12086 PRIME MINISTER’S T IME Whereas this came as a social media matter, the fact is that there is a small community school located in Butoloyi Village, Kakutu Parish in the Kibuku District. This community school has over 375 pupils. Unfortunately, the construction of the school stalled due to lack of money from the community to sustain the project. The school is now in a deplorable condition without any infrastructure for people to use. As a result, the district leadership recently closed the school, leaving the pupils stranded at home. Mr Speaker, there is no other alternative for the pupils in this parish because currently, they have to move eight kilometres to access the nearest school. Currently, the Government of Uganda, through the Ministry of Education and Sports, is implementing a policy of one primary school per parish and one secondary school per subcounty. It is worth noting that despite this said policy, there is no such school in this parish, despite the surging number. The community decided to collect available resources and construct its own school, and has since identified a piece of land granted by the Church of Uganda, sufficient to accommodate it. However, the community lacks the resources to effectively put up the school. They ended up approaching me and I provided them with some iron sheets. My prayers are: 1. That Government is invited to construct a primary school in this parish; and 2. That the Government is also urged to avail requisite funds to complete the community-based school, but in the meantime, avail emergency funds and the Office of the Prime Minister provides more iron sheets to assist in the construction. I submit. Thank you.

Mr Speaker, when we commissioned the roads of Pallisa-Kamonkoli and the one from Pallisa to Kumi, there are a number of kilometres of roads, and I think these are the ones we are talking about - Kumi was promised 12.5 kilometres while Pallisa was promised 7 kilometres. The challenge we had is that there was suppression in that financial year. However, this financial year, the Uganda National Roads Authority (UNRA), under the Ministry of Works and Transport has been given some money and the contractor; the Arab contractors have also been directed to go and work on your roads, and also, go and prepare - remember there was a problem around Bulangira; I do not know whether the Member of Parliament for that area is here. Bulangira is in Kibuku District. Due to the accidents that have been happening there, we are also going to widen that area. So, be patient.

A member thanked the late Hon. Ssegirinya for building a small, free‑service hospital in Kyebando, Kibuku County, to help people get antenatal care and reduce congestion at government hospitals. The member urged that the facility be kept open for the community.

Thank you, Madam Speaker. On behalf of the people of Kibuku County, I join my colleagues and the entire country as we pay tribute to our fallen colleague, Hon. Ssegirinya. Madam Speaker, personally, I knew Hon. Ssegirinya the moment we joined the 11 th Parliament. Initially, I followed his political issues, because he was my area MP in Kawempe, much as I do not represent Kawempe. Madam Speaker, when we came here, Hon. Ssegirinya asked me – in fact, that day I was with Hon. Bashir. He asked: “Hon. Kinobere, I hear you have a hospital. I would like to put up a small hospital for my people.” I was like: isn’t this the way of Hon. Ssegirinya - because I have been following you? He said: “No, I want to come and visit your hospital; I want to benchmark.” I was not hesitant. He visited my hospital. When he came to my hospital, he said: “I want something simple. This is too big for me. I want something where people can come and get free services – where women can come and get antenatal services – because sometimes our Government hospitals are congested.” I told him he could borrow a leaf and adjust accordingly. I want to thank Hon. Ssegirinya. He went ahead and came up with a very simple facility, just in Kyebando here. He even asked me: “Come and visit my facility.” Indeed, I went and visited that facility. It was a very simple setup, fully licensed and with qualified health workers. Madam Speaker, people who were going to the facility were not only the Opposition, but it was about service delivery. Therefore, I pray that whichever technical person was managing that facility, we should not kill it. Let it remain there to serve our people. Sickness has no borders.

Mr Speaker, it is just an additional procedural issue in regard to the money being returned. We are talking about the Ministry of Local Government. Wouldn’t it be procedurally right to invite the minister for finance – because for example, nationally, the money for all UgIFT secondary schools in Uganda was received on 20 th June and taken back. I have three of them in Kabweri Constituency, which I represent, and now they cannot proceed; they bring the money but in two weeks, it is taken back. So, that is why I am saying, couldn’t we just debate it? That is the procedural matter I am raising.

