entire subcounty does not have another school, meanwhile, the school has 924 students. Another serious issue in this report is about the assurance to us, the members of Parliament, who have many subcounties without government- aided schools. We need a comprehensive statement from you, minister, so that we can be - if we are to mention, one by one, we will not manage and therefore, you should just give us one statement. Finally, on the issue of creation of universities - when the President visited Sebei three months ago in December, the request from the people of Sebei was to have a university. 17005 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 15 APRIL 2025 3) Oxygen plants Page 18, the committee recommends that additional Shs 8.6 billion be provided to the Ministry of Health to complete and commission the remaining oxygen plants and additional Shs 11.85 billion be provided to procure transformers that will stabilise the power supply for the oxygen plants and newly acquired medical equipment. 4) Medical equipment The Ministry of Health reported that it had acquired new imaging equipment, like CT scans, MRI, and ultrasound machines, for regional referral hospitals. This equipment requires constant maintenance that can cost Shs 7.7 billion annually. The committee recommends that additional Shs 7.5 billion be provided for the maintenance of that equipment. 5) Upgrade of health centres We can go to the recommendations on page 19. i) We need Shs 60 billion to complete the upgrade of health centres that had already been started. ii) We need an addition of Shs 7.6 billion for equipment that will be required to functionalise the upgraded health facilities. 6) Inadequate funding for the renovation and equipping of health facilities. In the second-to-last paragraph, the Ministry of Health reported that in 2024/2025, it had planned for the partial rehabilitation of 13 general hospitals. These include Kambuga, Masindi, Apac, Koboko, Kotido, Kamwenge, Kitgum, Katakwi, Amuria, Kasana Luweero, Kapchorwa, Itojo, and Muko. The total budget was Shs 39 billion, but the cumulative release from quarter 1 to quarter 3 was only Shs 12.7 billion, which is only 32 per cent. Recommendations on page 20 (i) The Ministry of Finance, Planning, and Economic Development should provide additional funds amounting to Shs 46 billion to complete rehabilitation, expansion, and equipping of Masindi, Kambuga, and Itojo General Hospitals, which are currently very old and dilapidated. (ii) The Ministry of Finance should provide Shs 20 billion, which is required to commence the rehabilitation of the foreign general hospitals, Apac, Koboko, Kotido, Kamwenge, Kitgum, Katakwi, Amuria, Kasana Luweero, Kapchorwa, in a phased manner. The Ministry of Finance should prioritise the release of the transitional development grant to address the issues of delayed rehabilitation completion. Hard-to-reach areas, such as Mayuge, Namayingo, Kalangala, Buvuma, and the rest, should be given affirmative action regarding health service delivery. 7) Status of ambulances There are 158 constituencies that have not received ambulances. The honourable members are complaining. Also, we have 14 boat ambulances, but very expensive to maintain in terms of fuel and servicing. The recommendations i) The Ministry of Finance, Planning and Economic Development provides additional Shs 54 billion to procure 158 ambulances for the remaining constituencies, including mine. Read the full speech, word for word
Thank you, Mr Speaker, for giving me this opportunity and i thank the committee for the good report. I have two issues. One is a complaint about the unstable power in Kapchorwa and the whole Sebei region. As many people have said, it is really very bad in our subregion and is affecting so many businesses, operations in hospitals, and so forth. I would like to thank the Government for giving our people Operation Wealth Creation, UWEB, GROW, and PDM. The money is now with the people. They are trying their best to make money, but electricity is betraying them. The youth who are working in salons cannot do it. You switch on the power, it is on for a few minutes, then it goes off. You are cooking and mid-way, it is off. It is very annoying and it is my humble request to the Ministry of Energy and Mineral Development to ensure that the power that we are receiving is very stable so that we are stable in all that we are doing in our villages. The other thing is about tree planting. Tree planting is one of the things that we need to do to mitigate climate change. I have moved around the whole of Uganda and seen some areas which are badly off and need trees. To this effect, I request the Ministry of Water and Environment to equip us with seedlings. As we go out there for campaigns, we need to add value to our campaigns by delivering seedlings to the people. Those are my few remarks. Thank you, Mr Speaker.

Madam Chairperson, I would rather make somebody seek clarification. How many categories of witnesses attend parliamentary business - (Interjections) - Can I explain, please? 1. There are public officers - for example, if somebody is from Kapchorwa Local Government and has been summoned by Parliament, his local government pays for the transport expenses; 2. If you summon a private individual from Bubulo or from Bugisu, how is he going to come to Parliament as a witness? He does not owe you an obligation and has no transport. You need him here as a committee; he is a private individual. Are you going to say you have not come - because he is going to tell you that he does not have transport? What do you do? Therefore, the logic about this was about private individuals who have no obligation to attend to parliamentary business, and not public officers.

The scheme was meant to benefit over 262,000 people from the Districts of Sironko, Bulambuli, Bukedea, and Kapchorwa. Since the implementation of that scheme, the ministry has never shown any effort or come to this House to tell us the fate of the other two phases, two and three. Can the Prime Minister tell us when the people of Bukedea are getting phase two and three? That was meant to be constructed in the greater subcounties of Malera, Bukedea, Kachumbala, and Kidongole. Secondly, Rt Hon. Prime Minister, two years ago, the Ministry of Works and Transport did a procurement for the contractor to construct a bridge to ease transport between Bulambuli and Bukedea Districts, around Tajar. Up to date, there is nothing on the ground. On the same note, the same ministry did the procurement of a contractor to rehabilitate a road from Bukedea Town Council, up to Malera roundabout. Up to date, there is nothing on the ground. People are expecting these two ministries to respond to that. Rt Hon. Prime Minister, we are interested in knowing the fate of all three projects. Thank you. Honourable colleagues, I am going to give you a chance. I will first pick three people for specific reasons before I go to the Sebei group and the rest. He is even wearing to show that evidence - ( Laughter ) - then I will pick Hon. Alan Ssewanyana. Honourable colleagues, this is the only item we are going to handle today. The purpose is to give all of you a chance; if we can be very quick in speaking. M A J . G E N . M A S I K O ( U P D F Representative): Thank you, Mr Speaker, for the opportunity given to me to speak on behalf of the institution that is bereaved by the unfortunate incident of the passing of Sgt Rebecca Cheptegei. I support the Motion for paying tribute to this young lady as UPDF, when we received the information we were greatly saddened and particularly touched by how she met her death. Mr Speaker, as the honourable minister has indicated, Sgt Rebecca Cheptegei was accorded a befitting send-off and it would not have been any less. It is sad that Sgt Cheptegei Rebecca met her death in the manner she did. As a policy, the security forces are giving priority to sportsmen and women during recruitment, so that not only do they have a stable livelihood apart from what they earn during their performance but also have guaranteed welfare. It is contradictory that a trained personnel could be treated this way. We feel sad and we are going to take steps to ensure that other sports ladies and men particularly within the security forces take precautions not to meet such a fate. I also use this opportunity to comment on the statements, which appeared in the press that Sgt Cheptegei could not have died, had it not been that she was looking for better facilities in Kenya. I have had the opportunity to visit the High Altitude Facility at Teryet, near Kapchorwa town. It is not true that this facility is incomplete.

