Thank you, Mr Speaker. I rise to seek a statement from the Prime Minister regarding Namisindwa District. The looming landslide disaster, where over five hundred villages are at risk of landslides, and the five hundred villages have cracks. Due to the forecast of heavy rains, I request the Prime Minister to give me a statement on whether they are aware of these cracks, following the weather forecasts. Equally, Namisindwa District is the only district in the whole of Uganda that does not have a Health Centre IV although the constitution promises health for all. Distance to health is like a death sentence. Thank you so much.

Madam Speaker, I may not have another opportunity; the Road Fund has given Shs 1 billion to every district. We have eight Members of Parliament and 56 subcounties in Tororo District but we also receive Shs 1 billion like Namisindwa District with six subcounties. Minister of Finance, Planning and Economic Development, don’t you think it is appropriate that this Shs 1 billion for the road fund be given according to the subcounties?

Thank you, Madam Speaker. The information I would like to add is that the water he is complaining about is from River Manafwa and upstream Mount Elgon, Namisindwa District as well as other districts around Mount Elgon. Madam Speaker, I was grappling with calls this morning. In Lwanda Parish, Bumbo Town Council, just a few metres away from my home, the cracks have widened. This is to sound a call to the Government that there is a looming disaster of a landslide or a mudslide. I appeal to the Prime Minister to put up measures, especially evacuation camps - I know Bugisu - Mount Elgon, in general, is cracked, but what I am talking about is salient. I do not want to come here with obituaries, Madam Speaker. I wish that Government puts in place response mechanisms to save people. Thank you.
A member said Namisindwa District has no health centre IV and residents must travel 60 km to Mbale. They also highlighted only one mental health referral hospital and called for regional mental hospitals for people with disabilities.

Respect, Madam Speaker. The matter I want to speak about is health like my colleague from Isingiro talked about the health centre IVs. I come from a district of about 300,000 residents, not even one health centre IV. We grapple with getting these people to Mbale, which is 60 kilometres away. Rt.Hon. Prime Minister, we need a definite proper plan so that we know and I tell my people in Namisindwa District, not only my constituents of Bubulo East. Lastly, there is a sector we are not talking about, Madam Speaker; I should speak for them on matters of health and this is mental health. We have only one referral hospital. I can be a potential person any time from now –(Interjections)- yes, Hon. Nsereko, I am not yet until I am declared by Hon. Chris. I want to say mental people maybe fall under the docket of People with Disabilities (PWDs) and they have not spoken for them. We need regional mental hospitals, Madam Speaker. Thank you very much.

Mr Speaker, thank you for the opportunity. I rise to second the motion for paying tribute to the late. Around 1976 or thereabout, Gen. (Rtd) Moses Ali was at my place in Bumbo, southern Bugisu region. As children, we grew up with one of his brothers or relatives called Aliga. Little did we know that Aliga was equally a state operative. It is then that I saw a smart, handsome and young soldier of average build; the way you are, Mr Speaker. (Laughter) Those are the early contacts I had with him. We, the people of Bumbo, who have a Nubian community and my constituency in Bubulo East equally, pay tribute, especially to the family. Lastly, my father is 86 years old, and that indicates that the late is my father. To my colleagues, especially the children of the late, know that much as I am 61 years old, I am also a son to him. May his soul rest in peace. Thank you.

“Bududa Hospital serves not only Uganda, but also has over five districts within Uganda, from Namisindwa, Manafwa, Sironko, parts of Mbale, and Kenya.”
Read the full speech, word for word
The concerns that we have about the deplorable state of these hospitals are almost similar. The buildings are dilapidated and the case of Bududa is even worse because during critical health crisis and disasters, it is overwhelmed by casualty cases that are referred to Mbale and you know the sorry hospital state is conjoined to the deplorable state of the road and it becomes very difficult for some of these emergency cases to reach the referral hospital Mbale. You know, for Bududa Hospital, I must say this petition that has come from Soroti Hospital and others is a blessing in disguise, so that maybe the House recoils and plans better for all these dilapidated hospitals. Bududa Hospital serves not only Uganda, but also has over five districts within Uganda, from Namisindwa, Manafwa, Sironko, parts of Mbale, and Kenya. At one time, four years ago, when there was an outbreak of dysentery in neighbouring Kenya, most of those cases were actually brought to Bududa Hospital and we ended up again having many of our people affected by the same. I will conclude with a plea to my good friend, the Hon. Bahati, about the National Prayer Breakfast. You remember we had agreed - that time I had not been promoted; I was a bishop but I have now been promoted to presiding apostle. We had a unanimous agreement that the National Prayer Breakfast should not be held in the State House, as it cuts off some of the believers who think that the guest of honour, who is none other than the President, is also chairman of a party and this particular prayer breakfast should not have partisan colours. It should be non-partisan. I do not know why, after we upheld this proposal, the National Prayer Breakfast continues to be held in the State House - (Interjection) - Yes, please, because Hon. Abed Bwanika was part of the meeting that agreed on this - (Interruption)