9235 Tuesday, 27 June 2023 Session of the 11 th Parliament and the Clerk will soon circulate that calendar. May I remind you, honourable members, that we only have two years left. Please, go back to the constituencies and work for them. We want to see all of you back in the House. Please, bond with your voters if you want to come back to the House. Otherwise, I want all of you back in the House. Honourable members, on a sad note, in the last few days, we have witnessed many issues. We have lost a number of people. Our former Leader of the Opposition, Hon. Wafula Oguttu lost a wife. We lost the former Member of Parliament for Kabweri, Hon. Francis Gonahasa. He was here in the 10 th Parliament. We also lost the spouse to Hon. Yusuf Mutembuli, MP of Bunyole East. Then, we have had a resurgence of murders in Masaka in Bukoto East, where at least six lives were lost in a single family. May we kindly rise for a moment of silence in their honour. (Members observed a moment of silence.)

Thank you, Mr Speaker. I thank the committee for the excellent report. I have about two or three issues: the first is that we cannot buy all these structures and plan to buy more without mechanisation centres. Whereas the committee recommends to have them, I would think that all the regions, concurrently, should have mechanisation centres because we cannot have these machines moving without these mechanisation centres. We need them urgently and more money should be put forward, and agree that a reallocation be made to this area. The other is on the matter of the Parish Development Model. We cannot - in fact, it will be a fallacy if we do not have the extension workers - monies have gone into the farmers - if we do not have extension workers on the ground working but are just being paid salary without facilities to reach the farmers, then this is a fallacy. The Parish Development Model will collapse immediately, if we do not have these extension workers. Thirdly, I think there is need for synergy among the Ministry of Agriculture and the Ministry of Water, with that of Trade, in two areas - water for production. I am just coming from my constituency, Kabweri and of the beans that were planted, nobody will get anything because there has been a drought spell and you know with beans, within two weeks, you lose everything. We just received water yesterday; we need this water. So, even if the synergy is going to come in form of a supplementary, we need water for production.

Thank you, Madam Speaker. For the sake of the people in the gallery who may not know me, I am Mugole Stephen, Member of Parliament Kabweri, in Bugwere, where the late’s life rested. This is a revelation. In 2012, two bishops got a revelation, one of them was Bishop Okabe, and the other was the late Bishop Chrisestome Weyabire , the first cultural leader of Bugwere. These two Bishops were all based in Mbale. They got the revelation that one was to cause cultural sanity and the other, political sanity. They had many issues with their wives because their wives refused whoever wanted to go; but they were determined. Bishop Okabe chose to go into politics, not as a politician, but to cause sanity in the political arena. Just like the late Weyabire - I am surprised that all of them have gone so soon. The late Weyabire went during the COVID-19 pandemic and under an unprecedented way. I would like to conclude – (Member timed out.)

She even had a ginnery in the district – then Pallisa, but now Kibuku. So, I know her, and unfortunately, we did not receive this information early enough. I will inform the President because I know the President knows the late very well. I know he will definitely send his condolence message. I will deliver the message, and I want to thank the Member for having brought this message to the House. 17742 STANDING COMMITTEE REPORT Madam Speaker, on 10 January 2023, I rose on this floor of Parliament, on the issue of health in Ntoroko District. The minister visited, but the challenge is that there was a proposal here on the floor of Parliament read by the Rt Hon. Prime Minister, on what we intended to do in Ntoroko; construction of a general ward at Rwebisengo and Karugutu, and a maternity ward both at Karugutu and Rwebisengo, and the Kibuku Town Council. A whole town council has no health facility, not even a health centre II in Karugutu Sub-county. You had proposed upgrading the Musandama Health Centre II to a health centre III. The challenge is that the minister lacks financial support from the Ministry of Finance, Planning, and Economic Development. Madam Speaker, recently I went to your committee—an unfunded priority, you cannot believe. I thought that the Minister of Finance, Planning, and Economic Development should be here and tell us why they are not giving money to the Minister of Health so that he can do all this work. All this work needs money. Lastly, we have Buhinga Regional Referral Hospital in Fort Portal. It has no oxygen plant, the CT scan is down, and all of us in Rwenzori and Toro run to it. Madam Speaker, this is alarming, and something should be done for this referral hospital. Those promises you made to the people of Ntoroko on health should be fulfilled.