14267 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 17 SEPTEMBER 2024 Federation of Uganda Football Association (FUFA) delegate for Arua District, during Lawrence Mulindwa’s regime, Sgt Rebecca would come with her peers to West Nile. Since I was the chairperson for athletics in Arua, I would always receive them, take them around and they would participate in what we called “Mayank Race”. Mayank comprises districts from West Nile. She would come and we would train them and, at times, we would also pay a visit to Kapchorwa. That is how we always interacted. Honourable minister, this is for your attention. As I speak, I have a daughter called Margaret Ejoria Aza. She has qualified to go to one of the European countries next month - her accolades are here. I hope she is going to be protected. (Applause) She is called Margaret Ejoria Aza. She is going to one of those European countries - like father, like son - (Laughter) - like father, like daughter. (Laughter) Thank you. I also have a son who is a goalkeeper, anyway. Lastly, I would like to bring this to the attention of the House. Number one, we should develop our athletics potential by using our land, not taking our runners to go and train in Tanzania, Kenya or South Sudan. We have undulating hills and lowlands where they can train from. Number two, as said by the minister, we should avoid gender-based violence in all areas of life. Mr Speaker, here was the idea of constructing 18 stadia in the country. How far has that programme gone, honourable minister? I understand Celecelea Stadium in Moyo District is one of them. Also, Barifa Stadium, in the name of Dorcus Inzikuru, is supposed to be constructed. Otherwise, I would like to congratulate and thank the Uganda Cranes, who are doing us proud. Let us pray for them and encourage them so that they qualify for the Africa Cup of Nations (AFCON) in Morocco. However, it is important to note that as I talk, there is bickering, confusion and quarrelling in the netball fraternity. What is happening there? Minister, help in that regard. Otherwise, to all of us, let us take to sports so that we become healthy, and avoid non- communicable diseases – cardiovascular diseases and diseases that affect us such as diabetes, stroke, cardiac arrest, hypertension, high blood pressure and so forth. 14270 TRIBUTE TO THE LATE SGT REBECA CHEPTEGEI from Sebei, I do not have that talent. These are the God-chosen few. I do not know - it is unfortunate that this guy died. How I wish he was living to see what we would do to him. Honourable minister, Hon. Peter, it is my humble plea and prayer that you kindly work hand in hand with the Minister of Sports in Kenya, Mr Murkomen, the Kenyan Cabinet Secretary, to see to it that justice is brought to the family of Rebecca Cheptegei. I remember when we had just concluded the burial, the burial committee wanted to get the Shs 50 million for the burial expenses. However, I would like to appreciate you so much, honourable minister, because you stood your ground and said, “No, that money is meant for the siblings. Where do you expect them to go?” I remember your words. You said, “I know what a burial entails. The moment it is done, people take off.” The bereaved family members are the ones left there with the innocent children. He said no, and it was a strong no. I appreciate you 100 per cent, honorable minister. (Applause) Regarding the High Altitude Training Centre that we have in Kapchorwa, I appreciate the Government of Uganda for that facility. It is my humble admiration. I encourage our sports fraternity to learn to love what we have. Why would we cross boundaries and borders and come back dead when we have the same facilities? It is unfortunate; it could be because of the love - but when I saw her in the casket, I said, “All the way from Kampala to Sebei, Kapchorwa, Kween, to Bukwo, she managed to cross the borders to Kenya but came back in the coffin?” It was really painful. To us, it matters. The idiot who killed our beautiful daughter just because of her money was a boda guy. To the Government, my other prayer is to support Hon. Phyllis and Hon. Twalla’s suggestion that a five-star hotel be put in the Teryet High Altitude Centre so that it can attract tourists and also the people who would want to train from other regions. Why would you train and at the end of the day, you do not have where to refresh and eat something, to get more energy? We must have a hotel at the high- altitude training ground for the betterment of the sports fraternity in Sebei. Last, but not least, let me conclude like this: I appreciate Team Uganda for always supporting our athletes each time they win the gold medals. I know so many gold medals have been won by sports people in the Sebei Subregion. When we talk about some of these roads being put or named in remembrance, at one time some of the serious athletes - talk of Joshua Cheptegei - after all the medals he has earned - even Kiprotich - they are many, but at least Joshua Cheptegei, more so in this Kampala, we may be the C’s - if our efforts have been seen, not only in Uganda or Africa alone but the world at large, why can’t we lift or appreciate this son of the soil by just naming one of the roads, even here in Kampala, as Joshua Cheptegei Road? To run is not a simple thing and we have even seen them many times collapse, but at least he has done his best, severally, to earn us medals, together with his friends. To the family of Joshua - darkness, I do not know why -(Laughter)- I think I better summarise. To the family of Rebecca - there is something I have remembered directed to the gender minister. It is very crucial for the female athletes to be talked to. They are being counseled so that they do not make errors in as far as choosing their loved ones to be -

