304 MINISTERIAL STATEMENTS [Ms Nabbanja] For those who initially resisted, teams revisited and conducted fresh assessments with additional reports released. Some still claim that the values were inadequate. The majority of tenants have received compensation and vacated. This demonstrates the Government’s commitment to transparency, disclosure, revisiting disputes and accountability through the Chief Government Valuer. I got the third question from Hon. James Ongu Tar, MP Kwania North. He stated that the Rt Hon. Prime Minister, full mechanised maintenance of the 47-kilometre unpaved national road from Nambyeso Subcounty, Aduku Town Council to Inomo Town Council, all in Kwania District and connecting to Teboke in Apac was done more than seven years ago. The road is now in a very deplorable state. His prayer is: will the roads be repaired? If so, what specific timelines and milestones is set by the relevant ministry for commencement and completion of works? Mr Speaker, my response is I am confirming that the above-mentioned road is a national road under the Ministry of Works and Transport, specifically under the Lira station. The Ministry of Works and Transport has carried out the assessment and found the road to be in bad state. Maintenance has been programmed in quarter one - this quarter of Financial Year 2026/2027. Mobilisation is currently ongoing and works will commence on Wednesday, 15 July 2026. The work will include one: i) Grading the entire 47-kilometre stretch; and ii) Support gravelling or murraming, and drainage improvement works. Question IV came from Hon. Peter Kiti, T’oo County, on the issue of escalating shortage of primary school teachers, which he attributed to the implementation of the National Teacher Policy, 2019, the delayed operationalisation of Uganda National Institute for Teacher Education, the phasing out of Grade III and Grade V teacher qualifications, the closure of some Primary Teachers Colleges, and the need to restore teacher training capacity, recruitment, development, welfare and retention. Mr Speaker, the National Teacher Policy, 2019 was intended to professionalise the teaching profession by raising standards for teacher education, training, management and continuous professional development. The review of the policy is due to the process to address the raised concerns, including restoration and expansion of primary teacher training capacity. The Teachers Act, 2026, which was assented to on 21 May 2026, provides a legal basis for strengthening regulation, professional development and management of teachers. The Act also supports the restoration and expansion of teachers’ training capacity. The implementation will be undertaken through the National Teachers’ Council, whose establishment process has commenced. Government wishes to clarify that the Uganda National Institute for Teacher Education is operational. Mr Speaker, the Government remains committed to ensuring an adequate, professionally trained and equitably deployed primary teaching workforce to support our human capital development. I beg to move. (Applause)

Thank you, Madam Speaker. I would like to thank Gen. Katumba, the Minister of Works and Transport. However, regarding one road that connects Kwania District Headquarters to Nambieso subcounty where a health centre IV is being constructed, in the Financial Year 2023/2024, under UNRA, a budget was put in place but work was not done. In the last Financial Year 2024/2025, a budget of Shs 72 million was put but no work was done on this road. Honourable minister, what plan is there because the road is lying along Lake Kwania and it is flooded. Two, the President had directed that a ferry be put connecting Kwania to Amolatar District but to date, no action has been taken. What plan is there for this ferry? Finally, the construction of Rwekunye-Apac- Lira-Kitgum road is ongoing but there are still persons affected who have not been compensated, including me. What plan is there and when are we going to have our money? Thank you.

Thank you, Mr Speaker. Kwania has three subcounties that have not been benefiting from the Uganda Road Fund for the last four years, and they are very bitter. Last time I went there, they told me to take them back to their original subcounties because they were created when I was the district chairperson. The issue of coding does not work because these are gazetted subcounties. Secondly, the Gulu Regional Workshop was created way back when some of us were still kids, and the Lango Subregion had two districts; now we have ten. These people cannot do miracles. Regional workshops should be in every subregion if we are to realise any results. Kwania District Local Government, among other districts, was partially given road equipment: a grader and an excavator, but without the roller and the water booster. I thought that in this budget we were going to hear something about that, but the minister is silent, and even the committee is. Lastly, Mr Speaker, I think you need not regret for not having Central Government roads. Kwania has two Central Government

