Thank you. As you have heard, you need to go as far as primary schools. I am happy the secondary schools, where some of us are members, have an association; the Uganda Secondary Schools Sports Association. It is doing very well and we are getting talent. Sometimes, you find that some students who are not able to afford, like the Tinkas of today, are able to study for free from secondary up to university because of their talent. Before I get the minister to respond, in the public gallery we have pupils and teachers from Bunakijja Church of Uganda Primary School, Mukono. They are represented by Hon. Hanifa Nabukeera and Hon. Fred Kayondo. Please stand up. You are most welcome and thank you for coming. This is your Parliament and please come again. Please, sit. We also have teachers and pupils of Kinoni Integrated Primary School, Rwampara District. Members of Parliament from Rwampara stand up. We have Hon. Amos Kankunda, who is the Chairperson, of the Committee on Finance, Planning and Economic Development. He is a diligent person and a good Member of Parliament. Hon. Tusiime is very humble and Hon. Molly Musiime is a lady. Please bring all three back; do not change. Okay, thank you. Would you like to greet your people?

Thank you very much. Especially LDC; it is not an easy course. Mr Speaker, thank you very much for the opportunity to talk about a great man lying before us here, late Gen. Moses Ali. A freedom fighter and one of those who opposed bad governments. I want to mention about five points: 1. He was a brave man. He stood up against Idi Amin, as you may know, until Amin dismissed him from the army. I thank the President for reinstating him in the national army and promoting him up to the rank of a General, which he loved so much. (Applause) During his heydays, those of you who may have seen him, he used to walk with a spring like a general, and if you asked him, he would say that is how a general should walk. 2. He was a compassionate person and a just man. When he was a Minister for Tourism and Wildlife in 1996, he supported me to get land for people called Abanyabutumbi who had been chased out of their land by the colonialists -(Interjections)- when they created Queen Elizabeth National Park. Those Banyabutumbi in Rwampara have two parishes of Kikarara and Garuka.

401 THE TWELFTH PARLIAMENT OF UGANDA THURSDAY, 16 JULY 2026 The President authorised us to open up four centres. We have so far opened one in Arua. Arua is the area that oversees West Nile. We have also opened one in Kasenyi across Ntoroko, Lake Albert. We have also deployed experts in Bunia and Rwampara, which is in the centre of Ituri. We have sent over 50 specialist health workers in Uganda to support our counterparts in Congo. We also agreed on joint surveillance, joint monitoring, and sharing information. We have established a laboratory in Arua and Bwera in Kasese. Some of the samples from Congo are brought to our laboratories, one at the Uganda Virus Research Institute and another in Wandegeya. We have joint collaborative activities. Although we now register zero cases in Uganda, the collaborative interventions continue and we shall work with Congo until we register the last case.

The district delayed sending a request through the necessary departments, up to the Permanent Secretary (PS) – from the Chief Administrative Officer (CAO), who is the chairperson of the disaster committee in the district. We received this letter around April, and you are aware that that was almost a transitional period. But now we are back in the office; we are going to handle that issue.