Thank you, Mr Speaker. I join the rest of the Members in thanking the chairperson of the Committee on Budget and Hon. Ssemujju for his minority report. I want to speak on the health and agriculture sectors. Unfortunately, the health sector has not been considered so much, bearing in mind that “Health is wealth”; when you have health, you have wealth. I want to bring to the attention of this House a key point: Pallisa District; as we speak, the district hospital is a post-independence hospital. The infrastructure has never been renovated and as I speak, male, female, and children are sharing wards; there is a lot of congestion in the hospital. Pallisa District neighbours several districts like Ngora, Kumi, Butebo, Kibuku, and part of Kamuli. They all come to Pallisa District. It is too congested; people are sleeping on the floor because there are no beds. I urge the Minister of Finance to consider us during this budgeting process – to at least construct new buildings. We have a unit for sickle cells but they meet under a shade every Tuesday and yet they are very many. As I speak now, because of the accumulated water bills, the hospital cannot afford to pay the water bills. We do not have running water in the hospital – (Member timed out.)

My appeal is that we could profile the successes and the pending issues. For example, recently, they have come up with a programme to have pre-activities. They are normally building amenities like health centres. That has spoken volumes, and members of the communities appreciate that. Recently, I was in Kalangala. I found the Uganda People’s Defence Forces (UPDF) building a maternity facility. In Kibuku, they had a maternity facility in a place called Kadama, Kirika and in a number of other districts; Budaka and many other places. Therefore, I urge that we have maybe, a two- week activity, for example, tree planting, so that the masses understand the importance of the revolutionaries and what has been achieved. Mr Speaker, when you talk of pledges, recently the Government compensated the war claimants under the co-operatives. This was quite a substantial amount of money. Therefore, honourable minister, the Govern - ment should profile the successes and pending issues so that we can be able to conclude on this. Like Oliver Twist puts it, we are asking for more. Otherwise, I would like to congrat - ulate the President, the team and all of us for reaching this day. Thank you.

Thank you, Mr Speaker. Before I raise my procedural issue, I want to join the rest of my colleagues in thanking the Almighty God for having saved you. We continue to pray for you and the family. Whatever obstacle comes your way, it will never achieve its objective. The procedural issue I am raising is that in April 2024, there was an issue that I raised before the Prime Minister, where a disaster happened in Kibuku and she pledged to send a team there, to find out the magnitude of exactly what happened. To date, not even an official has reached Kibuku. Sometimes, when we are here, the ministers and the other leaders keep referring to us, saying, “No, please, before you raise the issue on the Floor, try to write to us.” However, when you write letters, you do not get a response. Therefore, some of us who are in the NRM, end up struggling with the population and the voters. They say, no, our issues are not being heard. Therefore, I need to move this issue forward. Since the Third Deputy Prime Minister is here, the procedural issue I am raising is that wouldn’t be procedurally right for her to give me an update on the status of that disaster? The entire village was displaced. If this incident had happened in other places, by now they would have responded. Unfortunately, since April to date - I pray that the Third Deputy Prime Minister gives me an update on the status of the team coming to handle that issue. Thank you so much. (Interruption)