“Most importantly, the bridge that connects Manafwa, Namisindwa, and Kenya to Bududa Hospital, as you know, is in ruins.”
Read the full speech, word for word
Thank you. Madam Speaker, you know that Bududa is synonymous with landslides, but we thank God that even with the heavy downpour, we have had landslides, but they have not claimed lives. However, we know that lots of crops and livestock have been destroyed. Most importantly, the bridge that connects Manafwa, Namisindwa, and Kenya to Bududa Hospital, as you know, is in ruins. With the pounding, heavy downpour, the situation has been made worse. We have seen the tributary of River Manafwa, which is called River Tutu, burst its banks. Soon, that bridge will be carried away. This means that the matter of disaster in Bududa will be exacerbated because the river will have demonstrated against the road, disallowing any communication or other transport between Mbale and Bududa. Once that road is cut off - you know Bududa is landlocked - there will be no other road that may connect it to Mbale or the border of Lwakhakha. The situation is as dire as that, Madam Speaker.
August 2025
A member asked the minister to review how the Shs 3.7 trillion was allocated to roads, noting that eastern Uganda, including Lugazi, was left out while western, central and northern regions received funds. The member also urged urgent repair of a bridge on the Bududa circular road that blocks hospital access for people in Manafwa and surrounding areas.

Thank you, Madam Speaker. Mine is a quick one to the minister that would require to review that directive by the President on the way the Shs 3.7 trillion has been allocated to the roads. Madam Speaker, the President was very unequivocally categorical when he mentioned the road from Mukono-Lugazi-Jinja. It therefore leaves the whole of eastern Uganda missing out on this allocation of the Shs 3.7 trillion. That raises serious concerns because I have received numerous calls and the President brought it out very clearly. Western Uganda is a beneficiary; central is a beneficiary, and Northern Uganda is equally that. Doesn’t this horribly go in breach of the National Objectives and Directive Principles of State Policy (XII)? It clearly states on balanced and equitable development that, the Government should ensure, in the allocation of the budget or resources, balanced and equitable development or rather sharing out of the resource. That is a serious concern. Secondly, the issue of the false hopes - let me not call them “false hopes,” because I trust you. I have interacted with you and you have promised that this time round, for the Bududa circular road, you have already procured a contractor. However, what would have required your ministry, which is managing the National Roads Maintenance Programme - it covers both paved and unpaved roads. This road has had a very important bridge, which has cut off access to the hospital for the people from Kenya, Namisindwa, Manafwa and the other side of Mbale. We expected, after you made another promise, which has never been honoured, to have had an emergency operation to have that bridge fixed. It was your colleague who made that pledge. Could you please consider it as an emergency that requires urgent intervention, because the hospital can no longer be accessed? Thank you.