Thank you, Madam Speaker. I also join you in welcoming colleagues back from the political battlefield. I know that most people are out there fighting for their political lives. I quipped and told the acting Prime Minister that she was very smart. (Interjection) Yes, she is very smart, Madam Speaker. Madam Speaker, today is day number 65 since presidential campaigns kicked off officially. They officially began on the 29 September of this very year, so today is day number 65. You did allude to the campaigns, wishing people to have successful campaigns. We are out there at various levels; presidential, parliamentary and so on. The campaigns kicked off fairly well and peacefully. People were out there campaigning, especially the presidential campaigns and we were happy. In fact, at some point we were here and I commended the Government. I said, “Here I will give you credit because so far, we are not being disrupted. We hope it continues that way.” But alas, it was as if we were triggering them to do otherwise. The campaigns have now unfortunately and unexpectedly become brutal. People are being shot dead, others are injured, many are incarcerated, tear gas has become the order of the day and dogs are being used to attack citizens, akin to what used to happen under the apartheid regime in South Africa. Police trucks are being used for crowd control. When people are standing on the roadsides, waving to their presidential candidates of choice, the police pushes some of them off the road by driving into them and a number of them have sustained numerous injuries. I saw the Inspector General of Police (IGP), Mr Abbas Byakagaba, yesterday. He held a press conference. As we have been making these complaints on why the brutality is setting in in so intense a manner, he made remarks and said the presidential candidate of the National Unity Platform, the party I belong to and speak for, is to blame for the brutality meted out to our supporters because we hold processions. That was according to the IGP, Abbas Byakagaba. I said that there was a problem here. Our colleagues in the NRM regularly hold processions, including yesterday, Madam Speaker. Candidate Yoweri Museveni Tibuhaburwa Kaguta was in Mbarara and Rwampara and they held processions in anticipation of him. They even had a band leading them in holding these processions. Now, it is honestly hypocritical for the Inspector General of Police (IGP), Abbas Byakagaba, to say “National Unity Platform (NUP), we are shooting at, tear-gassing and using dogs at you and so on because you are holding processions”, yet our colleagues in the National Resistance Movement (NRM) are holding processions. Why these double standards? Why this alarming hypocrisy, Madam Speaker? By the way, I do not want to be misconstrued. I do not fault the NRM colleagues for holding processions. It is campaign time. When a candidate is meant to be in a district, it will be different. That is why the police are notified and so on, to make sure that law and order prevails – because there is political activity. So, I do not fault NRM for holding processions at all because it is campaign time. My challenge is that when NUP and the Opposition hold processions, it is illegal and, so, they must be shot dead, beaten, tear-gassed and so on and for the NRM colleagues, it is okay. This is hypocrisy. All of us should be condemning this. If processions are illegal, it should cut across. My considered view is that they are not illegal.

17068 APPROVAL OF BUDGET ESTIMATES FOR FY 2025/2026 When we passed this loan, we all had hope and believed and we still believe that this is going to offer the electricity we need, especially in the rural areas, targeting the public health facilities. My constituency borders a city and I have two strategic subcounties that are near the city and do not have electricity. We even have a water source that is supposed to support the hilly areas of Rwampara and still there is no electricity. I do not know whether it is because of counterpart funding. If it is the case, I highly recommend that the Shs 20 billion be given to the ministry for energy, and even more, so that the scale-up project is fast-tracked. We all need electricity in our areas to develop the cottage industries that we have, and also other functional systems that we need. Mr Speaker, I would also like to speak to the water sanitation development facilities. My constituency has drilled four high-yielding water boreholes that have a capacity of 15,000 cubic metres per hour, water capacity, out of the four. However, this project has become a white elephant. The reason is the ministry for water says that its budget was cut. I see the recommendation that they need Shs 33 billion. Can we improve this better so that we can have areas like Rwampara, which are hilly, that are at a decimal 16 percent safe water access, and have access to clean water? The women - where I move - all say that they do not have water for homestead use. It is important that we address this challenge especially and also provide the Shs 50 billion that is needed to provide safe and clean water at the villages. I thank you, Mr Speaker. I recommend that we provide enough water and make the ministry for water, especially the water sector, a priority area so that it can be served fully. I thank you.

A member said that tea growing in Zombo was revived in 2014 with government support, but low seedling supply and COVID‑19 hurt farmers. The government is now distributing seedlings to 16 districts, including Zombo, Bushenyi, Mitooma, Kyenjojo, Rubanda, Kanungu, Kikuube, and Kabarole.