13516 RECONSIDERATION OF THE APPROPRIATION BILL, 2024 Under the Directorate of Ethics and Integrity, Vote 112, on a sub-programme called Ethics and Integrity, General Administration and Support, Shs 5 billion was taken away and our justification for returning it was that the funds were allocated to strengthen the adjudication of the Leadership Code Act. In addition, the funds are needed to publish the National Anti-Corruption Survey report on the perception and prevalence of corruption. The report affects the country’s credit rating score internationally, which is a benchmark for our multilateral partners. Vote 130, Treasury Operations - Under commitment fees, Shs 25 billion was taken away, and our justification to return it or reinstate it is that these are contractual obligations for the loans we have acquired for the implementation of key projects where we have not fully absorbed the funds. Therefore, the projections for the Financial Year 2024/2025 are based on existing loan stock plus agreements that will be entered in, in the Financial Year 2024/2025. Under Code 242003, an item called “Others”, Shs 300 billion was taken away, and these are funds for the Government obligations under the share subscription agreement in servicing Roko bills of exchange and payment of Electronic Financial Transfer (EFT) bank charges to Bank of Uganda, among others. Under item 242002, Interest on Treasury Bonds, an amount of Shs 100 billion was taken away, and the justification for reinstatement was that we increased Government borrowing to cater for the priorities in the corrigenda and an increase in domestic debt refinancing, which led to the increase in the interest on Treasury bond issuances. In the Financial Year 2024/2025 budget interest costs increased due to the increase in debt refinancing from Shs 8.36 trillion in Financial Year 2023/2024 to Shs 12.02 trillion in Financial Year 2024/2025, and an increase in net domestic borrowing from Shs 6.67 trillion in Financial Year 2023/2024 to Shs 8.97 trillion in Financial Year 2024/2025. Under the item of Contingency Transfers, an amount of Shs 22.74 billion was taken away and our justification for reinstatement is that Section 26 of the Public Finance Management Act (Amended), 2015, requires the Contingency Fund to be allocated an amount equivalent to 0.5 per cent of the appropriated annual budget of Government of the previous financial year. As such, Shs 169 billion was provided for the Financial Year 2024/2025 reducing the provision by Shs 22.74 billion, implying a breach of the above PFMA requirement. Under Vote 019, Ministry of Water and Environment, on a project called Integrated Water Resources, Shs 4 billion was reallocated and our justification to return it was the Government of Uganda’s counterpart funding for World Bank to finance various urban water supply and sanitation systems in the towns of Busia, Mbale and surrounding towns, Butaleja, Busolwe, Budaka, Kadama, Tirinyi, Kibuku, Namungalwe, Kaliro, Namasale, Koboko, Rukungiri, Kyegegwa, Mpara, Ruyonza, Kumi, among others. On a project called “Support to Rural Water Supply and Sanitation”, Shs 10 billion was taken away and the justification for returning it is that this is funding for the Government interventions to increase access to safe and clean water through “a source per village” in rural areas. The specific interventions include the construction and rehabilitation of point water sources in the communities, expansion of dilapidated piped water supply systems, motorising and upgrading of high-yield boreholes and solar-powered systems to expand and improve service coverage in various districts of Yumbe, Kyankwanzi, Kakumiro, Mubende, Mityana, Isingiro, Buliisa, Kasese, Amudat, Agago, Kaabong, among others. Under a project called “Building Resilient Communities, Wetlands, Ecosystems and Associated Catchments in Uganda ” , an amount of Shs 2 billion was reallocated.

Madam Speaker, allow me to thank you for allowing us to come with this tree seedling to demonstrate to the Members, and to share with them some of the tree seedlings as well. Like earlier mentioned, the neem tree is a repellent to mosquitoes. Just plant at least two in your compound and mosquitoes will greatly reduce in numbers or if not, completely leave your compound. The tree may take one and a half to two years but I request that the malaria supplies in our hospitals need to be thought of. It is very shameful that whoever has a malaria patient requests for support from the Members of Parliament. Thank you for the opportunity.