17061 THE ELEVENTH PARLIAMENT OF UGANDA TUESDAY, 15 APRIL 2025 In my constituency, I happen to have a dam in Olami that was constructed during my time as the district chairperson, about 10 years ago. I still remember that the Government wasted over Shs 5.6 billion to construct this dam. The dam has gone back to its original state, and the Ministry of Water and Environment has taken no action. Every year, you will hear them saying they are going to desilt dams. I would like the committee to come up with the specific dams. If you just say, “we are giving them this amount of money for desilting dams,” and you do not come up with the names of these dams that will benefit from the money given to them, it will have no meaning. Secondly, I would like to talk about the electricity scale-up project. We approved this loan when we had just joined - I think in the second year in this Parliament. I have not seen this project in my constituency. In Lango, they are going to other districts, I think only one district, but in my constituency, I have not seen even a single pole. I would like to know the criteria you are applying to the beneficiaries. This is just like – Mr Speaker, I am sorry, I did not talk about health. I want to talk about health. Kwania District Local Government does not have a theatre. We have a health centre IV that the Minister of Health visited and condemned the theatre. I do not see it in the budget this year. There is no single ambulance in Kwania District. They are using my ambulance and the ambulance – (Member timed out.)

14046 SECTORAL COMMITTEE REPORT The committee noted with concern that the project had a design review which was undertaken by a new consultant. This resulted into significant changes in the scope and price of the project. UNRA informed the committee that initially, the road had been designed to go through the existing road with the approval of the then leaders. However, during implementation, there was new leadership in Kwania District and Town councils who decided to maintain the old roads due to many buildings in the town. Consequently, UNRA had to redesign the road to create a new section, which was less expensive to compensate compared to the buildings on the old road. In addition, the committee was informed that design of civil works depends on samples. However, during implementation, after opening the ground, there are variations in length and width which result in either savings or additional costs. The committee recommends as follows; i) UNRA should use a design consultant to supervise the contractors so that any design reviews do not result in additional expenditure by Government. ii) UNRA should make its design review process clearer and more transparent to ensure that any changes to the project scope and price is thoroughly justified and documented. Delays in granting full access to site The committee was informed by the contractors that one of the challenges they were facing during project implementation was the delay in granting full access to site or right of way. And that 19 kilometres had not been acquired on lot 1 and 20 kilometre on lot 2. UNRA reported that land acquisition on this project commenced in 2017 with preliminary processes including the stakeholder engagements at all levels. Survey and valuation data capture and the first valuation report was approved on 3 September 2018. The second and third reports were approved in August 2021 and then the fourth in September 2023 and the fifth report on (Lira-Ngetta section) in July 2024. All are currently under implementation with two supplementary reports arising from the regional reports. The project was divided into the following smaller sections: i. Apac-Lira handed over to the contractor 93 per cent-this one members can go through. Madam Speaker, Tororo-Mbale-Soroti- Lira- Kamdini Road. Government of Uganda received funding from World Bank for implementation of an output performance-based road contract along Tororo-Mbale-Soroti-Dokolo-Lira-Kamdini, that is about 340 kilometres. The project is being implemented in two lots. The project duration is 8.5 years and table 7 summarises the contract. The Delayed Project Implementation The committee observed, that the eight-and- a-half-year project is being implemented at a slow pace. Since it has 29 months remaining out of the 102 months for the project duration and yet rehabilitation works have not started on lot one and lot two is at 47 per cent physical progress on the rehabilitation works as at the end of July 2024. The committee was concerned that further delays could lead to project extension of time which could result into additional supervision costs even if there is no cost time extension for the contractor. UNRA informed the committee that delayed approvals to key installations and auxiliary sites by NEMA had hindered the progress as planned. [Mr Awany] COMMUNICATION FROM THE CHAIR

Why don’t we increase the amount from Shs 25,000 to Shs 50,000? That money would help them to improve their lifestyles because they also have dependents. (Applause)