2.9 HrsToRY OF TEA GROWING rN ZOI0IBO Tea growing in Zombo was initially introduced in the 1960s. However, the economic activity collapsed due to the political turmoil of the 1970s. Following a request by the Alur King (Wimu ker Alur) to His Excellency the President to support tea growing in Abanga and other parts of the Alur Kingdom in order to improve the livelihoods of the people; Government re- introduced tea growing in the district during the FY 2OI3l2014 through the Northern Uganda Social Action Fund (NUSAF) II Programme. This happened at an opportune time when Government had started the expansion of tea production in the western and south-western regions of Uganda. In 2014, tea nursery beds were set up by Giant Seeds Company in Zombo and Nebbi districts. The National Agricultural Advisory Services (NAADS) procured and distributed tea seedlings to the farmers for planting. ln 2016, nursery beds were established again in Zombo district by the sa.rne company and more tea planting was done in 20 17 and 20 18 in block farms. ln 2018, more nursery operators were invited to set up nursery beds across the district to increase the quantity of tea seedlings available to farmers. It was at that time that tea farmers' groups/cooperatives and nursery operators' organizations emerged, prompting the formation of the 300- member Zombo Tea Growers Cooperative Society Limited. However, procurement of tea seedlings by NAADS remained low, causing loses to nursery operators and this, coupled with the impact of COVID-19, negatively affected tea growing. In 2022, Government through NAADS, embarked on the process of distributing tea seedlings to farmers in 16 tea growing districts namely: Buhweju, Bushenyi, Mitooma, Rukungiri, Kisoro, Kyenjojo, Zornbo, Rubanda, Rukiga, Kabale, Kanungu, Sheema, Kikuube, Rwampara, and Kabarole. 11581 THE ELEVENTH PARLIAMENT OF UGANDA THURSDAY, 1 FEBRUARY 2024 Introduction Mr Speaker, FMD is a highly contagious viral disease that affects all cloven-hoofed (two hoofed) animals. These include cattle, goats, sheep, pigs and wild animals such as buffaloes, deers and antelopes. The disease spreads very fast, through close contact between infected and non-infected animals. The disease is transmitted through aerosols (fluid droplets) breathed out by infected animals and contact with affected surfaces. The aerosols can be transported by wind to far areas. The affected animals get wounds in the mouth, feet and teats in female animals. FMD is the most dreaded disease in international trade of animals and animal products. Countries that have eradicated the disease do not allow trade with affected countries, or those that control the disease by vaccination. The disease causes significant economic losses to the farmers and to the country due to disruption in animal production, productivity and in trade of animal and animal products. Scientists and economists have estimated the economic cost of FMD to a farmer per unit livestock to be $20 per infection. The cost can be higher with repeated infections. Our target, therefore, as Government, is to not only control the disease but eradicate it. Mr Speaker, the ideal situation that enables any livestock producing country to fully control and eradicate FMD requires the following interventions: i) Undertaking a bi-annual compulsory vaccination exercise of the entire susceptible animal herd in the country (all two hoofed animals; cattle, sheep, goats and pigs). For purposes of universal coverage, compliance and bio-security considerations (since vaccines are live organisms), governments normally offer the vaccines as a public good. This, however, varies from country to country, depending on the number of animals and the budget implications for buying the vaccines recurrently. ii) Another control and eradication approach is the “test and slaughter” followed by safe disposal of the carcasses (burning and/or burying). When the veterinary authorities confirm the outbreak, they determine the affected animals and those at risk for destruction. This, however, is followed with compensation by the government, which is a very expensive practice. This is the practice in developed livestock-producing countries like the United Kingdom, among others. You kill or destroy, but compensate the farmer. iii) In addition to the above, movement control restrictions (quarantine) are always imposed either in part or as a whole in the affected geographical location depending on the epidemiological assessment by the competent authorities. The competent authorities, Mr Speaker, are veterinary authorities. These animal movement restrictions, however, are temporary measures to disrupt transmission but their duration depends on the discipline and compliance of the different stakeholders (farmers, traders, processors and enforcement agencies) and also on the country’s ability to implement interventions (i) and (ii) above. Current situation in the country Mr Speaker, there are 36 districts currently affected and under quarantine. These are; Budaka, Bukedea, Bukomansimbi, Bunyangabu, Butaleja, Fort Portal City, Gomba, Ibanda, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiboga, Kibuku, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mbarara City, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Namisindwa, Ngora, Ntungamo, Rakai, Rwampara and Ssembabule. All districts neighbouring the aforementioned districts are at high risk, under strict surveillance and the authorities are advised to remain vigilant. Thank you. Honourable colleagues, I saw the letter from the Permanent Secretary of the Ministry of Agriculture, Animal Industry and Fisheries and I saw the districts of Budaka, Bukedea, Bukomansimbi, Butaleja, Fort Portal City, Gomba, Isingiro, Kabarole, Kassanda, Kayunga, Kazo, Kiruhura, Kumi, Kyankwanzi, Kyegegwa, Kyotera, Luuka, Lwengo, Lyantonde, Mbarara, Mityana, Mpigi, Mubende, Nakaseke, Nakasongola, Ntungamo, Rakai, Rwampara - This is what I was talking about: when you have such interventions, use a platform of Parliament to engage because these Members of Parliament will be questioned in their constituencies and they will be stuck. As Parliament, you do not want to have a situation whereby one day, you will be accused of fighting Foot and Mouth Disease (FMD). We put a quarantine, Parliament came and stopped it and therefore, we allowed it and it went on. This is why I felt that it would be imperative for the minister to bring a statement here and then we debate it and put him on the spot-on issues of the law and what he would have told us here. But then again the urgency of it - I know some of these districts depend on cows and their children are going back to school. What are we going to do about it? Honourable colleagues, are we going to resolve that go and lift the quarantine so that people sell cows and you cause another crisis? You know! It is better we have ministers here and they give us clear information. Hon. Kivumbi, do you want to guide on the same? COMMUNICATION FROM THE CHAIR