11888 STANDING COMMITTEE REPORT The Uganda Police helicopter (Aircraft Fixed Wing 5X PEF/P180 Piaggio Avanti Evo) was bought in June 2019 at a price of $7.48 million. However, it is now being sold at just $4 million. His prayer is: can the Prime Minister update the House on this matter? Mr Speaker, my response is that the Uganda Police Force has a police airwing whose function is to support policing within the country. It currently runs four aircrafts; three helicopters and that one: the Aircraft Fixed Wing aircraft. The aircrafts were intended, primarily, to assist in the maintenance of law and order by conducting aerial patrols and surveillance, aerial search and rescue, rapid response, force transportation and, sometimes, medical and casualty evacuation. When not required by the police for the stipulated duties, they may be used as a charter service by the Government, on payment of the prescribed fees. Mr Speaker, the fixed wing aircraft, which is a nine-seater aircraft, was acquired in June 2019 at a cost of $7.48 million and, since then, it has only flown for less than 200 hours. This is mainly due to its operational limitations, which includes designs that limit it to only paved or tarmacked runways, as well as high maintenance and operational costs. The aircraft is serviceable and has all the necessary requirements to operate. Mr Speaker, due to the above-mentioned limitations, Uganda Police Force management has been considering options of how the aircraft could be effectively and efficiently utilised in advancing the police mandate and, where possible, be linked to working domestically in the aviation industry, with a possibility of leasing it to the national carrier among other options. Disposal of the said aircraft has never been an option taken by police management as a way of ‘ utilisation ’ of the side aircrafts. In any case, if any disposal was to be considered, the due process would be diligently followed by all key stakeholders regarding the disposal of such an asset and in that respect, value for money would certainly be a key consideration to take into account. The Hon. Eunice Otuko Apio, Member of Parliament of Oyam North raised a question on the exclusion of Oyam North in the distribution of water by National Water and Sewerage Corporation under the on-going projects in the districts of Gulu, Omoro and Oyam. Prayer: Can the Rt Hon. Prime Minister update the House on the matter? Response: The Integrated Water Management and Development Project is a follow-up project being jointly implemented by the National Water and Sewerage Corporation (NWSC) and the Ministry of Water and Environment. The scope of work under National Water and Sewerage Corporation entails the following: 1. Gulu Water Supply and Sanitation Project This is jointly funded by the World Bank and a German development agency called KFW, implemented in two packages, (package 1 and package 2). Package 2 is financed by the World Bank and it involves laying of 70.2 kilometre DN-500 500 ductile iron transmission pipeline from Karuma to Gulu. 2. Mbale Water Supply and Sanitation Project This project targets the population of Mbale and the neighbouring areas, including the towns of Butaleja, Busolwe, Kibuku, Kadama, Tirinyi, and Budaka. The project scope under National Water Sewage Corporation entails expansion of the production capacity of Bunghoko and Manafwa Water Treatment Plants from 4,000 cubic meters per day to 18,000 cubic meters PRIME MINISTER’S TIME [Ms Nabbanja]