In June 2021, we were appointed six ministers in the Ministry of Gender, Labour and Social Development where Hon. Sarah Mateke was appointed as the Minister of State for Gender, Labour and Social Development (Youth and Children Affairs). When we took over office the following week, she received a huge number of people who had come to see the Minister in the docket of Youth and Children Affairs. At that time, the former Minister had a session where she would see people every Tuesday and Thursday. Hon. Sarah Mateke came to me and said, “I am only one minister. If I start seeing these people as a minister, how will people from the West Nile, Kisoro and Kapchorwa access me as a minister?” She then brought up a proposal and said that, instead, she was going to tour all the remand and children’s homes, meet with all the probation officers and decentralise their work. Indeed, Hon. Sarah Mateke toured almost all the remand and children’s homes. Every weekend she would either be in Kisoro or touring. She preferred to build the institution than to do work as a minister at the centre. About the street children, she struggled to feed them and got a budget from the Ministry of Finance, Planning and Economic Development. Unfortunately, the budget was not released. She worked so hard during COVID-19 to ensure that most of the issues around teenage pregnancies were brought to the Cabinet and indeed when they were taken to the Cabinet, a policy was adopted that all pregnant girls should be allowed to sit their examinations. (Applause) Many of them excelled and they are now studying. Madam Speaker, I cannot speak much but Hon. Sarah Mateke was a team player and did everything. She was in charge of our Commonwealth and many other programs in the Ministry of Gender, Labour and Social Development. She worked with the Youth Council but she did not only work as a minister in charge of the youth and children; many times, when I was not there - you can attest - she would be the one answering questions on labour issues when the late died. She would also be the one answering questions of women. I appeal to Hon. Sarah Mateke, my sister - because she usually told me that we are sisters and reminded me that she carried the name “Mateke” with dignity and that it is closely associated with me and she called me “my sister”. I thank the whole team, including the coaches. It is out of your work that we have seen what we have now seen. First of all, in Kapchorwa, when we saw these people running, we shouted very loudly. However, this affected all of us. Everybody shouted. I was in Kampala, others were in Kapchorwa, but in every house, it was Cheptegei, Cheptegei, Peruth. Thank you very much, the “Che-Che”, for performing so well. We have a very minority group in Uganda. But see the work the minority group have done. (Applause) How would we have been known in Uganda since we are the minority group in Uganda? It is only because of the legs of these boys and girls that have put us on the map. I am so appreciative of this work. When Joshua Cheptegei started the idea of running, he is my close neighbour at home. He came to my home and asked me for support. I was not yet a Member of Parliament. I was a teacher at Sebei College. But he came to my home requesting for support. I was not happy about it and I asked him why he wanted to leave school to run. He said it was his talent and that he saw something in him that could take him very far. He argued until I said, “Okay, I will support you.” At that time, they were training from Iten in Kenya. We had no facilities in Uganda to support them. So, I bought for him sports shoes and gave him some money to take him to Iten. I even supported him to get his first passport to take him out and I am very proud of him right now because out of him is what you have seen now. He is a mentor for everyone you are seeing up there. Like others have said, he has started a school, called Cheptegei Junior School. Every year he sets a day for running for the young people. He takes the best ones to his school and offers them free education. –(Applause)- In some years to come, we shall be having very many young stars coming from our region. Thank you, Mr Speaker for giving us affirmative action as women in this august House today. I am really delighted. (Applause) To our able Minister of Energy and Mineral Development, I also want to appreciate you for the wonderful report that you have given to us today. Being the District Woman Member of Parliament for Kween, I want to put it to you, Minister of Energy and Mineral Development, that looking at the terrain of Kween - we have Soi County and the upper part, which is Kween County. The unfortunate part of it is that for the power that was given to Kween, I can rate it at 20 per cent. It is only following the Kapchorwa- Suam Road. You find that the houses that were considered can be about 20 meters away from the road but not those that are about 200 meters or a kilometre away. When you look at the schools and the health centres that we have, we are in a state of a quagmire. The women are suffering when it comes to delivery. When you look at the terrain, it is hilly. For a woman to move from Kosil up there, that is Yatui where the crops were destroyed, to the health centre is very difficult. It is, of course, very bad to reach the nearest health centre and there is no power. The nearest health centre is also far from the referral hospital, which is in Kapchorwa. In Kween, we only have the Health Centre IV. When you go to Soi County, they only have a Health Centre III. Therefore, the difficulty is to climb the hill. There is no road and so is the power. To help a woman who is about to deliver is very difficult. I would like to interest you, honourable minister; kindly have a heart for the people of Kween and consider us, more so in this rural electrification programme. My people can only see the poles when they come to the highway. However, when they are deep there, they cannot even watch the television like we are talking. They just hear stories. They cannot even afford the solar. They need to watch me presenting. (Laughter)

Illegal land grabbing in Kween District’s lower belt, especially Soi, has displaced over 20,000 people. A group of 13 sold 10,000 acres to a rice company for Shs 17 billion, leaving the Sabiny and local communities without their ancestral land.

Thank you, Mr Speaker. I rise on a matter of national importance. The issue I have before us today is to do with the urgent appeal to address illegal land grabbing and sale in the lower belt of the Kween District. Mr Speaker, kindly allow me to draw your attention to Soi land at the lower belt; that is in both Kapchorwa and Kween in the Sebei Subregion, which have become a toxic dispute, escalating each passing day. Due to the occasional instability that emanated before the NRM government took over power, the Karamojong cattle raiders and Pokots made the Sabiny flee their ancestral land in the lower belt. Unfortunately, as the Sabiny fled their land for peace and security to the upper belt, a group of 13 unscrupulous people grabbed their land amounting to 10,000 acres and sold it to a rice company and received a whopping Shs 17 billion. Mr Speaker, as I stand before you and the whole House, the people of Soi are bleeding because this land belonged to them. Over 20,000 people have been displaced because of these 13 people, the rich, who took advantage of their land –

Yes. Previously, Hon. Hillary Lokwang spoke here but the Hansard wrote Philiphs Lokwang. Those names are alike and need to be told apart. Mr Speaker, thank you very much. I would like to join the rest of the speakers in paying tribute to the late Hon. Simon Peter Aleper. I knew him when I was the LC V chairperson and he was a Member of Parliament. I have one Member of Parliament here who said he is a friend of the late Hon. Simon. I knew him before I came to this Parliament. This is none other than Hon. Ochwa. In 2011, Kaabong District had a big problem of inadequate staffing in the sectors of health and education. The teachers who had been recruited were from the districts of Kitgum, Kapchorwa, Teso, generally outside Karamoja. The same to health workers. What happened is that every time adverts were placed in their districts, they went and applied, but we found that we had no teachers and no health workers in all those positions. In one regional meeting, I met my brother, Hon. Simon, and told him that I was facing a big problem. I told him that we had no teachers and no health workers. He took me aside and said, “I have a friend in Parliament. He is called Hon. Ochwa. Hon. Ochwa has a medical school and he can help you out.” Then I told him, “We have some funders, but because our school children do not pass sciences; mathematics, and English, they cannot be allowed to join medical courses. Those who happen to pass sciences are not able to come out”. He advised me and said, “Please do the following: go and mobilise all the students that have passed sciences.” He said he was going to talk to Hon. Ochwa, and Hon. Ochwa would drive to Kaabong District. I went and did that. Two weeks later, somebody called and said, “I am Hon. Ochwa. I am in the district. I want to meet you in your office.” That is when I saw Hon. Ochwa for the first time. He is a brand new Member of Parliament here. I saw him being sworn in the other day. When I got him, he first offered me five scholarships. Then I lobbied from UNICEF and others. I gave him a list of around 40 children from Kaabong who went to study at his school. Now Kaabong has no problem with