11282 SUPPLEMENTARY SCHEDULE NO.1 FOR FY 2023/2024 Public Debt Portfolio Analysis The committee observed that the preliminary country’s total nominal public debt stock stood at Shs 86.779 trillion as at the end of June 2023. This is equivalent to 46.9 per cent of GDP compared to 48.4 per cent as at June 2022. Of the total public debt stock as at June 2023, external debt constituted 60.2 per cent, which is US$ 14.24 billion while domestic debt constituted 39.8 per cent, which is US$ 9.4 billion. Preliminary findings from the annual debt statistical bulletin indicated that a total of approximately US$ 3.29 billion external debt was committed and remained undisbursed as at 30 June 2023. This debt would increase Uganda’s stock in the medium-term, even without signing any new loans. With the growing level of public debt due to its significance in meeting the country’s huge financing development needs, there is need to pay close attention to the cost of debt and the economic rate of return of projects financed through debt. The committee recommends as follows; (i) Given the existing global uncertainties (lower global growth, persistent high inflation in advanced economies, tight global financial conditions, slow growth in domestic revenue and climate change disruptions), the Ministry of Finance, Planning and Economic Development should prudently project and manage the funding mix as well as review its priorities to avoid escalation of debt beyond a sustainable level. (ii) The Ministry of Finance, Planning and Economic Development should fast- track implementation of strategies to enhance domestic revenue generation for the country and reducing or rationalising government expenditure. (iii) Acquisition of additional debt should be targeted towards those sectors that trigger export growth and contribute to domestic revenue mobilisation. Criteria for selection of beneficiary districts The committee was informed that the selection of the beneficiary districts was based on the following; climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation. The committee, however, notes that some of the districts which met the criteria were omitted. For example; Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma. The committee, therefore, recommends that the districts of Namayingo, Busia, Masaka, Soroti, Kwania, Lira, Gulu, Rwampara, Ntungamo, Pakwach, Kapchorwa, Mukono, Nabilatuk, Luwero, Kalungu, Kalangala and Buvuma should be absorbed on the climate smart project due to the climate change vulnerability of the watersheds, poverty levels of sub-regional level and watershed degradation concerns in these districts. The inclusion of these districts will not alter the value chain in their respective subregions. Conclusion The committee, therefore, recommends that the request by Government to borrow up to US$ 325 million and receive a grant of up to SDR 19.5 million (equivalent to US$ 25 million) from the International Development Association (IDA) of the World Bank Group to finance the Uganda Climate Smart Agricultural Transformation Project be approved subject to these recommendations. I beg to report.

Thank you, Mr Speaker. I would like to thank the minister for the statement and also unequivocally thank the President because he was at the forefront of risk communication that enabled many of us to uptake the services which were offered during the COVID-19 pandemic. Mr Speaker, the Minister of Health mentioned a challenge to do with vaccine acceptance. I would like to know the strategy we have in strengthening risk communication and community engagement because, with that, we shall be able to allay the myths surrounding the vaccine uptake, which will make it easier for the population to partake of the services. Two, we had a challenge with the ambulance services during the pandemic situation. Many of us, as Members of Parliament, ended up buying ambulances. It is not tenable for us to manage them throughout a term, especially for us who come from Rwampara which is hilly and has a rugged terrain. Would you find it prudent to avail us with an ambulance, as a district, to support our services – and even other areas that do not have ambulances? Access to health facilities in our area is challenging because of the terrain. Even the services at the health centres III are still wanting. I thank you.

