Coverage. 290 Hansard sitting files, 2021-09-21 to 2026-07-21. Committee reports and executive documents are not yet included, so a quiet page means "not in these sittings", not "nothing happened".
About the names. Places are found using the official names of districts, cities and constituencies in Parliament's list of members (as at 12 AUGUST 2026). Sub-counties, parishes and villages are not included yet, so some mentions of places inside an area may be missing. A place named only as a member's seat is not counted.

A member thanked the President for his State‑of‑the‑Nation Address and shared his family’s journey from Kazo District to Buwekula in Mubende District and then to Gomba District, noting how cattle‑keepers struggled to manage water and move with the rains.

Thank you very much, Mr Speaker, for giving me this opportunity to join my colleagues in appreciating the President’s State-of-the-Nation Address. I want to, of course, try to utilise my three minutes, Mr Speaker. What interested me in the State-of-the-Nation Address by the President was the way he packaged it. He did break his address into three phases. Phase number one: he talked about his work as a young man, not in Government but as a student in 1968, when he used his pragmatic leadership skills without resources to try to help the communities he came from. He gave us, those of you who attended, you remember my family was given as an example. Therefore, I stand here as a beneficiary of that phase because our people were cattle-keepers, but they did not have the skills to tame nature to benefit them. Instead, they followed nature. They were cattle-keepers. When it rains in a place, they settled to water their cows. When the water dried up, they did not know how to tap the water and harvest it, hence making them move from one place to another looking for water. My background: my parents moved from Kazo District, now to Buwekula in Mubende District, to Buremezi in Ngoma. That was where I was born 64 years ago, in Gomba District, Sembabule District, back to Ankole Region. That was where he met them in 1968. The second phase of his speech or address was his work after 1986, where he took over a Government that had actually collapsed. Uganda was a failed state where - the other day I was in Somalia; I bring greetings from Somalia. I do not live here; I work in Somalia, but while I was in Somalia, you passed a budget in this House of about Shs 84 trillion, if I can remember well, out of which -

Read the full speech, word for word
Thank you, Mr Speaker. My issue is that Kazo District was among the few districts that were considered to be given technical institutes. Indeed, they started construction in 2014 but there were delays. The institute took seven years to be completed. After it was completed, it was coded in 2023 but up to now, there is no wage. The principal that was sent there worked for one and a half years without any pay. That one left and they sent another one. He has worked for five months without any pay. There have been several correspondences between the district and ministries for education and public service. The education ministry sent them to the public service ministry, and the public service ministry told them that if they did not have the wage, they should send back the principal. There is already enrolment at the institute. Mr Speaker, I request that the Ministry of Public Service comes out clearly. They can come and close it, it is okay if they wish so, and tell the people of Kazo that they do not matter. We can start keeping goats and cows there, if they do not mind. Thank you very much.

Honourable minister, sorry. Hon. Ochai Maximus is a potential minister - (Laughter) - he is one of the budgeting experts we have in this country. Therefore, I am not mistaken. Honourable colleague, a point of procedure is to do with how the House is proceeding. Rule 42 is about questions to the minister. If you start bringing questions to the minister at any time under procedure, we would not be proceeding very well. Let us go to matters of national importance starting with Hon. Sarah Opendi but as she comes, in the public gallery this afternoon we have students and teachers of Kazo Junior School, Kazo District. They are represented in Parliament by Hon. Jenifer Muheesi and Hon. Dan Kimosho. We also have students and teachers of Hope Boarding Senior Secondary School, Lutembe, Wakiso District. They are represented in Parliament by Hon. Betty Naluyima and Hon. Charles Matovu. They have come to observe proceedings of this House. Please join me in welcoming them. (Applause) Kindly stand up for recognition. Thank you for coming. These old people cannot move - like the one you mentioned who is 134 years old - from their homes to the nearest health centres. On the issue of Parish Development Model (PDM), in Kazo District, the old people have been denied PDM and Emyooga funds. The other issue is the lack of medication for the elderly at the health centres. Thank you, Mr Speaker, for the opportunity. Mine goes to the Minister of Education and Sports. In Kazo District, we have so many dilapidated Government schools. The UPE programme has failed because of the lack of enough teachers in the schools. We have so many private teachers who need to be paid by the parents and once the parents fail to pay then the teachers will not teach. Then those parents who cannot afford to pay, their children get out of school. That is why you find in Kazo, I do not know elsewhere, we have so many dropouts. What plans do you have for such schools? Thank you.

First of all, honourable colleague, you are aware that we have compulsory free education for both primary and secondary, and of course, you also know that at the tertiary level, we have technical and university. I have personally been to Kazo and I would like to confirm that the state of the infrastructure of some of the schools in Kazo is really appealing. I personally discussed this with the Hon. Dan Kimosho. I also want to confirm, that the honourable Member of Parliament for that constituency has actually written, and I would like to confirm that we will follow up with some of the specific schools he has identified for funding going forward this financial year, for the purpose of supporting the infrastructure development of schools in the Kazo District.