“Actually, it has now cut off Manafwa, Namisindwa and Kenya.”
Read the full speech, word for word
17159 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 16 APRIL 2025 However, let us come to what the Constitution says in the National Objectives and Directive Principles XII on balanced and equitable development. It says in (iii) thus: “The State shall take special measures in favour of the development of the least developed areas.” That is where I concur with Hon. Kwizera’s submission when he says that it seems even when we have a whole directorate of planning, we do not seem to have had a standardised - even minimum standards of planning. There is a huge conundrum in all this. You are talking, for instance, of a mountainous terrain like the Bugisu and Sebei sub-regions. Now, a bridge that your ministry recently purported to give - they were playing on the psychology of the leaders - (Interjections) - yes, that they had dispatched a team to assess the magnitude of damage - a bridge, which connects to Bududa Hospital. Actually, it has now cut off Manafwa, Namisindwa and Kenya. When River Tsutsu burst its banks, it washed away this very important bridge. We eventually proved that you had not dispatched any team. I am sure you have not even visited it. I do not know whether, in your plans, you are about to go there. The truth of the matter is that now, Bugisu Subregion, particularly that area of Bududa, is recording the highest maternal mortality rates. Even if you talk of roads, there are places where you cannot construct them. We have seen Members here advancing for ferries. Indeed, you have done well in that area. However, in your planning, what are you going to do for areas with mountainous terrain, where you cannot ferry a mother in labour from some valley, up a hill and down to the hospital? We had earlier mooted a plan of at least an aircraft, but we do not even see it in the National Development Plan (NDP) IV. This Bududa Circular Road, which is much awaited and hyped, has appeared in the budget almost seven times – Hon. Mudimi can bear me witness – but it mysteriously disappeared, yet this is a very important road. As we talk, the cost of doing business on this road is extremely high. We get so many Kenyan trucks, and now they can no longer access Bududa. Most of the produce there, of course, is perishable. Farmers are counting losses. Mr Speaker, I have just realised how much we are spending, as Uganda, on commitment fees on the Kampala-Jinja Expressway. If it is above Shs 6 billion, I do not know whether the ministry can see that as a huge haemorrhage of the meagre resources that the country needs to fix roads that are in a deplorable state – and they are numerous. Thank you, Mr Speaker. I beg to submit.

16835 THE ELEVENTH PARLIAMENT OF UGANDA WEDNESDAY, 9 APRIL 2025 On the overall performance of the budget under the UPF, we recommend reallocating funds from the assistance to Uganda Police Force projects to critical UPF areas. Uganda Police Force must create a comprehensive successor project for nationwide investments. The second recommendation is that the Uganda Police Force should expedite the preparation and approval processes of the CCTV Phase III Project to ensure its inclusion in the national plan budget. We reviewed the traffic and road safety and, therefore, recommend as follows: 1. An additional Shs 7.577 billion for transport equipment be provided; 2. Shs 1 billion for an IOV inspection lane and certification centre to be provided; 3. Shs 18 billion for 10 mobile inspection stations for IOV to be provided; 4. Uganda Police Force should link the EPS to the NIRA database; and 5. Uganda’s driver licensing system should be adjusted to capture details of foreigners who commit traffic offences. On police accommodation and the ongoing construction projects, we note that 74 per cent of the police officers lack institutional accommodation. However, the Uganda Police Force is working on a police accommodation project. This project is excluded from PIP. The Ministry of Internal Affairs plans to build 69,000 housing units for the Uganda Police Force and Uganda Prisons Service, and the DCIC, through a PPP arrangement. We, therefore, recommend that the Uganda Police Force accelerates the completion of the accommodation project to comprehensively address police accommodation challenges in the year 2025/2026. On the subcounty policing model – this is a flagship security solution to the country, initiated by His Excellency, the President, and it is now under implementation. The model aims to use limited resources in subcounties to improve policing services for communities, including establishing a police station in each area, following: 1. Deployment of a minimum of 18 personnel; 2. Two motorcycles per police station; 3. A counter phone and radio communication; 4. An office; and 5. Staff accommodation for at least 18 personnel. The Uganda Police Force has tested this model in Greater Masaka in the Financial Year 2023/2024, establishing 892, which is 41 per cent of the 2,190 subcounties, nationwide. In the Financial Year 2025/2026, Shs 5 billion is allocated for the construction of 30 model police stations and completing 11 in greater Masaka, along with acquiring 333 motorcycles and communication equipment. However, there is a funding gap of Shs 557 billion. We, therefore, recommend that Shs 587 billion be provided for the nationwide rollout of the subcounty policing model. On crime management, we recommend that Shs 17 billion be provided for CIID investigations and Shs 2.3 billion for crime intelligence in the Financial Year 2025/2026. On the Canine Unit, we see that expanding the Canine units to 36 locations of Budaka, Bukomansimbi, Butambala, Zombo, Adjumani, Madi-Okollo, Pakwach, Vurra, Kaberamaido, Koboko, Terego, Maracha, Moyo, Ayivuni, Buyende, Kaliro, Namutumba, Ngora, Hima, Namisindwa, Kwania, Agago, Nwoya, Amuru, Kyankwanzi, Apac, Kole, aerodromes and border points of Jinja, Soroti, Arua, Mbarara, Kisoro, Mpondwe, Katuna and Mirama Hills nationwide, requires an additional Shs 2.259 billion. The unit faces challenges with unreliable transport for sniffer dogs to crime scenes. Reliable transport is needed at the district stations, requiring Shs 28.44 billion for equipment in 29 regions.