To cut the story of Apio short - she had been married for 20 years, and she has got adult children, like 18 and so on, teenagers, but she had never handled Shs 1 million in her life. She did not have land. When she got the land, when she got the Shs 1 million, she did not have her own land. She had to go and hire three acres from somebody else, grow maize, sell the maize, put some of the money back into agriculture, and then buy those sheep the ones you saw. When I was there during campaigns, she told me she had now 60 sheep. For me I did not know about sheep. Who buys sheep? She is the one who told me that, “No, South Sudanese like sheep, they buy.” Therefore, our people are clever when supported. They even know things we do not know. I did not know anything about sheep. Even in my dreams, I cannot dream about sheep, but she knew that sheep have a market in South Sudan. Nabutono, I do not know who buys Ssekkokko. I have no idea. But they know. So what they lack is support. Therefore, I want the Kisozi model. I do not want to live in a parish with poor people. That is what I told them. N’abe Kikisozi nabagamba nti sagaala kulirana baavu. Njagala kugenda mu ggulu (I want to go to heaven.) I do not want the angels to block me, saying, “ You were in Kisozi, you had neighboring poor people, and you kept quiet.” I must tell you - I told them. Now, you saw the house of Lule - let us watch that video with that man - show it to us again, his house and the coffee plantation. ( A video presentation was made.) - The man of Kisozi - see the house, car, coffee - that is how they are now. Therefore, leadership is not for ego, but for the people and the country. In agriculture, it is possible to have a Pan-Ugandan rural transformation. In the Kisozi area, I have nine villages with 2,048 homesteads now. As of today, all 2,048 homesteads have joined the money economy with coffee, bananas, dairy farming, goat rearing, and poultry. You did not show us the video with my manager at Kisozi, Nalwanga. Don’t you have her video? I have got a girl whom I have educated from P2. She went to Ndejje, and she is the one managing - Nalwanga - these people do not like my useful people. Nalwanga tebamwagala wano . In the cattle corridor, most of the original families have joined the money economy through dairy farming. In order to stabilise agriculture, we are addressing the issue of irrigation. Apart from the big irrigation schemes such as Mobuku, Doho, etc., we are developing many micro solar-powered irrigation schemes, working with a British group known as Nexus Green. As we speak, they have worked with the Government to put solar-powered irrigation schemes in Ngora, Serere, Bukedea, Amolatar, Kwania, Apac, Kassanda, Masaka, Mukono. Those are some of the irrigation schemes. In conclusion, however, the two residual problems with the peasantry are, as I pointed out above, some of them still rely on okusetura , free range, which underutilises the land. A square mile of a well-cleared farm, no bushes, no muteete , no shrubs, no acacia, will cater for 300 long-horn cattle, including the calves. With pasture growing and zero grazing, a square mile will cater for 6,000 cattle.

Thank you, Mr Speaker. My name is Ocen Geoffrey, Member of Parliament for Kioga North County in Amolatar District. Mr Speaker, I associate myself with the motion moved. As a member of the Uganda People’s Congress, when I was the District Chairman of Amolatar District, and at the time when the district was being submerged by the water levels of Lake Kyoga and Lake Kwania, the Rt Hon. Prime Minister visited the district. (Applause) We spent the whole day visiting the local community that suffered in the district. As a Member of Parliament, I want to state that the Rt Hon. Prime Minister had an illustrious career spanning over two decades with an impeccable and unblemished record. If we give her another chance, I strongly believe this country will move to another level. I associate myself with the motion moved.

Thank you.

Thank you, Madam Speaker. When we rationalised Uganda National Roads Authority back to the Ministry of Works and Transport, I looked at their report and realised that most of the roads in the districts that surround Lake Kioga and Lake Kwania, are flooded; that is in Lango, Buruli, Teso and around Kioga. Unfortunately, these areas have not been supported with additional money to deal with the floods that have come as a result of the rise in the level of the waters. Therefore, I would like the minister, in his presentation tomorrow - because I have a report and I am going to share it with him so that the areas of Lango, Teso and Buruli, West Nile and even Acholi - because in the report of UNRA, the eastern and central the stations were given additional money to deal with those bottlenecks.