Thank you, Madam Speaker. First of all, I would like to begin by condemning the act of our women and men in uniform for what they did. I would like to apologise, on behalf of NRM, to those who think that they were mistreated because they are in the opposition. That is not the case. I want to confirm this - I represent the people of Kazo District which was curved out of Kiruhura, and Kiruhura is the first district. One time I was in a meeting, and I had not notified the RDC and his team, the DPC and the rest. I had the women in the meetings, and they came for me; they did not know I was in that meeting. But when they were told that I was in that meeting, they called me out and I explained about the meeting. It was an executive SACCO meeting. Therefore, that - with only the opposition. However, I would like to request the women in this House to always behave as women; let us not fight with men at any level. Not only those with guns; we are mothers, wives and parents. When something like that happens, I request that we behave as women because in so doing, we are there to be respected. Let us make relationships with those that we work with, especially those at the districts. I am not talking about the other relationships one would think about, but working closely with the RDC, CAO or the LCV Chairpersons is very important. Thank you, Madam Speaker, for giving me this opportunity.

With the able leadership of President Museveni and aware that the final assault was done in Garamba by Gen. Muhoozi Kainerugaba, that should also be rightly captured in the motion. Thank you.

6887 THE ELEVENTH PARLIAMENT OF UGANDA MONDAY, 23 JANUARY 2023 Hon. Okot, showed the committee the video recordings and highlighted some of the statements alleged by Hon. Namuganza, which he claimed constituted misconduct and misbehaviour within the meaning of Article 118 of the Constitution. He stated that in an interview Hon. Namuganza held with NTV Uganda , which aired on NTV “Ku Ssawa Emu” and NTV Weekend Edition bulletins, respectively, Friday, 21 May 2022, which was examined in the report of the Committee on Rules, Privileges and Discipline, Hon. Namuganza referred to the report of the Ad hoc Committee on the Nakawa-Naguru Land Allocations as “a fake and biased” report. That in an interview with NBS television on 9 December 2022, following consideration of the report of the Committee on Rules, Privileges and Discipline on the inquiry into the allegations of misconduct and misbehaviour against her on 7 December 2022, Hon. Namuganza accused the presiding officers, the Deputy Speaker of defiling the Constitution and referred to the consideration of the report of the committee as “unconstitutional”. That in the same NBS interview, Hon. Namuganza alleged that the presiding officers of Parliament had created an environment of fear and intimidation aimed at restraining Members from exercising their constitutional mandate, allegations which were not true. Hon. Okot further took the committee through videos of the past conduct of Hon. Namuganza, from the various media houses, including a video where she allegedly disrespected the commission of inquiry for land matters and incited the public to attack the former Speaker of Parliament, the Rt Hon. Rebecca Kadaga and the Kyabazinga of Busoga. When asked by the committee on the relevance of the evidence of the past conduct of Hon. Namuganza and why he thought that the censure was the most befitting punishment, Hon. Okot stated that the evidence of the past conduct was relevant for the purpose of demonstrating that Hon. Namuganza was not a first-time offender and, therefore, deserved to be severely punished by way of censure to send a strong message that similar conduct in the future would not be condoned. Submission by Hon. Atwijukire Dan, MP Kazo County, and seconder of the motion Hon. Atwijukire Dan made written presentations above as follows: That Hon. Namuganza made utterances against the institution of Parliament and its leadership at various fora and had consistently put the Parliament of Uganda into disrepute, from the 10 th to the 11 th Parliaments. He adduced the following evidence; an online newspaper article, “Parliament has no power to suspend me – Namuganza”, published in the Daily Monitor of Sunday, May 22 2022, where Hon. Namuganza allegedly made the following statements: “Members of Parliament debating things which they do not know about and finally passing resolutions they actually do not know. On this basis, first of all, I belong to the Executive and I know they will pass the resolution to the Executive for confirmation. And I am sure that the Executive is sober and will not act the way they acted.” A photocopy of the Daily Monitor newspaper of Monday, 23 May 2022 with an article: “Parliament committees are like torture chambers, says Namuganza” in which Hon. Namuganza is quoted to have referred to committees of Parliament as torture chambers, and to have castigated some committees for subjecting investors, witnesses and VIPs to embarrassment and torture whenever they appeared for discussions and hearings. A flash disk containing various video recordings (Appendix 27), “Fake Report”, where she allegedly referred to the report of the Ad Hoc Committee on the Nakawa-Naguru Land Allocations as a fake report full of bias. “Ignorant Parliament” , we are going to play these videos where she allegedly referred to Parliament as ignorant, by making statements that this report was misleading Members of Parliament debating things which they do not know about.