12759 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 16 APRIL 2024 Uganda, currently ranked 5 th in Africa, is one of the forerunners, in not only winning this Year’s edition, but also qualifying for the 2027 Rugby world cup in Australia, not only because of the home advantage, but also because of the strategic initiatives that the rugby union has undertaken. For instance, Uganda Rugby Union has signed a memorandum of understanding with the Blue Bulls Harlequins in South Africa, for strategic high-performance residential training of the selected national team players. We are also making use of the Teryet High Altitude training facility in Kapchorwa, Sebei Subregion, under the Ministry of Education and Sports. The Uganda Rugby Union is committed to the realisation and delivery of the Africa Cup to showcase our country, while at the same time leveraging the existing infrastructure and the home advantage to not only lift the Africa Cup, but to also qualify for the Rugby World Cup. This year’s edition of Africa Cup however, requires funding, to the tune of Shs 2,546,276,000, to cater for the costs of accommodation, security, transport, medical, venue preparation, facilitation for official liaison officers and other incidental expenses. Further support will be required in 2025 as Uganda hosts the inaugural World Cup qualifiers. We therefore request the indulgence of this august House, to ensure the successful hosting of the tournament. I beg to move. (Applause)

Thank you, Madam Speaker. My brother, Hon. Okiror, thank you for that clarification. Madam Speaker, he did not pick my point. The point is that all of us should be involved in ending the challenge of teenage pregnancy in this country. Secondly, we have a challenge. We are talking about regional referral hospitals. Mbale Regional Referral Hospital has the largest catchment area – serving Bukedi, Kapchorwa and even parts of Busoga. Madam Speaker, I wish that Mbale Hospital, with some facilities near completion, could be supported so that they are completed. You go to a hospital and find five or six babies on a single bed. Madam Speaker, Tororo General Hospital is now a training centre. It is not properly accredited, but somehow, Busitema University medical students are using this facility. Therefore, I wish the Ministry of Health, aware of the challenge of the catchment area for Mbale Regional Referral Hospital, could upgrade Tororo General Hospital and have consultants there, just like it was done for Mityana Hospital. The senior consultants can train the doctors in that area and also provide the services.

The sentence that names Kapchorwa

“If we budget, teach and show them that a woman can sit in Katakwi or Kapchorwa and make money by being a dispatcher of trucks in Texas, definitely there will be a shift.”

Read the full speech, word for word
What I am saying - if we have a deliberate policy, for example, funding this ministry to go and sit down women in rural areas and teach them how to do business process outsourcing and how to work remotely – we can borrow what the Indians and Pakistanis have done. They employ millions of people, earning money, not from the mainstream economy but from the economy that does not sleep in other countries through using ICT. You can see it is our third national strategy for getting people out of poverty but you have seen how much we have allocated to the sector. Madam Speaker – for the ministry – development budget. How will you get the people to learn how to use these over-the-top Apps to benefit them? All they know is that phones come in here with these Apps already there, and all they know is that they will use it for TikTok , WhatsApp, among others; maybe to harm others or show discontent. At the end of the day, what we get from our uneducated people on how to use social media is as a result of how we budget. If we budget, teach and show them that a woman can sit in Katakwi or Kapchorwa and make money by being a dispatcher of trucks in Texas, definitely there will be a shift. People will shift from using it for rumour mongering to making money. Secondly, we must develop or empower our developers to make our Apps . As long as we have no power to say that switch off that one or switch on this one, definitely, someone else will control what happens to your Government here. This is because I will create an algorithm that tries to show your leaders – For example, you have heard about the debate of the closure of TikTok in the US. The reason is very simple. Someone just directs the algorithm to show the negative. When it shows the negative, definitely, that is the perception of the people. The people shall perceive it that way because someone else is running your data and knows all your people. When you log in, you put in your date of birth, location, name and then they start sending you unsolicited messages. For example, if there are many potholes in Kampala and I want to change the perspective of people, if you are a tourist going to Kampala, I will only send you pictures of Kampala with potholes and death.

When His Excellency came to Kapchorwa, he identified one area near the State Lodge in Kapchorwa and said that that village was to benefit from these model villages. However, when the programme rolled out, this village in Kapchorwa was left out.

Thank you, Mr Speaker, for giving me this opportunity. I thank the committee for the very detailed report that they have given us. My concern is about accommodation in prisons. I always visit prisons in Kapchorwa. At least every Christmas, I take gifts for them. I enter their rooms, where they sleep. The problem that I see is congestion, as they have said. Another one which is more annoying is bed bugs and lice. These people are enjoyed by bed bugs and lice. When I did my research, I discovered that bed bugs are common in all the prisons in Uganda. Therefore, in the budget, I recommend that there should be a budget for drugs for fumigation, and also, once in a while, cleaning the houses where they sleep. The other one is about the quality of food that they eat. The posho they eat is of poor quality maybe because of poor storage, it must be having aflatoxins and mycotoxins -

Thank you, Madam Speaker. I start by thanking the committee and its leadership. Thanks for a very good report. As a sector, we fully agree with the report and the recommendations. There are two or three things to highlight there, then I can give my comment on the minority report. The issue of allowing local governments to retain their local revenue. Parliament made its resolution. As a sector, we fully agree with Parliament on this matter. It does not make any economic sense to tell a local government in Kapchorwa, Bundibugyo.

Thank you, Mr Speaker. I have two small issues. The President, while in Kapchorwa on 9 October 2022 promised Mbale Region a university. However, up to now, we do not know whether Cabinet has taken any steps towards approving the setup of a university and whether they have approved some money towards its set up so that we can be in position to have the university. The second issue is about compensation in Bulambuli. During that very meeting, the President requested us to write to the office of the Attorney-General, but up to now, we have not got a response. What is the issue?