16835 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 9 APRIL 2025 On the overall performance of the budget under the UPF, we recommend reallocating funds from the assistance to Uganda Police Force projects to critical UPF areas. Uganda Police Force must create a comprehensive successor project for nationwide investments. The second recommendation is that the Uganda Police Force should expedite the preparation and approval processes of the CCTV Phase III Project to ensure its inclusion in the national plan budget. We reviewed the traffic and road safety and, therefore, recommend as follows: 1. An additional Shs 7.577 billion for transport equipment be provided; 2. Shs 1 billion for an IOV inspection lane and certification centre to be provided; 3. Shs 18 billion for 10 mobile inspection stations for IOV to be provided; 4. Uganda Police Force should link the EPS to the NIRA database; and 5. Uganda’s driver licensing system should be adjusted to capture details of foreigners who commit traffic offences. On police accommodation and the ongoing construction projects, we note that 74 per cent of the police officers lack institutional accommodation. However, the Uganda Police Force is working on a police accommodation project. This project is excluded from PIP. The Ministry of Internal Affairs plans to build 69,000 housing units for the Uganda Police Force and Uganda Prisons Service, and the DCIC, through a PPP arrangement. We, therefore, recommend that the Uganda Police Force accelerates the completion of the accommodation project to comprehensively address police accommodation challenges in the year 2025/2026. On the subcounty policing model – this is a flagship security solution to the country, initiated by His Excellency, the President, and it is now under implementation. The model aims to use limited resources in subcounties to improve policing services for communities, including establishing a police station in each area, following: 1. Deployment of a minimum of 18 personnel; 2. Two motorcycles per police station; 3. A counter phone and radio communication; 4. An office; and 5. Staff accommodation for at least 18 personnel. The Uganda Police Force has tested this model in Greater Masaka in the Financial Year 2023/2024, establishing 892, which is 41 per cent of the 2,190 subcounties, nationwide. In the Financial Year 2025/2026, Shs 5 billion is allocated for the construction of 30 model police stations and completing 11 in greater Masaka, along with acquiring 333 motorcycles and communication equipment. However, there is a funding gap of Shs 557 billion. We, therefore, recommend that Shs 587 billion be provided for the nationwide rollout of the subcounty policing model. On crime management, we recommend that Shs 17 billion be provided for CIID investigations and Shs 2.3 billion for crime intelligence in the Financial Year 2025/2026. On the Canine Unit, we see that expanding the Canine units to 36 locations of Budaka, Bukomansimbi, Butambala, Zombo, Adjumani, Madi-Okollo, Pakwach, Vurra, Kaberamaido, Koboko, Terego, Maracha, Moyo, Ayivuni, Buyende, Kaliro, Namutumba, Ngora, Hima, Namisindwa, Kwania, Agago, Nwoya, Amuru, Kyankwanzi, Apac, Kole, aerodromes and border points of Jinja, Soroti, Arua, Mbarara, Kisoro, Mpondwe, Katuna and Mirama Hills nationwide, requires an additional Shs 2.259 billion. The unit faces challenges with unreliable transport for sniffer dogs to crime scenes. Reliable transport is needed at the district stations, requiring Shs 28.44 billion for equipment in 29 regions.

Appreciate that these questions come from members. So, I try to make sure that we answer them and give answers satisfactorily. Thank you so much. My response is that the National Seeds Project (NOSP) is a seven-year initiative that started in 2021 to 2028, jointly implemented by the Ministry of Agriculture, Animal Industry and Fisheries and the Ministry of Local Government. Building on the successes of the Vegetable Oil Development Project(VODP) Phase 2 that started in 2010-2020, NOSP operates in 81 districts, clustered into hubs, that is West Nile, Northern, Eastern, Mid-Western and Karamoja. In Northern Uganda, the project is active in 17 districts including Lamwo, Pader, Kitgum, Gulu, Amuru, Nwoya, Omoro, Agago, Kwania, Otuke, Lira, Alebtong, Amolatar, Apac, Oyam Dokolo and Kole. The project aims to address the shortfall in domestic oil seed production and increase the local output of vegetable oil and related by- products. Its primary development objective is to accelerate commercialisation in the key oil-seed value chain, thereby improving livelihoods and resilience of smallholders involved in oil-seed production and marketing. Actual implementation of the project activities commenced in the financial year 2023/2024. The following have so far been carried out: i) The National Oil Seed Project has provided inputs such as soybean foundation seed and fertilisers to 48 clusters in the region for multiplication to ensure availability of quality declared seed closer to the farmers. This in turn supports farmer groups in growing the seed as grain to increase production and productivity, improve nutrition, and enhance backward and forward linkages within the region; ii) Extension service. The project has provided refresher training for 273 district extension staff to support farmers in the implementing seed value chain activities and to enhance production and productivity. iii) MAAIF, through the project, procured and distributed 162 motorcycles per district to ease mobility - two motorcycles per district- enhance service delivery, and boost the production and productivity of agricultural commodities; iv) Clustering and formation of farmer groups to enhance oilseed production and productivity, contribute to crushing [Ms Nabbanja] PRIME MINISTER’S TIME