88 ADDRESS ON THE STATE OF THE NATION, 2026 the peasants, called Kyankuru. Millet is very comfortable when it is not threshed – when it is in the sheaves. After addressing a public meeting at Naama, the group gave us bicycle rides to Mzee Bitasaine’s place near Rwamasha Dam. Moving on foot, we addressed meetings, including a mega one where there is Karo Secondary School now. You should have seen the grandfathers and other adults listening to these young people. I was just 22 years old at that time, and Mwesigwa was slightly older than me. Thereafter, we moved on foot out of Mzee Bitanyoka’s home, where we had made our camp, and spent the night at Rushere with Mzee Mihinga. Thereafter, our remaining Shs 2.40 could only take us up to Bunyakasharara. From there, we walked on foot all the way to Mbarara, spending a night at my kraal in Akairungu near Biharwe, Mbarara area. It was now January 1967, and it was time to take up our temporary teaching jobs and get our own money to easily support our voluntary struggle for our people. Therefore, when I hear leaders talking of allowances to reach their people and get them out of poverty, I almost get nausea – I feel like vomiting, if you do not know. When I look at you, the way you do things, I really feel very – not pleased, but out of politeness, I have been keeping quiet: Now I am telling you. Even those who get government allowances do not go to the field. I hear that many just stay in Kampala. Another mistake is for leaders to give personal money to constituents. As you can see here, we had no money to give to anybody. The only money we had, even when we started getting our own salaries, was for bus transport. Most of the time, I would ride a bicycle from Kazo to Burunga, from Burunga to Rwakitura, and back. The only fuel I needed was no fat on my body. Now you hear a problem; a Muluka chief needs a motorcycle. A motorcycle for what? Let the Muluka chief ride a bicycle. I am really sick and tired of that parasitism. That is why I told you that this is “ Kisanja No More Sleep”, because I have been polite, talking, thinking that people will learn by example. No. This is the time to talk straight to everybody. Why should the Muluka chief have a motorcycle, fuel, and money? Let him use a bicycle. It is better for him. He will live longer if he rides a bicycle. Even a Gombolola chief, the Gombolola is not so big. Why should we have fuel and all of that? Work cannot be done because there is no money for fuel. The only fuel I needed was no fat on my body. We would share food and accommodation with our hosts, the population. God has kept me here, and I am now 82 years old – almost, not exactly, but almost. In spite of the efforts we expended in the resistance, the most important contribution to the people of the cattle corridor was the diagnosis of their problems and the prescription we offered, because we had no money to give these people. The only things we gave them were a correct analysis, a diagnosis, and a prescription. They were enough to arouse their enthusiasm and expectations. That was why they joined the young political party we formed in 1980, known as the Uganda Patriotic Movement (UPM), after political parties were again allowed to exist. No money was given to them, but accurate analysis and prescriptions that were projected solutions, and also reaching out to them. You can imagine a 22-year-old child calling adults and grandfathers, and they came to those meetings. By 1986, the production of milk in Uganda was 200 million litres per annum. It is now 5.4 billion litres saving Uganda $1.56 billion of imports and earning $285 million in exports. Therefore, the work we did not only help cattle raising families but also saved Uganda the import bill of $1.56 billion if we were importing all this milk. Uganda would be spending $1.56 billion.

89 THE TWELFTH PARLIAMENT OF UGANDA THURSDAY, 4 JUNE 2026 Additionally, Uganda is now earning $285 million in export earnings. Uganda used to import canned condensed milk from as far away as New Zealand, packed paper milk from Kenya, butter, cheese, yoghurt, powdered milk from Denmark, etc. Uganda is now a big exporter of all those products. That is our work. The people in the cattle corridor need to deepen their work by moving away from okusetura and free-range grazing toward growing pastures and indoor feeding of cattle, goats, and sheep. The only people who indirectly helped us in this were the late King Gasyonga and some community leaders like Eriazari Biteembe, who had mobilised the Banyankore to come back from where they had been dispersed by the spread of the tsetse flies following the invasion of tsetse flies from Karagwe (Tanzania) in 1918 and after. To be saluted in particular is President Dwight Eisenhower of the United States, who deployed USAID to spray against the tsetse flies in 1958 using a chemical known as dieldrin. When President Clinton visited us in March 1998, I wanted him to visit the cattle corridor and see the outcome of the good the USAID had done. However, his people preferred to take him to Mukono to see pancakes. I wanted him to go and see this work, but his people said, “No, you go to Mukono and see pancakes”. I also went with them. Ever since the coming into power of the National Resistance Movement, we have eradicated the tsetse flies in Kiboga, Ngoma, Busoga, and Lango. With the shift from the kusetura (free-range) system to indoor feeding of the dairy and beef cattle, and stopping the primitive practice of property fragmentation after the death of the head of the family, Uganda will overtake countries like the Netherlands, Australia, and Argentina in production levels of dairy products, beef, leather, etc. After this success, I started inviting delegations of leaders from other parts of Uganda to visit and learn. This is where the question of no more sleep, no more kukongola, no more kugumaaza, no more kuhenda , no more politeness to non-performers comes in. This is because I would invite leaders to come and see. This area was like this, and it is now moving like this, and they would visit. I expected that they would go and try to do the same in all our areas in Uganda. The County of Nyabushozi, each day, delivers to the factories and milk coolers 1.15 million litres per day; that is the county alone. There are 115 milk coolers in Nyabushozi alone, which are mainly private, and there are now 160 milk and milk products factories in the whole of Uganda. Having succeeded in the Nyabushozi Kazo area, I have been inviting delegations after delegations. In 1995, I made a country-wide tour on exactly this point. I studied the whole country, and I recommended the two modes of agriculture: Intensive agriculture for people with small pieces of land and extensive agriculture for people with big pieces of land. In the 1996 manifesto, we reduced it into the Four Acre Module with seven activities for intensive farming, and for other products for the plantation big farmers with bigger pieces of land. With four acres or less, you could engage in zero grazing for one acre of pasture with eight Friesian cattle, one acre of coffee, one acre of fruits, one acre of food for the family, poultry for eggs, and piggery in the backyard and fish farming near the wetlands. With large farming, there was more flexibility. You could undertake any or all of these seven that were high-income earners, even when you do them on a small scale, and you could also take on the low-return activities, but on a large scale because the country also needs