Thank you, Mr Speaker. The issue that I want to put forward is, on 3 rd January, there was a terrible disaster in Kibuku Constituency, Nankodo Subcounty, Buganza village. I notified the Prime Minister about the issue. The Prime Minister assured me that these people would be helped. These people have been staying at a primary school called the Kapyani Primary School. When I talk about Kapyani Primary School, you landed in that school when you came. Now that the children have reported to school, these families - there are 55 families who were displaced- they are back. Most of them are staying under the trees. I managed to accommodate those I could. Others are staying in the neighbourhood. My prayer is for the Prime Minister to urgently respond to the letter that came from the district disaster committee because there was an emergency. The District Disaster Committee sat and the letter was sent to the Prime Minister’s Office. To-date, we have not got any response from January. 11669 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 6 FEBRUARY 2024 In the Financial Year 2022/2023, the Service surveyed and titled five prisons land at Alocha, Kanungu, Ndorwa, Kibuku and Pece and procured land survey equipment aimed at fast- tracking the land surveying process. Mr Speaker, Shs 1.84 billion is required to survey and title all the unsurvey land. In the Financial Year 2023/2024, The Prisons plans to survey and title 24 prisons. What is required is Shs 0.75 billion, but provided is Shs is Shs 0.25 billion, giving a shortfall of Shs 0.5 billion. On gender and equity, mainstreaming the recommendation is that gender should be mainstreamed in all prison activities to increase gender sensitisation of all the inmates, and that gender monitoring office should be strengthened to monitor integration of gender in prison life and activities. The response is that all UPS programmes and activities are gender and equity compliant. In Financial Year 2023/2024, UPS was assessed as being compliant and awarded 70 per cent. For example, the UPS staff establishment is composed of 30 per cent females. The strategy is to be above 30 per cent female staff in the medium term. The service, Mr Speaker, established a fully- fledged gender office at Uganda Prisons headquarters, headed by a Commissioner of Prisons, Rehabilitation and Reintegration, who is charged with the responsibility of ensuring gender mainstreaming in all prisons activities and operations, as well as handling all the gender-related matters. Mr Speaker, the other issue raised is the Night- Soil-Bucket System, and the recommendation of the committee was that Prisons Service should provide adequate sanitary facilities and totally eliminate the Night-Soil-Bucket System in all prisons in Uganda. Our response is that the remaining prisons with no water closets are those with uniports and those in small single dilapidated houses at sub-counties former LAP, which cannot accommodate waterborne facilities. These are temporary holding facilities and the plan is to have permanent structures that have waterborne facilities, which will fully address the issue. The service plans to install water closets in the remaining 27 prisons, in a phased manner, through the construction of new prisoners’ wards fitted with water closets in their respective prisons. In Financial Year 2022/2023, the service constructed prisoners’ wards with water closets in Kiruhura and Kamuli prisons. Shs 10.8 billion is required to construct prisoners’ wards fitted with water closets in the remaining prisons. The committee also recommends that prison service should consider using bio-digesters and construct permanent latrines. The service will study the feasibility of the construction of bio- digesters in prisons. The other issue raised by the committee was about the rehabilitation programmes in prison service and it recommended that Government should enhance budgetary allocations for Uganda Prisons Service to boost implementations of the Presidential directives as well as funding for rehabilitation programmes to improve the lives of inmates while in custody and thereafter. We would like to respond to the point that the Uganda Prisons Service is currently undertaking a number of Presidential directives and these include seed production, cotton production, food and animal feed security intervention, prisons industries and staff welfare programmes, including staff accommodation. Shs 711.144 billion is required to establish production systems and undertake Presidential directives as shown in the table in the presentation as follows. Intervention i) Grain production – the required amount is Shs 76.140 billion; the provided amount is Shs 11.279 billion; the shortfall is Shs 64.861 billion. ii) Seed production – the required amount is Shs 86.990 billion; the provided amount

11581 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 Introduction Mr Speaker, FMD is a highly contagious viral disease that affects all cloven-hoofed (two hoofed) animals. These include cattle, goats, sheep, pigs and wild animals such as buffaloes, deers and antelopes. The disease spreads very fast, through close contact between infected and non-infected animals. The disease is transmitted through aerosols (fluid droplets) breathed out by infected animals and contact with affected surfaces. The aerosols can be transported by wind to far areas. The affected animals get wounds in the mouth, feet and teats in female animals. FMD is the most dreaded disease in international trade of animals and animal products. Countries that have eradicated the disease do not allow trade with affected countries, or those that control the disease by vaccination. The disease causes significant economic losses to the farmers and to the country due to disruption in animal production, productivity and in trade of animal and animal products. Scientists and economists have estimated the economic cost of FMD to a farmer per unit livestock to be $20 per infection. The cost can be higher with repeated infections. Our target, therefore, as Government, is to not only control the disease but eradicate it. Mr Speaker, the ideal situation that enables any livestock producing country to fully control and eradicate FMD requires the following interventions: i) Undertaking a bi-annual compulsory vaccination exercise of the entire susceptible animal herd in the country (all two hoofed animals; cattle, sheep, goats and pigs). For purposes of universal coverage, compliance and bio-security considerations (since vaccines are live organisms), governments normally offer the vaccines as a public good. This, however, varies from country to country, depending on the number of animals and the budget implications for buying the vaccines recurrently. ii) Another control and eradication approach is the “test and slaughter” followed by safe disposal of the carcasses (burning and/or burying). When the veterinary authorities confirm the outbreak, they determine the affected animals and those at risk for destruction. This, however, is followed with compensation by the government, which is a very expensive practice. This is the practice in developed livestock-producing countries like the United Kingdom, among others. You kill or destroy, but compensate the farmer. iii) In addition to the above, movement control restrictions (quarantine) are always imposed either in part or as a whole in the affected geographical location depending on the epidemiological assessment by the competent authorities. The competent authorities, Mr Speaker, are veterinary authorities. These animal movement restrictions, however, are temporary measures to disrupt transmission but their duration depends on the discipline and compliance of the different stakeholders (farmers, traders, processors and enforcement agencies) and also on the country’s ability to implement interventions (i) and (ii) above. Current situation in the country Mr Speaker, there are 36 districts currently affected and under quarantine. These are; Budaka, Bukedea, Bukomansimbi, Bunyangabu, Butaleja, Fort Portal City, Gomba, Ibanda, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiboga, Kibuku, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mbarara City, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Namisindwa, Ngora, Ntungamo, Rakai, Rwampara and Ssembabule. These include; Apac, Amolatar, Bugiri, Bushenyi, Butaleja, Hoima, Iganga, Jinja, Kabale, Kaberamaido, Kaliro, Kamuli,