Thank you so much, Mr Speaker. Kwania borders Karamoja. It is not far because we are in the Lango Subregion. The insecurity in Karamoja has been long overdue and yet they have a whole brigade of UPDF stationed in Kaabong and in some other districts. We have to find out why it is that the insecurity in Karamoja cannot end. What could be the problem? Who is causing all these problems? These are some of the questions that we have to answer as Members of Parliament who come from Northern Uganda, because whenever there is a problem or whenever there is insecurity in Karamoja, the entire Northern Uganda is affected in terms of production, in terms of farming and all those other things. I would suggest, if possible, that we have the brigade that is stationed in Kaabong. Why don’t we put UPDF brigades in most of the districts in Karamoja so that we attain the peace that all other Ugandans are yearning for? Thank you so much, Mr Speaker.

Thank you, Madam Speaker. I was making my last submission and then I return the microphone. There is the issue of recommendations from the districts who have been engaging the Uganda Peoples Defence Forces (UPDF) Engineering Brigade. I thought of bringing this issue here. The districts that have been using the UPDF Engineering Brigade have registered almost 99 per cent of the success rate, as far as the contract is concerned, via efficacy, effectiveness, timeliness, and the quality of work. We have had, for example, a district like Kwania which is solely using the UPDF Engineering Brigade to do their construction. We have heard this recommendation from almost 60 per cent of the Chief Administrative Officers (CAOs); to build bridges, roads, construct schools and to build mega construction. Can we find it relevant in this particular case to recommend that most of the important contracts we have in this Government be given to the UPDF Engineering Brigade? Thank you.

My question is: what plan does the Government have for the people who are facing such a disaster? Thank you so much.

Kwania being one of the new districts does not have any road equipment. 11282 SUPPLEMENTARY SCHEDULE NO.1 FOR FY 2023/2024 Public Debt Portfolio Analysis The committee observed that the preliminary country’s total nominal public debt stock stood at Shs 86.779 trillion as at the end of June 2023. This is equivalent to 46.9 per cent of GDP compared to 48.4 per cent as at June 2022. Of the total public debt stock as at June 2023, external debt constituted 60.2 per cent, which is US$ 14.24 billion while domestic debt constituted 39.8 per cent, which is US$ 9.4 billion. Preliminary findings from the annual debt statistical bulletin indicated that a total of approximately US$ 3.29 billion external debt was committed and remained undisbursed as at 30 June 2023. This debt would increase Uganda’s stock in the medium-term, even without signing any new loans. With the growing level of public debt due to its significance in meeting the country’s huge financing development needs, there is need to pay close attention to the cost of debt and the economic rate of return of projects financed through debt. The committee recommends as follows; (i) Given the existing global uncertainties (lower global growth, persistent high inflation in advanced economies, tight global financial conditions, slow growth in domestic revenue and climate change disruptions), the Ministry of Finance, Planning and Economic Development should prudently project and manage the funding mix as well as review its priorities to avoid escalation of debt beyond a sustainable level. (ii) The Ministry of Finance, Planning and Economic Development should fast- track implementation of strategies to enhance domestic revenue generation for the country and reducing or rationalising government expenditure. (iii) Acquisition of additional debt should be targeted towards those sectors that trigger export growth and contribute to domestic revenue mobilisation. Criteria for selection of beneficiary districts The committee was informed that the selection of the beneficiary districts was based on the following; climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation. The committee, however, notes that some of the districts which met the criteria were omitted. For example; Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma. The committee, therefore, recommends that the districts of Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma should be absorbed on the climate smart project due to the climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation concerns in these districts. The inclusion of these districts will not alter the value chain in their respective subregions. Conclusion The committee, therefore, recommends that the request by Government to borrow up to US$ 325 million and receive a grant of up to SDR 19.5 million (equivalent to US$ 25 million) from the International Development Association (IDA) of the World Bank Group to finance the Uganda Climate Smart Agricultural Transformation Project be approved subject to these recommendations. I beg to report.