Thank you, Mr Speaker. First, I appreciate the truthfulness in the report of the honourable minister – the fact that these, actually, are white elephants in the regions and, therefore, need support. I also recognise the fact that you have been getting money before, but we seem not to see the difference in the performance even when you had a bigger budget. That is an issue, in my opinion. I would recommend that the rightful sub- committee looks at even investigating to find out what the actual problem is so that we can make informed decisions in this House. I would also like to appreciate the information that he has given about us. I come from Rwampara, which is a new district and has no road unit. We had thought that we would get this money earlier. (Mr Tusiime rose_) I have a colleague here – we even have bigger problems. You can submit on the rest of the minutes. (Laughter)

When I retire, that is where I am going. So, I need to fight for the sector. (Laughter) Honourable colleagues, many of you will join me. Hon. Oguzu Lee had suggested something to me; that when they appear before the committee, they should appear in the regions so that it is not just a Kampala affair. I will detail that in the terms of reference when I am forwarding the petition. Thank you. Honourable colleagues, in the Public Gallery this afternoon, we have Speakers from some of the western region districts. They include the Speakers of Rwampara, Kiruhura, Kazo, Ntungamo, Sheema, Ibanda, Hoima, Bundibugyo, Buhweju, Kagadi, Kakumiro, Rukiga, Mbarara, Kikuube and Kasese. Rwampara has sand deposits and recently, we have been bombarded by Sino trucks that come to ferry this. These SINO trucks are very heavy; they spoil the roads and break the culverts. It is difficult and we do not know under which rule or regulation to stop or regulate them. How can we get these people involved in rehabilitating the roads they destroy? How can we regulate their mining because they leave the places open and unproductive?

6958 SECTORAL COMMITTEE REPORT d) Be healthy and willing to undergo medical and physical tests. e) Have no criminal record and this proof of good citizenship was LCI and DISO signatures and recommendations. The quotas were distributed as follows: a) 8,400 were shared nationwide based on the district population size. b) 1,000 were mechanics and drivers. c) 600 were scientists qualifying to join the Air force. d) 100 Medical personnel e) 100 brass band musicians f) 50 specialised sportsmen and ladies The committee findings The committee observed that the recruitment covered 146 districts and the recruitment plan covered 134 districts. The 12 districts were accommodated within their former districts, since their district headquarters were not yet established. Quotas allocated to each district were based on the Uganda Bureau of Statistics population data of 2020. On this note, districts like Mitooma, Sheema, Rubirizi, Bushenyi and Buhweju had their recruitment centre at Bushenyi District Headquarters, which was their mother district as well as Greater Mbarara of Rwampara, Isingiro, Ibanda and Mbarara City and Mbarara District as well. Due to COVID-19 restrictions, the recruitments were done on zonal levels. For instance, the UPDF recruited a total of 163 people from the districts of Nebbi, Zombo and Pakwach. Here the recruitment centre was in Nebbi. All those that attended were recommended by LCIs and DISOs. Nebbi District was a recruitment centre hosting the other two districts. Despite their quota being 57 for Nebbi District alone, 163 recruits were recruited at the zone. While recruitment is not based on tribe, most of the recruits that came from Nebbi were the Alur, as per their identity cards. The committee was informed that a total of 195 people were recruited from Tororo District and most of their documents were verified by LCI chairpersons of various villages of applicants to ensure that they had no criminal record - and not necessarily to prove their ethnicity, tribe or place of abode. Attached are the copies of IDs and letters of recommendation; letters from LCs and recommendations by GISOs as well. However, this was misunderstood to mean proof of nationality. The committee recommends that LCs and the general public should be sensitised on recruitment procedures and guidelines, in accordance with the UPDF Act of 2005. Advertisements should be clear, easy to understand and should be published in all local newspapers and local radios for wider coverage. There were alarming numbers of forged academic documents and the Uganda national identity cards. Recruits who did not have national IDs, but had already applied were not allowed to use their national identification numbers because it was difficult to attach the face to the NIN. Verification of all other documents required more time and finances, which had its own limitations. The recruitment period should be long enough to allow time to verify all the required documents by the relevant Government institutions and agencies. The national identification numbers should be allowed as long as their genuineness can be verified. The recruitment process should be financed to undertake most of the required activities to avoid haphazard work. The recruitment was done for all Ugandans, as long as they had national identity cards and their LCI or GISO or DISO confirmed that they had the required documents verified by LCIs, DISOs, GISOs, as proof of no criminal record. The committee recommends that there should always be proper scrutiny or vetting of these

I am concerned because even on 8 November, I raised the same matter –(Interjections)- Members, it is my turn.