Thank you, Madam Speaker. I also wish to thank our chairperson for the good job in the report. I want to pick from the objectives of the PDM; one of them is inclusivity. The guideline clearly provides for a 30 per cent segment for the youth. If I make a quick reference to one of the best-performing districts like Tororo, it is not even 20 per cent; it is not even 15 per cent that the youth from these places have benefited. I remember when the President was launching PDM in Kibuku, he used words like “ aimar , chura , calculations, mathematics and kwan .” The youth are asking, “Where is the mathematics?” Can we have 30 per cent segmented for the youth within the parishes and then we manage it at that level? Thank you, Mr Speaker. On behalf of the people of Kibuku and Bunyoro where I am deployed as a minister, I register our heartfelt condolences to the family and country for the loss of yet another great daughter of Africa. (Applause) When I joined Parliament as one of the first Youth MPs, I had the opportunity to work with great women like Hon. Mpanga. She was a diligent worker, soft spoken and very principled. At that time, we used to have a forum where all the women legislators would come together regularly and have these great women talk to us. They would mentor us and Hon. Joyce Mpanga was one of them. They would not leave you the same, as a young legislator. Hon. Mpanga was an advocate for gender equality, but we also learned a lot from her on her education journey from a classroom teacher to a minister. As a minister, she advocated a lot for the girl-child. It was during that time, guided by the President, Gen. Yoweri Museveni, that the girl-child was given additional points to join the university. (Applause) We were spot-on, as women leaders, in mobilising the girl-child and boy-child to stay in school and complete their education. It is very unfortunate that we have lost her. At that time, women like Hon. Mpanga, Hon. Miria Matembe, Her Excellency, Dr Kazibwe, Hon. Cecilia Ogwal, Hon. Janat Mukwaya, Hon. Victoria Ssekitoleko and Hon. Rhoda Kalema, among others, would talk to us. I pray, Rt Hon. Prime Minister, that we have such a fora for women to come and engage each other. We have the Uganda Women Parliamentary Association (UWOPA) but that is not enough because not all women are within UWOPA – (Interjections) - Yes. They would even bring men to talk to us, in terms of mentoring and taking care of our families. I can assure you that at that time, we did not have broken families because they would mentor us about our families, how to maintain the constituencies and how to serve the country. Indeed, I can confirm that Hon. Joyce Mpanga was one of the transparent leaders at the time. We shall miss her and all we can say is that we need to emulate such women so that we carry forward what they started. To the family, I salute you. Again, we have a lot to learn from a young widow who was able to educate all her children to become very