18647 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 16 APRIL 2026 Luwero, Nakasongola as well as water supply schemes in districts such as Terego, Moyo, Lamwo, Zombo, Agago, Pader, Namutumba, Mayuge, Ssembabule, Mityana, Isingiro, Kazo, Kyenjojo, Bukedea, Kanungu, Moroto, Kakumiro and Abim, among others. Colleagues, I can see that some of you are trying to keep pace. I jumped into the executive summary, which is on page, Page 3. However, the committee also notes material implementation constraints, particularly funding gaps, delayed counterpart funding, stalled contractor obligations, weak operation and maintenance financing, land acquisition delays, environmental compliance burdens, and institutional capacity limitations, which, if not addressed, will undermine the political credibility of the budget. Madam Speaker, the context of this report is that sectors and Votes under the committee’s purview are central to the Government’s broader economic growth for various reasons. First, energy powers production and industry, while the extractives are expected to create fiscal space and employment. On the other hand, water supports life and production, while environmental management protects the natural resource base on which the growth ultimately depends. The committee notes that the significance of these Votes is not abstract. In many constituencies, the Government is judged by whether power reaches the households, trading centres and industrial parks; whether piped water reaches institutions, towns and villages; whether boreholes and small schemes remain functional; whether the first oil is obtained and is properly regulated; and whether wetlands, forests and the fragile landscapes are actually protected for the benefit of all. This means that the budget scrutiny in these sectors must go beyond the aggregate figures and focus squarely on whether planned projects are financed, implemented, and sustained in actual locations where Ugandans live and work. Madam Speaker, I will go straight to Item 7.0: Programme budget allocations for Financial Year 2026/2027. Analysis of Vote 017 Vote 017: Ministry of Energy and Mineral Development contributes to the sustainable energy development programme and a sustainable extractives industry development programme of the National Development Plan IV (NDPIV), with policy priorities covering electricity generation, transmission, distribution, clean cooking, petroleum infrastructure, minerals development, geothermal development, and strategic industrial energy investments. Madam Speaker, the committee notes, from the updated submissions of the budget estimates, that the total budget allocation for vote 017 rises from Shs 1.844 billion, in the Financial Year 2025/2026, to Shs 2.282 billion, in Financial Year 2026/2027, representing an increase of Shs 438.11 billion. Table two thereby gives you, colleagues , an overview of how these resources have been allocated. The committee further notes that the ministry’s functional allocation reflects a major emphasis on transmission, distribution, petroleum, and administration-related land acquisition and institutional costs, alongside continued support to generation, minerals, and clean cooking. Colleagues, table 4 gives us an allocation of resources by major functional areas. Madam Speaker, the committee notes that the ministry has identified substantial project outlay for Financial Year 2026/2027, and the medium term, and many of these projects are location-specific and visible. Colleagues, the major planned projects under Vote 017 represent the following, which I believe is a point of critical concern to most of us here. There is a project of Mutundwe-Buloba- Kabulasoke-Masaka and Kabulasoke-Nkonge-

Thank you, my former chairperson. Madam Speaker, I want to inform my former chairperson and the Leader of the Opposition to take heart. In Kazo, I hosted the President recently and I had organised a huge procession. It was supposed to be about four kilometres and the police stopped me, even when I am NRM. So, take heart. Some of these things are not targeting NUP. As you guide, Madam Speaker, maybe let us look into this matter holistically, but I do not think it is targeting NUP.