13468 PRESENTATION OF THE BUDGET SPEECH FY 2024/2025 and non-food items across the country. Next financial year, I have provided Shs 18.1 billion plus a contingency fund of Shs 146.26 billion to support disaster response and management, including: i. The operationalisation of the National Disaster Risk Management Plan; ii. Support 50,000 households with food and non-food items across the country; iii. The provision of funds to Uganda Red Cross Society to support disaster victims; and iv. Supporting the resettlement of 1,000 households that were displaced by landslides and floods in the Elgon region, including the districts of Bududa, Manafwa, Bulambuli, Namisindwa, and Sironko. Government strategy for the financial year 2024/2025 and the medium-term Madam Speaker, in line with H.E, the President’s guidance, my ministry in collaboration with the National Planning Authority has developed a strategy for growing Uganda’s economy ten- fold. The target is to expand the size of the economy from about $50 billion, last year, to $500 billion, by 2040. The Government has identified four anchor sectors to drive this growth. These are: i. Agro-industrialisation; ii. Tourism development; iii. Mineral development including oil and gas; and iv. Science, technology, and innovation, including ICT. Madam Speaker, these are the ATMs that are going to mint money for Uganda’s next financial year and in the medium term. The detailed enabling policies, interventions, and actions will be contained in the coming 4 th National Development Plan. Madam Speaker, to achieve this ambitious goal in the next 15 years, we must deliberately and pragmatically do the following: i. Double the size of GDP every five years for the remaining three national development plans; ii. Raise per capita GDP six-fold from the current $1,146, to about $7,000 in Financial Year 2039/2040; iii. Double the level of savings in the economy from 20 per cent of GDP to 40 per cent in 2040; iv. Raise the share of exports in GDP from 12 percent, in 2022, to 50 per cent and the share of manufactured products in merchandise exports from 13 per cent to 50 per cent and the medium high tech products from 21 per cent to 50 per cent over the same period; v. Increase the annual FDI inflows from $2.9 billion in 2022 to $50 billion by 2040; and vi. Accumulate the stock and the quality of human capital (skilled workers); physical capital (energy, railway, roads, air travel, and internet infrastructure); and natural capital (forests, swamps, rivers, and lakes). Madam Speaker, the success factors of this strategy are: i. Enhancing the capacity for effective national defence and security to avert any internal or external security risks; ii. Maintaining constitutional order, an effective and efficient Judiciary, and a people-centered Legislature; iii. Economic stability in line with commitments contained in the Charter for Fiscal Responsibility; iv. A reformed Government-wide coordination of rationalised Ministries, Departments, Agencies, and Local Governments; v. Effective and accountable public institutions prepared to fight corruption and impunity;

11581 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 Introduction Mr Speaker, FMD is a highly contagious viral disease that affects all cloven-hoofed (two hoofed) animals. These include cattle, goats, sheep, pigs and wild animals such as buffaloes, deers and antelopes. The disease spreads very fast, through close contact between infected and non-infected animals. The disease is transmitted through aerosols (fluid droplets) breathed out by infected animals and contact with affected surfaces. The aerosols can be transported by wind to far areas. The affected animals get wounds in the mouth, feet and teats in female animals. FMD is the most dreaded disease in international trade of animals and animal products. Countries that have eradicated the disease do not allow trade with affected countries, or those that control the disease by vaccination. The disease causes significant economic losses to the farmers and to the country due to disruption in animal production, productivity and in trade of animal and animal products. Scientists and economists have estimated the economic cost of FMD to a farmer per unit livestock to be $20 per infection. The cost can be higher with repeated infections. Our target, therefore, as Government, is to not only control the disease but eradicate it. Mr Speaker, the ideal situation that enables any livestock producing country to fully control and eradicate FMD requires the following interventions: i) Undertaking a bi-annual compulsory vaccination exercise of the entire susceptible animal herd in the country (all two hoofed animals; cattle, sheep, goats and pigs). For purposes of universal coverage, compliance and bio-security considerations (since vaccines are live organisms), governments normally offer the vaccines as a public good. This, however, varies from country to country, depending on the number of animals and the budget implications for buying the vaccines recurrently. ii) Another control and eradication approach is the “test and slaughter” followed by safe disposal of the carcasses (burning and/or burying). When the veterinary authorities confirm the outbreak, they determine the affected animals and those at risk for destruction. This, however, is followed with compensation by the government, which is a very expensive practice. This is the practice in developed livestock-producing countries like the United Kingdom, among others. You kill or destroy, but compensate the farmer. iii) In addition to the above, movement control restrictions (quarantine) are always imposed either in part or as a whole in the affected geographical location depending on the epidemiological assessment by the competent authorities. The competent authorities, Mr Speaker, are veterinary authorities. These animal movement restrictions, however, are temporary measures to disrupt transmission but their duration depends on the discipline and compliance of the different stakeholders (farmers, traders, processors and enforcement agencies) and also on the country’s ability to implement interventions (i) and (ii) above. Current situation in the country Mr Speaker, there are 36 districts currently affected and under quarantine. These are; Budaka, Bukedea, Bukomansimbi, Bunyangabu, Butaleja, Fort Portal City, Gomba, Ibanda, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiboga, Kibuku, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mbarara City, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Namisindwa, Ngora, Ntungamo, Rakai, Rwampara and Ssembabule. All districts neighbouring the aforementioned districts are at high risk, under strict surveillance and the authorities are advised to remain vigilant. These include; Apac, Amolatar, Bugiri, Bushenyi, Butaleja, Hoima, Iganga, Jinja, Kabale, Kaberamaido, Kaliro, Kamuli,