11667 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 6 FEBRUARY 2024 allocated towards the construction of staff houses in the Financial Year 2023/2024. The strategy is to cut down construction costs by adopting different designs, using low-cost solutions/Force on Account, and phasing construction using the incremental approach of 500 staff housing units, starting with 900 housing units. Shs 46.5 billion is required to construct the 900 housing units in different designs and sizes using Force on Account as shown in the table below. I think the honourable members have it. The design One is to have a block of two houses (two- bedroom and self-contained). A total of 150 blocks of 300 houses are planned at a unit cost of Shs 0.140 million. The quantity required is 150 and the amount needed is Shs 21 billion. Two, a block of four houses (two-roomed houses with external sanitation facilities) – 150 blocks of 600 houses. The unit cost is Shs 0.170 million, quantity needed is 150 and the total amount needed is Shs 25.5 billion. The total for the 900 housing units is Shs 46.5 billion. Provided in the budget is Shs 1.4 billion and so, the shortfall is Shs 45.1 billion. Another issue raised is mistreatment of prisoners. They recommended that we strengthen the monitoring department to periodically interface with the inmates to identify issues that affect them. The response is that the monitoring and observation of human rights for both staff and prisoners is conducted through the regular supervision of all human rights activities, supporting and monitoring the activities of staff and prisoners’ human rights committees in 266 prisons. The Service has a Department of Inspectorate and Quality Assurance headed by a Commissioner of Prisons and charged with the responsibility of monitoring human rights of observance. However, this needs to be strengthened in terms of both human resource, financial support and facilitation. In addition, in order to strengthen human rights monitoring observance, we undertake to appoint and induct visiting justices in accordance with Section 109(1) and (2) of the Prisons Act. In the Financial Year 2022/2023, the Service appointed and inducted 33 visiting justices to undertake supervision of prisons in the Eastern Region in respect of human rights observance and compliance to custodial standards. In Financial Year 2023/2024, the plan is to induct visiting justices to monitor human rights practices and observances in northern, southern, Kooki, mid-central, north-central and mid-western regions. Shs 2 billion is required to appoint, induct and facilitate the visiting justices to monitor human rights observance and practice in all prisons countrywide. Another issue was the distance between prisons and courts of law. The committee’s recommendation was that the location of adjudicating courts of law should be well planned to be in proximity with prison facilities to reduce distances that inmates have to travel. Our response is that there is a misalignment of prisons locations to courts of judicature, which overstretches prisons operations in delivery of prisoners to court in terms of long distances between courts and prisons. The Service has been in constant engagement with other criminal justice agencies as well as the ministry of finance, to have the misalignment of the criminal justice agencies addressed, especially prisons and courts. As a result, the Service established new prisons at Paidha, Nebbi, Amuru, Oyam, Lugore, Koboko, Kapchorwa, Sheema, Kyenjonjo, Nwoya, Mutufu, Kotido, Nyarushanje, Mityana West, Patongo West, Sanga, Nakapiriprit and Amudat. The challenge of misalignment still exists as reflected in the table that follows: i) Rubirizi - Bushenyi - the distance in between is 45 kilometres; ii) Rubindi - Mbarara – 43km;

11282 SUPPLEMENTARY SCHEDULE NO.1 FOR FY 2023/2024 Public Debt Portfolio Analysis The committee observed that the preliminary country’s total nominal public debt stock stood at Shs 86.779 trillion as at the end of June 2023. This is equivalent to 46.9 per cent of GDP compared to 48.4 per cent as at June 2022. Of the total public debt stock as at June 2023, external debt constituted 60.2 per cent, which is US$ 14.24 billion while domestic debt constituted 39.8 per cent, which is US$ 9.4 billion. Preliminary findings from the annual debt statistical bulletin indicated that a total of approximately US$ 3.29 billion external debt was committed and remained undisbursed as at 30 June 2023. This debt would increase Uganda’s stock in the medium-term, even without signing any new loans. With the growing level of public debt due to its significance in meeting the country’s huge financing development needs, there is need to pay close attention to the cost of debt and the economic rate of return of projects financed through debt. The committee recommends as follows; (i) Given the existing global uncertainties (lower global growth, persistent high inflation in advanced economies, tight global financial conditions, slow growth in domestic revenue and climate change disruptions), the Ministry of Finance, Planning and Economic Development should prudently project and manage the funding mix as well as review its priorities to avoid escalation of debt beyond a sustainable level. (ii) The Ministry of Finance, Planning and Economic Development should fast- track implementation of strategies to enhance domestic revenue generation for the country and reducing or rationalising government expenditure. (iii) Acquisition of additional debt should be targeted towards those sectors that trigger export growth and contribute to domestic revenue mobilisation. Criteria for selection of beneficiary districts The committee was informed that the selection of the beneficiary districts was based on the following; climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation. The committee, however, notes that some of the districts which met the criteria were omitted. For example; Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma. The committee, therefore, recommends that the districts of Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma should be absorbed on the climate smart project due to the climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation concerns in these districts. The inclusion of these districts will not alter the value chain in their respective subregions. Conclusion The committee, therefore, recommends that the request by Government to borrow up to US$ 325 million and receive a grant of up to SDR 19.5 million (equivalent to US$ 25 million) from the International Development Association (IDA) of the World Bank Group to finance the Uganda Climate Smart Agricultural Transformation Project be approved subject to these recommendations. I beg to report.

Your role as the National Council of Sports is to induct and make sure that what they do is appropriate to promote talent. Even if we intervene when there is still lack of knowledge - We need that mechanism where they will have the right knowledge, right values and skills imparted in these office bearers, who take up the offices. Indeed, I ask the honourable minister to go down to the primary schools; this is where our poor people live. We want to see many more talents. If you dig up the background of these star performers in Kapchorwa, they live or they lived in grass-thatched houses. However, because of excelling and developing their talent, you can see them driving V8s, which are supposed to be driven by Members of Parliament, ministers and they are even better than what you drive, honourable minister. Many of you who come from Kapchorwa know how Government is establishing a high altitude centre there for all federations of sports to participate. We have been appropriating money for that and you know how much we have spent on it. We processed a very important Bill in this House, the new National Sports Bill. The idea is that the new sports Bill will take care of all these gaps that have now been created, even because of lack of this money. The new National Sports Bill takes interest in all these gaps. For this particular case, we would like to congratulate the She Cranes for the stellar performance they have always accorded to us as a country whenever they have gone to preform, especially in international netball games. People in Bukwo and surrounding Sebei subregion have trouble getting land titles because survey coordinates show their land in neighboring Kenya, Kween, or Bulambuli districts. A member asked the government to clarify borders so residents can properly survey and title their land.

Thank you.