17708 MINISTERIAL STATEMENT that the roads we are doing are resilient to the environmental changes. Of course, it is a big challenge because, as you can see, it is unpredictable. I think you saw what happened in Texas recently. Within 45 minutes, things had changed. However, we have ESIA in all the projects which we do. Hon. Ssewungu, your road. I can bet with you that we can go and see the progress of the bridge on Upper Katonga. It is being done by a company called Rodo. Even as I leave here, I can give you their contact and you can check with them. They have done some work. They have now put up the pillars and are now doing the box culverts for relief. So, the two bridges are being done concurrently; the bridge downstream and the bridge upstream. (Interjections) The tarmacking may come later. (Laughter) Bobi-Iceme-Corner Aboke-Corner Ayer That road is under the AFCON project. Yes, it is under the AFCON project and we hope to do it together with Gulu Airport, which is going to be expanded. AFCON is planning to use Akii Bua Stadium, which is being done. We think that if they land in Gulu, they can drive shortly through Bobi-Iceme-Corner Aboke to Lira. It will be a faster movement. Training of operators and maintenance team Madam Speaker, we have established a training centre, again, with the assistance of JICA and the Japanese Government at Luweero and the centre is called the Mechanical Engineering Training and Advisory Centre (METRAC). This is where we are going to train operators and maintenance teams for our machines. It will be useless for us to keep buying machines if we cannot maintain them properly. They will not last. Therefore, we have that being done. We are also working with the National Council for Higher Education so that the people trained there can have certified certificates and they can be able to work anywhere within East Africa. Kitgum-Palabek-Lagoro, I talked about that. Iganga-Bulopa-Luuka The contractor who has now been identified for that role is Arab Contractors, the one who did Tirinyi-Pallisa-Kumi-Kamonkoli Road. He is going to be on site by the end of September to start setting. This time, the equipment will not walk away (Laughter) -(Interjections) – the railway to Masaka - good thought. I think we will think about it. There are a number of things we have been thinking about; how to link Masaka, including developing ports like Bukakata Port and Lambu Port and the bridge to Kalangala. (Interjections) - Yes, I have not yet promised that, but it is something we are investigating. Yes. (Laughter) Kyegegwa-Hapuyo-Kakumiro This is the road which is commonly known as the Liberation Road. It starts all the way from Kazo to Kabogole, Kyegegwa through Hapuyo to Kakumiro up to Kisiita - (Interjections) - Yes, it has been earmarked for tarmacking, but I am not sure whether we shall be able to do it in National Development Plan (NDP) IV. However, we are going to maintain it as good murram. Rescue Centres Yes, we have established the rescue centres. In Misonzi, we had a challenge because there was over-flooding and we could not put the - and when we got the contractor, he did not measure up and so we stopped him. We are re-engaging a new contractor. We had another site at Mwena, but we could not also work at Mwena because of the rising of the lake. However, the rescue centres are now functional. I agree with you that we need to mark the lake, but we are having a project under East Africa because, as you appreciate, Lake Victoria is an East African facility. Madam Speaker, what kind of ministry is this where papers disappear for two months and a call-off cannot be released? People are speculating that it is Parliament that is sharing money for roads. We have been making rounds in these constituencies and theories have developed. Madam Speaker, there are roads that are supposed to be under routine maintenance at least once or twice a year but no one has maintained them. The rumourmongering – and nature does not allow vacuum because no one explains this problem. People are saying that Parliament is sharing money for roads. Madam Speaker, someone must come out otherwise when someone in my village in Kazo does not see a road, they look at a Member of Parliament. You do not explain anything - When they come here, they start speaking in tongues with no solutions, no way forward, no timelines; nothing absolutely. Madam Speaker, you invited the minister to give a report. However, I request that the report classify the highway roads. In fact, for roads that have loans, the report should classify their performance, the routine maintenance, how many have contracts, how many have call-offs, how many have nothing, so that people know that there is absolutely nothing so they stop counting this mess on Members of Parliament. Thank you very much.

11581 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 Introduction Mr Speaker, FMD is a highly contagious viral disease that affects all cloven-hoofed (two hoofed) animals. These include cattle, goats, sheep, pigs and wild animals such as buffaloes, deers and antelopes. The disease spreads very fast, through close contact between infected and non-infected animals. The disease is transmitted through aerosols (fluid droplets) breathed out by infected animals and contact with affected surfaces. The aerosols can be transported by wind to far areas. The affected animals get wounds in the mouth, feet and teats in female animals. FMD is the most dreaded disease in international trade of animals and animal products. Countries that have eradicated the disease do not allow trade with affected countries, or those that control the disease by vaccination. The disease causes significant economic losses to the farmers and to the country due to disruption in animal production, productivity and in trade of animal and animal products. Scientists and economists have estimated the economic cost of FMD to a farmer per unit livestock to be $20 per infection. The cost can be higher with repeated infections. Our target, therefore, as Government, is to not only control the disease but eradicate it. Mr Speaker, the ideal situation that enables any livestock producing country to fully control and eradicate FMD requires the following interventions: i) Undertaking a bi-annual compulsory vaccination exercise of the entire susceptible animal herd in the country (all two hoofed animals; cattle, sheep, goats and pigs). For purposes of universal coverage, compliance and bio-security considerations (since vaccines are live organisms), governments normally offer the vaccines as a public good. This, however, varies from country to country, depending on the number of animals and the budget implications for buying the vaccines recurrently. ii) Another control and eradication approach is the “test and slaughter” followed by safe disposal of the carcasses (burning and/or burying). When the veterinary authorities confirm the outbreak, they determine the affected animals and those at risk for destruction. This, however, is followed with compensation by the government, which is a very expensive practice. This is the practice in developed livestock-producing countries like the United Kingdom, among others. You kill or destroy, but compensate the farmer. iii) In addition to the above, movement control restrictions (quarantine) are always imposed either in part or as a whole in the affected geographical location depending on the epidemiological assessment by the competent authorities. The competent authorities, Mr Speaker, are veterinary authorities. These animal movement restrictions, however, are temporary measures to disrupt transmission but their duration depends on the discipline and compliance of the different stakeholders (farmers, traders, processors and enforcement agencies) and also on the country’s ability to implement interventions (i) and (ii) above. Current situation in the country Mr Speaker, there are 36 districts currently affected and under quarantine. These are; Budaka, Bukedea, Bukomansimbi, Bunyangabu, Butaleja, Fort Portal City, Gomba, Ibanda, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiboga, Kibuku, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mbarara City, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Namisindwa, Ngora, Ntungamo, Rakai, Rwampara and Ssembabule. Thank you very much, Mr Speaker. I am rising on a matter of national importance - and you had guided on this matter –I am requesting that when I highlight it, I will give the reason I am bringing it back. Mr Speaker, there is Foot and Mouth Disease outbreak in the cattle corridors. It is not only in Western Uganda, but I have also heard that it is even in Bukedea. And this has been happening every time, now and again. The Ministry of Agriculture, Animal Industry and Fisheries has been on record that they cannot afford to vaccinate animals as it is required from the government coffers. Now, they have issued a circular for total quarantine on animals and animal products. Mr Speaker, we are talking about children going back to school, people with bank loans that they need to clear. We are talking about people going to hospitals for treatment yet you are telling them, you are issuing total quarantine on animals and animal products! My constituency of Kazo and Kiruhura entirely depend on animals for survival. Mr Speaker, what hurts me most is that the commissioner issuing this quarantine is seated in Entebbe. From the time of the outbreak, she has not stepped there and none of her technical team has come to assess, behaving as if we are still in the protectorate, getting directives from the United Kingdom to Uganda on what should happen without even any assessment on the ground. Mr Speaker, when you talk about total quarantine, you are talking about people losing money. It is the responsibility of the Government to vaccinate these animals. If it fails, one of my prayers is that they should consider compensating people for the lost business because it is the responsibility of the Government. (Interjections)