Thank you. Madam Speaker, of course, after two years - because the beneficiaries do not pay back until after 24 months. After that, they are given another 12 months. That is why we are saying you have 36 months to pay back. However, looking at the four lowest performing districts - we are talking of Namisindwa - 27 per cent, Sironko with 26 per cent and Moyo with 21 per cent. In Karamoja, we are talking of Kaabong, which we need to put some bit of emphasis on. That was because of the distance to the bank and so on. I think we are gaining ground. On the issue of the guidelines, we have taken note of your comments. We are going to make sure that when I come back, we have fresh guidelines printed and distributed to the population. I have taken your advice on the banking and on the parishes, some are big and some are missing. I give you the assurance that by the time I come back, you will have a full report on these parishes. We talk of parishes, which are coded, meaning those which are gazetted by the Ministry of Local Governments. They are 10,594. In some districts, the district council passes the proposal to create new parishes. That process is not ending. They do not think that has ended. What happens to those other parishes, which must come on board? We will have time, somewhere in 2024, to go back to the Cabinet so that they lift the ban on creation of new administrative units, especially the parishes, which were already created by the subcounties –

10848 STANDING COMMITTEE REPORT allocating 15 per cent of their annual budget to improve the health sector. The health sub- programme budget has been increased in nominal as well as in percentage terms. In the Financial Year 2021/2022, the allocation had reached 14 per cent. Government enhanced the salaries of scientists, mainly the medical personnel. This will push the ratio even higher. Government also reported that in the medium term, given the change in focus in the National Development Plan III to prioritise enhancing the productivity and social well-being of the population in the country, more investment is expected in the sector in the medium term. In the budget for the Financial Year 2023/2024, Government has prioritised the human capital development programme to which the health sub-sector belongs. Starting with the Financial Year 2023/2024, Government is committed to annually increasing the budget for antiretroviral treatment by Shs 50 billion per annum. The committee recommends the provision of adequate funds to the health sector as per the Abuja Declaration to enable the sector improve the health needs of the citizens. Recommendation 16: The Ministry of Finance, Planning and Economic Development should provide adequate funding to the National Environmental Management Authority to maintain and sustain early warning systems where applicable. The Government reported that the total budget for Vote 150 for National Environmental Management Authority has been increased from Shs 18.943 billion in the Financial Year 2022/2023, to Shs 41.360 billion, in the Financial Year 2023/2024 to facilitate recruitment of additional staff and strengthening environmental protection. The committee recommends that this should be done. Recommendation 17: The Ministry of Finance, Planning and Economic Development should increase funding to provide adequate accommodation to police officers - Mr Speaker, there is a long narrative that follows; I will try to summarise it. In the budget for the Financial Year 2022/2023, the Ministry of Finance, Planning and Economic Development provided Shs 26.212 billion for the following: i. The construction of seven accommodation blocks - 10 units per block - in the districts of Nakasongola, Sheema, Busolwe, Mitooma, Kanungu, Kakumiro, Katwe- Kabatoro and Ntungamo; ii. Completed the construction and commissioned seven blocks, a total of 420 housing units of the Naguru Apartments; iii. Construction of Kira Division staff apartments, 24 units is at 80 per cent; iv. Erected and installed 5,410 double- occupancy uniports out of 6,446; a total of 84 per cent across the country; and v. Constructed 45 housing units, five units each block, in Butebo, Bukwo, Namisindwa, Amudat, Alebtong, Nabilatuk, Karenga, Kwania and Obongi, pending commissioning. In the budget for the Financial Year 2023/2024, the budget for residential buildings is Shs 26.412 billion, a slight increase of Shs 0.2 billion from the level of Financial Year 2022/2023. The committee recommends that the Ministry of Finance, Planning and Economic Development should give special consideration to the development budget of Uganda Police Force. Mr Speaker, by way of summary, permit me to state the following – that the report captures recommendations in respect to: i. The Ministry of Water and Environment (page 21); ii. The Petroleum Authority of Uganda, (page 23); iii. The Office of the Director of Public Prosecutions (page 23);