The health sub- programme budget has been increased in nominal as well as in percentage terms. In the Financial Year 2021/2022, the allocation had reached 14 per cent. Government enhanced the salaries of scientists, mainly the medical personnel. This will push the ratio even higher. In the budget for the Financial Year 2023/2024, Government has prioritised the human capital development programme to which the health sub-sector belongs. Starting with the Financial Year 2023/2024, Government is committed to annually increasing the budget for antiretroviral treatment by Shs 50 billion per annum. The committee recommends that this should be done. Recommendation 17: The Ministry of Finance, Planning and Economic Development should increase funding to provide adequate accommodation to police officers - Mr Speaker, there is a long narrative that follows; I will try to summarise it. In the budget for the Financial Year 2022/2023, the Ministry of Finance, Planning and Economic Development provided Shs 26.212 billion for the following: i. The construction of seven accommodation blocks - 10 units per block - in the districts of Nakasongola, Sheema, Busolwe, Mitooma, Kanungu, Kakumiro, Katwe- Kabatoro and Ntungamo; ii. In the budget for the Financial Year 2023/2024, the budget for residential buildings is Shs 26.412 billion, a slight increase of Shs 0.2 billion from the level of Financial Year 2022/2023. The committee recommends that the Ministry of Finance, Planning and Economic Development should give special consideration to the development budget of Uganda Police Force. Mr Speaker, by way of summary, permit me to state the following – that the report captures recommendations in respect to: i. The Ministry of Water and Environment (page 21); ii. The Petroleum Authority of Uganda, (page 23); iii. The Office of the Director of Public Prosecutions (page 23);

Thank you, Mr Speaker. Mine also goes direct to the Minister of Education and Sports. During recess, I moved to my primary schools; Kwania has 57 primary schools. We had a meeting in one of the biggest primary schools and the inspector of schools gave general data of latrine coverage in the district. And I got to realise that over 60 percent of my primary schools have got no latrines. The few that have are even sharing them. The five stance toilets are shared by girls and boys. When I was a district chairperson, we used to have very many grants for education. As a – (Member timed out.)

You promised that you would carry out investigations and compensate these families. Up to now, nothing has happened and the families are waiting. When are you going to address that? Secondly, on the issue of floods; we thank you for coming to Amolatar when we had them. I am here to report that the same families you visited in the IDP Camps in Akwon Subcounty have, again, been flushed away by the floods in the same area. Is there any plan for you to support us? Madam Speaker, when we state on the Floor that schools do not exist, then before even one minute elapsing, the same member says there are white elephants - Madam Speaker –(Interjections)- absolutely. A member is saying the schools do not exist on the ground but I presided over the commissioning of four of the seed schools: Apac Seed Secondary School in Apac, Aduk Seed Secondary School in Kwania, Ogor Seed Secondary School in Otuke, and Abia Seed Secondary School in Alebtong. And we dispatched a team of ministers all over the country to commission schools that had been finished at that time. Hon. Odur is here, a school in his constituency was commissioned by hon. Grace Kwiyucwiny. All the schools built under UGIFT phase one, are supposed to be equipped. For instance, computers are supposed to be 28. Honourable members, this fight against corruption must be collective. I was in Kwania and I found Shs 272 million that was cause listed for construction of a seed school, diverted. An arrest was ordered. The acting DEO is on interdiction pending investigations because I found only 14 computers. I went with a checklist. Therefore, that is the reason I am pleading with you to please give us these reports because we need to join hands so that when I come to your district and order - because the Constitution allows that on reasonable suspicion, that is a constitutional provision - please do not start calling me, honourable minister, so and so, no because I did that even in my own district. I ordered the arrest of my own DEO in Alebtong.
Nothing here for the year you chose.