As Parliament, you do not want to have a situation whereby one day, you will be accused of fighting Foot and Mouth Disease (FMD). We put a quarantine, Parliament came and stopped it and therefore, we allowed it and it went on. This is why I felt that it would be imperative for the minister to bring a statement here and then we debate it and put him on the spot-on issues of the law and what he would have told us here. But then again the urgency of it - I know some of these districts depend on cows and their children are going back to school. What are we going to do about it? Thank you. Honourable members, as we go for Christmas, to those of us who are cattle keepers, there is going to be a lot of theft. Then, we have also heard about the Anthrax outbreak in the districts of Kazo, Ssembabule and Kyotera; so, we should be able to protect our cows from being infected. This is also due to the weather because it is a rainy season – so, there is a lot of malaria. We should take note. Honourable members, I now put the question that the motion for a Resolution of Parliament to authorise – by the way, I do not need a motion because the debate has been done. Honourable members, I now put the question that the motion for a Resolution of Parliament to authorise Government to pre-finance reconstruction of the Masaka-Mutukula Road (89.5 kilometres) and rehabilitation of the Nyendo-Villa Maria Road (11 kilometres); upgrading of 3.5 kilometres access road to the Uganda People’s Defence Force barracks in Masaka; 3.5 kilometres access road to Masaka Industrial Park; and an additional scope of 28.5 kilometres for Kikagati-Kafunzo Road at a total cost of Shs 691,680,000,000; be approved by this House. (Question put and agreed to.) Motion adopted.

Honourable colleagues, we also have members of the Girl Child Education and Orphanage Development Organisation, Budadiri Town Council, Sironko District. They are represented in Parliament by Hon. Florence Nambozo and Hon. Isaias Ssasaga. They have come to observe the proceedings of this House. Please join me in welcoming them. They brought me malewa and a bunch of matooke . Thank you. 10772 STATEMENTS BY MINISTERS statement from the Minister of Agriculture, Animal Industry and Fisheries appropriately themed, “Water is life. Water is food. Leave no one behind”. My worry, Mr Speaker, is that my constituency of Nyabushozi County, which has persistently been water strained, is going to be left behind. Three generations ago, about 20 communal dams were constructed in Nyabushozi and these are Rwabigyemano, Rugongi, Kazo, Kyakabunga-Kiziramere and Kanyanya. They are communal water granaries and have been a source of the production that is seen now, but they have been silted. I would like to know from the Minister of Agriculture, Animal Industry and Fisheries the plan and programme for such communal water granaries to be desilted, cleaned and fenced so they can be a source of water for production, irrigation and production of crops. I submit, Mr Speaker.

“Kazo - Kazo Health Centre IV; 3.”

Read the full speech, word for word
10675 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 19 OCTOBER 2023 Mr Speaker, the Ministry of Health has updated its specifications and only allows robust solar systems that can work up to a minimum of l5 years. A few facilities that have so for benefited and the systems have been installed and commissioned, are as follows; 1. Kiboga - Bukomero Health Centre IV; 2. Kazo - Kazo Health Centre IV; 3. Buhweju - Nsika Health Centre IV; 4. Kamwenge - Rukunyu Government Hospital; 5. Kakumiro - Kakumiro Health Centre IV; 6. Omoro - Lalogi Health Centre IV; 7. Kapelebyong - Kapelebyong Health Centre IV; 8. Bukedea - Bukedea Health Centre IV; 9. Sironko - Budadiri Health Centre IV; 10. Manafwa - Bugobero Health Centre IV; and 11. Oyam - Anyeke Health Centre IV. Mr Speaker, these health centres have their power reliability at 100 per cent for the last two years and that is the direction that the Ministry of Health has taken to reduce the recurrent expenditure to the minimum. My response to the second prayer is that the standard for the general wards provides for separate sections for male, female and children. Once funds are realised, the required infrastructure shall be put in place at Kassanda Health Centre IV. My response to the third prayer is that on 20 September 2021, the Emergency Medical Services Policy was approved by the Cabinet of Uganda, and it spells out the allocation of ambulances to defined catchment areas. The new policy is to allocate one Type B ambulances per 100,000 population equivalent to one constituency in Uganda. The allocated ambulance serves the population in that constituency. The policy disbanded the prior arrangement of the issue of allocating ambulances to health facilities in order to serve a wider population better. Mr Speaker, the ambulance vehicle is situated at the most accessible and secure health facility in the constituency, preferably on the highway. In the year 2020/2021, Kassanda District was allocated an ambulance registration UG6859M for Bukuya Constituency. For now, though situated in one of the constituencies, the ambulance is provided with fuel to respond to emergencies across Kassanda North and Kassanda South constituencies, in Kassanda District. In the Financial Year 2024/2025, we plan to procure additional 180 Type B and Type C ambulances to fill the gaps. The Government is committed to fill the gaps in ambulance vehicles at the constituency level for the Financial Year 2025/2026. The fifth question came from Hon. Chelangat Alinga Solomon, Member of Parliament, T’oo County, Bukwo District. He stated thus: “ Bukwo District is predominantly an agricultural district. People mainly grow maize for both commercial and subsistence purposes. However, the President has been discouraging people from maize farming unless on a large scale because it is not economically viable. Therefore, our people were advised to shift to short term crops, which are more profitable. The Government of Uganda thought of giving our people some incentives through the Agriculture Cluster Development Program (ACDP), under the Ministry of Agriculture Animal Industry and Fisheries. Rt Hon. Prime Minister, I have issues of concern that have discouraged our people from taking the good advice from the President. i. Government through ACDP, procured a contractor, Bold Energy, in April 2021 to supply farm inputs, like maize seed and fertiliser. The contractor did their part, but the Government has never met its obligation of paying the contractor. This has put the contractor in a very fragile