8850 SECTORAL COMMITTEE REPORT reformed warriors. The 1,000 iron sheets taken to the launch were partially distributed and up to now, the balance of 350 are still in the store at Moroto. Release and distribution of 12,200 iron sheets from the supplementary budget: The committee established that the Minister for Karamoja Affairs, Hon. Dr Mary Gorreti Kitutu directed for the release of 12,200 pieces of iron sheets from the stores for community mobilisation, and for peace-building missions in the subregion via an internal memo. The details are attached as Annex 14. Accordingly, this was cleared. The committee further established that following a security alert about the sale of OPM branded iron sheets in Namisindwa, Mr Godfrey Sseremba, the Accounting Officer, immediately halted the subsequent distribution of iron sheets on 8 February 2023. However, by that time, a total of 5,500 Iron sheets out of the 12,200 had already been distributed, leaving a balance of 6,700 in the OPM stores at Namanve. Mr Speaker, on page 21, this is how the 5,500 iron sheets were distributed: 1. 200 were given to the Minister of State for Education, Dr Joyce Moriku; 2. 500 to Rt Hon. Rebecca Kadaga Alitwala; 3. 300 to Hon. Marksons Jacob Oboth; 4. 300 to Rt Hon. Rukia Nakadama Isanga; 5. 300 to Hon. Matia Kasaija; 6. 3,000 were taken by Dr Mary Kitutu Gorreti; 7. 300 to Hon. Denis Hamson Obua; 8. 300 were given to Hon. Amos Lugoloobi; and 9. 300 were given to Hon. Fred Kyakulaga Bwino. Mode of authorisation for the release of iron sheets – let Members read the details on that. The committee established that the allocation of iron sheets to the persons named above was done through phone calls. Some recipients informed the committee that Mr Joshua Abaho, who is the PA to the Minister for Karamoja Affairs made phone calls to different recipients; their personal assistants informing them that the Minister for Karamoja Affairs had iron sheets for them at the OPM stores at Namanve. Mr Abaho further ordered the storekeepers to release the iron sheets. Regarding the method of contacting the recipients through phone calls, Mr Abaho informed the committee that he was purely working on the instructions of Hon. Dr Mary Gorreti Kitutu and not on his own accord and that he had brought the issue to the attention of the Permanent Secretary. Mr Speaker, we were not able to meet the Permanent Secretary because he was indisposed. May his soul rest in peace. Committee Observations The committee observes that the use of phone calls to contact recipients and also instruct the staff of the OPM to issue iron sheets from the store depicted a lack of adherence to the established formal procedures and inventory management in the running of the OPM store. The committee observes that the distribution of 14,500 iron sheets to persons other than the reformed warriors was a total diversion from the intention of the Community Empowerment Programme. Recommendations There accounting officer OPM cautions the staff at the OPM stores for the issuance of iron sheets from the stores based on phone calls other than following the laid down procedures and policies. Donations of iron sheets under the Ministry for Karamoja Affairs: The committee established that there is no budgetary provision for donations under the Ministry for Karamoja Affairs. The committee, therefore, observes that the use of unconventional channels and means to obtain items from the Government stores outside the well-laid-out procedures offends