The contractors constructing the roads in Uganda are the same people in Tanzania and Kenya and the Ugandan terrain is sometimes better than that in our neighbouring countries. The issue is corruption and where is the corruption? (Applause) Rt Hon. Prime Minister, it will be difficult for you to deal with corruption because they make projections, which are high and pass them over to the contractors. You now subject them to competition when the contractors know that our projections are already set high. Therefore, when they are set high, these contractors will bid within that high range because they have been told, “Aim at being the second or third, we will fight for you and you will get it.” Hon. However, our main problem is the extension of power from the main grid to other areas. We need transformers and more poles to reach all the subcounties of Sebei. In Sebei, we are blessed with a mini hydro- power station but our people have not accessed that power; it is produced from River Siti which lies between Bukwo and Kween. At first, we thought it was the time for all our people to access electricity. However, the ministry connected it to the main grid. Therefore, we have no power right now in all the three districts. Thank you, Mr Speaker. As we celebrate the 61 st independence of Uganda, we need to understand that the development of Uganda is based on three premises: hard work of Ugandans, security and infrastructure. On the question of hard work, it is well known that the people of Uganda are hard-working and that is why they have been able to develop their country, specifically the Sabinys. The second is on the question of security that we have achieved through our President who has put a lot of resources into securing our country. However, there are areas where security has collapsed, especially in the Soi constituency where we need to combat some elements that are causing insecurity in that particular area. On the question of infrastructure, I would like to appreciate the President for the achievement that we have gotten as the people of Sebei by having a good road from Kapchorwa to Suam. It is one of the best roads in East and Central Africa. We can now connect with our brothers across. 10046 THE VETERINARY PRACTITIONERS’ BILL, 2023 [Mr Ogwang] hours 8 minutes 53 microseconds and is the 5 th youngest Ugandan athlete in world history to win a gold medal after Dorcus Inzikuru. I want us to commend our young athlete, Kiplangat, because he has a bright future. (Applause) I also thank the entire team which participated in the just concluded event. Some of the factors, which I know, because I was there, that affected some of the athletes was the weather. Honourable colleagues, some of these children were running at temperatures of about 42 degrees. Had it been in Africa, that would have been news, but because we were in Europe, I do not think any of you saw that anywhere in the international press. That is why they resorted to making sure that the championship only happened at night, with the exception of the marathon and walking race. Even then, at 7.00 p.m., we were at 35, 36 or even 37 degrees. So, I commend them for their individual performance as Team Uganda in the just concluded championship. In a special way, I thank the coaches. Most times, they are unsung heroes. We only concentrate on the individual winners of the gold, but let me ask the coaches to stand up, if they are there. Where are the coaches? Yes, the coaches are here. (Applause) With these medals we see, the hard work comes from these coaches. They are the ones who do all the donkey work to support our athletes. Now that we have the Sports Act and a provision in the law which talks about reward and recognition of these sports personalities, can I ask this Parliament to help me to begin appropriating money in the budget for purposes of us recognising these outstanding athletes who make our flag fly in the entire world, wherever they go? That has been lacking. Finally, we have the law in place. Secondly, there are some individual requests that I am following up, we need some specific infrastructure for some of them. There is a specific road now under construction, but there is an S road which goes from the plains of Chepsikunya, Ngenge up to the hills of Kween. Thirdly, I know that there are other roads they have submitted to me, which Madam Speaker, I request that during the appropriation, Parliament works with my ministry and the Ministry of Works and Transport to make sure that we fulfil the construction of some of those roads for purposes of helping us develop and win more medals. During that time, I remember participating in the marathon from Kabale Stadium, to Katuna Border, and back to the stadium, a distance of 42.195 kilometres. The best runner was Karokora from Kigezi. But, at that time, we had also spotted Kapchorwa as an area with potential. I remember moving with the athletes from the Forest of Kaptwata in Kapchorwa, up to Kapchorwa Town, when we spotted some of those best athletes. I commend, the President of Uganda Athletics Federation, Mr Domenic Otucet, one of those who succeeded me, for the good work you are doing with the coaches. It is a job well done. I also commend the She Cranes; you need to have watched them playing- the skills, competence, experience and the vibe, it was a good team. In considering these roads, it is not only one road in Kween that needs to be worked on. We also have Sirinda-Ngangata Road; that is the area where most of these athletes of ours train from. 9983 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 29 AUGUST 2023 earners and finalists. As a matter of procedure, last week when we were praising the starring performance of Mr Joshua Cheptegei, the issue of the Teryet National High Altitude Training Centre in Kapchorwa came up and the minister pledged at the directive of the Speaker, to come here with a comprehensive statement refuting the claims about the shoddy works on the construction of that centre. Thank you, Mr Speaker. I rise on an issue of national importance concerning the ambulance in Kapchorwa General Hospital. This year in April, I rose on the issue of Kapchorwa General Hospital, which has not had an ambulance for the past 20 years. I told you that Kapchorwa General Hospital is currently used as a referral hospital because it is serves three districts of Sebei, Amudat and part of Bulambuli. We have a population of about 500,000 people. This is one of the biggest hospitals in the region, and we have no ambulance. Last night at around 10.00 p.m., we had an accident and so far, we have lost four people. However, it took two hours for us to find ways of transporting the victims to Mbale and right now, four of them have died. At the time when I raised this matter, the Government Chief Whip promised to bring an answer to this House on when we shall get the ambulance. This morning, I have seen very nice ambulances on social media that have been brought -