Thank you, Mr Speaker. The need for road equipment in new districts is not only a necessity, but now an emergency. We have money, but we are stuck. The paralysis of the regional workshops has made the works unbearable for us. All our roads are impassable. When it rains, in the valleys, they become swimming pools. The culverts have been washed away; we are totally stuck. We appeal that in the next supplementary budget, we make this a priority. Mr Speaker, we have seen you move mountains; we have seen you commit and we get money for the loan schemes. (Applause) We pray that we get the Shs 28 billion required for us to have the road equipment in our new districts, including Kazo and many other districts. (Laughter) I thank you.

Thank you, Mr Speaker. I would like to thank the honourable minister; he has attempted to be honest in this report. This report needs to include the human resource capacity at the mechanical workshops. It does not, at all, talk about the human resource in these workshops. Even if we have the equipment, they will not operate themselves. They will still be redundant. I was listening in – of course, I fall within the Mbarara Mechanical Workshop Region. The cries are the same from Kabale, Ntoroko to Kazo. He needed to tell us about the corporate governance structures in these workshops because the challenge is even in communication. Even when they cannot do something, you will never get the answer. Those mechanical workshops are kingdoms in themselves. I will give you an example: In Mbarara, there are three excavators. They said they got Shs 12 billion. That would mean that out of four, each got Shs 3 billion but all the three excavators are completely down. I attempted to check recently but all the machines are completely down. You now wonder: Even if it was poor resourcing, what does the Shs 3 billion even do, if not to at least service one excavator to be on standby? Finally, on this one, allow me to comment as a Member of Parliament. Kazo was split from Kiruhura in 2019. We got a grader which was supposed to be worked on; it needed Shs 150 billion. It is now 2023; it has been at the mechanical workshop and has never been worked on. Even with meagre resources, would it be impossible, in five years, for someone to prioritise and overhaul a grader? Mr Speaker, as you guided, I do not want to sound – Because I am conflicted in this matter since you have already referred it to my committee; I am personally touched because of the – (Member timed out.)

Thank you.

8379 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 26 APRIL 2023 The committee was further informed that a team composed of personnel from the Directorate of Research, Planning and Development, Human Resource Development, Human Resource and Management, crime intelligence and logistics and engineering was constituted to review the applications and come up with a short list for applicants for the post of PPC general duties and PPC drivers to be invited for interviews. Recruitment criteria for PPCs, a total of 9900 applications were received out of which 1846 including 1261 males and 585 females, qualified to be shortlisted for interviews. Of the 15 applicants Uganda police received from Buhweju District, none of them qualified, some districts failed to meet there quarter namely: Nabilatuk, Koboko, Yuymbe, Kakumiro, kibale, kikube, KIryandongo, Kyegegwa, Kitagwenda, Rakai, Lwengo, Kalungu, Kazo, Bududa, Sironko, Kaabong, Mityana, Mpigi, Gomba, Nakaseke, and Buyende. Police Force leadership explained the allocation of these quarters was in line with the constitutional requirement of nationalistic and patriotic police forces and shall ensure that members of the Uganda police force are rec recruited from every district in Uganda. It was further explained that quotas allocated to districts are based on the population projections as provided by the Uganda Bureau of Statistics (UBOS). The committee observed that the recruiting exercise had variances in the number of short- listed candidates per district. For example, Masaka City had 14, Masaka District had seven, Gulu City had 32, Soroti had 22 and Mitooma four. The committee queried the criteria used to allocate the said numbers. It further noted that in the circumstance where a district or a city did not meet the number for the quarter, the balance was given to the neighbouring district since districts are being cut often but stay within the geographical area. The committee was informed that variance in recruitment is based on the population quarter of which the formula is provided by the constitution and based on UBOS figures. The committee is satisfied that the variance in quarters given to different districts is justified. The committee noted that the recruitment exercise was centralised with the application being submitted at regional police offices and forwarded to police headquarters for processing. The committee recommends that whereas the Police Force conduct the recruitment exercise at the regional level due to COVID-19 pandemic, in future, the exercise should be done at the district headquarters as has been the practice. This will promote transparency in the exercise. Recruitment criteria for UCE leavers A total of 1488 applications were received and of these, 853 were found suitable for the next stage. These cut across all classes of driving permits. The recruitment exercise was in accordance with the second advert run by the Ministry of Internal Affairs. The committee noted that all interested persons had to file applications accompanied by a recommendation letter from local authorities, as proof that the applicant is a resident of a particular district, a Uganda Certificate of Education (UCE) with 4 credits including English and at least a pass in mathematics obtained not earlier 2018, a valid driving license for those applying for the position of PPC drivers and a national id card as proof of Nationality. The committee recommends that there should be a verification committee comprised of the LCIII chairperson, subcounty chief and GISO before the applicant submits the application to the police force to minimise forgeries. The committee is satisfied that the advert for recruitment was made public on print media, radio and television and therefore applicants were aware of all the requirements for the positions they applied for. Originality and Identity of Applicants It was alleged that most of the people shortlisted per district were not residents of the said district. A case in point was Masaka City