Madam Speaker, it was demolished. They alleged that it carried some ghosts and that some women were suffering miscarriages because of that machine. I do not know. Disaster Risk Management Plan The Disaster Risk Management Plan was approved by Cabinet and presented before Parliament in November 2022. The document was launched in a bid to attain donor support on 21 September 2023 with a letter requesting for support also written. Funds are still being awaited from the Ministry of Finance, Planning and Economic Development to embark on the implementation of the planned activities. Disaster Preparedness and Management Bill The regulatory impact assessment was conducted and the principles are ready to be tabled before Cabinet this April. A tentative roadmap was developed as we await the approval of the principles. Resettlement through physical relocation and cash transfers to vulnerable households Following the completion of the additional 42 houses in Bunambutye Resettlement Area in Bulambuli District, a team is on the ground right now to ensure that 42 households that are highly prone to landslides are relocated and resettled from across five districts in Elgon subregion by the end of this week. This shall bring the total number of houses completed in Bunambutye to 305. An additional 50 houses have been planned for construction during quarter four of Financial Year 2022/2023. Further to the above, we are implementing a cash transfer strategy that was approved by the Cabinet on 12 September 2022 as a suitable option to resettle people at risk of landslides in Elgon sub-region. With the support of Give Direct International, a partner, 4,000 households have been targeted from the high-risk districts of Bududa (2,050), Manafwa (900), Namisindwa (500) and Sironko (550). Identification and registration in Bududa District has been completed for 2,116 households and validation is ongoing. Registration is on-going in Manafwa to be followed by Sironko and Namisindwa districts respectively. Each registered household at high risk of landslides in Elgon sub-region will be supported with around Shs 17 million. Shs 10 million is from the Government of Uganda and the NGO – Give Direct – will give Shs 7 million to each beneficiary. The internally displaced persons (IDPs) in the districts of Kasese, Kayunga and Ntoroko Land was identified and bought to resettle internally-displaced persons from the districts of Kasese and Kayunga. A total of 200 acres has been secured in each of the districts.

Respect, Mr Speaker. (Laughter) Thank you. I rise on a matter of national importance, concerning the cracks – I should not be named “the landslides person”, but I have about three National Water and Sewerage Corporation collection centres in my constituency and in the district, and that is Sono Treatment Plant, Laaso and another one at Lilima. These collection tanks feed four districts with water, knowing very well the adage that water is life. The four districts are Namisindwa, Tororo, Manafwa and Mbale. I rise because of the cracks around these collection tanks, especially that of Sono Treatment Plant. The multibillion uptake tank is completely cracked as a result of the landslides. Therefore, my prayer is to the ministry to move these tanks about two kilometres away because they have cracks. That will be pitting the population – the hundreds of thousands of people – in the four districts from taking this water. My prayer is to the ministry, specifically in charge of water and environment, to assist the National Water and Sewerage Corporation, which is a very good institution doing its work, but may not have enough money, to move these tanks away from where they currently are. Thank you.

Thank you, Madam Speaker. First, I should say I do not know how many megabytes or gigabytes of fright we have after you communicated that you are threatened with assassination; we are frightened. That is not the point though. My point is about Bunambutye, which the Prime Minister has just mentioned. We are happy that Government has made good interventions for the last five years or so. We have about 263 households settled within. However, the matter of concern is that recently, from the 11 th May onwards, we had more than 23 families from the districts of Bugisu settled in Bunambutye. The concern - it was an issue, but now a concern – is, the promise of the Prime Minister was that they would be helped with food, some amount of settlement fund, water and everything else for about six months. Madam Speaker, I wish to announce to the Rt Hon. Prime Minister that they paid for only one month of May. To date, nothing more has come in. They have nowhere to go and have resorted to destitution, completely. These 23 families from Namisindwa - I got three, Bududa 11 and the many other districts - were put on the lower side; the eastern side of the resettlement camp where there is no water. They have to move to a drinkable water source about two or three kilometres up. Otherwise, Madam Prime Minister, I want to appreciate one thing; the sensitisation in Bugisu over the landslides has been done well. I can attest to you that in Hon. Nambeshe’s district, and my own district where we have had mudslides and some landslides, we sensitised people and have not suffered fatalities, especially human fatalities. We are doing our best as the local area MPs together with many other local leaders. The issue of concern and my prayer is that, the Prime Minister attends to the salient issue of facilitation of these families recently moved to the Bunambutye resettlement camp. Respect, Madam Speaker.
Nothing here for the year you chose.