9095 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 24 MAY 2023 3. Wildlife conservation, especially of Mgahinga, Lake Mburo, Semliki, Kibale, Murchison, Kidepo, Katonga, Tooro- Semliki, and Queen Elizabeth; 4. Preventing the conflict between wildlife and human activities; 5. Enhancing digital destination marketing, using modern ICT online technologies; 6. Strengthening enforcement and adherence to tourism standards through a strict licensing regime for service providers in the sector. Achievements Tourism directly employs a total of 1.5 million people in Uganda along the entire tourism value chain and contributes 6.7 per cent of the country’s GDP. In the year 2022, Uganda’s national parks hosted 367,000 visitors, surpassing the pre- COVID-19 levels of 323,000 visitors recorded in the year 2019. Sixty-three per cent of these were domestic tourists. So, Ugandans are getting richer; the middle class are now visiting our national parks. I congratulate you. Mukulike obwavu, atte namwe mweyagaleko. Although the coronavirus stopped people from outside from coming to the country, the figure here shows that arrivals into the national parks went up and the main reason was because of the Ugandans who were going to the national parks. In the year 2022, Uganda’s national parks hosted 367,000 instead of 323,000, and this is in spite of the coronavirus. Why? It is because 63 per cent were the rich Ugandans, who were moving around the country, even during the coronavirus time. The international visitor arrivals increased to 815,000 in 2022 up from 473,000 in the year 2020, during the COVID-19 pandemic. Although there is recovery, the performance is still lower than the 1.5 million tourists recorded in 2019. Full recovery is expected in the year 2025. Leisure and holiday visitors stayed longer (11 nights) in 2022 compared to 7.6 nights in 2019, and spent higher daily at US$ 172 per night compared to US$ 168 per night in 2019. The wildlife populations for most animals have increased. For example, the number of elephants increased from 5,700 in 2011 to 8,000 now, while the buffalos increased from about 36,000 to over 44,000 during the same period. Mountain gorillas in Bwindi-Mgahinga Conservation Area have steadily increased over time from just 200 in the 1990s to about 459 now. Infrastructure Development The total national road network now stands at 21,000 kilometres of roads, of which 6,000, which is 29.6 per cent is tarmac; paved. Although the construction of bituminous roads started more than 60 years ago, more than half of the paved network has been constructed to bitumen standards within the last 15 years. The Government continues to implement 16 projects to upgrade over 892 kilometres of national roads to paved bituminous standards while at the same time rehabilitating 300 kilometres to restore their service life. Construction of the following roads has been completed, adding 351 kilometres to the paved network: i. Critical oil roads through the towns of Buhimba - Nalweyo - Bulamagi - Igayaza - Kakumiro (93 kilometres); ii. Masindi - Biiso, Hohwa – Nyairongo - Kyarusheesha - Butoole and Kabale - Kiziranfumbi roads (78 kilometres); iii. Rukungiri - Kihihi - Ishasha/Kanungu (97 kilometres); iv. Mr Speaker, reading from where I had stopped, the staff of State House provide the necessary logistical and technical support for efficient and effective operations of the Presidency. State House, in turn, provides the necessary facilitation for the staff to carry out their responsibilities effectively. This is the mandate which informs the budgetary allocations across the various items. For instance, to explain what has been in the media as to whether the President, in State House, consumes Shs 500 million, we want to clarify that the expenditure on this electricity consumption is addressed to Entebbe State House, Nakasero State Lodge, the Vice- President’s residence and 23 upcountry state lodges distributed in the various parts of the country including Jinja, Mbale, Soroti, Bardege in Gulu, Arua, Masindi, Luwero, Kyankwanzi, Mubende, Fort Portal, Kisozi, Masaka, Bushenyi, Mbarara, Kabale, Kisoro, Kapchorwa, Ngoma, Kawumu, Mayuge, and Buvuma and five administrative office blocks that support State House and many other forms of infrastructure. In the media, there has also been a discussion as to whether the President spends Shs 350 million per year to buy clothing. Our President is one of the smartest presidents according to us who see him regularly. I just want to clarify that the item that appears under the State House Budget on beddings, clothing and footwear is meant to cover the protective gear for support staff, beddings for the state lodges, which I have read, the curtains, the various linens for furniture and State House functions as well as uniforms for staff as need arises. The categories of staff include drivers, housekeepers, caterers, kitchen staff, cleaners and the regular office staff. The State House also supports skilling programmes where you have seen young people who are skilled in various vocational skills and it usually provides uniforms. Therefore, this is to dispel the misinformation that the budget caters for clothing the President. Rather, it facilitates all these functions that I have explained. I could go on and on but that is the point I wanted to make, Mr Speaker. I hope this information clarifies the issues to do with budgeting for State House and states proper the record on the Hansard of this House. I want to appeal to all of us that we should always desist from raising sensational and unsubstantiated information, which misleads the public. I beg to move, Mr Speaker, and I thank you. Thank you, Mr Speaker. First of all, I would like to thank the committee for the positive recommendations. I also want to inform this House that Karamoja region is endowed with a lot of talent. I want to believe that we have the best footballers in this country, but it is unfortunate that when they talk about Karamoja, they talk about other things - Karimojong are talented in all fields. They are very good footballers. We have had a big challenge, especially with the footballers from our region because we border Sudan and Kenya and so, most of them end up harnessing their talents or training in other countries. If much emphasis is put, especially in those regions that border other countries, we can actually benefit from these talents. If you remember, most of the athletes in Kapchorwa used to go and participate in games in Kenya and Kenya was actually taking the trophies and wins. If we can put emphasis and construct more stadia, especially in our region of Karamoja, you will talk positively about Karamoja. I believe we shall be able to represent this country positively. 7223 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 1 MARCH 2023 Road reconstruction When the road condition deteriorates to a very poor state, exhibiting weak and deteriorated pavement layers with a non-functional drainage system, it requires full replacement. Reconstruction is undertaken to rebuild the road pavement and drainage system. In some instances, improvement of the subgrade strength and geometric realignment may be required – I gave examples of Matugga- Kapeeka Road and Mutukula-Kyotera-Masaka Road. The frequency of intervention depends on the state of road deterioration, which often triggers outcry from the road users for intervention. Road upgrading Road upgrading includes works that improve the level of service of the road to beyond that of its original standard. Activities like road widening, lane addition, geometric improvement, pavement works and related auxiliary works are executed – I gave the example of Rwenkunye-Apac Road. On-going national roads projects Periodic maintenance UNRA is currently carrying out periodic maintenance on two paved national roads covering a total of 93 kilometres with a funding commitment of about Shs 13 billion over the next two years. There are a number of tables there and in Table 1, you will find those roads. I request honourable Members to look at those tables as we refer to them. Rehabilitation projects There is ongoing rehabilitation of six paved national roads covering a total distance of 531 kilometres with a funding commitment of about Shs 682 billion over a period of the next three years. The roads are at different levels of implementation, as shown in table two. Further, a total of seven road rehabilitation projects covering a total distance of 324 kilometres were substantially completed in the Financial Year 2021/2022. These projects have outstanding payments such as retention funds in accordance with the contractual terms amounting to approximately Shs 55 billion. The projects which are done include: - Namunsi-Sironko-Muyembe-Kapchorwa road (65KMs), phase one and two; - Masaka Town roads (7.3 KMs); - Nakalama-Tirinyi-Mbale (93KMs) including Iganga, Busembatia and Namutumba Town roads; - Fort Portal-Hima (55KMs); - Kyenjojo-Fort Portal; and - Hima-Katunguru and Kasese Town roads and Hima service roads. Upgrading projects Currently, there are 20 ongoing road upgrading projects. These roads are being moved from gravel to tarmac. They are being upgraded to paved standards across the country covering a total of 1,083Kms with committed funding requirements of approximately Shs 1.8 trillion. The upgrading road projects are at the different levels of implementation and are indicated in table three. Further, a sum of approximately Shs 243 billion shall be required to close projects that were substantially handed over in the Financial Year 2021/2022. Bridge development projects Construction of bridges has continued across the National Road Network and progress is at different levels. The bridges are many and they are in table four. Currently, 14 bridges with a funding requirement of Shs 356 billion are under construction across the country.