Mr Speaker and colleagues, Hon. Kamugo Pamela Nasiyo, Budaka District says that there was an eviction of farmers from wetlands in the country in Bukedi and Namatala wetlands, which is a source of livelihood for her people. Her prayer is that I update this House on how the Government is going to handle evictions on a case by case basis to introduce alternative activity as a source of income and compensate the farmers before eviction. My response In respect to the management of wetlands in Bukedi, Busoga and Kigezi subregions, a technical paper was prepared under the coordination of the Office of the President with support from a technical team composed of officials from the Ministry of Water and Environment, the Solicitor-General, the Ministry Lands, Housing and Urban Development and the National Environment Management Authority (NEMA) to provide guidance on wetlands ownership in three regions. The paper provides guidance on the eligibility of compensation, the need to promote only regulated activities in the wetlands and the promotion of economically viable livelihood options like skilling of our youth, men, women and the vulnerable people for sustainable livelihoods. The paper was presented to a subcommittee of Cabinet involving ministers for approval. We are going to present it to Cabinet for further guidance. Mr Speaker, interventions have been made to address the issue of alternatives to crop farming in wetland areas and these are being promoted in Eastern and South-western regions of Uganda. Specific actions for promotion of alternative livelihoods have been promoted in Bukedi subregion in the districts of Pallisa along Limoto and Papayo wetlands and Kibuku along Ssala wetland. The interventions include the following: i) Mini irrigation for high-value crops such as tomatoes, onions, cabbages, watermelons in the catchment areas near the wetlands not in the wetlands; ii) Fish farming along wetland edges; iii) Provision of livestock like turkeys, goats, heifers, pigs to households that have voluntarily left the wetlands based on the household’s preferences; iv) Promotion of soil and water conservation practices to rehabilitate degraded catchment areas; v) Improving skills for promoting different income generating activities such as carpentry and tailoring. This has been done for 2,000 youth, men, women and vulnerable people. Mr Speaker, restoration of wetlands would increase water storage and its availability to communities through micro and mini irrigation. Adding necessary nutrients to the soil increases productivity and enterprises that add monetary value and livelihoods to the communities and this reduce the pressure to encroach on wetlands. The honourable Leader of the Opposition, Hon. Mathias Mpuuga, said that on 8 February 2023, NEMA instituted express penalties in respect to various environmental breaches ranging between Shs 3,000,000 and Shs 100,000,000. He stated that the fines are not only unrealistic but also inequitable and therefore, should be clarified at least for the benefit of the Ugandans. His prayer is that while we take cognisance of the negative impact of improper waste management of the ecosystem, we need to

7733 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 23 MARCH 2023 Indeed, the Rt Hon. Jacob Oulanyah was a statesman. He was a mentor to a number of us. I remember in the last term when I served as Minister of State for Local Government, we had many issues including the election of LC1s and LCIIs and the creation of administrative units. On this Floor, you hardly have a debate without local government issues coming up. So, he would pick up a phone and call me and say, “My sister, are you aware this is coming on the Floor today. Just to prepare”. I looked at him as a kind person and someone who really cared. Most importantly, he was a very humble man. I walked to his office to invite him to my constituency, but I was not sure he would accept. I went with my letter, but I did not put that date. When I got to his office, he asked me: “Have you put it in writing?” I said, “Yes”. He just called his secretary to bring a calendar and he put a date there and then. He indeed came to Kibuku, and kept time. Keeping time was not only in the Parliament here, but wherever he visited. I dared him and said 10 o’clock and by 10.00 a.m., he was in Tirinyi yet my people had not yet come. But he patiently sat and waited for them. He had a big heart. He gave my people dollars. Many of them were seeing dollars for the first time. They talked about it for almost a year. He was an orator. He spoke very well about me. I am here because he was part of the project. More importantly, he did not believe in rumors. During election of the Speaker, somebody accused me before the President that I did not support Hon. Oulanyah. Hon. Thank you, Madam Speaker. I thank the honourable colleague for raising this issue and I also thank my honourable senior colleague. The honourable member from Butaleja is right. In our statistics here, Butaleja has the highest number of malaria cases, but the deaths he has reported are higher than what we have – unless people are dying in homes. However, for those who die in health centres, we always record. Since this year started, I remember in May, we raised a red flag over the upsurge of malaria cases in many districts. It has come down though, from 65 per cent to about 30 per cent. The places, which are really badly hit are Bukedi, Teso, Lango, Busoga, Karamoja and Acholi. When we raised the red flag, it was in western Uganda, especially Ankole and Toro. Right now, we have Budaka, Busia, Butaleja, Butebo, Kibuku, Pallisa and Tororo – but Butaleja has the highest number of cases. Nonetheless, the National Medical Stores has been going around, giving out mosquito nets. Also, the ministry - together with partners – has been putting out a lot of adverts for people to sleep under mosquito nets and to close their houses a little early so that we can, together, fight this malaria.