Thank you very much, Mr Speaker. Rt Hon. Prime Minister, the people of Kyegegwa have waited for long on the Government assurance to construct for them a road from Kazo, through Kyegegwa to Muzizi - the oil road. We have waited for 10 years but Government only keeps assuring us. The people of Kyegegwa are watching us on television right now; can you assure them when that road will be done?

7607 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 16 MARCH 2023 Comparing with our school studies of what had happened in Europe and North America, we started wondering why there was no similar socio-economic transformation in Africa, starting with Uganda. We soon found out, through analysis, that indeed Uganda’s society can change through two routes. These are: universal free education for all Ugandan children, and all families joining the money economy. I am glad the women came to Kiruhura District and I was able to show them how the pastoralists, in that whole huge area of: Isingiro, Kashari, Kiruhura, Kazo, Lyantonde, parts of Rakai, Ssembabule, Gomba, Kyegegwa, parts of Mubende, what we call Kiyoonga, Kiboga (Ddwaniro), Kyankwanzi, Ngoma- Wakyato, Buruuli (Nakasongola), Masindi, etc. had partially undergone socio-economic transformation by stopping nomadism, adopting dairy farming for cash and sending children to school at their cost. I would like to discuss that partial success with the NRM caucus for us to harmonise our thinking. I want to call a special meeting of the NRM caucus - because I do not want to continue talking as if I am begging people to come and cultivate my garden when I am engaging Ugandan leaders to see how to rescue their people from poverty. It is not correct that we should go on like I am begging people to do something for me, when we need to do this for our people. I call the success in the cattle corridor “partial” because elements in the society still have irrational practices, carried on from tradition, that negate progress; what we call reactionary, reacting negatively, vis-a-vis positive progress. These are the practices of fragmenting land on inheritance and depending on only nature to provide the pasture yet it is more reliable if we grow the pasture. Once I had that partial success by 1995, I went to the whole country and gave all the message of transformation. However, like the Jews, many people are either not bothered or are waiting for another Messiah even when the message is clear and verifiable. Verifiable, how? Visit the cattle corridor that used to be wilderness, ( engaando countryside like Acacia hohii), which is now an area of semi-modern farms, producing millions of litres of milk per day for the local markets and for export. The exports have hit $106 million per year. Algeria is going to also buy our powdered milk worth $150 million. If this area could transform, so could the others. In the manifesto of 1996, we put forward the four-acre model of coffee, fruits, pasture for zero-grazing dairy, food crop production, piggery and poultry in the backyard and fish farming near the wetlands. This was the medicine for the small holders. Those with bigger pieces of land were more flexible and could help the country grow and participate in producing products that needed large scale production to make economic sense that the country needed such as cotton, maize, sugarcane and ranching for beef. In terms of funding, the latter group would be supported by the Uganda Development Bank. It is the four-acre model group that I decided needed grants or soft loans direct from Government. We started with Entandikwa , Plan for Modernisation of Agriculture, this was all money put aside for this purpose, the National Agricultural Advisory Services (NAADS), Operation Wealth Creation and now the Parish Development Model. These efforts were for agriculture. With the non-agricultural or broad-spectrum activities, we have put in place the following: the women fund, the Youth Fund, microfinance and now recently, “Emyooga”. With all the pre-Parish Development Model funds, the modes were that Government officials were the ones selecting the

Read the full speech, word for word
In my county, Kazo, most of the bridges have been washed away by water. Most importantly, there is a bridge that connects two subcounties. They have no schools, no health centres. The bridge was washed away. Over 1,000 children are affected; they cannot cross to access schools. When I contacted the Ministry of Works and Transport, they were candid and told me they have no single litre of fuel. Mr Speaker, there are two things I request that we can do. We clearly state to this country the method we are going to use to get money to work on these roads and bridges. If we cannot, then in the meantime, the Government should declare a state of emergency on this road so that people stop harassing us. Let it become a position that, “We are not working; children, stay home; women, give birth in your houses,” and whoever dies should die because the Government cannot do anything. Otherwise, they are harassing Members of Parliament, thinking that we have medicine for every ill person. Mr Speaker, I beg to move. Thank you.

The committee is now ready with its report. The minister is here, the Attorney-General is here and Hon. Kimosho is ready to move the motion on the Bill. However, I have come to learn that there is a minority report by Hon. Gorreth Namugga. We will allow all of them just to give a brief of what is there.