They do not consider them anymore. People who stamp on the recommendations wait for the applicants at the entry point to the recruitment centres. And they are guided by the security officers on what to do. They do not even look at these national IDs because they come afterwards. Actually, they get them along the way at different centres, but at the recruitment centres, there are certain criteria they use that we do not know. Personally, I was a victim. I recommended three people who are medical doctors, but none of them was considered and yet they are professional doctors. One was working in Kapchorwa, but she was not considered and I got – (Interruption)

Thank you, Madam Speaker. I rise on an issue of national importance. On 29 December 2022, I managed to be with all the health workers of Kapchorwa Hospital. I got shocked that the entire hospital, which is currently acting as our regional referral hospital and serving over 500,000 people in the entire Sebei region, has no ambulance. I looked at the correspondences that the doctors and District Health Officer have been writing to the Ministry of Health. It is almost a whole file but for the last five years, they have never received the ambulance, even when they have kept on following up with the ministry. After doing my research, I found out that the Government has been buying ambulances nearly every six months. However, for Kapchorwa Hospital, people are confused. This is what the health workers told me: they appreciate the salaries, which have been increased and they are willing and very ready to work. However, they cannot receive patients, especially from the villages. Within three to four months, we have lost five mothers in labour because of lack of an ambulance in that district. (Hon. Macho rose_)-

6127 THE E L E V E N TH PARLIAMENT OF UGANDA TUESDAY, 8 N OVEMBER 2022 THE MINISTER OF STATE FOR AGRICULTURE, ANIMAL INDUSTRY AND FISHERIES (ANIMAL INDUSTRY) (Lt Col (Rtd) Bright Rwamirama): Madam Speaker, on behalf of Minister of Agriculture, Animal Industry and Fisheries, I wish to respond to the questions raised about the status and the actions of Government in controlling animal disease, specifically the Foot and Mouth Disease (FMD). We have uploaded this report on the intranet. We have an introduction where we are talking about how FMD affects animals and its economic consequences, and how it is spread. I wish to state the status. From January to October 2022, 22 districts reported FMD outbreaks. These include Adjumani, Amuru, Bukedea, Ibanda, Jinja, Kalungu, Kapchorwa, Kayunga, Kiruhura, Kween, Kyotera, Lyantonde, Masindi, Mpigi, Nakapiripirit, Nakasongola, Napak, Ntungamo, Sembabule and Tororo. It is also important to note that quarantine restrictions were lifted in 11 districts, which is 50 per cent of the affected districts since then. Action taken by the Government In Uganda, FMD prevention and control is achieved through animal movement control (quarantine restrictions) strategic/ring vaccination and awareness creation campaigns. With regard to vaccination, given its cost implication, the strategy adopted by the ministry is to conduct strategic/ring vaccination where an outbreak is reported. Ring vaccination entails vaccinating all the immediate herds surrounding the affected herd so that the disease can be contained and eventually, controlled without causing serious socio-economic consequences. Colleagues, the success of ring vaccination hinges on the timely reporting of the diseases. It is, therefore, important that disease outbreaks are reported as early as possible so that measures of prevention can be instituted in a timely manner and cost effectively since only surrounding herds will be vaccinated to prevent the spread of disease to other areas. We have insisted on this strategy because we do not get enough doses to vaccinate the national herd. You must be aware that Uganda has almost 17 million herds of cattle, 17.4 million herds of goats, five million sheep, 4.5 million pigs and all these are susceptible animals to FMD. Due to limited resources, we came up with this strategy. When it is reported early, this strategy works but we are looking forward to when we have enough resources to make sure that we do it and cover the entire national herd. Currently, a combination of animal movement regulations through quarantine restriction and ring vaccination remains the most appropriate approach for FMD control in Uganda. Colleagues, the following actions have been undertaken to contain the current FMD outbreak in these affected areas. These include: i) Institution of quarantine restriction at the subcounty level and areas within the 20-kilometre radius to prevent the spread of disease. This involves the prohibition of the movement of cattle, goats, sheep, pigs, their products and by-products from, to, through and within affected areas. Livestock markets, slaughter places including butcheries and animal shows within the affected subcounties were also closed. This is premised on the “prevention is better than cure” adage; ii) The ministry plans to vaccinate the susceptible livestock in the affected 22 districts listed above with 930,200 doses of FMD vaccine expected in the country this week on 10 November 2022. The next consignment, which is 1.6 million doses is expected in the country in two months’ time. You must observe that this is not adequate but once deployed effectively, it does prevent FMD to some extent;

Secondly, about the Kapchorwa training track and field – how far has it gone? When you look at the people bringing us glory these days, you realise they are mainly track and field. 4351 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 7 JULY 2022 during the COVID-19 lockdown. All studies were done. All submissions were made and we are waiting availability of funds from the Ministry of Finance Planning and Economic Development, because that is the only process. I believe this Parliament should be able to extend this question to the Ministry of Finance because as Education, we are done. This Parliament was told that the ministry was going to attend the (FOCAG) meeting in Senegal and they would give us the response. Uganda has talents. As I speak, in 2022 alone, from the months of January to July, seven Ugandan national teams of sports have qualified for the World Cup in different categories; we are there. This used to be a dream. (Applause) It is not me alone; that is the grace of God and all of us. On Kapchorwa training - this is called Teryet High Altitude Training Facility, which is 2,555 metres above sea level – we are in the final stages of phase one; installation of imported synthetic materials on the surface. Some materials are still coming because we are working on these final touches with materials that are imported from about three countries. We hope that phase one will be able to be concluded. I think the biggest challenge with this facility was the design. Our engineers who designed it did not take note of the 11-kilometre stretch from Kapchorwa Town to the training facility. We had to go back because the road was so bad to the extent that at one point, the contractor opted to use camels to carry materials to the site; 2,500 metres above sea level. However, I want to salute UNRA because on the intervention of the senior minister and the First Lady of Uganda, that road was annexed to Kapchorwa-Suam Road. It is now in a motorable condition and that facilitated works at the site. Soon, we believe we shall be there to conclude and commission phase one and make it operationalised. If more resources are provided, we will proceed to phase two and phase three because this is a three-phased project. On the issue of e-registration and the appeal, Nakivubo is under a Public-Private Partnership. I joined the ministry as Minister of State for Education and Sports in charge of sports and I found a Memorandum of Understanding, which is a PPP that is still in force. The first one was signed; there was the first and second addendum. Therefore, however much we push, the contractor will still tell you, “according to my contractual obligation, my time has not yet expired”. That is what I found already duly signed and it is binding to all of us.
